Obama and Russian President Dmitry Medvedev did it now. The nuclear arms reduction treaty was signed in Prague this week. They will disband, stop research and development, while pressuring other countries to curtail production of nuclear weapons. Obama plans to be the poster child in his own Nobel peace prize eyes for stopping nuclear development. He has even promised if countries sign up for the disarmament treaty the US won’t attack them even if we are attacked in a huge and deadly way. Biological, electrical/power grid, conventional or terrorist attacks are allowed. We won’t respond with nuclear. We will be the example and show the way. So, the threats are flying back at us if we move forward to stop Iran’s nuclear plans and as usual, oil, its controls and pricing comes up as the ace in their deck. Why not? It seems to work every time with the west. I remember how shocked I was when President Bush was so light on the Saudis and didn’t attack them or place severe sanctions on them when 15 of the 19 hijackers were Saudis on 9/11. Instead we went into Iraq and Afghanistan. Of course, we have found out over the years the long term and close relationship with the Bush family and the Saudis and obviously our desperate, codependence and caution regarding oil sources and pricing. The only nation that will be compromised and submitting to this absurd and dangerous nuclear disbarment plan is the US. Russia will lie. Iran will lie and flip us off. China will lie and consider buying less of our debts. We can’t have that so we will look the other way. We will be exposed and so will our allies.America is the one that will pay by us rendering our nuclear arsenal a non competitive fossil. There will be no research and development to go forward and compete in case we did need to use a nuclear weapon. It is a great day in the neighborhood for terrorists, communists and other enemies of the United States. Bring out the wine and cheese! An unidentified male reportedly flying on a domestic flight from Washington, DC to Denver attempted to ignite some type of explosive smuggled aboard. Warnings have been issued to all domestic airlines. This incident was reported to this agency by an air traffic controller who was purportedly involved in the incident. Update 11:00 PM ET: There is no misunderstanding, according to a Federal Air Marshal speaking to Douglas J. Hagmann, Director of the Northeast Intelligence Network on the strict condition of anonymity. This was a clear incident of attempted terrorism, according to this source, who referenced news reports surfacing that al Modadi was involved in a misunderstanding. Mohammed al MODADI, 3rd Secretary and Vice-Consul at the Qatari Embassy in Washington, was subdued by at least one Federal Air Marshal aboard United Airlines flight 663 Wednesday night. The aircraft was carrying 157 passengers and 6 crew members, and landed in Denver at about 7:00 PM local time.
Update 11:55 PM ET: According to a FBI source, the Qatari diplomat who reportedly attempted to ignite something he brought aboard Flight 663 during its last hour of flight is taunting investigators by demanding his release, citing diplomatic immunity. Heather, who took the call for Maxwell, who was attending a conference on Offending the Goddess of Nature—How to Protect the Ecosphere,at the Frisco University Institute of Technology—Cows Are Killing the Environment division (F.R.U.I.T.C.A.K.E) explained the sudden change in attitude by the Supervisors.

Therefore the answer is simple…....that is?
We must ban their production and eat them all.Say what? Yes, we have changed our thinking about this matter and have a two fold plan: First, the San Francisco Board of Supervisors will announce this week the passage of a strong resolution condemning the production of all beef henceforth, and banning the raising of cattle within the city limits of San Francisco. This ban will serve as a beacon to all other cities, states and nations—just as we have led the way on every major social issue of the day. We expect our great Leader Nancy Pelosi to introduce national legislation to this effect later this year—but we must start somewhere. So the resolution will be announced this week and strictly enforced. Second, beginning this week, the Board will pass a resolution announcing that, henceforth, every Friday in San Francisco shall be Beef-Fry Day. All citizens (except Sophie) will be ordered to eat as much beef as possible and thereby do their part to eliminate the scourge of these gas-passing behemoths who are sucking the oxygen from the planet, destroying the ozone layer, melting the poles and killing thousands of those baby polar bears who are left homeless by the melting icecaps.What is the theory here? Hugh inquired.By outlawing the production of beef—which will certainly catch on when others read our resolution and do the same—and eating those that remain, we clean up the air—it is that simple.
Wow, this is indeed innovative. What is next? We will ban auto emissions within the city limits and thereby eliminate the second biggest source of pollution on the planet next to bovine flatulence. In his March 27, 2010 column, New York Times columnist Frank Rich compared the alleged tea-party treatment of marching Democrats to the Nazi treatment of the Jews during Germany’s Kristallnacht. Here is the line from Rich’s garbled prose: How curious that a mob fond of likening President Obama to Hitler knows so little about history that it doesn’t recognize its own small-scale mimicry of Kristallnacht.I’m pretty sure that unless they spend the time to do some digging, most of the Times’ readers have no idea what Rich is talking about. Let’s do some comparison, shall we? The name is a reference to the broken glass that resulted from the destruction. How? By what logical measure? Somebody tell me how the two are even in the same universe?

To find a prototype for the overheated reaction to the health care bill, you have to look a year before Medicare, to the Civil Rights Act of 1964. Both laws passed by similar majorities in Congress; the Civil Rights Act received even more votes in the Senate (73) than Medicare (70). But it was only the civil rights bill that made some Americans run off the rails.Run off the rails? I was there in 1964 and based on his writing, I’m pretty sure Frank was not. You see, Mr. Rich is attempting to do another typical liberal cloud the issue comparison. It is essentially the same sort of fact-twisting that comes from other liberal writers because they have no actual facts or history to give a foundation to the idiocy they espouse. The Civil Rights Act had some violence attached to it, yes. But who was doing the rioting? And where was the rioting occurring? Was it in the suburbs? Was it in Mill Valley? Brooklyn? Chicago’s Gold Coast? No, it happened in Harlem, Watts, Detroit, Newark and Washington D.C., bastions of the same lack of hope and deep rooted dispair that Jesse Jackson and Al Sharpton fight to keep today. The riots ebbed and flowed from 1964 up to 1968 to the point that the National Guard had to be called out to protect American Citizens from…and you’ll love this…the people who, if they voted, voted Democrat. People who were to become Barack Hussein Obama’s mentors and friends.

Norman Finkelstein, the professional Israel basher, appeared before the United Nations Correspondents Association in New York on April 7th to hawk his newest diatribe against Israel entitled This Time We Went Too Far.Finkelstein claimed in his book that he was providing an accurate record of the suffering that the Gazan population endured as a result of the merciless Israeli assault.He urged the UN correspondents to publicize his message about what he called the bloodletting in Gaza.Finkelstein was referring to Operation Cast Lead, which Israel launched in December 2008 to put a stop to the incessant rocket attacks launched from Gaza by Palestinian terrorists against civilians living in Southern Israel. In his remarks to the UN correspondents, Finkelstein said that it was inaccurate to characterize what happened in Gaza as a war. He described it as a massacre deliberately designed by the Israeli government and military to terrorize the people of Gaza with disproportionate force.The real reason for Israel’s invasion, Finkelstein asserted, was to teach Arabs a lesson after Israel’s defeat in Lebanon in 2006.
To support his thesis that Israel used unreasonably disproportionate force against a defenseless civilian population and engaged in a massacre rather than a war, Finkelstein cited testimony from unnamed Israeli soldiers who were quoted as saying that they did not engage any combatants on the Hamas side. He also referred, as an example of Israel’s true intentions, to former Israeli Foreign Minister Tzipi Livni, who said at the time that Israel demonstrated real hooliganism during the course of the recent operation, which I demanded.Often associated with rowdiness at soccer games, hooliganism is a slang word that in the worst dictionary definition of the term refers to willful wanton and malicious destruction of the property of others. Let us suppose for the moment that this is what Livni actually meant and that willful wanton and malicious destruction of Palestinian property in Gaza reflected Israel’s true intentions. Is Israel expected to stand by and let Hamas and its other terrorist allies shoot rockets into Israeli civilian centers all day and night long, day after day - following repeated Israeli warnings to stop or face the consequences - without finally inflicting real damage to Hamas’ infrastructure in return? The use of disproportionate force to inflict damage against the enemy’s infrastructure was the only means available to stop Hamas’ campaign of aggressive violence against Israeli civilians.
If destroying the enemy’s infrastructure were considered a war crime or a crime against humanity,then Abraham Lincoln deserves to be branded a war criminal for endorsing the strategy of his general Ulysses S. On the other hand, Finkelstein does not believe there was any war in Gaza at all to bring to an end, which would possibly justify what Israel did. But he completely ducked my question concerning the Hamas Covenant’s threat of annihilation of Israel, backed by Hamas’ terrorism campaign. Didn’t Israel have a legitimate existential fear for its survival, I asked him? His response indicated the twisted nature of this Hamas apologist’s way of thinking.

