ANN ARBOR, Mich. – President Barack Obama took aim Saturday at the angry rhetoric of those who denigrate government as inherently bad and said their off-base line of attack ignores the fact that in a democracy, government is us.Obama used his commencement speech at the University of Michigan to respond to foes who portray government as oppressive and tyrannical — and to warn that overheated language can signal extremists that perhaps violence is ... justifiable.Just 45 miles from the immense Michigan Stadium, capacity 106,201, the GOP's 2008 vice presidential nominee, Sarah Palin, told an anti-tax gathering Obama's policies are big government recipes that are intrusive in the lives of average Americans.In Obama's 31-minute address to what the White House said was his biggest audience since the inauguration, the president made no mention of Palin or the tea party movement. PALMER, Alaska – Two strong earthquakes rumbled Friday under the Bering Sea off Alaska, but officials say they posed no tsunami risk and were too far from land to be felt.David Hale at the West Coast and Alaska Tsunami Warning Center in Palmer says a 6.0-magniitude quake struck at 3:12 p.m. and was followed minutes later by another of about equal strength. The quakes were centered about 480 miles southwest of Nome and about 10 miles beneath the seabed.Hale says people at a National Weather Service station on St. Paul Island, about 400 miles southeast of the epicenters, report they didn't feel anything.

HVOLSVOLLUR, Iceland – It took Sigurdur Thorhallsson more than a decade to turn a patch of flat land wedged between glacier and ocean into a field fit to grow fodder grass. It took Iceland's Eyjafjallajokull volcano just minutes to wreck it.Iceland's financial crisis had already tested the 41-year-old farmer's dream by driving up repayments on his bank loan. But it was a flash flood triggered by the volcanic eruption last month that devastated him.It was very emotional for me. You could say it broke my heart, to see it destroy my land, said Thorhallsson, using a trailer to haul away some of the tons of mud, silt and volcanic ash left behind on the field when melting glacier ice sent floodwaters racing down the mountain.It is seemingly endless work, but Thorhallsson is stoically determined to clean up the mess. Like many other Icelanders, he's trying to salvage a better future from the wreckage of the country's recent past.The last few years have been traumatic for this tiny North Atlantic nation of 320,000 people.A roaring economic boom that saw Iceland produce a crop of international jet-setters with a penchant for Alpine chalets and private planes was followed in 2008 by a spectacular bust. Suddenly, affluent Iceland was an economic basket case in need of financial life support from the International Monetary Fund.It has been a weird time, said Valy Thorsteinsdottir, 26, who recently returned from a trip to southeast Asia that showed her just how her country's image has changed.Usually I'm the first Icelander people have met. You used to get, Iceland, that's amazing: Bjork, hot springs. Now people say, Iceland? Isn't it bankrupt?

And just when Icelanders thought things couldn't get any worse, Eyjafjallajokull awoke with its first eruption in almost 200 years.An initial blast last month forced 500 people temporarily from their homes in the area, 75 miles (120 kilometers) east of Iceland's capital, Reykjavik. A second, bigger eruption that began April 14 shook the global economy. Fears the drifting ash cloud could damage jet engines grounded planes across northern Europe for almost a week, stranding millions of people and costing the aviation industry almost $2 billion.Ironically, Iceland itself was initially little affected. Ashfall and flooding hit a small, sparsely populated area, and as winds blew the ash cloud east toward Europe, Iceland's international airport stayed open, although it later closed when the wind switched direction.But Iceland's travel industry fears the bad publicity and aviation uncertainty will hit their summer tourist season. National carrier Icelandair say bookings for April were sharply down on expectations, and hotels report a spate of canceled bookings.
Thorsteinsdottir was stuck for several days in Bangkok, and found strangers suggesting — sometimes jokingly, sometimes in anger — that the gridlock was her fault.When I was holding my passport at the airport, I deliberately turned it the other way so people couldn't see where I was from,she said.I was sick of people blaming me.It has never been easy to be an Icelander. For centuries the people of this wind-swept rock, the descendants of Vikings who settled here more than 1,000 years ago, eked out a living from fishing and from hardscrabble farms.

Their foes included the unstable land itself. There is a volcanic eruption about every five years in Iceland; the worst, in 1783, spewed a deadly cloud of toxic gas and sparked famine that killed up to a quarter of Iceland's population and tens of thousands more across Europe.This tough history has helped produce a hardy, egalitarian people undeterred by adversity — or, looked at another way, a nation of overconfident risk-takers.Historian Gunnar Karlsson said Iceland's isolation from bigger nations had produced a strong national consciousness and a feeling that we had something special.Drawing on their egalitarian side, Icelanders established one of the world's first parliaments, the 1,000-year-old Althingi. They tapped the land's geological volatility for geothermal energy to heat houses, business and year-round outdoor swimming pools. With the money they made from fishing — by the 20th century a lucrative business — they built a cozy Scandinavian social safety net. In 2007, Iceland was declared the best country in the world to live in by the United Nations. On the other hand, Iceland produced the Viking capitalists who set out early in the 21st century — armed with huge loans from Icelandic banks — to conquer businesses around the world, from London's Hamley's toy store to English football club West Ham. Soon Iceland's banking sector dwarfed the rest of the economy and the country was awash in easy credit. Teenagers could get loans to buy fancy new cars; middle-class Icelanders bought the latest designer clothes and imported electronic goods. The new super-rich drove the streets of Reykjavik in Hummers and luxury cars.

