BRUSSELS - European Union regulators said Microsoft Corp. was offering less choice, not more, by vowing to sell the next version of Windows without any Web browsers at all.Microsoft said Thursday that it would remove its Internet Explorer browser — and not include any alternatives — in the Windows 7 software it will sell from Oct. 22 in Europe to soothe EU antitrust concerns.The company is trying to avoid new EU fines, on top of a previous euro1.7 billion fine, after being earlier charged with unfairly using its operating system monopoly to squeeze into other software markets.But the European Commission said it preferred to see consumers offered a choice of browser, not that Windows would be supplied without a browser at all.Rather than more choice, Microsoft seems to have chosen to provide less,it said in a statement late Thursday.

The EU will soon decide whether Microsoft had violated EU antitrust law since 1996 by tying the browser to its ubiquitous Windows operating system which is installed on most of the world's desktop computers.A must carry option that would offer several browsers was a better option, the EU executive suggested, because consumers should be provided with a genuine choice of browsers on the software that manufacturers install on computers.It said Microsoft's solution would give no choice to the 5 percent of consumers who buy Windows software in a stand-alone pack, as opposed to pre-installed on a computer.Microsoft claims the opposite, saying consumers would be free to choose whether or not to install Internet Explorer on Windows 7 and will also be free, as they are today, to install other Web browsers.It said it will give PC users who want the browser a way to obtain it.But regulators were more positive about the larger market — which sells software to computer makers — saying Microsoft's decision meant manufacturers such as Dell could choose to install Internet Explorer or one or more other browsers.The European Commission said it would have to weigh up whether this would actually create genuine consumer choice.

It warned that it would still have to look at the long standing nature of Microsoft's conduct and whether the removal of Internet Explorer could be negated by other actions by Microsoft — such as prompts in the system urging users to install the browser.The EU charged Microsoft with monopoly abuse in January, following a complaint from Norway's mobile Internet browser maker Opera Software ASA, which said Microsoft was unfairly using its power as the dominant supplier of operating system software to squeeze out competitors.Opera lawyer Thomas Vinje said the decision to strip out Internet Explorer was an acknowledgment from Microsoft that it has been breaking the law.He said Opera would keep asking the EU to press for a ballot screen for new users worldwide to choose one or several browsers when they install Windows because it was the only way to restore competition.Opera's chief technology officer Hakon Wium Lie also claimed Microsoft has held back other browsers and innovation on the Internet by purposefully ignoring Web standards since Web sites are often designed for the world's most used browser — Internet Explorer — and sometimes cannot be viewed on rival browsers.

Microsoft says it is fully compliant with Web standards.

Mozilla Corp., which makes the Firefox browser, and Google Inc. have signed on as third parties against Microsoft in the case.Microsoft's browser is the most widely used worldwide, but Firefox is gaining in popularity and Google, the top Web search provider, has released its own Web browser, Chrome.

Ron Paul on HR 1207: We’ve had a major victory, but there’s still a lot of work to do. By tmartin • June 12, 2009

Ron Paul: I’d like to give you an update on 1207. This week we went over the number 218, which means that the majority of the members of the House of Representatives have signed on as co-sponsors. As a matter of fact, we’re up to 226 co-sponsors of the bill and this means that the momentum is picking up. It would be nice someday to see 290, which would mean that it could be passed even under suspension. We still have a long way to go, but this is really a very important event, an important number. We also have to remember that we should push S 604, the Senate bill, which is the same bill and there’s not nearly as many co-sponsors over there, but eventually the Senate would have to act on this bill. But we also have the strong support of Dennis Kucinich. As a matter of fact, he came on and symbolically became the 218th member to co-sponsor our legislation, but I also have co-sponsored his legislation, which is HR 2424. As a matter of fact, he has passed that in the committee that he’s on, the Government Oversight Committee, and that now will be acted on one way or the other.Now, his bill is a little bit different. What it does, it provides access from Congress and the GAO to look at the papers in the Federal Reserve dealing with the lending facilities that were all devised here in this past year and that is very important and I have, like I said, been a co-sponsor of that.

But his bill now has… several things could happen and that could be brought directly to the floor or it could go to the Banking Committee. As a matter of fact, I think Chairman Frank is asking to take a look at that bill and that’s not all bad, but it does lend itself to some confusion. But if it comes to the Banking Committee, then I might then have the opportunity to take 1207 and attach it to what Mr. Kucinich has done and that would be fine. His bill doesn’t cancel my efforts out and my bill doesn’t cancel his efforts out.But 1207 is much broader, Dennis’ bill has a sunset provision. After five years, it is sunsetted. That’s not all bad, but it’s not as good as what we’d want. What 1207 does, it’s an overall audit of everything the Fed does and there’s no sunsetting on it and calls for a full audit. So it’s a different approach and 1207 is much thorough and, of course, we want to make sure that the bill in the Senate gets momentum as well. So we are now looking forward to some very positive things happening, but we also have to remember, there’s nothing automatic about this. I think when push comes to shove, the authorities who will be under the gun if we ever get the Fed exposed are going to come down real hard and they’re going to be talking to the leaders of both parties on all the bad things that could happen if they ever found out what was going on.But, you know, in a way, I don’t lie awake at night worrying about this because I think we’ve had a major victory. We’ve had a moral victory and we’ve had a political victory. We may well end up with a legislative victory, but just think, even if they close us out and they don’t allow this bill to be passed, it will prove our point. It will prove our point that there’s a lot of shenanigans going on in the Federal Reserve that deserve attention and so the fact that so many people have joined in on this effort around the country as well as the members of Congress, it is, to me, a major victory and we have to continue this momentum.

But we have to look at all the options. The legislative process is not going to end in a week or even a month. It may take a while. When it gets to the Banking Committee, Chairman Frank might decide to extract this portion of the auditing procedure and put it into a banking bill and that might become more confusing. And there will be efforts, of course, to water the bill down and I have to watch out for that because the temptation will be to allow the bill to go through, but strike a few clauses or put a phrase in there that really guts the bill. That’s essentially what happened in 1978 when the audit bill was passed. They said, Sure. You can audit the Federal Reserve now, except for…and they listed all the exclusions and made the audit bill in 1978 worthless and we need to correct that. It’s a tremendous opportunity right now for us to find out more about the Federal Reserve, rein in the Federal Reserve, and in time, we can talk about why we don’t need the Federal Reserve and why we need a constitutional system of money which, of course, is not paper money and it can’t be run and managed by a Central bank.But overall, there’s every reason to be excited about what has happened and that we making great progress here in the Congress and around the country for monetary reform.

CLEBURNE, Texas – The earth moved here on June 2. It was the first recorded earthquake in this Texas town's 140-year history — but not the last.There have been four small earthquakes since, none with a magnitude greater than 2.8. The most recent ones came Tuesday night, just as the City Council was meeting in an emergency session to discuss what to do about the ground moving.The council's solution was to hire a geology consultant to try to answer the question on everyone's mind: Is natural gas drilling — which began in earnest here in 2001 and has brought great prosperity to Cleburne and other towns across North Texas — causing the quakes? I think John Q. Public thinks there is a correlation with drilling, Mayor Ted Reynolds said.We haven't had a quake in recorded history, and all the sudden you drill and there are earthquakes.At issue is a drilling practice called fracking, in which water is injected into the ground at high pressure to fracture the layers of shale and release natural gas trapped in the rock.

There is no consensus among scientists about whether the practice is contributing to the quakes. But such seismic activity was once rare in Texas and seems to be increasing lately, lending support to the theory that drilling is having a destabilizing effect.On May 16, three small quakes shook Bedford, a suburb of Dallas and Fort Worth. Two small earthquakes hit nearby Grand Prairie and Irving on Oct. 31, and again on Nov. 1.The towns sit upon the Barnett Shale, a geologic formation that is perhaps the nation's richest natural gas field. The area is estimated to have 30 trillion cubic feet of recoverable gas and provides about 7 percent of the country's supply.The drilling's economic impact has been significant, because gas companies pay signing bonuses and royalties to property owners for the right to drill beneath their land. Signing bonuses climbed to around $25,000 an acre at the boom's peak.Cleburne agreed to lease the mineral rights in the earliest stages of the frenzy, receiving a modest $55 an acre for 3,500 acres of city land. There are about 200 drilling sites in Cleburne, and it is not unusual to see cattle chewing grass in the shadow of gas pipes.Cleburne has collected between $20 million and $25 million in royalties since 2001, about $6 million in 2008 alone, Reynolds said. Such riches have allowed the building of parks and sports complexes in the city of 30,000, about 30 miles south of Fort Worth.That's a lot of libraries and police cars, the mayor said proudly.It's enabled us to escape the worst part of the recession, enables us to keep tax rates low and lowered unemployment.Landowners are also getting theirs. Locals call it mailbox money, occasional royalty checks that arrive from the gas companies. The mayor, a contractor who owns three quarters of an acre, said his most recent check, for three months' worth of royalties, was nearly $850.

It's better than a poke in the eye,he said.

Although many residents never felt the quakes, those who did have described them in different ways. When the first few hit, some ran outside to see if a house had exploded. The city manager said he thought his wife was closing the garage door. Picture frames and windows rattled.None of the quakes caused any damage or injuries, though city officials said they are keeping a close eye on the earthen dam at Lake Pat Cleburne.There seems to be little fear around town of any catastrophic damage, but the ground shaking is unnerving nonetheless. Townspeople want to find out at least what is causing it, even if it is unclear whether anything can be done about it.