I’m certain of this because there is no place for the state of Israel on this land.After refusing to directly respond to my question, Finkelstein said that even if this threat to Israel’s existence were real (which he continued to deny was the case) it would not justify Israel’s actions. This regular mocker of his fellow Jews’ Holocaust suffering (which had included his own Holocaust survivor parents) gave an incredible response to a question from another UN correspondent, who had asked him to compare the Nazi horrors with Israel’s alleged war crimes. Finkelstein said that he saw little difference between Jewish children being murdered in gas chambers by the Nazis and Palestinian children being burnt by white phosphorous in Gaza.
The loss of any innocent child’s life – whether Palestinian or Israeli – is tragic. Perhaps Israel could have done more to avoid some deaths and serious injuries in Gaza, even though the former commander of British forces in Afghanistan observed that in its offensive against Hamas in Gaza the Israeli army did more to safeguard the rights of civilians in a combat zone than any other army in the history of warfare.But even assuming the accuracy of the Palestinian Centre for Human Rights’ worst case figure of 313 children killed among the 1414 Palestinians who died over a 23-day period (which defined a child as anyone under the age of 18), does that really compare with the more than 1.2 million Jewish children deliberately exterminated by the Nazis during the Holocaust? By 1945, the Germans and their collaborators killed nearly two out of every three European Jews. In the Gaza Strip, the Arab population grew from 82,500 to 1,428, 757 between 1948 and 2006. There were no Jews at all living in Gaza in 2006. The Palestinians were handed a golden opportunity to govern themselves and create the foundation for an independent state. After Israel withdrew unilaterally from Gaza, there was no blockade of the borders. Only after Hamas came to power, bringing with it the real potential to make good on its threat to annihilate Israel, did Israel take more defensive precautions that included a blockade. Finkelstein never mentioned that Hamas smuggled arms into Gaza, crossed the Israeli border to kidnap an Israeli soldier who is still languishing in Hamas’ hands if he is alive at all, and launched thousands of rockets targeted to hit schools and other Israeli civilian centers.After Finkelstein got through excoriating Israel for what he called a terrorist attack on a civilian population and denying that Israel was engaged in a real bona fide war with a terrorist enemy sworn to Israel’s destruction, he went on to defend the findings of the Goldstone Report that had been commissioned by the anti-Israel United Nations Human Rights Council. He called the report’s findings incontrovertible and its conclusion that Israel might have committed crimes against humanity the most cautious of all human rights reports. Finkelstein claimed that the only reason Israel and its supporters were trying to debunk the report was because they were particularly upset about the credentials of the prime author, Judge Richard Goldstone of South Africa - a Jew and a self-described committed Zionist as well as a distinguished international jurist.
First of all, Finkelstein conveniently left out of his praise of the Goldstone Report the part about Hamas’ own violations of international human rights law. Second, he neglected to mention the biased composition of the panel serving with Judge Goldstone that conducted its fact-finding mission in Gaza at the UN Human Rights Council’s behest.The fact-finding mission had pledged to impartially assess all violations of international human rights law and international humanitarian law that might have been committed in the Israel-Gaza conflict. International law requires such impartiality – an ingredient missing in virtually every UN-sponsored investigation of Israel and sadly missing in this case.For example, prior to seeing any evidence a panel member, Professor Christine Chinkin, had publicly declared that one of the parties—Israel—was guilty. She remained on the panel even after this obvious bias was pointed out. Another biased member of the four person panel, Ms. Hina Jilani, was quoted as stating in 2005: Israel is depriving Palestinians of their basic human rights using security as an excuse.A third member of the panel, Irish Colonel Desmond Travers, showed his anti-Israel bias and motivation to find Israel guilty irrespective of the facts when in an interview he accused Israeli soldiers of having killed Irish soldiers in Lebanon with a significant number who were taken out deliberately and shot (in southern Lebanon.).There was no credible evidence presented for that allegation either.Poor Judge Goldstone, even assuming he brought to his task the most honorable of intentions, was outnumbered 3-1. How was the majority’s bias reflected in the Goldstone mission’s fact-finding? It simply ignored inconvenient evidence that contradicted the majority opinion that Israel was guilty as charged. For example, Israel produced photographic evidence that Gaza mosques were used to store rockets and other weapons. That could not be, said Desmond Travers.I don’t believe the photographs… Those charges reflect Western perceptions in some quarters that Islam is a violent religion.
Finally, the Goldstone Report applied an outdated notion of international law that, in its interpretation, requires a democracy to sit back and wait for its citizens to be murdered in droves by armed terrorists before responding with overwhelming military force to prevent more attacks. Israel has the right to defend its innocent civilian citizens from attack by whatever means it deems necessary after fair warning and less forceful measures were tried without success.Norman Finkelstein said that he is working with Arab nations and others to wrangle an invitation to address the United Nations General Assembly about Israel’s alleged crimes against the Palestinians. Of course, his arrogant pitch for attention and 15 minutes of fame should be rejected out of hand. But knowing the present composition of the General Assembly, he may well get that invitation. If he does, the United States and its allies should insist on a rebuttal address by someone like Professor Alan Dershowitz who can cut this provocateur down to size.

Russian President Dmitry Medvedev, EU energy commissioner Gunther Oettinger, Dutch leader Jan Peter Balkenende and French secretary of state Anne-Marie Idrac are to attend the ceremony in Vyborg, Russia. German Chancellor Angela Merkel is to take part by video-link.The officials represent the main Nord Stream shareholders in a consortium which is dominated by Russia's Gazprom but also includes the Netherlands' Gasunie and Germany's Basf and E.ON and which is to be joined by French firm GDF Suez. The first chunk of 48-inch-diameter steel pipe was laid on Wednesday on the Baltic Sea bed near the Swedish island of Gotland.The pipeline, running from Vyborg in Russia to Greifswald in Germany, is to start pumping gas in 2011 and to reach full capacity by 2012, supplying 55 billion cubic metres of gas - enough to power 26 million households.
Friday's ceremony follows years of debate among EU capitals, with Poland and the Baltic countries seeing Nord Stream as a potential tool for political blackmail, enabling Moscow to cut off gas to its former vassals while keeping it flowing to rich countries in western Europe.Polish foreign minister Radek Sikorski once compared it to the Molotov-Ribbentrop pact signed in 1939 between Russia and Germany to partition Poland. MEPs back translation rights for EU citizens in criminal trials

An overwhelming majority of MEPs in the European Parliament's civil liberties, justice and home affairs committee on Thursday (8 April) backed plans to secure EU citizens interpretation in their own language when facing criminal trial in another EU member state.A German football fan arrested in Spain or an Italian tourist involved in a traffic accident in Sweden would, under the proposed rules, have the right to interpretation during an inquiry, for example during police questioning and in communication with lawyers. Translation and interpretation costs will have to be met by the member state, not by the suspect, MEPs said.Any extra costs that the directive will impose on member states are the irreducible cost of ensuring fair trials and avoiding miscarriages of justice and will in any case be balanced by fewer costly appeals and delays, said UK Liberal deputy Sarah Ludford, charged with steering the legislation through parliament. Member states would also be responsible for the training of translators and interpreters, for the legal work and for setting up a cross-border register of independent professional translators and interpreters available for lawyers and relevant authorities. The draft law will also apply to European Arrest Warrant cases. Some 11,000 European arrest warrants were issued in 2007, up from 6,900 in 2005. Under Schengen Information II rules, anyone who has a European Arrest Warrant issued against them will be automatically taken into custody.

Four people suffered shrapnel wounds, and at least two buildings were damaged.The Al-Mezan Center for Human Rights blasted Hamas over the latest incident. As the ruling power in Gaza, Hamas is legally obliged to provide protection to civilians... and law enforcement persons must take necessary procedures to protect civilians and their properties, the group declared.The organization has not seen fit to condemn attacks on Israeli civilians, which it terms resistance.Over 4000 fell on Israeli civilian areas before the Cast Lead Operation and many have been fired on Israel in the past few weeks.Wednesday's incident was not the first in which Gaza terrorists accidentally bombed their own people. It did not help that Al-Madadi was en route to visit an imprisoned member of al Qaeda. He was flying first class to Denver for a consular visit with jailed al Qaeda member Ali Saleh Kahlah al-Marri who is imprisoned at the Colorado Supermax penitentiary. Al-Marri was arrested shortly after the 9/11 attacks and is believed to have been an al Qaeda sleeper agent. After questioning, law enforcement and counterterrorism authorities released him as they felt he posed no terror threat.
Al-Madadi’s macabre sense of humor about the threats that have led to ongoing enhancement of airport security measures is offset by his full diplomatic immunity, so he will not face any charges. Federal officials were quoted by ABC World News as saying that he absolutely will not be charged with a crime. He has diplomatic immunity. The United States has begun denying visas to Israel's nuclear scientists, according to the Hebrew-language daily Maariv. Workers at the reactor in Dimona told the paper that they had been treated poorly by US representatives, and had been told they could not travel to the States.For the past 20 years it has been common for scientists working at the Dimona reactor to travel to universities in the U.S. to enhance their knowledge in the fields of physics, chemistry, and nuclear engineering. The only reason the Dimona scientists' visa requests were refused was their work at the reactor, sources in the military establishment said. None of the researchers has had any trouble with the law, in Israel or America.A former Dimona worker told Maariv that the problems between Israel and America went beyond denied visas. The US has also created a de-facto embargo on equipment needed in the Dimona reactor, he said. The refusal to sell Israel certain parts began after current US President Barack Obama took office, he said. When it comes to certain other pieces of equipment, he added, the US now permits sales only if Israeli officials explain exactly what the part will be used for.And yet, when it comes to those who manufacture nuclear terrorism, we hear a lenient approach, even though the entire world can see that Iran's leaders are making a joke out of the US, he said.

