How the Campuses Helped Ruin California's Economy

All across the country there were demonstrations on March 4 by students (and some faculty) against cuts in higher education funding, but inevitably attention focused on California, where the modern genre originated in 1964. I joined the University of California faculty in 1966 and so have watched a good many of them, but have never seen one less impressive that this year's. In 1964 there was focus and clarity. This one was brain-dead. The former idealism and sense of purpose had degenerated into a self-serving demand for more money at a time when both state and university are broke, and one in eight California workers is unemployed. The elite intellectuals of the university community might have been expected to offer us insight into how this problem arose, and realistic measures for dealing with it. But all that was on offer was this: get more money and give it to us. Californians witnessing this must have wondered whether the money they were already providing was well spent where there was so little evidence of productive thought.

The content vacuum with filled with the standby language of past demonstrations, and so there was much talk of the struggle,and of oppression,and---of course---of racism. We are all students of color now said Berkeley's Professor Ananya Roy, and a student proclaimed that this crisis represented structural racism.(Why not global warming too?) Berkeley's Chancellor Birgeneau called the demonstrations the best of our tradition of effective civil action.Neither Chancellors nor demonstrations are what they used to be. The nostalgia for the good old days surfaced again in efforts to shut the campus down by blocking the entrance of UC Berkeley and UC Santa Cruz. It didn't seem to occur to anyone that the old shut it down cry was somewhat misplaced when keeping it fully open was what the present demonstration was about, but then this was not an occasion when anyone seemed to have any idea of what they were trying to achieve.

One group at UCLA stumbled into the truth, though it was a truth they did not understand. At Bruin Plaza a crowd chanted Who's got the power? We've got the power. In its context this was just another slogan of a mindless day, but the reality is that those people do indeed have the power, and routinely use it in a way that makes them the author of their own troubles. Let me explain.

Unemployment in California is still rising. It just went up from 12.3 to 12.5%, nearly three points above an already bad national average. This horrendous figure is the source of California's budget problem. The huge loss of tax revenue is compounded by greatly increased unemployment outlays. If we look at the few other states that have unemployment figures well above the national average, there are obvious explanations. Michigan is at 14.6 because employment in its major industry (automobiles) has collapsed. Nevada, at 13.0, is dependent on discretionary cash at a time when there isn't any. But California is too big to be dominated by one industry, and its plight can only be explained by the state's having grossly mismanaged its affairs.

In 2007 Raymond Keating formulated a Small Business Survival Index, which is a composite of various aspects of the climate for business in a particular state: business and personal taxes, regulations, mandates, and so on. In that index California ranked 49 among the 50 states. Rhode Island ranked just above California, and its unemployment rate is 12.7. At the bottom of the Index is D.C., and its unemployment rate is 12.1.

In the component parts of the SBSI index, California ranks worst of 51 (including D.C.) on top personal tax rates, worst on top capital gains tax rates, 42 on corporate taxes, 43 on health insurance mandates, 46 on electric utility costs, 47 on workman's compensation costs, rock bottom again on state gas taxes, 45 on state and local government five year spending trends, and 47 on state and local per capita government spending. It also ranks 49 among the states on the US Economic freedom index, and it has the highest state sales tax rate too: where some states have an income tax but no sales tax, and others have a sales tax but no income tax, California has both, AND it has the highest rates in both.

In short, California is a disaster for business. The state has piled up so many taxes, regulations and mandates that businesses are leaving the state. Just this week I learned that a spare part order for my Lennox fireplace is delayed because Lennox is moving this division of its business to Tennessee. Wealthy individuals are also fleeing the state to avoid the country's highest tax bracket. When both wealth and wealth creation leave the state, tax revenues leave with them.

How has this happened? As everyone knows by now, California has a dysfunctional legislature. Already in 2003---well before the current national crisis, and when the national unemployment rate was only 5.9%---California was bankrupt, and spending was so out of control that a Governor was recalled. The legislature enacts every politically correct whim that comes into its head, loading on one mandate and regulation after another. Cap and Trade could not pass nationally, but the California legislature proudly passed its job-killing global warming bill.

That is why the state now has a budget crisis of staggering proportions, and why university students are seeing those large fee hikes. But why is the California legislature so irresponsible, not to say goofy? Well, California is extremely rich in state university campuses: the UC and CSUC systems alone amount to 33 campuses, about a third of them mega-campuses of 30-35 thousand students, with another 10 around 20,000. The mega-campuses completely dominate the Assembly districts they are in, and their large concentrations of students and faculty skew the district electorate not just to the left, but to the devoutly politically correct but hopelessly unrealistic left. Virtually all of them routinely send Democrats to Sacramento. College towns with more modest sized campuses play their part too, but mega-campuses make their districts so one-sided that in the last election UC Berkeley's Assembly seat had no election even though it was vacant: the Democratic nominee still ran unopposed. Where there is real competition between the parties the two sides keep each other honest and realistic, but when Assembly seats are so inevitably left that there is no contest, there is nothing to stop the side that has automatic electability from sliding into fantasy. Those districts provide the margin that allows an immature leftism that has lost contact with reality to control the state legislature and ruin the business climate of the state.

The irony here really cries out for attention: a large state university system needs a free market economy that hums along in top gear so that the revenue needed to support it can be generated. But California's two unusually well developed state university systems provide enormous local voting power in many Assembly districts for a bitterly anti-capitalist ideology that sabotages the California economy. The campuses are shooting themselves in the foot. The power that those students and faculty chanted about is indeed theirs, and if they used it to elect sensible assemblymen and state senators their problems would be solved by the healthy business climate that would result. The votes that they actually cast are the source of their troubles.

Only one idea for solving the funding crisis was floated on March 4. It was to repeal the state's requirement that taxes can only be raised by a two thirds vote, so that taxes can be raised yet again and more money made available to the campuses. In other words, let's make the funding crisis even worse, by driving out of California even more wealth and wealth creating capacity, and raising the unemployment level even more. California is not a tax-heavy state,said Assemblyman Joe Coto, whose office is right next door to San Jose State University, which enrolls 31,000 students. And that raises the question: how much longer will the California citizenry want to support a system of higher education that keeps its legislature stuck on stupid? It's not a question for this state alone.

