Tropical Storm Ernesto threatens Caribbean 1 hour, 9 minutes ago

WASHINGTON (Reuters) - The fifth tropical storm of the Atlantic hurricane season, Ernesto, could strengthen into a hurricane and threaten U.S. oil and gas platforms in the Gulf of Mexico, forecasters said on Saturday. At 5 a.m. (0900 GMT), the center of Ernesto was about 255 miles south of Santo Domingo, the Dominican Republic, and moving toward the west-northwest near 16 mph (26 kph), the National Hurricane Center said.

Sustained winds were about 45 mph (75 kph).

The system could drop 2 to 4 inches of rain over portions of Puerto Rico, the Virgin Islands, Jamaica and Hispaniola, the island shared by Haiti and the Dominican Republic, with possible isolated amounts of 8 inches.A tropical storm warning is in effect for the south coast of Hispaniola and a tropical storm watch is in effect for Jamaica, the hurricane center said, adding that residents of the Cayman Islands and of western Cuba should also be on guard.Tropical storms do not have powerful winds, but they can bring heavy rains that pose a danger for undeveloped nations, like Haiti, with poor building standards.

Energy traders also watched the storm because of the potential for it to strengthen as it neared the Gulf, where hurricanes temporarily knocked out much of U.S. crude oil and natural gas production last year. The Gulf provides about a quarter of U.S. oil and gas output.The Miami-based hurricane center forecast that Ernesto would become a Category 1 hurricane, with 74-mile-per-hour(119-km-per-hour) winds, by Monday, a day before the anniversary of Hurricane Katrina, which devastated New Orleans and killed about 1,500 people.The Gulf waters this year are particularly warm. Warm waters are the fuel hurricanes need to gain power.

Ernesto could become a potentially dangerous hurricane as it moves across the northwestern Caribbean Sea and the Gulf of Mexico,the hurricane center said in a bulletin on the storm.

Fire destroys St. Petersburg cathedral domes Fri Aug 25, 10:36 PM ET

ST PETERSBURG, Russia (Reuters) - A fire gutted a 19th century cathedral in the heart of Russia's second city on Friday, destroying its famous azure domes which attract thousands of tourists every year.

As flames leapt from the main dome of the Troitsky (Trinity) Cathedral one of the largest wooden domes in Europe passers-by helped to rescue priceless artifacts from its renowned art and religious icon collection.The fire services don't have long enough ladders to reach the top of the dome. They have been aiming their water guns at the middle section,Reuters photographer Alexander Demyanchuk said by telephone from outside the cathedral.The cathedral had been covered by wooden scaffolding during reconstruction work when the fire started.

The main dome has been destroyed but we could not stop the fire because it was so high and now other domes are in flames,a spokesman for Russia's emergencies ministry told Interfax news agency.Emergency services said there had been no casualties.The Troitsky Cathedral, built overlooking one of central St Petersburg's canals, is big enough to hold 3,000 worshippers and also housed the military uniforms of Russian 19th century tsars.

ASEAN inks expanded pact with U.S.

Kuala Lumpur A bloc of Southeast Asian nations Friday sealed an expanded trade and investment agreement with the United States, the region's No. 1 trading partner.U.S. Trade Representative Susan Schwab and ministers from the 10-member Association
of Southeast Asian Nations, or ASEAN, signed the Trade and Investment Facilitation Arrangement, or TIFA.Ms. Schwab made it clear, however, that Washington would not lift economic sanctions or shift its stance toward military-ruled Myanmar over its poor human rights record.

Malaysian Trade Minister Rafidah Aziz warned that the TIFA must not be used to pressure Myanmar, formerly known as Burma, toward democracy.The TIFA deal capped weeklong meetings that saw the 39-year-old Asian bloc strengthening links with its key trade partners to try and make the region more competitive economically.

The nonbinding arrangement between ASEAN and Washington outlined initial co-operation programs. Washington will support the ASEAN Single Window project to harmonize procedures and create a “common custom system throughout ASEAN for the entry of goods,Ms. Schwab's office said in a statement.

Two-way trade between ASEAN and the U.S. rose 12.4 per cent to $152-billion in 2005.The TIFA also urges co-operation on pharmaceutical regulatory issues aiming at speeding the delivery of innovative medicines to ASEAN countries,according to a joint statement, and calls for co-operation concerning sanitary issues in specific agricultural goods, a key sector for both sides.American pharmaceutical firms have complained that generic drug copies of patented medicines are eating into their revenue and affecting their research capabilities. Poorer countries say they cannot afford the high cost of some patented lifesaving or life-extending medicines.

Malaysia's Rafidah said the TIFA was not a precursor to a free trade agreement and expressed hopes it would contribute toward Myanmar's national reconciliation but cautioned that it should not be used to pressure the country toward democracy. I would rather not put this cloud, this whole group exercise we have with U.S. with individual country issues,she said.

Ms. Schwab said, The TIFA will be a platform to intensify our trade and investment relations with the ASEAN region, which collectively constitutes our fourth largest trading partner,adding that The United States has very serious concerns about human rights in Myanmar. The TIFA is not going to change that.ASEAN ministers held talks later with Australia and New Zealand, where they agreed to wrap up free trade talks by mid-2007, so they could begin gradually freeing up their trade in goods, services and investment from Jan. 1, 2008,

according to a joint statement.Trade in goods between ASEAN and the two countries surged 23 per cent year over year to $35.6-billion in 2005.

JERUSALEM (AFP) Israel and Lebanon both welcomed an EU pledge to contribute up to 7,000 troops to a beefed-up UN peacekeeping mission capable of enforcing the fragile truce with Shiite militants of Hezbollah. Israel congratulates European countries on their decision to send these contingents for the international force in Lebanon, foreign ministry spokesman Mark Regev said following Friday's decision by the 25-nation bloc.This decision will greatly contribute to the full implementation of UN Security Council Resolution 1701,he said, with the EU now supplying more than half the extra soldiers needed to bring the UN Interim Force in Lebanon (UNIFIL) up to its mandated 15,000 from its current count of 2,000.Mohammed Chatah, a senior advisor to Lebanese Prime Minister Fuad Siniora, told AFP that "the government is very satisfied with this positive and important decision.

Following some delay and some doubts, the backbone of the international force has now been determined and it will allow for the Israeli army to quickly withdraw from south Lebanon and for the army to deploy in the region, Chatah said.UN Secretary General Kofi Annan, who is due in Beirut on Monday to discuss the deployment with Lebanese leaders, also hailed the EU's decision.

We may have a unique opportunity to transform the cessation of hostilities into a durable ceasefire,he said in Brussels.Half of the EU troops are to be deployed rapidly, with the 2,000 troops France has pledged to arrive within 20 days, Defence Minister Michele Alliot-Marie told The Wall Street Journal.But French President Jacques Chirac, who was speaking separately Friday in Paris, said a level of 15,000 troops was excessive and it made no sense to have such a large contingent alongside the Lebanese army in the region.

French Foreign Minister Philippe Douste-Blazy put the EU deployment at 6,500 to 7,000 soldiers on the ground, which means that the spinal column of the reinforced UNIFIL will be European.The force is crucial to shoring up Resolution 1701, which on August 14 brought an end to the brutal 34-day conflict in Lebanon between Israel and Hezbollah.The UN chief also proposed that France see out its current term as commander of the force, which expires at the end of January, after which Italy would take over.Italy is expected to supply up to 3,000 soldiers, which would make it the biggest contributor to the force.Italian newspapers said that Rome could send five ships -- including an aircraft carrier -- to Lebanon as early as Tuesday with 700 to 1,000 troops on board as part of its promised contingent of up to 3,000 troops.The green light for the deployment will be given in a decree by the Italian government,
which is meeting on Monday.