More Than 10,000 Pray at Joshua's Tomb

More than 10,000 Jews prayed at Joshua's Tomb in Samaria on Thursday night to commemorate the anniversary of the Jewish leader's passing. Joshua, a prophet, took over the position of leader of the Jewish people from Moses, and led the Jews into Israel.The first people to arrive at the site were horrified to discover that the tomb had been desecrated by Palestinian Authority Arabs, who had left graffiti praising Arab nationalism and denigrating Jews. IDF soldiers brought white paint and helped worshippers cover the offensive graffiti.PA Arabs have desecrated the tomb on several occasions, sometimes going so far as to set the historic site on fire, but in recent months the tomb has been kept in good condition due to increased IDF protection.Organizers noted that participants in Thursday's prayer session included all types of Jews: men and women, Israelis and visitors from abroad, secular, traditional, religious and hareidi-religious. Participants were guarded by the IDF's Ephraim Brigade. Among the participants were students at the Yakir elementary school, who celebrated their completion of the Book of Joshua along with their families. At 1:00 a.m., worshippers came together for a mass recitation of the Aleinu L'shabayach prayer, a prayer that tradition says was composed by Joshua as the Jews conquered the land of Israel. Several noted rabbis, among them Rabbi Elyakim Levanon and Rabbi Yitzchak Ben-Shachar, took part in the recitation, as did Samaria Council head Gershon Mesika and Member of Knesset Michael Ben-Ari.
Mesika noted that the number of participants was larger than that of previous years. There's no doubt that this is a record... It warms the heart to see secular Jews, religious Jews and hareidim coming together to Joshua's Tomb and connecting to our heritage, to the Jewish people's first chief of staff, he said.Joshua's Tomb is located in the Samaria village of Timnat Heres, as recorded at the end of the Book of Joshua. EUOBSERVER / BRUSSELS - Keen to see 18 new brethren join their parliamentary flock, the European Parliament's constitutional affairs committee has given member states the nod to push ahead with changes to the EU's Lisbon Treaty, just months after it was finally ratified. Voting on two reports by centre-right Spanish MEP Inigo Mendez de Vigo on Wednesday (7 April), committee members supported a member state proposal to alter the EU rulebook, adding that an Intergovernmental Conference rather than a time-consuming Convention would be sufficient to discuss the necessary changes. The European Council now has a green light to take the decision next June in a brief Intergovernmental Conference,said Mr Mendez de Vigo.We are not going to call for a Convention beforehand as this is a transitional and exceptional measure that will not constitute, in any way, a precedent for the future.Elections to the European chamber were held last June under the EU's old rulebook, the Nice Treaty, which sets the number of MEPs at 736. But the eventual completion by member states of a hugely drawn out ratification process late last year ushered in Lisbon Treaty rules on 1 December 2009, allowing for 751 MEPs. With the next European elections not until 2014, an EU Treaty change is necessary to allow the additional deputies to join beforehand. Set to gain four new members in the increasingly powerful European legislature, the Spanish government, current holders of the EU's rotating presidency, is particularly keen to see the number of MEPs quickly increased.
Austria, France and Sweden are set to get two extra seats, while Bulgaria, Italy, Latvia, Malta, the Netherlands, Poland, Slovenia and the United Kingdom will all receive one more. Germany is the only country set to lose seats, but the pruning of three of its MEPs will not take place before the next European elections, meaning the number of MEPs will temporary swell to 754, once all the legal hurdles have been overcome. MEPs sitting in plenary this May are expected to endorse the constitutional committee's decision, but any treaty changes agreed at an Intergovernmental Conference would still need to be ratified in each of the EU's 27 member states, a process that could potentially take several years.With a UK general election scheduled for 6 May, the country's Conservatives have pledged to hold a referendum on any future EU treaty changes.A reopening of EU rules would also allow for additional changes at the same time, with Germany's Angela Merkel recently indicating her desire to toughen up the bloc's laws on budgetary spending. Changes to allow the extra 18 deputies to join the chamber might also be combined with those needed to enable Croatia to join the EU, scheduled for 2012.In the intervening period however, it is unclear what the fate the incoming lawmakers will be, with observer status in the European Parliament one possible option.

US leader Barack Obama will in the Czech capital on Thursday (8 April) sign a nuclear arms reduction treaty with his Russian counterpart before hosting a dinner with 11 heads of state and government from selected European countries.The guest list includes Bulgaria, Croatia, the Czech Republic itself, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. But no EU personalities, such as the bloc's new foreign relations chief, Catherine Ashton, or its new president, Herman Van Rompuy, were asked to come.The White House says the dinner is designed for Mr Obama to understand the unique perspective of former Communist and Soviet countries on security issues in Europe.It comes amid concerns in eastern EU capitals that the US is prioritising relations with Moscow while pulling back from plans to build new military bases in Poland and the Czech Republic. It also comes after Mr Obama cancelled an US-EU summit due to take place in Madrid in May, however. US and EU officials later suggested that future summits should be held only when we both feel the need for one, rather than on a regular basis. The developments embarrassed the Spanish EU presidency and have prompted questions of whether Washington continues to see the EU as an important player on the world stage.The European Commission brushed off the significance of the Prague dinner in an official statement on Thursday.
There are regular contacts between the US and member states and we don't have to intervene in all of them and to be invited to all of these meetings, so it's certainly not negative information for us,a commission spokesman said.Asked by EUobserver if the Prague event risks being seen as another snub to the EU, a US diplomat said: Both the president and the secretary of state have spoken of the great importance the EU holds for the US. We're not trying to distract or subtract from one relationship by also having another.But the positive interpretation of events is not shared by everybody in the EU capital.At a time when the European Union is struggling to shape its foreign policy structures to have more influence on a global level this meeting represents a lose-lose situation for both the EU member states attending the dinner summit and the European Union,the leader of the Liberal group in the EU parliament and former Belgian prime minister, Guy Verhofstadt, said.

Van Rompuy keen to shift some EU summits out of Brussels

Just four months after the Lisbon Treaty entered into force, centralising EU policy-making in Brussels, the union's new president, Herman van Rompuy, has suggested that EU summits should from time-to-time take place in the member state holding the rotating EU presidency.Speaking to press in Vienna on Tuesday (6 April) during his first official visit to Austria as President of the European Union, Mr Rompuy said: It would be a good idea if at least one major event, such as the European Council, was held in the member state holding the rotating presidency ...That would be a symbol that Europe is not just Brussels, but the 27 member states.The new treaty does not specify where summits are to be take place. It says that the European Council shall meet twice every six months, convened by its President.It adds that when the situation so requires, the President can convene a special meeting of the European Council.Mr Van Rompuy, a christian democrat politician and the former prime minister of Belgium, has already chaired three EU summits in Brussels since he took office in December 2009. Not afraid to try a new approach, he opted to hold his first summit in an old library in order to create an informal atmosphere.
As Belgium will be the next country holding the EU presidency, Brussels is bound to host all EU summits for the rest of this year, making Hungary the likely place for the first post Lisbon Treaty out-of-Brussels summit in 2011.The next presidency is Belgium. We will have to stay in Brussels, Mr Van Rompuy said, according to Austrian media.Hungary takes over the rotating presidency on 1 January 2011.

EUOBSERVER / BRUSSELS - Russia's greater openness toward examining Soviet-era crimes such as the Katyn massacre could help normalise its relations with the EU's eastern flank.When Polish leader Donald Tusk meets Russian Prime Minister Vladimir Putin in Katyn, near Smolensk in western Russia, on Wednesday (7 April) to commemorate the 70th anniversary of the Katyn killings, the solemnities will be watched with interest in the eight former Communist and Soviet countries which joined the EU in 2004.
Stalin's secret police, the NKVD, in 1940 murdered some 22,000 Polish officers and intellectuals in the forests around Katyn and other locations, most of them with a shot to the back of the head, in order to facilitate the Soviet Union's occupation of Poland.Poland would like Mr Putin, a former agent of the NKVD's successor organisation, the KGB, to apologise, classify the killings as a war crime or even genocide and to release historical documents, such as papers showing that Stalin ordered the massacre.Realistically, Warsaw hopes that he condemns the killings in an unequivocal way, without, for example, asking Poland to be grateful for its Soviet liberation from Nazi Germany - a sentiment voiced by Russian academics in a TV debate on Katyn at the weekend.The very fact that he has invited Mr Tusk is significant. The meeting will be shown on Russian TV and it will increase awareness about this crime in Russian society at large, a senior Polish diplomat told EUobserver.The Russian government's unwillingness to definitively break off with Soviet-era ideology has deepened mistrust among its neighbours, complicating EU-Russia relations.

It needed somebody less anti-Russian,Valery Shiriaev, the deputy editor of Russia's independent Novaya Gazeta newspaper, said, referring to the Russia-hostile government which preceded Mr Tusk in Poland.If Russia is willing to break off from its Soviet past, as Germany did from its Nazi past, it could help the country go in a more liberal direction, maybe even one day to become a democracy, Polish centre-right MEP Jacek Saryusz-Wolski said. Mr Swieboda, the head of the Warsaw-based DemosEUROPA think tank, believes that Mr Putin's motives are short-term and pragmatic, however.Russia is undergoing a financial crisis and a security crisis. It needs better relations with the EU to solve its problems and at the same time Poland is becoming a more important player in the EU, he said. This [the joint meeting with Mr Tusk in Katyn] is a political decision to improve relations with Europe. We should not expect a golden era in Russia relations, but a bit more normality perhaps.