The gas is extracted through a process known as horizontal drilling. A company will drill roughly 5,000 feet to 7,000 feet down and then go horizontally for as much as 4,000 feet or so. Then the fracking begins. A spokeswoman for Chesapeake Energy, which owns most of the mineral rights leases in the Cleburne area, said the company is eager to get to the facts and is working with the government and local researchers to determine whether there is a link. Drilling has occurred for more than a hundred years,Julie Wilson said in an e-mail.Tens of thousands of wells have been drilled with no nearby earthquakes at all; hundreds of earthquakes have occurred with no drilling nearby.Cliff Frohlich, a scientist at the University of Texas and author of Texas Earthquakes, said he believes more than 20 Texas earthquakes in the past 100 years are related to drilling for petroleum and gas. But he added: I would be surprised if a seriously damaging earthquake came out of this.John Breyer, a petroleum geologist and professor at Texas Christian University, said drilling is absolutely not causing the earthquakes. It's like the Great Wall of China, he said. If you pull a brick out of the wall every half-mile, you are not going to affect the stability of the structure. The mayor said he is open to any answer the city's geologist brings him.We are going to find out what's causing them and if it is something that we can deal with, I promise we will deal with it,Reynolds said.But it's like the dog that chases the car and catches the car: I don't know what you do then.

Strong 6.3-magnitude quake shakes Vanuatu: USGS Fri Jun 12, 8:27 am ET

SYDNEY (AFP) – A strong 6.3-magnitude quake shook Vanuatu in the South Pacific Friday, the US Geological Survey said.The quake struck at a depth of 53 kilometres (33 miles) about 62 kilometres west-northwest of the capital Port-Vila at 8:44 pm (0944 GMT), it said.The Pacific Tsunami Warning Centre in Hawaii did not issue any warning related to the quake.Vanuatu sits on the so-called Pacific Rim of Fire, where the meeting of continental plates causes high volcanic and seismic activity.

Typhoons trigger earthquakes on Taiwan: scientists Wed Jun 10, 2:14 pm ET

PARIS (AFP) – Surprised scientists say that typhoons which hit Taiwan unleash long, slow earthquakes, a phenomenon that may save the island from devastating temblors.

Seismologists installed movement sensors in boreholes at depths of 200-270 metres (650-870 feet) in eastern Taiwan, monitoring a spot where two mighty plates, the Philippine Sea Plate and the Eurasian plate, bump and jostle in an oblique, dipping fault.Over five years, researchers saw a remarkable link between tropical storms and slow earthquakes, a seismic beast first identified three decades ago.Slow quakes entail a slippage in the fault that unfolds progressively over hours or days, rather than a sudden, violent release of the kind that destroys buildings and lives.The sensors noted 20 such slow earthquakes, 11 of which coincided with typhoons, during the study period.The 11 quakes were all stronger and characterised by more complex seismic waveforms than other slow events.These data are unequivocal in identifying typhoons as triggers of these slow quakes. The probability that they coincide by chance is vanishingly small,said co-author Alan Linde of the Carnegie Institution for Science in the United States.A typhoon causes a fall in atmospheric pressure -- and the researchers suggest that this in turn reduces pressure on the land over the fault.

As a result, one side of the fault lifts slightly, causing the pressure that has been building up inside to be released.This fault [in Taiwan] experiences more or less constant strain and stress buildup,Linde said in a press release.If it's close to failure, the small perturbation due to the low pressure of the typhoon can push it over the failure limit.If there is no typhoon, stress will continue to accumulate until it fails without the need for a trigger.The typhoon does not work as a seismic trigger on faults that lie on the seabed because water moves into the area, dampening out any difference in pressure, they theorise.Often considered a curse, typhoons -- for Taiwan -- could in fact could be a blessing.A storm could act as a pressure valve, preventing strain from building up to the point where the fault ruptures devastatingly.The Nankai Trough, in southwestern Japan, also lies on the convergence of the Philippine Sea and Eurasian plates.The plates are converging at about four centimetres (2.5 inches) per year, which is about half that of the activity in Taiwan.

In theory, Taiwan should be more vulnerable than the Nankai Trough because of the greater slippage, but the record shows that it has had no great earthquakes and relatively few large quakes, said Linde. By comparision, the Nankai Trough is capable of unleashing a true monster, a magnitude-8 earthquake, every 100 to 150 years. The paper, published in the British journal Nature, is led by Chiching Liu of the Institute for Earth Sciences at Academic Sinica, Taipei.

Texas storms flood, cancel flights, shut off power Fri Jun 12, 12:28 am ET

DALLAS – A series of powerful storms packing heavy rains and frequent lightning strikes grounded dozens of flights, left hundreds of thousands without power and caused widespread damage across portions of Texas on Thursday.No deaths or injuries were reported from the storms that began whipping the Dallas-Fort Worth area Wednesday night with winds up to 70 mph. By the time the storms cleared the city, some areas of Dallas got more than 8 inches of rain.More than 180,000 homes and businesses were without power Thursday night, said Megan Wright, a spokeswoman for Oncor Electric Delivery.More than 400 flights were canceled Thursday at Dallas-Fort Worth International Airport before they resumed operating later in the day. Ground workers were brought in from outside part of the day because of lightning in the area, said airport spokesman David Magana.Southwest Airlines, which flies out of Dallas Love Field, canceled 21 flights Thursday because of the weather — 15 of those were in Dallas. Another 13 planes were diverted in the height of the morning's storms and dozens of flights were delayed across the country, company spokesman Brad Hawkins said.They expected the storms to develop and move through, then they just parked, he said.That's what threw everything for a loop.Dallas workers were trying to repair a pump that moves groundwater from a west Dallas neighborhood into the Trinity River after the pump was struck by lightning. Another pump was still working. city spokeswoman Danielle McClelland said.We just hope this rain holds off so we can get this one pump fixed. We're in a wait and see mode,McClelland said.

The marina at Eagle Mountain Lake in Fort Worth sustained millions of dollars worth of damage and was closed. The storms damaged the marina's roof, smashed docks and turned boats upside down, the Fort Worth Star-Telegram reported.Michelle Levitsky, of Frisco, just north of Dallas, says the winds bewildered her farm animals.When the storm hit, they started running around, running into each other. The goats were being knocked over and tumbling. The chickens — we had their wings clipped — they were in the air, just being picked up by the wind,she told KDFW-TV of Dallas and Fort Worth. She said all survived.A second wave of severe weather took aim on Central Texas late Thursday, downing trees and power lines in Burnet County and forcing authorities in Williamson County to reroute 911 calls.

CEDAR RAPIDS, Iowa (Reuters) – Amanda Brandt is frustrated at what she sees as unmet promises to help her and her Iowa neighbors rebuild homes ruined by rain-swollen rivers that spilled over their banks one year ago.The city is lacking some leadership and direction, Brandt said.It seems every time we are told an important date is coming up, it gets pushed back.Thousands of flood-damaged homes lie vacant in the core of Cedar Rapids, a city of 120,000 hard hit by June 2008 flooding that inundated towns and farms across the Midwestern United States.Are we satisfied with that progress? No, clearly not, Cedar Rapids City Manager Jim Prosser said.A lot of people whose lives aren't even close to being whole yet have a lot of unanswered questions, bills to pay, and don't have the resources to recover.Cedar Rapids' struggles echo recovery efforts in New Orleans and the Gulf Coast, flooded after Hurricane Katrina nearly four years ago, and in Galveston, Texas, following Hurricane Ike in September.

Brandt, who has moved into a different home but bears the costs of her ruined old one, said officials make promises but no one takes responsibility when funding only trickles in.More than 10 square miles (26 sq km) containing 5,400 homes and 700 businesses were flooded by the Cedar River, which winds through the city. The muddy waters inundated the headquarters of the fire and police departments, city hall, the courthouse and the main library.City officials said they have received a small fraction of the estimated $5.7 billion needed to rebuild.An announcement earlier this month of a $517 million grant from the U.S. Department of Housing and Urban Development to help flood victims only triggered fresh doubts.Thousands of residents are in limbo without knowing whether or when they would get the money to rebuild.We were told that buyout funds would arrive in June, then we are told it would be this fall. Once the money comes, it may not be distributed to flooded homeowners until two-and-a-half years after the flood. To me, that is unacceptable,Brandt said.

Prosser said no one intended to mislead the public.

I think we've been careful not to over-promise because we realize that good intentions from the federal government and even from the state doesn't translate into getting the cash in hand,he said.Iowa Governor Chet Culver has said he will ask the federal government to speed up aid.

TREMENDOUS FRUSTRATION

Many displaced families are living with friends, family or in rental apartments. Nearly 270 families live in trailers provided by the Federal Emergency Management Agency.Some 1,300 property owners in neighborhoods that resemble war zones have asked the government to buy them out, but the city cannot act until funding arrives.There's a tremendous amount of frustration, said Jim Ernst, an official with the city's housing task force. If this was a foreign country, we would send billions of dollars without the red tape,said Frank King, president of a neighborhood association. We need more money, we need it quicker, and we need it in more flexible programs, said Doug Neumann, head of a Cedar Rapids business group. In the immediate aftermath of the flooding, residents heaped praise on the government response, but Neumann said government programs were inadequate for the rebuilding phase. Even so, three-quarters of downtown business closed by the flood have reopened, he said. Baxter in full production of swine flu vaccine Sat Jun 13, 1:34 pm ET

DEERFIELD, Ill. – Specialty drug maker Baxter International Inc. says it's in full scale production of a swine flu vaccine that will be commercially available in July.

The company based in Deerfield, Ill., made its announcement Friday, a day after the World Health Organization declared swine flu a global pandemic.Baxter has said that its patented technology cuts in half the usual time it takes to develop a vaccine — to about 13 weeks instead of 26.The U.S. Centers for Disease Control and Prevention reports 45 swine flu deaths nationwide.

