Quake jolts northwestern Pakistan Fri Dec 1, 11:16 AM ET

PESHAWAR, Pakistan (AFP) An earthquake measuring 5.1 on the Richter Scale has jolted northwestern Pakistan, causing panic but no casualties or damage.Tremors were felt in Peshawar, the capital Islamabad and the border between Pakistan and Afghanistan at 6:12 pm (1312 GMT), a seismological department official said Friday.The earthquake's epicentre was located about 300 kilometers (186 miles) north of Peshawar in the Hindu Kush mountains, he said.Police and emergency rescue officials said there were no reports of deaths or injuries or of damage to property.However, panicked residents in Peshawar rushed out of homes and shops reciting verses from the Muslim holy book the Koran, witnesses said.A devastating 7.6-magnitude earthquake in northwestern Pakistan and Kashmir killed some 74,000 people and displaced 3.5 million in October last year.

Storm, mudslides kill 198 in Philippines By BULLIT MARQUEZ, Associated Press Writer DEC 01,06

GUINOBATAN, Philippines The ash and boulders had been building up since an eruption in July, high on the slopes of the Mayon volcano. Typhoon Durian's blasts of wind and drenching rain raked it all down in a deadly black wall of debris.For nearly three hours Thursday afternoon, mudslides ripped through Mayon's gullies, uprooting trees, flattening houses and engulfing people. Entire hamlets were swamped in Mayon, on northern Luzon island.Some 198 people were killed most in mudslides on Mayon and 260 were missing, the national Office of Civil Defense reported. Another 130 were injured.With power and phone lines down, it took until Friday morning, when the first flights managed to survey the area, for the scope of the devastation to emerge.The disaster covered almost every corner of this province rampaging floods, falling trees, damaged houses, said Fernando Gonzalez, governor of Albay province, the site of all but a few of the deaths.Pope Benedict XVI, saddened by the tragic loss of life, was praying for the victims, rescue workers and others providing assistance, the Vatican said.

Our rescue teams are overstretched rescuing people on rooftops, said Glen Rabonza, the Civil Defense head, after officials briefed President Gloria Macapagal Arroyo on the disaster and the difficulties of getting to survivors stranded by seas of black mud.Bodies were wrapped in blankets and slung on bamboo poles to be carried to trucks, then covered with coconut leaves and transferred to makeshift morgues.It's terrible. We now call this place a black desert, Noel Rosal, mayor of Legazpi city, Albay province's capital, said after visiting one stricken village.Rosal said three of the five communities comprising the village of 1,400 people had been wiped out with only the roofs of several houses jutting out of the debris. He said people claimed some of the boulders were as big as cars and red hot, suggesting fresh lava from 8,077-foot Mayon.His own residence was under water that rose higher than a person in a flash flood.I was almost a goner. I had to swim, Rosal said.

Mayon, a popular tourist attraction because of its nearly perfect conical shape, is one of the Philippines 22 active volcanos. It erupted in July, depositing millions of tons of rocks and volcanic ash on its slopes, and has continued to rumble since then. Rains from succeeding typhoons may have loosened the materials.Villagers have lived with the threat of a Mayon eruption the most violent one killed more than 1,200 people in 1814 but say they never heard of debris being washed so far down or so violently.Typhoon Durian blasted ashore with gusts of up to 165 mph, running head-on into Mayon, 210 miles southeast of Manila on Luzon island.

When the water suddenly rose, we ran for our lives, said Lydia Buevos, 58, who returned with her husband and children Friday to see their hut gone. Holding a pair of rubber sandals the only possession she was able to save she said she lost three relatives to the storm.It happened very rapidly and many people did not expect this because they haven't experienced mud flows in those areas before, Gonzalez said. By the time they wanted to move, the rampaging mud flows were upon them.

The typhoon weakened Friday as it moved northward, with sustained winds of 94 mph and gusts of up to 116 mph as it headed toward the South China Sea.

Cars zigzagged on the road to the affected area to avoid uprooted trees and toppled utility posts Friday. Steel pylons had been bent down by the wind, and power cables lay scattered about like strands of spaghetti. With the sky surprisingly blue already, people dug foundations for new homes, hammering tin sheets onto leaking roofs and drying pillows, mattresses and clothes in the sun. Durian was the fourth super typhoon to hit the Philippines in as many months. In late September, Typhoon Xangsane left 230 people dead and missing in and around Manila. Typhoon Cimaron killed 19 people and injured 58 others last month, and earlier this month, Chebi sliced through the central Luzon region, killing one. A fast-moving, but powerful winter storm blasted parts of the Midwest Thursday and Friday with snow, ice, and strong winds. Snowfall rates of 1-2in per hour, accompanied at times by lightning, blanketed parts of Missouri, Illinois, Wisconsin, and Michigan.

Chicago's O'Hare Airport picked up around 6 inches of snow, although lighter amounts were measured near the lake. The heaviest snow in the Land of Lincoln fell in western and central parts of the state. Up to 18in of snow was reported, with even snowplows sliding into ditches. Up to 18in of snow also buried parts of the Show-Me state, with 16in at Columbia, and around 8in in the southeast Kansas City suburbs. Of bigger concern, an estimated 2.4 million customers were without power early on Friday in central and southern Illinois and Missouri, due to accumulated ice downing tree limbs and powerlines.

Some of these same areas ended up with several inches of snow on top of the ice. Icing was also reported early Friday in parts of Lower Michigan, with some limbs downed. Milwaukee was buried under 11 inches of snow, with blizzard conditions, at times. Around a foot of snow shut down a section of busy interstate 94 in the western Milwaukee suburb of Waukesha, with three plows running side-by-side to clear the freeway.

A whopping 16.5in of snow piled on Kenosha, Wisc. Significant accumulating snow should be finished in the Great Lakes this evening. On the storm's warm side, a widespread threat of damaging winds exists through the late evening hours in parts of the Northeast. The culprit was bands of rain and thunderstorms along and ahead of an advancing cold front bringing 60 to 90 mph winds just a few thousand feet aloft to the surface. Widespread tree damage was reported in the Cincinnati metro early today, and a squall line of strong storms downed numerous trees in western and central Pennsylvania in the early afternoon. Damage from winds not associated with thunderstorms was reported as far south as the north Georgia mountains.

The most serious wind-damage threat should be clear of the Northeast by early Saturday morning.

US snowstorm shuts down Chicago airport; half a million lose power DEC 01,06

CHICAGO (AFP) Thrashing winds and driving snow closed one of America's busiest airports and left half a million people without power as a fierce storm swept across the country.

With snow accompanied by a rare December thunderstorm, some 400 flights were grounded at Chicago's O'Hare International Airport, as the city got six to 12 inches (15-30 centimeters) of snow overnight.Although carriers were hoping to resume their normal schedules after midday, the cancellations had a knock-on effect throughout the nation's aviation system, leaving travelers connecting through Chicago stranded at regional airports such as Detroit Metropolitan Airport.

We had hoped to be operating at 50 percent capacity by now, said American Airlines spokesman Tim Wagner around noon central time, but the storm is not passing as quickly as we hoped, and it could be 5:00 pm (2300 GMT) before we are fully operational.A couple of mishaps overnight suggested the airlines were right to take precautions: a Fed Ex plane slid off a runway at O'Hare, leaving it stuck in the mud, while a Northwest Airlines cargo jet was hit by lightning as it was taxiing for departure about 5:40 am, said Wendy Abrams, spokeswoman for the Chicago department of aviation.

The arctic blast, which dumped up to a foot (30 centimeters) of snow in parts of the Midwest and the plains states, also caused flight delays at regional airports as airlines struggled to get heavy equipment onto the runways to de-ice aircraft stuck at the gates.We've got iced-up planes stuck at the gates and that means incoming planes are getting backed up on the runway, said Shirley Walls, spokeswoman for Lambert-St. Louis International Airport in St Louis, Missouri.In Illinois and Missouri, more than half a million consumers were left without power as ice snapped tree limbs and froze power lines. A spokesman for the St. Louis-based power company Ameren Corp. said it had hundreds of technicians working on emergency repairs but warned of lengthy outages.

Work will be continuing around the clock, said Scott Cisel, president of the company's Illinois operations, but with the ice and snow that are on the ground, conditions are extremely treacherous for our employees as well as our customers.
Across the region, the freezing rain and sleet that accompanied the snow made for slick and dangerous driving conditions on the region's highways.In Illinois, transport authorities dispatched more than 1,000 trucks to salt and plough the highways overnight. But the rush-hour commute brought reports of dozens of fender-benders and spinouts as motorists in the Chicago area struggled to get to work.The highways around Chicago are sloppy and wet but passable, but we're advising people to use public transport where possible, said Mike Claffey, spokesman for the Illinois department of transportation.The early winter storm, which was spawned after an Arctic cold front collided with warm moist air surging north from the Gulf of Mexico, brought traffic chaos to Kansas and Oklahoma late Thursday, prompting the governor of Kansas to declare a state of emergency for more than two dozen counties.
Authorities in Oklahoma meanwhile called out the National Guard in that state to help stranded motorists.