The troops called up for the mission will be from the San Marco naval regiment and the elite Serenissima regiment, both battle-hardened from service in Iraq.France, though, played a key role diplomatically in revamping the force, having co-authored the UN resolution with the United States. It also enjoys close relations with Lebanon, a former colony.A vanguard of 170 French reinforcements arrived in Lebanon on Friday, making France the only country so far to have actually sent troops. Chirac said he agreed to send the extra two battalions after winning a robust mandate for UNIFIL as well as guarantees the force would be able to cope if hostilities flare up again. While UN peacekeepers are usually allowed to use lethal force only when directly threatened a limitation which hobbled UN peacekeeping efforts in Bosnia and elsewhere -- Alliot-Marie said France had received assurances that troops could use force in other situations.

As an example, she said that if a UN patrol was blocked on the road by the Hezbollah militia -- but not shot at -- UN troops could do nothing under the normal UN rules of engagement. What we got was that they can, Alliot-Marie was quoted as saying in Saturday's edition of The Wall Street Journal. I don't want to send men so that they can be humiliated on the ground. The announcement of the French reinforcements spurred some other EU countries into firming up previously vague promises to contribute.

Spain said it would send 1,000 to 1,200 soldiers, Poland another 300 in addition to the 200 currently serving in UNFIL, Belgium 300 within two months and possibly another 100 later, and Finland 250. Greece is offering a frigate, helicopter and special forces while other countries, notably Portugal and Latvia, have indicated they could send soldiers, but no details were given Friday. Annan said Bangladesh, Malaysia and Indonesia had offered to participate in UNIFIL -- though Israel has opposed contributions from those Muslim countries because of an absence of diplomatic relations.

Iranian Ex-President Cautions West on Nuclear Pressure

Iran's former president has warned the world against pressuring Tehran about its nuclear program. Mohammad Khatami comments come just days before a United Nations Security Council deadline for Iran to halt its uranium enrichment activities. University in Tokyo Friday, August 25, 2006 Speaking at the United Nations University in Tokyo, Mr. Khatami said Iran's uranium enrichment is for completely peaceful purposes. The Islamic scholar said world powers have a double standard of supporting a country in the Middle East with hundreds of nuclear warheads a reference to Israel while trying to prevent Iran from using nuclear technology to generate electricity.

Mr. Khatami says the West is pouring gasoline over a fire, creating a crisis in a region ready to explode. The United States, Germany and other countries say they are not satisfied with Iran's response to a package of incentives to halt its nuclear activities.

Tehran faces an August 31 deadline to stop enriching uranium, or face possible sanctions by the United Nations. Japanese Foreign Minister Taro Aso on Friday said Tokyo will refrain from commenting on Iran's response. Japan is Iran's largest export market for oil.Japanese Finance Minister Sadakazu Tanigaki recently indicated his government would be reluctant to include oil in any economic sanctions that might be imposed on Iran. Tanigaki, noting what he calls Japan's extremely large dependence on Iranian oil, says halting the flow of such imports would cause great difficulty for the country, and would not be in Japan's interest.

Japan has maintained good relations with Iran, even though Tokyo's main ally, the United States, does not. Two years ago, Iran agreed to let Japanese companies develop its Azadegan oil field, which is believed to have the largest untapped reserves in the world. But negotiations on how to carry out the $2 billion project have stalled. Mr. Khatami, president of Iran from 1997 until last year, met with Japanese Prime Minister Junichiro Koizumi on Thursday.

Mr. Khatami regarded as a moderate compared with the more conservative leadership now in Tehran reportedly asked Mr. Koizumi to have Japan play a role in resolving the nuclear standoff through dialogue, not pressure. The Japanese Foreign Ministry says the prime minister told Mr. Khatami that Japan hopes Iran will cooperate with and respect the will of the international community. Earlier in the week, Iran formally responded to an incentive package offered by the United States, France, Britain, Russia, China and Germany. Iran called for a new round of negotiations, but gave no indication of complying with next Thursday's deadline.

TEHRAN, Iran (Reuters) -- Iranian President Mahmoud Ahmadinejad has inaugurated a new phase in the Arak heavy-water reactor project, part of Iran's atomic program which the West fears is aimed at producing bombs.A Reuters witness said on Saturday the president inaugurated the project and toured the site at Khondab, which is near Arak, 190 kilometers (120 miles) southwest of the capital Tehran. The plant's plutonium by-product could be used to make atomic warheads.The move came days before a U.N. deadline for Iran to halt uranium enrichment, the part of the program which is the biggest worry to the West. But the latest development is likely to raise further fears in Western capitals.

Inaugurating the heavy water production plant in Arak is a big step towards using Iran's right, which means reaching peaceful nuclear technology,Foreign Ministry spokesman Hamid Reza Asefi was quoted by state television as saying.An Iranian nuclear official said this week that heavy water production itself was not a proliferation risk, but a Western diplomat said such a move would not be a constructive step.Western nations accuse Iran of seeking to master technology to produce nuclear weapons. Iran, the world's fourth largest oil exporter, insists its aim is only for electricity.A small group of correspondents from foreign news
organizations were taken with Iranian journalists to Khondab, the site near Arak where the heavy-water project is being built, to attend the presidential speech.

The complex was protected by dozens of anti-aircraft guns and surrounded by a four-meter high barbed wire fence. Photographers and TV journalists were asked not to take any images except in areas where they were specifically permitted.The Iranian nuclear official had said Iran would start up heavy-water production but not the reactor. He said this unit had no military use so supervision by the U.N. watchdog, International Atomic Energy Agency (IAEA), was not obligatory.The product of this project provides for cooling and depleting systems of the reactor, that can be used in various industries,the official had told Reuters.

The West's main concern is Iran's program for enriching uranium, a process that can be used to make fuel for nuclear power stations or material for bombs.The U.N. Security Council passed a resolution on July 31 giving Iran 30 days to halt enrichment or face possible sanctions. The resolution also cited a call by the IAEA for Iran to reconsider construction of its heavy water reactor project.Iran's deputy parliament speaker, Mohammad Reza Bahonar, warned the West in comments published by Iran's Sharq newspaper on Saturday that putting pressure on the country could prompt public calls for Iran to pursue a weapons program.

Instruct them with Gods word with gentleness. Say to them the Bible says, let Gods word be the hammer that breaks the rock in pieces.

JEREMIAH 23:29
29 Is not my word like as a fire? saith the LORD; and like a hammer that breaketh the rock in pieces?

Gods word will bring repentence, they will repent for what they have done, they will renounce the horrible deed or sin in their life. They will acknowledge the truth. When they acknowledge the truth at that moment, say lets pray, then say comeout in the name of Jesus.

Don't just say right off come out in Jesus name, you have not broken that hard rock around them yet. You take Gods word first and say gently, look the bible says. Find out what they have done! Find out what brought about this bondage. Be informed by Gods word. If you don't know Gods word, do not tacle a Demon possessed person, because you have nothing to say to him. Demons will oppose anything you say, but they can not oppose the word of God.