Inc. spent nearly $1.6 million in the third quarter lobbying on health care overhaul issues, vaccine funding and government price controls on drugs, according to a recent disclosure form.The $1.56 million total was up 41 percent from the $1.11 million that the maker of asthma and allergy drug Singulair, diabetes pill Januvia and cholesterol pills Vytorin and Zetia spent lobbying in the year-ago period.Merck, based in Whitehouse Station, N.J., leapfrogged to become the world's second-biggest drugmaker with its $41 billion purchase of Schering-Plough Corp. in November.

Merck lobbied on multiple health care issues, including supporting additional coverage for uninsured people, having public-private partnerships involved in research comparing the effectiveness of different medical treatments, and providing coverage for preventive services including immunizations.It specifically supported increased funding for the National Immunization Program for low-income children and access to vaccines for adults under Medicare. Merck, a pioneer in vaccines, sells nearly every shot recommended for both children and adults.Merck lobbied against allowing cheaper prescription drugs to be imported back into the U.S. from other countries, except by the drug's manufacturer, a hot issue in this year's debate over the health care overhaul; the White House says it still backs such imports. Merck also supported efforts to require that the government certify the safety and cost savings of drugs if reimportation is allowed.Merck lobbied against any increases in the rebates drug companies pay the government under the Medicaid drug program and against changing Medicare rules to impose government price controls on prescription drugs.Merck also lobbied on patent reform, an important issue because of the increasing number of patent challenges over brand-name drugs now made by generic pharmaceutical firms years before the patents are set to expire. EUOBSERVER / BRUSSELS - Belgian Prime Minister Yves Leterme has said that joint economic governance among some or all EU member states is an inevitable consequence of the creation of the euro.Speaking in an interview with EUobserver about the prospects for setting up a future European Debt Agency (EDA) and a European Monetary Fund (EMF), Mr Leterme predicted that current resistance to the plans will melt away in the coming years. You can have doubts about the political will today ...but the idea of strengthened economic government has been put on the table and will make progress. In the end, the EDA or something like it will become a reality. I'm convinced of this, he said.It's about Europe's financial stability and it's not an ideological debate about federalism. I myself am a federalist. But more integration and deeper integration are simply logical consequences of having a single currency.

Mr Leterme floated the debt agency proposal in the press on 5 March. The agency would be a new EU institution based at the European Investment Bank in Luxembourg. It would help EU governments to borrow money more cheaply by selling bonds guaranteed by all participating states and channeling funds to national treasuries, within a set of limits. A back-of-the-envelope calculation shows that if markets bought the bonds at an interest rate just 0.1 percent lower than today, the EU as a whole could save €6.6 billion. The EMF plan was put forward by Germany and involves the creation of a new fund to grant emergency loans to countries at risk of sovereign default.Both proposals would require EU states to give up fiscal decision-making powers and to co-ordinate national budgets at the EU level to a far greater extent than today. They could also require financially sound EU countries to prop up their insolvent cousins. The EMF would most likely need a new EU treaty, which forbids eurozone bail-outs as things stand. But the EDA could be set up on the basis of Article 136 of the existing treaty on the proper functioning of economic and monetary union, Mr Leterme's advisors say. The Belgian leader may raise the debt agency plan at the EU summit on 25 March. It would be interesting for EU leaders to discuss it further at the informal, monthly summits proposed by EU Council President Herman Van Rompuy, he said. The EDA could initially be set up outside EU structures if need be. We can do a lot of things on an intergovernmental basis, a kind of coalition of the willing, a coalition of the willing of most of the eurozone countries, Mr Leterme explained.

Doubt in their eyes

The global financial crisis and the more recent Greek debt crisis have caused a shift in EU thinking.Recalling an extraordinary EU summit in October 2008, which took place a few weeks after the collapse of the US investment bank, Lehman Brothers, the premier said: We saw the doubt in the eyes of [French and German leaders] Mr Sarkozy and Mrs Merkel. EUOBSERVER / BRUSSELS - German Chancellor Angela Merkel has said the eurozone must be able to expel members that repeatedly break the club's fiscal rules in the future. In a speech to the German parliament on Wednesday (17 March), the chancellor stressed that such an option would only be used as a last resort, but added that the EU's current Stability and Growth Pact rules are no longer sufficient to deal with the euro area's difficulties. In the future, we need an entry in the [Lisbon] Treaty that would make it possible, as a last resort, to exclude a country from the eurozone if the conditions are not fulfilled again and again over the long term, Ms Merkel said.Otherwise co-operation is impossible.Market doubts over Greece's ability to meet refinancing needs in the coming months have plunged the euro area into its greatest crisis in its 11-year history, with the possibility of a sovereign debt default weighing heavily on the euro currency. With a deficit of 12.7 percent of GDP last year, Athens is grossly in breach of the three-percent limit laid down by stability and growth pact. Other member states have proved little better however, raising the prospect of contagion spreading to other EU countries with weak finances such as Portugal or Spain. Ms Merkel's comment's echo plans outlined by Germany's finance minister, Wolfgang Schaeuble, earlier this month, under which a European IMF-style monetary fund would be set up to aid struggling eurozone countries, but backed up by much tougher fiscal rules including the possibility of expelling repeat offenders. With German public opinion strongly against a Greek bail-out, to which Berlin would be a main contributor, a number of analysts have interpreted Mr Schauble's plans as a means of avoiding such aid transfers in the future by making it easier for eurozone members to leave the single currency. At least one senior euro area official greeted Ms Merkel's statements with sympathy on Wednesday. An alternative view of safeguarding financial stability in the eurozone, [a stated desire of EU leaders], is to look for mechanisms that would facilitate an orderly exit of a consistently misbehaving member state,the official told EUobserver.