EUOBSERVER / BRUSSELS - The European Commission has published a study which suggests a new tax on banks could generate as much as €50 billion a year for EU governments, whose public finances have been left in tatters following the recent financial crisis. The EU tax on bank leverage and risk-taking is just one of several innovative financing options in the commission document, published on Tuesday (6 April), with the region's finance ministers set to mull over the list at an informal meeting in Madrid this month.As well as helping governments improve their balance sheets, the fresh revenue could be used to fund future bank bail-outs, climate change and development goals, say the report's authors, with Germany and France broadly in support of the plans. The financial sector needs to contribute to the costs of financial stability. This should be one of the building blocks in our effort to set up a crisis management framework in Europe,Michel Barnier, EU commissioner for internal market and services, said in a statement.The EU is keen to come up with a common position on innovative financing ahead of a meeting of G20 leaders in Toronto this June, with the US administration announcing plans in January to tax risky assets held by the country's large financial firms in a bid to pay for recent multi-billion dollar bail-outs.Sweden already operates a bank levy system. The commission report calculates that if the Swedish tax rate of 0.036 percent is applied, the revenue would be around €13 billion in 2009.However, if the US tax rate of 0.15 percent were used, this "would lead to revenue of more than €50 billion.
The new study, called for by EU leaders at a summit in October 2009, also looks at the possibility of a tax on global financial transactions, suggesting this could yield up to €20 billion. Together with the considerable fundraising potential, the EU executive body stressed that the measures could provide a double dividend, also helping to improve market stability by putting a price on risk-taking in the financial sector.Schemes aimed at pricing leverage and risk-taking in the financial sector could raise substantial revenues while limiting undesirable behavior by financial institutions and could be administered at a reasonable cost, says the report. Financial taxes are nothing new, with US economist James Tobin first putting forward the idea of a tax on global currency transactions as early as 1972 as a means of combating market volatility. But since then economists and politicians have underlined the need for a worldwide agreement if such schemes are to work effectively and not simply send financial activity to non-cooperating jurisdictions.
The commission report repeats the need for global agreement but adds that even in the absence of proper international coordination, an EU initiative on the matter could be explored.The difficulties in co-ordinating European and American initiatives were once again brought to the world's attention this week, with US treasury secretary Tim Geithner repeating his concerns that EU plans to regulate hedge funds could discriminate against US fund managers.
Indictment: Journalist Stole 2,000 Classified Documents from IDF

A top secret case involving national security that was long kept under wraps by the IDF censor but was published in the international media was finally authorized for publication this morning. It involved the alleged theft of 2,000 secret IDF documents by a former soldier who worked as a journalist for the left-leaning Hebrew language news website Walla.Some details still remain classified, as the investigation by police, Shabak (Israel Security Agency) and IDF Information Security Department continues.Despite protests by the Israeli media over the past several days, the State Prosecution insisted that the investigation remain under a gag order, for two reasons: To exhaust all possibilities of recovering the documents, and in order to prevent interference with the ongoing investigation of what appear to be the very grave crimes committed in this case. Finally, under pressure from Israel Press Council Chairperson and former Supreme Court Justice Dalia Dorner and others, and in light of developments in the case, the Prosecution has given in and withdrawn its demand for secrecy.The State Prosecution says it was guided throughout the investigation by the overriding need to ensure that the secret documents not find their way into enemy hands.
The facts that are permitted for publication are as follows: Journalist Anat Kam, 23, is accused of stealing over 2,000 IDF classified documents, many hundreds of which are termed secret and top secret.The alleged crimes occurred when she served as a soldier clerking in the IDF military - specifically, in the office of the Commander of the Central District - between 2005-2007.She allegedly handed over many of the top secret and secret documents to Haaretz reporter Uri Blau. Blau, who was abroad when the investigation started, has refused thus far to return to Israel for investigation. It is suspected that many of the classified papers are still in his possession – despite an offer made to him that the returned documents would not be used to prosecute him or his source, Anat Kam.Kam, who was secretly arrested during the investigation, has been indicted in the Tel Aviv District Court. She stands accused of collecting secret information, giving it to unauthorized individuals, and attempting to harm state security.Some of the documents include detailed plans for military operations, the deployment of IDF forces in routine and emergency situations, operations against terrorist leaders, evaluations, and more. MK Uri Orbach (Jewish Home): Under the cover of freedom of expression and civil rights, extremist wild weeds are growing in the greenhouses of the left… The army must be extra careful in deciding whom it recruits and in whose hands it deposits the security of Israel’s citizens.
MK Ronit Tirosh, of the centrist-left Kadima party, was very strident: It is infuriating that on the eve of Holocaust Day [this coming Sunday night and Monday], we find that displays of anti-Semitism exist even in our midst. Justice must be meted out to all those involved in this story, and the media and especially Haaretz must take careful stock of their actions. Spies in our midst are the last thing that the State of Israel needs now.
A fellow Kadima MK, Nachman Shai, was more concerned about the media aspects of the case. He said that the fact that the case was ultimately permitted for publication shows that wisdom has emerged victorious. The decision to remove the gag order from the case shows that the public pressure at home and abroad was fruitful... The main message from this case is that Israel is not an isolated island and no media siege can be placed upon it. Regarding everything else, the court will have its say at the proper time.
MK Yaakov Katz, head of the National Union party: It is regrettable that the agendas of Netanyahu and Israeli policy are guided by the media, in which nearly 100% of the microphones are of the left-wing – those who represent 2% of the population and are engaged in daily tattling and informing, and have now reached even espionage and treachery. Once again we see that we are a healthy nation and people being led by unhealthy microphones.
Rabbi Shalom Dov Wolpe, Chairman of the Our Land of Israel movement: Anat Kam is not an individual person, but rather part of a large phenomenon of left-wing willingness to give away the Land of Israel and betrayal of values and Israeli security. He asked Sheldon Adelson, publisher of the young freebie nationalist-leaning Israeli newspaper Yisrael HaYom (Israel Today) to cease printing its paper at the Haaretz printing plant.
Haaretz, for its part, did not agree to the offer proposed by the Israel Security Agency (Shin Bet) regarding the return of the documents. So said ISA head Yuval Diskin at a press conference on Thursday. Haaretz reporter Uri Blau, who received the secret documents and published an article based on them, including copies of two secret documents, is abroad, and refuses to return to Israel for questioning. Blau returned 50 of the documents, but still retains the rest.
Based on the above, Diskin said: We have additional indications that Blau is still holding documents that were not returned. He has now become an intelligence target for hostile elements, and therefore we will make sure to speed up the investigation. Our attempts to retrieve the documents by consent didn’t work; our overall goal is to make sure that they don’t fall into hostile hands… We acted too softly here. We should have taken off the gloves much earlier. We were too sensitive to the media, and we drew the story out too long. It should have ended much earlier. This is the main lesson we have learned.
It is the dream of every enemy nation to put its hands on documents of this sort, Diskin said. Anat Kam belongs in prison.

Two Akko Arabs Planned Murder

Two Arab men from Akko have been indicted for attempting to purchase weapons, which they planned to use against Jews in case of race riots in the city. The two, Hassan abu Ayid and Khaled Kurdi, have confessed to the charges.The plot was revealed during the course of police interrogations of two Haifa residents suspected of dealing illegally in weapons. The Haifa men revealed during questioning that they had almost sold guns to Ayid and Kurdi, but had cancelled the sale after realizing what the weapons were to be used for.Ayid told police that after the Haifa weapons dealers refused to sell him guns, he made other attempts to purchase weapons. He explained that he was influenced by broadcasts featuring Hizbullah leader Hassan Nasrallah.
Conspiracy indictment
Kurdi told police he had decided to buy a gun following recent riots in Jerusalem, where Muslims clashed with police. Those clashes began following broadcasts in Arab media accusing Jews of attempting to take control of the Al-Aksa mosque on the Temple Mount.Ayid and Kurdi were indicted Thursday; they are charged with conspiracy to commit a crime and attempting to obtain weapons illegally. The city of Akko was the scene of violent riots in October 2008. Riots broke out on the Jewish holiday of Yom Kippur, when a mob of Muslims stormed through a Jewish neighborhood demolishing property and stoning residents. Jews fought back, and fighting continued for the next several nights. Attacks on Jews and Jewish property spread to the cities of Haifa and Lod as well. (IsraelNationalNews.com)