The Bible says about Gods word, its a fire and a hammer. The fire melts the ice. The Hammer breaks the Rock. You tell them the Bible says, they will try to counteract, but you insist the Bible says. God will use his word, the person will acknowledge you are right, they will repent. When they repent, they acknowledge the word of God to be truth, and when that happens, and only when that happens, then you say,now,lets Pray. Let the word of God do the work for you, you will fail.

Most people don't know the word, thats why they can't bring deliverence to someone else. The Authority is Gods word, not you. If Gods word does not back up Jesus' name, its empty.

Like the Bible says, the name of Jesus is powerful when his word is magnified. You can not use the name without the word of God behind it (backing it up).

You approach the Devil with the word of God. Only the Word of God will bind him.

PSALMS 149:5-9
5 Let the saints be joyful in glory: let them sing aloud upon their beds.
6 Let the high praises of God be in their mouth, and a twoedged sword (BIBLE) in their hand;
7 To execute vengeance upon the heathen, and punishments upon the people;
8 To bind their kings(DEMONIC POWERS) with chains, and their nobles with fetters of iron;
9 To execute upon them the judgment written: this honour have all his saints. Praise ye the LORD.

Only the saints (CHRISTIANS) have this honor, not the world. To speak his word. As you use the word of God, you bind the Demonic principalities with chains. You will lock up all the Demonic powers. Like Matthew says: What you bind on Earth will be bound in Heaven. PRAISE GOD, the word of God belongs to everyone of us.

This honor of all his saints to use his word, not only in prayer before God, but as you approach the Devils of Hell. You have the power to say, the word of God says, Devil. And when you say that, you bind every prince with chains, every Demonic power with chains and you say, we bind you with the word (BIBLE) of the living GOD.

26 And that they may recover themselves out of the snare of the devil, who are taken captive by him at his will.

Then You say, Lets pray. Then you say: I loose you in the name of JESUS.

Like Jesus said what you bind, God will bind. Now you loose that soul, God says free. At that moment, the Devil, screams out, and comes out of that body.

When you bring deliverence to that body (person). Then you say Devil, don't come back. Draw a line of protection around that person. Apply the BLOOD. When you apply the Blood, you draw a line that Demons can not cross.

BEIJING A moderate earthquake jolted southwest China on Friday, killing two people and destroying homes in an area still recovering from damage caused by a temblor last month, the official Xinhua News Agency said.

The magnitude-5.1 quake struck Yanjin county in Yunnan province shortly before 2 p.m., Xinhua said.The quake was strongly felt,Cheng Lianyuan, a local official, was quoted as saying.Some big rocks from the mountains rolled down and destroyed many parts of the road.Provincial officials and earthquake experts have been dispatched to Yanjin to direct relief efforts, the report said.

Some 400 tents were being sent to the quake zone, the agency said, citing Yin Liyuan, vice director of the Yunnan Civil Affairs Bureau.Chen Tieniu, deputy director of Yunnan's seismological bureau, said one person died in the town of Zonghe after being hit by falling rocks. He said another 11 people in the town were injured.Several houses in the nearby town of Dousha also collapsed, he said.Yanjin county, which lies on an earthquake belt, was still recovering from a July 22 quake that killed 22 people and injured 106, Xinhua said. Railroad tracks, roads and thousands of houses — many built on hillsides — were damaged or destroyed. There were at least five aftershocks.Yanjin, which has a population of 350,000 people, is about 350 miles from the capital city of Kunming, Xinhua said.Tremors could be felt in towns 25 miles away and even in Chengdu, the capital of neighboring Sichuan province, it said.

Zhang Yan, another Yanjin official, said the streets in Dousha were littered with tiles and bricks.Many residents stayed outdoors for fear of the aftershocks,she was quoted by Xinhua as saying.

Strong quake hits mountainous Argentina Thu Aug 24, 10:57 PM ET

BUENOS AIRES, Argentina - A strong quake rattled a remote, mountainous area of northern Argentina late Thursday and was felt in northern Chile, but no injuries or serious damages were immediately reported. The 6.4-magnitude quake was centered about 70 miles west of San Salvador de Jujuy, capital of the northernmost Argentine province of Jujuy, according to the U.S. Geological Survey in Golden, Colo., which monitor seismic activity worldwide.It said the quake occurred at 9:44 p.m. and the epicenter zone was about 850 miles northwest of Buenos Aires and near the mountainous border with northern Chile.

There were no immediate reports of injuries or damages reported by emergency services in either country.Chile's government-run National Emergency Bureau told The Associated Press the quake was felt across three northern regions, including such cities as Antofogasta, Calama, Iquique, Calama and Copiapo.

Chinese storms leave 15 million homeless 2 hours, 4 minutes ago

SHANGHAI, China - Communities in southeastern China are straining to resettle more than 15 million people left homeless by four devastating typhoons in recent months, the official Xinhua News Agency reported Friday. The storms caused $3.6 billion in direct damage, Xinhua said, citing provincial officials in Fujian, the province worst hit by the disasters. The most costly damage was to businesses, farms, communications networks and water conservation projects.It said the central government had allocated only $7.5 million in relief funds for Fujian and neighboring Zhejiang province.

The most recent storm, Saomai, hit Fujian in mid-August, killing 441 people. It was the worst storm since record-keeping began in 1949, according to the government.Each summer brings catastrophic weather to China, usually in the form of torrential rains and tropical storms. But this year, while coastal regions are rebuilding from floods and typhoons, many inland areas are enduring their worst drought in decades.

NICOLLET, Minn. Tornadoes and hail struck several towns in southern Minnesota, killing one man, damaging cars and ripping roofs off at least a dozen homes. The man who died was trapped in a house near Kasota when a tornado hit Thursday, said Tom
Doherty, chief sheriff's deputy in Le Sueur County.

The most serious property damage was reported in adjacent Nicollet County, where a tornado bounced through Nicollet, a town of 800, then moved east toward St. Peter, tearing roofs from farm houses and downing trees and power lines.Many of the houses along the highway that links the two towns, 12 miles apart, were without roofs, and the fronts or sides were ripped off others, exposing interior rooms. Powerline poles lay alongside the road and some treetops were sheared off.

Several people were treated at hospitals for broken bones and other injuries that were not life-threatening.Gov. Tim Pawlenty planned to tour the storm-damaged area on Friday.Nicollet County Sheriff Dave Lange said a couple of homes were left uninhabitable after the tornado bounced up and down through town.Mary Rahm, 22, said she saw the tornado dip from the clouds, bounce back up, dip down and bounce up again. Then the third time it dipped it hit the ground. That's when she and her newborn headed for cover.I grabbed my son and went under the desk because I don't have a basement. My 5-week-old son just made it through his first tornado,Rahm said.This is wicked.The National Weather Service confirmed three tornadoes hit the region Thursday evening.

An earlier line of thunderstorms dropped hail as large as softballs in several communities.In New Prague, police chief Mark Vosejpka said hail smashed the windshield of a fire truck and dented many vehicles.Eleven squad cars from the Northfield Police Department were damaged, and police were borrowing squad cars from the Rice County Sheriff's Office.In Arizona, heavy rain caused flooding in the Phoenix area, turning normally dry riverbeds into raging rivers and trapping motorists.Firefighters waded into the Indian Bend Wash to help two people out of two cars and walk them out of the swift knee-deep water.Phoenix firefighters rescued a woman who drove through a flooded intersection and became trapped. Emergency personnel in other jurisdictions also reported calls to pull people from stranded vehicles.