Greek situation

With the likely need for a treaty change ruling out the quick establishment of such an exit mechanism, Ms Merkel said no member state should be left on its own in a crisis. But she added that: A quick act of solidarity is definitely not the right answer, confirming the German line that no aid will be offered to Greece unless absolutely necessary. That date may arrive at some point over the months of April and May when roughly €20 billion of Greek debt is set to mature. Athens has indicated that the interest rate of 6.3 percent, offered to investors during the country's last bond issuance, is unsustainable. On Tuesday, EU finance ministers agreed much of the detail of a mechanism to provide financial aid to Greece, but the political decision to announce the plans has yet to be taken. A Greek spokesperson said on Wednesday that the country's centre-left Pasok administration is looking for clear support next week from EU leaders at a summit in Brussels, adding that Athens could turn to the IMF if the EU support is not forthcoming.I believe the summit is when it will become evident whether the European partners want to support a country ... or whether we have to resort to some other solution, Mr George Petalotis said, report newswires. Greece has used the threat of turning to the IMF as a means of putting pressure on euro area governments in the past, with EU officials previously indicating their desire to solve eurozone problems internally.

However, reports suggest a number of eurozone countries are softening their stance on potential IMF aid to Greece, with the international organisation already providing technical advice. It would be good if the IMF were a part of the package. Finland supports both technical and economic aid [from the IMF], Finnish finance minister Jyrki Katainen reportedly said this week.

EUOBSERVER / BRUSSELS - The European Commission has said member state growth assumptions in budgetary plans submitted to Brussels are overly optimistic, suggesting upcoming national deficits could be worse than governments predict. Commenting on Wednesday (17 March) on the member state plans - known as stability and convergence programmes in EU parlance - the commission also said several member states need to provided greater details on how they intended to rein in their runaway budgets. The main risks to consolidation stem from somewhat optimistic macroeconomic assumptions and the lack of specification of consolidating measures, EU economic and monetary affairs commissioner Olli Rehn said in a statement. Falling government revenues, combined with stimulus spending and greater unemployment payouts in the wake of the financial crisis, have resulted in a vast majority of EU countries being in breach of the bloc's three percent of GDP deficit limit, giving governments a headache as they attempt to rectify the slippage while simultaneously promoting growth. Their positions are not all identical however, with officials grouping them into three broad categories. Germany, the Netherlands, Austria, Sweden, and Finland still have some fiscal room for manoeuvre, with Berlin, for example, intending to increase its deficit this year before starting consolidation in 2011.However the commission said that Germany's ruling centre-right coalition had yet to explain how it planned to reconcile fiscal austerity with promised tax cuts.

Portugal, Ireland and the UK on the other hand, are countries where consolidation must start right away, indicated officials. Ireland has already introduced a number of very tough budgets last year, while Lisbon announced plans to sell state assets this week in a bid to raise revenues. A leaked draft of Wednesday's commission assessment forced UK finance minister Alistair Darling to defend the government's consolidation plans. It's the toughest and it is the most aggressive plan of any advanced economy,he said.I think to go further and faster than that ...would run the risk of seriously derailing the recovery.Of the remaining countries who saw their plans assessed, France, Spain, Italy, Belgium and Slovakia were placed somewhere in the middle, with limited room for manoeuvre. Spain was told that its prediction to dip below the three percent deficit limit in 2013, from a deficit of 11.4 percent this year, was based on markedly optimistic growth forecasts of 1.8 per cent next year, 2.9 per cent in 2012 and 3.1 per cent in 2013.Italy and France were also told their growth forecasts were overly optimistic, while Italy's debt pile of over 100 percent of GDP and the country's excessive regional spending were cause for concern.

The dangers of poor public finances have been amply demonstrated by Greece in recent months, with market fears pushing the country's borrowing costs up and raising the spectre of a possible debt default. But speaking after a meeting on Wednesday evening with the country's prime minister, George Papandreou, commission president Jose Manuel Barroso said the situation had calmed down in Greece.He said Athens was on track to reduce it deficit by four percent this year, as promised, and that the euro area was ready to provide financial support if needed. For his part, Mr Papandreou did not rule out turning to the IMF for help if EU leaders failed to approve the financial aid plan at a summit in Brussels next week.

EU diplomatic corps risks months-long delay

EUOBSERVER / BRUSSELS - EU member states are close to agreement on the internal architecture of the bloc's new diplomatic corps, but MEPs are threatening to delay the decision-making process if their ideas are brushed aside. According to the latest organigram given by the office of EU foreign relations chief Catherine Ashton to EU diplomats on Wednesday (17 March), the External Action Service (EAS) will see her delegate all day-to-day work to a secretary general and his two deputies.Ms Ashton is to float above the structure with her private cabinet, 11 special envoys and their advisors in a diplomatic taskforce numbering some 300 people. The secretary general will command six directorates; one dealing with budget and personnel, one with thematic issues such as human rights and the UN, and four branches split along geographic lines. He will take charge of the EU's intelligence sharing bureau, SitCen, and three departments handling the EU's military and civilian missions. He will also run three semi-autnomous cells: a legal unit, an audit and inspections unit and a strategic policy planning branch.

The secretary general's domain will number a few thousand people.One of his deputy secretary generals is to deal with kitchen-sink matters, such as relations with the EU institutions. The second one will run around in Ms Ashton's place to attend second-rank events. He will also liaise with the Political and Security Committee, an EU Council body composed of senior EU diplomats which makes decisions on security matters.Member states' EU ambassadors are to debate the organigram at a meeting in Brussels on Thursday.The draft blueprint is not expected to elicit a dispute. But the meeting will also debate thornier EAS issues, such as: which parts of the European Commission's budget should be gobbled up by the new institution and what will be the chain of command for heads of EU foreign delegations, which will, in many cases, run EU commission projects, as well as acting as Ms Ashton's envoys. The $64,000 question is how can we have an EU foreign policy that is systematic, that there is really one European voice? an EU diplomat said.If EU states, Ms Ashton and the EU commission come to terms in the next few weeks, the final EAS mandate could be approved by EU foreign ministers in April, as foreseen in the original schedule.