NAIROBI, Kenya - About 250 people have been killed and 100,000 have lost their homes as catastrophic floods ravaged East Africa, aid workers said Friday as rains continued to pound the impoverished region. Floods have hit Kenya, Somalia, Rwanda and Ethiopia, affecting more than 1.8 million people, according to the U.N. refugee agency. Weather experts warn that the punishing rains could continue through December in a region where a long drought has left the soil so dry it is unable to absorb the deluge.

Disease from poor sanitation is also taking its toll as submerged villages remain cut off and trucks laden with food and medicine are unable to reach survivors, according to the U.N. food agency.East Africa is one of the poorest regions in the world where most people live on less than $1 a day. It is home to more than 200 million people and regularly sees droughts and famine.

The U.N. is expected to launch an appeal Dec. 5 for an extra $17 million for flood victims. The organization already has received $10 million to help.Some 41 people have been killed in Kenya and more than 700,000 people are affected, the Kenyan Red Cross said.

The Health Ministry recently issued a cholera alert, the U.N added.In neighboring Somalia, the death toll rose to 116 after 20 people died in the north of the country in an outbreak of diarrhea, the U.N. said. Some 15 people died in floods in Rwanda, officials said.More than 80 people have died in Ethiopia, while 361,000 people have been affected in the southeast of the country.

US dollar plunges to a 14-year low

Sterling has surged to the highest level against the dollar since Britain crashed out of the Exchange Rate Mechanism in 1992, leading the currency pack as investor-flight from US assets gathered pace.

Bernanke: issued inflation warnings

The US greenback was pummelled on exchange markets across the world, tumbling against the euro and yen on nagging fears that America's housing slump will spread to the rest of the economy.Yields on 10-year US Treasury bonds slid to 4.47pc yesterday, a sign that investors are battening down the hatches for possible recession next year. The US bond markets have ignored inflation warnings this week by Federal Reserve chief Ben Bernanke, picking up instead on his comments that the housing crash could be worse than feared.The pound smashed through resistance – it rocketed 3.5 cents in a 15-hour period to touch $1.9697. While the moves were dollar-driven, the pound led the charge after Nationwide Building Society reported a 1.4pc rise in house prices in November. Traders are eyeing the symbolic barrier of $2 last seen in the final days of the ERM.

Lord Lamont, Britain's Chancellor at that time, said the current surge bares no resemblance to 1992 when the UK economy was in the grip of a housing bust. The whole ERM bloc was floating up against the dollar because of Germany, so we were pulled along too, he said.He warned the dollar's relentless slide was becoming a major risk to the global financial system. My own fear is that the dollar might collapse. People are worried that the Chinese will stop financing the US deficits since it's likely they already have more dollars than they want, he said.Lord Lamont said there was a risk of a further 20pc fall, with the full strain falling on Europe.

The Asian currencies need to revalue but they're hardly moving, especially the renmimbi, he said.A clutch of weak US data over recent days point to possible rate cuts as soon as this spring, eroding the yield advantage that has kept the dollar aloft, despite a current account deficit of 6.5pc of GDP.

Yesterday's news included a jump in jobless claims and a shock fall in the Chicago purchasing managers index to 49.9 in

November, below contraction level. It followed an 8.3pc plunge in industrial orders. The futures markets are now pricing in a 45pc chance of a US rate cut by March.Sterling has jumped almost eight cents in the last week alone, crowning a spectacular year in which it has emerged as the favourite currency of world central banks and petro-dollar sheikhdoms.Mervyn King, the Bank of England's Governor, said British companies exporting to the US could face difficulties but insisted that the economy as a whole could cope, given the more modest rise in sterling against a basket of currencies.It takes up to two years for currency shifts to feed through an economy, so the full impact of sterling's 15pc rise against the dollar this year could hit industry just as the credit boom is turning down.

TORONTO (CP) Negative data on the U.S. manufacturing sector helped send the Toronto stock market lower after two days of record high closes.

New York markets were also down sharply after a key survey showed manufacturing unexpectedly contracted in November for the first time in more than three years.The Telstar I satellite, a Bell System project, was the first active communications satellite to orbit Earth. This manufacturing number indicates a definite slowdown. This is happening quickly, more quickly than I think people were expecting, said Chyanne Fyckes, chief investment manager at Stone Asset Management.

So I'm still in the hard-landing camp.Toronto's S&P/TSX composite index was down 50.02 points to 12,702.36 as investors also took in November jobless data showing a slight rise in the unemployment rate.The Canadian dollar was down 0.16 of a cent to 87.39 cents US as Statistics Canada reported that the November unemployment rate drifted one-10th of a point higher to 6.3 per cent while the economy created 22,000 part-time jobs.Just over 18,000 full-time jobs were lost during the month.The TSX Venture Exchange inched up 7.7 points to 2,839.18.The Dow Jones industrials fell 99.1 points to 12,121.87.The Nasdaq composite index declined 32.88 points to 2,398.89 while the S&P 500 index gave back 10.15 points to 1,390.5.November's ISM index came in below the average analyst expectation for a reading of 52.

The ISM report was one of two worrisome economic reports Friday. The U.S. Commerce Department said construction activity in October plummeted by the largest amount since 2001, and home building fell for the seventh month in a row.All TSX sectors were negative save for slightly positive showings in the health care and mining sectors.The gold sector was the biggest percentage decliner, down 1.5 per cent, as the February bullion contract on the Nymex faded $2.30 to US$650.60 an ounce.Goldcorp Inc.

(TSX:G) fell 88 cents to $34.83.The information-technology sector was down 1.4 per cent, as shares in Mosaid Technologies Inc.

(TSX:MSD) fell $1.23 to C$26.51 after the Ottawa semiconductor company lowered its earnings guidance for its 2007 financial year.

The company also reported a second-quarter profit of $4.7 million, ahead of analyst estimates.Nortel Networks (TSX:NT) stock was down 75 cents to $23.65 as the company's share consolidation took effect Friday in a one-for-10 scheme. The move was aimed at reducing the telecom equipment maker's shares from 4.3 billion to about 433 million.

The telecom sector also weighted on the Toronto market, down one per cent with Telus Corp. (TSX:T) down 68 cents to $55.34.

The TSX energy sector drifted 0.15 per cent lower as the January crude contract on the New York Mercantile Exchange changed direction to move 16 cents higher to US$63.29 cents on top of other sharp prices increases this week as winter weather moved into the U.S.The price drop came despite a comment from OPEC's president that the oil cartel is likely to trim production further and the amount will be decided at a meeting scheduled for Nigeria's capital this month.Petro-Canada was down 55 cents to $50.94.

In other news:

-Units in E.D. Smith Income Fund (TSX:JAM.UN) tumbled 16.8 per cent to $5.70 after it said distributions may have to be cut as the payout ratio for 2006 will top 100 per cent of distributable cash, instead of its target of 95 per cent.
-The Montreal Exchange says it will go public early next spring, but will list its shares without an initial offering. The Montreal Exchange, though a junior market, is Canada's oldest exchange and a leader in complex derivative investments.
-Axcan Pharma Inc. (TSX:AXP) grew its fourth-quarter revenue by 7.9 per cent to US$72.3 million but saw its profit for the period fall to US$8.3 million due to the impact of discontinuing one of its programs. Its shares were 21 cents lower to $16.72.
-Shares in Le Chateau Inc. (TSX:CTU.A) jumped 14.9 per cent to $57.45 as the trendy clothing retailer said it is rewarding its shareholders by raising its regular quarterly dividend by 50 per cent and paying a special $3 per share dividend to stockholders after its third-quarter profit rose to $8.4 million.
-The Wall Street Journal says billionaire investor Kirk Kerkorian has sold his entire remaining investment in General Motors Corp.

(NYSE:GM) - 28 million shares - at US$29.95 a share, a transaction worth more than US$800 million. Kerkorian's Tracinda Corp. said last week it was reducing its stake to 7.4 per cent from 9.9 per cent.GM shares added seven cents to US$29.29.The Canadian Press.

Britain wanted to control the key trade route


Britain drew up plans to cut the flow of the River Nile to Egypt to force President Gamal Abdel Nasser to give up the Suez Canal in 1956, files reveal. Military officials believed they could harm agriculture and cut communications by reducing the flow of water, newly-released documents show. The plan was outlined to Prime Minister Anthony Eden six weeks before British and French forces invaded Egypt.But it was abandoned because of fears it would trigger a violent backlash. Under the plan, Britain would have used a dam in Uganda to reduce water levels in the White Nile by seven-eighths. But planners realised that the scheme would take months to work, and could also harm other states such as Kenya and Uganda. One British official noted that the plan, while unworkable, could still be useful. It might be possible to spread the word among the more illiterate Egyptians that 'unless Nasser climbs down, Britain will cut off the Nile, Cabinet official John Hunt was revealed to have said.

No legal justification

The Suez crisis was triggered in July 1956 when the Egyptian president nationalised the Suez Canal, a vital trading route from the Mediterranean to the Red Sea. Britain and France joined forces with Israel and the three nations attacked in October 1956 in a bid to regain control of the canal, but US and UN pressure forced a withdrawal. The documents, released to the National Archives in Kew, also show the prime minister was urged to conceal the fact that his attorney-general had warned that the invasion was illegal.