NASA scrubs Saturday morning space shuttle launch By MARCIA DUNN, AP Aerospace Writer – Sat Jun 13, 10:09 am ET

CAPE CANAVERAL, Fla. – A potentially dangerous hydrogen gas leak cropped up during the fueling of space shuttle Endeavour on Saturday and forced NASA to postpone the launch by at least four days.It was almost identical to a leak that stalled another flight back in March and threatened to bump Endeavour's space station construction mission all the way into July.NASA halted the countdown shortly after midnight, less than seven hours before Endeavour was due to blast off. The seven astronauts had yet to suit up.Launch director Mike Leinbach said the leak, located at a vent line hookup on the fuel tank, was significant. Hydrogen gas is extremely volatile and can burn in large enough quantities, he noted.There's no way we could have continued, Leinbach said at a hastily called news conference.It's a commodity you just don't mess with.

The hydrogen gas leak is similar to one that NASA faced while trying to launch Discovery three months ago. That flight was delayed four days because of the problem and shortened as well. Atlantis, however, encountered no such trouble during its countdown in May for the Hubble Space Telescope repair mission.NASA's launch team immediately began draining Endeavour's external fuel tank while trying to figure out what went wrong. In March, the leak occurred where a vent line hooks up to the tank. The hookup was replaced along with a couple of seals and the seepage stopped, but engineers never did determine the exact source of the trouble.Officials said workers wouldn't be able to get to the vent line on Endeavour's tank until Sunday.NASA is up against a tight deadline. A four-day delay would make Endeavour's next launch attempt Wednesday. But that's the day the space agency is supposed to launch a moon-bound spacecraft aboard an unmanned rocket.Mike Moses, chairman of the mission management team, said it was too soon to say which mission would take priority.We haven't even begun to work that yet,he said.In any event, if Endeavour isn't flying by next Saturday, it will have to wait until July 11 for the next launch attempt because of unfavorable sun angles that would make the shuttle too hot while docked at the international space station.During the 16-day mission, Endeavour and its crew are supposed to deliver the final segment of Japan's huge space station lab, along with some spare parts for the orbiting outpost and more than 600 pounds of food for the six men living there.

Of the seven shuttle astronauts, only one is a woman, a Canadian. The rest of the crew are U.S. citizens. On board the space station, the crew is more international. The six occupants, all men, represent Belgium, Canada, Japan and Russia, as well as the United States.Endeavour and its crew will spend 11 1/2 days at the space station. Five spacewalks are planned.If Endeavour flies this month, its arrival will come at a particularly busy time for the space station. The station crew doubled in size late last month; that's taken some adjustment for everyone involved. Then just a week ago, two of the crew went out on a spacewalk. Earlier this week, the two put their spacesuits back on and went into the air lock to work on a docking hatch.NASA is pushing to launch Endeavour as soon as possible because of the demanding lineup of shuttle flights over the next 1 1/2 years. The space agency is under presidential direction to retire its three remaining shuttles and complete the station by the end of 2010 if possible.It has a lot of downstream effects if we punt to July, Moses said.Every launch delay pushes the next one back. It's not the end of the world, but it's not the simplest thing to do.Eight shuttle missions remain, including Endeavour's upcoming trip. Each one is dedicated to finishing the station, currently 81 percent complete, and hauling up supplies, spare parts and experiments. The space station will be supplied over the long haul by unmanned Russian, European and Japanese craft, but none as big as the shuttle. TEHRAN, Iran – Supporters of the main election challenger to Mahmoud Ahmadinejad clashed with police and set up barricades of burning tires Saturday as authorities claimed the hard-line president was re-elected in a landslide. The rival candidate said the vote was tainted by widespread fraud and his followers responded with the most serious unrest in the capital in a decade.By nightfall, cell phone service appeared to have been cut in the capital Tehran. And Ahmadinejad, in a nationally televised victory speech, accused the foreign media of coverage that harms the Iranian people. There was more rioting at night and fires continued to burn on the streets of Tehran.Several hundred demonstrators — many wearing the trademark green colors of pro-reform candidate Mir Hossein Mousavi's campaign — chanted the government lied to the people and gathered near the Interior Ministry as the final count from Friday's presidential election was announced.It gave 62.6 percent of the vote to Ahmadinejad and 33.75 to Mousavi — a former prime minister who has become the hero of a youth-driven movement seeking greater liberties and a gentler face for Iran abroad.Iran's supreme leader, Ayatollah Ali Khamenei, closed the door on any chance he could use his limitless powers to intervene in the disputes from Friday's election. In a message on state TV, he urged the nation to unite behind Ahmadinejad, calling the result a divine assessment.Mousavi rejected the result as rigged and urged his supporters to resist a government of lies and dictatorship.I'm warning that I won't surrender to this manipulation,said a statement on Mousavi's Web site. The outcome of what we've seen from the performance of officials ... is nothing but shaking the pillars of the Islamic Republic of Iran's sacred system and governance of lies and dictatorship,it added.

Mousavi warned people won't respect those who take power through fraud.The headline on one of his Web sites read:I won't give in to this dangerous manipulation.Mousavi appealed directly to Khamenei to intervene and stop what he said were violations of the law. Khamenei, who is not elected, holds ultimate political authority in Iran and controls all major policy decisions.

Mousavi and key aides could not be reached by phone.

U.S. Secretary of State Hillary Rodham Clinton said the U.S. hopes the outcome of the election reflects the genuine will and desire of the Iranian people. White House press secretary Robert Gibbs said the U.S. administration is paying close attention to reports of alleged election irregularities.At a joint appearance with Clinton, Canadian Foreign Affairs Minister Lawrence Cannon said his country was deeply concerned by reports of irregularities in the election.The clashes in central Tehran were the more serious disturbances in the capital since student-led protests in 1999. They showed the potential for the showdown to spill over into further violence and challenges to the Islamic establishment.The demonstrations began Saturday morning shortly before the government announced the final results.Protesters set fire to tires outside the Interior Ministry and anti-riot police fought back with clubs and smashed cars. Helmeted police on foot and others on buzzing motorcycles chased bands of protesters roaming the streets pumping their fists in the air. Officers beat protesters with swift blows from their truncheons and kicks with their boots. Some of the demonstrators grouped together to charge back at police, hurling stones.Plumes of dark smoke streaked over the city, as burning barricades of tires and garbage bins glowed orange in the streets. There were also protests by Mousavi supporers in the southern city of Ahvaz in the oil-rich province of Khuzestan who shouted, Mousavi, take our votes back! witnesses said.It was not clear how many Iranians were even aware of Mousavi's claims of fraud. Communications disruptions began in the later hours of voting Friday — suggesting an information clampdown. State television and radio only broadcast the Interior Ministry's vote count and not Mousavi's midnight news conference. After night fell, Tehran's cell phone network appeared to be down. When users tried to call cell phones, a message appeared on their phones saying error in connection. There was no immediate comment from Iran's Telecommunications Ministry and it did not appear that cell phones were down throughout the country. Residents in several provinces say their service is working. Nationwide, the text messaging system remained down Saturday and pro-Mousavi Web sites were blocked or difficult to access. Text messaging is frequently used by many Iranians — especially young Mousavi supporters — to spread election news. It was also difficult to access social networking sites such as Facebook, which Mousavi's campaign used to galvanize supporters. Ahmadinejad called on the public to respect the vote and attacked the foreign media's coverage. Mousavi's campaign headquarters urged people to show restraint.

Interior Minister Sadeq Mahsouli, who supervised the elections and heads the nation's police forces, warned people not to join any unauthorized gatherings.The powerful Revolutionary Guard cautioned Wednesday it would crush any revolution against the Islamic regime by Mousavi's green movement.The Revolutionary Guard is directly under the control of the ruling clerics and has vast influence in every corner of the country through a network of volunteer militias. Police stormed the headquarters of Iran's largest reformist party and arrested several top reformist leaders, said political activists close to the party. There was no immediate confirmation from authorities of the raid on the party, the Islamic Iran Participation Front. The activists spoke on condition of anonymity because of the sensitivity of the situation.Even before the vote counting began, Mousavi declared himself definitely the winner based on all indications from all over Iran. He accused the government of manipulating the people's vote to keep Ahmadinejad in power and suggested the reformist camp would stand up to challenge the results. It is our duty to defend people's votes. There is no turning back,he said, alleging widespread irregularities.

Mousavi's backers were stunned at the Interior Ministry's claim that Ahmadinejad won after widespread predictions of a close race — or even a slight edge for the reformist candidate.Turnout was a record 85 percent of the 46.2 million eligible voters. Many Iranians went to the people because they wanted to bring change, said Mousavi supporter Nasser Amiri, a hospital clerk in Tehran.Almost everybody I know voted for Mousavi but Ahmadinejad is being declared the winner. Syria has an integral role to play in reaching comprehensive peace,Mitchell said.

SEOUL, South Korea – North Korea responded to new U.N. sanctions with more defiance, promising Saturday to step up its nuclear bomb-making program by enriching uranium and threatening war on any country that dares to stop its ships on the high seas.The North's threats were the first public acknowledgment that the reclusive communist nation has been running a secret uranium enrichment program. Suspicions of the program touched off the latest nuclear crisis in 2002.The country also vowed never to give up its nuclear ambitions as a way to protect its sovereignty amid signs of preparations for naming its ailing leader Kim Jong Il's youngest son, Jong Un, as his successor.Despite repeated assurances from Washington, North Korea has harbored deep-rooted suspicions that the U.S. could invade to topple its regime.It has become an absolutely impossible option for (North Korea) to even think about giving up its nuclear weapons,the North's Foreign Ministry said in a statement carried by the country's official Korean Central News Agency.North Korea also warned that any attempted blockade by the U.S. and its allies would be regarded as an act of war and met with a decisive military response.The new threats came in response to tough new sanctions imposed by the U.N. LECCE, Italy (Reuters) – The world's rich nations, heartened by signs the credit crisis is easing, have started to consider how to unwind rescue steps for their economies once recovery is certain, their finance ministers said on Saturday.Meeting in southern Italy, the ministers described their economies in the most positive terms since the collapse of Lehman Brothers nine months ago ushered in the world's worst financial crisis since the Great Depression of the 1930s.The force of the economic storm is receding. There are encouraging signs of stabilization across many economies, said U.S. Treasury Secretary Timothy Geithner as finance ministers of the Group of Eight nations ended two-day talks.A surge in long-term government bond yields over the past several weeks shows financial markets fear huge sums of money poured into economies through drastic stimulus will ultimately fuel inflation and cripple state finances.But ministers clearly differed over how quickly the world should start rolling back huge state spending plans and hiking interest rates. And there was continued disagreement over other aspects of the crisis, especially testing the health of banks.The meeting's final joint statement said they had asked the International Monetary Fund to help them analyze possible ways of ending economic stimulus policies.A G8 source, who declined to be named, told Reuters that the IMF report would probably be presented at the fund's October annual meeting in Istanbul. Most private sector economists do not expect any major tightening of fiscal and monetary policies in the developed world before next year.

