France wants to study the small but growing trend of burqa wear, with an eye to possibly banning the Islamic garment from being worn in public, the government's spokesman said Friday.Luc Chatel told France-2 television that the government would seek to set up a parliamentary commission that could propose legislation aimed at barring Muslim women from wearing the burqa and other fully covering gowns outside the home.If we find that use of the burqa was very clearly imposed (on women) ... we would draw the appropriate conclusions,Chatel said. Asked whether that could mean legislation banning the burqa in France, he responded why not? In France, the terms burqa and niqab often are used interchangeably. The former refers to a full-body covering worn largely in Afghanistan with only a mesh screen over the eyes, whereas the latter is a full-body veil, often in black.Chatel's comments have helped revive debate about whether wear of Islamic garments is appropriate in France, a country with a long and proud secular tradition.

MEXICO CITY - Mexico has lifted some tropical storm warnings Friday as the first tropical depression of the Pacific hurricane season became less clearly organized as it neared land. The National Hurricane Center in Miami said the depression was centred about 70 miles (110 kilometres) south-southwest of the coastal city of Mazatlan at 2 p.m. PDT (5 p.m. EDT; 2100 GMT). Maximum sustained winds remain near 35 mph (55 kph). Forecasters say the depression was likely to dissipate after touching the Pacific coast late Friday. The depression was moving toward the north at about 9 mph (15 kph).Mexican authorities lifted a tropical storm warning for the Islas Marias, a group of islands housing a prison facility about 85 miles (135 kilometres) off the Pacific coast, and were expected to end the tropical storm watch for the Pacific coast from Topolobampo south to El Roblito.

Our past is our future Ladies and gentlemen -

It is an honour for me to deliver a short speech concerning the federalization of the European Union.Firstly, I want to mention that Estonians are still thankful to Britain, because the British fleet under the leadership of Admiral Sinclair came to help our state in the year 1918, when Estonians and British together stopped the advance of the Soviet communist army in Estonia. So Estonians gained time - 22 years outside of the federal communist Empire.On Monday in Cambridge, I met a former Russian dissident and political prisoner, Mr. Vladimir Bukovsky. He spent altogether twelve years in prisons of the federal Soviet Union. He told me honestly, I don't want to live in a new Soviet Union, therefore I will try to stop this monster under a new name -The United States of Europe or maybe more realistically sounding - European Union of Socialist Republics.I understood his feelings. I and many people from the former Federal Soviet Empire feel the same way.I think that our own experience is immensely valuable in our lives. This is also extremely important for the life of states and nations. We were rid of the Federal Soviet Union eleven years ago. And Estonia was the first occupied territory or member state who declared that our own legislation was supreme over federal Soviet law. We started that political and legal clash as early as 1988. Other member states followed us. What happened after that - you already know. The Federal Soviet Empire disappeared from the surface of the earth. Thank God.

But the Empire strikes back. I will present some comparisons here for you. Try to find three differences.The Soviet Union had and the European Union has:supremacy of community law,supremacy of the Union's court,supremacy of the Central Bank of the Union,a single currency,a common economic zone,common external borders,free movement of goods, persons, services and capital,common citizenship,a common defence policy in the future.For the Republic of Estonia - there is no such term as accession to the EU. Vice-versa. The EU is coming to Estonia and not as a good friend but as a new owner. After joining the EU we lose our statehood again and we will be among the northern provinces of Federal Europe. Our state will be totally helpless against the juggernaut of the EU.The European Union is - as the Soviet Union was - a dictatorial power-system, which avoids any kind of democratic control. All real decision- making happens behind closed doors.Communism, just like Euro-federalism, is , based on an anti-democratic understanding that adult citizens are not mature enough for making decisions. This communist-guardianship for people fits Eurocrats well.The real masters of Europe are the members of the EU Commission, members of the new non-elected Politburo of the Soviet System with their totalitarian power. I can't understand how everywhere passionate democrats give away their power to the euro-communist bureaucrats in Brussels.

The goal of the competition policy in the EU is supremacy of big enterprises. The Europe of giants is near. It is reminiscent of the dominance of the state enterprises in every sphere of life in the Soviet Union. The current development in the EU is leading to total socialization of the economy and to total centralization of economic policy. One important part of the EU activity as in the Soviet Union is distribution of resources via EU foundations. Their goal is to use EU monetary reserves for unifying all member states. The Unification of living standards between poorer and wealthier EU member states. This is typical Soviet redistribution policy. The result of this redistribution will be that the living standards of the wealthy will fall to the level of poorer countries. There will only be common poverty after that.A very important ideological similarity between the EU and the Soviet Union is that both are fully materialistic and atheistic. For example - in an interview the Archbishop of Vienna, Cardinal Hans Hennann Groer, said:The big vision about a united Europe can change to a bad dream, where any Christian or traditional values are lacking. We are moving towards a concentrated system of power and we don’t know who controls that power. The United Europe can prepare the way for the big dictator already described by Hugh Benson and Solovjov.Many people naively think today that the EU will develop into a certain kind of United States of Europe with some kind of new European freedom-nation.In reality freedom and nation have nothing in common with the EU. The End station for the EU is namely the Super-Soviet Union. So it will be a very communist dictatorship. There is no understanding of the legitimate demands of European nations for maintaining their cultural identity and traditions.During my short speech, I couldn't speak about many questions but I wanted to stress some important similarities. Yet I can also say that this topic wasn't only theoretical. Mr. Vladimir Bukovsky has discovered materials about the plans of the Soviet Leadership for creation of the Federal Europe. The Leaders of the United States and Germany considered their plans very seriously. But a mistake was made - the Eastern European nations couldn't wait anymore - they rushed out from the communist block. One plan for a federal socialist Empire has failed. The new plan is being implemented now. Look out!

The Irish referendum drama took another lurch towards a conclusion today, with the European Council agreeing to offer to the Irish government legal guarantees on national sovereignty as an incentive which they hope will attract a yes vote in October when a re-run is planned.That much is according to Reuters which refers to the guarantees being given the status of a treaty protocol. This, as opposed to the declarations which were originally proposed, give them legal status, but this also means that they must be ratified unanimously by all 27 member states.The Irish Times, unsurprisingly, has following the drama, earlier reporting that the deal followed an early morning meeting between Irish prime minister Brian Cowen (pictured) and Gordon Brown - the latter having blocked the idea of a protocol. It is understood that, as the meeting, Brown withdrew his objections.Protocols do not actually change the constitutional Lisbon treaty. They are described as providing a common interpretation of it. Specifically, they pledge that nothing in the treaty will affect Ireland's constitutional provisions on abortion and the family, its right to determine its own tax regime, or force the state to sign up to European defence co-operation.Bruno Waterfield suggests that this move could see a future Conservative government plunged into fraught negotiations over the EU's powers as the process could require the opening of full-blown treaty negotiations next year, possibly allowing a new Conservative government to renegotiate the power balance between Britain and Brussels.

To support this we get an unnamed official cited, saying that, Some people see this as a Pandora's box,adding:It could be used by Conservatives to reopen the question of EU powers over [Britain's] social affairs.Bruno adds that a fresh debate in the Commons soon after returning to power could open up old wounds in a party historically split between europhiles and euro-sceptics.This is amplified by the BBC's Mark Mardell, who remarks that there could be a campaign in Britain for a referendum on the protocals, or someone will pop up and ask for their own reassurances, or the Czech or Polish president will find a new reason for not signing off Lisbon, or there'll be some other democratic diversions.However, Mardell also notes that the protocols could simply be tagged onto the next accession treaty – perhaps either Croatia or Iceland – which was always an option. That would require no further discussions at EU level, unless of course a new Cameron administration made it an issue.Here, Dave could make agreement conditional on the EU agreeing to new British opt-outs or, writes Mardell, even a new relationship with the EU, then leading to a British protocol also being attached to the accession treaty, on the back of a UK referendum.Back in Ireland though, there is a mixed reaction to the deal. Newly-elected Socialist MEP for Dublin, Joe Higgins, is insisting that the protocals are an elaborate charade meant to distract attention away from the key issues.The debate on the Lisbon Treaty has yet to be held because we've been dealing with side issues, he says.The fundamentals have still to be debated.Higgins thus maintains that the protocols (which will not be in force by October) will not mean that the treaty will be ratified.

This take on the treaty is, of course, spot on – the protocols do deal with side-issues, leaving the substance of the treaty unchallenged. But that aside, one wonders whether the Irish will even accept the assurances so far given, bearing in mind that any member state could refuse to ratify them after the next referendum, thus negating the whole deal after it is too late to block the treaty.What would be interesting, therefore, is whether the Irish would be prepared to refuse to agree to Lisbon until after the protocols have been ratified – which could be some years hence. That would certainly put Cameron in the frame as his new administration would have no excuse whatsoever for refusing a UK referendum.All of a sudden, EU politics are getting interesting again.

The activities of the Union for the Mediterranean are to be resumed at the end of June in Paris, with a meeting of the Ministers for the Environment.As announced by a spokesperson from the French Ministry for Foreign Affairs to AFP, a meeting among Ministers and Ministries that are in charge for the environmental issues is being organized, although a defined date has not been fixed yet.At the end of May the head of Egyptian diplomacy in France Ahmed Abul Gheit had told AFP that the meeting would take place on June 25 in order to re-activate the Union, whose work was stopped since the Israeli attack to Gaza Strip at the end of 2008.Born as headlight project of the French presidency at the European Union during the second semester 2008, the Union for the Mediterranean - whose main purpose is to re-launch the Euromed cooperation started in 1995 in Barcelona through the development of concrete projects in sectors such as environment, transportation, energy, culture, education etc. - has been literally ignored so far.The Union for the Mediterranean involves some 40 members, including EU countries, Israel and Mediterranean Arab countries.The French Minister for Foreign Affairs Bernard Kouchner on Wednesday will go to Sweden - that is taking over the EU presidency from the 1st of July - to discuss with his counterpart Carl Bilt the proposal to link the EU presidency with the Union's governance, which so far is jointly held by France and Egypt.

There’s no motivation for him to do anything there excvept what he’s told -cs] Senior EU officials described how in return for a promise that Brussels regulators cannot have power to tell the British government when, and by how much, to bail out banks, Mr Brown has given ground on a broad range of other supervisory powers.One year ago, if you had asked if was it possible to go so far as to have the Prime Minister of Britain accepting not only common principles but common systems of auditing and binding decisions at the EU level, then I think that no one would have believed it, said a senior official.
[they forgot grinning from ear to ear-cs]Meeting in Brussels, EU leaders are agreed on the need for better oversight of banks and financial institutions to prevent a repeat of last year's crisis, which has tipped the global and European economy into its worst downturn for 70 years.The proposals involve creating three pan-European watchdogs next year to ensure countries introduce new rules on supervision. Under the proposals, there is to be a European Banking Authority in London, an Insurance Authority in Frankfurt, and a Securities Authority in Paris. All European leaders agreed today to their creation.The new bodies will have the authority to ensure European Union market laws are implemented similarly in every country.There is also to be the establishment of a new European Systemic Risk Board that would monitor the build-up of risks to stability in the region.According a draft EU summit communiqué, Mr Brown has also lost a battle to keep control of a powerful Systemic Risk Board (ESRB) out of the hands of the European Central Bank.[We are not party to the ECB who are monumentally crippled and immobile -cs]

The ESRB will monitor potential threats to financial stability and, where necessary, issue risk warnings and recommendations for action and supervise their implementation. Britain had fought hard to ensure chairmanship of the new body was rotated among among all EU countries but appears to have conceded control to eurozone countries.[France and Germany who are seeking to wreck London\s position wiil have a say, but not Britain -cs]The members of the general council of the European Central Bank will elect the chair of the ESRB,the draft communique states.

