MANILA (Reuters) – Rescue workers pulled out more bodies from a small mountain village buried under mud in the northern Philippines on Saturday, as the death toll from landslides and floods triggered by heavy rains rose to 153, disaster officials said.Relief officials estimated total damage at nearly 2 billion pesos ($43 million), including 1.6 billion pesos in lost crops.Emergency teams, including troops, began clearing major roads in at least 16 northern provinces on the main Luzon island as the skies cleared and floods began to recede, allowing relief workers to gain access to muddied villages and submerged towns.But Baguio City, known as the country's summer capital, in the vegetable-growing mountain province of Benguet 250 km (155 miles) north of the capital, remained totally cut off by boulders and soil loosened by rains brought by Typhoon Parma.I have some bads news today because a total of 153 people have died in floods and landslides in the north, Lieutenant-Colonel Ernesto Torres, spokesman for the national disaster agency, told reporters, adding he expects the number of fatalities to rise because dozens were still missing.Our rescue teams are working round-the-clock to search for more victims as an entire village was buried by soil loosened by heavy rains brought by storm Parma,he said.Parma first hit the Philippines last Saturday and hovered around the northern part of Luzon throughout the week. It has since weakened into a tropical depression and moved out to sea.Torres said Benguet was the hardest hit with more than 130 people killed in landslides, including rescuers trying to pull bodies out of collapsed houses.

HONOLULU – The FBI on Friday released video footage showing waves rushing in and violently tossing cars and trucks in a parking lot as a deadly tsunami struck American Samoa last week.The dramatic video was taken on the morning of Sept. 29 from a stationary security camera at the FBI office in Pago Pago. The video shows about a dozen cars, ranging from an SUV to a Volkswagen Beetle, being thrown around like whitewater rafts.The two-minute clip also shows three people walking in the parking lot shortly before the wave struck. One man runs quickly in the opposite direction less than 30 seconds before the water enters the scene.The FBI said because of its second-floor location at Pago Plaza, the office suffered only minimal damage. No agents were inside at the time. The building is located about 100 yards from the shoreline.The water hit the parking lot at 7:14 a.m. in American Samoa, about 26 minutes after an 8.3-magnitude earthquake shook the South Pacific.The time stamp on the video is in Hawaii Standard Time. Local time in American Samoa is one hour earlier.

At least 183 people were killed in the Sept. 29 tsunami, including 142 in Samoa. An additional 32 people were killed in American Samoa and nine in Tonga.As someone who lives on a Pacific island myself, it really brought home the level of destruction that a tsunami brings along with it,said FBI special agent Thomas Simon Jr. in Honolulu.The video recently arrived at the FBI office in Honolulu, which oversees American Samoa and other U.S. territories in the Pacific. The FBI released it publicly because the bureau felt there was a public interest.

SAN JUAN, Puerto Rico – Rock falls from a spewing volcano stirred up more volcanic ash Friday on the tiny Caribbean island of Montserrat, which lost half its population after a devastating eruption last decade.Dozens of small earthquakes accompanied ash plumes that have billowed up 20,000 feet (6,000 meters) this week, prompting officials to distribute masks to residents, said James White Jr., acting director of the Disaster Management Coordination Agency.A thin layer of volcanic residue now coats several northwestern towns, and ashfall — which can cause respiratory problems and tiny scratches on the eyes — is expected to continue, said Paul Cole, director of the Montserrat Volcano Observatory.Cole said the Soufriere Hills volcano, which stirred to life Sunday for the first time in 10 months, may be creating a new lava dome, a mound of cooled lava that forms at the volcano's opening. It would be at least the fifth time that has occurred since the volcano became active in 1995.There aren't any ways to tell how long it will stay active, but it's been going for 14 years on and off, so my guess is that it will continue doing what it's been doing,Cole said.In 1997, a volcanic eruption killed 19 people and buried much of the island, including its former capital, Plymouth, which is now abandoned. Small earthquake strikes eastern California Fri Oct 9, 1:30 am ET

LONE PINE, Calif. – An earthquake has struck a remote area of eastern California that has been shaken by a sequence of tremors in the past week.The U.S. Geological Survey says the quake with a preliminary magnitude of 4.4 struck at 9:25 p.m. Thursday, six miles south of Keeler and 17 miles southeast of Lone Pine in the arid Owens Valley below the eastern slope of the Sierra Nevada.An Inyo County sheriff's dispatcher says she felt some light shaking from the quake, but received no calls and no reports of injuries or damage.The area about 180 miles north of Los Angeles has been rocked by a series of quakes since last week — the largest a magnitude-5.2 which struck last Friday.On the Net: http://earthquake.usgs.gov/

PORT VILA (AFP) – A 6.4-magnitude quake hit the Santa Cruz islands in the South Pacific on Friday, seismologists said, a day after a series of huge quakes sparked a region-wide tsunami alert.The quake struck at a depth of just 9.4 kilometres (six miles) about 315 kilometres northwest of the Luganville, part of the Vanuatu archipelago, at 8:16am (2116 GMT) but no tsunami warning was immediately issued.The region has been pummelled by some 20 aftershocks after Thursday's triple tremors measuring 7.6, 7.8 and 7.3 sparked a tsunami warning for much of the South Pacific, sending thousands of residents fleeing from the coast.The Pacific is still recovering from last week's 8.0 magnitude earthquake and huge tsunami which crashed into Samoa, American Samoa and Tonga, wiping out villages and resorts and killing 184.Samoa was holding a national day of mourning including a ceremony at Apia stadium and a mass funeral for 11 of the victims.

US Navy arrives in Indonesian quake zone Fri Oct 9, 9:40 am ET

PADANG, Indonesia – The massive relief effort following Indonesia's deadly earthquake received a boost Friday when U.S. Navy ships and helicopters arrived to distribute aid and help thousands of struggling survivors.Indonesian officials said Friday the death toll from the Sept. 30 quake on Sumatra island had reached 784, with little hope remaining for 242 people listed as missing.Chief Petty Officer Ty Swartz said the USS Denver and USS Campbell arrived late Thursday in West Sumatra province carrying tons of aid and heavy equipment.Four helicopters from the ships arrived Friday at an Indonesian military base in the hard-hit city of Padang, where they would begin flights to distribute aid and evacuate injured people from outlying villages cut off by landslides.At least 180,000 buildings were toppled or damaged in the quake, which also caused landslides that swept away entire villages in the hills.

The ships' personnel joined the 69-member U.S. Air Force Humanitarian Assistance Rapid Response Team, which arrived earlier this week and set up a mobile field hospital, which can treat between 250 to 400 patients a day, Staff Sgt, Veronica Pierce said in a statement.Three of Padang's four hospitals were severely damaged by the earthquake, which limited medical services.The U.S. military deployment is the largest in Indonesia since the 2004 Indian Ocean tsunami that killed 230,000 in a dozen countries, roughly half in Aceh.The major role the U.S. military played in the multinational relief effort for tsunami victims improved America's standing here at a time of negative perceptions following the 2003 invasion of Iraq.International aid groups from some 30 nations have rushed to Sumatra to take part in the relief and recovery effort.

CDC: 76 children dead of swine flu as cases rise By MIKE STOBBE, AP Medical Writer – OCT 9,09

ATLANTA – Health officials said Friday that 76 U.S. children have died of swine flu, including 19 new reports in the past week — more evidence the new virus is unusually dangerous for the young.The regular flu kills between 46 and 88 children a year, according to the Centers for Disease Control and Prevention. That suggests deaths from the new H1N1 virus could dramatically outpace children's deaths from seasonal flu, if swine flu continues to spread as it has.CDC officials say 10 more states, a total of 37, now have widespread swine flu. A week ago, reports suggested that cases might be leveling off and even falling in some areas of the country, but that did not turn out to be an enduring national trend.We are seeing more illness, more hospitalizations, and more deaths,the CDC's Dr. Anne Schuchat said at a press conference Friday.The new virus, first identified in April, is a global epidemic. The CDC doesn't have an exact count of all swine flu deaths and hospitalizations, but existing reports suggest more than 600 have died and more than 9,000 have been hospitalized. Health officials believe millions of Americans have caught the virus.

The virus is hitting young people harder. Experts believe older people are suffering from it less, perhaps because they have a bit of immunity from exposure over the years to somewhat similar viruses.Most healthy children recover and often suffer only mild symptoms. But some have died from it, often from a second infection that moves in while the body is weakened from the flu.Kids with asthma or chronic heart or respiratory conditions also are at greater risk for serious complications.Experts say it's important for parents to watch their children's symptoms carefully. If a child appears to get better, but fever and a cough return, there may be a second infection. Other trouble signs are rapid or difficult breathing or bluish skin color.