Oil prices surge on tropical storm, Iran fears 2 hours, 36 minutes ago

LONDON (AFP) - World oil prices jumped on supply concerns caused by the threat of a tropical storm and fears that Iran may disrupt exports if hit by economic sanctions over its disputed nuclear programme.

In London, Brent North Sea crude for October delivery climbed 1.14 dollars to 73.82 dollars per barrel in electronic deals Friday.New York's main contract, light sweet crude for delivery in October, advanced 1.27 dollars to 73.63 dollars per barrel in electronic deals before the official opening of the US market.

Crude futures were higher amid concerns that a storm in the Caribbean could cause disruption to US Gulf supplies, said Michael Davies, an analyst with the Sucden brokerage firm in London.

Meanwhile the Iranian saga continues to rumble along.

According to the National Hurricane Center (NHC) in the United States, a tropical depression is threatening to become a tropical storm later Friday.The depression, which will be known as Ernesto should it turn into a storm, has grabbed the market's attention owing to its flight towards the Gulf of Mexico, where oil platforms produce between 25 and 30 percent of US crude.The NHC said the depression, currently north of Venezuela, was on course to hit the Gulf of Mexico on Wednesday at the latest.Last year, energy facilities on the rig-heavy US Gulf Coast were ravaged by hurricanes, pushing oil prices to then-record high points.Elsewhere, the market continued to focus on Iran, the world's fourth biggest producer of crude. In line with a UN Security Council resolution, the United States and its European allies insist that Iran must stop enriching uranium by August 31 or face the threat of sanctions.

Analysts argue that sanctions could lead to Iran disrupting its vital oil supplies. Iran pumps about 4.0 million barrels of oil per day of which around 2.7 million barrels are exported.The market is positioning itself for UN sanctions,said Mark Pervan, an energy analyst for Daiwa Securities based in Melbourne.German Chancellor Angela Merkel said Friday that Iran's response to an international offer over its nuclear programme lacked important elements but that the door remained open to resolve the crisis.Speaking at a joint press conference with French President Jacques Chirac, Merkel said Tehran had to grasp the package of incentives it was being offered in return for suspending uranium enrichment.Iran, which has insisted its nuclear programme is for peaceful purposes, is the second biggest player in the Organization of Petroleum Exporting Countries after kingpin Saudi Arabia.

JERUSALEM (Reuters) - International troops could be sent to the Gaza Strip in the future if the force being deployed in Lebanon proves successful, Italian foreign minister Massimo D'Alema said in remarks published on Friday. The idea of sending UN troops to the Gaza Strip is currently being aired. But I think that if things go well in Lebanon, a similar process could also begin in the Gaza Strip,D'Alema told Israel's left-leaning Haaretz newspaper.Israel's foreign ministry spokesman, Mark Regev, said the issue had not been raised with the Israeli government.He said the Jewish state had historically opposed international involvement in the Palestinian territories, but at the same time he did not rule it out.

Obviously if the international community acts decisively to bring about full implementation of U.N. resolution 1701, strengthening the Lebanese government and disarming the Hizbollah, that would be an important confidence-building measure and would definitely affect Israeli thinking on other matters,Regev said.Italy plans to send up to 3,000 troops to the international force in Lebanon following the 34-day war between Israel and Hizbollah.Israel withdrew from the Gaza Strip a year ago, but launched a major ground offensive in the coastal territory after Palestinian militants kidnapped an Israeli soldier in a cross-border raid on June 25.

We have always called for an international force to be deployed in the West Bank and Gaza Strip,senior Palestinian negotiator Saeb Erekat said.

It is the responsibility of the international community to offer protection for the Palestinian people,Erekat told Reuters.The Israeli offensive in the Gaza Strip, aimed at recovering the captured soldier and stopping cross-border rocket fire, has killed more than 165 Palestinians, more than half of them civilians.(Additional reporting by Mohammed Assadi in Ramallah)

French offer expected to spur other EU Lebanon commitments

French president Jacques Chirac has said he will send 2000 troops to Lebanon paving the way for other EU member states to make firmer commitments at a foreign ministers meeting today (25 August) in Brussels.

Mr Chirac made the announcement in a televised speech on Thursday (24 August) after facing weeks of criticism particularly from within the US - for a previous announcement that he would only send 200 troops.

France's initial small contribution - although it had been at the forefront of diplomatic efforts in the UN - was due to the lack of clarity about the exact rules of engagement.During his speech, Mr Chirac said that he had sought and gained guarantees and the necessary clarifications from the UN about the structure and the mandate.

But the issue of leadership of the UN force in southern Lebanon remains open with both Rome and Paris bristling about who will take command.Italy stepped into the leadership vacuum earlier this week by offering to head the international force and send up to 3000 troops - with France having been expected to lead force before it made its offer of 200 soldiers.The Italians received praise and support from Washington for their offer. But France sees itself in the role as it already heads the current UN force in Lebanon.France is ready to continue to assume the command of the force, if the UN wishes it, Mr Chirac said on Thursday.

Making good on promises?

France's about-face is likely to elicit firmer commitments from EU foreign ministers this afternoon.Along with France and Italy, Spain, Belgium, Greece, Finland, Denmark, Germany and Hungary are all considering partaking in the force.Yesterday, Finnish foreign minister Erkki Tuomioja, whose country currently has the EU presidency, said he hoped that the EU would be able to provide up to half of the 15,000 troops envisioned in the UN resolution governing the ceasefire.UN secretary general Kofi Annan will be present at the meeting to reassure governments in person that the mandate will be stronger than previous mandates and to encourage ministers to make good on their promises.[Today's] meeting will be very important for the credibility of the EU,said Mr Tuomioja.

Robust or bust (JERUSALEM POST)


Now, the hard and urgent work of implementation begins,said US Secretary of State Condoleezza Rice. It was August 11, and the United Nations Security Council had just passed Resolution 1701, calling for a cease-fire in Lebanon and promising to quickly send a large enough international force to the area to prevent Hizbullah from settling in again. Apparently, though, the work of implementation has been either much harder, or much less urgent, than the international community first assumed. A key element of the cease-fire - for both Lebanon and Israel - was the establishment of an international force in southern Lebanon many times larger than UNIFIL, and with a mandate strong enough to give those troops the means to effectively monitor the truce's conditions. It would be, according to the resolution, a United Nations force that is supplemented and enhanced in numbers, equipment, mandate and scope of operation.This new force would total 15,000 troops, adding 13,000 to the woefully inadequate UNIFIL mission deployed hitherto.

Following the failure of UN member states to commit to sending anywhere near these figures, however, foreign ministers from the European Union will meet in Brussels on Friday to discuss the crisis. But that crisis is actually largely one of their own making.

Hopefully, France's announcement on Thursday night that it would dispatch an additional 1,600 troops to the force is a step toward its resolution; it is certainly not the last word. As it is, France comprises the largest contingent of foreign troops in UNIFIL. We are today the most committed and most present country on the ground,Prime Minister Dominique de Villepin pointed out on Wednesday. But that was not saying much: Only 200 French soldiers were there to begin with, and Paris had sent just 200 others since the cease-fire. Italy, which has offered as many as 3,000 troops, has a mere 50 in Lebanon now.