MEPs ready to roar

MEPs are however already talking about a final agreement as late as July or September, given their own competing ideas on the EAS structure and mandate.A group of nine senior MEPs calling itself the Friends of the EAS has met three times in Brussels so far to put forward its ideas to Ms Ashton's advisors in the hope of influencing the process in an informal way.The MEPs' blueprint would like to see Ms Ashton have direct power over SitCen, the strategic policy planning unit and financial audits, weakening the secretary general. It would also like to see her command two deputy head representatives who would be senior politicians from EU member states, with the deputy secretary generals confined to the Brussels kitchen sink.Among other ideas, the MEPs are keen to establish quotas for EAS staff coming from the newer EU states. The parliament has the legal power of co-decision over the EAS' staff and pay rules, so this gives it quite a lot of leverage,Polish centre-right MEP Jacek Saryusz-Wolski, a member of the Friends of the EAS panel, said.It may happen that the decision-making process will take a lot longer than people imagine.

WAYNE, N.J. – The powerful nor'easter had moved out at sea, but flooding lingered Tuesday in many Northeast communities.Many places from the mid-Atlantic to New England were still inundated with water, with tens of thousands of people lacking electricity and hundreds still in emergency shelters — some for a fourth day.In Wayne, a flood-prone New York City suburb along the Passaic River, Abedin Shakiri was told by a utility worker that he probably wouldn't be able to enter his house until Saturday. The 48-year-old Albanian came to the United States from Kosovo in 2000 as part of a refugee airlift, and bought virtually the first house he set eyes on — near the river.It's a cheap area here, he said.It's nice, when there's no water.
He did not know the neighborhood was prone to flooding when he bought. Of the previous owner, Shakiri said, I didn't ask; he didn't tell me.Marie Philpot and her husband, Phil Weckesser of Woodland Park have had it with floods, saying this one — the worst they remembered in 14 years living along the banks of the Passaic River — would be their last.It's very depressing,Philpot said.All you do is work, work, work to build something, and it's all destroyed. I work just to pay insurance for this, and it's paying us nothing.

One neighbor teased Philpot about her homemade hip waders: two black garbage bags she had stuffed in each of her rubber boots to protect her pant legs as she waded down the street to her home. Philpot said they were ready, but unable, to pump out their home because they had no electricity.About 30,000 New Jersey customers remained without power as of 8 p.m. Tuesday. In Connecticut, about 40,000 homes and businesses were in the dark, down from a peak of more than 85,000. Nearly 70,000 were without power in New York City and its suburbs to the north and the east.
Connecticut Gov. M. Jodi Rell called for an investigation into what she called the slow response of utility companies. She asked state utility regulators and emergency management officials to look into complaints that Connecticut Light & Power Co. and The United Illuminating Co. were slow to make fixes.

FARGO, N.D. – Mac Butler believes he'll beat the bloated Red River and save his home again this year. But a canoe and kayak are tied up outside his house just in case he's wrong.Butler and his wife, Jane, are among the final holdouts in an already flood-ravaged Fargo neighborhood where some three dozen homeowners have opted to accept government money to relocate over the past decade. On Sunday, the river is expected to crest up to 20 feet above the flood stage, meaning its overflowing waters could rush right up to the Butlers' home — again.I've been invited to ask for a buyout but I'm not interested, said Mac Butler, a 58-year-old North Dakota State University biology professor. I know it makes it look like I'm stubborn or foolish, but the local topography works in my favor — I'm on sort of a little plateau. I think we'll be fine.He wasn't so sure last year when the Red River jumped its banks and flooded the low-lying section near downtown Fargo known as Oak Grove. Butler worked around the clock for days and broke five sump pumps, as water lapped against barricades of sandbags outside the back door of the century-old home.

During the nearly 30 years that Butler has lived in his home, he has fought three floods but has never let water enter his home. As he prepared for his fourth flood, Butler said he refuses to leave because he loves the location and figures he can save taxpayers money by not taking a buyout.This house has been here for 100 years, and I think it will be here for a while, he said.Butler considers flooding just part of the cost of living here, much like those who live in earthquake-prone areas.People shouldn't be living in San Francisco, but they are; we shouldn't be living here in Fargo, but we do,Butler said. Where's safe? There is always something that's going to get you.Others who have chosen to stay in the neighborhood also were taking precautions this week. Volunteers in Fargo filled their 1 millionth sandbag on Wednesday as the river rose above 30 feet — considered major flood stage.Fargo itself is beginning to show signs of wear and tear from days of preparations. Dump trucks carrying clay for dikes let some spill out, coating roads and making them a muddy mess. Roads are blocked off to let heavy equipment through.The city's Mayor Dennis Walaker thanked the volunteers and other workers on Thursday but also warned residents that they still need to be cautious.We're not through this thing yet, OK? Even if it crests on Saturday or Sunday, there's a period of time where we're very vulnerable to weather, very vulnerable to failure. Walaker told city and local officials.Across the street from Butler's home, the Oak Grove Lutheran School suffered about $1.8 million in damage from last year's flood. Already this year, the school's football field is beneath 12 feet of water.City crews this week began extending a clay dike from a permanent floodwall to help protect the school and the nearby neighborhood.School spokeswoman AnnMarie Campbell said the school should be safe this year with the 38-foot predicted crest, about 3 feet lower than the record set in 2009.We're very confident we won't have any issues, Campbell said.We feel 38 feet is very manageable.But others aren't so sure, and some of Butler's neighbors are thinking it might be time to leave.

Edward Schmidt, who lives across from the school, stacked a few thousand sandbags around his home with the help of students and neighbors. Last year, I got water in my basement because I didn't have enough sandbags, Schmidt said. We did the best we could do this year.Unlike Butler, Schmidt said he and his wife are considering a buyout. We love living here, but we understand we may to have to move, said Schmidt, who has lived in the home for 23 years. City spokeswoman Karena Carlson said Fargo has spent $7.4 million buying 25 homes in low-lying neighborhoods since last year's flood. She said an additional seven homes are expected to be purchased by the time the river crests. The buyouts, which are funded with city sales tax money, have ranged from $69,000 to $1.1 million, the latter of which was for a home owned by James and Margo McCulley. James McCulley, a retired orthodontist, said his family didn't have a choice. They had to leave because the home was in the path of a planned permanent floodwall. The couple moved this month to another house on higher ground several miles away. It was my dream house, Margo McCulley said. But it was just a house. Wherever we live is our home.