Vaccinations against swine flu began this week and so far, states have ordered 3.7 million doses. Demand is exceeding supply, and people seeking the vaccination should ask their state or local health department where to go, said Schuchat, who heads the CDC's National Center for Immunization and Respiratory Diseases.Health officials also said more data is trickling in from several clinical trials of the new vaccine, and so far no serious side effects have been reported.Preliminary results from one study indicate that both a seasonal flu shot and a swine flu shot are effective when given during the same doctor's office visit. ORANGE COVE, Calif. – Tom Mulholland is girding for battle against a tiny enemy that could devastate the orange grove he has spent his life cultivating. His adversary: the Asian citrus psyllid, a fruit-fly-sized insect with red eyes and a long, leaf-penetrating beak.The psyllid, which can carry an incurable disease fatal to citrus trees, was spotted in August in Los Angeles, closer than ever before to the ribbon of central California where the state's $1.6 billion citrus-growing industry is concentrated.The feared infestation has prompted Mulholland and other citrus-belt farmers to put screens around their young seedlings, vigorously inspect their mature trees and tax themselves to fund research to stop the psyllid.It's like a war, Mulholland said in his tidy office set amid some 400 acres of radiantly healthy Clementine and Satsuma trees on his farm some 200 miles north of Los Angeles in the San Joaquin Valley at the base of the foothills beneath Sequoia National Park. We're sitting here trying to stop this thing, and it wants to keep pushing in.California growers and agricultural officials are worried the state's citrus industry will be crippled by the disease carried by the psyllid, which devastated Florida's crops. The two states produced about 97 percent of the nation's 12 million tons of citrus during the fiscal year ending in June.The huanglongbing disease, which spoils the flavor of the fruit and ultimately kills the tree, has been found in all of Florida's 32 citrus-producing counties since its discovery there in 2005, causing about $100 million in damages, said Andrew Meadows, a spokesman for Florida Citrus Mutual, the state's grower trade association.Florida officials have warned that their $9 billion citrus industry could be wiped out in a decade if a solution isn't found to the disease, also known as citrus greening because of the sickly green cast it lends to infected fruit.That's why California is so alarmed,said David Hall, an entomologist with the USDA's agricultural research service in Florida who worked on a team that sequenced the genome of the bacteria that causes citrus greening.

Huanglongbing has been found in Louisiana, Mexico, Brazil and China as well.

In California, the insect has so far been found among planted citrus trees in four southern counties, prompting quarantines that prohibit nurseries from shipping seedlings to other areas. Fruit grown in those counties also must be washed before it can be sold outside the quarantine zone.Dogs trained to sniff out the pest found packages of curry leaves with psyllids in FedEx packages this summer in Fresno and Sacramento. Only the Fresno psyllids tested positive for huanglongbing.The psyllid is not the only pest that could threaten California citrus. The state is also home to the glassy-winged sharpshooter, a threat to grapes but also capable of carrying a debilitating disease called citrus variegated chlorosis that has been spotted in Brazil.California agriculture officials have also been locked in a decades-long struggle with the crop-eating Mediterranean fruit fly, which can harm citrus plants and hundreds of other fruits and vegetables.But the potential devastation that could accompany a psyllid infestation is especially troubling for Mulholland and other citrus farmers, who have started building screens around the currently open-air nurseries where vulnerable seedlings are cultivated in rows of inverted plastic cones.Allan Lombardi, who helps oversee 2,100 acres of pink-fleshed Cara Cara oranges, deep-red Fukumoto oranges and other high-value citrus as a manager with Central Valley grower Griffith Farms, said his company is scrambling to enclose its nurseries before the pest reaches the area, but that it's about two years from completion.If the disease shows up sooner than that, we'll have to have a Plan B, and I'm not sure what that will be,said Lombardi as he looked down a mountain slope and into a lush valley planted thickly with rows of oranges.Citrus farmers have also started instructing workers to watch for signs of psyllid infestation, such as wilted-looking leaves or leaves covered in soot-like mold and white waxy deposits.

California's Citrus Research Board, which raises its $5.5 million operating budget by assessing citrus growers a nickel for every 55-pound box of fruit they sell, plans to contribute to the field checks with a team of up to 25 inspectors, operations chief MaryLou Polek said. She said she hopes to poach trained inspectors from the state agriculture department whose hours or pay have been reduced due to budget cuts.The board has also embarked on an effort to lay traps for the insect throughout the state that will be monitored by researchers carrying camera-equipped handheld devices that record the map coordinates where insects are found and take pictures of the damage.That information, along with other data, will be beamed to a database so researchers can better track the insect's movement and deploy insecticides and other resources where they'll be most effective, she said. Mulholland said he doesn't expect a cure to the disease any time soon, so those efforts to keep the disease-carrying insect from moving any farther north represent growers' best hope against the illness.It's like the AIDS of citrus. Families driven from their homes during the Second World War, gay rights and a recalcitrant Czech President emerged as the last hurdles for a treaty to restructure the European Union.Furious EU leaders are determined to prevent President Klaus from delaying or amending the Lisbon treaty before appending his signature, the last needed to complete the document. Mr Klaus said yesterday that he wanted the same opt-outs as Britain and Poland from the Charter of Fundamental Rights, a key section of the treaty, to stop the European Court of Justice from gaining extra powers over Czech judges.Mr Klaus said that he feared the treaty would give thousands of German families expelled after the war the right to reclaim property in Sudetenland. EU officials said that he had not raised the issue during talks and that his explanation for refusing to sign was a delaying tactic to cause disruption to an institution that he detests.The 66-year-old leader’s demands have dampened the delight in EU capitals over Ireland’s yes vote for the treaty in its rerun referendum a week ago and over the agreement of President Kaczynski of Poland to ratify the document in Warsaw today. EU leaders are desperate for the treaty to come into force as soon as possible so that they can appoint a president and foreign minister, created by the treaty, as well as the new members of the European Commission, who are due to start on November 1.Leaders still intend to discuss at a summit on October 29 whom they want as president — Tony Blair is a leading contender — and foreign minister. It is possible that a consensus over the top post will emerge but it will be a provisional choice, a president-elect, pending Czech ratification.

Legal experts from the EU said that, depending on the precise nature of the extra wording demanded by Mr Klaus, the document might have to go back to all 27 capitals for another round of ratifications. New guarantees given to Irish voters were backed by leaders meeting at the European Council and it is possible that a similar arrangement can be made this month over Mr Klaus’s demands. This might enable him to sign the treaty but claim victory at the same time.In an interview with The Times, Gordon Bajnai, the Hungarian Prime Minister, said that Mr Klaus’s tactics were completely counterproductive and hindering Europe’s recovery from the economic crisis.I am one of those European prime ministers, actually the majority of them, who are quite impatient about getting the Lisbon treaty on track. We are obviously doing everything to pursue it,he said.Mr Klaus has showed no sign of a compromise. As you know, I have always considered this treaty a step in the wrong direction,he said.It will deepen the problems the EU is facing today, it will increase its democratic deficit, worsen the standing of our country and expose it to new risks — among other things also because it endangers the legal status of the citizens and the stability of property rights in our country.The row could trigger a political crisis in the Czech Republic. One EU diplomat said: “At no point did the Czech Government ask for this opt-out during treaty negotiations. The ball is now in the court of the Czech Prime Minister, Jan Fischer — he’ll have to decide if he wants to risk reopening the treaty negotiations.Mr Fischer said that his Government will consider its position on Monday.

How to avoid Czech-mate

Option 1: It is decided at home The Czech Government rejects Klaus’s call for an opt-out. If the President then refuses to sign, could the Government find a way to circumvent him, as when he refused to sign a gay rights law?

Option 2: The fudge The Government backs Klaus’s call for an opt-out that could be agreed readily by European leaders at the next EU summit on October 29. Klaus could sign and the treaty would come into force, probably on December 1

Option 3 Return to go The Czech Government backs Klaus’s call for an opt-out but EU lawyers rule that it must be ratified, again, by all 27 member states. This might delay the treaty long enough for David Cameron to call a referendum on it if he wins the next election.