After good talk about providing leadership, France and the rest of Europe have been hesitant to put muscle behind their words, and that hesitancy is dangerous. It may signal weakness of the foreign and security policy of the European Union if we, the Europeans, are not able to contribute in a larger scale to an international military force,Danish Prime Minister Anders Fogh Rasmussen correctly said on Thursday. Such weakness has a price. Without a formidable international force in southern Lebanon ready to show Hizbullah that it means business, there is every probability of a return of the situation in Lebanon that, as Resolution 1701 states, constitutes a threat to international peace and security.The imposition of Lebanese sovereignty throughout the country would be impossible, and any hopes of a lasting cease-fire dashed.

But the likelihood of Israel consequently being forced to maintain its military presence in southern Lebanon and continue to engage Hizbullah fighters is only the immediate danger. For the long term, the EU and the UN risk destroying the integrity of the internationally-recognized border between Israel and Lebanon.

In fact, without a strong show of will here, they risk losing their credibility in Jerusalem altogether. The question of whether they can be trusted to support Israel in actions, not just in words for adhering to the conditions of internationally mediated agreements with our enemies will become moot. If Israeli withdrawal from
territory from which we have been attacked is not rewarded with a vigilant foreign commitment to keeping the peace, then the entire land-for-peace formula that has been so widely supported in Israel and that lies at the heart of international Middle East diplomacy will be debased.

It was as if, I was in Israel. A tall man came, took me by the hand, and said, Come, let me show you the Holy City. When we reached the Holy City, all of it was covered in a black netting, from top to bottom. On top, at it's peak, the city had a black flag.After seeing these things, I asked the man that was with me, What does this mean? Look up, and you will see the meaning, he said. When I looked up, I saw a black emblem, on which there was gold writing. It said, Israel! You dishonor Me and you mock Me.

You trust in the powers of men. Because you will not return unto Me, I have this against you, and I will punish you with great fury. This is also to purify some who want to call upon me with a clean heart. The shame and blasphemy that they have caused has reached heaven.

After I read these things, the man standing beside me said, Let us leave this place, or we will be caught in the wrath.It seemed I was suddenly on an American plane, which was about to land with me in California. When I was about to disembark, I heard sirens which howled loudly, and a great sound of many plane engines was heard. The man with me said, The punishment draws closer.

Look closely and read.When I looked up, I saw a written scroll appear before my eyes. The writing was in Romanian. It said, American people; those of you who have dishonored and mocked me; you who have brought hatred and blasphemy against My
name throughout the world; for these things My vengeance draws closer.

As for My children, those who have worshiped Me with all their hearts, I will fight before them and I will give them victory and safety. I will separate those who have worshiped Me from those who have not, as I separated Goshen and Egypt.I tried to read it one more time, but I could not. The writing had gathered into the scroll.

The noise of the engines grew even louder. The man beside me turned to me and said, These are planes loaded with atom bombs, and no one, and nothing will be able to stop them.Then, suddenly, a great number of black planes lifted off the ground like a flock of birds. I knew the planes were American, but I had no knowledge of what their purpose was or what they were supposed to do. Then the written scroll was thrown before me. I stepped closer to pick it up, but when I drew near, I saw that it burned with a blue flame.

The flame began to climb into the sky. As I was looking at the flame, I heard a voice coming from it saying, My Word is righteous. I am the Christ who has brought this news to you. Do not be quiet. Tell the American people all that I have told you, and all that I have revealed to you ahead of time; for the destruction which is coming over them I did not allow to come unannounced . The punishment is even at the door.The man beside me spoke again, Look up.When I looked I could not see the sky because there were so many planes. Then the man said to me.Thank the Lord for what He has shown you. Then, I began to pray and thank God.While I was praying I heard a
prophecy for myself.

Get ready, and sanctify yourself, you and yours, that you and yours may not take part in the trials that are ahead. This is why I have shown. you these things. I have shown you what is to come in a short while. All that you have seen is at the door, because the sin and wickedness have reached the throne of God's mercy.Then there was great lightening and thunder. In today’s perilous world, misjudging the character of evil can be fatal.Israel has repeatedly called attention to the role played by Syria and Iran in supporting Hezbollah terrorists. The evidence is there for all to see ... Hezbollah is heavily armed with Iranian made weapons. Its leader is a welcome guest in the Syrian capital of Damascus and was once given refuge at the Iranian embassy in Beirut. Iran -- which, only months ago, threatened to wipe Israel off the map -- poses an especially grave threat to democracy, a threat that extends beyond its support of Hezbollah.

This week, it refused to comply with United Nations’ requests to stop its development of nuclear weapons. At the same time, it denied U.N. inspectors access to a nuclear facility and tested a new medium-range missile.

While Israel may be on the front lines, Iran’s activities threaten the entire free world.All of us can learn from the determination of the Israeli people to remain hopeful for the future, yet deeply realistic about the present dangers. Let us pray that today and in the weeks to come, lovers of freedom will stand ready to confront the threats posed by nations like Iran, and will stand up for the liberty we all hold dear.With prayers for shalom, peace,

10 earthquakes rock areas around volcano

LEGAZPI CITY—Ten low-frequency earthquakes jolted Mt. Mayon on Tuesday, a sign that the volcano’s condition was still unstable and it could erupt any time, officials said yesterday. The Philippine Institute of Volcanology and Seismology said Mayon had been quiet during the past few days, but that all the ingredients for its eruption were still there. The 10 volcanic quakes and 316 tremors recorded in the past 24 hours showed Mayon’s restiveness is still high and the possibility of an explosive eruption was imminent, volcanologist Ed Laguerta said. The low-frequency quakes and tremors indicate continuing magma ascent and lava flow, he said.

Lava continued to flow from the volcano and rocks to cascade down its southeast sector, where previous lava flows lay steaming. But seismic instruments did not detect any explosions as the gas ejected from the crater remained high and registered at 5,215 tons on Tuesday, Laguerta said. The alert level near the volcano stayed at 4, meaning the volcano could erupt any time. As Mayon lay still, hundreds of evacuees trooped to a makeshift hospital run by seven military doctors, two dentists, a nurse, and 15 paramedics for checkups. The Office of Civil Defense said soldiers set up the hospital, a tent enclosure as big as a basketball court, at the San Andres evacuation site in Sto. Domingo town. The United States government donated the tent to serve the medical needs of the 7,000 evacuees in that town, said Arnel Capili, the agency’s regional director. He said the 100 portable toilets promised by President Gloria Macapagal Arroyo had been distributed to the 28 evacuation centers in Malilipot, Sto. Domingo, Daraga, Camalig, and Guinobatan and the cities of Legazpi, Tabaco and Ligao.

Heavy rains around Phoenix trap drivers 2 hours, 38 minutes ago

SCOTTSDALE, Ariz. - Heavy rains caused flooding in the Phoenix area Thursday, turning normally dry riverbeds into raging rivers and trapping motorists. Firefighters waded into the Indian Bend Wash to help two people out of two cars and walk them out of the swift knee-deep water.The Scottsdale portion of the wash runs for eight miles and was built in the 1970s as a flood-control measure, said city spokesman Mike Phillips.Today it's functioning as it was intended to do, and that is carry a heck of a lot of water out of the mountains,Phillips said.

Elsewhere, a woman driving through a flooded Phoenix intersection became trapped momentarily, but firefighters rescued her without incident, said Mike Sandulak, a division chief with the Phoenix Fire Department. Several other cars were stranded in the intersection but no one else needed to be rescued.National Weather Service meteorologist Doug Green said between 1 1/2 and 2 inches of rain fell Thursday in some isolated spots around the Phoenix metropolitan area.