NO EARLY EXIT

Pressure has been building in the G8, particularly from fiscally conservative nations such as Germany and Canada, for plans to wind down stimulus as soon as it is no longer needed -- exit strategies that would prevent market interest rates from climbing high enough to threaten economic recovery.The communique stressed there would be no immediate end to stimulus, noting unemployment might continue rising even if production began picking up. While the economic outlook is improving, the situation remains uncertain,it said.Geithner indicated the United States was unlikely to tighten policy any time soon:It is too early to shift toward policy restraint.

Underlining the precariousness of any economic recovery, data released as the meeting began on Friday showed euro zone industrial production shrank by more than a fifth in April, dropping faster than markets had expected.The debate over stimulus is diplomatically sensitive because if some countries roll back their programmes earlier than others, they may be accused of not doing their fair share to ensure a global recovery.Russian finance minister Alexei Kudrin described the meeting as stormy, featuring heated debate on what stage of the crisis the world had reached.

BANK STRESS

The meeting appeared to make little progress on one tool for restoring confidence to the global financial system: stress tests to determine the financial strength of banks.Canadian Finance Minister Jim Flaherty called on Europe to conduct more such tests and to reveal the results, at least on a system-wide basis.But Europe's leading powers are divided on publishing results of their tests, which are run by different regulators using different methods, and there was no mention of stress tests in the G8communique.French Economy Minister Christine Lagarde said the Europeans would explain nicely to the Americans" that there would be no quick consensus on stress tests.

VIENNA – If the unthinkable happened, would we be left on the day after, as radioactive dust settled, with the unknowable? If a terrorist nuclear bomb destroyed the heart of a great city, how would we know who did it, with what? Mideast fanatics with a device improvised from stolen uranium? A weapon smuggled in by a rogue regime? A hijacked U.S. bomb?

Where do you strike back? How do you head off another attack?

President Barack Obama calls nuclear terrorism the most immediate and extreme threat to global security.It's an unthinkable that's being thought about daily in classified corners of world capitals.But knowledgeable scientists and the investigators behind a new U.S. government report say the American nuclear establishment needs more specialists and more background data on possible bomb sources to do the detective job that awaits on that day after.I don't believe the intelligence community is ready for the challenge,said Rolf Mowatt-Larssen, who worked for years as a U.S. intelligence leader on weapons of mass destruction.The concerns are evident in the June 1 government report, an unclassified version of a classified assessment by the Government Accountability Office (GAO), and in an earlier study by major U.S. scientific organizations.They say an aging, shrinking corps of nuclear forensic experts and U.S. analytical facilities would be badly stretched if a city-leveling nuclear weapon or a dirty bomb spreading radioactivity was detonated in the United States.The scientists also said international databases cataloging characteristics of nuclear materials worldwide, essential for tracing clues in such an event, are currently not nearly extensive or usable enough.If you have the reference data, you can identify the origin. It's just like a fingerprint database,explained Richard Hoskins, a security expert at the International Atomic Energy Agency, in an interview at the IAEA's Vienna headquarters.

Hoskins keeps a global watch on nuclear smuggling. His IAEA database counts 1,646 incidents of trafficking, theft or loss of nuclear materials since 1995, including 18 involving plutonium or highly enriched uranium, nuclear bomb fuels.No case involved enough material to build a bomb, and Hoskins said his agency detects no strong evidence of a terrorist network, rather than opportunistic thieves, behind any incident. But they don't know what they don't know, he stressed.We know that the size of the problem — both successful and failed attempts — is probably substantially larger than the number we have,he said.And at least one terror group is known to aspire to nuclear status, noted another Vienna-based authority, Roger Howsley, head of the World Institute for Nuclear Security, a newly formed, U.S.-supported body to advise on safeguarding nuclear facilities.

Terrorists face daunting challenges in trying to steal a usable bomb, or build an effective model if they obtain bomb material, experts say.But even the minute chance that terrorists might have that ability changes the equation dramatically,Mowatt-Larssen, an ex-CIA official and former U.S. Energy Department intelligence chief, said at a recent Post-Nuclear Event discussion at Washington's Georgetown University.

To prevent equation-altering breakthroughs, nuclear forensics is deployed pre-detonation,to try to trace material seized from traffickers back to the source, to plug leaks at vulnerable nuclear facilities. With sophisticated equipment and training, chemists and physicists at U.S. national laboratories and elsewhere can learn much from analyzing a few grams of fissile material. For example: The ratio of isotopes in natural uranium — of U-238, U-235 and U-234 — varies from place to place and can tip investigators to where a sample of uranium was mined. Plutonium's isotopes vary according to the reactor that made it. Bomb-makers Russia, North Korea, Pakistan and Israel, for example, all have different kinds of plutonium-producing reactors.The grain size and shape of bomb material can pinpoint a manufacturing process.Even conventional forensic clues contaminating a site or sample — hair, fibers, soil — can help.

The results of atomic sleuthing can be astounding,Michael R. Carter, a security specialist at California's Lawrence Livermore National Laboratory, said at the Georgetown session. Without elaborating, he said U.S. analysts made definitive findings in the case of highly enriched uranium seized from smugglers in the ex-Soviet republic of Georgia in 2006, the most recent such weapons-grade case in Hoskins' files. The material is widely assumed to have come from Russia. But in many cases pinpoint results would be impossible, because of vast gaps in database information needed to trace fissile material.The problem is this kind of data is not shared regularly,said the IAEA's Laura Rockwood. Nuclear fuel manufacturers view it as proprietary information. Governments see national security risks in handing it over, particularly to share with states without nuclear weapons.Last year's U.S. scientists' report, by a task force of the American Association for the Advancement of Science and the American Physical Society, urged nuclear weapons states to cooperate more closely on an international database.Klaus Mayer, a nuclear forensic specialist with the European Commission, doesn't see that happening. There are so many sensitivities involved,he told The Associated Press by telephone while visiting Georgia. Instead, the Europeans see more promise in a decentralized system of shielded national databases, to be queried in emergencies. Like the U.S. scientists' report, the new GAO study said the diminishing ranks of veteran American forensic specialists — less than 50 — must be refilled with newly trained Ph.D. radiochemists and other specialists.

Because the U.S. last tested a nuclear bomb in 1992, few scientists remain at the national laboratories with hands-on experience in using radiochemistry techniques on debris from a nuclear event and analyzing the results,it said. The GAO said Defense, Homeland Security and other U.S. departments must better coordinate programs for producing new nuclear sleuths, and field analytical gear, to be deployed by hazmat-suited scientists at a scene of devastation, must be modernized. The relevant agencies either concurred in or had no comment on the GAO's recommendations. Whatever improvements are made, the assessment by a CSI: Nuclear team after an attack can never be cast with absolute certainty — even with a claim of responsibility — and will always take days or weeks to deliver to a president, say those who study the problem.Cristina Hansell, a scholar at California's Martin Center for Nonproliferation Studies, figures the Ph.D. detectives might finger an alleged culprit — a surreptitious North Korean bomb, a stolen Russian device, a Pakistani weapon in extremists' hands — with 65 to 70 percent likelihood.Are you going to bomb someone else on that basis? she wondered.Such questions will come into sharper focus later this year or early in 2010, when Obama plans a global summit on nuclear security, to better mobilize to face what he says will be a lasting threat in a terror-ridden world.

SEAN HANNITY, HANNITY HOST: Carrie Prejean, the former Miss California, was stripped of her crown amidst allegations that she violated her contract. Now, this is her first appearance since that event, and she joins me now in an official interview.
Carrie, welcome back. Thanks for being with us.

CARRIE PREJEAN, FORMER MISS CALIFORNIA: Hi, Sean, thank you for having me.

HANNITY: Should I congratulate you? Or are you sad about the events as they have unfolded now in the last couple of hours?

PREJEAN: Well, I'm definitely not sad about it. I'm a little bit disappointed.

HANNITY: Now, you — I read your statement here. And by the way, in typical fashion, you have been very gracious. You thanked the people of California; you thanked Donald Trump; you thanked Tammy Farrell, who's going to be replacing you.I know she'll do a great job,you said, so — but yet there's this controversy. Tell us what happened.

PREJEAN: Sean, I honestly don't know what happened. All I know is yesterday morning I was on my way to an event, and I got a phone call from the media, and they said, What's your statement,basically. And I said, About what?

And they said, you know, About you getting fired. And I couldn't believe it. I was absolutely speechless. I didn't know what to say. That was the first I'd heard of it.

HANNITY: Now that's odd. They never contacted you. You found out from the media that this had happened.

PREJEAN: Uh-huh, yes, I did.