At the time, UK lawmakers were claiming that the action was legal. But Attorney General Sir Reginald Manningham-Buller father of current MI5 head Dame Eliza Manningham-Buller wrote a strong letter challenging this.

I am unable to devise any argument which could purport to justify in international law either our demand that she [Egypt]... should withdraw her forces from a part of her own territory which she is engaged in defending, or the threat to occupy her territory by armed forces should she fail to accede that demand, he wrote. Then-Cabinet Secretary Sir Norman Brooks told the prime minister that he should not raise the issue of the war's legality in future speeches. The Suez crisis damaged Sir Anthony's reputation and led to his resignation in 1957.

Surprise: Oil Woes In Iran
Flagging output from its vast reserves could diminish Tehran's influence

Few countries can match Iran in its ability to generate angst among Westerners. It appears determined to become a nuclear power. Tehran's Islamic leaders aid radical groups across the Middle East. And as the U.S. gets bogged down in Iraq, Iran's influence in the region is on the rise, fueled in large part by its vast energy wealth.Yet Iran has a surprising weakness: Its oil and gas industry, the lifeblood of its economy, is showing serious signs of distress. As domestic energy consumption skyrockets, Iran is struggling to produce enough oil and gas for export. Unless Tehran overhauls its policies, its primary source of revenue and the basis of its
geopolitical muscle could start to wane. Within a decade, says Saad Rahim, an analyst at Washington consultancy PFC Energy, Iran's net crude exports could fall to zero.That's not to say Iran doesn't have abundant resources. The country's 137 billion barrels of oil reserves are second only to Saudi Arabia's, and its supply of gas trails only Russia's, according to the BP Statistical Review of World Energy. Getting it all out of the ground, though, is another matter. Iran has been producing just 3.9 million barrels of oil a day this year, 5% below its OPEC quota, because of delays in new projects and a shortage of technical skills. By contrast, in 1974, five years before the Islamic Revolution, Iran pumped 6.1 million barrels daily.

The situation could get even tougher for the National Iranian Oil Co. (NIOC), which is responsible for all of Iran's output. Without substantial upgrades in facilities, production at Iran's core fields, several of which date from the 1920s, could go into a precipitous decline. In September, Oil Minister Kazem Vaziri-Hamaneh suggested that with no new investment, output from Iran's fields would fall by about 13% a year, roughly twice the rate that outside oil experts had expected. NIOC is likely to find that even maintaining the status quo is a mounting challenge, says PFC Energy's Rahim.

STATE HANDOUTS

Iran's looming crisis is the result of years of neglect and underinvestment. As in other oil-producing countries such as Venezuela and Mexico, the government treats the oil industry as a cash cow, milking its revenues for social programs. It allocates only $3 billion a year for investment, less than a third of what's needed to get production growing again.Compounding the pressure are policies that encourage profligate energy use. Gasoline prices are set at 35 cents a gallon, which has helped fuel 10%-plus annual growth in consumption, PFC Energy figures. The national thirst for gasoline far outstrips domestic refining capacity, so Iran will import about $5 billion in gasoline this year, or about 40% of its needs. The government is planning a $16 billion refinery building program to boost capacity by 60%. But unless Iran raises fuel prices, the new plants will just mean more consumption.An oil squeeze could spell trouble for President Mahmoud Ahmadinejad. The populist leader has won backing at home through generous handouts. Ahmadinejad has ratcheted up public spending this year by 21%, to $213 billion, on everything from aid to rural areas to housing loans for newlyweds. He has also promised some $16 billion in outlays from a special $30 billion fund set up to tide Iranians through future hard times. Without a healthy oil sector, Iran's social spending could bust the national budget--and reignite inflation.

Iran badly needs fresh foreign investment to shore up the oil industry. Tehran has attracted some $20 billion in funding for oil and gas projects since 1995 from overseas companies including Royal Dutch/Shell Group (RD), France's Total (TOT), and Norway's Statoil. But new investment has largely dried up in recent years because of lingering worries about the risk of war with the U.S. and disenchantment with Iran's tightfisted terms.Outsiders are offered contracts only to drill wells--rather than operate fields--and get just a small share of profits from output.

For instance, Italian oil giant ENI (ENI), a fixture in Iran since 1957, produces about 35,000 barrels per day but doesn't expect to get any bigger. Unless international sanctions are imposed on Iran and the Italian government directs ENI to abide by them, we are committed to staying, says ENI Chief Executive Paolo Scaroni. However, in order to increase our presence there, contractual terms for oil companies need to change.Endless haggling and delays have set back some of Iran's biggest oil initiatives. One top priority had been the Azagedan field in southern Iran, which is expected eventually to produce 260,000 barrels a day. But in October, Tehran scrapped a $2 billion contract, agreed to in 2004, with Japan's Inpex to develop the project. And Shell's $800 million Soroush/Nowrooz project in the Persian Gulf has been plagued by cost overruns and technical glitches. In January, meanwhile, Statoil wrote down the entire $329 million book value of its South Pars project because of productivity and quality problems with a local contractor.

GLACIAL PACE

It's not just oil that Iran is failing to exploit. The glacial pace of negotiations is also making it fall behind neighboring Qatar in exploiting the huge offshore gas field that the two countries share. While Qatar has signed up the likes of ExxonMobil (XOM) and Shell to develop the site, Iran's talks with Total and Shell have progressed far more slowly. Iran is now a net importer of gas, a situation not expected to reverse before 2010.Foreign energy companies are lobbying the Iranians to change. Executives say they would like longer contracts, which would give them more control and might boost returns. But progress is slow as many Iranian officials are reluctant to give foreigners terms that might be judged too favorable. There are indications of movement, but how far and how deep it goes is anyone's guess, an oil executive says.Can Iran fix its energy conundrum? Some experts are betting Tehran will get its act together sooner rather than later. Iran was able to boost production from 1.2 million barrels a day during the 1980-88 war with Iraq to nearly 4 million barrels with almost no foreign help, notes Bijan Khajepour, chairman of Tehran's Atieh Bahar Consulting, which advises oil companies. He thinks Iran should be able to sustain current production for the next decade. Even so, if Tehran doesn't face up to the woes of its oil industry, Iran may find itself in the unusual position of sharing the West's angst over growing dependence on imported oil.with Babak Pirouz in Tehran Reed is London bureau chief for BusinessWeek.

Abbas, Rice call for Mideast truce to extend to West Bank

Blair to signal possible cuts to nuclear fleet: FT DEC 01,06

LONDON (AFP) Prime Minister Tony Blair is prepared to concede on cuts to Britain's nuclear deterrent when his government publishes plans on the ageing missile system's future, the Financial Times said.

The business daily said that, as expected, Blair would commission a straight submarine-based replacement for the US-built Trident weapons system when the plans are announced on Monday.But he will say that the number of Royal Navy Vanguard-class submarines that carry the missiles could be reduced from the current four to three and that Britain will cut the 200 nuclear warheads stockpiled.Blair will not give specific figures for the potential warhead reductions and not make a firm commitment to reducing the size of the nuclear fleet, the FT said without quoting sources.A decision on cutting the number of submarines could be taken at a later date while such a reduction in vessels and warheads could reduce the costs of replacing the whole system, the newspaper said Blair will argue.

Blair faces a fight from within his governing Labour Party on Trident, which will become obsolete in the mid-2020s and potentially cost up to 25 billion pounds (37 billion euros, 46 billion dollars) to replace.Scrapping nuclear weapons and atomic power were key pledges of left-wing Labour, particularly throughout the 1980s, but the policy was dropped when Blair became party leader in 1994 and took the party to the centre ground.

JOHANNESBURG (AFP) Two controversies flared on World AIDS Day as the United States and South Africa backed sexual abstinence to avoid infection and British leader Tony Blair castigated religious bans on condoms. US President George W. Bush joined other world leaders in renewing vows to combat the disease, which has claimed more than 25 million lives in 25 years and for which a cure and vaccine remain dismayingly elusive.The pandemic of HIV/AIDS can be defeated, and the United States is willing to take the lead in that fight, he said.Bush spelled out Washington's role funding AIDS drugs in poor countries, but also emphasized promoting abstinence.That tactic is derided by many AIDS activists as moralizing and unworkable, even potentially dangerous. JERUSALEM /Iran's reported drive to make an atomic bomb has become an existential threat to Israel that some Israelis are likening to the Holocaust especially with the United States appearing to back away from confrontation with Tehran. The alarmists include Aharon Appelfeld, a leading Israeli author who as a child survived the Nazi killing of 6 million Jews.For the first time since I'm in the country, I feel that we face a real existential danger, Mr. Appelfeld said.The memory of the Holocaust is a central element in Israel's collective consciousness, a memory made more acute by Iranian President Mahmoud Ahmadinejad's denial that the Holocaust happened.It's 1938, said former Israeli Prime Minister Benjamin Netanyahu, and Iran is Germany, racing to arm itself with atomic bombs.Addressing a Jewish audience in Los Angeles this month, Mr. Netanyahu added his voice to a growing sense of alarm in Israel about Iran's seemingly inexorable march toward nuclear capability. In his address, Mr. Netanyahu referred to Mr. Ahmadinejad's repeated calls for wiping Israel off the map.Believe him and stop him, Mr. Netanyahu said in the speech. This is what we must do. Everything pales before it.