The Spanish King expressed condolences over the crash of a Russian airliner this week and the two leaders discussed bilateral and international issues.Juan Carlos, in televised comments during the meeting in Sochi, invitation, expressed sympathy and condolences on behalf of Spain and its government and people over Tuesday's crash in Ukraine of a Pulkovo Airlines Tu-154 that killed all 170 people on board, AP reports. According to the Interfax news agency, Putin thanked Juan Carlos for accepting his invitation to visit Russia and
said that he and colleagues recognize that despite the change of government in Spain, relations between our countries remain at a very high level. I am convinced that this largely stems from your attitude to Russia.

Putin also spoke of the plane crash, saying that the most terrible thing is the loss of people and the feeling of helplessness because nothing can be done. In these situations, remembering the dead, we must think about how we can help those close to them. Putin and Juan Carlos also discussed relations between Russia and Spain and international affairs, the Kremlin said. Putin met with Juan Carlos during a visit to Spain in February, and the Spanish king met with Putin at the Kremlin in June 2005.

WASHINGTON (Reuters) - Pluto's lost status disappointed some schoolchildren and had space museum curators scrambling but in the words of one teenager, It's one less planet to memorize. Quinn Huebner, 15, was visiting the Smithsonian Institution's National Air and Space Museum on Thursday when he and his family from Mazomanie, Wisconsin, learned international astronomers had decided Pluto was no longer a planet.His sister Grace, 11, also voiced relief. Had Pluto remained a planet, at least three similar objects could have been upgraded and "that would mean there would be more planets to memorize,she said.

James Zimbelman, curator of the museum's Explore the Planets exhibit, said children often inquired about what had been the solar system's smallest planet. He said he could accept the change.I can live with it,he said as he stood in the now outdated exhibit. For now, some labels would be added to acknowledge Pluto's demotion, he said.Other young visitors did their best to cope with the demotion.Seriously! Venezuela Signs Oil Deal with China

Venezuelan President Hugo Chavez has signed a series of trade agreements with China and pledged to more than triple oil exports to the energy-hungry country within five years. Mr. Chavez, who is visiting China, also obtained his hosts' support for Venezuela's U.N. Security Council bid. Mr. Chavez said Thursday he wants oil exports to China to double to 300,000 barrels a day by next year and reach 500,000 barrels per day within five years.Venezuela sells most of its oil to the United States, but Chavez, an outspoken critic of Washington, has been courting alternative markets.

Michael Pettis is a financial analyst based at Beijing University. He says Chavez may not be able to loosen trade ties with the U.S. in favor of China.This seems more like posturing by Chavez than anything else, he said. It's hard to imagine that it is economically efficient to divert a huge amount of oil away from its traditional markets towards China. There's really no reason to put in the transportation costs and the costs of diverting the supply of oil.Mr. Chavez also met with Chinese President Hu Jintao Thursday. He told reporters that the Chinese leader had pledged support for Venezuela's bid to join the U.N. Security Council. Mr. Chavez welcomed China's support.

The United States opposes Venezuela's bid.Mr. Chavez has said developing relations with countries like China are part of efforts to create a multi-polar world to counter U.S. influence.However, financial analyst Pettis says China is not interested in the fiery populist politics of the left-leaning Latin American
leader and is really interested in diversifying its sources of foreign oil to fuel its booming economy.Particularly, since much of Chinese presence in the oil industry tends to be very low quality, or countries with unstable governments, he added. So, a country like Venezuela is very interesting because it's got high quality large amounts of oil and its basically been a fairly stable producer of oil over the long term.Other deals under consideration during Mr. Chavez's visit to China, are purchases of Chinese made oil tankers and oil drills.Mr. Chavez arrived Tuesday on is on a six-day trip, his fourth to China since 1999.

It was past midnight. I could not sleep because I felt inside that God was going to speak to me, so I began to pray. After I prayed, I went to bed and fell asleep. I dreamed that I began to hear thunder and see lightning. The earth began to move and shake violently. I yelled to my family, Wake up, because something is happening outside! When I got outside there was such a darkness that I could not see anything. Yet, in that great darkness, I could hear the voices of children, women and men screaming. I told my family to be careful of how they walked.

From the clouds that released this darkness on the earth, I heard a powerful voice say, I am taking revenge against the sin. I am taking revenge that they may see my power! With as much as I've blessed them, that is how much I will send destruction! I will send storms, heavy rains, flooding, earthquakes, hurricanes and tornadoes, because I want them to see my power, and know that without Me they can do nothing. They trusted in themselves and in their own strengths. This is why I will punish this place.

The earth moved as if it were on water. The people lived in a complete terror; each one yelling louder then the other - not being able to understand anything. The earth shook so violently that I was unable to walk. Suddenly, in the midst of all the tumult, a light appeared - more powerful than any I've ever seen! In the shining light there were two men. One of them said to me, I came to talk with you. I will send great plagues over America and I want you to be aware. I am the one who talked with you in the past and I am talking with you now. I told you what will happen in this place. Be cautious, for the time is drawing near!

After saying these words, he took out a scroll which began to unroll very quickly. It was so long that I could not see it's end. On this first scroll of paper were written all kinds of names. Beside each name was listed either punish,a type of disease, (all kinds were listed), trial, or torment. Those named will have to go through what is listed by their name, in order to be cleansed and be able to
stand.

That scroll was then rolled up and sealed, and a second one was brought out. On it was written, Peace, joy in the Holy Spirit, salvation or victory for those that loved Me and worked for Me and kept their life clean - not for the hypocrites, the proud, the boastful, the hateful...(...nor others which I cannot recall.) The scroll continued to pass by slowly before my eyes until it finished passing.

Then a third scroll was opened which had names written on it, also. Yet there was something written only beside the names on the top half. From the halfway mark down by each name there were flashing stars. I asked what this meant. One of the men said to me, These are those with whom the number will be completed. The seed of God has reached their hearts, and is even now working toward repentance. When the total number will be complete, all of the devastation will begin. Until then, I will send great plagues over America that they may wake up from the sleep with which they are sleeping, and from their self reliance; that they may see their pride and boastfulness.

It then began to rain ice and hail. The people were scattering all over not knowing which way to go. From the terror of the screams I woke up.This dream was so real to me, that I went directly outside to see if it were not happening at that moment.

SAN SALVADOR, El Salvador - A strong earthquake rattled El Salvador on Tuesday, but no injuries or serious damages were immediately reported.

The 5.7-magnitude quake was centered about 20 miles off the country's Pacific coast, off Playa El Espino in Usulutan province, according to the country's seismological service.Emergency services did not report any victims or damages.

The quake, however, was felt by residents of the capital and in the eastern part of the country.

Quake coming, experts warn: Doom for Rotorua, Taupo and Whakatane?

Rotorua, Taupo and Whakatane are set to be wiped out in a massive overdue earthquake, say geologists.The shocking prediction has been made at a Natural Hazards Management Conference in Christchurch.Geology experts Tim Davies and Mauri McSaveney have predicted that an alpine fault earthquake is overdue, and would result in the East Cape ripping away from New Zealand, destroying the plateau that Rotorua is based on and taking Taupo and Whakatane with it.The pair say the earthquake will strike out of the blue and cause widespread death, shut down power generators, create tsunamis within New Zealand and overwhelm emergency services.The most likely time [for the quake] is now. The next most likely time for it to happen is tomorrow,Associate Professor Davies, of Canterbury University, told the conference.