In an April 7 article in The London Telegraph titled The G20 Moves the World a Step Closer to a Global Currency,Ambrose Evans-Pritchard wrote:A single clause in Point 19 of the communiqué issued by the G20 leaders amounts to revolution in the global financial order.We have agreed to support a general SDR allocation which will inject $250bn (£170bn) into the world economy and increase global liquidity,it said. SDRs are Special Drawing Rights, a synthetic paper currency issued by the International Monetary Fund that has lain dormant for half a century.In effect, the G20 leaders have activated the IMF's power to create money and begin global quantitative easing. In doing so, they are putting a de facto world currency into play. It is outside the control of any sovereign body. Conspiracy theorists will love it.Indeed they will. The article is subtitled,The world is a step closer to a global currency, backed by a global central bank, running monetary policy for all humanity.Which naturally raises the question, who or what will serve as this global central bank, cloaked with the power to issue the global currency and police monetary policy for all humanity? When the world's central bankers met in Washington last September, they discussed what body might be in a position to serve in that awesome and fearful role. A former governor of the Bank of England stated:

[T]he answer might already be staring us in the face, in the form of the Bank for International Settlements (BIS).... The IMF tends to couch its warnings about economic problems in very diplomatic language, but the BIS is more independent and much better placed to deal with this if it is given the power to do so.1 And if that vision doesn't alarm conspiracy theorists, it should. The BIS has been called the most exclusive, secretive, and powerful supranational club in the world.Founded in Basel, Switzerland, in 1930, it has been scandal-ridden from its beginnings. This was corroborated years later in a BBC Timewatch film titled Banking with Hitler, broadcast in 1998.2 In 1944, the American government backed a resolution at the Bretton-Woods Conference calling for the liquidation of the BIS, following Czech accusations that it was laundering gold stolen by the Nazis from occupied Europe; but the central bankers succeeded in quietly snuffing out the American resolution.3 Modest beginnings, BIS Office, Hotel Savoy-Univers, Basel

In Tragedy and Hope: A History of the World in Our Time (1966), Dr. Carroll Quigley revealed the key role played in global finance by the BIS behind the scenes. Dr. Quigley was Professor of History at Georgetown University, where he was President Bill Clinton's mentor. He was also an insider, groomed by the powerful clique he called the international bankers.His credibility is heightened by the fact that he actually espoused their goals. He wrote:I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early 1960's, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. ... [I]n general my chief difference of opinion is that it wishes to remain unknown, and I believe its role in history is significant enough to be known."

Quigley wrote of this international banking network:

[T]he powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences. The apex of the system was to be the Bank for International Settlements in Basel, Switzerland, a private bank owned and controlled by the world's central banks which were themselves private corporations.The key to their success, said Quigley, was that the international bankers would control and manipulate the money system of a nation while letting it appear to be controlled by the government. The statement echoed an often-quoted one made by the German patriarch of what would become the most powerful banking dynasty in the world. Mayer Amschel Bauer Rothschild famously said in 1791:Allow me to issue and control a nation's currency, and I care not who makes its laws.Mayer's five sons were sent to the major capitals of Europe London, Paris, Vienna, Berlin and Naples with the mission of establishing a banking system that would be outside government control. The economic and political systems of nations would be controlled not by citizens but by bankers, for the benefit of bankers. Eventually, a privately-owned central bank was established in nearly every country; and this central banking system has now gained control over the economies of the world. Central banks have the authority to print money in their respective countries, and it is from these banks that governments must borrow money to pay their debts and fund their operations. The result is a global economy in which not only industry but government itself runs on credit (or debt) created by a banking monopoly headed by a network of private central banks; and at the top of this network is the BIS, the central bank of central banks in Basel.

Behind the Curtain

For many years the BIS kept a very low profile, operating behind the scenes in an abandoned hotel. It was here that decisions were reached to devalue or defend currencies, fix the price of gold, regulate offshore banking, and raise or lower short-term interest rates. In 1977, however, the BIS gave up its anonymity in exchange for more efficient headquarters. The new building has been described as an eighteen story-high circular skyscraper that rises above the medieval city like some misplaced nuclear reactor.It quickly became known as the Tower of Basel.Today the BIS has governmental immunity, pays no taxes, and has its own private police force.4 It is, as Mayer Rothschild envisioned, above the law.The BIS is now composed of 55 member nations, but the club that meets regularly in Basel is a much smaller group; and even within it, there is a hierarchy. In a 1983 article in Harper's Magazine called Ruling the World of Money, Edward Jay Epstein wrote that where the real business gets done is in a sort of inner club made up of the half dozen or so powerful central bankers who find themselves more or less in the same monetary boat those from Germany, the United States, Switzerland, Italy, Japan and England. Epstein said:The prime value, which also seems to demarcate the inner club from the rest of the BIS members, is the firm belief that central banks should act independently of their home governments... . A second and closely related belief of the inner club is that politicians should not be trusted to decide the fate of the international monetary system.

In 1974, the Basel Committee on Banking Supervision was created by the central bank Governors of the Group of Ten nations (now expanded to twenty). The BIS provides the twelve-member Secretariat for the Committee. The Committee, in turn, sets the rules for banking globally, including capital requirements and reserve controls. In a 2003 article titled The Bank for International Settlements Calls for Global Currency, Joan Veon wrote:The BIS is where all of the world's central banks meet to analyze the global economy and determine what course of action they will take next to put more money in their pockets, since they control the amount of money in circulation and how much interest they are going to charge governments and banks for borrowing from them.
When you understand that the BIS pulls the strings of the world's monetary system, you then understand that they have the ability to create a financial boom or bust in a country. If that country is not doing what the money lenders want, then all they have to do is sell its currency.5

The Controversial Basel Accords

The power of the BIS to make or break economies was demonstrated in 1988, when it issued a Basel Accord raising bank capital requirements from 6% to 8%. By then, Japan had emerged as the world's largest creditor; but Japan's banks were less well capitalized than other major international banks. Raising the capital requirement forced them to cut back on lending, creating a recession in Japan like that suffered in the U.S. today. Property prices fell and loans went into default as the security for them shriveled up. A downward spiral followed, ending with the total bankruptcy of the banks, which had to be nationalized although that word was not used, in order to avoid criticism.6 Among other collateral damage produced by the Basel Accords was a spate of suicides among Indian farmers unable to get loans. The BIS capital adequacy standards required loans to private borrowers to be risk-weighted,with the degree of risk determined by private rating agencies; and farmers and small business owners could not afford the agencies' fees. Banks therefore assigned 100 percent risk to the loans, and then resisted extending credit to these high-risk borrowers because more capital was required to cover the loans. When the conscience of the nation was aroused by the Indian suicides, the government, lamenting the neglect of farmers by commercial banks, established a policy of ending the financial exclusion of the weak; but this step had little real effect on lending practices, due largely to the strictures imposed by the BIS from abroad.7 Similar complaints have come from Korea. An article in the December 12, 2008 Korea Times titled BIS Calls Trigger Vicious Cycle described how Korean entrepreneurs with good collateral cannot get operational loans from Korean banks, at a time when the economic downturn requires increased investment and easier credit:The Bank of Korea has provided more than 35 trillion won to banks since September when the global financial crisis went full throttle,said a Seoul analyst, who declined to be named. But the effect is not seen at all with the banks keeping the liquidity in their safes. They simply don't lend and one of the biggest reasons is to keep the BIS ratio high enough to survive,he said.Chang Ha-joon, an economics professor at Cambridge University, concurs with the analyst.What banks do for their own interests, or to improve the BIS ratio, is against the interests of the whole society.This is a bad idea,Chang said in a recent telephone interview with Korea Times.

In a May 2002 article in The Asia Times titled Global Economy: The BIS vs. National Banks,economist Henry C K Liu observed that the Basel Accords have forced national banking systems to march to the same tune, designed to serve the needs of highly sophisticated global financial markets, regardless of the developmental needs of their national economies.He wrote:[N]ational banking systems are suddenly thrown into the rigid arms of the Basel Capital Accord sponsored by the Bank of International Settlement (BIS), or to face the penalty of usurious risk premium in securing international interbank loans... . National policies suddenly are subjected to profit incentives of private financial institutions, all members of a hierarchical system controlled and directed from the money center banks in New York. The result is to force national banking systems to privatize.BIS regulations serve only the single purpose of strengthening the international private banking system, even at the peril of national economies... . The IMF and the international banks regulated by the BIS are a team: the international banks lend recklessly to borrowers in emerging economies to create a foreign currency debt crisis, the IMF arrives as a carrier of monetary virus in the name of sound monetary policy, then the international banks come as vulture investors in the name of financial rescue to acquire national banks deemed capital inadequate and insolvent by the BIS.Ironically, noted Liu, developing countries with their own natural resources did not actually need the foreign investment that had trapped them in debt to outsiders:Applying the State Theory of Money [which assumes that a sovereign nation has the power to issue its own money], any government can fund with its own currency all its domestic developmental needs to maintain full employment without inflation.When governments fell into the trap of accepting loans in foreign currencies, however, they became debtor nations subject to IMF and BIS regulation. They were forced to divert their production to exports, just to earn the foreign currency necessary to pay the interest on their loans. National banks deemed capital inadequate had to deal with strictures comparable to the conditionalities imposed by the IMF on debtor nations: escalating capital requirement, loan writeoffs and liquidation, and restructuring through selloffs, layoffs, downsizing, cost-cutting and freeze on capital spending.Liu wrote:Reversing the logic that a sound banking system should lead to full employment and developmental growth, BIS regulations demand high unemployment and developmental degradation in national economies as the fair price for a sound global private banking system.