There were more private jets parked at Reykjavik airport than planes from our domestic airlines,said travel agent Jonas Thor, 61. For the older generation, we wondered, Where is the money coming from?' We never understood. And it turned out there was no money.As the credit squeeze tightened in 2008, Iceland's economic house of cards collapsed. The three main banks went bust within a week of one another. The national currency plummeted and a series of angry protests — dubbed the Saucepan Revolution, after the pots and pans banged by the demonstrators — ousted the country's center-right government. Eighteen months later, signs of decay are not obvious in Reykjavik, Iceland's tidy capital city. McDonald's decamped last year, and Pizza Hut is closing all but one of its outlets. But boutiques still line the main street, there are people in the bars and restaurants. However, unemployment is now at eight percent, up from almost nothing a few years ago, and many businesses and individuals — like farmer Thorhallsson — are struggling to pay off loans taken out in foreign currencies when the krona was at its strongest and Iceland had one of the world's highest per-capita incomes. But for many Icelanders, the initial shock and anger have been replaced by a sense of reflection and social solidarity. Last month the country's truth commission published a 2,000-page report into the financial crisis, an event greeted as cathartic. The report lays blame on bankers and politicians and may lead to criminal charges against some. In style-conscious Reykjavik, the latest must-have garment is not a designer label, but the humble Icelandic sweater, its chunky knit and geometric patterns redolent of practicality and heritage.

And, in the economy, there are tentative signs of recovery. A new hamburger joint may not seem much cause for celebration, but in Iceland's battered state, last month's opening of Hamborgarafabrikkan — an upmarket eatery that aims to be Iceland's answer to the Hard Rock Cafe — is a good sign. People tell us we are brave to do this, an inspiration to others, said Johannes Asbjornsson, a TV personality — one half of the duo who host the Icelandic version of American Idol — who started the business. That's a really nice thing to hear.Some people even think Iceland — with its recent experience of direct action and truth-seeking — could show the way to a new model of democracy. In 10 or 20 years, when we look back as Icelanders and tell our children, we will say that the crisis is the best thing that ever happened, said Gudjon Mar Gudjonsson, a former telecoms magnate turned social entrepreneur who has founded the Ministry of Ideas, an incubator for participatory democracy. Iceland could play a role in changing ideas about how democracy works. Icelanders are risk-takers,he said.We just need to find our path. It was definitely not in banking.
Meanwhile, the volcano is still erupting. No one knows when it will stop. Clearing his land despite the threat of more ash, Thorhallsson is determined to rebuild. I will try to survive this,he said quietly. In Iceland, we are all not far from being farmers and sailors. If you look at them in every country, they are people who try to survive.

Rough seas again thwart cleanup of oil catastrophe By CAIN BURDEAU and HOLBROOK MOHR, Associated Press Writers - MAY 1,10

VENICE, La. – The surface area of a catastrophic Gulf of Mexico oil spill quickly tripled in size amid growing fears among experts that the slick could become vastly more devastating than it seemed just two days ago.Frustrated fishermen eager to help contain the spill from a ruptured underwater well had to keep their boats idle Saturday as another day of rough seas kept crews away from the slick, and President Barack Obama planned a Sunday trip to the Gulf Coast.Documents also emerged showing British Petroleum downplayed the possibility of a catastrophic accident at the offshore rig that exploded, and the White House announced Saturday thatHow far the spill will reach is unknown, but the sheen already has reached into precious shoreline habitat and remains unstopped, raising fears that the ruptured well could be pouring more oil into the Gulf than estimated.The Coast Guard estimates now that at least 1.6 million gallons of oil have spilled since the April 20 explosion that killed 11 workers. The environmental mess could eclipse the Exxon Valdez disaster, when an oil tanker spilled 11 million gallons off Alaska's shores in 1989.The slick nearly tripled in just a day or so, growing from a spill the size of Rhode Island to something closer to the size of Puerto Rico, according to images collected from mostly European satellites and analyzed by the University of Miami.On Thursday, the size of the slick was about 1,150 square miles, but by Friday's end it was in the range of 3,850 square miles, said Hans Graber, executive director of the university's Center for Southeastern Tropical Advanced Remote Sensing. That suggests the oil has started spilling from the well more quickly, Graber said.

The spill and the spreading is getting so much faster and expanding much quicker than they estimated, Graber told The Associated Press on Saturday.Ian R. MacDonald, an oceanography professor at Florida State University, said his examination of Coast Guard charts and satellite images indicated that 8 million to 9 million gallons had already spilled by April 28.I hope I'm wrong. I hope there's less oil out there than that. But that's what I get when I apply the numbers, he said.Alabama's governor said his state was preparing for a worst-case scenario of 150,000 barrels, or more than 6 million gallons per day. At that rate the spill would amount to a Valdez-sized spill every two days, and the situation could last for months.I hope they can cap this and we talk about remember back when, Gov. Bob Riley said late Friday,but we are taking that worst-case and building barriers against it.Coast Guard Rear Adm. Mary Landry brushed off such fears, saying I would caution you not to get fixated on an estimate of how much is out there.This is highly imprecise, highly imprecise, agreed Doug Suttles, BP's chief operating officer for exploration and production. We continue to respond to a much more significant case so that we're prepared for that in the eventuality that the rate is higher.BP suggested in a 2009 exploration plan and environmental impact analysis for the well that an accident leading to a giant crude oil spill — and serious damage to beaches, fish and mammals — was unlikely, or virtually impossible.The plan for the Deepwater Horizon well, filed with the federal Minerals Management Service, said repeatedly that it was unlikely that an accidental surface or subsurface oil spill would occur from the proposed activities.The company conceded a spill would impact beaches, wildlife refuges and wilderness areas, but argued that due to the distance to shore (48 miles) and the response capabilities that would be implemented, no significant adverse impacts are expected.The spill — a slick more than 130 miles long and 70 miles wide — threatens hundreds of species of wildlife, including birds, dolphins, and the fish, shrimp, oysters and crabs that make the Gulf Coast one of the nation's most abundant sources of seafood.