HANNITY: Your statement, you said, I worked in good faith to meet all my responsibilities as Miss California. You met every scheduled appearance, every responsibility. You followed the proper protocol, et cetera, et cetera, about engagements. You didn't do anything outside of what the contract said. There was, as far as you're concerned, no violation at all?

PREJEAN: I have not violated my contract. In fact I have worked so hard since the press conference, and I thank Donald Trump so much for all he's done for me. But I followed the contract to the T and done everything possible to cooperate with — with the circumstances that I was under. So I've not done anything to be in breach of contract, Sean.

HANNITY: Now, the people from, I guess, Miss California, the pageant — this is not Donald Trump, by the way. The people that you were having conflicts with from the very beginning. They got in contact with my office and wanted to make sure I saw these e-mails, this list of emails here.

And one of the things I'm noticing, they didn't release the entire thread of e-mails. Have you seen the ones that have been released?

PREJEAN: No, I haven't, and I mean, of course that's obvious that they're not going to release all of the information that was back and forth, but I know that there was about 70 e-mails back and forth from us, whether it was from my attorney to Keith Lewis' attorney or from myself back to Keith or his assistant. So there was constant communication; it just definitely was a miscommunication.

HANNITY: Well, there were times I could tell that you were a little bit frustrated in the things that they were asking you to do. For example, there's this one exchange. Why would you even allow this offer to be presented, and this specifically was — you said it was unprofessional. Playboy had offered you money to pose semi nude.

PREJEAN: Right, and that was actually maybe a few days after the press conference. I could not believe the e-mail that I received. It was two different offers. One was for a reality show. The other one was for Playboy, and my mouth just dropped, Sean. I couldn't believe that my directors were asking me to do this sort of thing right after this huge press conference.

HANNITY: Yes. Well, and you even said in this, Of course I would not do that. It's a setup to get me dethroned.Do you think that they were purposely setting you up, and do you think by releasing these private — and they've released your private e-mail address.

PREJEAN: Yes.

HANNITY: ... that they purposely — why would they do that and how do you feel about that?

PREJEAN: Well, Sean, all I know is from the moment I gave my answer on stage that night, I have had no support from Keith Lewis or Shanna Moakler or from anybody from the Miss California organization.

HANNITY: Well, one of the things you said, and you talk about this in your press release, you said you hope Americans watching this story understand that you've learned through all this, that you've done your best under difficult circumstances to handle the vicious attacks.

Now, Perez Hilton, who asked that original question, he called you a dumb, and then he used the B word. Very few people came to your defense. Why do you think that is?

PREJEAN: Right, and I think at this point, everybody is trying to cover themselves. You know, this is a business, and this is — a pageant, and nobody wants to look like the bad guy.I think that I was bold enough to take a stand that I took on that stage that night. I lost the crown, I think, because of my answer. And whether or not people want to agree with me or not, but this is all happening right now because of the stance that I took and the boldness that I took for traditional marriage.

HANNITY: Yes, but the strange thing is you were so gracious, even when you were saying that. I know people disagree, but you asked my opinion on a controversial issue. This is the same opinion of the people of California when they had an opportunity to vote. This is the same opinion of Barack Obama and Hilary Clinton.

PREJEAN: Right, and I think that this is definitely a test to Americans to see if tolerance is a two-way street, bottom line, this is what it comes down to.

HANNITY: In that sense, I would agree with you, that you were a victim of intolerance here.

PREJEAN: Right.

HANNITY: Do you think there was a political agenda on the part of the people?

PREJEAN: Absolutely. Absolutely. I think Keith Lewis from day one has had his own personal agenda. And it's been very hard to deal with that, and since the moment I gave my answer, he's not supported me. He actually came out with a story saying he's deeply saddened and hurt that I gave the answer that I did and reached out to Perez Hilton and apologized on my behalf. So from that moment on, Sean, this is why we're dealing with me being dethroned.

HANNITY: You know, it is kind of amazing that I think a lot of the intolerance in the country now is coming from the left. If you look at David Letterman's comments about Governor Palin, if you look at this — the Playboy magazine, you know, the comments about women and a list of conservative women.This has not been a defining issue. You're a Christian. You're a conservative. You have social conservative values. This is not — you told us in the last interview this is not the defining issue for you in your life, is it?

PREJEAN: No, this is not — this is not — this is nothing to do with me against any particular group or — you know, this is nothing to do with meet hating gays or whatever.I mean, this is — bottom line, I answered a question at a beauty contest. And now I am being punished. I am being dethroned because of the answer that I gave. I mean, this is what it came down to.I'm not in breach of contract. I haven't signed any book deal or signed with any business proposal. Bottom line is, this is all happening because of the answer that I gave, Sean, and I think the majority of Americans know it.

HANNITY: Your attorney put out a statement today that this Keith Lewis from the pageant is bordering on slander and — by attacking you. Is he begging for a lawsuit? Is there — do you think there will be legal action?

PREJEAN: I'm not sure. That's definitely something that my lawyers are looking into.

HANNITY: Let me ask you another thing. You said really nice things about Donald Trump. The last time you were here you also said nice things. I'm a friend of Donald's. And I told you that the last time. You thanked him for his support. You're grateful to him. You admire and respect him. Do you think he's caught in the middle here?

PREJEAN: I absolutely do. I think that he is caught in the middle, and, he has a business to run, and he is a very brilliant man, and I respect his decision, and I know it was either me or Keith, and it came down to me going.

HANNITY: Yes.

PREJEAN: So I'll always respect Donald Trump's decision, and I admire him greatly.

HANNITY: All right. So I guess the biggest question is now, in the sense that maybe I was talking about earlier, congratulating you, what — what do you see in the future for Carrie Prejean?

PREJEAN: Well, I definitely see me speaking out and taking a stand for what I believe in, and I want to encourage Americans of all ages to not be silent. And to speak out and state your beliefs and not be afraid.And you know you will probably face vicious attacks, but not nearly the attacks that I've had. So don't be afraid, and be encouraged to stand up for what you believe in, and don't be scared.

HANNITY: I agree with you in your answer, by the way, and if Perez Hilton wants to come on this program and say the things he said about you to me, to my face, I dare him. Let him come on the program.

PREJEAN: Well, thank you, Sean, and thank you so much for your support. You've been great.

Global warming hogwash: Plans to save us are actually wasteful

Whenever you hear a politician start a sentence with, If we can put a man on the moon ...,grab your wallet.The latest example of anthropogenic-lunar empowerment is global warming. Al Gore and Barack Obama routinely cite the Apollo program as proof that we can make good on the president's messianic campaign pledge to stem the rising tides and hasten the healing of the planet.President Obama says he wants to invest massively in scientific research, eventually spending 3 percent of gross domestic product on scientific research and development, with a big chunk devoted to energy research. But at the same time, the Democrats are pushing their cap-and-trade scheme -- the Waxman-Markey energy and climate bill -- through Congress, and it surely won't work. The Apollo engineers' motto was Waste anything but time. Waxman-Markey seems to do that one better, promising to waste everything, including time. It's a legislative blunderbuss that fails any remotely honest cost-benefit analysis, as Jim Manzi painstakingly demonstrates in the current issue of National Review. Under the bill, the government would sell or give away waivers -- call them ration cards -- for carbon emissions, worth tens of billions of dollars. The system is destined to become politicized. Waivers will be granted to favored industries and donors in states with political clout.

If everything worked exactly according to plan, it would cost the economy trillions of dollars over the coming decades. Meanwhile, climatologist Chip Knappenberger -- administrator of the World Climate Report, an avowedly global-warming-skeptical blog -- uses standard climate models to show that the payoff would be to reduce global temperatures by about 0.1 degree Celsius by 2100. Sponsors of the legislation haven't offered a competing analysis.The costs would be more than 10 times the benefits, writes Manzi, even under extremely unrealistic assumptions of low costs and high benefits.All the while, China, India and others are simply scoffing at the suggestion they curtail carbon emissions.Now, I am more skeptical about the threat of global warming than Manzi is, never mind the Al Gore chorus. But let us assume the chorus is right and it is the moral equivalent of a war for our very survival as a civilization. The question remains: Why? We could spend trillions on research into scrubbing carbon from the air, bioengineering organisms to eat greenhouse gases or crafting substances to reflect more heat back into space. We could establish prizes for development of long-life batteries or clean coal technologies. And if any of these investments paid off, decades from now the benefits would still dwarf Waxman-Markey at a fraction of the cost. It hardly takes a rocket scientist to see that.

After months of activism and lobbying by Congressman Ron Paul’s supporters, House Resolution 1207, the Federal Reserve Transparency Act, will move out of committee to be debated by the full House of Representatives.In a show of cross-party unity, Ohio Democratic Congressman Dennis Kucinich became the bill’s 218th co-sponsor, pushing it over the threshold for debate in Congress.The bill, which achieved co-sponsorship by 222 members of the House on Thursday, has been in consideration by the House Financial Services Committee since Feb. 26.Congressman Kucinich, along with Rep. Edolphus Towns (D-NY), announced Tuesday that the House Financial Services Committee will subpoena the Federal Reserve to ascertain the details of the Fed’s agreements with Bank of America in the institution’s acquisition of Merrill Lynch.The full committee and Domestic Policy Subcommittee, under the leadership of Chairman Dennis Kucinich (D-OH), have been investigating the circumstances surrounding the federal government’s bailout of the Bank of America-Merrill Lynch transaction, Kucinich’s office noted in a Tuesday release. Specific documents subpoenaed include emails, notes of conversations and other documents.While the bill enjoys some Democratic supporters, the vast majority of H.R. 1207 co-sponsors are Republican.The tremendous grass-roots and bipartisan support in Congress for HR 1207 is an indicator of how mainstream America is fed up with Fed secrecy,said Congressman Paul in a Thursday media advisory.I look forward to this issue receiving greater public exposure.