NOAA warns of big floods after fierce winter

NEW YORK (Reuters) – A huge snowpack from a harsh winter will cause extensive flooding this spring in the upper Midwest and in the major corn-growing state of Iowa, the National Oceanic Atmospheric Administration said on Tuesday.We are looking at potentially historic flooding in some parts of the country this spring, NOAA administrator Jane Lubchenco told reporters in a briefing while presenting the government's spring flood risk outlook.The snowpack in the Midwest is more extensive than in 2009,with precipitation in December up to four times above average, NOAA said.It's a terrible case of deja vu, but this time the flooding will likely be more widespread, Lubchenco said.As the spring thaw melts the snowpack, saturated and frozen ground in the Midwest will exacerbate the flooding of the flat terrain and feed rising rivers and streams.Of particular risk is the Red River Valley in Minnesota, with NOAA officials saying it was unusual that the area would face the threat of severe floods for the second year running.The Red River runs north, dividing North Dakota and Minnesota, before running through the flat southern plains of the Canadian province of Manitoba.The U.S. side of the valley is planted to wheat, soybeans and other crops. Chile says earthquake and tsunami left 700 dead

SANTIAGO, Chile – The earthquake and tsunami that struck Chile last month killed 700 people and caused damages of nearly $30 billion, according to the government. And the ground hasn't stopped shaking.A magnitude-6.7 aftershock rocked south-central Chile Monday night, adding to the raw nerves and mounting damages caused by the Feb. 27 quake.Chile's Interior Minister Rodrigo Hinzpeter updated the known death and damage toll on Tuesday, saying 200 people previously listed as missing would be added to the count of 500 previously known dead.In economic terms, this is the worst catastrophe Chile has suffered, Hinzpeter added. He estimated that damages could reach nearly $30 billion, with insurance covering just $5 billion to $8 billion.

Public Works Minister Hernan de Solminihac said it will cost some $1.46 billion to restore public infrastructure — notably the fallen bridges that are slowing reconstruction and relief efforts.Higher taxes on mining operations may be one way to cover the public costs, Hinzpeter said. Conservative lawmakers have rejected the idea of a higher tax burden on the country's crucial mining sector.More political fault lines are also reappearing as Chile's center-left coalition, which just lost power after 20 years in office, tries to reassert itself.The left-leaning are demanding greater efforts to help the millions of Chileans affected by the catastrophe. JERUSALEM – Palestinian militants fired a rocket at Israel from the Gaza Strip on Thursday, killing a Thai farm worker, Israeli medics said, in the first death from such an attack since the Gaza offensive last year.Magen David Adom, Israel's emergency service, said the man was about 30 years old and was working in an agricultural community just north of Gaza.Tens of thousands of foreign laborers work in construction, agriculture and other menial jobs in Israel. In many cases, these foreign workers have replaced Palestinian laborers from Gaza, who are no longer allowed to enter Israel.A small Islamist faction calling itself Ansar al-Sunna claimed responsibility for the attack. Similar hardline groups, which are inspired by al-Qaida's radical ideology and see Gaza's Hamas rulers as too moderate, have been responsible for most of the attacks since the Gaza war ended in January 2009.

A second group, the Al-Aqsa Martyrs Brigades, also later claimed responsibility.

Thursday's attack came on the same day as a visit to Gaza by Europe's top diplomat, EU foreign policy chief Catherine Ashton, who had just crossed into the territory when the rocket was fired.I condemn any kind of violence. We have got to find a peaceful solution to the issues and problems, she said. The commercial features enviro-cops rifling through people’s refuse in an attempt to discover if anyone has put the wrong item in the wrong trash can. When they find a battery, the goons immediately storm the house. Shortly after, a man is shown peeling an orange only to be hit by a dazzling beam and the words,Sir, put the rind down, that’s a compost infraction! In another offshoot green police You Tube clip, viewers are challenged to answer which colored bin a banana peel should go in, black, blue or green.Unfortunately for people living across the Atlantic, the green police are not confined to joke car commercials, they’re about to be given powers to impose fines on already struggling families who commit the eco-crime of putting tea bags in the wrong dustbin.Householders could be fined up to £1,000 if they fail to comply with complex new rules on refuse sorting. Food scraps, tea bags and vegetable peelings thrown into the wrong dustbin could land them with hefty penalties under government plans to be unveiled today, reports the Daily Mail.Families could end up with five different bins and receptacles – including compulsory slop buckets for food waste – and be forced to sift through rubbish for anything that can be recycled, reused or converted into electricity.

Better yet, since the government is brainwashing kids in public schools to keep dossiers on their parents to monitor their consumption and travel habits in order to re-educate them for the green dictatorship, maybe the children can be covertly recruited to report Mom and Dad to the local green commissar if they commit the shameful offense of throwing a used tea bag into the black bin instead of the yellow bin.Energy giant NPower also lavished huge sums in advertising expenses to drive its Climate Cops campaign, in which children are encouraged to sign up as climate cops and keep climate crime case files on their families, friends and neighbors.Of course, the fact that every wicked dictatorship in history has exploited the malleable minds of young children to use them as informants on their own parents and neighbors shouldn’t worry us at all. There Is No Right to Health Care

Statement before the United States House of Representatives, September 23, 2009

Government has been mismanaging medical care for more than 45 years; for every problem it has created it has responded by exponentially expanding the role of government. Points to consider:Demonstrators gather for a rally in opposition to Obamacare on Capitol Hill on March 16 in Washington, DC.