Although the cause of the explosion was under investigation, many of the more than two dozen lawsuits filed in the wake of the explosion claim it was caused when workers for oil services contractor Halliburton Inc. improperly capped the well — a process known as cementing. Halliburton denied it. The Coast Guard said Saturday it had shut down two offshore platforms and evacuated one of them near the spill as a safety precaution. A sheen of oil from the edges of the slick was washing up at Venice, La., and other extreme southeastern portions of Louisiana. Animal rescue operations ramped up as crews found the first oiled bird offshore. Several miles out, the normally blue-green gulf waters were dotted with sticky, pea- to quarter-sized brown beads the consistency of tar. High seas were forecast through Sunday and could push oil deep into the inlets, ponds, creeks and lakes that line the boot of southeastern Louisiana. With the wind blowing from the south, the mess could reach the Mississippi, Alabama and Florida coasts by Monday. Amid increased fingerpointing, the government desperately cast about for new ideas for dealing with the growing environmental crisis. Obama halted any new offshore drilling projects unless rigs have new safeguards to prevent another disaster. Officials have said stemming the flow of oil is their top priority, but the seas have been too rough and the winds too strong to burn off the oil, suck it up effectively with skimmer vessels, or hold it in check with the miles of orange and yellow inflatable booms strung along the coast. The floating barriers broke loose in the choppy water, and waves sent oily water lapping over them. BP also sought ideas from some of its rivals and was using at least one of them Friday — applying chemicals underwater to break up the oil before it reaches the surface. That had never before been attempted at such depths. BP and federal authorities said the dispersant was released overnight at the site of the leak, nearly 5,000 feet underwater, and they were evaluating the effort Saturday. As dawn broke Saturday over Venice, many of the oil-cleaning boats began another day tied to the docks. A few fishermen loaded gear and prepared to head to the marshes to try their luck one last time before the water becomes too oily to fish. I feel sorry for the local people down here,said sport fisherman Ted Boddie, 67, of Shreveport, as he prepared to head out with his two sons and a few friends. Sad deal. If all that stuff reaches shore, there's going to be a lot of people out of work.

A few boats made their way out in St. Bernard parish in eastern Louisiana, loaded with boom that would be wrapped around the coastal marshlands there. Back in Venice, local officials were meeting in hopes of activating a plan to allow shrimpers and other locals to lay booms, but the weather is a factor in those plans, too. It's just the weather holding them up right now, said Coast Guard spokesman Cory Mendenhall.They're looking at six- to nine-foot seas. Once they can, they'll resume.

VENICE, La. – The surface area of a catastrophic Gulf of Mexico oil spill quickly tripled in size amid growing fears among experts that the slick could become vastly more devastating than it seemed just two days ago.Frustrated fishermen eager to help contain the spill from a ruptured underwater well had to keep their boats idle Saturday as another day of rough seas kept crews away from the slick, and President Barack Obama planned a Sunday trip to the Gulf Coast.Documents also emerged showing British Petroleum downplayed the possibility of a catastrophic accident at the offshore rig that exploded.How far the spill will reach is unknown, but the sheen already has reached into precious shoreline habitat and remains unstopped, raising fears that the ruptured well could be pouring more oil into the Gulf than estimated.

The Coast Guard estimates now that at least 1.6 million gallons of oil have spilled since the April 20 explosion that killed 11 workers. The environmental mess could eclipse the Exxon Valdez disaster, when an oil tanker spilled 11 million gallons off Alaska's shores in 1989.The slick nearly tripled in just a day or so, growing from a spill the size of Rhode Island to something closer to the size of Puerto Rico, according to images collected from mostly European satellites and analyzed by the University of Miami.On Thursday, the size of the slick was about 1,150 square miles, but by Friday's end it was in the range of 3,850 square miles, said Hans Graber, executive director of the university's Center for Southeastern Tropical Advanced Remote Sensing. That suggests the oil has started spilling from the well more quickly, Graber said.The spill and the spreading is getting so much faster and expanding much quicker than they estimated, Graber told The Associated Press on Saturday.Louisiana State University professor Ed Overton, who heads a federal chemical hazard assessment team for oil spills, cautioned that the satellite imagery could be deceiving.He said satellites can't measure the thickness of the sheen and makes it difficult to judge how much oil is on the water.Another issue is that the oil slicks are not one giant uniform spill the size of an island. Instead, they are little globs of oil in an area of big water,Overton said.Ian R. MacDonald, an oceanography professor at Florida State University, said his examination of Coast Guard charts and satellite images indicated that 8 million to 9 million gallons had already spilled by April 28.