With the 2010 Bilderberg Group conference fast approaching, consensus seems to indicate that the United Kingdom or Ireland will be the likeliest location for the annual gathering of the global elite.With the Trilateral Commission set to meet in Dublin Ireland from May 7-9, some think that the occasional pattern of both the Bilderbergs and the Trilaterals holding their conference in the same geographic location will be repeated.Sleuths on the Bilderberg.org forum have also noted that the International Economic Forum of the Americas, which this year falls on June 7-10 usually takes place at least three weeks after the BIlderberg conference if Bilderberg takes place in western Europe, meaning this year’s Bilderberg confab would likely be around the middle of May.If the pattern above holds, Bilderberg 2010 will be somewhere in Western Europe or the British Isles the weekend of May 14. If it occurs in North America, which seems less likely, it would be the weekend of June 4, writes one researcher.Others have suggested early June as a likely meeting date because the Trilaterals are convening later than usual this year – they normally hold their conference in April.The fact that Bilderberg has taken place in North America twice out of the last four years suggests Europe will be chosen as this year’s destination. Bilderberg was last hosted in the UK in 1998 when the meeting was held in Scotland. Before that, the UK played host in 1986 and 1977. The 12 year gap since the last meeting in the UK suggests it’s time for the British Isles to play host once again, since there has never been a period of more than 12 years between conferences in the UK since the Bilderberg Group was formed in 1954.
The United Kingdom has also come up as a possible location because it would coincide with the UK general election, which is due to take place on May 6. I would assume the meeting will take place prior to that date and that Cameron, who is related to Scottish Aristocracy, would be invited and subsequently selected to power,writes another poster.Bilderberg has a history of acting in a Kingmaker capacity. President Obama was rumored to have attended the 2008 conference before his election victory later that year. The choice of Edwards was shocking to media pundits who had fully expected Dick Gephardt to secure the position. The New York Post even reported that Gephardt had been chosen and Kerry-Gephardt stickers were being placed on campaign vehicles before being removed when Edwards was announced as Kerry’s number two.A 2008 Portuguese newspaper report highlighted the fact that Pedro Santana Lopes and Jose Socrates attended the 2004 meeting in Stresa, Italy before both going on to become Prime Minster of Portugal.The main factor that goes against the conference being held in the UK is Bilderberg’s preference for privacy as increasing awareness of their agenda attracts more protesters and press attention. A federal court case that argues President Obama probably is not even a U.S. citizen, much less a natural born citizen as required by the U.S. Constitution of the chief executive officer, has been scheduled by the 3rd U.S. Circuit Court of Appeals for June 29. In a letter dated yesterday to Mario Apuzzo, the attorney representing plaintiff Charles Kerchner and others, the clerk of the court said the case has been tentatively listed on the merits on Tuesday, June 29, 2010.The notice said there is a possibility the case would have to be moved, and the court will determine whether there will be oral argument and if so, the amount of time allocated for each side.Those decisions would be announced later if necessary, the notification said. On a blog dealing with the case, lead plaintiff Kerchner wrote that the case will be addressed by three members of the 3rd Circuit, but those names have not yet been announced.

Apuzzo's latest filing has been posted online.It argues Obama's arguments are nothing more than presentations of general statements on the law of standing which do not address the specific factual and legal content of plaintiffs' claims. … The defendants in much of their brief basically tell the court that the Kerchner case should be dismissed because all other Obama cases have been dismissed.Apuzzo said it is self-evident under the Constitution that anyone aspiring to be president has to conclusively prove that he or she is eligible to hold that office. Part of that burden is conclusively showing that one is a natural born citizen.Hence, the citizenship status of Obama is critical to the question of whether plaintiffs having standing, for it is that very statute which is the basis of their injury in fact.
He noted the case was filed before Obama became president.At this time he was still a private individual who had the burden of proving that he satisfied each and every element of Article II, Section 1, Clause 5. PRAGUE – Casting aside years of rancor, President Barack Obama and Russian President Dmitry Medvedev on Thursday signed the biggest nuclear arms pact in a generation, lacing the moment with new warnings of sanctions for an intransigent Iran.The treaty, sealed after months of halting negotiation, is significant not just for what it does but for what it symbolizes: a fresh start for the United States and Russia, and evidence to a watching world that nuclear disarmament is more than a goal.The pact commits their nations to slash the number of strategic nuclear warheads by one-third and more than halve the number of missiles, submarines and bombers carrying them.That still leaves the two countries with enough nuclear firepower to ensure mutual destruction several times over, but the move sets a foundation for deeper reductions, which both sides are already pursuing.It sends a signal around the world that the United States and Russia are prepared to once again take leadership,Obama said moments after he and Medvedev signed the treaty in a gleaming, ornate hall in the Czech Republic's presidential castle.
Said the Russian president: The entire world community has won.The pact will shrink the limit of nuclear warheads to 1,550 per country over seven years, about a third less than the 2,200 currently permitted.Looming over the celebration was Iran, which in the face of international pressures continues to assert that its uranium enrichment program is for peaceful purposes, not for weapons as suspected. Six powers — the U.S., Russia, Britain, France, Germany and now China — are in talks in New York about a fourth set of United Nations sanctions to pressure Iran into compliance.We cannot turn a blind eye to this, Medvedev said in a show of solidarity. But he said he was frank with Obama about how far Russia was willing to go, favoring only what he called smart sanctions that might have hope of changing behavior.Russia's Deputy Foreign Minister Sergei Ryabkov later elaborated by saying, for example, that Russia would not endorse a total embargo on the delivery of refined petroleum products into Iran. The Kremlin is still concerned about the plan but sought to tamp down talk it would withdraw from the new treaty if there is a buildup in the missile defense system. WASHINGTON – The new nuclear arms treaty that the U.S. and Russia signed Thursday in Prague may mark a historic return to arms control efforts for the world's nuclear superpowers, but the pact is more a modest step than a major leap along the road to reductions in the world's deadliest weaponry.Some questions and answers about the new treaty, a replacement for the 1991 Strategic Arms Reduction Treaty, and its place in the bigger picture of U.S. and international security:
Q. What's getting cut and how much?
A. The new START treaty applies to one category of nuclear weapons — those designed to strike from long distances. For the U.S., that means warheads fitted on intercontinental-range missiles aboard Trident submarines, those fitted on similar missiles stationed in underground launch silos in the Midwest and those carried by two types of bombers: the B-2 and the B-52. The Russian strategic force is weighted more toward land-based weapons than is the U.S. force.The U.S. has 288 nuclear-armed missiles aboard subs and 450 in underground silos, plus 60 bombers assigned to nuclear strike missions, for a total of 798. The treaty limit is 700, but allows seven years to get there. The Russians won't have to lift a finger to comply, since they already are believed to have fewer than 600.
Q. What about nuclear warheads?
A. Those are counted differently. The agreed limit for both sides is 1,550. In the previous strategic arms agreement, known as the Moscow Treaty of 2002, the limit was set as a range of 1,700 to 2,200. Neither country has said how many it has left, but the U.S. is believed to have between 2,100 and 2,200, and the Russians are believed to have about 2,600. The way warheads are counted is different in the new treaty, however, so comparisons are imperfect. The U.S. previously counted an unspecified number of warheads — perhaps as many as 500 — designed to be carried by its bombers. The Russians, however, did not count any in that category because the Moscow Treaty did not require it.The new treaty takes an entirely different tack. Each bomber aircraft counts as one warhead regardless of how many bombs it is capable of carrying. Thus, the 60 U.S. bombers count as 60 warheads toward the 1,550 limit, and the Russians' 75 bombers count as 75 warheads. The actual warheads the planes would carry are simply not counted.
Q. Is every other nuclear weapon counted?
A. Hardly. The U.S. has an estimated 6,700 nuclear warheads in reserve and awaiting eventual dismantlement — none of which count against the 1,550 total. The Russians have a similar number in that not-counted category.Another category that is not covered is short-range nuclear weapons. The U.S. has an estimated 500, of which about 200 are based in Europe. The Russians have perhaps 2,000, all based on their own territory. The Obama administration announced Tuesday that it will push the Russians to negotiate limits for short-range as well as long-range weapons, once the new Strategic Arms Reduction Treaty is signed and ratified by both countries.
Q. Is ratification a sure thing?
A. No, but prospects appear bright at this stage. The Obama administration needs 67 votes in the Senate. More than one committee may hold hearings on the treaty, but the panel that has sole jurisdiction to write a resolution of ratification is the Senate Foreign Relations Committee, headed by Democrat John Kerry of Massachusetts, who strongly supports the treaty. The committee's ranking Republican, Richard Lugar of Indiana, also has indicated he will support it. The White House, however, is not expected to submit the actual treaty and its detailed annexes to the Senate for some weeks. The Russian parliament must also approve the treaty, but as long as the Kremlin supports the pact, legislative approval is expected to be a formality. Upon ratification, the treaty is to remain in force for 10 years.
Q. Why is the treaty important?
A. Not because it dramatically shrinks nuclear dangers. Linton Brooks, a lead U.S. negotiator on the 1991 strategic arms treaty, on Wednesday described the weapons reductions as modest but not completely trivial.Perhaps more important is the fact that the U.S. and Russian governments have established a bridge to potentially more substantial arms reductions and have demonstrated to the rest of the world that they are capable of giving up at least some of the weaponry they want others, like Iran, to forgo.