The Last Domino to Fall

While banks in developing nations were being penalized for falling short of the BIS capital requirements, large international banks managed to escape the rules, although they actually carried enormous risk because of their derivative exposure. The mega-banks succeeded in avoiding the Basel rules by separating the risk of default out from the loans and selling it off to investors, using a form of derivative known as credit default swaps.BIS Tower Building, Basel

However, it was not in the game plan that U.S. banks should escape the BIS net. When they managed to sidestep the first Basel Accord, a second set of rules was imposed known as Basel II. The new rules were established in 2004, but they were not levied on U.S. banks until November 2007, the month after the Dow passed 14,000 to reach its all-time high. The economy was all downhill from there. Basel II had the same effect on U.S. banks that Basel I had on Japanese banks: they have been struggling ever since to survive.8 Basel II requires banks to adjust the value of their marketable securities to the market price of the security, a rule called mark to market.9 The rule has theoretical merit, but the problem is timing: it was imposed ex post facto, after the banks already had the hard-to-market assets on their books. Lenders that had been considered sufficiently well capitalized to make new loans suddenly found they were insolvent. At least, they would have been insolvent if they had tried to sell their assets, an assumption required by the new rule. Financial analyst John Berlau complained:The crisis is often called a market failure,and the term mark-to-market seems to reinforce that. But the mark-to-market rules are profoundly anti-market and hinder the free-market function of price discovery... . In this case, the accounting rules fail to allow the market players to hold on to an asset if they don't like what the market is currently fetching, an important market action that affects price discovery in areas from agriculture to antiques.10 Imposing the mark-to-market rule on U.S. banks caused an instant credit freeze, which proceeded to take down the economies not only of the U.S. but of countries worldwide. In early April 2009, the mark-to-market rule was finally softened by the U.S. Financial Accounting Standards Board (FASB); but critics said the modification did not go far enough, and it was done in response to pressure from politicians and bankers, not out of any fundamental change of heart or policies by the BIS.And that is where the conspiracy theorists come in. Why did the BIS not retract or at least modify Basel II after seeing the devastation it had caused? Why did it sit idly by as the global economy came crashing down? Was the goal to create so much economic havoc that the world would rush with relief into the waiting arms of the BIS with its privately-created global currency? The plot thickens.

The Temple Mount Faithful Presents the Cornerstone for the Temple Mount on Jerusalem Day.

Last week, in celebration of Jerusalem Day and in preparation for the rebuilding of the Temple in Jerusalem, the Temple Mount and Land of Israel Faithful Movement successfully brought the 13 ton cornerstone for the Third Temple to the streets of downtown Jerusalem.As we explained previously, Jerusalem Day is one of the most important public holidays in Israel. It celebrates the Six Day War, in which Israel, with the help of G‑d, liberated all of Judea, Samaria, Gaza, the Golan Heights and the Sinai Peninsula. It was in the Sinai where G‑d gave the Holy Torah to the children of Israel. It is also the place where G‑d anointed them to be His chosen people, to be a light to the nations, a kingdom of priests and a holy nation.This is the day that the G‑d and people of Israel have expected and desired for 1,897 years. The G‑d of Israel appeared in this godly war as Israel was attacked by her Arab enemies from all sides. G‑d commanded His Israeli forces exactly as He did during biblical times. End time prophecy became a reality and was fulfilled in six days. This war was not an accident. The G‑d of Israel made it clear that He expected His Temple to be rebuilt. It is then that He will open a new godly time in the life of Israel and all the world, just as He prophesied through His prophet Isaiah:

The word that Yesha'yahu the son of Amoz saw concerning Yehuda and Yerushalayim. We stood against the pressure that is growing from US President Barack Obama and His administration to divide the Land of Israel in order to establish an Arab terrorist state inside the sovereign Land of Israel. This land belongs to Israel alone. It was given by G‑d in an eternal covenant for His people Israel for a Holy purpose: so that they would be a Holy nation, a kingdom of priests and a light to the nations (Exodus 19:5-6). We shouted out to President Obama just as we said we would: Take your hands off the Land of the G‑d and the people of Israel and off Jerusalem!We warned him of the dreadful consequences, as stated by the Prophet Joel (Joel 4:2).

We danced as we reached the Jaffa Gate in the Old City of Jerusalem. There, we blew the silver trumpets and swore our faithfulness to Jerusalem. From there, we ascended to the Holy Temple Mount. As we stood there we felt the presence of the G‑d of Israel among us calling us to go to His people Israel and to all the world and to share with them His call to rebuild immediately His Holy Temple so that He may again dwell among His people Israel, in the midst of all mankind.This exciting and historical event will never be forgotten in all of the history of Israel and all the world. It opened a new era for all of us. It was actually the first step towards the rebuilding of the Temple in our lifetime.Everyone is called at this historical godly moment to actively join, come and stand together, and help the Temple Mount and Land of Israel Faithful Movement to complete her major and historic godly campaign to build the Temple of G‑d and to bring to pass all of G‑d's end time prophetic expectations and plans for Israel and the entire world.In the G‑d of Israel we trust!

Muslim Leaders Continue To Warn Of Jewish Desire To Rebuild Temple

Sheikh Raed Salah, leader of the Islamic Movement's northern branch, spoke Wednesday afternoon in front of Muslim students at Haifa University and warned them that Benjamin Netanyahu was intending on completing his plan to gain control of the Temple Mount, which he said the prime minister had tried to do during his first tenure. Some 150 Jewish students staged a protest in the area, equipped with Israel flags and drums.This is not Tehran,they chanted towards Salah. The Islamic leader, who was invited to speak by the IQRAA students' organization affiliated with his movement, briefed the students on the history of his movement and on the criminal proceedings taken against him and his people several years ago. He noted that he had rejected the Shin Bet's offers to agree to concessions in Jerusalem.We love life, our families, our homes and our children, but if they suggest that we give up our principles and holy sites, we would rather die and we will welcome death.

Salah claimed that the government continued constantly to dig tunnels under the Temple Mount and the al-Aqsa Mosque, and that Netanyahu was planning to complete during his current term what he did not complete during his first one – to dig additional tunnels under al-Aqsa and rebuild the Temple on the Temple Mount.The Muslim students responded by chanting, Allahu Akbar(God is great). At the same time, Jewish students clashed with the university's security officers. Police forces were also dispatched to the area but were no required to intervene.

The Jewish students were protesting against the event and the fact that the university only allowed Arab students to take part in it. A Haifa University official said that Salah had not been invited by the institution and that there was no legal way to prevent him from coming.The university has reservations about Sheikh Raed Salah's remarks, as made in the past, within the walls of other universities as well, but it cannot prevent him from speaking to students. The university hopes that the sheikh will not take advantage of this for incitement but will rather call for peace and coexistence.University officials noted that they had reservations over the event and that they had managed to prevent Salah from visiting the place for several years, including on the recent Land Day, but that legal advice given to the university recently stated that it could no longer reject students' requests to have the Islamic leader lecture to them. Addressing the Jewish students' claims, the university officials said that they were banned entry to the event so as not to disrupt public order.In previous charged events as well, in which (Foreign Minister Avigdor) Lieberman and (former Defense Minister Shaul) Mofaz gave lectures, we banned the entry of Arab students,one of the officials said.The Students' Union said in a statement that it condemned any racist act which includes hatred and a desire to incite. We hope for coexistence, and such a speech and such a person creates provocations and disrupts the order within the university's walls. We will not sit idly by as such a serious incident takes place in our home.The Union said its members had only found out about the events on Wednesday because the invitations were written in Arabic. They estimated that had they known about the event earlier, the number of protestors would have been much higher.

Israel says settlements are an excuse for Palestinians to avoid peace talks

UNITED NATIONS - Israel's foreign minister said Friday he believes the U.S. and Israel will resolve their differences over Jewish settlements, and accused the Palestinians of using the issue to avoid peace talks. Avigdor Lieberman said settlements are not an obstacle to peace, and he reiterated that Israel is ready to start direct talks with the Palestinians immediately. It's very clear that ... the settlements ... (are) an excuse for those that tried to avoid any peace talks,he said. Israeli Prime Minister Benjamin Netanyahu, a backer of Jewish settlers, insists that construction must be allowed to continue to accommodate natural growth of the settler population in the West Bank through births and marriages. The Palestinians want the West Bank and Gaza Strip for their future state and say they won't renew peace talks until Israel agrees to freeze settlement construction and negotiate Palestinian statehood. President Barack Obama's administration is backing the Palestinians on the settlement issue - demanding a freeze in hopes of promoting peace talks, encouraging the Arab world to make overtures toward Israel, and improving U.S. relations with Arab states. Neither side gave any ground when Lieberman met U.S. Secretary of State Hillary Clinton on Wednesday in Washington. Lieberman was asked after a meeting Friday with U.N. Secretary-General Ban Ki-moon whether the dispute with the U.S. can be resolved.

Speaking in English, he said,we have one disagreement, and I think that even in this point we can formulate understandings - we can achieve understandings.Later, speaking in Hebrew, he said Israel was working hard to reach an agreement with the U.S. and referred to Netanyahu's speech earlier this month in which he endorsed the idea of a Palestinian state for the first time. I believe that after the prime minister's speech, there is a new positive approach to this issue, and even there we'll find a formula that will bridge the differences,Lieberman said. The settlement issue is expected to dominate Netanyahu's meeting next week with U.S. special Middle East peace envoy George Mitchell. Netanyahu's endorsement of the idea of a Palestinian state listed a series of conditions rejected by the Palestinians - including a refusal to share control over the holy city of Jerusalem, demilitarization of a Palestinian state, and recognition of Israel as a Jewish state. But Lieberman said there is now a chance to start a dialogue with the Palestinians. We don't have any precondition," Lieberman said.I think that we (have a) right for our position. The Palestinians have (a) right for their position and ... it's important to start with talks without precondition, and every side will try to convince the other side.

Mubarak says time is right for Arab-Israeli peace

WASHINGTON (Reuters) - President Barack Obama's reassertion of U.S. leadership in the Middle East offers a rare opportunity to get peace between Israel and the Palestinians, Egyptian President Hosni Mubarak said.In a commentary in The Wall Street Journal on Friday, Mubarak said Obama was willing to take a lead in achieving peace and the Arab world would reciprocate.A historic settlement is within reach, one that would give the Palestinians their state and freedom from occupation while granting Israel recognition and security to live in peace,wrote Mubarak.Egypt stands ready to seize that moment, and I am confident that the Arab world will do the same, he added.The U.S. State Department welcomed Mubarak's opinion piece and said the Obama administration was fully committed to working with Egypt and others to get a comprehensive peace deal in the Middle East.In order for this vision to become a reality all parties in the region must do their part, including Arab states,said State Department spokesman Ian Kelly.The Bush administration waited until its final years in office to make a concerted effort on Israeli-Palestinian peace and was criticized by many Arabs for doing too little, too late.