Israel has half assumed, half hoped that if international pressure on Iran to halt its nuclear development fails, the United States would in the end use military force.In recent weeks, however, a war-weary Washington seems to be backing away from a confrontation.In a meeting with French President Jacques Chirac, President Bush said that he would understand if Israel chose to attack Iran's nuclear installations.To Israelis, that sounded like he would prefer it over an American attack. There was likewise little comfort from Secretary of State Condoleezza Rice's remark that the U.S. lacked sufficient intelligence on Iran's nuclear facilities to
carry out a strike at this time.

Former Secretary of State Henry Kissinger wrote recently that military action by the United States is extremely improbable in the final two years of a presidency facing a hostile Congress.He, too, raised the possibility of a unilateral Israeli air strike. Israel has apparently long been preparing such a strike. It acquired a large fleet of F-16 and F-15 warplanes and held intensive training exercises in anticipation of a confrontation with Iran.The appointment last year of former air force commander Lt. Gen. Dan Halutz as chief of staff of the Israel Defense Forces (IDF) was widely seen as preparing for that confrontation in which the air force would play a central role.It has become increasingly clear in recent years, however, that an attack on Iran's nuclear facilities would be infinitely more difficult than the successful attack on Iraq's nuclear reactor by Israeli planes in 1981.Tehran learned the lessons of that attack and scattered its facilities at scores of sites, burying many of them deep underground and defending them with modern Russian anti-aircraft missiles.

Analysts have suggested that only a superpower like the United States could mount the massive and sustained attack that would be necessary to do substantial damage by boring ever deeper into the underground sites with bunker-buster bombs on repeated
runs.

Even then, some analysts say, an attack might succeed only in delaying the program by a few years.If Israel undertook the task alone, it would face not onlyuncertainty about the results of the air campaign but also the certainty of fierce Iranian retaliation, beginning with their long-range missiles and perhaps including attacks on Israeli targets around the world. Prime Minister Ehud Olmert continues to hope for an international initiative.The big countries have to lead and we have to push them, he said. However, there is a realization in Jerusalem that there may be no one to push. Deputy Israeli Defense Minister Ephraim Sneh said: I am aware of all of the possible repercussions of a pre-emptive Israeli military action against Iran and consider it a last resort. But the last resort is sometimes the only resort.

Shekel Becomes Safe Haven for Dollars

Four years ago, a dollar cost five shekels and everyone hoarded greenbacks. Today a dollar costs 4.24 shekels, leaving many American olim wishing they had put their money where their feet are. American olim, the Hebrew word for immigrants, who held on to their dollar bills the past three years will have lost 15 percent of their money if they convert the dollars to shekels today.The dollar traded Friday morning as low as 4.233 shekels, the lowest it has been for five years.

The year-long long and steady strengthening of the shekel symbolizes the new Israel, an economy of near-zero inflation, a robust economy and a growing reputation among the international financial community as one of the most stable economies in the world.The stronger shekel is a boon for renters and buyers because the long-time trust in the dollar steered Israelis to quote everything in dollars. A $500 a month apartment costs five percent less in shekels than it did six months ago. Today, businessmen and consumers see the other side of the coin and the shekel is becoming the more common base for transactions.The past, of course, is no guarantee of the future, and many financial advisors think the shekel is overvalued. One financial web site wrote on Friday, While we in the beginning of the year where quite bullish on shekel we are now increasingly of the view that the shekel will weaken.

Their analysis is based on the prediction that the American interest rate will rise, contrary to most expectations that it will drop in early 2007. One of the advantages of the shekel is that the interest rate in Israel has been the same or even higher than that of the dollar, attracting foreigners to invest in the Israel currency and earn a higher income.Another factor working against the dollar is the increasing flight from the American currency throughout the world. The shekel's strength has been aided by the dollar's weakness, whereas the shekel continues to lose value against the Euro.Israel today is a far cry from the days of 500 per cent a year inflation of the 1980s, when shop owners marked up their prices every day.Sweeping economic reforms and changes in the financial policy have turned the Israeli economy around. The most flattering result was this year's $4 billion buy-out of the Iscar metal working company by American billionaire Warren Buffet. He bought the Galilee-based community only months before the Hizbullah terrorist war broke out.

The ability of the economy to absorb the shock of the war and return to a growth rate of more than four percent is another sign to investors that the shekel is the best place to put money.

The constant instability of the Middle East has had virtually no effect on the shekel or the economy, and the government even has massed an enormous and little publicized budget surplus of more than $2 billion. American President George W. Bush recently asked Prime Minister Ehud Olmert how Israel manages to avoid deficits, which two years ago were a constant and growing concern.The government has made windfall profits from the tax on fuel, which has soared in the past year until it peaked in the late summer. Every time fuel pump prices were raised, the government's take rose proportionately.Another large source of the surplus has been a drastic cut in outlays for child stipends following the sweeping reforms initiated by former Likud Finance Minister Binyamin (Bibi) Netanyahu. The child support benefits for years have been a way to support a needed rise in the Jewish population. However, in the past few years it has been used by Arab families, especially in the Bedouin community, to fund their lifestyle of polygamy, which often results in dozens of children per family.

US braces for possible al-Qaeda cyber attack

The US government has warned US private financial services of an al-Qaeda call for a cyber attack against US online stock trading and banking websites beginning on Friday, officials said today.The officials - a person familiar with the warning and a spokesman for the Department of Homeland Security - said the Islamic militant group aimed to penetrate and destroy the databases of the US stock market and banking websites.Homeland Security said it had no evidence to corroborate the threat but had issued the warning out of an abundance of caution. The department said in a statement that the threat was for all of December.There is no information to corroborate this aspirational threat. As a routine matter and out of an abundance of caution, US-CERT issued the situational awareness report to industry stakeholders, said Homeland Security spokesman Russ Knocke.US-CERT is the US Computer Emergency Readiness Team. The US government said the threat was to avenge the holding of suspected terrorists at the US prison in Guantanamo.Reuters

New type of slow earthquake detected By ANDREW BRIDGES, Associated Press Writer Thu Nov 30, 2:02 PM ET

WASHINGTON - Japanese researchers have discovered a new and sluggish kind of seismic activity that helps reveal the inner workings of faults capable of producing massive earthquakes like the one that generated the 2004 Indian Ocean tsunami. The so-called very low frequency earthquakes join two other types of slow quakes previously detected in the deep portion of subduction zones, where one section of the Earth's crust dives under another. The new kind of seismic activity can itself produce earthquakes of magnitudes 3 to 3.5, but the temblors are too slow to produce shaking felt by humans.Researcher Yoshihiro Ito said the newfound activity, along with the two other phenomena non-volcanic deep tremors and slow slip may contribute to the build up of stress in what are known as megathrust quake rupture zones.

We are considering the monitoring of these activities to have an accurate grasp of the stress condition for the megathrust rupture zone, Ito said in an e-mail interview. Ito and colleagues from Japan's National Research Institute for Earth Science and Disaster Prevention describe their work this week in Science Express, the online edition of the journal Science.

The snap release of slowly accumulated stresses in megathrust zones, like the Cascadia subduction zone in the Pacific Northwest, can produce massive earthquakes. The last such quake, a magnitude 9, struck that area in 1700.The study details seismic activity measured along the Nankai subduction zone in southwest Japan, using a network set up after the 1995 Kobe earthquake. Similar activity likely also occurs in the Cascadia subduction zone.

The new kind of seismic activity coincides in time and location with the two previously described kinds of slow quakes. Taken together, they should allow researchers to better track the increase of stress that can make big quakes more likely.We can put a picture together to track where stress is changing, said John Vidale, director of the Pacific Northwest Seismic Network, who was not connected with the research.Earthquakes still can't be predicted. Series of quakes in southeast California Wed Nov 29, 11:08 PM ET

EL CENTRO, Calif. /A magnitude-4.0 earthquake and numerous smaller temblors shook part of southeastern California on Wednesday.

The 4.0 tremor occurred at 1:10 p.m. PST and was centered 24 miles west of El Centro, which is near the border with Mexico, according to the U.S. Geological Survey.It was preceded by several smaller quakes including a 3.8 at 4:17 a.m. Smaller quakes also followed, including a 3.5 at 1:12 p.m., a 3.1 at 1:26 p.m. and a 3.8 at 2:15 p.m.There were no reports of damages or injuries, an Imperial County Sheriff's dispatcher said.

An early season winter storm has taken shape over the southern and eastern Plains and the lower Mississippi Valley. Missouri has been in the crosshairs of this system much of Thursday morning. Heavy icing has already occurred over southwestern Missouri with up to 1 of ice accumulation and 3 of sleet reported. Additional heavy icing is possible from Springfield to St. Louis through tonight. A pocket of colder air in the mid-layers of the atmosphere will change the freezing rain and sleet to snow before the system exits Friday. Snow accumulations of 2-4 in southwest Missouri and 6-10 near St. Louis are possible on top of the icing. Heavy snow could paralize traffic from north-central Oklahoma northeast to northern Illinois by Friday morning. The heaviest snow accumulations are expected to be 10-15 from southeastern Kansas through west-central Illinois. Kansas City may pick up 8-12 by Friday morning.