NITEROI, Brazil – As many as 200 people were buried under tons of mud and feared dead on Thursday after a slum built atop a former landfill gave way in the latest deadly landslide to hit metro Rio de Janeiro.If confirmed, the deaths would raise the toll sharply from the 153 people already known to have died this week in slides triggered by record rains.We know that about 60 houses were buried, Rio state health secretary Sergio Cortes told The Associated Press.It is hard to say exactly how many people were buried under the mud as well, but a worst-case scenario is 200.The slide that hit late Wednesday was a wall of black earth and garbage about 40 feet (12 meters) high that plowed through the Morro Bumba shantytown before coming to a halt along the edge of road in Niteroi, a city of about 500,000 across the bay from Rio.
On Thursday, crews with heavy machinery dug through the debris and about a dozen trucks lined up to haul it off. News broadcasts showed one house on top of the hill with only two walls standing, and a bed, a night stand and a television inside. Everything else went down with the slide.Residents told local media that a small church, a day care center and several business were in the area and likely buried.In our experience, it's an instant death for anyone caught in such a slide, said Pedro Machado, undersecretary of Rio state's Civil Defense department.The ground underneath the shantytown — decades of accumulated trash — was especially unstable and vulnerable to the heavy rains, said Agostinho Guerreiro, president of Rio's main association of engineers and architects.It is very fragile soil. It couldn't hold (the rain). The houses came down, destroying the ones below them, Guerreiro told Globo TV.It was a tragedy foretold.The federal government announced an emergency fund of 200 million reals ($114 million) to help the state deal with the mudslides and flooding.The fire department spokesman said six bodies had been found so far in Morro Bumba and 28 people were rescued after the mudslide hit late Wednesday.
Alves Souza, commander of the firefighters in the Niteroi rescue operations, said the wet, steep terrain posed a continued threat to anyone trapped in the wreckage and emergency crews as well.The work is very intense, given the fact that the volume of material we have here is very large, Souza said.Record rainfall since Monday has triggered deadly mudslides across Rio's metropolitan area.Firefighters said the official death toll stands at 153, but that does not include those buried in Morro Bumba.Nearly all the deaths occurred in mudslides that smashed through slums — yet another reminder that life in one of the world's most famous playgrounds is much different for the poor than it is for the rich.Residents of the shantytowns often endure dangers such as the frequent shootouts between police and heavily armed drug gangs, and when heavy rain falls on slopes crowded with poorly built shacks, nature itself can deal out death.Rio officials said they are going to step up forced evictions of slum residents living in at-risk areas. Mayor Eduardo Paes announced that 1,500 families were going to be removed from their homes on in at least two Rio slums, and that more evictions were likely. I don't want to spend next summer sleepless, worrying if the rains are going to kill somebody, he told reporters, without saying when the relocations would occur. The heavy rains plunged Rio into chaos this week, snarling traffic, knocking down trees and power lines, opening up enormous craters in streets and sending wastewater flowing to the white sand beaches of the city of 6 million.In the Rocinha slum, officials said 16 inches (41 centimeters) of rain has fallen so far this month — three times the amount normally expected for all of April. Similar figures were seen across Rio's metropolitan area.
Rio state Civil Defense said at least 11,000 people were forced from their homes. Officials said potential mudslides threatened at least 10,000 houses in the city. EUOBSERVER / BRUSSELS - Keen to see 18 new brethren join their parliamentary flock, the European Parliament's constitutional affairs committee has given member states the nod to push ahead with changes to the EU's Lisbon Treaty, just months after it was finally ratified. Voting on two reports by centre-right Spanish MEP Inigo Mendez de Vigo on Wednesday (7 April), committee members supported a member state proposal to alter the EU rulebook, adding that an Intergovernmental Conference rather than a time-consuming Convention would be sufficient to discuss the necessary changes. The European Council now has a green light to take the decision next June in a brief Intergovernmental Conference,said Mr Mendez de Vigo.We are not going to call for a Convention beforehand as this is a transitional and exceptional measure that will not constitute, in any way, a precedent for the future.Elections to the European chamber were held last June under the EU's old rulebook, the Nice Treaty, which sets the number of MEPs at 736. But the eventual completion by member states of a hugely drawn out ratification process late last year ushered in Lisbon Treaty rules on 1 December 2009, allowing for 751 MEPs. With the next European elections not until 2014, an EU Treaty change is necessary to allow the additional deputies to join beforehand. Set to gain four new members in the increasingly powerful European legislature, the Spanish government, current holders of the EU's rotating presidency, is particularly keen to see the number of MEPs quickly increased.
Austria, France and Sweden are set to get two extra seats, while Bulgaria, Italy, Latvia, Malta, the Netherlands, Poland, Slovenia and the United Kingdom will all receive one more. Germany is the only country set to lose seats, but the pruning of three of its MEPs will not take place before the next European elections, meaning the number of MEPs will temporary swell to 754, once all the legal hurdles have been overcome. MEPs sitting in plenary this May are expected to endorse the constitutional committee's decision, but any treaty changes agreed at an Intergovernmental Conference would still need to be ratified in each of the EU's 27 member states, a process that could potentially take several years.With a UK general election scheduled for 6 May, the country's Conservatives have pledged to hold a referendum on any future EU treaty changes.A reopening of EU rules would also allow for additional changes at the same time, with Germany's Angela Merkel recently indicating her desire to toughen up the bloc's laws on budgetary spending. Changes to allow the extra 18 deputies to join the chamber might also be combined with those needed to enable Croatia to join the EU, scheduled for 2012.In the intervening period however, it is unclear what the fate the incoming lawmakers will be, with observer status in the European Parliament one possible option.

US leader Barack Obama will in the Czech capital on Thursday (8 April) sign a nuclear arms reduction treaty with his Russian counterpart before hosting a dinner with 11 heads of state and government from selected European countries.The guest list includes Bulgaria, Croatia, the Czech Republic itself, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. But no EU personalities, such as the bloc's new foreign relations chief, Catherine Ashton, or its new president, Herman Van Rompuy, were asked to come.The White House says the dinner is designed for Mr Obama to understand the unique perspective of former Communist and Soviet countries on security issues in Europe.It comes amid concerns in eastern EU capitals that the US is prioritising relations with Moscow while pulling back from plans to build new military bases in Poland and the Czech Republic. It also comes after Mr Obama cancelled an US-EU summit due to take place in Madrid in May, however. US and EU officials later suggested that future summits should be held only when we both feel the need for one, rather than on a regular basis. The developments embarrassed the Spanish EU presidency and have prompted questions of whether Washington continues to see the EU as an important player on the world stage.The European Commission brushed off the significance of the Prague dinner in an official statement on Thursday.

Van Rompuy keen to shift some EU summits out of Brussels

Just four months after the Lisbon Treaty entered into force, centralising EU policy-making in Brussels, the union's new president, Herman van Rompuy, has suggested that EU summits should from time-to-time take place in the member state holding the rotating EU presidency.Speaking to press in Vienna on Tuesday (6 April) during his first official visit to Austria as President of the European Union, Mr Rompuy said: It would be a good idea if at least one major event, such as the European Council, was held in the member state holding the rotating presidency ...That would be a symbol that Europe is not just Brussels, but the 27 member states.The new treaty does not specify where summits are to be take place. It says that the European Council shall meet twice every six months, convened by its President.It adds that when the situation so requires, the President can convene a special meeting of the European Council.Mr Van Rompuy, a christian democrat politician and the former prime minister of Belgium, has already chaired three EU summits in Brussels since he took office in December 2009. Not afraid to try a new approach, he opted to hold his first summit in an old library in order to create an informal atmosphere.
As Belgium will be the next country holding the EU presidency, Brussels is bound to host all EU summits for the rest of this year, making Hungary the likely place for the first post Lisbon Treaty out-of-Brussels summit in 2011.The next presidency is Belgium. We will have to stay in Brussels, Mr Van Rompuy said, according to Austrian media.Hungary takes over the rotating presidency on 1 January 2011.

EUOBSERVER / BRUSSELS - Russia's greater openness toward examining Soviet-era crimes such as the Katyn massacre could help normalise its relations with the EU's eastern flank.When Polish leader Donald Tusk meets Russian Prime Minister Vladimir Putin in Katyn, near Smolensk in western Russia, on Wednesday (7 April) to commemorate the 70th anniversary of the Katyn killings, the solemnities will be watched with interest in the eight former Communist and Soviet countries which joined the EU in 2004.
Stalin's secret police, the NKVD, in 1940 murdered some 22,000 Polish officers and intellectuals in the forests around Katyn and other locations, most of them with a shot to the back of the head, in order to facilitate the Soviet Union's occupation of Poland.Poland would like Mr Putin, a former agent of the NKVD's successor organisation, the KGB, to apologise, classify the killings as a war crime or even genocide and to release historical documents, such as papers showing that Stalin ordered the massacre.Realistically, Warsaw hopes that he condemns the killings in an unequivocal way, without, for example, asking Poland to be grateful for its Soviet liberation from Nazi Germany - a sentiment voiced by Russian academics in a TV debate on Katyn at the weekend.The very fact that he has invited Mr Tusk is significant. The meeting will be shown on Russian TV and it will increase awareness about this crime in Russian society at large, a senior Polish diplomat told EUobserver.The Russian government's unwillingness to definitively break off with Soviet-era ideology has deepened mistrust among its neighbours, complicating EU-Russia relations.