SETTLEMENTS STUMBLING BLOCK

Obama's Middle East envoy George Mitchell has traveled four times to the region this year in a bid to revive Israeli-Palestinian peace talks that were cut off following Israel's invasion of Hamas-run Gaza last December.Earlier this week, Mitchell was optimistic preparations for full-blown talks would be done soon although one stumbling block has been a dispute over Israeli settlement expansion in the West Bank, occupied since the 1967 Arab-Israeli war.Israel's relentless settlement expansion, which has seriously eroded the prospects for a two-state solution, must cease, together with its closure of Gaza, said Mubarak, referring to a blockade by Israel of Gaza which is controlled by the militant group Hamas.Egypt has been trying to broker a power-sharing deal between the Fatah-led Palestinian Authority and Hamas and Mubarak said the Palestinians must overcome their divisions to achieve their aspirations for statehood.He said if Israel took serious steps toward peace with the Palestinians, the Arab world would do the same.The priority should be to resolve the permanent borders of a sovereign and territorially contiguous Palestinian state, based on the 1967 lines, as this would unlock most of the other permanent status issues, including settlements, security, water and Jerusalem,said Mubarak.Mubarak praised Obama's speech in Cairo earlier this month, calling it a turning point in U.S. relations with the Muslim world, but also stressing it had to be followed up with forward-looking steps.Obama was criticized by some human rights groups for choosing Cairo as the venue for his speech because of Egypt's own rights record.Mubarak said Egypt had implemented reforms but conceded more must be done. Mideast peace deal could happen within year: Blair

Christian Book Publishers Choose War of Words Over Israel

On the eve of the secret Oslo talks, as the fateful 1990s began, Israel enjoyed a sunny relationship with American evangelicals. This support coincided with dramatic breakthroughs in the Christian book publishing world, an industry that was overwhelmingly pro-Israel in those days. Books by such publishers as New Leaf Publishing Group and Harvest House advanced the platforms of several pro-Israel authors. The Christian book industry has also, in the last two decades, enjoyed unprecedented success, even reaching new markets. Tyndale's Left Behind series, from prophecy teacher Tim LaHaye and writer Jerry Jenkins, even made the secular world sit up and take notice.

And while pro-Israel support is still strong, cracks are appearing.

The evangelical left has made inroads into conservative circles, advocating for Palestinian positions in the Arab-Israeli conflict. Books and blogs by folks like Brian McLaren and Tony Campolo have opened up attack lines on Israel and her Christian supporters: Bible prophecy enthusiasts and Christian Zionists. A war of words, of sorts, has erupted between the major advocacy positions both for and against Christian Zionism. McLaren's blog contains an unusual amount of negative commentary about Israel and her friends, under the guise of concern for the Palestinians:They [Christian Zionists] create bigotry and prejudice against Muslims in general,writes McLaren,and in particular against Palestinians, many of whom are Muslim, but many of whom are Christian too.McLaren and many of his friends on the left are published by the trade, those large Eastern houses that have little in common with millions of American Christians. And while traditional Christian publishers are not thoroughly secularized yet, there are signs that this very thing is taking place.

At last summer's International Christian Retailing Show in Orlando, several attendees were surprised by the shift in worldview from publishers who in the past promoted a conservative view of the Bible. Baker Publishing Group, once the home of the late Creationist icon Henry M. Morris – who was also a strong advocate of Bible prophecy – unveiled two new titles from old-earth advocate Hugh Ross. For long-time observers of the Christian book industry, Baker's shift is a watershed event. Not surprisingly, Baker President Dwight Baker doesn't see it that way: If you read our mission statement carefully, it says a great deal, Baker said. When we talk in that statement about being irenic,it refers to the fact that Baker Publishing Group has always published the best thinkers on a topic in order to add to the diversity of thought and make for a fuller conversation about the issues people wrestle with. Each generation faces a new set of challenges, but our service to the reading community as a whole and the larger community of believers is best applied by not remaining frozen in time. What is seen as forward and new in one generation can be the conservative traditional approach in the next generation.Michael Hyatt, the innovative head of Thomas Nelson Publishers, the book juggernaut based in Nashville, chose his words carefully when asked if books on Bible prophecy are passé in the book industry. No, I don't think they are on the decline. Our third bestselling book in the last 12 months has been David Jeremiah's What in the World Is Going On? I do, however, think these books are cyclical. Hyatt keeps his ear to the ground and understands the cyber-future of publishing. His fiscal responsibility has kept Nelson viable in a down economy. Still, his comment on books that advocate for the validity of Bible prophecy is technically true. Jeremiah's book is everywhere, from big-box retailers to ministry e-stores, and has had a wide hearing on prophecy message boards. Yet the pastor of Shadow Mountain Community Church in San Diego (where Henry Morris attended) surely represents a fading dynamic from the pulpit: conservative.

One Christian Booksellers' Association publisher who is comfortable on the front lines of Christian Zionism is Stephen Strang, a mogul whose Florida empire includes books and magazines. Strang is heavily involved with Christians United for Israel, and promotes a variety of pro-Israel initiatives. As to the question of whether the CBA market is turning away from Bible prophecy, Strang answers in his typical independent style: I have not noticed the same trend that you mentioned Strang said. You may be right, but I did not personally notice that the convention was flooded with books supportive of Israel, nor that they're shrinking. If there is a trend, we're going the other way because in the last couple of years we have published several books supportive of Israel including Jerusalem Countdown,which sold over a million copies,he added.

Strang went on to reveal why he supports these topics:

The reason I'm supportive of Israel as a publisher is that it's an outgrowth of my life,Strang said.I have considered myself a Zionist most of my adult life. I've visited Israel five times and I've been aware of the interest in Israel, the need to publish, and it's all just kind of worked together. It was not a difficult decision to make.While long-time publishers seem to be shying away from topics once dominated by the likes of LaHaye, Dave Hunt and Lindsey, others are cementing their reputations as maverick independents. WND Books' new release by Jerusalem correspondent Aaron Klein, The Late Great State of Israel, is finding a warm reception from Israel supporters. Klein's eye-on-the-scene reporting has created the kind of platform that is vital in keeping a title in front of the public. With 200,000 titles being published annually, many of them mediocre or published solely for the revenue value, an author must establish and maintain a viable platform for promotion. The famous competition in book publishing comes from the sheer number of titles available to a finite audience. Titles like Late Great separate themselves from the pack through clever marketing techniques that drill deep into niche markets. Another independent experiencing real success in a fragile market is Tom Horn, president of Defender Publishing in Springfield, Mo. Two years ago, Horn brought his marketing background from the West Coast and settled down in the heartland, where he found many authors frustrated with traditional publishing options. Over the years I discovered many authors had a passion to write, had labored over an important work, but couldn't get a full-service publisher to financially risk publishing their book,Horn said. Horn's efforts have paid off for several authors, including Bill Salus, whose Isralestine: The Ancient Blueprints of the Future Middle East has created a sensation in the Bible prophecy community.

Many thousands of authors have discovered too late that most mainstream book publishers don't do any real promotion; they rely on the author's platform for that, or, even better, a lightning strike such as an appearance on Oprah.Horn saw the folly in that years ago. Defender does issue standard royalty-based contracts, but the partnering method, in which authors purchase a set amount upfront, has paid off handsomely for both authors and the publisher. Bob Hawkins, Jr. of Harvest House is continuing his father's strategy of publishing for Bible prophecy students. The publisher just released Terry James' new effort, The American Apocalypse: Is the United States in Bible Prophecy? It helps that James, co-founder of the largest prophecy website, RaptureReady, has a huge built-in audience and is a go-to guy for this community. All these independent voices ensure that a pro-Israel/Bible prophecy advocacy will endure, even if traditional homes are shutting their doors. As it stands now, only a few CBA publishers still promote product to this still-strong audience.As the culture continues to evolve,look for the publishing wars, amid competing worldviews, to heat up.

Tony Blair launches Face to Faith: a new global education programme JUNE 9,09

In a world that is opening up at an astonishing speed, schools are recognising the need to equip young people with the skills to contribute to an increasingly global, interdependent society. Collaboration and communication skills, information and media literacy are all to be regularly found on the syllabus, acknowledged as vital tools for the 21st century. Yet in a world in which 4 billion people - two thirds of the population - are of faith, can we be sure that young people are equipped to participate as global citizens if they do not understand much about the world's major religions? How can we ensure that a lack of knowledge does not lead to prejudice, antagonism and tension? There some significant opportunities at hand. We are already seeing how new technologies are stimulating radically new approaches to teaching and learning. Why not apply these technologies in such a way as to encourage students of different faiths to learn directly with, from and about each other to support encounter, exploration and exchange between students from different countries and cultures?

A new global education programme from the Tony Blair Faith Foundation, Face to Faith, is designed to do just that. The initiative was launched formally on Tuesday 9th June by Tony Blair who took part in a video-conference between three schools in the UK, Palestine and India.Developed by an international group of educational experts and piloted in more than 10 countries on three continents, Face to Faith uses video conferencing, an online community and a course syllabus to support exchange between young people of different faiths. Face to Faith also contributes to the project component of the Global Perspectives IGSCE from Cambridge Assessment as well as to a range of national RE, Humanities, Social Sciences and Citizenship qualifications and curricula. The programme has already been taken up by schools in India, Singapore, Pakistan, Palestinian Territories, Thailand, Indonesia, Lebanon, the US, UK and Canada, who have recognised the programme's potential to improve young people's religious literacy. Young people involved in the pilot are already reporting how their understanding of the role of faith in today's world has increased by learning from those of differing social, cultural and religious perspectives. Question:Why did Jesus instruct us to pray lead us not into temptation when God states that He does not tempt us?

Answer: We know from James 1:13 that God does not tempt us to sin. If He did, He would be acting contrary to His holy nature, against His desire for us to be holy as He is holy (1 Peter 1:16), and against all other commandments in Scripture that tell us to avoid sin and flee temptation. In the Lord’s Prayer (Matthew 6:9-13), Jesus included asking the Lord not to lead us into temptation as one of the things we are to pray for regularly, along with forgiveness of sins, daily provisions, and seeking God’s glory and kingdom. From this list, we can see that avoiding temptation should be one of the primary concerns of the Christian life.The idea of God leading His people is a main theme of Scripture. The Psalms especially are filled with pleas for God to lead us in His ways (Psalm 5:8; 27:11), by His truth and righteousness and in the way everlasting (Psalm 139:24). Along with leading us to good things, it is understood that we are asking God to lead us away from evil. This petition reflects the believer’s desire to avoid the dangers of sin altogether. This phrase, then, must be understood in the sense of permitting.Do not allow us, or permit us, to be tempted to sin. In this it is implied that God has such control over the tempter as to save us from his power if we call upon him.

There is another sense in which we are to plead with God not to lead us into temptation. The word temptation can also refer to trials. We know from 1 Corinthians 10:13 that God will not test us beyond our ability to bear and will always provide a way out. But He sometimes subjects us to trials that may expose us to Satan’s assaults for His own purposes, as in the case of Job and Peter (Luke 22:31-32). If this is the meaning here, as it may be, then the meaning of the prayer is, Do not afflict or try us.It is not wrong to pray that we may be delivered from trials and suffering, as long as we submit ourselves to the will of God, no matter what it is. The believer can rightly ask to be delivered from this type of testing as well as asking for the strength to endure it if it does come.In both senses, whether asking for God to lead us away from sin or from difficult trials, the goal is found in the second part of verse 13: deliver us from evil. A petition similar to this is offered by David, Psalm 141:4: Incline not my heart to any evil thing, to practice wicked works with the workers of iniquity.In all things, God is our deliverer and we are to pray to Him as such.