Wintry precipitaion has also visited central Texas. Lightning and thunder accompanied snow and sleet in the hill country to the west of Dallas Thursday morning. The snow moved into Dallas by late Thursday morning and should end by Thursday evening. A few inches of snow are possible in the Big D before it ends. On the warm side of this storm severe thunderstorms and tornadoes are possible in southern Arkansas, Louisiana and Mississippi later this afternoon. This evening the threat lifts northeast to include western Tennessee, western Kentucky and the southeast tip of Missouri. Overnight the severe threat may get into Cincinnati,
Louisville, Nashville and western Alabama. The whole system moves rapidly northeast Friday with heavy snow likely in Chicago and central Michigan during the morning. Chicago could pick up 8-12 inches of snow before the system exits. The morning commute looks to be a very nasty one in the Windy City with heavy snow and wind gusts around 30 mph. Severe thunderstorms with damaging winds and possible tornadoes are forecast from southwestern Maine south to North Carolina Friday as the cold front pushes through.

MANILA (AFP) Super typhoon Durian slammed into the eastern Philippines, spawning torrential rains and powerful winds that blew away tin roofs and uprooted trees as it swept closer to Manila.Packing winds of 190 kilometers (118 miles) an hour Durian tore through the eastern island of Catanduanes, about 410 kilometers (254 miles) east of Manila, before dawn destroying property and tearing down powerlines.Durian's eye is expected to hit the provinces of Batangas and Quezon and the island of Mindoro just south of Manila early Friday.We should not be complacent in Metro Manila. The eye of the storm will not hit Manila, but definitely, we will feel the effects of he typhoon, weather bureau chief Nathaniel Cruz said.There is a big possibility it may maintain its strength or intensify as it moves westward, before deteriorating as it blows out into the South China Sea, he said.Power lines were brought down causing widespread blackouts throughout the eastern Bicol region including the provincial capital Legaspi City, the civil defense office said.The strong winds and rains toppled trees and electrical posts and blew tin sheets off roofs, sending debris flying and forcing people off the streets.

Ferry services were cancelled in Catanduanes and other provinces and small vessels were barred from sailing, stranding about 3,000 passengers, the coast guard warned.Local airline flights to the affected region were also cancelled.There were no immediate reports of casualties, the civil defense office said.President Gloria Arroyo assured the public that the authorities were prepared to ensure timely and well-coordinated response in areas that could be affected, by the storm.Arroyo also ordered military and police officials along with the secretaries of social welfare and health to make sure personnel would be in place in vulnerable communities for possible evacuation and relief operations.In Manila, all schools were closed and emergency services put on alert.The typhoon is moving west at 17 kilometers (10.5 miles) per hour, packing gusts of 225 kilometers (140 miles) per hour, the government weather station said.The highest level of a four-step alert was raised over Catanduanes and other provinces in the eastern Bicol region while the third-level alert was raised in the nearby provinces of Sorsogon, Quezon and surrounding islands.

The second level storm alert is in force over the capital of Metropolitan Manila and surrounding provinces.In the Bicol region, where strong rains and winds were causing floods, schools have been readied to serve as evacuation centers while heavy equipment is in place to clear up roads in the event of landslides, officials said.Residents of low-lying areas were warned to be on alert for flash floods while those living on mountainsides were told to be on the lookout for landslides, the weather station said. The Philippines is still recovering from typhoon Cimaron, the strongest cyclone to hit the country in more than 10 years, which left 38 people dead or missing late last month. Manila was directly hit by typhoon Xangsane in September, the first in more than a decade, causing widespread damage and leaving wide parts of the city without electricity for days. By the time Xangsane left the Philippines it left more than 200 people dead and a damages bill running into the millions of dollars.

20,000 still in the dark after latest B.C. storm

The snowstorm that hit B.C.'s South Coast Wednesday night knocked out power to another 25,000 B.C. Hydro customers on the Lower Mainland, Vancouver Island and the Gulf Islands overnight.

The worst hit areas on the Mainland are Coquitlam, Port Coquitlam and North Vancouver where there were 15,000 homes in the dark on Thursday morning.The once-in-a-decade snowstorm is demanding a massive cleanup.(CBC) On Vancouver Island, the storm knocked out the lights to another 10,000 homes, most of them in Comox, Duncan and the Gulf Islands. There were also more outages Thursday in Vancouver and North Vancouver.Hydro spokeswoman Elisha Moreno said residents of the Gulf Islands are having a particularly rough time. There were also another 7,000 Vancouver Island residents still in the dark from Sunday's storm that cut service to about 90,000 British Columbians.Some of those who have been without power since Sunday have been told it could be Saturday before they get power again.The hardest hit areas include parts of the Highlands, Metchosin and Shawnigan Lake.

Hydro defends maintenance program

The delay in getting service restored has prompted complaints from affected customers that Hydro has cut back on maintenance and prevention.But Hydro vice-president Gary Rodford said the problem is that Vancouver Island has the highest number of trees per kilometre of transmission line of any area in North America.He said Hydro spends more than $6 million a year on tree and vegetation clearing. He says heavy rains, heavy winds and lots of snow have resulted in a once-in-a-decade event.We don't staff for one-in-10-year events. And when I look at these type of weather events, you couldn't do enough maintenance to be ready.Rodford said many delays in repairs have been caused by unplowed roads, which aren't Hydro's responsibility. Hydro has moved extra repair crews and its own snowplows to the Island to help clear up the mess in more remote areas that are still without power.

More snow slows commuters

The Wednesday-night storm also dumped up to eight centimetres of snow on the Lower Mainland, and even more further inland and at higher elevations.

Warnings were issued about slippery sections on Highway 99 from the Canada-U.S. border to the Oak Street bridge.There was also a travel advisory for anyone daring to drive Highway 1 between Langley and McCallum Road, and there are extremely slippery sections on Mount Lehman Hill.On Vancouver Island, the Victoria area got less than five centimetres of snow, but farther up the Island, some areas got 20 to 30 centimetres of snow, making driving extremely treacherous.The weather is also warming up on the South Coast, bringing with it the threat of freezing rain, which would mean big pools of water and slush.

Dear Friend of Israel,

Statements in the media by Prime Minister Ehud Olmert indicate that Israel is once again considering making significant concessions for the sake of peace. On Monday, Mr. Olmert said that Israel will agree to withdraw from a large amount of territory…in exchange for real peace.The Prime Minister also stated what he expected of the Palestinians as conditions for this offer: You must end the violence and terrorism, and the desire to harm Israeli citizens in the south, north and center, recognize our right to live in peace alongside you, and give up your demand for the right of refugee return.Israel has always wanted peace, not war and the fact that she has again expressed a willingness to give more to achieve peace shows how sincere is her desire. But unfortunately, history does not encourage us to believe that Israel’s enemies share a similar goal.

Time and again, Israel has offered an olive branch to her Arab neighbors by proposing to make real sacrifices in exchange for peace. All she has asked for in return is that her neighbors recognize her right to exist and cease attacks on her people. Yet, even though Palestinian and other Arab leaders have agreed to peace terms many times in the past, these commitments have not been honored by them which shows why we must be completely realistic and deeply cautious any time we hear reports of progress in the Israeli-Palestinian peace process.

Yet, we also must guard against becoming too cynical, keeping alive our hope of a day when Israel’s dreams of peace and security will be realized. I believe the best way to do this is to obey the biblical mandate to pray for the peace of Jerusalem (Psalm 122:6). By doing so, we remind ourselves that God is in charge, and that He has not abandoned, nor will He abandon, His chosen people.With this in mind, please join me today in prayer for wisdom for Prime Minister Olmert and the Israeli government leaders who face huge challenges as they work to ensure that Israel is treated justly not only in the Middle East, but in the entire community of nations. Pray that attacks from all of her enemies will cease for the sake of the men, women, and children who have come to Israel seeking the promise of new life.

Benedict honours murdered priest on Turkish pilgrimage

On the second day of his visit to Turkey, Pope Benedict turned parish priest, celebrating Mass with 250 people beside a house where the Virgin Mary is reputed to have spent her last years. He also honoured the name of an Italian Catholic priest shot dead in February by a Turkish teenager, apparently in an act of revenge during the row over blasphemous Danish cartoons. Let us sing joyfully, the Pope told the congregation, one of the smallest in memory for a papal mass, even when we are tested by difficulties and dangers as we have learnt from the fine witness given by the Reverend Andrea Santoro. Fr Santoro was shot while praying in his church in Trabzon, a former Greek enclave on the Black Sea coast. His murderer, Oguzhan Aydin, 16, was sentenced to 19 years in prison.The sense of a church embattled and besieged was strongly present during the ceremony. On Tuesday, the Pope was a head of state and the head of a world religion, chauffered from one stiff state engagement in Ankara, the Turkish capital, to another. Yesterday, he celebrated mass before parishioners who crowded in among the olive trees next to Mary's House. He did not say whether Mary moved here from Jerusalem some time after her son Jesus was crucified AD30 but simply called Ephesus - the ancient Greek name for the area a city blessed by the presence of Mary Most Holy. He focused on theological questions rather than scant historical facts.