But that's what I get when I apply the numbers,he said.Alabama's governor said his state was preparing for a worst-case scenario of 150,000 barrels, or more than 6 million gallons per day. At that rate the spill would amount to a Valdez-sized spill every two days, and the situation could last for months.I hope they can cap this and we talk about remember back when, Gov. Mary Landry brushed off such fears, saying I would caution you not to get fixated on an estimate of how much is out there.This is highly imprecise, highly imprecise, agreed Doug Suttles, BP's chief operating officer for exploration and production.We continue to respond to a much more significant case so that we're prepared for that in the eventuality that the rate is higher.BP suggested in a 2009 exploration plan and environmental impact analysis for the well that an accident leading to a giant crude oil spill — and serious damage to beaches, fish and mammals — was unlikely, or virtually impossible.

The plan for the Deepwater Horizon well, filed with the federal Minerals Management Service, said repeatedly that it was unlikely that an accidental surface or subsurface oil spill would occur from the proposed activities.The company conceded a spill would impact beaches, wildlife refuges and wilderness areas, but argued that due to the distance to shore (48 miles) and the response capabilities that would be implemented, no significant adverse impacts are expected.The spill — a slick more than 130 miles long and 70 miles wide — threatens hundreds of species of wildlife, including birds, dolphins, and the fish, shrimp, oysters and crabs that make the Gulf Coast one of the nation's most abundant sources of seafood. Although the cause of the explosion was under investigation, many of the more than two dozen lawsuits filed in the wake of the explosion claim it was caused when workers for oil services contractor Halliburton Inc. improperly capped the well — a process known as cementing. Halliburton denied it. The Coast Guard said Saturday it had shut down two offshore platforms and evacuated one of them near the spill as a safety precaution.

A sheen of oil from the edges of the slick was washing up at Venice, La., and other extreme southeastern portions of Louisiana. Animal rescue operations ramped up as crews found the first oiled bird offshore. Several miles out, the normally blue-green gulf waters were dotted with sticky, pea- to quarter-sized brown beads the consistency of tar. High seas were forecast through Sunday and could push oil deep into the inlets, ponds, creeks and lakes that line the boot of southeastern Louisiana. With the wind blowing from the south, the mess could reach the Mississippi, Alabama and Florida coasts by Monday. Amid increased fingerpointing, the government desperately cast about for new ideas for dealing with the growing environmental crisis. Obama halted any new offshore drilling projects unless rigs have new safeguards to prevent another disaster. Officials have said stemming the flow of oil is their top priority, but the seas have been too rough and the winds too strong to burn off the oil, suck it up effectively with skimmer vessels, or hold it in check with the miles of orange and yellow inflatable booms strung along the coast. The floating barriers broke loose in the choppy water, and waves sent oily water lapping over them. BP also sought ideas from some of its rivals and was using at least one of them Friday — applying chemicals underwater to break up the oil before it reaches the surface. That had never before been attempted at such depths.

BP and federal authorities said the dispersant was released overnight at the site of the leak, nearly 5,000 feet underwater, and they were evaluating the effort Saturday. As dawn broke Saturday over Venice, many of the oil-cleaning boats began another day tied to the docks. A few fishermen loaded gear and prepared to head to the marshes to try their luck one last time before the water becomes too oily to fish. I feel sorry for the local people down here,said sport fisherman Ted Boddie, 67, of Shreveport, as he prepared to head out with his two sons and a few friends. Sad deal. If all that stuff reaches shore, there's going to be a lot of people out of work.A few boats made their way out in St. Bernard parish in eastern Louisiana, loaded with boom that would be wrapped around the coastal marshlands there. Back in Venice, local officials were meeting in hopes of activating a plan to allow shrimpers and other locals to lay booms, but the weather is a factor in those plans, too. It's just the weather holding them up right now,said Coast Guard spokesman Cory Mendenhall. They're looking at six- to nine-foot seas. Once they can, they'll resume.

A massive blizzard is raging on Saturn — a storm so large and fierce NASA astronomers and amateur skywatchers can see it from Earth.NASA's Cassini spacecraft currently orbiting Saturn has a front row seat to the otherworldly tempest and is recording the most detailed data yet of storms on the ringed planet. But amateur astronomers back on Earth have also managed to chip in on the Saturn blizzard stormwatch.We were so excited to get a heads-up from the amateurs, said Cassini scientist Gordon Bjoraker, a composite infrared spectrometer team member based at NASA's Goddard Space Flight Center in Greenbelt, Md. The data showed a large, turbulent storm, dredging up a lot of material from the deep atmosphere and covering an area at least five times larger than the biggest blizzard that hit Earth so far this year — the Snowmageddon storm that blanketed the Washington, D.C. area in snow in February. Saturn's storm alley

Cassini's radio and plasma wave instrument and imaging cameras have been tracking thunder and lightning storms on Saturn for years in a region around Saturn's mid-latitudes that is nicknamed storm alley.But, gathering data on storms requires a tricky balancing act, since storms on Saturn can come and go on a time scale of weeks, while Cassini's imaging and spectrometer observations have to be locked in place months in advance. Given these limitations, NASA sometimes enlists the help of amateur astronomers. The radio and plasma wave instrument regularly picks up electrostatic discharges that are associated with the storms, so scientists have been sending periodic tips to amateurs, who can quickly go to their backyard telescopes and try to spy the bright convective storm clouds.Amateur astronomers Anthony Wesley, Trevor Barry and Christopher Go received one of those notices in February, and were able to snap dozens of pictures over the next several weeks. In fact, in late March, Wesley — who is based in Australia and was the first person spot the aftermath of an comet impact on Jupiter last summer — sent Cassini scientists an e-mail with a picture of the storm attached.I wanted to be sure that images like these were being seen by the Cassini team just in case this was something of interest to be imaged directly by Cassini or the Hubble Space Telescope,Wesley wrote. Cassini scientists analyzed all the images in detail, including a picture from March 13 of the storm at its peak, taken by Go, who lives in the Philippines.