It will occur with no recognisable warning. We can't manage it - we have to adapt to it.The pair have outlined a nightmarish scenario in the aftermath of the quake and are urging people to be prepared as best they can. Overseas help would be needed when the quake struck.Shaking damage and land instability will disrupt surface transport for months, tourists will be trapped, and distribution of vital supplies (eg, food, fuel) will be limited. Hydro stations will shut down immediately and may be slow to restart, power reticulation will be damaged. Only satellite phones will remain in use.No services will be as normal.The pair say the Alpine fault quake is a certainty. It is only a matter of when.The interval since the last event (in 1717) is longer than any interval between known earlier events.Rotorua historian Don Stafford said the experts' predictions were probably right and residents should be prepared.Who else could you listen to other than an expert.

They have their reasons for why they believe they are worth listening to.Mr Stafford said historically there had been major eruptions and earthquakes in the Central North Island, with the most recent being Mt Tarawera in 1886.Lake Rotorua was a gigantic eruption 230,000 years ago. There have been gigantic eruptions for thousands of years. The historic massive eruption of Lake Taupo was recorded in China, Rome and Italy.Mr Stafford said the Central North Island had been relatively quiet during the past few decades.We have had it pretty sweet and I don't doubt for one minute that there will be more big eruptions. ... We would be foolish to presume that it won't happen just because we are living here.

Rotorua Civil Defence emergency management co-ordinator Pauline Hitchcock said the experts' predictions were news to her.

Tropical wave heads for Caribbean, eclipsing Debby 1 hour, 42 minutes ago

NEW YORK (Reuters) - A strong tropical wave approaching the Windward Islands could strengthen into a tropical depression or tropical storm Thursday, eclipsing Tropical Storm Debby, which was spinning in the Atlantic Ocean, the U.S. National Hurricane
Center said.

NHC said in a tropical weather outlook the wave was well-organized and heavy squalls were beginning to spread over the islands. The Windward Islands include Martinique, Saint Lucia, Barbados, Saint Vincent, The Grenadines, Grenada, and Trinidad and Tobago.

Conditions appear to be favorable for a tropical depression or a tropical storm to form later today,NHC said early Thursday.The center scheduled an Air Force Reserve reconnaissance aircraft to investigate the system in the afternoon.All of the major weather models showed the wave entering the Caribbean Sea over the next day or so.Four models put the storm in the waters south of Cuba near Jamaica within five days. Another model had the storm crossing the Dominican Republic before approaching the Bahamas over the next five days or so.If the wave gets into the Gulf of Mexico, it could disrupt the U.S. oil and natural gas producing and refining facilities, damaged last year by hurricanes Katrina and Rita.

Meanwhile all of the weather models, including the NHC model, projected Debby would not hit land as it continued to move northwest for a couple more days before turning northeast toward Europe later this week.The NHC expects Debby to strengthen into
the season's first hurricane in about three days.

If Debby becomes a hurricane, the center projected it would be a weak Category 1 hurricane. Category 1 hurricanes have wind speeds of 74 to 95 mph.Debby, with winds near 45 mph, was located about 845 miles west-northwest of the Cape Verde Islands.

Jerusalem - Israel Security Cabinet member Rafi Eitan has issued a call to prepare all the shelters and protected rooms throughout the country immediately in order to prepare for a possible conflict with Iran. Eitan said yesterday during a tour of the north that if there is an escalation in the relationship between the United States and Iran, the first one to be attacked with Iranian missiles will be Israel.

The Prime Minister's Chief of Staff Raanan Dinur revealed that he intended to submit to Prime Minister Olmert at the cabinet meeting on Sunday recommendations for how to prepare the home front for the next war.Dinur refused to define the geographical
area that would be part of the home front in the next war.

Dinur said that he envisioned a possibility that prior to the next war the Home Front Command would be subsumed by the Defense Ministry, while the local authorities would be required to maintain the emergency equipment. I admit that I, like many others, was not truly cognizant of the possibility that a war would erupt on us in the north this summer,Dinur said.

Olmert Looks For Solutions

Prime Minister Ehud Olmert and his government's plans for the future are the subject of great attention in the Israeli media today.

The current top priority in the Prime Minister's Office appears to be to invest heavily in expanding the protection available to Israeli civilians in times of war, particularly given the threat of heavy rocket attacks on civilian targets, and to restructure the bureaucracy to allow for more effective service to the civilian population in times of war. Olmert was the recipient of a great deal of criticism from local authority officials with whom he met in northern Israel yesterday. He urged them, and others, to desist from lashing out at the Israeli Army or its performance in the second Lebanon War, promising them that a commission of inquiry will be formed. In Kiryat Shmona the prime minister found himself the target of angry residents who felt that the state bureaucracy was treating them poorly.

The wretchedness that was laid bare here reminds me of New Orleans after Hurricane Katrina, said one of the deputy mayors of Kiryat Shmona. The home front was forsaken, the government disappeared, there were only volunteer non-profit organizations, said one of them. Aharon Valensi, the Upper Galilee Regional Council head, said that the state's duty to take care of its citizens is a basic duty. The war that just ended was only the coming attractions. The big war is still before us.Some of the people in attendance demanded that a commission of inquiry be formed.

Olmert tried to cool tempers and gave assurances that a commission of inquiry will be formed.Moreover, he said, I've decided to invest most of my energy and the government's energy in rehabilitating the north. But I won't take part in this punch-trading game of self-flagellation and of lashing out at the Israeli Defense Forces. Who is the IDF? They are our children, our people. Who are the commanders? Those are our best sons, first and foremost the chief of staff. What will we do with them? Line them up and slap them so that they won't be able to prepare for the future and then we'll take them to task again? Meanwhile, throughout Monday and yesterday, hundreds of Israeli reservists and other demonstrators launched a vigil outside of the Israeli Prime Minister's office, demanding the resignation of Prime Minister Olmert, Defense Minister Peretz and Chief of Staff Lt. Gen. Dan Halutz.

IDF Forces Increase State Of Alert

The IDF has increased the state of alert among its forces in southern Lebanon out of concern that Hezbollah will respond to the incident in which three Hezbollah guerrillas were killed.On Monday night, an Israeli paratrooper force encountered three Hezbollah guerrillas in the village Shamaa in the western sector, approximately five miles north of the border with Israel. The armed terrorists
emerged from a cave located within dense underbrush, the force identified them and opened fire on them. The three guerrillas were killed on the spot; the IDF had no casualties in the incident. In recent days the IDF has reduced its forces operating in southern Lebanon. The reserve forces have departed and the regular forces deployed in the area has been diminished. IDF sources estimate that within ten days it will be possible to withdraw its forces to a more distant line, to less than two miles north of the border.

Italian PM: Italy Ready To Lead Interim Force

Italian Prime Minister Prodi said that Italy is ready to lead the reinforced United Nations Interim Force In Lebanon troops in the region. UN Secretary-General Kofi Annan will receive a final decision on the matter within the next several days. Before then, sources in Beirut said that the Lebanese government has accepted Rome's proposal to send 2,000 troops to the force. Lebanon's communications minister called upon France to increase its involvement in forming the force because of the historical connection between the two countries.