Though the move from committee to full House is sure to hearten supporters, the Senate also has pending before it a bill which would have originally given Congress greater oversight of the Federal Reserve. But in its present form, notes Huffington Post writer Ryan Grim, a recent, every-so-slight modification essentially neutered the bill.Thanks to an overlooked document posted on the website of Sen. Charles Grassley of Iowa, the top ranking Republican on the Finance Committee, voters can virtually watch the water being dumped into the brew that Grassley had hoped to force the Fed to drink,he wrote.On page five of Grassley’s amendment, he intends to give the Comptroller General of the Government Accountability Office power to audit any action taken by the Board under…the third undesignated paragraph of section 13 of the Federal Reserve Act — which would be almost everything that it has done on an emergency basis to address the financial crisis, encompassing its massive expansion of opaque buying and lending.Grim adds: Handwritten into the margins, however, is the amendment that watered it down: with respect to a single and specific partnership or corporation. With that qualification, the Senate severely limited the scope of the oversight.Congressman Paul, in defense of his proposal to audit the bank which controls America’s currency, argues not just for transparency. He wants to close it down.

On the contrary, the Federal Reserve is already heavily entrenched in the political process, as the Fed chairman is a political appointee. High-level officials routinely make the rounds between positions at the Fed, member banks, Treasury and back again, taking care of friends and each other along the way.He continued: As far as the foolishness of placing complex monetary policy decisions in the hands of politicians –I couldn’t agree more. No politician or central banker, no matter how brilliant, is smart enough to know more than the market itself. The failure of central economic planning has been witnessed over and over. It is frankly beyond me why we ever agreed to try it again.To understand how unwise it is to have the Federal Reserve, one must first understand the magnitude of the privileges they have. They have been given the power to create money, by the trillions, and to give it to their friends, under any terms they wish, with little or no meaningful oversight or accountability. Thus the loudest arguments against greater transparency are likely to come from those friends, and understandably so.

Binyamin Netanyahu is expected to endorse a two-state solution in a much-heralded speech this weekend, but he may stall on American demands to freeze Jewish settlements in the West Bank.Feeling the squeeze between the US Administration, which wants a moratorium on settlement growth and a commitment to a Palestinian state, and his national-religious coalition, which favours neither, the Israeli Prime Minister appears likely to try to steer a middle course.Israeli newspapers were full of speculation about what Mr Netanyahu — who has so far refused openly to back a Palestinian state alongside Israel — might offer to deflect pressure from Washington. Ehud Barak, his Defence Minister, urged him this week to recognise a Palestinian state, but members of Mr Netanyahu’s right-wing Likud party have cautioned him against the move.Haaretz, the centre-left newspaper, said that the Prime Minister was likely to mention a two-state solution and pledge to adhere to the road map — a US-brokered document that calls for an end to Israeli settlement building and a clampdown on militant groups by the Palestinian Authority. The road map was adopted in 2003 but both sides have accused each other of failing to meet their obligations.

No we can’t, Israeli hardliners tell Obama
The Israeli media have predicted that when he speaks at Bar Ilan University in Tel Aviv on Sunday night, Mr Netanyahu will recommend an immediate resumption of negotiations with the Palestinian Authority, but will also set out some demands, including that the Palestinians should recognise the state of Israel as the homeland of the Jewish people.While accepting the road map Mr Netanyahu is not thought to be planning to mention an explicit freeze on settlements, as demanded by President Obama in his keynote speech to the Muslim world in Cairo last week.In conceding to a two-state solution, he may even try to ask the US to relax its demands that all settlement expansions should be stopped — a move that is vehemently opposed by Mr Netanyahu’s national-religious constituency.Such a compromise would in effect take the peace process back to where it was under the previous centre-left Government of Ehud Olmert, whose resignation amid repeated corruption allegations eventually brought the Israeli Right to power this year. Mr Olmert had pledged to take action against settlements but opponents said that the Jewish communities built on land conquered by Israel in the 1967 war still enjoyed an unprecedented growth spurt while he was in office.The dilemma faced by Mr Netanyahu will raise uncomfortable memories of his first stint as Prime Minister in the late 1990s, when his fractious right-wing coalition toppled him after he yielded to American pressure to hand over tracts of the West Bank to the control of the Palestinian Authority as part of the now defunct Oslo peace accords.Analysts noted that Mr Netanyahu appeared to have been taken by surprise by the strength of Mr Obama’s resolve to thwart the growth of settlements.

Members of the ruling coalition, wary of their leader caving in, have cautioned the Prime Minister against giving too much away before negotiations have even resumed. The US pressure is mainly psychological. One should not forget that the President is not the only one in the United States. There’s the Congress and the Senate, which support Israel,Miri Regev, a Likud MP, said.Another powerful member of Mr Netanyahu’s party, Benny Begin, the son of Israel’s first right-wing Prime Minister, Menachem Begin, said that if the only solution is two states for two peoples, then there is no solution.Mr Netanyahu has in the past opposed the creation of an independent Palestinian state, arguing that such an entity would soon fall under the control of the Iranian-backed Hamas, the Islamist movement that rules the Gaza Strip.

Carter's remarks come amid aggressive diplomatic efforts by the Obama administration for a peace deal through a two-state solution. Secretary of State Clinton has made it clear that the U.S. and European-designated terror group will not be part of peace process unless it renounces violence and recognize Israel. Israeli Prime Minister Netanyahu has also refused to talk to Hamas.Carter said he hoped to see a prisoner exchange agreement between Hamas and Israel involving Corporal Gilad Shalit and Palestinian prisoners, including Marwan Barghouti.Shalit, an Israeli soldier, has been in Hamas custody since his abduction in 2006, although the group has not demonstrated proof of life and will not let the International Red Cross visit him. Israel currently holds nearly 11,000 Palestinian prisoners, including Barghouti, who is currently serving five life sentences for his involvement in suicide attacks in Israel.Prisoner releases have taken place in the past between Israel and the Palestinians, including more than 450 Palestinians released last year. Carter will travel to Israel after his visit to Syria. He is expected to visit with Israeli officials.

EUOBSERVER / BRUSSELS - Negotiations on Ireland's guarantees on the EU Lisbon Treaty are going down to the wire with still no text on the table exactly a week before EU leaders are supposed to sign up to them.EU ambassadors were meant to gather Thursday (11 June) to have a special meeting on the matter but agreeing wording that does not make any other member state jittery but keeps Ireland's electorate happy is proving more difficult than first thought.Ireland is looking for special guarantees on ethical issues, tax sovereignty and its neutral status. It wants them signed off by EU leaders at their summit next week and a commitment made to make them binding as quickly as possible.The idea was to tack them on to the next available treaty - possibly Croatia's accession treaty - so that they could be ratified by national parliaments across the bloc.However, member states fear this could open the door to a further delay in the getting the text ratified, particularly if anything in the text catches the idea of eurosceptic Czech President Vaclav Klaus.The Czech president has already ruffled some Brussels feathers by refusing to sign off the treaty - the last act of ratification in the central EU member state - until the Irish have voted in their second referendum, due in October.What we definitely want to avoid a text that raises questions. We don't want him [Klaus] to say: that is an interesting new element, let's bring it before the constitutional committee,said an EU diplomat.

But being wary of reopening the debate is also a key concern of Britain, where the opposition Conservatives want to overturn the treaty and of the Netherlands, which had to do some tricky manoeuvring to get the treaty through parliament, after Dutch voters rejected its predecessor, the EU constitution, in a 2004 referendum.Bilateral discussions on the texts took place on Thursday and will continue on Friday (12 June).

The Irish, who have still not circulated a full text to member states, are intending to have one ready by Tuesday when there will be a meeting of government representatives from all 27 member states.This is a better option than having a patchwork of paragraphs,said an EU diplomat. Dublin and the Czech EU presidency are hoping to get as complete as possible agreement on the texts on Tuesday.All member states are trying to avoid a scenario where EU leaders are writing the texts when they meet at the end of the week.It is not a pretty sight to have prime ministers drafting texts,remarked one diplomat.EU foreign ministers are meeting on Monday but Irish foreign minister Micheal Martin said ahead of the meeting that he did not anticipate that [they] will engage in a lengthy discussion of the legal guarantees or the outcome of the European Council, as negotiations will be on-going at both official and political level.We have to be careful that in getting what we want, we do not upset procedures for others,said the minister, referring to the already-completed parliamentary ratification of the Lisbon Treaty in all other member states.

Of the three guarantees, the two on ethical issues and neutrality will be Ireland-specific. The tax guarantee will not.In addition, there will be a declaration on the workers' rights. Although this will be non-binding, it is causing concern among several countries who want to make sure it strikes a balance between employee rights and the internal market.

Sarkozy and Merkel offer Barroso conditional backing

Keeping Mr Barroso in a legal limbo would also give both leaders more say over the portfolios of their new commissioners.