Revolutionary Guards commander Mohsein Rezai was the only one of the three losing presidential candidates to be present at the mass-attended Friday sermon at the main mosque in Tehran. The street rallies, Khamenei charged, were used as the cover for Western armed terrorist groups who attacked Bassij militiamen and Tehran University of Tehran students. He said the street riots are the wrong way and must stop, or else their leader would be held responsible for the consequences.Without trust, the voters would not have turned out in such numbers, said Khamenei. He asked rhetorically: How can voting be rigged when there is a difference of 11 million votes [between the candidates]? and won loud cheers. He criticized the mutually vituperative campaigns of winner Mahmoud Ahmadinejad and loser Mir Hossein Mousavi and attacked the allegations of corruption against Rafsanjani and his family. But he said he and the president were close on foreign policy. This was an expression of support for Ahmadinejad's approach to the US.

Thank you for your letter of 22 April to Baroness Taylor regards European Security and Defence Policy (ESDP).The Minister has asked me to reply.I must reiterate again Baroness Taylor’s response in the House of Lords on 3rd February that there is no EU Rapid Reaction Force. However, the UK continues to support the Helsinki Headline Goal that all EU member states agreed to in 1999, which calls for EU member states to be able to: deploy within 60 days and sustain for at least one year military forces of up to 50,000 to 60,000persons capable of the full range of Petersberg tasks.This represents an overarching target for member states’ collective level of capability, from which the EU’s capability development framework takes its lead.It does not imply the creation of a standing EU force of any kind. Any commitment to an EU-led operation is voluntary and is a decision for national Governments to make on a case by case basis.You refer to the EU Status of Forces Agreement (EU SOFA), which was signed by the UK on 17th November 2003 and will come into force when it has been ratified by all EU Member States.The necessary Statutory Orders to bring UK legislation into line with the EU SOFA’s provisions were made in April 2009 after affirmative resolution was received from both Houses following parliamentary debate in January.The EU SOFA will establish the status of foreign military and civilian personnel participating in ESDP activities.It will allow members of the armed forces of other EU Member States to be deployed on UK soil in support of the command of EU operations, as is already the case for NATO operations.It will also enable UK armed Forces when on exercise in EU Member States to enjoy the general immunities and privileges applying to domestic armed forces, with reciprocal arrangements for armed forces from those countries engaged in such exercises in the UK. One should note that the EU engages only headquarters level planning exercises and, unlike NATO, does not conduct field level military exercises.The status, privileges and immunities conferred on EU military and civilian personnel by the EU SOFA (such as the right to wear uniform or drive using licences issued by their own country) are no greater than those required under the NATO and NATO Partnership for Peace SOFAs which the UK is already a party to.The NATO SOFA effectively has primacy as the EU SOFA only comes into force once it has been ratified by all the EU Member states and only applies in so far as the status of their forces is not regulated by the NATO or NATO Partnership for Peace SOFA.

You refer to the Lisbon Treaty’s references to the progressive framing of a common Union defence policy.The Treaty is absolutely clear that it is for each Member State to decide whether to participate in a common defence.As the February 2008 House of Lords European Union Committee report into the Lisbon Treaty states,a unanimous European Council decision will be necessary before the EU moves to establish a common defence.Any such decision will have to be adopted by the Member states in accordance with their constitutional requirements’…as is already the case under the present Treaties,Hence there is a double lock in which Heads of Government would first have to decide with unanimity that this is what they wanted, and then each country would have to decide this through its own constitutional arrangements.There is no question now or in the future of the EU forcing British troops to be deployed against our wishes.Ministers made clear to Parliament during detailed debate that the Lisbon Treaty does not change the voluntary nature of European Defence cooperation.The Lords EU Committee recognised this in their detailed report on the Lisbon Treaty, which concluded on defence: The evidence is that the Lisbon Treaty has preserved the independence of the UK’s foreign and defence policy…In particular, the principle of unanimity and the search for consensus in decision-making will continue to apply to the Common Foreign and Security Policy.Unanimity amongst the 27 EU Member States in the Council is required for the EU to undertake a particular operation, so the UK will always have a veto.Moreover, all decisions regarding whether particular member states wish to participate in an agreed ESDP operation,whether by providing troops or other assets, are for those member states to take by themselves.Each Member State then offers military of civilian assets on a voluntary basis, with the costs of their deployment falling where they lie with the contributing Member States.

For example, in November 2008, the 27 EU Foreign Ministers unanimously authorised the launch of the Operation ATLANTA naval force to counter piracy off the coast of Somalia.This naval force is made up of individual contributions by EU Member states and is commanded by a British Rear Admiral from the Multinational Operational Headquarters at Northwood.The occasional contribution of the Royal Navy warships to the operation has been on a strictly voluntary basis and is considered carefully against our other national and multinational commitments.Operation ATLANTA is playing a valuable role in escorting World Food Program shipping and helping deter piracy. Its contribution to improving maritime security in the region directly supports our own UK foreign policy interests and has been welcomed internationally, including the United States.The Solidarity Clause reflects Member states desire to offer each other support in dealing with disasters on their territory.Including terrorist attacks. Any support would only be in response to a specific request by an affected Member State. Member States would co-ordinate such assistance among themselves in Council.It does not commit the UK to providing any specific type of assistance – this will be decided at the time and by co-ordination amongst Member States in Council.The use of military assets under the Solidarity Clause would only be as the result of an individual Member States making available such assets on a voluntary basis and in the light of other commitments at the time.I hope this letter helps to explain some of the Government’s policy positions in this area.Yours sincerely.Written (signature, which I cannot make out). Dear Lady Taylor,

I thank you for the letter dated 17th March,written on your behalf by Mr Jamie Brockbank (NATO and Europe Policy) regarding my query re the European Rapid Reaction Force (ERRF) in which he reiterates your response that there is no European Rapid Reaction Force which leaves me very much mistaken, yet wondering where the initials ERRF come from and why questions are still being asked about the European Rapid Reaction Force in the House of Lords? Sadly no mention was made of the UK AGREEMENT/Treaty or the EU’s binding EU Directive in the Official Journal of Journal of the European Union C 321/6. 31/12 2003 with signature of the people that have signed it on behalf of the Nation States.

I noticed that the date at the beginning of the Agreement, was 2003, and when printed, 2009. Noted also was that the contents of the Agreement became active when all had signed it, yet no mention of it has been in the Press.Here is the first paragraph that meets the onlooker,Agreement between the Member States of the European Union concerning the status of military and civilian staff seconded to the institutions of the European Union, of the headquarters and forces which may be made available to the European Union in the context of the preparation and execution of tasks referred to in Article 17(2) of the Treaty on European Union, including exercises, and of the military and civilian staff of the Member States put at the disposal of the European Union to act in this context (EU SOFA) Brussels, 17 November 2003.Which had been presented to Parliament by the Secretary of State for Foreign and Commonwealth Affairs by Command of Her Majesty, March 2009.

Here are a couple of paragraphs from Article 17 from the Treaty on European Union mentioned in the paragraph (Consolidated version Article 42). for your ease,

1.The common security and defence policy shall be an integral part of the common foreign and security policy. It shall provide the Union with an operational capacity drawing on civilian and military assets. The Union may use them on missions outside the Union for peace-keeping, conflict prevention and strengthening international security in accordance with the principles of the United Nations Charter. The performance of these tasks shall be undertaken using capabilities provided by the Member States.

2.The common security and defence policy shall include the progressive framing of a common Union defence policy. This will lead to a common defence, when the European Council, acting unanimously, so decides. It shall in that case recommend to the Member States the adoption of such a decision in accordance with their respective constitutional requirements.

3.Member States shall make civilian and military capabilities available to the Union for the implementation of the common security and defence policy, to contribute to the objectives defined by the Council. Member States shall undertake progressively to improve their military capabilities.

THIS may explain why our Government has altered over the years our forces and equipment to fit in with the European Union’s needs, which is not in the interests of our Country or in the safety of our British Forces or our National Security. Our Government says and makes sure we know that it is they that will decide whether they will cooperate and it is their national decision that will decide whether to take part, but can they now after implementation of this EU Directive? Or the full contents of the Treaty ratified at Maastricht? Even without the Treaty of Lisbon? Who stands the cost of the secondment? Article 188R.The Solidarity Clause. A new article in Lisbon which introduces a new and wide-ranging solidarity clause which compels the Member states to act together in the event of a natural disaster or a terrorist attack, which we, as an independent and once sovereign Nation have always done-though by asking any sovereign state first if they would like assistance.

This Agreement document regarding our forces appears not to be the same as regards our involvement with NATO, where some members have not taken part in all conflicts. Article 13 provides for members to leave.All NATO members retain their sovereignty and autonomy in defence matters.The Solidarity clause in the previous paragraph and article 17 from the Maastricht Treaty (Treaty on Union=signed and ratified by the Conservatives) make clear the commitment made by the Nation States.Mr Brockbank implies that We cannot deal alone with the threats that we face, which include terrorism, proliferation of weapons of mass destruction etc.We faced a full scale war on our own for quite some time before the Americans came to our aid in World War II and it must also be remembered that Terrorists were also very active then.Many people died and cities destroyed in that war in the same way we played a part in destroying Iraq and I assure you there is very little difference in knowing you are going to die through a siren warning or dying without a warning.The final result is death.Death of innocent babies, children and adults that probably had much still to give and to live for.There are many very grave Constitutional matters involved in these AGREEMENTS, especially if foreign forces, complete with arms are allowed in this Country? Even a British standing Army has to have permission from Parliament, via the Royal Prerogative before this can take place.We have recently witnessed the problems caused in protest marches where people were hurt.Can you imagine the problems that will arise should foreign forces, fully armed are allowed here on British soil, when the indigenous people have been denied their RIGHTS under their own constitution (Declaration and Bill of Rights 1688/9) How many may die then?

We were shown footage of the signing of Lisbon, why haven’t the people been told about the contents of the AGREEMENT? No mention either that the EU Battlegroup Concept (EUBGC) subsequently has been complemented by the Maritime Rapid Response Concept (MarRRC) and the Air Rapid Response Concept (AirRRC) (Ref.H). Together these three subordinate concepts have generated a range of requirements and principles that have informed this review of the EU Military Rapid Response Concept (MRRC).The requirement for a Land Rapid Response Concept has yet to be defined. (Taken from the Council of the European Union subject EU Military Rapid Response Concept.Dated 23rd January 2009).Who pays for these secondments I wonder? I only mention these in passing because I dare say you know all about them.The people have been told there was no need of a referendum yet the constitutional implications regarding the implementation of the Treaty of Lisbon are enormous. The Treaty of Lisbon should be withdrawn and put to the people in a referendum even now, before all 27 States have ratified it.There may be no EU STANDING Army but there are many, many EU directives and instructions that refer/apply to this no STANDING army, many are the photographs of all three would be forces including aircraft and navel vessels.There may be no EU STANDING Navy but the EU Navy has already set sail and is on duty re Somalia for twelve months.Here in the United Kingdom, the signing of Treaties and the sending British Troops or Navy into battle or a war zone is implemented by the Prime Minister of the day by use of the Royal Prerogative on behalf of the Crown. At no time can this Royal Prerogative be transferred to foreigners to use. 16 Jun. 2009 Conference in Rome discusses the resurgency of Sea Piracy

On 16 June 2009 in Rome, the Istituto Affari Internazionali and the International Institution of Humanitarian Law organized a one day conference entitled Addressing the Resurgency of Sea Piracy: Legal, Political and Security Aspects. More than 20 speakers – including academics, diplomats, military and business representatives – discussed the phenomenon of sea piracy in order to increase knowledge, exchange information and encourage cooperation among international institutions, military and civilian experts and private actors engaged in the fight against piracy.The seminar focused on the legal, political and security aspects affecting the resurgence of maritime piracy. Issues related to the applicability of international rules on high seas and territorial waters as well as the need to formulate appropriate political actions in order to combat maritime piracy were addressed. Security aspects of piracy attacks were also discussed, such as the use of adequate force for self defence by armed crews on board of private ships.Speakers included NATO Deputy Secretary General Ambassador Claudio Bisogniero; Under Secretary of State at the Italian Ministry of Foreign Affairs, Vincenzo Scotti and the Minister of Defence of Somalia, Mohamed Abdi Mohamed Gandhi.The conference was sponsored by NATO’s Public Diplomacy Division, the European Commission and the Italian Ministry of Foreign Affairs.