1.) No one has a right to medical care. If one assumes such a right, it endorses the notion that some individuals have a right to someone else’s life and property. This totally contradicts the principles of liberty.
2.) If medical care is provided by government, this can only be achieved by an authoritarian government unconcerned about the rights of the individual.
3.) Economic fallacies accepted for more than 100 years in the United States has deceived policy makers into believing that quality medical care can only be achieved by government force, taxation, regulations, and bowing to a system of special interests that creates a system of corporatism.
4.) More dollars into any monopoly run by government never increases quality but it always results in higher costs and prices.
5.) Government does have an important role to play in facilitating the delivery of all goods and services in an ethical and efficient manner.
6.) First, government should do no harm. It should get out of the way and repeal all the laws that have contributed to the mess we have.
7.) The costs are obviously too high but in solving this problem one cannot ignore the debasement of the currency as a major factor.
8.) Bureaucrats and other third parties must never be allowed to interfere in the doctor/patient relationship.
9.) The tax code, including the ERISA laws, must be changed to give everyone equal treatment by allowing a 100% tax credit for all medical expenses.
Laws dealing with bad outcomes and prohibiting doctors from entering into voluntary agreements with their patients must be repealed. Tort laws play a significant role in pushing costs higher, prompting unnecessary treatment and excessive testing. Patients deserve the compensation; the attorneys do not.
10.) Insurance sales should be legalized nationally across state lines to increase competition among the insurance companies.
11.) Long-term insurance policies should be available to young people similar to term-life insurances that offer fixed prices for long periods of time.
12.) The principle of insurance should be remembered. Its purpose in a free market is to measure risk, not to be used synonymously with social welfare programs. Any program that provides for first-dollar payment is no longer insurance. This would be similar to giving coverage for gasoline and repair bills to those who buy car insurance or providing food insurance for people to go to the grocery store. Obviously, that could not work.
13.) The cozy relationship between organized medicine and government must be reversed. Early on medical insurance was promoted by the medical community in order to boost re-imbursements to doctors and hospitals. That partnership has morphed into the government/insurance industry still being promoted by the current administration.
14.) Threatening individuals with huge fines by forcing them to buy insurance is a boon to the insurance companies.
15.) There must be more competition for individuals entering into the medical field. Licensing strictly limits the number of individuals who can provide patient care. A lot of problems were created in 20th century as a consequence the Flexner Report (1910), which was financed by the Carnegie Foundation and strongly supported by the AMA. Many medical schools were closed and the number of doctors was drastically reduced. The motivation was to close down medical schools that catered to women, minorities and especially homeopathy. We continue to suffer from these changes made which were designed to protect physician’s income and promote allopathic medicine over the more natural cures and prevention of homeopathic medicine.
16.) We must remove any obstacles for people seeking holistic and nutritional alternatives to current medical care. We must remove the threat of further regulations pushed by the drug companies now working worldwide to limit these alternatives.

True competition in the delivery of medical care is what is needed, not more government meddling.

Now Bernanke Wants To Eliminate Reserve Requirements Completely

Up until now, the United States has operated under a fractional reserve banking system. Banks have always been required to keep a small fraction of the money deposited with them for a reserve, but were allowed to loan out the rest. But now it turns out that Federal Reserve Chairman Ben Bernanke wants to completely eliminate minimum reserve requirements, which he says impose costs and distortions on the banking system. At least that is what a footnote to his testimony before the U.S. House of Representatives Committee on Financial Services on February 10th says. So is Bernanke actually proposing that banks should be allowed to have no reserves at all? That simply does not make any sense. But it is right there in black and white on the Federal Reserve's own website.The Federal Reserve believes it is possible that, ultimately, its operating framework will allow the elimination of minimum reserve requirements, which impose costs and distortions on the banking system.If there were no minimum reserve requirements, what kind of chaos would that lead to in our financial system? Not that we are operating with sound money now, but is the solution to have no restrictions at all? Of course not.

What in the world is Bernanke thinking?

But of course he is Time Magazine's Person Of The Year, so shouldn't we all just shut up and trust his expertise?

Hardly.The truth is that Bernanke is making a mess of the U.S. financial system.
Fortunately there are a few members of Congress that realize this. One of them is Republican Congressman Ron Paul from Texas. He has created a firestorm by introducing legislation that would subject the Federal Reserve to a comprehensive audit for the first time since it was created. Ron Paul understands that creating money out of thin air is only going to create massive problems. The following is an excerpt from Ron Paul's remarks to Federal Reserve Chairman Ben Bernanke at a recent Congressional hearing....The Federal Reserve in collaboration with the giant banks has created the greatest financial crisis the world has ever seen. The foolish notion that unlimited amounts of money and credit created out of thin air can provide sustainable economic growth has delivered this crisis to us. Instead of economic growth and stable prices, (The Fed) has given us a system of government and finance that now threatens the world financial and political institutions. Pursuing the same policy of excessive spending, debt expansion and monetary inflation can only compound the problems that prevent the required corrections. Doubling the money supply didn’t work, quadrupling it won’t work either. Buying up the bad debt of privileged institutions and dumping worthless assets on the American people is morally wrong and economically futile.The truth is that the financial system that we have created makes inflation inevitable. The U.S. dollar has lost more than 95 percent of the value that it had when the Federal Reserve was created. During this decade the value of the dollar will decline a whole lot more.

That doesn't sound like a very good investment.

But that is what happens when you give bankers power to make money up out of thin air.And things are only going to get worse.Especially if Bernanke gets his way and reserve requirements are eliminated entirely.The U.S. economy is a giant mess already, and we have got a guy at the controls who simply does not have a clue.It's going to be a rough ride.

According to the New York Times, in an article by Robert Pear, published on November 14, 2009, the statements made by some lawmakers regarding Obama’s health care bill were written by lobbyists working for Genentech, one of the world’s largest biotechnology companies.Now get this: These very same lobbyists wrote statements made by both democratic and republican lawmakers, that on the surface seemed to be in conflict, but were actually pushing the agendas of the Monetary/Banking Cartel’s biotech, pharmaceutical, and insurance corporations. So much for the phony left/right paradigm, that our “diligent” lawmakers pretend to play.It’s comical when a portion of the corrupt system in Washington gets exposed; but what is not funny is the above model is how all federal laws are enacted. In fascistic governments, the Cartel’s corporate lobbyists, think-tanks, and tax-free foundations write and ensure the passage of all legislation, with senators and congressmen pretending to be in disagreement, but always passing laws that are favorable to the financial oligarchs of the International Monetary/Banking Cartel, and disastrous to the American people.