Clash with Sweden

The two leaders also insisted that Mr Barroso had to present a clear programme in order to win their total backing.We have asked Mr Barroso… to clarify, to make formal, in a way, his intentions before this second term, the French president said, explaining that Mr Barroso had to commit himself to a Europe that protects Europeans and to improving financial regulation – both points being dear to Paris.It is Mr Barroso and a programme. Meanwhile, opposition to Mr Barroso is building up in the EU parliament, which will vote on the commission president nominee in July.The leader of the Socialist group in the parliament, Martin Schulz, wrote to EU leaders on Thursday urging them to delay their decision because of the need for a commission that puts people first as well as for a clear legal basis for the appointment.Any attempt to force a rapid decision in this matter could only lead to a rejection from our Group, Mr Schulz warned.The Socialists suffered a blow at the European elections, but remain the second biggest force in the new parliament. EU arms embargo against China absurd, says ambassador

EUOBSERVER / BRUSSELS – China's ambassador to the European Union, Mr Song Zhe, told an audience in Brussels on Friday (12 June) that the EU arms embargo against the Asian giant was radically out of step with the otherwise deepening relations between the two sides. Mr Song said the policy was an absurd political discrimination against a strategic partner,adding that many Chinese diplomats and ordinary citizens also found the embargo and the EU's failure to recognise China as a market economy bewildering.The issues continue to produce tension between the two sides, despite the fact that senior officials have stressed the need to focus on the bigger picture rather than getting bogged down on specific issues. Mr Song himself said: A logical and accurate definition of our relationship must be based on a macro, global and strategic point of view,during the discussion hosted by the European Policy Centre think-tank. The EU's refusal to sell arms to China dates back to the suppression of protesters in Tiananmen Square in 1989, but some member states, in particular France, have suggested that the policy is outdated. A majority of states do not agree however.Likewise, the EU is reluctant to give China market economy status before it automatically qualifies in 2014, as doing so would limit the amount of anti-dumping cases it can take against the large Asian country, one of its principle weapons in the various trade disputes that regularly arise.

Partnership and Co-operation Agreement

Mr Song's comments come three weeks after a EU-China summit in Prague and at a time when policy makers on both sides are discussing the future direction of bilateral relations.Franz Jessen, head of the China unit in the European Commission directorate for external affairs, said relations between the EU and China had evolved considerably since the two sides signed a Trade and Co-operation Agreement (TCA) in 1985.Greatly increased contact, from the top political level in EU-China summits, down to more technical discussions between commission head's of unit and its Chinese counterparts, meant there were far fewer surprises than before, said Mr Jessen.

Ambassador Song Zhe has taken public diplomacy to new levels in the last couple of years,he said, with other commission officials confirming that China's mission to the EU in Brussels has been highly effective in getting its message across. However, he also stressed the need for a new document formally outlining bilateral relations between the two sides, citing China's greatly expanded economic and political influence as the main reasons. Discussions on a further reaching Partnership and Coo-peration Agreement (PCA) were opened in 2007, with Mr Jessen predicting the political component of this agreement to be completed in the year to come.

Paris intends to move ahead with sections of its three strikes law, stripping out its most controversial aspects following a ruling from France's Constitutional Court that the bill contravenes the holiest of French documents, the Declaration of the Rights of Man and Citizen of 1789.Those aspects of the bill not struck down by the court will be promulgated in the coming days, Agence France Presse is reporting, citing an unnamed government official.The government's aim is to get the new agency envisaged in the bill, the Haute Autorité pour la Diffusion des Œuvres et la Protection des Droits sur Internet (HADOPI), or High Authority on Diffusion of Works of Art and the Protection of the Rights on the Internet (Hadopi), up and running as soon as possible while it decides its next move.The law allows the Hadopi agency to cut off the internet access of users found to be repeatedly downloading copyright content without the permission of the owner. Internet cut-off would be the third strike after downloaders had first been sent an warning email and then a letter in the post.The agency would still be created, but would only be able to send the warning emails and letters.Late Thursday, French president Nicolas Sarkozy reportedly demanded the presence of senior officials for emergency discussions on how to push forward with the bill after the court's decision.

According to record industry officials close to the government, Paris is believed to be considering the creation of special copyright courts to deal specifically with the issue, thus getting around the court's ruling.On Wednesday (10 June), the court ruled that cutting off internet access by the Hadopi agency - without recourse to a court of law - contravened three articles of the Declaration of the Rights of Man, France's fundamental document setting out the rights of French citizens, breaching rights to freedom of expression and the presumption of innocence.The ruling echoes the arguments the European Parliament put forward in its attempt to outlaw the French bill by tacking on an amendment to a package of legislation liberalising the European telecommunications sector. On Thursday, EU telecoms ministers meeting in Luxembourg rejected the package as a whole, despite favouring the entirety of legislation apart from the amendment, which means that the law must now move to a conciliation process between the two sides and mediated by the commission. This will begin in the autumn, but the legislation is still not expected to be passed before February. Responding to the court's decision, the European Commission's information society spokesman, Martin Selmayr, said: We have always said we think that intellectual property rights issues can be settled at national level. We take note of the decision of the Constitutional Council. It confirms that the issue can be settled at national level.We hope this decision will help to close disputes over the telecoms package,he told reporters in Brussels.

The commission has backed the parliament's perspective throughout the legislative process, but decided not to take legal action against France as it did not consider the French bill illegal under EU law.Not everything that I do not like politically is also illegal,said information society commissioner Viviane Reding at the time.The French Constitutional Court has found differently, eliciting celebrations amongst internet freedom advocates.It's a great victory for citizens who have shown that they can act together to protect their liberties. Franco-Belgian metropole tests new EU structures for public authorities

EUOBSERVER/BRUSSELS – A Euro-metropole - a new form of transnational civil administration is being established at the border of France and Belgium in a pilot project of what the EU aims to gradually develop into: a series of authorities with stronger regional, cross-border focuses.We are a bit of a pioneer in the EU, Stefaan de Clerck, vice-president of the body and Belgium's justice minister told EUobserver, the first to to practice this new European structure for public authorities, Mr de Clerck said, who was mayor of his native town, Kortrijk, up until December, when he was appointed minister of justice.The Euro-metropole Lille-Kortrijk-Tournai established in January 2008 covers an area of over 3,500 square metres and two million inhabitants between the French city of Lille and the Belgian towns of Kortrijk in Flanders and Tournai in Wallonia. Unlike other voluntary forms of regional co-operation, the Euro-metropole is established as a legal entity, allowing it to hire its own civil servants, the Belgian minister explained. It is a so-called European grouping for territorial co-operation (EGTC), which under EU law enables public authorities from member states to team up and deliver joint services, without requiring a prior international agreement to be signed and ratified by national parliaments. National governments must however approve the formation of these entities on their territories.The Euro-metropole is formed of representatives from the local, regional and national authorities on a principle of parity between the constituent countries: for each two French officials, two Belgian officials – one from the Flemish-speaking side, the other from the French-speaking one.

It is a general political structure for the managing of all sort of problems – different politicians with different responsibilities are around the table – mayors, police, representatives from regional and national authorities, he said, citing examples such as pursuing cross-border crime or investing in common infrastructure projects as the sort of activities the authority will be dealing with.He said that the people in this transnational region were close to each other not only because of the geographical proximity, but also as a result of historical ties, for it was only Louis XIV who drew the frontier between Kortrijk and Lille.At the beginning of the 20th century, there were a lot of people from Flanders going to work there. Now we have the reverse – some 30,000 French working in Belgium,the minister said.Companies established within the territory of the Euro-metropole should all benefit from the research and innovation done at the Centre of Excellence founded by French authorities in Lille.It would be very stupid if this only worked for French companies and not for all the companies in the metropole,the Belgian politician said.Co-operation with the French authorities is sometimes difficult because of the different administrative structures in the two countries, Mr de Clerck said. Centralism was not so much the problem, as it was the political interference of the prefect, appointed by Paris, in day-to-day business on local and regional level and who was able to block projects.We are used to our independence and we feel free, but in France, for instance in security matters, the prefect is central. This is completely different in Belgium, where the mayor of a city is also head of the police,he said.

Nation state on the decline?

In Mr de Clerck's view, the era of nation-based, rigid public administration structures is over, especially in cross-border regions.I'm convinced that the old constitutional approach of organisation of the state in Europe doesn't work anymore. You have an EU level that is growing in importance and at a local and regional level, you need networking between various actors. This trend is challenging the old structures, because it is a flexible, results-oriented approach,he said.

These flexible networks on different topics – economic, education, environment – would always work better than the hierarchical, traditional approach. This networking idea is much more an urban way of thinking. You have bigger concentrations of people living together and belonging to a larger-scale structure free in its choices and working together.Mr de Clerck explained. Nations must be a bridge to Europe, but they also have to make the link to regions, to the local and metropolitan level. Cities are growing in importance. They are the engines of development. That's why the trans-border and metropolitan levels are essential,he said.Asked whether he thought that national governments will see these new forms of trans-border bodies as a threat, the Belgian politician said he was confident that these new forms of co-operation were the way forward.If Europe wants to be successful, it needs to handle the transborder problems in a very concrete way,he concluded.

GENEVA – Swine flu is now formally a pandemic, a declaration by U.N. health officials that will speed vaccine production and spur government spending to combat the first global flu epidemic in 41 years. Thursday's announcement by the World Health Organization doesn't mean the virus is any more lethal — only that its spread is considered unstoppable.Since it was first detected in late April in Mexico and the United States, swine flu has reached 74 countries, infecting nearly 29,000 people. Most who catch the bug have only mild symptoms and don't need medical treatment.WHO chief Dr. Margaret Chan made the long-awaited declaration after the U.N. agency held an emergency meeting with flu experts and said she was moving to phase 6 — the agency's highest alert level — which means a pandemic is under way.The world is moving into the early days of its first influenza pandemic in the 21st century, Chan said in Geneva.Dr. Thomas Frieden, the new head of the U.S. Centers for Disease Control and Prevention, said in Atlanta that he does not expect widespread public anxiety in the United States as a result of the declaration, noting it came nearly two months after the virus was identified.For many weeks, U.S. health officials have been treating it as a pandemic, increasing the availability of anti-viral flu medicines and pouring money into a possible vaccination program. And scientists have grown to understand that the virus is generally not much more severe than the seasonal flu.That helps to tamp down any fears that may be excessive, Frieden said at a news conference — his first as CDC director.But the virus can still be deadly and may change into a more frightening form in the near future, and so people should not be complacent, he added.So far, swine flu has caused 144 deaths, compared with ordinary flu that kills up to 500,000 people a year.