Saturn's storm season

Luckily, the composite infrared spectrometer happened to be targeting the latitude of the storms. The Cassini scientists had known there might be storms in that area, but were unsure when they might be active. The Cassini spectrometer obtained data on March 25 and 26 that showed larger than expected amounts of phosphine, a gas typically found in Saturn's deep atmosphere, and an indicator that powerful currents were lifting material upward into the upper troposphere. The spectrometer data also showed that the tropopause, which is the dividing line between the serene stratosphere and the lower churning troposphere, was about 1 degree Fahrenheit (minus 17.2 degrees Celsius) colder in the storm cell than in neighboring areas. A balloonist floating about 100 kilometers (62 miles) down from the bottom of Saturn's calm stratosphere would experience an ammonia-ice blizzard with the intensity of Snowmageddon,said Brigette Hesman, a composite infrared spectrometer team member and assistant research scientist at the University of Maryland. These blizzards appear to be powered by violent storms deeper down — perhaps another 100 to 200 kilometers (62 to 124 miles) down — where lightning has been observed and the clouds are made of water and ammonia,Hesman said. The Cassini-Huygens mission is a joint project of NASA, the European Space Agency and the Italian Space Agency. The composite infrared spectrometer team is based at NASA's Goddard Space Flight Center in Greenbelt, Md.

Greek crisis: Time to junk the EU-IMF? APR 30,10

Who should we believe as the Greek and the wider European sovereign debt crisis spirals further out of control? Should it be the financial markets and the media or the political institutions of state and the hard working officials of the EU and IMF?

In Brussels we trust?
The European Commission and many EU governments, especially in southern Europe, are getting increasingly rattled by their failure to convince financial investors, or speculators, that everything is going to be ok.On Wednesday, commission officials were angrily threatening credit rating agencies after Standard & Poor had the nerve to give the thumbs down to the EU-IMF by downgrading Greek bonds to junk status.The downgrade, the first time a euro area member state’s bonds have been junked, came as Standard & Poor also questioned Portugal’s sovereign debt status sending financial markets into a tailspin.Furious officials have accused the credit rating agencies and markets of being out of step with reality. Be warned, they said, Brussels is ready to use new regulations to stop credit agencies from being the bearers of bad news that undoes all the hard work of officials.We have seen developments in the markets that raise some doubts about behaviours of some of the players, said a Commission spokesman.New regulations enter into force in December this year allowing the powers that be to make sure the quality of the rating methodology and the ratings is watched over.We would expect that when credit rating agencies assess the Greek risk, they take due account of the fundamentals of the Greek economy and the support package prepared by the ECB, IMF and Commission, said the spokesman.There is a palpable sense of official outrage that markets have not been convinced by the carefully calculated aid package for Greece backed by a concrete offer of €45 billion in IMF and euro zone loans.Isn’t that far more reflective of reality than some of the other hypotheses being put forward as absolute reality?,said the spokesman.Others are less convinced that perversly evil markets are undoing all the noble and good work of the officials.Hugo Brady, a senior research fellow at the Centre for European Reform, told Reuters: The markets aren’t stupid. They aren’t going to be fooled by elaborate peacocking displays. They can see when reactions are credible and when they are not.While not at all convinced that markets should dispose of the fates of nations, I am utterly unconvinced that the world would be ok if only we all trusted the officials.

Governments that raise investment to cover their debts by issuing bonds to be bought, sold and traded in the market have to live with the fact that investors are likely to assess the product before buying it.There is no reason why – during a crisis or at any other time – a credit agency, or anyone else, should not critically assess Greek, Portuguese or other government bond even if their conclusions are deeply inconvenient for EU-IMF officialdom.Financial markets, and state dependence on them, have played a major role in the banking fiasco, the resulting recession and the sovereign debt crisis that necessarily followed it.If politicians, and the EU, were serious about taking on the financial sector, then they should have allowed banks to fail, without allowing the moral hazard of their dodgy dealing to be transferred to public authorities, making sovereign debt an issue.Limiting the ability of financial players to issue damaging ratings would not make markets more rational. It might make life easier for officials but it would be bad for the public, in the marketplace of ideas, because it would further shroud the workings of finance and sovereign funds in obscurity and mystery.Credit rating agencies (even if they made a hash of assessing toxic sub-prime assets held by banks before the crisis) have the same right to pronounce on sovereign debt as anyone else.What’s next? Should the regulators start looking at the methodology of newspaper articles slating the EU’s cack-handed attempts to solve the Greek crisis? Europe’s crisis will not get better or go away if people stop or are stopped from scrutinising or rating government bonds or EU-IMF packages.European countries are deep trouble, problems that have been compounded by the junk policies, let alone bonds, of Europe’s governments and their Union. EUOBSERVER / BRUSSELS - European politicians faced a barrage of criticism on Thursday (29 April) over their handling of the Greek debt crisis, even as signs emerged that the eurozone appeared to be stabilising after one of its most tumultuous weeks.Greek bonds and stocks rose in value amid reports that a three-year (2010-2012) bail-out package could total as much as €120 billion. In return for the EU-IMF loan, negotiators in Athens were close to agreeing a €24 billion package of austerity measures, said the Financial Times. The measures reportedly include a three-year wage freeze for public sector workers and a further VAT increase this year, as the country's centre-left Pasok administration attempts to shave 10-11 percent of GDP off its budget deficit over the lending period. Pressure on Portuguese bonds and stocks also retreated on Thursday, a day after Prime Minister Jose Socrates said he would immediately implement austerity measures initially planned for 2011-13. The move appeared to appease nervous investors after a credit rating downgrade for Portugal on Tuesday sent the country's borrowing costs skyward and caused sharp loses on the Lisbon stock market, leading analysts to conclude that contagion was rapidly spreading from Greece. A successful bond issuance in Italy on Thursday also suggested the risk of contagion was receding, with Rome receiving strong demand for €3 billion in three-year bonds and €3.5 billion in 10-year bonds.