12 Jun. 2009 NATO Allies agree on key ISAF issues

Following two days of formal meetings and working sessions at NATO Headquarters in Brussels, Allied Defence Ministers approved three separate initiatives; to enhance training for Afghan National Security Forces; to improve command and control structure for ISAF; and to deploy NATO AWACs to assist with air traffic control in Afghanistan. Ministers were briefed on progress being made with respect to election support forces and the positive response by Nations and Partners to contribute the forces required for the Presidential and Provincial Council elections in August. The additional forces comprise approximately 8 battalions plus enablers, numbering around 10,000. The security plan being developed under the guidance of the Afghan Independent Electoral Commission, envisions the ANP and ANA providing the first two tiers of security, with ISAF providing third tier support. ISAF commanders are confident that they have sufficient forces to contribute effectively to a secure environment to enable free and fair elections throughout the country.Ministers agreed that important progress has been made in the implementation of NATO’s security priorities for 2009 in Afghanistan. However, much more effort is needed in the training of the Afghan National Police, which Ministers noted as essential to ensure the long-term security for the Afghan people. Developing the capacity of both the Afghan National Army (ANA) and the Afghan National Police (ANP) remains fundamental to ISAF’s strategy for success. Ministers agreed to the establishment of a NATO Training Mission – Afghanistan (NTM-A), in line with the decisions by Heads of State and Government during the Strasbourg-Kehl Summit, last April. This decision will initiate a series of tasks to expand the role of NATO regarding the development of the Afghan National Security Forces (ANSF).

NTM-A is designed to capitalize on existing training structures and synergies within ISAF and the US led Combined Security Transition Command (CSTC-A), as well as other international training efforts. As such, the Commander of NTM-A and CSTC-A will be double-hatted. NTM-A will coordinate closely with the International Police Coordination Board to ensure unity of effort through enhanced coordination. In addition, Ministers agreed to expand the ANA Equipment Support Program to include donations for the ANP, who continue to lag behind the ANA in terms of development.In recognition of the changing scope and scale of the responsibilities at ISAF HQ, Defence Ministers agreed in principle to the establishment of an intermediate 3 star ISAF Headquarters, responsible to Commander ISAF (COMISAF). This will allow COMISAF to focus on operational issues, such as training and development, and the coordination between the Afghans and the International Community in Afghanistan, leaving the intermediate command to take responsibility for operations.Defence Ministers also decided to deploy NATO AWACs to assist with air traffic control in Afghanistan in recognition of the significant increase in both civilian and military aircraft over Afghanistan and the lack of a ground-based radar network to manage this. This interim plan allows for the immediate deployment of 3 or 4 aircraft who will carry out this task from the air. The Supreme Allied Commander for Europe (SACEUR), General John Craddock, updated Ministers on ISAF’s enhanced counter-narcotics efforts, highlighting the significant progress made this year and outlining further methods for continued success in this effort. SACEUR stated that progress against the narco traffickers was significant, highlighting that 43 drug labs had been destroyed, 34 tons of opium, 7 tons of hashish and 58 tons of chemicals had been seized and a number of drug runners captured.

Good morning and may I offer a warm welcome to you all and to Kai Eide in Kabul. We cannot see him yet but I know he can hear us.We are meeting at a time when our joint effort in Afghanistan faces real challenges. Elections will be held throughout the country, which we will need to support.Enemies of Afghanistan are killing civilians, burning schools and attacking soldiers and police officers. And development is not taking root as fast as we would like or as we would hope.We have our eyes fully open to these challenges. Meeting them will not be easy. But working together with the Afghan government, and a special welcome to Minister Wardak, UNAMA, the EU, and other international partners, we have made progress on security and institution building over the past months.This summer’s Presidential and provincial council elections will be the first to be led and organized by our Afghan colleagues themselves. That as such is a positive sign.The numbers of international personnel and resources, both military and civilian, devoted to supporting Afghanistan are rising. And we are planning and coordinating more effectively with our key partners on the ground, through our Comprehensive Approach.But our efforts are in a supporting role. The lead actors must be the Afghan people. And we can see them already taking a greater role – even, at times take centre stage:The Afghan Army now leads over half of all military operations country-wide.

We will today discuss how best to support and help sustain the required forces, starting with our NATO Training Mission in Afghanistan. I particularly look forward to the views of Afghan Defence Minister Wardak.Our support will also now include a real effort to support the police. The Afghan National Police continues to lag behind the ANA in effectiveness, but it is also steadily improving its capabilities. Efforts to reform the Ministry of the Interior, as well as the upper ranks of the police, have been taken forward energetically by the Afghan authorities and are making a real difference on the ground.The fact that the police are tragically sustaining two thirds of the total casualties incurred by all security forces, including ISAF’s, shows the commitment and the importance of the police. It also underscores the urgent need to provide them better training, infrastructure and equipment, which we will be discussing in detail today.

JAMES APPATHURAI (NATO Spokesperson): Hello. I don’t need to make a formal introduction since basically I know you all very well. Let me just update you on last night and then this morning and the rest of the meeting.Last night, they discussed a few issues. There was an extensive discussion on budgets and priorities that has flowed, of course, or been stimulated by, let me put it that way, the current pressure on financial budgets. Minister Eimert van Middelkoop of The Netherlands has circulated a letter to colleagues in essence saying we need to look at our priorities. Where can we move resources, where can we make efficiencies? There was an extensive discussion about that last night because of course there is a shared interest, all 28, in ensuring that taxpayers’ money is being spent in the most appropriate way and that we preserve the money we need for the operational priorities that we have and also investments in capabilities; and therefore, to look carefully, as I said, a) at priorities, but b) at infrastructure and see where we might make savings.There were no decisions taken. That was not the idea. It was to stimulate a discussion, but one of the threads that ran through that discussion was to ensure that this was done in a way that is coherent with the strategic concept process that has just been decided. Put more simply, the strategic concept will be a process whereby priorities for NATO will be set in a political sense and it is very important to ensure that any resource changes meet or flow from priority setting and not the other way around. I think that was something that all ministers agreed on.

Second, again while no decision was taken last night but may well be taken today, it seems as if we are going in the direction of a decision by NATO ministers to use the Standing NATO Maritime Group 2 immediately after the current SNMG deployment for a follow-on piracy mission. Again, this decision should be taken today, but that is the direction in which it seems to be going.Third, and you saw Minister Morin’s public comments. We seem to be going in the direction of – again, this will be agreed and decided today – a decision to deploy Airborne Warning and Control Aircraft for operations over Afghanistan to provide air traffic control as part of the overall package that Defence Ministers should agree today with regard to Afghanistan, including on election support forces, including on the command structure, including on the training mission for Afghanistan.And let me come back to the command structure. There was an exchange of views last night on the command structure, Secretary Gates providing more detail on what the U.S. envisions. And I think it is safe to say that barring any surprises, there is an agreement in principle to this new command structure, but the details will have to be now worked out and consulted amongst Allies exactly how it will be implemented. But the general outlines I would say have been agreed in principle now based on last night’s discussion.Today, they are discussing right now transformation. What does that mean in essence? Two priorities for this morning. One is headquarters reform. There are a number of proposals put on the table by the Secretary General to in essence make for greater synergies between the military and civilian side of the house, greater freedom for the Secretary General to move resources and personnel, this kind of thing. Inside baseball for us but relevant again in the context of efficiency, the discussion that was had last night.

The second issue will be the NATO Response Force. What structure should it have? What missions should it be used for? This is a continuing discussion. They’re discussing it now. And I hope that they will... Well, we’ll see what they conclude.Then we will have the unveiling of the monument to those who have lost their lives in NATO operations. It’s outside. It’s right in the front. The cour d’honneur, as we call it. This was, as I mentioned yesterday, or as Secretary General mentioned, the Danish government has proposed this. And so there’ll be a ceremony for that.And then there will be an ISAF meeting and that will be all 42 contributing nations. Minister Wardak will be there. Kai Edie will brief and participate virtually by videoconference and they will discuss what you would expect, that is election support, increased contributions. The command and control structure may well come up again. The comprehensive approach, that is pairing and improving the synergy between the civilian and military sides, and I’m quite sure that civilian casualties will be raised as well in the context of a) what we have done to try to reduce them, and b) what more we can do.I think that’s pretty much it and I’m happy to take any questions you might have. Please?

Q: A couple of questions. First of all, can you give us any details of what this command structure might look like? Second, there was supposed to be a discussion on capabilities. I mean, you mentioned NRF. What other capabilities are being discussed, and is that today or did that already take place? And then just a technical question. Is this morning’s meeting a NACD because... I mean, the NACD was created because the French were not in the military structure. Is it only because the French were not in the NPG or why does the NACD still, does that format still exist?

JAMES APPATHURAI: The DPC, you mean? NACD just means NAC in Defence Ministers format. There was a DPC yesterday to discuss defence planning issues specifically, and reform of the defence, of the command structure, or sorry, the defence planning structure.

Q: (Off microphone).

JAMES APPATHURAI: And out the door. The DPC still exists. It includes the French now, but because it focuses specifically on defence planning, but it can take decisions just like the NAC in the NAC’s other format. But it has a specific focus on defence planning. But today is just a normal NAC meeting, but we say NACD because it’s NAC in Defence Ministers’ format. So that’s what the acronym means.

Command structure, the major change to the command structure, if and when is is formally put in place, it seems that it will be, will be... well, it will be twofold. One is of course that a three-star intermediate headquarters will be created. The intention is for it to be commanded initially by General Rodriguez but staffed according to NATO procedures. In other words, with international billets laid out according to the normal NATO process. And it will have oversight over tactical operations throughout Afghanistan.