U.S. Will Ask Security Council To Approve New Resolution

The U.S. will ask the Security Council to approve a new resolution calling for the disarmament of Hezbollah. U.S. Ambassador to the UN John Bolton said, however, that the resolution will not delay the deployment of the UNIFIL troops, and added that the deployment is vital, since the cease-fire is fragile.

More Egyptian Troops On The Border

Egypt has stationed an additional 1,300 troops at the Rafah crossing for fear that Palestinians might try to break through the border. Security sources in Egypt said that the reinforcement of the police officers is required because it has become clear that armed Palestinians have congregated on the Palestinian side of the crossing. The latest influx of police officers join 750 Egyptian border police soldiers already stationed there.

Proposed Rules Of Engagement Allow Self-Defense

Proposed rules of engagement for an expanded U.N. force in southern Lebanon would allow troops to open fire in self-defense, protect civilians and back up the Lebanese army in preventing foreign forces or arms from crossing the border, according to a U.N. document obtained yesterday.The 20-page draft was circulated to potential troop-contributing countries last week by the U.N. Department of Peacekeeping Operations. The rules of engagement for the expanded force have held back some potential troop contributors because of concerns that their soldiers would be required to disarm Hezbollah, which has controlled southern Lebanon.

BRUSSELS (AFP) - EU members struggled to shed light on who is to play what role in an enlarged UN force in southern Lebanon, ahead of a special meeting of foreign ministers and the United Nations. EU ambassadors and military experts met for more than four hours in Brussels to prepare for an extraordinary meeting on Friday of ministers and UN Secretary General Kofi Annan, who wants Europeans to play the lead role in the force.One EU source said that all participants agreed on the urgency to send troops, although member states did not provide specific numbers about how many they were willing to contribute.

The meeting also triggered a positive dynamic that prepares the way for talks among ministers on Friday, the source said, speaking on condition of anonymity.With the Friday meeting with Annan looming, pressure is growing on the bloc's members to overcome indecision on how many troops they are willing to provide and under what conditions, especially after France offered far fewer than originally expected.(EU foreign policy chief Javier) Solana has spoken from the start about 4,000 European soldiers, that seems a good target, that will represent a very important presence in the international force,Solana's spokeswoman Cristina Gallach said.

However, that would be far fewer than the force of 15,000 troops that the UN Interim Force in Lebanon (UNIFIL) is expected to eventually reach.With 2,000 soldiers already on the ground, the additional troops would serve to bolster 15,000 Lebanese soldiers that have been deploying in southern Lebanon to act as a buffer between Israel and Hezbollah guerrillas.Encouraged by Britain, Israel, Lebanon and the United States, Rome has offered to play the leading role in the force.In addition to being ready to lead the force, Italian Prime Minister Romano Prodi has offered some 3,000 troops, although he insisted a new UN Security Council resolution was needed to clearly define the peacekeepers' role.While EU ambassadors were meeting, Italian special envoy Ricardo Sessa was in Beirut for talks with Lebanese leaders and Hezbollah officials about Italy's participation in the UN peacekeeping force.France has come under criticism for sending just 200 soldiers to the expanded force to join the 200 French soldiers already incorporated into UNIFIL under its previous mandate.

France, tipped to retain command of UNIFIL and co-author of the resolution with the United States, had been expected to send between 2,000 and 3,000 troops.Paris was unhappy that the UN mandate allows UNIFIL to use force only in circumstances of direct self-defence, and not to enforce the resolution as it had sought.After meeting with Israeli Foreign Minister Tzipi Livni in Paris, Prime Minister Dominique de Villepin said France was willing to go further.

Today we're the country that's the most committed and present on the ground. We want to go further once conditions are fulfilled,Villepin said.It is extremely important for France -- with our strong experience in Lebanon, with international experience in other arenas -- that all guarantees can be supplied for an effective deployment of UNIFIL on the ground.

France's concerns about UNIFIL's mandate are shared with other EU countries. Solana's spokeswoman stressed: Military people are not going to recommend going there if there is not any clarity.

BEIRUT (Reuters) Lebanon undertook on Thursday to stop smuggling from Syria, playing down a dispute between Syria and Israel over whether U.N. forces should help the Lebanese army stop arms shipments to Hizbollah guerrillas. It did not rule out
asking U.N. troops to help the army with its border task under a truce between Israel and Hizbollah, but Foreign Minister Fawzi Salloukh said no decision had been taken.Syria threatened on Wednesday to close the border if the United Nations deployed troops there as part of its mission to enforce the truce, which came into effect 10 days ago.But Israel says it will not lift a sea and air blockade of Lebanon unless a reinforced U.N. peacekeeping force helps the Lebanese army control the border so that no new weapons reach Hizbollah in the south.The dispute has the Lebanese government caught in the middle. Its priority is to reopen the country to the world but it has limited influence over Syria and Israel.

Culture Minister Tareq Mitri, who led the Lebanese delegation in truce talks at the United Nations this month, said: The Lebanese government is working hard to secure the border and lift the (Israeli) blockade.The Lebanese stance is clear. The sovereignty of any state includes securing its border crossings, preventing any smuggling attempts, and this is what the Lebanese state is planning to do,he told Voice of Lebanon radio.Salloukh played down the urgency of taking a decision, noting that the Lebanese army has many troops on the border.

When we see that this issue deserves discussion, the cabinet will discuss it. If the Lebanese government sees it needs to resort to international forces, it will do that. It's up to the government to decide,he told reporters.

GAZA DEATHS

The truce ended a month of war in which nearly 1,200 in Lebanon, mostly civilians, were killed. Hizbollah killed 157 Israelis, mostly soldiers. The war erupted after Hizbollah captured two Israeli soldiers in a cross-border raid on July 12.In parallel, conflict has continued between Israeli forces and Palestinians in Gaza, where Israel is trying to free another captured soldier. On Thursday, Israelis killed three Palestinians and seized a senior member of the Hamas movement, Younis Abu Daqqa. One of those killed was Abu Daqqa's brother.

The ceasefire in Lebanon is fragile and witnesses said that Israeli warplanes flew over the Bekaa valley in the east on Thursday -- an act Lebanon considers a truce violation.A squad of Israeli troops returned to the Lebanese border village of Houla, security sources said. Israel had withdrawn from Houla after the truce came into effect.

The Lebanese army has started to deploy along parts of the Syrian border but the United Nations is finding it hard to muster more troop contingents to strengthen UNIFIL.Belgian Foreign Minister Karel De Gucht visited Beirut on Thursday and promised to take part in the force.He informed me that Belgium will contribute to the UNIFIL force in the south, but the numbers and the mechanism depend on the (European Union) meeting in Brussels tomorrow,Salloukh told reporters at a joint news conference with Gucht.

European Union president Finland said it hoped to see reinforcements deployed in Lebanon in a week. President Jacques Chirac of France, which has sent a contingent of 200 to Lebanon and was originally expected to lead the force, will announce French plans for Lebanon on Thursday. The U.N. resolution setting the terms for the ceasefire calls for the removal from south Lebanon of armed personnel other than those of UNIFIL and the Lebanese army. But one of the two Hizbollah members of the cabinet, Labor Minister Trad Hamadeh, was quoted as saying that disarming Hizbollah was not the immediate priority. Hizbollah's arms are defensive. Once a national plan of defense for Lebanon is laid out, we will talk about arms,he told the Spanish newspaper El Mundo in an interview.