This was extraordinary. The Pope never appears before a crowd less than thousands, often tens of thousands, strong. For most pilgrims he is never more than a distant white shape, framed in a Vatican window. But here at the Mary House in Ephesus he was practically within arm's reach.It was claimed the worshippers were carefully selected, a privileged slice of Catholic life on Turkey's Aegean coast, whose Christian history goes back to the Apostles. Certainly, some in the gathering were Turkish Catholics, as Turkish responses were clearly called and psalms and chants in Turkish vigorously sung.But dozens were journalists and many more were plainclothes Turkish security; there were US servicemen and their chaplain from a nearby air force base, retired English and Irish expatriates from nearby towns and a French couple with roots in Izmir.They gave a snapshot of how reduced the Christian

Nato took small steps on troops


The UK, US, the Netherlands and Canada are fighting in the south The Nato summit in Riga took only small steps towards achieving the troop numbers needed in Afghanistan, Defence Secretary Des Browne has said. He said there had been a welcome signal that some countries would relax curbs on where troops operated, but said ideally there would be no curbs.

The US, UK, Canada and the Netherlands have borne the brunt of fierce fighting with Taleban militants in the south. France, Germany, Spain and Italy have been reluctant to send troops there.Others have agreed to ease restrictions on when and where their troops can operate, including the Dutch, Romanians and smaller nations such as Slovenia and Luxembourg. France, Germany, Spain and Italy have said they will now send help to trouble zones outside their areas, but only in emergencies. Nato chief Jaap de Hoop Scheffer said the real progress on caveats meant about 20,000 of the 32,000-strong Nato force could now be used more. We should acknowledge that even if these are short steps they are steps in the right direction

But, updating MPs after the two-day summit, Mr Browne said while some nations had signalled they would lift restrictions or pledged more troops, we must wait for national governments to confirm these commitments in due course.

Mr Browne added he was proud the 6,000 British troops in Afghanistan were not operating under caveats and said that the Riga pledges were a small step in the context of a 32,000-strong mission. Nevertheless, we should acknowledge that even if these are short steps they are steps in the right direction, he said.

Profoundly disappointing

But shadow defence minister Gerald Howarth said the summit had been very disappointing and suggested this was why Mr Blair had broken with previous practice by not updating the Commons himself. He asked: Is it not profoundly disappointing that France, Germany and Italy, which together have over 5,500 troops in Afghanistan, have all flatly refused to commit them to Helmand where they are most needed, save... in emergencies?

Surely the continuing loss of British, American, Dutch and Canadian soldiers constitutes such an emergency? Liberal Democrat defence spokesman Nick Harvey also questioned the stance, saying: Surely they would have come in any case to help in an emergency, would they not, or what sort of alliance is it? Meanwhile Labour's David Crausby said it was completely unacceptable for British troops to be more in harm's way than other Nato allies. Mr Browne replied: I agree with you and I have said... consistently that the alliance should share the burden and share the risk.

The failure of an external power source from United Energy was the cause of an early morning signalling fault that caused massive rail and traffic delays in Melbourne's south-east this morning.Rail services were held up by up to 40 minutes and thousands of frustrated motorists were stranded at level crossings when level-crossing boom gates stuck shut on three of the rail network's busiest lines.A United Energy spokeswoman told theage.com.au the power supply issue was sorted out after Connex notified United Energy.From our perspective Connex notified us at 7.12am this morning of the problem and we liaised with them and arranged supply to resolve the problem at 7.15am this morning so it was from our perspective resolved in three minutes.We basically organised an alternative power supply and then our guys went out to do the repair so in terms of resolving the problem, it was resolved in three minutes, Ms Thorpe said.Connex spokesman, Andrew Cassidy denied the issue was resolved in three minutes.It's not as straightforward as throwing a switch and putting a plug in a wall socket it's a lot more complex than that.

Our technicians were working and believed they rectified the issue twice that was what they were doing before they had isolated the power supply was faulty or there was an issue with the power supply.Our technicians didn't rectify it within three minutes because the power supply wasn't restored it was re-routed, Mr Cassidy said.Mr Cassidy said the fault was fixed at 7.10am but occurred again and was rectified finally at 7.30am, but not before causing major delays.

We needed to re-route an alternative power supply with (United Energy) but it might not have been immediately apparent to our technicians that there was a power supply issue, power supply may have been fluctuating, it may have been coming on and off due to a fault in the cable.The fact is they don't run a cable into our signal network, they (United Energy) organise power to a point where we then need to work out how to re-route that power through the effected area of signal, Mr Cassidy said.Connex said services are now back to normal.theage.com.au

EU mission of 130 delegates to observe presidential election NOV 29,06

A total of 79 short-term observers from 22 countries of the European Union (EU), in addition to Switzerland and Norway, arrived last weekend in Caracas to join the EU electoral observation mission ahead of the election for president next December 3rd.
After completing training in Caracas, the observers will be deployed Wednesday in 17 states and the Capital District.They will join the EU 37 long-term observers who are already in their appointed sites since November 21st.The group is headed by Deputy Monica Frassoni of the European Parliament and a central team of ten European experts based in Caracas. Abbas calls for convening of int'l conference on Mideast NOV 30,06

UNITED NATIONS, Nov 29 (KUNA) Palestinian President Mahmoud Abbas on Wednesday called on the international community to convene an international conference to solve the Arab-Israeli conflict at all tracks and on the members of the Quarter to be honest brokers.Abbas message was read in the General Assembly by Palestinian envoy Riyadh Mansour on the occasion of the International Day of Solidarity with the Palestinian People.Now the time has come for the convening in of an international conference to solve the Arab-Israeli conflict at all tracks, and for the members of the Quartet to play the role of an honest intermediary and guarantor of the implementation of the agreements based on (UN) resolutions, the principle of land for Peace, and to establish the appropriate mechanism to achieve this goal, Abbas said in his message to the event.

He said that if Israel continues to refuse the idea of the international conference as well as its refusal of any role by the UN, and with the obstruction of the work of the Security Council, then the idea for the General Assembly to adopt a resolution in accordance with the Uniting for Peace formula remains to be the right choice.Under the Uniting for Peace formula, the Assembly can immediately consider and make appropriate recommendations to Members after the Security Council fails to take action because of a veto by a permanent member.Abbas said that despite the oppression, killings and destruction the Palestinian people is subjected to, our hands are still outstretched for peace which our Palestinian people have chosen with full awareness and conviction as a strategic choice.He added that Israel's continued policies to keep its control over Arab land will lead to the undermining of the two-state solution and will force the whole region into further violence and chaos, the consequences of which will not be limited to the Middle East region.

Peace process done for now, Israeli analyst says

TORONTO /Israel’s peace process with the Palestinians is dead and may not be revived for many years to come, according to an Israeli strategist. It has run its course, says Chuck Freilich, who was Israel’s deputy national security advisor from 2000 until last year. Advising Israel to focus its attention on conflict management rather than on conflict resolution, he said, We have to live with the status quo.Freilich, here last week under the auspices of UJA Federation of Greater Toronto, noted in an interview that Israel has four alternatives in dealing with the Palestinians.It can try to topple the current Hamas government, which refuses to renounce terrorism, recognize Israel or accept previous agreements signed by the Palestinian Authority.But this is not a viable option, because the ouster of the Hamas regime could usher in a period of total chaos, which would not be in Israel’s interests, said Freilich, now a senior fellow at Harvard University, where he is writing a book on Israeli national security decision-making.

Alternatively, Israel could attempt to bypass Hamas and work exclusively with the moderate president of the Palestinian Authority, Mahmoud Abbas.But Abbas lacks the capability to deliver a ceasefire, much less a peace agreement, said Freilich, who was once a senior analyst at Israel’s ministry of defence. At best, Abbas might be able to reduce the level of friction, Freilich said.Israel could also opt for more unilateral withdrawals from the West Bank, but this method has been discredited.We withdrew from southern Lebanon in 2000 and from the Gaza Strip in 2005, but all we got in return were Katyushas and Qassams, he said in a reference to Israel’s month-long war with Hezbollah last summer and current Palestinian cross-border attacks against Israeli kibbutzim and towns.That leaves Israel with no choice but to resign itself to the present situation, Freilich said.

Asked whether Israel should consider Hamas offer for a long-term truce, Freilich replied, If they want a ceasefire, they can have it, but they would have to stop firing Qassams.Hamas has offered Israel a lengthy truce if it pulls back to the pre-1967 border and helps resolve the Palestinian refugee problem.Freilich rejected these conditions and, focusing on the territorial issue, said, No one seriously thinks that Israel should withdraw to the old lines.He added that the Palestinians could have won back 90 per cent of the West Bank had their late leader, Yasser Arafat, accepted Israel’s offer at the Camp David summit in July 2000. Arafat rejected an incredible deal.Turning to Israel’s recent war in Lebanon, he predicted that a second round is inevitable because Hezbollah is a jihadist organization hell-bent on wiping out Israel. Sooner or later, it will happen, said Freilich, who was in Toronto in support of Project Northern Recovery, a campaign to rebuild the Galilee in the wake of that conflict.