VALLADOLID, Spain (AFP) – Zimbabwean Prime Minister Morgan Tsvangirai said Friday that talks with the European Union on normalising relations would help restore international confidence in his country.The EU in June held its first official talks with Zimbabwe in seven years with a landmark meeting in Brussels, followed last month by the visit of an EU delegation to Harare.The dialogue marks a major diplomatic overture with Zimbabwe after years of strained relations due to a series of violent elections and claims of gross human rights abuses by President Robert Mugabe's government.Tsvangirai joined Mugabe in a unity government in February, and quickly made a tour of western capitals in a bid to improve relations and seek desperately needed aid for Zimbabwe's ruined economy.Zimbabwe is emerging from a political and economic conflict. One of the key things that we need to do is to expedite the EU's rapid dialogue,Tsvangirai told AFP.The issues are very clear. The Europeans have their own legitimate concerns, we have our legitimate concerns and therefore I think that only through dialogue are we able to establish a common ground and remove those obstacles that have led to strained relations.He spoke to AFP in the northern Spanish city of Valladolid, where he was to receive a lifetime achievement award from the Cristobal Gabarron Foundation.The EU maintains a travel ban and asset freeze against Mugabe and about 200 of his close allies, but has also provided 600 million euros in humanitarian aid between 2002 and 2009.Xavier Marchal, head of the European delegation in Harare, said Thursday that the bloc was ready to resume massive and full-fledged assistance to Zimbabwe if relations normalise.Even Mugabe, who just last month railed against bloody whites interfering in his nation's affairs, has struck a more conciliatory tone.On Tuesday he said Zimbabwe was ready for "fresh and cooperative relations with Western nations, which have spearheaded global condemnation of his rule.

He said when the women have walked away from such marriages without the consent of their husbands, the church has been cited for injustice, insecurity, breaking up families, fomenting disunity and destroying social cohesion,he told the synod in asking for some special exemptions from Rome so such women can participate fully in the sacramental life of the church.In addition to the role of women, the synod has addressed issues that are increasingly of concern to the broader church: how to deal with the rapid spread of Islam and Pentecostal churches, which are increasingly drawing away many Catholics.Bishop Alfred Adewale Martins of Nigeria said it seemed the aggressive proselytizing of many neo-Pentecostal communities aims at bringing down the Catholic Church both in her influence as well as in the number of her faithful.This intention is captured in the way some of them refer to the Catholic Church as the dead church,he said, urging the Vatican to reach out in particular to young professional Africans who are increasingly targeted by the new churches.While such problems are universal, a purely African problem has also been raised: tribal and ethnic conflicts within the African church hierarchy.Bishop Albert Vanbuel of the Central African Republic said recent months have seen increasingly bitter divisions between priests, bishops and laymen fueled by tribal and ethnic divisions.

SUSYA, West Bank – Residents of a West Bank village with no electricity have been helped out of the darkness by unlikely benefactors — a group of Israelis who installed solar panels and wind turbines to illuminate the Palestinians' makeshift homes.The villagers of Susya live in tents and caves with power lines darting right above their dwellings, connecting a nearby Jewish settlement to the power grid while bypassing them entirely.It was this lack of basic services that drew the physicists from Comet-ME, a group of pro-peace Israeli scientists and activists, to this dusty, desolate area. Now the entire village of 300 people has access to power that is reliable, free and green.At night, rudimentary streetlights dot the otherwise pitch-black village and each home is lit by an energy-saving bulb. Villagers have no access to phone lines, but the power allows them to charge their cell phones.Life is easier now,said Susya villagers Widad Nawaja, standing below the solar panel that powers her home.We have light. Children can do their homework at night if they couldn't finish it during the day.The residents also hope the new amenities will help them make more money: an electric butter churner means they can produce butter faster than by hand, and two green-powered refrigerators can preserve their produce until it can be sold.The communities here are in deep poverty. The project is targeted to help them make more revenue from their own work,said Noam Dotan, an activist and physicist with Comet-ME.

Comet-ME says it seeks to use renewable energy to empower Palestinian communities like this one, which is among the poorest in the West Bank.The West Bank, home to some 2.5 million Palestinians, is controlled by the Israeli military, with the Western-backed Palestinian Authority governing some areas. Some 300,000 Israeli settlers also live in the territory. The Palestinians want to make the West Bank part of their future state.Israel provides power to Jewish settlements and military facilities in the West Bank, as well as to most Palestinian cities and towns.But Comet-ME says some 500 Palestinian families in communities not officially recognized by the Israeli military authorities in this part of the southern West Bank are forced to live off the grid. The Israeli military said it never received a request for power from the community and if it did, the army would study it in accordance with the relevant laws.Susya villagers used to depend on diesel generators which were costly and polluted the air.The community has faced a series of evictions by the military and has clashed with Jewish settlers in the past. But the villagers and the activists say the work to set up the new power system — done by both Israelis and Palestinians — helped temper mistrust.This is an example of the coexistence between Arabs and Jews, and this is a very important thing,said Mohammad Ahmed Nasser Nawaja, wearing a traditional Arab robe and carrying the cell phone he charged thanks to the new power system.Meanwhile, word has spread to other villages lacking electricity. TOKYO (AFP) – Resource-poor Japan has obtained rights to develop platinum mines in South Africa and Botswana in a bid to ensure a stable supply of the metal, officials said on Friday.The government-backed Japan Oil, Gas and Metals National Corp. (JOGMEC) has signed a contract with Discovery Metals in Australia to jointly develop nickel and platinum mines in northeast Botswana, it said in a statement.It has inked another deal with Canadian firm Platinum Group Metals to explore for platinum in South Africa.It will pay three million Australian dollars (2.7 million US dollars) to Discovery Metals over three years for exploration costs, in return for 60 percent of the rights to the metals.JOGMEC will pay 3.2 million US dollars to Platinum Group Metals over four years for a 37 percent share, it said in a statement.Japan has in recent years worked to strengthen ties with African countries to ensure supplies of resources including precious metals.

Crude oil fluctuates between 1.6 and 1.7 million bpd,Petroleum Minister Rilwan Lukman said in an interview.The figure is a million barrels less from the 2.6 million bpd the world's eighth largest oil producer used to pump in 2005before the onset of the oil insurgency in the southern Niger Delta.Nigeria's oil production fell to about 1.3 million barrels per day recently due attacks by Niger Delta militants, the minister had told reporters at the end of August.We hope output will improve,after the amnesty, the minister said.We have a capacity of producing over three million bpd, the more peace we have, the more stability we have, we should be able to produce more,he said.He said the country has been able to fulfil its OPEC quota.It fluctuates from day to day, (but) we are meeting our quota,he added.

NEW YORK – The stock market is keeping its momentum going, giving shares their best week in more than two months.Moderate gains on Friday led by health care and utility companies pushed stocks to a 4 percent gain for the week, their best performance since July. The Dow Jones industrial average gained 78 points, reaching its highest level in a year.Bond prices tumbled, extending the previous day's losses, as the Treasury market struggled to absorb $71 billion of new supply auctioned off this week in the government's ongoing efforts to fund its stimulus programs.The market's performance was a fitting way to commemorate the second anniversary of the record highs set by the Dow and the Standard & Poor's 500 index, which closed at 14,164.53 and 1,565.15 respectively. It was after reaching those milestones that the market began what turned into a cataclysmic slide that ended March 9.This week investors cheered more signs that the economy is healing, including growth in service industries, a surprise profit from aluminum maker Alcoa Inc. and the first gain in retail sales in over a year. That helped put a seven-month rally back on track after two down weeks driven by disappointing economic data.The dollar recovered some of its recent losses against other currencies Friday after Federal Reserve Chairman Ben Bernanke reassured markets that the Fed will wind down its extraordinary stimulus measures when the time is right. Some investors interpreted Bernanke's comments as a sign the Fed might raise interest rates sooner than expected.

The dollar is a double-edged sword for the stock market. The dollar would benefit from higher interest rates but if the Fed tightens credit too soon it could choke off an economic recovery. Outside of earnings reports, the dollar will remain a focus. The slide in the dollar has been a boon to both stocks and commodities this year. Likewise, it helps boost corporate profits at companies that have a strong presence overseas by making prices of their exported goods cheaper for buyers in other countries.Oil prices rose 8 cents to settle at $71.77 a barrel on the New York Mercantile Exchange. Gold prices slipped after touching a fresh high of $1,062.70 on Thursday.Three stocks rose for every two that fell on the New York Stock Exchange, where consolidated volume came to a relatively low 990 million shares, compared with 1.3 billion Thursday.In other trading, the Russell 2000 index of smaller companies rose 7.17, or 1.2 percent, to 614.92.Overseas, Britain's FTSE 100 rose 0.1 percent, Germany's DAX index dipped 0.1 percent and France's CAC-40 fell 0.2 percent. EDF, Constellation nuclear venture get US nod Fri Oct 9, 4:55 pm ET

WASHINGTON (AFP) – US regulators have approved a plan for French-based EDF to take a stake in Constellation Energy Group, clearing a key hurdle for a new nuclear power plant in Maryland, the companies said Friday.The US Nuclear Regulatory Commission has approved the investment structure and license transfer related to EDF's acquisition of 49.99 percent of Constellation Energy's nuclear assets, a joint statement said.