EUOBSERVER / BRUSSELS - The European Commission has published a study which suggests a new tax on banks could generate as much as €50 billion a year for EU governments, whose public finances have been left in tatters following the recent financial crisis. The EU tax on bank leverage and risk-taking is just one of several innovative financing options in the commission document, published on Tuesday (6 April), with the region's finance ministers set to mull over the list at an informal meeting in Madrid this month.As well as helping governments improve their balance sheets, the fresh revenue could be used to fund future bank bail-outs, climate change and development goals, say the report's authors, with Germany and France broadly in support of the plans. The financial sector needs to contribute to the costs of financial stability. This should be one of the building blocks in our effort to set up a crisis management framework in Europe,Michel Barnier, EU commissioner for internal market and services, said in a statement.The EU is keen to come up with a common position on innovative financing ahead of a meeting of G20 leaders in Toronto this June, with the US administration announcing plans in January to tax risky assets held by the country's large financial firms in a bid to pay for recent multi-billion dollar bail-outs.Sweden already operates a bank levy system. The commission report calculates that if the Swedish tax rate of 0.036 percent is applied, the revenue would be around €13 billion in 2009.However, if the US tax rate of 0.15 percent were used, this "would lead to revenue of more than €50 billion.
The new study, called for by EU leaders at a summit in October 2009, also looks at the possibility of a tax on global financial transactions, suggesting this could yield up to €20 billion. Together with the considerable fundraising potential, the EU executive body stressed that the measures could provide a double dividend, also helping to improve market stability by putting a price on risk-taking in the financial sector.Schemes aimed at pricing leverage and risk-taking in the financial sector could raise substantial revenues while limiting undesirable behavior by financial institutions and could be administered at a reasonable cost, says the report. Financial taxes are nothing new, with US economist James Tobin first putting forward the idea of a tax on global currency transactions as early as 1972 as a means of combating market volatility. But since then economists and politicians have underlined the need for a worldwide agreement if such schemes are to work effectively and not simply send financial activity to non-cooperating jurisdictions.
The commission report repeats the need for global agreement but adds that even in the absence of proper international coordination, an EU initiative on the matter could be explored.The difficulties in co-ordinating European and American initiatives were once again brought to the world's attention this week, with US treasury secretary Tim Geithner repeating his concerns that EU plans to regulate hedge funds could discriminate against US fund managers.
Indictment: Journalist Stole 2,000 Classified Documents from IDF

A top secret case involving national security that was long kept under wraps by the IDF censor but was published in the international media was finally authorized for publication this morning. It involved the alleged theft of 2,000 secret IDF documents by a former soldier who worked as a journalist for the left-leaning Hebrew language news website Walla.Some details still remain classified, as the investigation by police, Shabak (Israel Security Agency) and IDF Information Security Department continues.Despite protests by the Israeli media over the past several days, the State Prosecution insisted that the investigation remain under a gag order, for two reasons: To exhaust all possibilities of recovering the documents, and in order to prevent interference with the ongoing investigation of what appear to be the very grave crimes committed in this case. Finally, under pressure from Israel Press Council Chairperson and former Supreme Court Justice Dalia Dorner and others, and in light of developments in the case, the Prosecution has given in and withdrawn its demand for secrecy.The State Prosecution says it was guided throughout the investigation by the overriding need to ensure that the secret documents not find their way into enemy hands.
The facts that are permitted for publication are as follows: Journalist Anat Kam, 23, is accused of stealing over 2,000 IDF classified documents, many hundreds of which are termed secret and top secret.The alleged crimes occurred when she served as a soldier clerking in the IDF military - specifically, in the office of the Commander of the Central District - between 2005-2007.She allegedly handed over many of the top secret and secret documents to Haaretz reporter Uri Blau. Blau, who was abroad when the investigation started, has refused thus far to return to Israel for investigation. It is suspected that many of the classified papers are still in his possession – despite an offer made to him that the returned documents would not be used to prosecute him or his source, Anat Kam.Kam, who was secretly arrested during the investigation, has been indicted in the Tel Aviv District Court. MK Uri Orbach (Jewish Home): Under the cover of freedom of expression and civil rights, extremist wild weeds are growing in the greenhouses of the left… The army must be extra careful in deciding whom it recruits and in whose hands it deposits the security of Israel’s citizens.
MK Ronit Tirosh, of the centrist-left Kadima party, was very strident: It is infuriating that on the eve of Holocaust Day [this coming Sunday night and Monday], we find that displays of anti-Semitism exist even in our midst. Justice must be meted out to all those involved in this story, and the media and especially Haaretz must take careful stock of their actions. Spies in our midst are the last thing that the State of Israel needs now.
A fellow Kadima MK, Nachman Shai, was more concerned about the media aspects of the case. He said that the fact that the case was ultimately permitted for publication shows that wisdom has emerged victorious. The decision to remove the gag order from the case shows that the public pressure at home and abroad was fruitful... The main message from this case is that Israel is not an isolated island and no media siege can be placed upon it. Regarding everything else, the court will have its say at the proper time.

Rabbi Shalom Dov Wolpe, Chairman of the Our Land of Israel movement: Anat Kam is not an individual person, but rather part of a large phenomenon of left-wing willingness to give away the Land of Israel and betrayal of values and Israeli security. He asked Sheldon Adelson, publisher of the young freebie nationalist-leaning Israeli newspaper Yisrael HaYom (Israel Today) to cease printing its paper at the Haaretz printing plant.
Haaretz, for its part, did not agree to the offer proposed by the Israel Security Agency (Shin Bet) regarding the return of the documents. So said ISA head Yuval Diskin at a press conference on Thursday. Haaretz reporter Uri Blau, who received the secret documents and published an article based on them, including copies of two secret documents, is abroad, and refuses to return to Israel for questioning. Blau returned 50 of the documents, but still retains the rest.
Based on the above, Diskin said: We have additional indications that Blau is still holding documents that were not returned. He has now become an intelligence target for hostile elements, and therefore we will make sure to speed up the investigation. Our attempts to retrieve the documents by consent didn’t work; our overall goal is to make sure that they don’t fall into hostile hands… We acted too softly here. We should have taken off the gloves much earlier. We were too sensitive to the media, and we drew the story out too long. It should have ended much earlier. This is the main lesson we have learned.
It is the dream of every enemy nation to put its hands on documents of this sort, Diskin said. Anat Kam belongs in prison.

Two Akko Arabs Planned Murder

Two Arab men from Akko have been indicted for attempting to purchase weapons, which they planned to use against Jews in case of race riots in the city. The two, Hassan abu Ayid and Khaled Kurdi, have confessed to the charges.The plot was revealed during the course of police interrogations of two Haifa residents suspected of dealing illegally in weapons. The Haifa men revealed during questioning that they had almost sold guns to Ayid and Kurdi, but had cancelled the sale after realizing what the weapons were to be used for.Ayid told police that after the Haifa weapons dealers refused to sell him guns, he made other attempts to purchase weapons. He explained that he was influenced by broadcasts featuring Hizbullah leader Hassan Nasrallah.

Kurdi told police he had decided to buy a gun following recent riots in Jerusalem, where Muslims clashed with police. Those clashes began following broadcasts in Arab media accusing Jews of attempting to take control of the Al-Aksa mosque on the Temple Mount.Ayid and Kurdi were indicted Thursday; they are charged with conspiracy to commit a crime and attempting to obtain weapons illegally. The city of Akko was the scene of violent riots in October 2008. Riots broke out on the Jewish holiday of Yom Kippur, when a mob of Muslims stormed through a Jewish neighborhood demolishing property and stoning residents. If it occurs in North America, which seems less likely, it would be the weekend of June 4, writes one researcher.Others have suggested early June as a likely meeting date because the Trilaterals are convening later than usual this year – they normally hold their conference in April.The fact that Bilderberg has taken place in North America twice out of the last four years suggests Europe will be chosen as this year’s destination. A federal court case that argues President Obama probably is not even a U.S. citizen, much less a natural born citizen as required by the U.S. Constitution of the chief executive officer, has been scheduled by the 3rd U.S. Circuit Court of Appeals for June 29. In a letter dated yesterday to Mario Apuzzo, the attorney representing plaintiff Charles Kerchner and others, the clerk of the court said the case has been tentatively listed on the merits on Tuesday, June 29, 2010.The notice said there is a possibility the case would have to be moved, and the court will determine whether there will be oral argument and if so, the amount of time allocated for each side.Those decisions would be announced later if necessary, the notification said. On a blog dealing with the case, lead plaintiff Kerchner wrote that the case will be addressed by three members of the 3rd Circuit, but those names have not yet been announced.

He published the CIA interrogation techniques. On and on. He goes around bowing and doing all these different things. Patterson, Darrell James Lenormand and Donald H. Nelson Jr. Named as defendants are Barack Hussein Obama II, the U.S., Congress, the Senate, House of Representatives, former Vice President Dick Cheney and House Speaker Nancy Pelosi.
The case alleges Congress failed to follow the Constitution, which provides that Congress must fully qualify the candidate elected by the Electoral College Electors.