He cast aspersions on the international force that patrols Israel’s border with Lebanon, saying it’s simply not capable of preventing another war.In his view, both the Israeli government and the army performed poorly during the war. We blew it on all levels. It was just a very bad show. The cabinet neither set clear objectives nor conveyed clear-cut commands to the army, he said. Although Israel was not surprised by Hezbollah’s massive missile arsenal, it seemed to have been caught off guard by the ferocity of its attacks.We were too focused on the West Bank and Iran, he said, referring to the ongoing violence in the territories and Iran’s quest to attain an atomic bomb.Freilich said that while it failed to crush Hezbollah, Israel did not lose the war and, in fact, succeeded in degrading Hezbollah’s stock of long-range missiles.In a critique of Gen. Dan Halutz, the chief of staff and former commander of the air force, Freilich said that he relied too heavily on air power. Israel should gone all-out in its offensive against Hezbollah, said Freilich, who served in the Israel Defence Forces for five years and is now a major in the reserves.

He said that Hezbollah may yet end up stronger than it was before the war if it manages to become a primary force in Lebanese politics. But at present, Hezbollah is weaker, he claimed. They took a significant hit in the war.Freilich cast doubt on the theory that Israel can stabilize its relations with Lebanon if it agrees to relinquish the disputed Shebaa Farms area, which Hezbollah claims is Lebanese rather than Syrian territory. It’s a canard, an excuse for Hezbollah to attack Israel. Hezbollah has a long list of many more demands.Freilich said that a resumption of bilateral negotiations with Syria over the fate of the Golan Heights may be a worthwhile exercise, but only if the Syrians are ready for a warm relationship and not a cold peace with Israel.Iran should be offered a broad range of inducements to give up its militarized nuclear program. But Freilich doesn’t think diplomacy will ultimately work.Military force may be the only language Iran understands, he said. Asked if Israel should launch an aerial assault on Iran’s nuclear installations, Freilich hesitated, then said, Israel will do what it has to do.If Iran becomes a nuclear power, the balance of power in the Middle East will change to Israel’s detriment, he commented.In his opinion, Iran is now the greatest strategic threat Israel faces.

But the issue goes beyond Israel, he argued, saying that a nuclear-armed Iran poses a danger to each and every nation in the Middle East.

UN starts mapping disputed Shaba Farms on Lebanon border

The United Nations has started work on mapping the Shaba Farms area on the northern border, using available maps and satellite photographs. The disputed territory, or parts of it, is claimed by Syria, Lebanon and Israel.The main problem facing the experts at UN Headquarters in New York in their efforts to map the area, is that in talks on the Shaba Farms in recent years, a fundamental element has been missing: The overall territory and borders of the disputed area are unclear. Western diplomats say the interpretations each side offers on the size of the territory and its ownership are completely different from those offered by the others.Another issue delaying a solution to the problem of Shaba Farms stems from the disagreement between Lebanon and Syria on ownership. The Syrians refuse to define the borders in the Shaba Farms area, and claim the dispute will be resolved only when a diplomatic solution between Syria and Israel is achieved and the Golan Heights are returned to Syria.

Recently, European diplomats proposed to Israel that it transfer control over the Shaba Farms to the government of Lebanon without waiting for the completion of the UN mapping, as a gesture that would bolster the government of Prime Minister Fouad Siniora. In the proposals, received at the Foreign Ministry in Jerusalem, it was said that such a move would strip Hezbollah's leader, Hassan Nasrallah, of his main argument for retaining an armed force, and would undermine popular support to his claims that Hezbollah is resisting Israeli occupation of Lebanese soil.The Europeans, concerned with the recent turmoil in Lebanon and the murders of anti-Syrian public figures, believe that with the right timing, such a move by Israel will serve as a great boost for the teetering Siniora government.Political sources in Jerusalem said no discussion on the European proposal had been held to date.

The mapping of the area comes as part of the implementation of Security Council Resolution 1701 of 11 August 2006, which brought about an end to the second Lebanon war through a cease-fire between Israel and Hezbollah. In Article 10 of the resolution, UN Secretary-General Kofi Annan calls for defining the borders in contested areas, including the Shaba Farms. Diplomats do not consider the mapping process to be a preliminary stage leading to an Israeli withdrawal from Shaba Farms, but as an interim pinpointing of the border.Another problem facing the mapping experts is the fact that much of the ownership evidence comprises deeds from the Ottoman era, in the 19th and early 20th centuries, which is causing delays in effective translation.According to diplomats, the work of the mapping experts is not expected to be completed before Annan retires from the post of secretary-general at the end of December. Israeli sources maintain that the mapping efforts will take many months to complete.

A western diplomat stationed in Israel told Haaretz yesterday that Annan had asked Terje Roed-Larsen, the UN official assigned to implement Security Council Resolution 1559 on Lebanon, to dispatch experts to map the Shaba Farms area, but this had not
happened.

The head of the Planning Directorate at the Israel Defense Forces, Major General Ido Nehushtan, was in Paris recently for talks with senior French military officials on the continued overflights of Lebanese airspace by Israel Air Force jets. The flights have caused tension with France, which deployed troops to the United Nations peacekeeping force in southern Lebanon, UNIFIL. France claimed that the air force overflights pose a threat to its troops. The chief of the Air Force General Staff, Major General Amir Eshel, met with senior UNIFIL officers in Israel to discuss the same issue.Nehushtan and Eshel explained that Israel continues the overflights in order to gather essential intelligence on the smuggling of arms to Hezbollah from Iran and Syria. Israel says the arms shipments to Hezbollah are meant to replenish its arsenal of rockets.

Screening offered to students for Jewish genetic diseases

Jewish college students of Eastern European descent can receive a free screening for certain genetic conditions Monday at the Hillel Jewish University Center, 4607 Forbes Ave., Oakland.Jews from Eastern Europe, known as Ashkenazi Jews, are more likely to be carriers of inherited conditions such as Tay-Sachs disease or Gaucher disease. Children of parents who are carriers of the same disease are at risk of having the condition or of being carriers themselves.The screening will be held from noon to 7 p.m. and participants are advised to come early. They will be asked to present identification that they are college students and age 18 or older.

Participants will meet with a genetic counselor before a blood sample is drawn. They will receive test results in four to six weeks.The screening is sponsored by the Victor Center for Jewish Genetic Diseases at Albert Einstein Medical Center in
Philadelphia.

Chief Rabbi Seeks to Ban Converts from Law of Return

Chief Rabbi Shlomo Amar has come up with a revolutionary method of preventing non-Jews from flooding the Jewish people: removing the converts clause from the Law of Return. In the face of the Supreme Court's gradual willingness to recognize Reform
conversions which are not performed in accordance with traditional Jewish Law the Rishon Letzion, Chief Rabbi Amar, has proposed that the Law of Return recognize no conversions at all.The Law of Return is a fundamental tenet of the State of Israel, granting automatic citizenship to any Jew and his family members who asks for it. In its current format, it recognizes as a Jew anyone whose mother was Jewish or who converted to Judaism. For decades, Orthodox groups have lobbied for a change in the wording, such that only Halakhically-acceptable conversions would be recognized, but to no avail. Trying a new tactic, Rabbi Amar now seeks to remove the convert clause altogether.

The legislation that Rabbi Amar is proposing would not preclude non-Jews from converting to Judaism, his spokesman emphasizes. We are talking only about the Law of Return, spokesman Shani Parver told Arutz-7, by which foreign workers, Arabs and others who wish to enjoy the benefits of Israeli citizenship grab a quick conversion and become Jewish. This is something that must stop. But if someone truly wants to become Jewish, the way will still be open to him or her, via the Chief Rabbinate and its courts, or other Orthodox institutions around the world, to become a full-fledged Jew.As expected, Reform and Conservative groups in Israel and abroad, as well as left-wing politicians in Israel, object to the new proposal. MK Yossi Beilin (Meretz) termed the idea anti-Jewish.

Rabbi Amar has submitted his idea to Prime Minister Olmert for his approval. We are awaiting his reply, Parver said.No timetable has been set - though the matter is crucial.MK Zevulun Orlev (National Religious Party) supports the proposed law. It maintains the unity of the Jewish People, and will prevent the split that will be caused by the recognition of Reform conversions. Orthodox Jews do not recognize the validity of the latter conversions.It blocks the way for people who are merely seeking warm refuge in Israel.Orlev said the proposal is a political test for the religious Shas Party, which is a member of the present government coalition. We will see if Shas truly has an influence on the Jewish character of the State of Israel, if this proposal is approved, opposition MK Orlev said.

Hinode captured an eruption around a sunspot near the Sun's limb Japanese scientists have expressed their delight at the performance of the Hinode spacecraft which was sent into orbit in September to study the Sun.The probe has returned remarkable close-up images of solar features that researchers hope will yield valuable new insights into the star's activity.Hinode's primary goal is to investigate solar flares, colossal explosions that occur in the Sun's atmosphere.The platform was built with the assistance of UK/US research teams.The new pictures, which have been coloured and turned into movies, show the behaviour of sunspots, which are slightly cooler areas on the star's surface and marked by intense magnetic activity.Hinode's orbit gives it a near-continuous view of the SunEnlarge Image

In one shot a huge eruption is seen over a sunspot. We knew [Hinode could] observe the Sun clearer than any other scopes, however I never thought that we could see such high-resolution images, said Dr Yoshinori Suematsu, from the Hinode project office at the National Astronomical Observatory of Japan. So I am very amazed; I am very much looking forward to analysing individual magnetic fields on the Sun's surface which had never been available to see. The spacecraft was launched from the Japan Aerospace Exploration Agency (Jaxa) Uchinoura Space Centre at Uchinoura Kagoshima in southern Japan on 22 September. It makes continuous, simultaneous observations in the extreme-ultraviolet, X-ray and optical portions of the electromagnetic spectrum.