The investment was previously reported to have cost 4.5 billion dollars.

The companies said EDF's has now received all necessary approvals at the federal level and clearance from the New York Public Service Commission.They said that completing this nuclear joint venture is critical to the proposed construction of a new nuclear unit at Constellation Energy's Calvert Cliffs Nuclear Power Plant, which would represent one of the largest industrial development projects in Maryland.It would create 4,000 construction jobs, 400 permanent positions, and enough new, clean energy to power 1.3 million homes, the statement said.This historic nuclear joint venture has the potential to deliver extraordinary value for Maryland and we're eager to complete this transaction and begin delivering those benefits as quickly as possible.It said discussions are continuing with state officials on the plan.
Constellation owns 3,869 megawatts of nuclear generating capacity in the United States.The French state owns around 85 percent of EDF, the world's biggest producer of nuclear energy.

BEIJING – China accused the United States on Friday of meddling in its domestic affairs after American lawmakers recognized the Dalai Lama with an award for his efforts to improve human rights.The U.S. Congress presented the award, which was in honor of the late U.S. human rights activist Tom Lantos, to the exiled Tibetan spiritual leader on Tuesday.China reviles the Dalai Lama and has pressured foreign governments not to meet with the Nobel Peace Prize laureate.We urge some members of the U.S. Congress to respect the history and the facts, recognize the true face of Dalai Lama, stop using the Tibet issue to interfere in China's internal affairs, Foreign Ministry spokesman Ma Zhaoxu said in a statement posted on the ministry's Web site.The criticism comes even though President Barack Obama did not meet the Dalai Lama during the trip. BEIJING (Reuters) – China, Japan and South Korea vowed to seek an early restart to talks aimed at ending North Korea's nuclear weapons ambitions, and also presented a united front on regional economic cooperation at a summit on Saturday.The broad promises to work together on security and economic issues came at a meeting between Chinese Premier Wen Jiabao, South Korean President Lee Myung-bak and new Japanese Prime Minister Yukio Hatoyama, who has made strengthening regional ties a keynote of his foreign policy.We will make joint efforts with other parties for an early resumption of the Six-Party Talks, so as to safeguard peace and stability in Northeast Asia,said the joint statement issued by the leaders at the end of their talks in the Chinese capital.The three countries remain committed to the development of an East Asian community based on the principles of openness, transparency and inclusiveness as a long term goal.The vows to cooperate on North Korea and on economic growth are unlikely to make any immediate difference. But they underscored the growing pull for the three Asian powers to set aside some of their friction and seek common ground.The show of unity may also add pressure on North Korea to return to nuclear disarmament negotiations. Beijing is the closest the isolated North has to an ally.The combined GDP of Japan, China and South Korea accounts for 16 percent of the world's total output, with Japan and China respectively the world's second- and third-biggest economies.In April, a month before its second nuclear test, North Korea said the six-party talks -- among the two Koreas, China, Japan, Russia and the United States -- were defunct. This week, North Korea's top leader Kim Jong-il offered visiting Chinese Premier Wen a heavily hedged statement that his government could return to multilateral negotiations, possibly the six-party talks, provided it first saw satisfactory progress in any two-way talks with the United States.Washington has said it is open to talks with Pyongyang as long as that leads to a resumption of the six-party talks.

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso has sided with smaller member states in trying to restrict the role of the proposed president of the European Council, a new post created by the Lisbon Treaty.Addressing the European Parliament on Wednesday (7 October), Mr Barroso chastised MEPs for referring to the post as president of Europe.I am sorry, there will not be a president of Europe. There will be, if we have Lisbon, the president of the European Council. It is important to understand that point because sometimes I think there are some ideas about certain derives institutionelles [institutional drifts],he said.

Loosely defined in the treaty itself, talk about the nature of the president's role has become one of the main topics in Brussels in recent days, as national governments deliberate whether the post should go to a well-known personality from a big country or a more discreet politician.The exact job description will be written by the first person holding the job, with ex British prime minister Tony Blair among the most-mentioned candidates for the post. It is widely agreed that a politician of Mr Blair's standing would take the post far beyond the largely administrative role foreseen in the treaty.According to the treaty, which is still awaiting full ratification by all 27 member states, the president is supposed to chair the regular meetings of EU leaders - known as the European Council - and to drive forward their work.Mr Barroso, who himself enjoys attending international summits on behalf of the EU, has a personal stake in the issue. A powerful council president would upset the power balance in the EU and would likely see Mr Barroso relegated to a more much Brussels-based role.The commission president has no formal powers in appointing the European Council president but he warned: The European Commission will not accept the idea that the president of European Council is the president of Europe.Mr Barroso's remarks came shortly after a leaked paper on the new Lisbon Treaty posts by Belgium, the Netherlands and Luxembourg underlined the importance of maintaining the institutional balance of the union. The paper has been interpreted in some quarters as an anti-Blair move.

Poland has also prepared a document on the role of the president of the European Council. Earlier this week, Polish Europe minister Mikolaj Dowgielewicz indicated to EUobserver the limited role that Warsaw foresees for the new president.We have to recognise that the Polish minister of finance or agriculture will only take instructions from his prime minister. He will not take instructions from the president of the council,he said. Some member states, such as France, have indicated they want to create a major player with the presidential job by appointing someone who can open doors in the US and China and who can give the EU some gravitas on the world stage.Mr Blair's is not the only name that has been put forward in connection to the job. Other possible contenders mooted include Dutch leader Jan-Peter Balkenende; Luxembourg leader Jean-Claude Juncker and Felipe Gonzalez, a former Spanish prime minister.

EUOBSERVER / BRUSSELS – European Commission President Jose Manuel Barroso says a future permanent president of the European Council must be able to stand up to member states that seek to pursue their own interests.Speaking at a brainstorming session of European heavyweights on Friday (9 October), Mr Barroso also indicated that any holder of the new post – set to be created under the Lisbon Treaty - needs to have the necessary skills to create unity within the body that represents EU premiers.The job of the president is to deliver the results of a European Council, he said.Someone who will fight to reach agreement in the European Council.He added that the selected individual must also have a good understanding of the community method, but refused to be drawn on whether former UK Prime Minister Tony Blair met these requirements.Mr Blair has emerged as a frontrunner in recent days following reports that German Chancellor Angela Merkel has been persuaded to swing behind the British candidate.But a paper circulated by the Benelux countries this week that seeks to limit the scope for the role has been interpreted in some quarters as an attempt to thwart Mr Blair's uptake of the new post after an unnamed Belgian diplomat was quoted in French daily Le Monde as saying that the document showed that the former British prime minister is not best placed to occupy the function.Speaking on the sidelines of the Friday's meeting, former commissioner Etienne Davignon told EUobserver that Mr Blair was clearly not the right candidate for the job.While agreeing that the former Labour leader has a sufficiently high profile to influence the European Council, Mr Davignon said his British background essentially precluded him from the job.Yes he is a big character but you can't do the job if your member state is not in big EU policies [such as EMU],said the prominent industrialist who currently sits on the board of numerous cross-border companies and is a key behind-the-scenes mover in European circles.

Lisbon not enough

While diplomats in Brussels this week have worked overtime to lay down the exact role of the anticipated European Council president, Mr Barroso said 2009 was a perfect example of why such a post was needed.So far this year, the Portuguese politician has had the pleasure of working with no fewer than four holders of the position.In March the center-right government of former Czech Prime Minister Mirek Topolánek – whose country held the EU presidency at the time - fell following a vote of no confidence in parliament.The baton was subsequently picked up by the country's eurosceptic president Vaclav Klaus, who proceeded to chair of a number of high-profile events such as a EU-Russia summit, before the current caretaker Prime Minister Jan Fischer took over. And now Sweden's prime minister, Frederik Reinfeldt, is at the helm.No other institution, not even a football club, has done that,said Mr Barroso.While welcoming the recent Yes vote in the second Irish referendum on the Lisbon Treaty, Mr Barroso issued a warning that its final ratification would not be enough to help Europe tackle the important issues on the horizon.The Lisbon Treaty increases our ability to act but nothing replaces the willingness of member states, he said, singling out social policy as a case in point.The outbreak of the financial crisis last year and the Commission's weak powers in the area of social policy have seen member states opting to deal with the mounting jobs crisis on a national basis.I tried to call an EU unemployment summit in Prague at the start of the year but it was downgraded,said Mr Barroso.