Apuzzo's latest filing has been posted online.It argues Obama's arguments are nothing more than presentations of general statements on the law of standing which do not address the specific factual and legal content of plaintiffs' claims. … The defendants in much of their brief basically tell the court that the Kerchner case should be dismissed because all other Obama cases have been dismissed.Apuzzo said it is self-evident under the Constitution that anyone aspiring to be president has to conclusively prove that he or she is eligible to hold that office. Part of that burden is conclusively showing that one is a natural born citizen.Hence, the citizenship status of Obama is critical to the question of whether plaintiffs having standing, for it is that very statute which is the basis of their injury in fact.
He noted the case was filed before Obama became president.At this time he was still a private individual who had the burden of proving that he satisfied each and every element of Article II, Section 1, Clause 5. PRAGUE – Casting aside years of rancor, President Barack Obama and Russian President Dmitry Medvedev on Thursday signed the biggest nuclear arms pact in a generation, lacing the moment with new warnings of sanctions for an intransigent Iran.The treaty, sealed after months of halting negotiation, is significant not just for what it does but for what it symbolizes: a fresh start for the United States and Russia, and evidence to a watching world that nuclear disarmament is more than a goal.The pact commits their nations to slash the number of strategic nuclear warheads by one-third and more than halve the number of missiles, submarines and bombers carrying them.That still leaves the two countries with enough nuclear firepower to ensure mutual destruction several times over, but the move sets a foundation for deeper reductions, which both sides are already pursuing.It sends a signal around the world that the United States and Russia are prepared to once again take leadership,Obama said moments after he and Medvedev signed the treaty in a gleaming, ornate hall in the Czech Republic's presidential castle.
Said the Russian president: The entire world community has won.The pact will shrink the limit of nuclear warheads to 1,550 per country over seven years, about a third less than the 2,200 currently permitted.Looming over the celebration was Iran, which in the face of international pressures continues to assert that its uranium enrichment program is for peaceful purposes, not for weapons as suspected. Six powers — the U.S., Russia, Britain, France, Germany and now China — are in talks in New York about a fourth set of United Nations sanctions to pressure Iran into compliance.We cannot turn a blind eye to this, Medvedev said in a show of solidarity. But he said he was frank with Obama about how far Russia was willing to go, favoring only what he called smart sanctions that might have hope of changing behavior.Russia's Deputy Foreign Minister Sergei Ryabkov later elaborated by saying, for example, that Russia would not endorse a total embargo on the delivery of refined petroleum products into Iran. A. The new START treaty applies to one category of nuclear weapons — those designed to strike from long distances. For the U.S., that means warheads fitted on intercontinental-range missiles aboard Trident submarines, those fitted on similar missiles stationed in underground launch silos in the Midwest and those carried by two types of bombers: the B-2 and the B-52. The Russian strategic force is weighted more toward land-based weapons than is the U.S. force.The U.S. has 288 nuclear-armed missiles aboard subs and 450 in underground silos, plus 60 bombers assigned to nuclear strike missions, for a total of 798. The treaty limit is 700, but allows seven years to get there. The Russians won't have to lift a finger to comply, since they already are believed to have fewer than 600.
Q. What about nuclear warheads?
A. Those are counted differently. The agreed limit for both sides is 1,550. In the previous strategic arms agreement, known as the Moscow Treaty of 2002, the limit was set as a range of 1,700 to 2,200. Neither country has said how many it has left, but the U.S. is believed to have between 2,100 and 2,200, and the Russians are believed to have about 2,600. The way warheads are counted is different in the new treaty, however, so comparisons are imperfect. The U.S. previously counted an unspecified number of warheads — perhaps as many as 500 — designed to be carried by its bombers. The Russians, however, did not count any in that category because the Moscow Treaty did not require it.The new treaty takes an entirely different tack. Each bomber aircraft counts as one warhead regardless of how many bombs it is capable of carrying. Thus, the 60 U.S. bombers count as 60 warheads toward the 1,550 limit, and the Russians' 75 bombers count as 75 warheads. The actual warheads the planes would carry are simply not counted.
Q. Is every other nuclear weapon counted?
A. Hardly. The U.S. has an estimated 6,700 nuclear warheads in reserve and awaiting eventual dismantlement — none of which count against the 1,550 total. The Russians have a similar number in that not-counted category.Another category that is not covered is short-range nuclear weapons. The U.S. has an estimated 500, of which about 200 are based in Europe. The Russians have perhaps 2,000, all based on their own territory. The Obama administration announced Tuesday that it will push the Russians to negotiate limits for short-range as well as long-range weapons, once the new Strategic Arms Reduction Treaty is signed and ratified by both countries.
Q. Is ratification a sure thing?
A. No, but prospects appear bright at this stage. The Obama administration needs 67 votes in the Senate. More than one committee may hold hearings on the treaty, but the panel that has sole jurisdiction to write a resolution of ratification is the Senate Foreign Relations Committee, headed by Democrat John Kerry of Massachusetts, who strongly supports the treaty. The committee's ranking Republican, Richard Lugar of Indiana, also has indicated he will support it. The White House, however, is not expected to submit the actual treaty and its detailed annexes to the Senate for some weeks. The Russian parliament must also approve the treaty, but as long as the Kremlin supports the pact, legislative approval is expected to be a formality. Upon ratification, the treaty is to remain in force for 10 years.
Q. Why is the treaty important?
A. Not because it dramatically shrinks nuclear dangers. Linton Brooks, a lead U.S. negotiator on the 1991 strategic arms treaty, on Wednesday described the weapons reductions as modest but not completely trivial.Perhaps more important is the fact that the U.S. and Russian governments have established a bridge to potentially more substantial arms reductions and have demonstrated to the rest of the world that they are capable of giving up at least some of the weaponry they want others, like Iran, to forgo.

NITEROI, Brazil – As many as 200 people were buried under tons of mud and feared dead on Thursday after a slum built atop a former landfill gave way in the latest deadly landslide to hit metro Rio de Janeiro.If confirmed, the deaths would raise the toll sharply from the 153 people already known to have died this week in slides triggered by record rains.We know that about 60 houses were buried, Rio state health secretary Sergio Cortes told The Associated Press.It is hard to say exactly how many people were buried under the mud as well, but a worst-case scenario is 200.The slide that hit late Wednesday was a wall of black earth and garbage about 40 feet (12 meters) high that plowed through the Morro Bumba shantytown before coming to a halt along the edge of road in Niteroi, a city of about 500,000 across the bay from Rio.
On Thursday, crews with heavy machinery dug through the debris and about a dozen trucks lined up to haul it off. News broadcasts showed one house on top of the hill with only two walls standing, and a bed, a night stand and a television inside. Everything else went down with the slide.Residents told local media that a small church, a day care center and several business were in the area and likely buried.In our experience, it's an instant death for anyone caught in such a slide, said Pedro Machado, undersecretary of Rio state's Civil Defense department.The ground underneath the shantytown — decades of accumulated trash — was especially unstable and vulnerable to the heavy rains, said Agostinho Guerreiro, president of Rio's main association of engineers and architects.It is very fragile soil. It couldn't hold (the rain). The houses came down, destroying the ones below them, Guerreiro told Globo TV.It was a tragedy foretold.The federal government announced an emergency fund of 200 million reals ($114 million) to help the state deal with the mudslides and flooding.The fire department spokesman said six bodies had been found so far in Morro Bumba and 28 people were rescued after the mudslide hit late Wednesday.
Alves Souza, commander of the firefighters in the Niteroi rescue operations, said the wet, steep terrain posed a continued threat to anyone trapped in the wreckage and emergency crews as well.The work is very intense, given the fact that the volume of material we have here is very large, Souza said.Record rainfall since Monday has triggered deadly mudslides across Rio's metropolitan area.Firefighters said the official death toll stands at 153, but that does not include those buried in Morro Bumba.Nearly all the deaths occurred in mudslides that smashed through slums — yet another reminder that life in one of the world's most famous playgrounds is much different for the poor than it is for the rich.Residents of the shantytowns often endure dangers such as the frequent shootouts between police and heavily armed drug gangs, and when heavy rain falls on slopes crowded with poorly built shacks, nature itself can deal out death.Rio officials said they are going to step up forced evictions of slum residents living in at-risk areas. Mayor Eduardo Paes announced that 1,500 families were going to be removed from their homes on in at least two Rio slums, and that more evictions were likely. I don't want to spend next summer sleepless, worrying if the rains are going to kill somebody, he told reporters, without saying when the relocations would occur. The heavy rains plunged Rio into chaos this week, snarling traffic, knocking down trees and power lines, opening up enormous craters in streets and sending wastewater flowing to the white sand beaches of the city of 6 million.In the Rocinha slum, officials said 16 inches (41 centimeters) of rain has fallen so far this month — three times the amount normally expected for all of April. Similar figures were seen across Rio's metropolitan area.
Rio state Civil Defense said at least 11,000 people were forced from their homes. Officials said potential mudslides threatened at least 10,000 houses in the city. The toll in Rio has already surpassed that of 2008 flooding and mudslides in the southern state of Santa Catarina that killed nearly 130 people and displaced about 80,000.Similar mudslides and floods killed hundreds of people in the late 1960s '80s.Associated Press writer Tales Azzoni in Sao Paulo contributed to this report.