European civil war?

Despite the positive signs however, some influential observers said eurozone difficulties were far from over, directing harsh criticism towards a number of the bloc's most senior politicians.Speaking to university students on Wednesday night in Berlin, Germany's ex-foreign minister Joschka Fischer warned that Chancellor Angela Merkel's procrastination on coming to Greece's aid could turn the current crisis into a European tragedy.This crisis is so serious that we cannot just wait around, he said. This is the worst crisis Europe has experienced, more serious than I could have imagined, and it could end in tragedy.Others went further. Pointing to difficulties in Portugal, Spain, Ireland and possibly Belgium, analysts at Elliott Wave International said the spreading debt crisis could lead the European Union towards eventual breakup or even civil war.European lawmaker Philippe Juvin, a leading member of French President Nicolas Sarkozy's party, on Thursday questioned where the EU's top politicians were hiding out during the current crisis. Where is the president of the European Council? What is the president of the European Commission doing? Is there a European (Union) driver managing the Greek crisis? The answer as it happens is Asia, with a large number of the EU's top officials set to attend the opening of the Shanghai Expo 2010 on Friday.

German legal challenge

Amid the disorder, the possibility that Berlin could be legally prevented from contributing to the Greek aid package stands out as a potential source of further difficulty. Four German professors - Wilhelm Hankel, Wilhelm Nolling, Karl Albrecht Schachtschneider and Joachim Starbatty - are attempting to do just that, on the grounds that a bilateral transfer to Greece would breach the EU's no bail-out clause. The four unsuccessfully fought an anti-euro lawsuit at the German constitutional court in 1998, but are confident they will win this time.Our initiative has unbelievably big support,professor Starbatty said this week.Legal experts are currently debating whether the German court could allow aid to flow to Greece while it looked into the legality of the transfer.

EU-China diplomacy fails to convince sceptics

EUOBSERVER / BRUSSELS - Some analysts doubt whether China sees the EU as an important player on the world stage despite Europe's diplomatic charm offensive.The EU-China strategic partnership is a partnership in name only. On many of the big issues that we have been observing in the last couple of years - climate change, financial regulation, nuclear proliferation, the Iran crisis - China has not treated the EU as a key strategic partner,Mathieu Duchatel, an analyst at the Asia Centre in France's Sciences Po university, told EUobserver. The EU has not been able to transform its economic relations with China into any political leverage, he added. There are very few countries which can influence China. The only country that has succeeded in recent years is the US.Mr Duchatel's pessimistic remarks come in a week designed to showcase EU-China diplomacy.European Commission President Jose Manuel Barroso met with Chinese Prime Minister Wen Jibao on Thursday (29 April) in Beijing. The 50-strong EU delegation also included EU foreign affairs chief Catherine Ashton and several EU commissioners and will on Friday take part in the launch of Expo 2010 in Shanghai. French President Nicolas Sarkozy is at the same time in China with his celebrity wife and will also attend the expo ceremony after visiting tourist attractions, such as the Terracotta Army. Mr Wen said after the Barroso meeting that he will ensure a level-playing field for EU and Chinese companies on the Chinese market. Beijing also told Ms Ashton it is open to targeted UN sanctions against Iran and it set up a new hotline between EU climate commissioner Connie Hedegaard and her Chinese counterpart. It told EU trade commissioner Karel de Gucht that it will not bow to outside pressure on the value of the yuan, however.For his part, Mr Barroso said: The bilateral relationship is strong, and the EU-China strategic partnership is even more relevant in an increasingly globalised world.He added that there are no taboos in our discussions,referring to EU concerns about China's repression of political dissidents. An EU official in Brussels said Mr Barroso had planned to mention three cases by name to Mr Wen - Hu Jia, Liu Xiaobo and Gao Zhisheng - but it is unclear if he did or not, as the names did not come up in any of the press events in China. The spokesman for the Chinese embassy to the EU, Wang Xining, said the EU is quite well known in Chinese society and media but that its post-Lisbon Treaty structure is unclear: It's complicated. It's a learning process. We are still in the process of identifying the real functions of all the EU figures.