There will also be, as you know, the creation of a NATO Training Mission Afghanistan, which will have its own command, double hatted, dual hatted with CSTC-A, the Coalition training command. And it will have oversight over training activities in Afghanistan. This will free up Commander ISAF, the four-star billet, to do the strategic political military activity that is now required in the context of having more forces on the ground, more commands, subordinate commands under him to do more things and a greater requirement for engagement with other actors. The Afghans, first of all, other actors in the country, UNAMA and others, and also in a regional context, engagement with the Pakistanis, for example, in the Tripartite Commission.

So this is to give the Commander, the overall commander the time and the space to do all the things that he needs to do in a coherent way and still have someone focused minute to minute on tactical operations.

As to capabilities, the principal focus of the discussion this morning, that’s the Secretary General’s intent, was a NATO response force. There has been an exchange of views on AGS as well, as a number of countries are looking to sign up. We haven’t yet reached the critical mass where we can say it’s done but we’re very close now. But I don’t expect that to be done today.

JAMES APPATHURAI: Yes, General Formica will be head of the training.

Q: (Off microphone).

JAMES APPATHURAI: Well, he is now, so I presume that that would be the case. I can’t say how long he’ll be in theatre but he’s relatively new there and he’s, I have to say, extremely good and well respected. You met him, yes.

Q: Just on piracy, SNMG 2, what is its current composition? How many ships and from where? And when will it reach the seas off Somalia? Will it be the same day as the current fleet leaves? Will there be a gap?

JAMES APPATHURAI: Yes, I checked. There are currently one, two, three, four, five, currently six countries in SNMG 2. I will not name them but I'm sure you will find them. I don’t know how many of them will, if all of them will participate. As you know, Germany, there’s no secret, when it deployed last time, took a ship and had it assigned to Atalanta while it was in theatre. So I don’t want to now say exactly who will be in and who will be out. I might add that at least one country that is not in SNMG2 yesterday said they would send a frigate and a maritime patrol aircraft also to contribute to it.

So it is impossible now I think to say which ships will be there or how many. That now needs to be done once the formal decision is taken. It has not yet been taken today, but that seems to be the direction in which we’re going.

The formal wording is immediately following the current SNMG deployment, but that does not mean that there might not be a short gap. The intention is to do it as quickly as possible.

Q: (Off microphone).

JAMES APPATHURAI: I just asked the military authorities. They don’t know. And of course you don’t get ships there like that. And we’re not talking about a very long time between now and the end of the current deployment, but there are many ways to skin a cat. So let’s see what they manage to do.

Q: Do we have a rough idea of for how long this new group would be...?

JAMES APPATHURAI: No, not yet.

Q: Because, I mean, the thing is are we going to be deployed for a long term period or like the Americans, are we just going to have two ships for two weeks?

JAMES APPATHURAI: No, no, this is intended to be a significant deployment. No one’s talking about weeks. I'm quite sure we’re talking about months, but the period has not been defined as far as I’m aware.

Q: The (inaudible) operations will be expanded from...?

JAMES APPATHURAI: Again, not yet defined.

Q: Okay.

JAMES APPATHURAI: Not yet defined. As I said, the decision itself has not even been taken.

Q: But NATO’s been talking about a long-term deployment.

JAMES APPATHURAI: Yes.

Q: This is the long-term deployment or is this a stop-gap measure before you can decide on the long-term deployment?

JAMES APPATHURAI: Well, this is a continuing deployment, but there will also be work continuing on all of the elements of a long-term deployment and that includes the legal aspects which will continue to be discussed even as SNMG is deployed.

Q: Yes, because some of the elements seem to be a little bit missing, at least for me, and Ocean Shield’s July 1.

JAMES APPATHURAI: Yes.

Q: This is Ocean Shield? This is the beginning of that...?

JAMES APPATHURAI: This is Ocean Shield.

Q: And that is the long term which would then...?

JAMES APPATHURAI: Well, it’s part of a long term.

Q: Yes.

JAMES APPATHURAI: Let’s put it that way.

Q: Okay, the British...

JAMES APPATHURAI: SNMGs will not deploy indefinitely. So there will be a defined period for that SNMG. I don’t know what that is. But even as they work, as that deployment takes place, work will continue within NATO on a long-term role.

Q: Okay.

Q: (Off microphone) the name Ocean Shield?

JAMES APPATHURAI: Ocean Shield applies.

Q: Is it for the Maritime or will it be for the longer term operation or would we keep that same name for later on?

JAMES APPATHURAI: Let’s just put it this way. It will apply to this deployment and I don’t know whether it will apply to anything that comes after.

Q: Just to follow up, we had the British Minister at the doorstep who said they’ve...

JAMES APPATHURAI: The doorstep? What doorstep?

Q: They’ve kindly offered to put it up, to stand it up. Does that imply then Britain’s taking the lead and that might be a long-term thing or where does that… How does that…?

JAMES APPATHURAI: That I don’t know. The UK is part of SNMG2. That’s clearly no secret. But whether or not they’ve... I didn’t read this comment and I don’t know what the command arrangements are. Sorry. As I say, the formal decision has not yet even been taken. It’s going in that direction.

Q: On strategic air lift, was the A400M discussed?

JAMES APPATHURAI: At no point.

Q: It wasn’t in the meeting itself, so it would have been on the fringes, I suppose.

JAMES APPATHURAI: No.

Congress and the IMF's Power Grab ,There are better ways to promote international economic By JUDY SHELTON JUNE 17,09

A sad spectacle played out in Washington this week as House Democrats pushed through a $106 billion supplemental appropriations bill to fund our troops in Iraq and Afghanistan that also provides a whopping $108 billion in expanded credit to the International Monetary Fund (IMF). The bill, which will soon be voted on in the Senate, also permits the IMF to sell $13 billion in gold for the chief purpose of establishing a permanent endowment for itself.The Obama administration went to great lengths to get the IMF its billions. Last week, congressional leaders received a letter that made a firm connection between global economics and global security.We know from the 1930s that a protracted global economic slump can foster undesirable and unforeseeable reactions to hardship and adversity, it stated.Financial hardship and poverty breed desperation, which helps terrorist networks to attract new recruits with messages of hate, violence and intolerance.The letter then urged Republicans and Democrats to support the president's request for IMF funding.We believe that the current instability poses a significant risk to the long-term prosperity and security of the United States.It was signed by Secretary of State Hillary Clinton, National Security Adviser James Jones, and, most notably, Secretary of Defense Robert Gates.

Whoa! Clearly the implication was that a vote against the IMF funds would be a vote against national security. But does such a claim make sense? To answer that we must first seriously consider: 1) the impact of international financial instability on global security, and 2) whether the IMF is a force for good in establishing a stable financial foundation for economic prosperity.The era of the 1930s is invoked often these days, usually to compare today's economic recession with the Great Depression years triggered by the U.S. stock market crash on Oct. 29, 1929. The international impact was exacerbated as countries grew protectionist and turned inward, erecting tariff barriers against imported goods and engaging in competitive currency devaluations. Monetary nationalism and the breakdown of international trade worsened the downward global economic spiral, paving the way for Adolf Hitler to come to power in hard-hit Germany and leading to World War II.Certainly, it was recognition of the damaging economic impact of currency chaos and its worrisome political implications that drove U.S. Treasury Secretary Henry Morgenthau to ask his deputy, Harry Dexter White, to begin devising a plan for coordinated monetary arrangements among the U.S. and its allies. It was Dec. 14, 1941, one week after the attack on Pearl Harbor. The goal was to lay the groundwork for a more hopeful future for the Allied nations. Instead of returning to the beggar-thy-neighbor policies of the 1930s, they could look forward to a stable postwar international monetary system that would provide a foundation on which to rebuild their economies and attain new levels of prosperity.

Ultimately, the plan was developed into the Bretton Woods agreement of 1944 -- which established the IMF to operate a gold-exchange standard. White had decided early on that maintaining stable exchange rates was a separate task from providing cheap loans to Allied countries. A different organization -- the International Bank for Reconstruction and Development (later called the World Bank) -- was designated to perform that function.The IMF carried out its exchange-rate duties for the next quarter century, permitting foreign central banks to redeem excess dollars at the fixed conversion rate of $35 per ounce of gold. The period from 1947 to 1967, known as the Bretton Woods era,marked the emergence of a new world economic order based on solid money and increasingly free competition in the international marketplace.The system came under pressure in the late 1960s as the U.S. began to inflate its money supply to accommodate growing fiscal strains. A liberal agenda of increased spending for social programs coincided with an escalation of the Vietnam War. The U.S government borrowed money to pay for it all, forcing other nations to absorb some of the inflationary impact through their own fixed-exchange rates with the dollar.The Bretton Woods system ended on Aug. 15, 1971, when President Richard Nixon closed the gold window -- i.e., denied the convertibility privilege and thus delinked the dollar from gold. Since then, in the absence of a monetary anchor, exchange rates have been left to float.Today, the dollar's residual role as key global reserve currency reflects the waning credibility of the U.S. government in carrying out responsible fiscal and monetary policies. Which is why China, Russia, Brazil and other developing nations are now calling for a new global reserve currency to provide an alternative to the dollar. And why the IMF funding provision in the current wartime supplemental bill needs to be closely examined.

Officials concerned about global security are right to recognize that financial instability breeds discontent and fosters social resentment that can challenge ruling interests and topple whole regimes. The question is whether short-term fixes -- in the form of emergency loans to a flailing government, the sort of assistance the IMF is prepared to offer -- provide a solid foundation for economic growth.Just as overdone fiscal stimulus undermines confidence in future prosperity due to its inflationary consequences, it makes no sense to throw money at struggling nations without providing the hope of a more permanent solution that will enable them to meaningfully participate in the global marketplace. Money meltdown occurs when governments face overwhelming gaps between revenues and expenditures; foreign investors abandon the currencies as they race to the exits, leaving bereft citizens with worthless paper.Putting out financial fires has become the specialty of the IMF, and the temporary respite offered through emergency loans may mitigate immediate damage to certain vulnerable countries, especially those exposed to contagion from neighbors. But the IMF is not capable of fulfilling its original mandate to oversee a stable international monetary system because there is no international monetary system. And the IMF's desire to sell gold to obtain windfall profits to fund its own permanent endowment was never envisioned under the Bretton Woods Articles of Agreement.That agreement offered the countries fighting World War II the prospect of a more stable world. IMF says world economy is getting better -- or not

The deputy head of the International Monetary Fund says that his agency may revise expectations for 2010 world gross domestic product growth upward soon. But to some extent, he decided to hedge his comments and speak from both sides of his mouth. In addition to his optimistic comments, he said,While the latest data point to a slowing of the global contraction, there is still great uncertainty regarding the timing and pace of economic recovery,according to Reuters. The IMF public statements about the economy are now the standard way of analyzing the next year. Things are getting better, unless they are not. The head of the Federal Reserve, the Treasury, and the World Bank say the same. There will be a recovery by the end of 2009, maybe. If unemployment stays high and oil prices go up, then maybe not. If the Chinese and American stimulus packages produce disappointing results, then maybe not. If consumers save and don't spend, then growth will remain elusive. It has become very hard for the press and the average man on the street to garner much of anything about the future of the world economy and credit markets when experts are usually not willing to take a stand. Very few people high up in government or at global financial agencies will do anything but dissemble. Yen Declines as Rising Stocks Sap Demand for Currency as Haven

June 19 (Bloomberg) -- The yen declined as rising stocks spurred investors to seek returns in higher-yielding assets, reducing demand for the Japanese currency as a haven.The yen fell the most against the Australian dollar and South African rand and pared its first weekly advance against the euro in more than a month, after European Union leaders said they saw the first signs of a sustainable economic recovery and ruled out further pump-priming measures to halt the worst slump since World War II. The British pound snapped two days of declines versus the dollar after Bank of England Governor Mervyn King said the U.K. recession may be easing. The broader picture is turning more positive and risk appetite is returning, said Ian Stannard, a foreign-exchange strategist in London at BNP Paribas SA. This is providing support for the pro-cyclical currencies such as the Australian dollar, while the yen is coming under pressure.The yen dropped 1.3 percent to 78.05 per Australian dollar, 1.2 percent to 11.96 per rand as of 6:13 a.m. in New York. Against the dollar, it fell 0.5percent to 96.96 yen. The euro strengthened 0.8 percent to 135.08 yen, paring its weekly decline to 2.1 percent. Increased risk appetite drove stocks higher, with the Dow Jones Stoxx 600 Index of European shares advancing 1.3 percent. The MSCI World Index rose 0.4 percent. Standard & Poor’s 500 Index futures expiring in September added 0.6 percent.The looming end of the recession makes additional stimulus unnecessary and it’s time to start hatching an exit strategy,European leaders said in a draft statement at today’s summit in Brussels.