Scientists want to see precisely how changes in the magnetic field at the Sun's surface can spread through the layers of the solar atmosphere to produce, ultimately, a flare.

Flares are more than just spectacular - they can hurl particles and radiation at the Earth, disrupting communications and posing a hazard to astronauts.Researchers want to understand, in particular, the key trigger mechanisms involved. We could successfully collect data about individual magnetic fields which could provide a clue to solve the mystery of eruption and temperature gaps,said Dr Suematsu.Hinode is part of a fleet of spacecraft now dedicated to understanding the relationship between the Sun and the Earth.

Its launch was followed last month by that of Stereo, a US space agency (Nasa) mission that will make 3D observations of our star. Its focus will be coronal mass ejections, a related phenomenon to solar flares that also influence the space weather around the Earth.

Scientists unlock mystery of 2,000-year-old computer

Scientists have unlocked the secret of an ancient device recovered from a Roman shipwreck, saying the complex mechanism was used to track the movements of the stars and moon.The machine, believed to be about 2,000 years old, was discovered in 1901 on a shipwreck off the coast of the Greek island of Antikythera and embedded in rock. The strange wheel-like device with complex gears had baffled researchers attempting to determine its purpose.A fragment of the 2,100-year-old Antikythera Mechanism, believed to be the earliest surviving mechanical computing device, is seen at the National Archaeological Museum in Athens on Thursday. (Thanassis Stavrakis/Associated Press) But a recent study in the journal Nature has revealed the device, known as the Antikythera Mechanism, was actually a complex means of tracking the movements of astronomical bodies for use in navigation.

A team of researchers led by Mike Edmunds and Tony Freeth at Cardiff University in Wales used X-rays to peer through the deposits covering the mechanism, to uncover ancient script and clues on how the mechanism worked.This device is just extraordinary, the only thing of its kind, said Edmunds in announcing the results. The design is beautiful, the astronomy is exactly right. The way the mechanics are designed just makes your jaw drop. Whoever has done this has done it extremely well.The researchers will be releasing their full findings of what they are regarding as a 2,000-year-old computer at a two-day international conference in Athens on Thursday and Friday.Created between 150 BC and 100 BC, the mechanism contained 37 gear wheels in a case of wood and bronze in a contraption that resembled a clock. The gear wheels were designed to track the movements of the sun and moon, and even track eclipses and the irregular orbit of the moon. It may also have been able to follow some of the planets.

Also astonishing is the machine's use of a differential gear, a device known to have been used in the 17th century but often speculated to have been invented years earlier.The device is an arrangement of gears that permits the rotation of two shafts at different speeds. It is most commonly associated in modern usage with automobiles, which use a differential gear on their rear axle to allow different rates of wheel rotation on curves. The intricacy of the device is also comparable to that of 18th-century clocks.

State of the art in astronomy

I'm very surprised to find a mechanical representation of this, Alexander Jones, an astronomy historian who works at the University of Toronto, told Nature.

Jones predicts the mechanism will have a profound impact on our view of the history of science.This was absolutely state of the art in astronomy at the time.The greater question puzzling scientists is how such a useful device could have disappeared entirely from the archeological record, so much so that no record of anything as complex appears for another 1,000 years. One explanation is that the recycling of bronze in ancient times melted down older versions and caused any archeological record to disappear.But as London Science Museum's curator, Michael Wright, told Nature in a subsequent article, a more likely possibility is that the device or plans of the device migrated in some form to the Muslim world after the fall of Rome, and reappeared years later in Europe.I find it as easy to believe that this technology survived unrecorded, as to believe that it was reinvented in so similar a form, said Wright.Edmunds and Freeth worked alongside researchers from universities of Athens and Thessaloniki and the National Archaeological Museum of Athens, where the more than 80 pieces of the mechanism are being held in precisely controlled conditions.

Opposing the North American Union as a Threat to the Sovereignty of the United States,Jay NOV 30,06

Let us not deal with today’s reality or things as they are or as they seem to be, but look at things the way they may become.

An article appearing in the San Antonio Express in April 2006 asked the question, A North America modeled on the EU? Jorge Gonzalez is such a dreamer.The Trinity University economics dean might have left his senses altogether. Gonzalez suggests that it was time to stop talking about the North American Free Trade Agreement and to start talking about a European Union-style North America.A unified North America could strengthen Mexico and thus the United States and Canada, too, Gonzalez says. A North American union would entail many aspects, but the one Gonzalez likes to discuss is the idea of the United States and Canada each setting aside 2 or 3 percent of their gross domestic product for investments in Mexico.The good professor was not only a dreamer, but he was not being honest since the idea was not his, but had been posed nearly a year before by the Council on Foreign Relations.

Eighteen months ago, a large port ion of the American public missed or overlooked a report issued by the Council on Foreign Relations.

It was then that the Independent Task Force on the Future of North America developed a roadmap to promote North American security and advance the well-being of citizens of all three countries.In many ways, this report, Building a North American Community brought concepts of unity between the United States, Canada and Mexico that had broad reaching implications.The overriding question: In light of a united Europe, the European Union, despite some of the very real problems the EU has faced during its infancy that could quite well become, not only an economic, but a political unit of great power and force, should North America blend itself into a North American Union.Of course it is interesting, looking back now, as the federal government wrestles with the issues of enhancing border security (shorthand for the wall) and immigration reform (shorthand for guest worker or amnesty), some of the recommendations and suggestions presented seem rather inane, if not only naïve.

Pointing to increased competition from the European Union and rising economic powers such as India and China in the eleven years since NAFTA took effect, co-chair Pedro C. Aspe, former Finance Minister of Mexico, said, We need a vision for North America to address the new challenges.The Task Force establishes a blueprint for a powerhouse North American trading area that allows for the seamless movement of goods, increased labor mobility, and energy security. We are asking the leaders of the United States, Mexico, and Canada to be bold and adopt a vision of the future that is bigger than, and beyond, the immediate problems of the present, said co-chair John P. Manley, Former Canadian Deputy Prime Minister and Minister of Finance. They could be the architects of a new community of North America, not mere custodians of the status quo.At a time of political transition in Canada and Mexico, the Task Force proposes new ideas to cope with continental challenges that should be the focus of debate in those two countries as well as the United States. To ensure a free, secure, just, and prosperous North America, the Task Force proposes a number of specific measures:The Task Force’s central recommendation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff, and an outer security perimeter.

Make North America safer Establish a common security perimeter by 2010

A common security perimeter? Run by who, supervised by who? Was it any less clear 18 months ago that the Mexican government had no interest in controlling illegal immigration to the United Stated? And yet, the longer-term implication of such a security perimeter would be a unification of security efforts.

Additionally, the Task Force recommended that a common North American Border Biometric Pass be created. Of course, if there was a common security perimeter, it would make sense that there would be a common ID. However, that would also raise another issue. Would a common ID card for Canadians, Mexicans and Americans also mean unfettered cross-border access for all? Actually, yes, that is what they meant, along with these provisions:

· Harmonize visa and asylum regulations, including convergence of the list of visa waiver countries;
· Harmonize entry screening and tracking procedures for people, goods, and vessels (including integration of name-based and biometric watch lists);
· Harmonize exit and export tracking procedures;
· Fully share data about the exit and entry of foreign nationals; and
· Jointly inspect container traffic entering North American ports, building on the Container Security Initiative.

Certainly this could not have been taken seriously? Could it possibly benefit the United States, despite the fact that the three countries of North America are each other’s largest trading partners. More than 80 percent of Canadian and Mexican trade is with its North American Free Trade Agreement (NAFTA) partners. Almost one-third of U.S. trade is with Canada and Mexico.While the report stopped short of a recommendation to adoption of one currency for the three countries, one thing does usually lead to another. In thinking further about this topic, remember that more than $20 billion is now being sent back to Mexico by illegal aliens.

Without illegal immigration or the possible guest worker program, some families will have no sustaining income.Well, someone must have still be serious about the recommendation of the Task Force because three U.S. Representatives (U.S. Reps. Virgil Goode, Walter Jones, and Ron Paul) introduced legislation to stop it. H. CON. RES. 487, Expressing the sense of Congress that the United States should not engage in the construction of a North American Free Trade Agreement (NAFTA) Superhighway

System or enter into a North American Union with Mexico and Canada.

We have entered a new period in World geo-politics. The creation of the European Union, despite its shortcomings was the first step toward geo-political consolidation. It is not out of the question that others will follow. Imagine the implications of a unified Asia with China, Japan and perhaps India as the triumvirate of power within it. Does that mean that of necessity, there must be a North American Union? Considering the internal turmoil being experienced daily in Mexico, it would seem that today, our best posture is to build the wall and tighten immigration rules, not relax them.Let us not deal with today’s reality or things as they are or as they seem to be, but look at things the way they may become.