Turning the page

Mr Wang said it would be a good idea for the EU to expand personnel at its delegation in China and disagreed with the Asia Centre's suggestion that Beijing and Washington do not see Brussels as an equal partner.That's not true. The EU is a major player in the world and we want our relationship to grow. It's our number one trading partner. There's a strong relationship despite some differences in the past, he said. The EU presence at Expo 2010 stands in contrast to the Beijing Olympics in 2008, which saw several EU leaders stay away from the opening ceremony due to human rights concerns. EU-Chinese relations also suffered when Mr Sarkozy met with Tibet's leader-in-exile the Dalai Lama the same year.We have turned that page, Mr Wang said.

The Asia Center's Mr Duchatel is not so sure. Pointing to China's execution of British citizen Akmal Shaikh on drugs charges in December 2009 despite high-level appeals from London and Brussels, he said the death was designed to send a message to the outside world.It was a strong symbolic statement of sovereignty in judicial matters. It was not just based on law. There was a political dimension, targeting international opinion,Mr Duchatel said.

Belgium moves to ban burqa, niqab

Despite Belgium's multifarious governance problems, the country's lower house has still found the time to approve legislation banning the burqa in public.In a near-unanimous vote on Thursday (29 April), the chamber approved a bill targeting the burqa, the niqab and anyone covering their face with an item of clothing.The law would outlaw appearing in public with the face fully or partly covered so as to render them no longer recognisable.There is an exception for motorcycle riders wearing their helmets.Only two deputies abstained from the vote, which supporters say is an important security measure ensuring that people can be indentified at all times.Individuals caught wearing the burqa could be fined between €15 and €20, and possibly be jailed for up to a week.The law could also be employed to prevent protesters from covering their faces while demonstrating.

However, the upper chamber may yet block passage of the bill.

On 22 April, the government of Yves Leterme fell over a long-standing electoral district dispute between Flemings and francophones. With elections in the offing, the bill could still be delayed for months.If passed however, it would make Belgium the first EU state to ban the veil. France is also to begin considering a similar draft law in May.Critics of the legislation say that very few women in Belgium wear the burqa and that the law would marginalise the Muslim community as a whole. Of the around 375,000 Muslims in Belgium, it is thought that only a few dozen wear the burqa.Amnesty International, the human rights organisation, attacked the bill saying that it set a dangerous precedent.A complete ban on the covering of the face would violate the rights to freedom of expression and religion of those women who wear the burqa or the niqab,said the group's John Dalhuisen.

Fed Chairman Ben Bernanke admitted the central bank created $1.3 trillion out of thin air to buy mortgage backed securities. This shocking admission came from the Joint Economic Committee hearing on Capital Hill last week. I was dumbfounded when I saw Bernanke shake his head in the affirmative as Representative Ron Paul said, Well, where did you get the money? You created this money. So you did monetize debt, and that went into the banking system. I was amazed he admitted this. I looked up the original hearing on C-Span to make sure the clip was not edited. It was not.

Congress just finished voting on the bitterly contested Obama health care bill that is supposed to cost nearly a trillion dollars over ten years. (Some contend it will be more than twice that amount.) The mainstream media doesn’t even bat an eye over the Fed creating $1.3 trillion in a little more than a year to buy worthless debt no one else will touch. I do not get it. I guess we could have asked the Fed to print up a trillion dollars to pay for health care and avoided that drawn out battle in Congress. Then, Rep. Paul brings up printing another $105 billion to bailout Greece. Bernanke answers by saying, . . . I think one of the agreements that the G20 leaders came up with was sort of a mutual commitment to put more money into the IMF as a way of addressing the financial crisis around the world. . .Notice how Bernanke used the term mutual commitment.I think what that really means is an agreement between all the G-20 nations of a mutual debasement of their currencies. I think this is why gold has been rising in price around the globe. I have been saying for months that we are going to have some very big inflation. (Real inflation is already at 9.5% according to shadowstats.com.) I wrote about this last November in a post called The Fix Is In.
I think Bernanke just opened the Fed playbook and revealed money will be printed to fix all financial problems. I don’t think he’s even trying to hide it anymore. Rep. Paul also brought up the big debt trouble coming soon with many, many bankrupt cities and states such as Los Angeles and California. I think they will all be bailed out one way or another by the printing press.New York Fed President William Dudley seems to be on the same page as his boss. Dudley recently said, The fact that our foreign indebtedness is for the most part denominated in our own currency is a huge advantage in the event the dollar were to come under significant downward pressure.(Zero Hedge has a complete text of Dudley’s speech, click here) Is Dudley making a not so subtle hint about devaluing the U.S. dollar? Once again, I say yes.