Documents recently obtained by the ACLU show that the government warned the 9/11 Commission against getting to the bottom of the September 11 terror attacks in a letter signed by Attorney General John Ashcroft, Defense Secretary Donald H. Rumsfeld and CIA Director George J. Tenet.In a letter dated January 6, 2004, the Commission was refused permission to question terrorist detainees, with inquiry leaders Hamilton and Kean being told there was A line that the Commission should not cross, in the course of its investigation.

Bush and Cheney refused to appear before the Commission separately and both refused to testify under oath, instead meeting with panel members informally and in private, with no recordings of the meeting allowed.It appears that David Addington took the lead on refusing the 9/11 Commission’s request, writes the FireDogLake blog.It appears Addington got the draft of the letter from 9/11 Commission–which was addressed to Rummy and George Tenet. Tenet and Addington clearly had a conversation about how to respond. But it seems that Addington drafted the response, got Condi, Andy Card, and Alberto Gonzales to review it, and then sent it to Tenet (and, presumably, Rummy) to okay and sign the letter.As FireDogLake rightly points out, this was part of an attempt to cover-up the systematic torture of detainees which did not fully come to light until the Abu Ghraib scandal was exposed in April 2004.

I am saying that the delay in relating this information to the American public out of a hearing… series of hearings, that several members of Congress knew eight or ten months ago, including Bob Graham and others, that was deliberately slow walked… the 9/11 Commission was deliberately slow walked, because the Administration’s policy was, and its priority was, we’re gonna take Saddam Hussein out.

Cleland, speaking with Democracy Now, said,One of these days we will have to get the full story because the 9-11 issue is so important to America. But this White House wants to cover it up.In 2006 the Washington Post reported that several members of the 9/11 Commission suspected deception on part of the Pentagon. As reported,Some staff members and commissioners of the Sept. 11 panel concluded that the Pentagon’s initial story of how it reacted to the 2001 terrorist attacks may have been part of a deliberate effort to mislead the commission and the public rather than a reflection of the fog of events on that day, according to sources involved in the debate.9/11 Commissioner Bob Kerry also has unanswered questions. As reported by Salon, he believes that there are legitimate reasons to believe an alternative version to the official story.There are ample reasons to suspect that there may be some alternative to what we outlined in our version,” Kerry said. The commission had limited time and limited resources to pursue its investigation, and its access to key documents and witnesses was fettered by the administration.Commissioner Tim Roemer, speaking to CNN, stated that Commission members were considering a criminal probe of false statements. Despite establishment media spin that naked body scanners are being meekly accepted by a compliant public, documents released under the Freedom of Information Act reveal that there have been more than 600 formal complaints about the devices in the last year.Furthermore, the documents reveal anger at TSA officials for refusing to offer passengers a pat-down alternative, as well as forcing children to go through machines which provide crisp images of genitalia, a particularly outrageous scenario in light of last week’s story concerning a TSA worker who was charged with multiple child sex crimes having raped an underage girl.Hundreds of U.S. air travelers have lodged complaints over use of full-body security scanners in the past year, charging they violate personal privacy and may be harmful to their health, documents released on Tuesday showed, reports Reuters.The Reuters piece amounts to little more than another whitewash of the issue, claiming that privacy filters blur sensitive areas of the body, an assertion contradicted by other journalists who investigated trials of the technology, as well as readily available sample images which clearly show that the penis and testicles are visible.The Transportation Security Administration also downplayed the issue as insignificant, claiming that over 600 complaints about body scanners which are installed in just 21 airports in the U.S. was an infinitesimally small number.

Subjecting masses of people to blanket strip searches in airports reverses the very notion of innocent until proven guilty.Barring people from flying and essentially treating them like terrorists for refusing to be humiliated by the virtual strip search is a clear breach of the basic human right of freedom of movement. Security experts agree that such scanners would not even have stopped the incident that has been exploited to justify their widespread introduction – the Christmas Day underwear bomber.Not only have the scanners proven to be a total violation of privacy, but major international radiation safety groups are now warning of the health risks they pose.Despite governments claiming that backscatter x-ray systems produce radiation too low to pose a threat, the Inter-Agency Committee on Radiation Safety concluded in their report that governments must justify the use of the scanners and that a more accurate assessment of the health risks is needed.

Pregnant women and children should not be subject to scanning, according to the report, adding that governments should consider other techniques to achieve the same end without the use of ionizing radiation.The Committee cited the IAEA’s 1996 Basic Safety Standards agreement, drafted over three decades, that protects people from radiation. Speaker of the House Nancy Pelosi, D-Calif., is accused of using legislative trickery to push through health-care reform.America's system of government based on the U.S. Constitution is being overthrown through illegal legislative trickery Congress is using to pass controversial health-care reform. That's the conclusion of some on the political right who are calling for the impeachment of Speaker of the House Nancy Pelosi along with the defeat of the health legislation. This is the overthrow of the U.S. constitutional system, orchestrated from the White House through the House of Representatives, Nancy Pelosi and Harry Reid, said radio host Rush Limbaugh today.This is beyond rational explanation and description. This makes Watergate look like Romper Room.At issue is the possibility that reforms pushed by President Obama and other Democrats will be approved without ever actually having a direct vote, but could be deemed to have been passed, then signed into law by Obama. The process is called the Slaughter Strategy, named for Rep. Louise Slaughter, D-N.Y., who chairs the House Rules Committee.The clowns in Washington obviously have no clue about our founding document. Send them copies of the Constitution today!