The pandemic decision might have been made much earlier if WHO had more accurate information about swine flu's rising sweep through Europe. Chan said she called the emergency meeting with flu experts after concerns were raised that some countries, such as Britain, were not accurately reporting their cases.Chan said the experts unanimously agreed there was a wider spread of swine flu than was being reported.She would not say which country tipped the world into the pandemic, but WHO flu chief Keiji Fukuda said the situation from Australia seemed to indicate the virus was spreading rapidly there — more than 1,300 cases were reported by Thursday.In Chile, authorities have identified almost 1,700 cases to WHO.Many health experts said the world has been in a pandemic for weeks but WHO became too bogged down by politics to declare one. In May, several countries urged WHO not to declare a pandemic, fearing it would cause social and economic turmoil. WHO will now recommend that pharmaceutical companies make swine flu vaccine. The agency typically recommends which flu strains drug companies should use in the vaccines. In a global outbreak, WHO also advises whether companies should make pandemic vaccine.The decision to make pandemic vaccine is a gamble. Most flu vaccine makers cannot make both regular seasonal flu vaccine and pandemic vaccine at the same time. That means they must decide which one the world will need more. Drug giant GlaxoSmithKline PLC said it could start commercial production of pandemic vaccine in July but that it would take months before large quantities are available. Glaxo spokesman Stephen Rea said the company's first doses of vaccine would be reserved for countries who had ordered it in advance, including Belgium, Britain and France. He said Glaxo would also donate 50 million doses to WHO for poor countries. Pascal Barollier, a spokesman for Sanofi-Aventis, said they were also working on a pandemic vaccine but WHO had not yet asked them to start making mass quantities of it. WHO described the pandemic as moderate. Geithner Said to Tell Bernanke Fed Gains Most in Rules Overhaul

June 12 (Bloomberg) -- The Federal Reserve is likely to emerge as the most powerful regulatory agency in the Obama administration’s plan for overhauling financial market oversight, people familiar with the proposal said. Treasury Secretary Timothy Geithner told Chairman Ben S. Bernanke in a June 9 meeting the administration will call for the Fed to be the regulator of firms deemed too big to fail, one of the people said. While a council of regulators would share oversight of financial risks, Treasury officials describe it as weak, lacking power to make final decisions on intervening with the firms, the people said. The proposal is just the first step in what may become the biggest revamp of U.S. financial rules in seven decades, and will be subject to intense debate in Congress, analysts said. Its focus on the Fed clashes with rising skepticism among some lawmakers as to whether the central bank has appropriately used its emergency lending powers during the crisis. No matter what Treasury proposes next week, Congress is going to play a very heavy hand in this, said Camden Fine, president of the Independent Community Bankers of America, a Washington trade group.It’s a fluid situation and it will remain fluid.Bernanke came under fire at a House Oversight Committee hearing yesterday for his role last year in what some legislators said was pressuring Bank of America Corp. to complete its takeover of Merrill Lynch & Co.

New Fed Lobbyist

The central bank has hired a former aide to President Bill Clinton’s three Treasury secretaries, Linda Robertson, to help bolster its public image and plot legislative strategy as Congress debates the regulatory changes. Robertson served as a lobbyist for Enron Corp.In President Barack Obama’s plan, scheduled to be released June 17, the Fed is also expected to retain supervisory authority over bank holding companies and the state-chartered banks it currently regulates, the people familiar with the matter said.Asked yesterday whether the Fed or a council should be the regulator for systemically important banks, House Financial Services Committee Chairman Barney Frank, a Massachusetts Democrat, said: We’re still talking about that.Under the administration plan, the central bank would lose its responsibilities for some issues relating to credit cards, mortgages and financial education to a newly created consumer protection agency, the people said.

SEC’s Role

The Fed’s gain in the Obama plan is unlikely to erode the role of the Securities and Exchange Commission in regulating money managers, brokerage firms and stock exchanges.SEC Chairman Mary Schapiro left the June 9 meeting with Geithner, the former president of the Federal Reserve Bank of New York, and Bernanke increasingly confident her agency wouldn’t lose its current responsibilities, people familiar with the matter said.The administration had earlier discussed stripping the SEC of its authority over mutual funds, people familiar with the matter said last month. The proposal to give the Fed enhanced duties has also drawn criticism from former regulators, who say the central bank failed to curtail business practices that triggered billions of dollars of losses at financial institutions after the U.S. mortgage market collapsed in 2007.

Should Be Fired

Rather than simply calling for more authority for people who didn’t use the authority they already had, we need to reexamine why our regulators missed so many of the risks staring them in the face.Citigroup Inc., whose primary regulator is the Fed, has received $45 billion in government cash injections after loans made to less-creditworthy homebuyers defaulted and the bank had to bail out investment funds set up to hold higher-risk mortgage securities off its balance sheet. The Fed conducted routine inspections and examinations of the New York-based bank. In the Merrill controversy, Bank of America Chief Executive Officer Kenneth Lewis told New York state investigators earlier this year that Bernanke and Former Treasury Secretary Henry Paulson pressured him to complete the purchase even as Merrill’s spiraling losses posed risks to Bank of America and its shareholders. At the House hearing yesterday, some lawmakers alleged the Fed overstepped its authority. NEW YORK (MarketWatch) -- Swindlers, con men, and thieves could siphon off as much as $50 billion of the government's planned stimulus package as the money begins flooding the economy in coming months, according to David Williams, who runs Deloitte Financial Services Advisory and counsels clients on fraud prevention. Williams predicted that about $500 million of the total $787 billion stimulus would be channeled into the traditional procurement network for government contracts, while the rest will be spent directly by the government or outside the corporate network. The rule of thumb typically is that of the about $500 billion worth of money that's going to run through the procurement process, somewhere between 5% and 10% of that usually finds it way into potential problems,Williams said.That's sort of the benchmark that I use.Companies will face increased pressure to try to stem the tide, and need to be prepared to safeguard data as well as the cash, according to Williams.

Williams said this week that the money flowing from the current stimulus package is particularly vulnerable to fraud because almost all movement of money is now done electronically. We're telling our clients to be very careful and to make sure their firms are resilient in terms of dealing with the potential opportunities for fraud and waste,Williams said. That means keeping an eye out for the traditional scams such as billing for services not performed. But it also means firms must become even more diligent about electronic records and network security. It becomes ever more important that firms remain diligent about their data,Williams said.Stimulus Funds Susceptible to FraudAs much as 10% of the federal government's stimulus money is likely to get lost to fraud, says David Williams, chief executive of Deloitte Financial Advisory Services. MarketWatch's Greg Morcroft reports. Earlier this month, FBI Director Robert Mueller warned the nation to brace for a potential crime wave involving fraud and corruption related to the economic stimulus package.These funds are inherently vulnerable to bribery, fraud, conflicts of interest, and collusion. Earlier this month, Vice President Joe Biden said some stimulus-related scams had already happened and that some mistakes were inevitable. President Barack Obama said Monday that the White House is trying to make sure the stimulus money isn't being ill-spent.He said many of the safeguards and transparency measures so far seem to have worked but added his administration will have to stay vigilant. At a time when everybody is tightening their belts, the last thing the American people want to see is that any of this money is being wasted,Obama said.

Potential damage
Williams suggested that the fraud and theft losses from the roughly $787 billion stimulus package approved earlier this year could reach about $50 billion. Williams said firms would be well advised to beef up monitoring of their transaction systems, and that his firm is helping clients develop software and computer systems to predict and catch fraud before it gets started. Williams acknowledged that the FBI has geared up its efforts to focus on financial scams. He said other agencies, including the Department of Justice and industry watchdogs, are also beefing up oversight. They are going to spend their time making sure that this money gets to being used in the way it's supposed to be used,Williams added. After 9-11, counterterrorism became the FBI's top priority, even as the agency grappled with corporate crime such as the Enron and WorldCom scandals, said Mueller, who took the helm of the FBI on Sept. 4, 2001, just one week ahead of the terrorist attacks. The 9-11 attacks prompted the FBI and other government agencies to divert resources from financial fraud and other corporate crimes to fighting terrorism, including the transfer of 2,000 agents tracking white-collar crime to counterterrorism, Mueller said. But now the focus is returning to white-collar crime and fraud in a big way. These rules will come right back to haunt companies if they are not careful, Williams said.So firms need to make sure that their organizations are ready to receive funds and protect those funds diligently as the potential for fraud surfaces.He said that for the largest companies used to doing contract work with the government a high level of oversight will be business as usual.But there will be others where this is unprecedented and they will have to do more to comply,Williams added.Meanwhile, Obama said the White House will keep trying to make sure citizens know where the stimulus money is going. Nobel prize winning economist Joseph Stiglitz says that the government’s response to the financial crisis is worse than socialism:Some have called this socialism with American characteristics. But socialism is concerned about ordinary individuals. By contrast, the US has provided little help for the millions of its people who are losing their homes. Workers who lose their jobs receive only 39 weeks of limited unemployment benefits, and are then left on their own. And, when they lose their jobs, most also lose their health insurance.America has expanded its corporate safety net in unprecedented ways, from commercial banks to investment banks, then to insurance, and now to cars, with no end in sight. In truth, this is not socialism, but an extension of long-standing corporate welfarism. The rich and powerful turn to the Government to help them whenever they can, while needy individuals get little social protection.We need to break up the too-big-to-fail banks; there is no evidence that these behemoths deliver societal benefits that are commensurate with the costs they have imposed.This raises another problem with America’s too-big-to-fail, too-big-to-be-restructured banks: they are too politically powerful. Their lobbying efforts worked well, first to deregulate, and then to have taxpayers pay for the clean-up. Their hope is that it will work again to keep them free to do as they please, regardless of the risks for taxpayers and the economy. We cannot afford to let that happen.I believe the word Stiglitz is looking for is oligarchy.