Rising Economic Index

The yen fell for a third day against the euro after the Federal Reserve Bank of Philadelphia said yesterday its general economic index climbed to minus 2.2 from minus 22.6 in May. The Conference Board’s index of U.S. leading economic indicators rose more than forecast in May for the second month. The World Bank yesterday raised its growth forecast for China this year, saying the economy will expand 7.2 percent in 2009 from a year earlier, up from a 6.5 percent forecast in March. Japan’s central bank this week raised its assessment of the economy for a second month after industrial production advanced at the fastest pace in 56 years. The yen still headed for weekly gains versus the dollar and the euro after U.S. reports earlier this week showed confidence among homebuilders fell unexpectedly and industrial production dropped for a seventh month, raising concerns any recovery by the world’s largest economy will take time.

Jobless Rate

The U.S. jobless rate will climb to 10 percent from its current 25-year high of 9.4 percent even as the engines of recovery have begun to turn, President Barack Obama said in an interview with Bloomberg News this week. Japan’s currency headed for the biggest weekly gain versus the euro since the five days to May 15, and advanced 1.4 percent against the greenback, the biggest jump in five weeks. The return of worries about the economic recovery helped boost the U.S. dollar, Shane Oliver, Sydney-based head of investment strategy at AMP Capital Investors, which manages about $95 billion, wrote in a note today. “The Australian dollar is vulnerable to a further period of correction as investors wait for fundamentals to catch up.The Australian dollar declined 0.9 percent this week to 80.27 U.S. cents, and lost 2.3 percent versus the yen. The pound rallied from near the lowest level since June 9 versus the dollar after King told the Southern Daily Echo newspaper that policy makers are seeing now some signs that the rate at which outlook was falling is beginning to flatten off.

Dollar-Yen

The U.K. currency gained 0.6 percent to $1.6426, from $1.6332 yesterday, when it traded as low as $1.6189. Sterling strengthened 0.5 percent to 84.66 pence per euro.
The dollar rose for a second day against the yen as the British Bankers’ Association said it may allow more institutions to take part in the daily survey that sets the London interbank offered rate, the benchmark for more than $360 trillion of financial products around the world. Banks without a physical presence in London may apply to join the panel of members that contribute to the Libor-setting process, the BBA said in a statement on its Web site today, confirming comments by spokesman Brian Mairs yesterday. The market appears to think that more banks mean a greater chance of higher fixings,Benedikt Germanier, a currency strategist at UBS AG in Stamford, Connecticut, wrote yesterday in a report.The knock-on from the BBA report is good news for the dollar. The simple way to look at it is from a perspective of interest-rate differentials moving in favor of the dollar.

ECB Speakers

The Dollar Index, used by the ICE to track the currency against those of six major trading partners, was little changed at 80.47, after gaining 0.6 percent yesterday. The euro also strengthened on speculation European Central Bank officials speaking today will signal they intend to keep interest rates on hold amid signs the global slump is waning. Dr. Richard Sandor realized that the United States was in need of a carbon market.
It's no secret the world is addicted to oil. People have been using oil for more than 5,000 to 6,000 years, and today, fossil fuels provide 85 percent of the energy in America alone [source: California Energy Commission and The Heritage Foundation]. Generating energy from fossil fuels has a downside -- greenhouse-gas emissions byproducts. Greenhouse gases (GHGs) are considered to be partly responsible for global warming, and international efforts are under way to reduce the emission of six offenders: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons,
perfluorocarbons and sulphur hexafluoride. Under the Kyoto Protocol treaty, a legally binding agreement drafted in 1997 and enacted in 2005, 37 industrialized countries, as well as the European Union pledged to reduce total emissions by an average of 5 p­ercent below their 1990 levels between 2008 and 2012.How are counties reaching these goals? They have two choices. Invest in ways to reduce pollution levels or invest in others' capacity to cut their pollution, a cap and trade system that puts a price on emissions.Cap and trade works basically like this: Countries (as well as companies or individuals) are given an allowance of how much GHG they may emit, known as the cap. Let's say Country A easily reduced its emissions and emitted 10 percent fewer GHGs than its cap permitted. Country B, though, didn't meet its cap. Country A can sell the unused 10 percent of its allowance to Country B and help Country B offset its emission excess -- the trade.

In 2000, economist Dr. Richard Sandor began studying whether a cap and trade system could be applied to U.S. companies and the way they reduce their GHG emissions. He believed the country was ready for a private carbon trading market, even if it didn't back an international treaty like Kyoto. Carbon trading is like selling company shares on the stock market except it's not shares of a company, it's shares of pollution. As it turns out, his brainchild was a hot idea. Sandor founded the Chicago Climate Exchange (CCX), and in 2003, 13 charter members began trading GHG allowances for the six named GHGs. Today, the CCX has roughly 300 multinational members [source: Chicago Climate Exchange].The CCX was the first in the world when it launched, but affiliated exchanges have since opened around the world, including the European Climate Exchange (ECX), Chicago Climate Futures Exchange (CCFE), Montréal Climate Exchange (MCeX) and Tianjin Climate Exchange. They are everywhere. We can’t see them, but little by little they are destroying our way of life. But for the first time ever, they are being caught red-handed. They are greenhouse gases. And today Deutsche Bank unveiled the world’s first real-time carbon counter to measure these microscopic murderers.Deutsche Bank’s 70-foot-tall digital billboard was unveiled today at 33rd Street and 7th Avenue in the heart of New York City. It stands right outside Madison Square Garden and Penn Station, displaying the running total of greenhouse gases in the atmosphere. Kevin Parker, Global Head of Deutsche Bank’s Asset Management division (DeAM) and a member of Deutsche Bank’s Group Executive Committee, switched on the counter at a ceremony this morning.The belief that information acts as a catalyst for action plays the muse for the Carbon Counter’s creation. The number displayed on the scientifically-valid Counter is based on measurements that come from scientists at the Massachusetts Institute of Technology (MIT). The measurements track all long-lived greenhouse gases covered under the Kyoto and Montreal Protocols (24 gases excluding ozone and aerosols).It will be a huge task to bring global emissions under control and my hope is that putting this data in the public view will spur both governments and markets to move us more quickly to a low-carbon economy,said Parker.

The Carbon Counter is a bold new experiment in communicating climate science to the public,said Ronald Prinn, Professor of Atmospheric Science at MIT.With climate change in the news around the world, it is useful to have an up-to-date estimate of a single integrating number expressing the trends in the long-lived greenhouse gases contributing to that change. This number can help convey how fast these greenhouse gases are increasing, and the progress, or lack thereof, in slowing the rate of increase. The number on the Counter is based on global measurements. It shows the total estimated tonnage of these gases expressed as their equivalent amounts of carbon dioxide, with seasonal and other natural cyclical variations removed to more clearly reveal the underlying long term trends driven by human and other activity. It is indeed a number to watch.With carbon in the atmosphere reaching an 800,000 year high, it is indeed a number to watch. The number on the counter shows that the current quantity of long-lived greenhouse gases is 3.64 trillion metric tons. And that number is increasing by approximately 2 billion metric tons per month, a frightening amount.The science shows that unless this trend is addressed now there is a growing likelihood of increased warming and more severe disruptions for economies and societies,said Parker. Scientists tend to agree with Parker. Scientists predict that if this trend continues there is an increasing probability of macro-climatic shifts that will create a self-sustaining cycle of rapid climate change.The process of tracking current carbon levels relies on regular measurement of long-lived greenhouse gas concentration data from equipment operated in dozens of locations around the world by the National Oceanic and Atmospheric Administration and NASA’s Advanced Global Atmospheric Gases Experiment. The total is re-calibrated every month as new data is brought in.Because the goal of the Counter is to raise awareness and decrease carbon emissions, the Counter is carbon neutral. It uses low-risk carbon credits (CERs) to offset its energy use while the digital numbers are generated by 40,960 low-energy light emitting diodes (LEDs). Richard Jerram, a senior economist with Macquarie bank, told investors that the proposal has become practical with the broad penetration of electronic money and credit cards in Japan, reports the Times Online. Bankers claim the scheme will rescue the economy from another deflationary spiral.Ben Bernanke and the Federal Reserve make sure inflation ravages the economy at the behest of the bankers.For more than a decade Japan has implemented quantitative easing — i.e., printing money out of thin air — as a way to fight deflation. Deflation effects the economy because consumers hold back from purchasing decisions, as they wait for cheaper prices. Economists believe that in Japan’s case nominal interest rates of -4 per cent might be required to rescue the economy from deflation.In fact, bankers love inflation and that is why they are inventing schemes to combat deflation. This new law [the Federal Reserve Act] will create inflation whenever the trusts want inflation,warned congressman Charles Lindbergh in 1913 on the eve of the passage of the Federal Reserve Act.The trusts, or the criminal association of bankers, have consistently — and scientifically, as Lindbergh noted — imposed inflation since the Federal Reserve Act breezed through Congress in the dead of the night during Christmas recess in 1913.

The plan is in the realms of economic science fiction,he said.In addition of fine-tuning and tweaking the bankster control of monetary policy, the move toward a cashless society will allow the elite to control the masses to an extent previously only speculated upon in science fiction novels. The cashless society prophesized by our rulers fits right in with the choreographed move toward satellite and cellphone tracking, ubiquitous RFID chips, DARPA and NSA surveillance, the orchestrated end of Posse Comitatus and the federalization of local police and governments now well underway.