Discussing the need for this procedure, Pelosi said: I like it, because people don't have to vote on the Senate bill.Indeed, Democrats could actually vote for the rule, yet still claim they're against the Senate bill. U.S. Rep. Michele Bachmann, R-Minn., agrees with Limbaugh that the deem and pass method is ludicrous and worthy of impeachment. The other thing is treason media, Bachmann told radio host Sean Hannity.Where is the mainstream media in all of this not telling this story? This is a compelling story, that the speaker of the House would even consider having us pass a bill that no one votes on? That should laugh her out of the House and there should be people that are calling for impeachment off of something like this. That's how bad this is. I mean, trust me. Dennis Hastert could have never gotten away with this. President Bush never could have gotten away with it.Former Alaska Gov. Sarah Palin said,In our lifetime, this is the most undemocratic, un-American step that we'll have ever seen our Congress take. It's appalling. It takes my breath away that they would think that this is OK to do. But again, we can't feign surprise. Remember this is what Barack Obama had promised in the campaign. I mean, if they can deem to have passed laws, we can certainly say that we are deemed' to have complied with them.The Wall Street Journal noted the deeming procedure is unprecedented, since Congress has never before passed a comprehensive reform bill using the method.According to the Constitution itself,Every Bill which shall have passed the House of Representatives and the Senate, shall, before it becomes a Law, be presented to the President of the United States.In an interview with Bret Baier of Fox News today, President Obama indicated he did not have a problem with the deem and pass method, and said, "By the time the vote has taken place, not only I will know what's in it, you'll know what's in it because it's going to be posted and everybody is going to be able to evaluate it on the merits.Former Clinton adviser Dick Morris told Fox anchor Bill O'Reilly the Slaughter tactic is a ruse that is gonna fall apart of its own weight. People are massing against it as they see how phony it is.

He said it was based on the ridiculous assumption the public won't know a vote for the rule is actually a vote for the health-care bill.O'Reilly agreed, noting,This sneaky deem deal isn't going to happen because the folks will not tolerate it.The controversy is inciting plenty of comments on Internet messageboards, including: The enactment of Obamacare by a budgetary reconciliation process in the Senate and by the Slaughter process in the House makes the U.S. Congress a parliament of whores. I blame the San Francisco Democrats headed by Pelosi and Reid as well as Obama, who hails from the bowels of the Chicago political machine as the culprits responsible for tearing apart the U.S. Constitution in order for them to put into place their socialist, borderline fascist agenda. For the first time, I fear for my country.
Appears constitutional to me. Now that Democrats are in the majority, [Republicans] seem to respond in a negative way to every proposal recommended. Health-care reform is needed in this country now. ... A fierce campaign is urging Americans to go Code Red in an emergency effort targeting wavering House Democrats who are vacillating on whether they will vote on Obama's health reform bill. A National Republican Congressional Committee, or NRCC, campaign, dubbed Code Red, is asking citizens to put the squeeze on those lawmakers just as House Democratic leaders are seeking to pass the bill by this weekend.The goal is to defeat the bill, bottom line, NRCC spokesman Paul Lindsay told WND.That is our No. 1 goal here.On Tuesday, House Speaker Nancy Pelosi said,We will do whatever is necessary to pass a heath-care bill. Likewise, Obama told ABC News today,I believe we are going to get the votes. We're going to make this happen.

Lindsay said Code Red is getting Democrats on record saying how they will vote on the bill. NRCC has launched a website featuring a Code Red Target List, a list of 72 lawmakers, their Nov. 7, 2009, votes and their current positions on the health bill.
A lot of them are on the fence, Lindsay said. We have 28 undecideds, 205 no and 198 yes by the last count. Our intent is to make sure that we get that no vote count to 216 so we can defeat this bill.Code Red campaign is asking citizens to put the squeeze on Democrats before House vote. The House health bill passed with 220 votes originally. The Democrats' 14-month effort to pass a health bill rests entirely on the ability of Obama and House leaders to retain the earlier supporters and turn some no votes into yes.And the race is on to capture those votes. Code Red announced today that two purportedly undecided California Democrats, Dennis Cardoza and Jim Costa, have now indicated that they will vote yes on the health bill. Notice came as the U.S. Department of Interior announced that it is increasing water allocations for the Central Valley of California, a region that depends on water allocations to support local agriculture and jobs. Will Cardoza and Costa come clean about this apparent backroom deal for their votes? Code Red asks.

Rep. Dennis Kucinich, D-Ohio, also indicated that he will vote yes after he accompanied Obama on Air Force One trip to Ohio this week. Just two weeks ago, Kucinich insisted he would never vote for the bill, saying his position was pretty well established.Meanwhile, Lindsay said calls to district offices of Democrat targets reveal the lawmakers are being inundated with opposition to the bill. NRCC is also blasting the Democrats' home districts with television ads this week. Code Red warns, Time is running out.What's the best thing Americans can do to help stop the health-care bill from becoming law? Lindsay said they should go to the Code Red website to see where their lawmakers stand and call and visit their offices, demanding that they vote no on the bill. Talk-radio host Rush Limbaugh is also encouraging people to call in their objections on the health-care legislation. He gave out the Capitol's switchboard number on his March 16 show. At the top of Limbaugh's website, he has listed phone numbers for the Capitol operator, (877)762-8762 and (202)224-3121, and the message: Call the Capitol Switchboard, followed by Code Red: Click Here for List of Targeted Congressmen.Explaining why he decided to mobilize his listeners, Limbaugh said on his show, This is ball game. [T]he only reason we're at this point is because the American people have stood up. The Republicans don't have the votes to stop this. And the Martians don't have the votes to stop this. Republicans may as well be Martians on this given their influence.He added, All we can do is continue to have the American people let it be known they want no part of this – the substance of the bill or the process. They don't like it. And that's why I am urging – because this is a transformation of our country into something that no one has ever seen it be like. And we don't want that transformation to take place. We like America as it was founded. We don't want to turn it into a third-world country.Lindsay said now is the moment for Americans to speak up and contact representatives at their district and Washington, D.C. offices.
The House is the last line of defense against a government health-care takeover, he said.We're going to do everything we can to defeat this bill in the coming days.