Poland to ratify Lisbon Treaty on Saturday

Polish President Lech Kaczynski has invited EU dignitaries to Warsaw to watch him ratify the Lisbon Treaty this weekend. But Czech President Vaclav Klaus has come out with a last-minute call to alter the text. Mr Kaczynski has asked Swedish Prime Minister Fredrik Reinfeldt (the EU president-in-office), European Commission chief Jose Manuel Barroso and European Parliament head Jerzy Buzek to see him sign a Ratification Act on Lisbon at a ceremony in the Polish capital on Saturday (10 October) at noon.The Polish president's chief of staff, Wladyslaw Stasiak, made the announcement on Thursday, after a week of vague and misleading statements on the issue by Polish officials.The Kaczynski signature will leave the Czech Republic's Mr Klaus and the Czech Constitutional Court as the only two entities standing in the way of Lisbon entering into force.The court is expected in the next few days to set a date for its decision on a legal challenge by 17 largely Klaus-loyalist senators.

Czech commentators had expected the judges to rule against the challenge in late November, giving Mr Klaus a few weeks in which to make a dignified climb-down from his opposition to the treaty in time for an EU summit in December.But Mr Klaus in a surprise twist on Thursday told Sweden's Mr Reinfeldt by phone that he aims to submit a new annex to Lisbon ahead of the EU summit on 29 October.The two-sentence annex may involve Czech opt-outs from the EU's Charter of Fundamental Rights, a codex of basic EU values on issues such as gay rights.As far as I understand it, he's linking this to the Charter of Fundamental Rights and then he wants the European Council to take a decision on this footnote, Mr Reinfeldt said, newswires report.I remember we had lengthy discussions about this Charter of Fundamental Rights, because we had special conditions for Poland and for Britain ...I think that's what he's referring to.Mr Reinfeldt said any last-minute changes to the treaty would send the wrong message at the wrong time.French foreign minister Bernard Kouchner also attacked the Klaus proposal. EU clears way for new treaty with Syria

EUOBSERVER / BRUSSELS - The EU is set to take a major step forward in relations with Syria, a former axis of evil country, following an internal agreement on human rights safeguards.EU ambassadors meeting in Brussels on Thursday (8 October) finalised the text of a political declaration to be attached to the legally-binding text of a new bilateral Association Agreement.The new treaty will help the union develop a substantial dialogue on the human rights situation in Syria, which remains a source of concern to the EU. Respect for human rights constitutes one of the essential elements of the agreement,the declaration says.The EU remains committed to adherence to international human rights standards and laws in its partner states and to the continuing improvement in the application thereof. Violation of human rights will therefore directly affect the application of the agreement with partner states.

The political promise to suspend the treaty in case of a major human rights breach was enough to convince the Netherlands to drop its lone objection to the project. EU foreign ministers plan to sign the association pact at a meeting in Luxembourg on 26 October. The 1,500-page document, which focuses on technical details such as customs rules, has already been translated into all the EU's official languages and stands ready to go.

Politically, the move will mark a major shift in EU-Syria relations.

US diplomat John Bolton in 2002 included Syria in a list of axis of evil countries that sponsor world terrorism. But the EU's rift with Syria came in 2004 when Damascus was blamed for the assassination of Lebanese leader Rafik Hariri, a personal friend of former French premier Jacques Chirac.The association treaty is in part a reward for Syria's non-interference in Lebanon's elections earlier this year.
EU diplomats also hope the move will help pull Syria away from Iran and encourage it to steer militant groups such as Hezbollah and Hamas towards peace. The rapprochement could damage EU-Israel relations, however. Israel has in recent weeks voiced worries in Brussels that a pro-Syria move will look like a snub to the Jewish state at a time when the EU has frozen a planned upgrade in EU-Israeli ties.The Netherlands, home to institutions such as the International Criminal Court in the Hague, sees itself as a champion of human rights. It also has a track record of defending Israeli interests inside the EU.Human Rights Watch says Syria is among the worst countries in the region in terms of repression of free speech. One quarter of Americans sick enough to be hospitalized with swine flu last spring wound up needing intensive care and 7 percent of them died, the first such study of the early months of the global epidemic suggests. That's a little higher than with ordinary seasonal flu, several experts said.What is striking and unusual is that children and teens accounted for nearly half of the hospitalized cases, including many who were previously healthy. The study did not give a breakdown of deaths by age.Contrary to the perception among many people that this influenza, novel H1N1, is mild, these data vividly demonstrate that influenza can make you very, very ill, said Dr. William Schaffner, a Vanderbilt University flu expert and spokesman for the Infectious Diseases Society of America.Clearly, the best way to protect yourself and your family is to get vaccine as soon as it becomes available, said Schaffner, who had no role in the study but has consulted for swine flu vaccine makers.The study was done by researchers at the U.S. Centers for Disease Control and Prevention, working with hospitals and state and local health departments. Results were published online Thursday by the New England Journal of Medicine.A second study released by the journal revealed that swine flu had a profound effect on intensive care units in Australia and New Zealand from June through August — winter months and the normal flu season in the Southern Hemisphere.They had a 15-fold increase in ICU care. That's a 1,500 percent increase,said Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota.We're still heading into our flu season. Will we see this same big increase in cases over the next several months or will we have a peak in cases in October or November?

In the U.S. study, researchers led by the CDC's Dr. Seema Jain identified 272 patients hospitalized for at least a day from April through mid-June, when the novel virus caused its first wave of cases. That's about one-fourth of the total hospitalizations for swine flu reported during that time, but researchers only studied lab-confirmed cases and patients who agreed to be part of the study.Three-fourths of these patients had other health problems, such as diabetes — typical of seasonal flu, too. However, only 5 percent were 65 and older; ordinary seasonal flu usually hits hardest in the elderly.Seven percent were pregnant, even though pregnant women make up only 1 percent of the general population. Among hospitalized patients whose weight was known, 26 percent were very obese, confirming a risk factor suggested by other information from the outbreak.Symptoms were different — 39 percent had diarrhea or vomiting versus only 5 percent with regular flu. About 40 percent had pneumonia. Seven percent died, and all had been put on breathing machines.About three-fourths of hospitalized patients were given Tamiflu or other antiviral medicines, although most did not get these within the two days of first symptoms, as doctors recommend. Survival appeared to be better among those who got treatment quickly.The use of antivirals is critical,Jain said.Start them, start them early. The patients who are hospitalized should get them quickly.Other experts caution against making too much of specific numbers from these early results.

Conference between the House and Senate on the defense authorization bill, with hate bill attached, ended today. Sen. Carl Levin and Sen. John McCain announced that the compromise bill includes funding for the development of additional F-35 fighter engines (eventually costing about $100 billion). Asked whether this would tempt a presidential veto, Levin said he did not think so because of accommodations to Obama in the bill that would trim extra spending. McCain said he did not know.The considerations Levin referred to included elimination of a new fleet of C-17 cargo transports as well as a presidential helicopter fleet. Also, initial funds to be provided General Electric-Rolls Royce for development of the engines are only a reported $560 million. Levin hopes such limited initial spending will persuade Obama that extra engines will not threaten his request for purchase of as many F-35 fighters as possible. Obama says extra F-35 engines mean fewer fighters.On the other hand, since F-35 engine production is by far the largest expenditure to which Obama objects, it is open to question whether the President will be appeased. He has stated repeatedly, emphatically, that he will not tolerate a $100 billion expenditure on engine development he thinks unnecessary.Levin must be disappointed. He was a major architect of the Senate decision this spring to strip off F-22 Raptor production, as well as F-35 engine production, from the Senate version of the defense bill. Liberals did so to avoid a veto and protect the attached federal hate crimes bill. Levin said that (largely for the sake of the hate bill) the Senate would not send a defense authorization bill to the President that he is likely to veto.Yet that is exactly what conference may have done.

Soon, this bill will go to both Senate and House for approval. If approved, it will go to the President, for either veto or signing, possibly as early as the end of next week.Is there anything lovers of freedom can do in this very short time to insure its veto? Absolutely! We must hold Obama to his oft-repeated promise to veto extra F-35 engine production. We must let him know that many, many Americans are aware of that promise. We need to bombard the White House NOW with this message: Mr. President, we expect you to keep your promise to veto any military authorization bill that wastes $100 billion of taxpayers’ money on unnecessary F-35 jet engines.

Bnei Menashe Celebrate Sukkot in Northeast India

(IsraelNN.com) The Bnei Menashe community of northeastern India celebrated the holiday of Sukkot this year with sets of Lulavim and Etrogim (palm fronds and citrons) sent to them from Israel by the Shavei Israel organization prior to the onset of the holiday. Shavei Israel is a non-profit organization founded by Michael Freund, who immigrated to Israel from the United States, with the aim of strengthening ties between the State of Israel and the descendants of Jews around the world, among them the Bnei Menashe of India.The Bnei Menashe (Hebrew for sons of Manasseh) claim descent from one of the Ten Lost Tribes of Israel, who were sent into exile by the Assyrian Empire more than 27 centuries ago. They live in India's northeastern border states of Manipur and Mizoram, and are descended from ancestors who wandered through Central Asia and the Far East for centuries, before settling in what is now northeastern India, along the border with Burma and Bangladesh.

Its motto is: Allah is our goal, the prophet [Muhammed] is our leader, the Koran is our law, Jihad [religious war] is our way – and death in the way of Allah is our highest hope.Though the organization is located in Israel, it does not recognize Israel’s right to exist. It does use Israeli services for local purposes, however.

Salah Kept Out of Jerusalem
Sheikh Salah, head of the Northern Branch, was arrested in the Wadi Joz neighborhood of Jerusalem on Tuesday on charges of incitement and sedition against the State. The police asked that Salah, a resident of Umm el-Fahm in the southern Galilee, be detained for five days or kept under house arrest in his hometown. Former Chief Rabbi Yisrael Meir Lau and National Union Knesset Member Uri Ariel plan to be on hand for the ceremony which marks the development of 105 luxury units in Nof Tzion. A new Torah scroll also will be dedicated.The project is located in the Jabel Mukabar neighborhood, home to several terrorists with Israeli identity cards who have carried out murderous attacks on Israelis, including the murder of eight students at the Merkaz HaRav yeshiva last year. Police are deployed to prevent violence that has spread throughout eastern Jerusalem this week.The new development project is the second stage of the Nof Tzion neighborhood and is the best answer to incitement and violence from extremist elements,according to the Im Tirtzu (If You Will It) organization. Ninety-one residential units already have been built, and most of them have been sold.The new development of Nof Tzion, which literally means View of Zion, will extend to Armon HaNatziv in eastern Talpiot. The master plan calls for nearly 500 apartment units, two synagogues, community and educational facilities and a mall.Prime Minister Binyamin Netanyahu has rejected President Obama’s demand for a total freeze on building in eastern Jerusalem, saying the entire city is under the sovereignty of Israel. The United States and most Western nations regard all of Judea and Samaria, including many parts of Jerusalem, as Arab land that Israel “occupied” since the Six-Day War in 1967. JERUSALEM – When President Barack Obama won the Nobel Peace Prize on Friday, his Mideast envoy was hard at work in Jerusalem trying to revive a faltering peace process on which Obama has staked his credibility and that of the United States.Israel's refusal to freeze settlement construction, a Palestinian refusal to resume peace talks without that freeze and widespread predictions of failure overshadowed George Mitchell's meetings with Israeli and Palestinian leaders — underscoring the tough road ahead for the Obama administration's Mideast peace ambitions.Mitchell talked with Israeli Prime Minister Benjamin Netanyahu for two hours Friday about peace efforts, and the two men agreed to meet again in the next few days, said a statement released by Netanyahu's office after the closed-door meeting.

The statement described the meeting as effective and constructive but did not detail its contents. PANGASINAN, Philippines (AFP) – The death toll from two weeks of unprecedented storms across the northern Philippines soared past 540 on Friday after landslides consumed homes and neck-deep floods inundated towns.At least 181 people were killed in a series of rain-triggered landslides overnight Thursday and on Friday in mountainous regions of the Philippines' main island of Luzon, local officials reported.Meanwhile, the downstream farming plains of central Luzon were inundated with waters that reached two storeys high after dams in the mountains could not hold the phenomenal amount of water that has fallen on the region.The rains in this area are unprecedented,the executive officer of the National Disaster Coordinating Council, Glenn Rabonza, told AFP.We are stretched, no doubt, but we are responding in the best way we can.The crisis showed no signs of easing as tropical storm Parma, responsible for the past week of rains, continued to hover just off Luzon.Further south on Luzon in the nation's capital, Manila, nearly 300,000 homeless survivors from Tropical Storm Ketsana were packed into evacuation camps following record rains on September 26 that killed at least 337 people.

US troops helping out in the capital extended their relief work to the north on Friday, dispatching helicopters and other rescue equipment, the Filipino military said.The US embassy announced an extra two million dollars in aid for the Parma victims on top of money and materials donated for the Ketsana operations.The worst of the overnight landslides appeared to be in remote Benguet province, where 120 people were confirmed killed in five towns, said provincial governor Nestor Fongwan.

Another 38 people were confirmed killed in the neighbouring mountain resort of Baguio, officials there said.Across all of the north, the confirmed death toll from the landslides was 181, on top of the 25 people killed earlier by Parma.In the farming region of Pangasinan province to the southwest of the provinces where the landslides occurred, thousands of people were stranded on rooftops in dangerously similar scenes to those in Manila a fortnight ago.Days of rain from Parma forced authorities to open the gates on five dams, sending water cascading through dozens of towns in Pangasinan, which has a population of 2.5 million people.A lot of places cannot be reached by our rubber boats because the current is too strong due to the waters released by San Roque dam,Pangasinan governor Amado Espino said.The dam is supposed to be for flood control but now it is so filled it is like it is not there. The water just rushes right through from the mountains to Pangasinan.The disaster council's Rabonza said about 60 percent of Pangasinan, including about 30 towns, were flooded with waters reaching as high as the second floor of buildings.In the town of Rosales, neck-high waters swallowed up houses, vehicles, rice fields and even a large shopping mall.Desperate local officials made urgent pleas for rubber boats and helicopters to rescue those stranded by the floods.Parma has been hanging over the northern Philippines since initially hitting as a typhoon on October 3.
Parma hit the Philippines exactly one week after tropical storm Ketsana dumped the heaviest rains in more than four decades on Manila.The government has been overwhelmed by the crisis, which has forced hundreds of thousands of people in Manila and other parts of Luzon into makeshift evacuation centres after losing their homes to the floods.

MANILA, Philippines – Driving rain on the heels of back-to-back storms triggered dozens of landslides across the northern Philippines on Friday, burying more than 160people, washing away villages and leaving almost an entire province under water.The latest deluge brought the death toll to nearly 500 from the Philippines' worst flooding in 40 years after storms started pounding the country's north on Sept. 26.

More than 160 people were killed in landslides in Benguet and Mountain Province along the Cordillera mountain range, about 125 miles (200 kilometers) north of Manila, officials said. Residents were jolted awake by the rumbling sound of mudslides and floodwaters tearing apart the saturated soil and washing away homes.
Rescuers wading through sloshy mud from nearby Bagiuo city retrieved at least 162 bodies, bringing the total deaths in the two provinces since Typhoon Parma struck on Saturday to 174, said regional disaster relief officer Rex Manuel. At least 48 others were missing and 120 were pulled out alive.Nearly the entire village of Kibungan in Benguet was buried under tons of mud and debris, Manuel said. Some 45 bodies were recovered so far. Rescuers used pulleys and cables to transport the dead they retrieved from piles of rubble.TV footage showed the bodies arriving in black bags in a hall in Baguio, where relatives wept after recognizing their loved ones.

There was a sudden rumble above us, and then the houses at the bottom were gone, including them,said Melody Coronel, pointing to the relatives she found among the dead.In Mountain Province, 15 bodies were retrieved while 20 people were missing from a village in Tadian township, Manuel said.Landslides blocked the roads to the mountain city of Baguio, where 48 people died, in the heart of the Cordillera region. The only way to reach the isolated, mountain communities was by foot, and military helicopters could not fly yet because of fog and rain, said Lt. Col. Ernesto Torres of the government's disaster-relief agency.We are focused on rescue at this time,he said.It is raining nonstop in the Cordilleras.

About 100 landslides have struck the region since the weekend.In Benguet province's Buyagan village, only three out of about 100 houses remained visible after Thursday night's landslide buried most structures there. Some 50 residents were saved and seven bodies recovered, Manuel said.As the mountain region struggled with the rescue operation, farther to the south, in Pangasinan province, pounding rains prompted authorities to discharge excess water from swollen dams. The deluge caused the Agno River and surrounding dikes to burst their banks, inundating 30 out of 48 towns, a scene of mayhem that sent residents onto rooftops, scrambling for safety.Better weather allowed the Philippine coast guard and U.S. Navy helicopters to pluck people marooned on the roofs and treetops.In Rosales, also in Pangasinan province, the biggest mall in town was flooded by neck-deep waters that sent appliances floating and smashing through glass panels. Some residents were seen carrying some of the goods away.About 1,000 people remained stranded in the mall as night fell Friday. Others whose houses were flooded retreated to higher floors or were staying with relatives and neighbors.Forecasters said Parma, which was downgraded to a tropical depression, was still lingering off the northeastern coast. It hit land more than a week ago, the second major storm to drench the country in two weeks. Tropical Storm Ketsana, which struck Sept. 26, left 337 people dead, most of them in and around Manila.The government's disaster relief agency said it had asked the U.S. Embassy to redeploy hundreds of American troops from the massive cleanup in Manila to the flood-hit areas in the north. The U.S. government doubled its aid pledges to $4.3 million.

Two U.S. Navy ships were positioning in the Lingayen Gulf in Pangasinan to provide helicopters and rubber boats for the rescue mission, said U.S. Marine Capt. WASHINGTON – Take that, moon! NASA smacked two spacecraft into the lunar south pole Friday morning in a search for hidden ice. Instruments confirm that a large empty rocket hull barreled into the moon at 7:31 a.m., followed four minutes later by a probe with cameras taking pictures of the first crash.But initial photos show that the moon didn't give the reaction to the double jabs that NASA expected.And the public definitely didn't get the live explosive views they may have anticipated from the mission called LCROSS, short for Lunar Crater Observation and Sensing Satellite.

Screens got fuzz and no immediate pictures of the crash or the six-mile plume of lunar dust that the mission was supposed to kick up for scientists to study. The public, which followed the crashes on the Internet and at observatories, seemed puzzled.NASA officials touted loads of data from the probe and telescopes around the world and in orbit. But the crash photos and videos they offered at a morning news conference were few and showed little more than a fuzzy white flash.Still, NASA scientists were happy.This is so cool,said Jennifer Heldmann, coordinator for NASA's observation campaign.We're thrilled.The first photos and videos that NASA got didn't show any plumes. They may still be coming or there may not have been much of a visible plume for the probe and Earth-bound telescopes to see, said LCROSS scientist Anthony Colaprete.We saw a crater; we saw a flash, so something had to happen in between, Colaprete said. The crater was the aftermath of the crash and the flash was the impact itself.The unexpected lack of pictures of a plume could be because the plume was at a different angle, hit slopes or wasn't high enough to show up, he said. Or the lunar soil could have compressed down and not tossed up as much dust as expected, he said.Colaprete played down the importance of pictures of the plume. Far more important is light spectrum measurements — taken but not yet analyzed — to show if there is water or some form of water in what was tossed up. The scientific instruments that took those measurements worked perfectly, he said.What matters for us is: What is the nature of the stuff that was kicked up going in? said NASA project manager Dan Andrews.All nine instruments were working fine and we received good data.Andrews said the science team is pouring through the information to answer the big question: Is there some form of water under the moon's surface that was dislodged? It will probably be two weeks before scientists will be certain about the answer, he said.This is going to change the way we look at the moon,NASA chief lunar scientist Michael Wargo said at the news conference.Expectations by the public for live plume video were probably too high and based on pre-crash animations, some of which were not by NASA, Andrews told The Associated Press Friday morning 80 minutes after impact.Another issue, one NASA thought was a good possibility going into Friday, was that the lighting was bad and work needs to be done on images to make them easier to see, Andrews said.People who got up before dawn to look for the crash at Los Angeles' Griffith Observatory threw confused looks at each other instead. They tried to watch on TV because the skies in Southern California were not clear enough, but that proved disappointing, too.

Is The Federal Reserve A Secret Society?

While the White House claims an urgency to pass healthcare reform, and while Christina Romer, chairwoman of the White House Council of Economic Advisers, tries to convince the American people that the $787 billion stimulus plan is working by siting things such as the $25 a week increase in unemployment checks the now 9.4% unemployed in our country are getting, the facts prove otherwise.Holding something like this up as proof that the stimulus plan is working is, to put it mildly, unbelievable. Especially when you look at just how much of the stimulus is actually stimulating the economy, and how much (almost half of the $787 billion) is going for appropriations, aka pork, as seen in the chart put together by Senator Ben Nelson. (See chart here.) And, by the way, please note that Congress included in the stimulus package an increase of $20 million for its own budget to cover the salaries and expenses of temporary staff. It doesn’t take a rocket scientist or economic wonk to see that this kind of Congressional oversight’ is a foreshadow of what can be expected in the oversite of the proposed government-run healthcare system. But I digress.What has really happened to our economy? Why did it plummet just before the 2008 election? What other forces were at play besides the initially sited culprits, Fannie and Freddie? Many Americans are still asking these questions.Let me ask you a question: How much do you know about the Federal Reserve, the all-powerful, privately owned, non-federal government-run, national bank that wields tremendous economic power over our nation? We talked about this on our show recently, including a segment of an interview I did with Paul Walter, about the book his publishing company reprinted, The Coming Battle, written in 1899 outlining how the banking money power gained control of America. (Hear that interview online here.)

Article 1, Section 8 of the Constitution states that Congress shall have the power to coin (create) money and regulate the value thereof.In 1935 the Supreme Court ruled that Congress cannot delegate its power to another group.But things have changed. Today it is the Federal Reserve that controls and regulates the U.S. dollar.

Interestingly, Congress refused to audit the Federal Reserve after bills co-sponsored by Rep. Ron Paul and more than half of the House (Federal Reserve Transparency Act, HR 1207), and in the Senate (S 604) co-sponsored by Sens. Jim DeMint, Mike Crapo and David Vitter, were stopped before even being introduced on the floor on procedural grounds.Why would they do that? Writing in his recent article, A Force of One: the Federal Reserve, Chuck Norris makes the claim that the FED is a secret society, I agree with Judge Andrew Napolitano, who said last week, We know more about the CIA than we do about the Federal Reserve. The Federal Reserve is the Freemasonry of government agencies. It is a virtual secret society unto themselves – a group of unelected brokers who hold the value of our dollar in the palms of their hands. This one agency, with its power to raise and lower interest rates, has exercised more control over the economy than any other government body.

Norris continues, Could it really be a mere coincidence that the bill to audit the Federal Reserve was refused from even being introduced and that this agency remains the quick convenience store-house of money for the Obama administration’s borrowing and bailout monies? Again, as Judge Napolitano said, The Obama administration not only doesn’t want the Federal Reserve audited, it now wants to put the power to regulate all banks, insurance companies, brokerage houses – into the hands of this super secret bank. What are they afraid we might see if we get a chance to look at their books? So, how did the Federal Reserve become the money manager of the United States? The Federal Reserve came into being with the stroke of the pen of President Woodrow Wilson, establishing a centralized banking system, that balanced the competing interests of private banks and populist sentiment.(sound familiar?) He appointed seven members of the Board with twelve regional banks, which are located in Boston, New York, Philadelphia, Cleveland, Richmond, Atlanta, Chicago, St. Louis, Minneapolis, Kansas City, Dallas and San Francisco.Today’s current (five) board members of the Federal Reserve are Ben S. Bernanke, Chairman, Donald L. Kohn, Vice Chairman, Kevin M. Warsh, Elizabeth A. Duke and Daniel K. Tarullo.Henry Ford once said, It is well enough that people of the nation do not understand our banking and monetary system, for if they did, I believe there would be a revolution before tomorrow morning.

Did Ford know something we don’t?

Mayer Amschel Bauer Rothschild said,Give me control of a nation’s money and I care not who makes it’s laws.He also said, It (the Central Bank ) gives the National Bank almost complete control of national finance. The few who understand the system will either be so interested in its profits, or so dependent on its favours, that there will be no opposition from that class… The great body of the people, mentally incapable of comprehending, will bear its burden without complaint, and perhaps without even suspecting that the system is inimical (contrary) to their interests.
John D. Rockefeller wrote in his book Memoirs,For more than a century, ideological extremists at either end of the political spectrum have seized upon well-publicized incidents, such as my encounter with Castro, to attack the Rockefeller family for the inordinate influence they claim we wield over American political and economic institutions. Some even believe we are part of a secret cabal working against the best interests of the United States, characterizing my family and me as internationalists and of conspiring with others around the world to build a more integrated global political and economic structure – one world, if you will. If that is the charge, I stand guilty, and I am proud of it. But, this information doesn’t answer Chuck Norris’ claim that the Federal Reserve is a secret society.Perhaps a speech given by John F. Kennedy to the American Newspaper Publishers Association sheds some light? In it he talks to the press about secret societies:The very word secrecy is repugnant in a free and open society; and we are as a people inherently and historically opposed to secret societies, to secret oaths and to secret proceedings. We decided long ago that the dangers of excessive and unwarranted concealment of pertinent facts far outweighed the dangers which are cited to justify it.John F. Kennedy wanted to abolish the Federal Reserve. On November 22, 1963 he was assassinated as his motorcade took an unscheduled route in Dallas.More than give detailed information about the Federal Reserve I wanted to provoke questions that would cause you to research for yourself. For in so doing you will learn more than any one article can tell.Is the FED a secret society? You tell me.

Congressmen Grayson and Paul Ask Senate Banking to Delay Confirmation of Bernanke Until Fed Releases Information on Secret Bailouts Washington’s Blog Thursday, Oct 8th, 2009

Dear Chairman Dodd and members of the Banking Committee,

We are writing to ask you to postpone the confirmation of Ben Bernanke until the Federal Reserve releases documentation that will allow the public and the Senate to have a full understanding of the commitments that the Federal Reserve has made on our behalf. Without such an understanding, it is impossible to know whether Chairman Bernanke is fit to serve another term and fulfill the Federal Reserve’s dual mandate to ensure price stability and full employment. A list of said documentation is enumerated below.Since 2007, the Federal Reserve has expanded its balance sheet by $1.2 trillion and taken on substantial credit, interest-rate, and foreign exchange risk. It has lent immense sums to some financial institutions against overvalued collateral, while refusing to lend to others with no clear standards as to who was rescued and who was not. It has set up holding companies using no-bid contracts, and guaranteed substantial liabilities of Citigroup, all the while keeping information about its actions secret from the public and Congress. This is in stark contrast to the analogous period in the 1930s, when the Reconstruction Finance Corporation fully disclosed loans and collateral to Congress.Today, big banks are being bailed out and have a substantially lower cost of capital through an implicit government backstop even as Americans themselves are seeing their pay cut. This lower cost of capital – at government expense – coupled with increased scarcity of credit is resulting in the banks recapitalizing by charging American consumers higher credit costs, including record overdraft fees and much higher credit card rates.

As you know, the Federal Reserve has a chartered mandate of both price stability and full employment. Since 2002, the year Bernanke joined the Federal Reserve board and aligned himself with Alan Greenspan’s activities, the incomes of Americans have actually declined in absolute terms, with incomes projected to decline a further 5% in 2009. One quarter of all mortgage holders owe more than they own, with that number projected to rise to nearly 50% by 2010. Consumer asset prices, most importantly housing, continue to fall, and unemployment continues to rise. This raises real questions about Bernanke’s tenure as Federal Reserve chairman, and about where those trillions of dollars have gone.Federal Reserve secrecy must be understood in the context of an intellectual dogma which Alan Greenspan inculcated into the fabric of the Federal Reserve and the economics profession, and which has severely harmed ordinary Americans. Bernanke’s ‘Great Moderation’ speech in 2004 didn’t even consider the idea that the economy was becoming more unstable, even as risks were being built into the system by the policies he encouraged. He ignored evidence of a crisis, saying in 2007 that the turmoil was contained to subprime mortgages, ignoring the bankruptcy of over 100 mortgage originators, and the clear evidence the crisis would spread. Now, even as the crisis is said to be subsiding, we still do not have credit markets that are able to function without substantial government support, we have not addressed institutions that are too big to fail which the Fed oversees, bank credit availability is again shrinking (posing risk of further increasing already high unemployment), and toxic assets in the system on the books of both private banks and the Federal Reserve have still not seen price discovery.Chairman Bernanke’s policy-making errors might be chalked up to errors of judgment, and it’s possible to argue that he has been chastened by the last few years of turmoil. What is more disturbing is how the Federal Reserve has refused to disclose the details of its commitments to the bankers who came close to destroying our economy. The Bernanke Fed’s execution of its dual mandate cannot be judged without consideration of those commitments, which would require the Fed to disclose documents which it still contends the public has no right to see.Specifically, I ask that you postpone the confirmation of the Chairman until after the Federal Reserve discloses:

(1) Information that Bloomberg reporter Mark Pittman has requested via a Freedom of Information Act Request on the Bear Stearns rescue and that the Federal Reserve is contesting in the courts, [i] and which Manhattan Chief U.S. District Judge Loretta Preska has ordered by turned over by the Federal Resrve.

(2) Information that Rep. Grayson requested in February at a hearing and by follow-up letter on which institutions received the $1.2 trillion added to the Federal Reserve’s balance sheet, how much reach institution received, and what was promised in return.

(3) All Federal Reserve documents that went to Attorney General Andrew Cuomo’s office relating to the Bank of America/Merrill Lynch merger in which potentially illegal and coercive activity might have occurred, as well all Federal Reserve documents relating to the lawsuit pursued by Merrill Lynch shareholders in the US District court for the Southern District of New York.

(4) Transcripts of all Open Market Meeting Minutes up to and including that of June, 2009, transcripts which are normally withheld from the public for five years.

(5) Full disclosure of all terms and conditions of all off-balance sheet Fed transactions in the past three years.

The Federal Reserve must become transparent and open with Congress and the public about its behavior during the financial crisis. Thank you for your consideration of this matter.

A Kremlin aide said on Thursday it could be advantageous to switch to non-dollar oil payments, but that he had not heard of any discussions on the issue.Britain’s Independent newspaper reported on Tuesday that Russian officials had held secret meetings with Arab states, China and France on ending the use of the U.S. dollar in international oil trading.We have long been saying that there is some sense in creating the conditions for making ruble payments, including for oil, attractive, Arkady Dvorkovich said. The subject is worth discussing, but I do not know if specific talks on the issue are underway.According to The Independent, the countries are reportedly seeking to switch from the dollar to a basket of currencies including the euro, Japanese yen, Chinese yuan, gold, and a new unified currency of leading Arab oil producing countries.Secret meetings have already been held by finance ministers and central bank governors in Russia, China, Japan and Brazil to work on the scheme, which will mean that oil will no longer be priced in dollars,the paper said.The Independent said the meetings have been confirmed by Chinese and Arab banking sources.These plans will change the face of international financial transactions,a Chinese banker told the paper.America and Britain must be very worried. NEW YORK – The market kept its momentum going Friday, with stocks heading for their best week since July.Major stock indexes rose less than 0.5 percent in midday trading, led by gains in health care and utility stocks. Going in to Friday, the Dow Jones industrial average is up 300 points, or 3.2 percent, for the week. The Standard & Poor's 500 index is up 3.9 percent.Investors have cheered more signs this week that the economy is healing, including growth in the service sector, a surprise profit from aluminum maker Alcoa Inc. and the first gain in retail sales in over a year.Moderating the market's advance Friday was a rebound in the dollar, which weighed on energy and material stocks. The greenback recovered some of its recent losses against other currencies after Federal Reserve Chairman Ben Bernanke reassured markets that the U.S. central bank will be able to wind down its extraordinary stimulus measures when the time is right.Some investors interpreted Bernanke's comments as a sign that the Fed might raise interest rates sooner than expected, which would boost the dollar versus other currencies. If the Fed raises rates too soon to support the weak dollar, investors fear the economy's recovery could falter. But a continued sharp decline in the dollar is worrisome because it could lead to inflation.The dollar is really a mixed bag,said Jordan Smyth, managing director at Edgemoor Investment Advisors.What's particularly concerning for investors is if there is a sharp, sustained move in one direction or another.

FRANKFURT — German consumer prices declined somewhat in September, as did exports during the month of August, official data showed, evidence that Europe's largest economy is recovering only gradually.The Wiesbaden-based Federal Statistical Office said German consumer prices fell by 0.3 percent on the year in September, and were 0.4 percent lower compared to August. Food and fuel prices were both lower.
Meanwhile, exports fell 1.8 percent in August from the previous month and were 20 percent lower compared with August 2008. The monthly drop was the first decline after three consecutive months of export gains.European shares were nearly flat. U.N. climate chief Yvo de Boer said he hoped the award would spur progress when the U.S. delegation arrives in Copenhagen in December for crucial climate negotiations.Obama is set to received his award in Oslo on Dec. 10 — just days after the climate talks start.I hope this encourages him to come to Copenhagen with an ambitious target,de Boer said.We need that.Earlier, the Americans took a beating from environmentalists and poor nations for failing to commit to deep emissions cuts and to provide financial aid to poorer nations.The developing nations are justifiably angry at the lack of progress, about the lack of credible offers by the United States, by the European Union and by Japan,said Alden Meyer, director of strategy and policy for the Union of Concerned Scientists.Jonathan Pershing, the head of the American delegation, said the United States wanted a deal in Copenhagen but he admitted it would be extremely difficult for the U.S. to commit to specific numbers in the absence of legislation from Congress.In the U.S., which rejected the Kyoto Protocol because it exempted countries such as India and China from obligations, a bill that passed the House of Representatives would reduce emissions by 17 percent from 2005 levels — about 4 percent below 1990 levels — by 2020.