Anyone with a savings account or money market denominated in dollars should be terrified. You have scrimped and saved only to have the Fed print money and devalue what you have worked so hard for! Yesterday, Senate Democrats introduced immigration legislation that included a proposal to establish a national ID card for every worker in America. From The Hill:

Democratic leaders have proposed requiring every worker in the nation to carry a national identification card with biometric information, such as a fingerprint, within the next six years, according to a draft of the measure.The national ID program would be titled the Believe System, an acronym for Biometric Enrollment, Locally stored Information and Electronic Verification of Employment. The American Civil Liberties Union, a civil liberties defender often aligned with the Democratic Party, wasted no time in blasting the plan.Creating a biometric national ID will not only be astronomically expensive, it will usher government into the very center of our lives. Every worker in America will need a government permission slip in order to work. And all of this will come with a new federal bureaucracy – one that combines the worst elements of the DMV and the TSA,said Christopher Calabrese, ACLU legislative counsel. [emphasis added]As if the acronym wasn’t Orwellian enough for you, take a look at what Senate Majority Whip Dick Durbin had to say about the proposal.(Durbin) predicted the public has become more comfortable with the idea of a national identification card.The biometric identification card is a critical element here, Durbin said.For a long time it was resisted by many groups, but now we live in a world where we take off our shoes at the airport and pull out our identification. People understand that in this vulnerable world, we have to be able to present identification,Durbin added.We want it to be reliable, and I think that’s going to help us in this debate on immigration.This proposal is an outrageous affront to our civil liberties! It was a violation of our rights when they attempted to force Real ID on us, and it continues to be, no matter what feel good acronym they attempt to gloss it over with.Sorry Senator Durbin, but this is not 1942 in Nazi Germany, and this government has no right to force a National ID card on American citizens.

Democrats pushed forward on an immigration overhaul on Thursday evening with no Republican support, as Sen. Lindsey Graham (R-S.C.) continues to hold out, arguing that the divisive issue will make progress on climate change legislation impossible.

The Senate is also in the middle of debating Wall Street reform, which is expected to take up the next few weeks of floor time. Reid, however, said that the chamber would be able to handle the task. We can do more than one thing at once,he said. The Democratic proposal includes increased money for border patrol and drug war agents, equipment, helicopters and unmanned drones. It would create a national ID -- which is dubbed a biometric social security card.Though Democrats insist that it is not an ID card and can only be used for employment purposes. [UPDATE: See language limiting its use below.]The proposal would also include a crackdown on employers who hire undocumented workers. It works to deport some immigrants who are not in the country legally and creates a limited pathway to citizenship for others. Democrats brought out their heavy hitters for the announcement: Senate Majority Leader Harry Reid (D-Nev.); Majority Whip Dick Durbin (D-Ill.); Sen. Charles Schumer (D-N.Y.), who's been leading the push for immigration reform; Sen. Bob Menendez (D-N.J.); Judiciary Committee Chairman Pat Leahy (D-Vt.) and Intelligence Committee Chairwoman Dianne Feinstein (D-Calif.).The crackdown on employers relies on the creation of national identity cards. These cards will be fraud-resistant, tamper-resistant, wear resistant, and machine-readable social security cards containing a photograph and an electronically coded micro-processing chip which possesses a unique biometric identifier for the authorized card-bearer,reads the bill summary.

Broadly, the proposal includes:

1. More Border Patrol officers
2. More Immigration and Customs Enforcement (ICE) agents, worksite inspectors, document fraud investigators and drug-war agents
3. The installation of high-tech ground sensors throughout the southern border and for equipping all border patrol officers with the technological capability to respond to activation of the ground sensors in the area they are patrolling.
4. More prosecution of drug smuggling, human trafficking and unauthorized border crossing
5. [I]ncreases in the number of sport utility vehicles, helicopters, power boats, river boats, portable computers to track illegal immigrants and drug smugglers while inside of a border patrol vehicle, night vision equipment, Unmanned Aircraft Systems (UAS), Remote Video Surveillance Systems (RVSS), scope trucks, and Mobile Surveillance Systems (MSS).
6. All prisoners will be checked for immigration status and deported if found to lack documentation.
7. DHS will identify, investigate, and initiate removal proceedings against folks who came here legally but didn't leave.
8. The bill would create a broad-based registration program that requires all illegal immigrants living in the U.S. to come forward to register, be screened, and, if eligible, complete other requirements to earn legal status, including paying taxes.

The bill would make it illegal for anyone other than an employer to ask to see the enhanced social security card: Possession of a fraud-proof social security card will only serve as evidence of lawful work-authorization but will in no way be permitted to serve--or shall be required to be shown--as proof of citizenship or lawful immigration status. It will be unlawful for any person, corporation; organization local, state, or federal law enforcement officer; local or state government; or any other entity to require or even ask an individual cardholder to produce their social security card for any purpose other than electronic verification of employment eligibility and verification of identity for Social Security Administration purposes. No personal information will be stored on the electronic chip contained within the social security card other than the individual's name, date of birth, social security number, and unique biometric identifier.

When the Sunday Telegraph revealed the offensive and infantile suggestions for the Pope’s visit to Britain by a bunch of extremely undiplomatic diplomats, some in the Jewish community may have found themselves for once on the side of mandarins in the Foreign Office.What was uppermost in these officials’ minds was the Vatican’s recent record on issues such as paedophile priests, gay rights, abortion and contraception.

It is a fair bet that what was not on their minds was the attitude of Benedict XVI towards Israel and the Jews. This record is certainly a troubling one.Benedict’s papacy has to be seen in the context of the Vatican’s continuing ambivalence towards its Jewish parent.On the one hand, it did make an effort to confront its endemic theological prejudice with the seminal encyclical Nostra Aetate, which absolved the Jews of collective guilt for the death of Jesus. It also opened diplomatic relations with Israel.Yet, despite such conciliatory moves, it has continued to display animosity towards Judaism and the Jewish people. Benedict’s predecessor, John Paul II, attempted to Christianise the Shoah by presenting Auschwitz as a Polish rather than a Jewish holocaust, supporting the building of a convent there and beatifying Edith Stein, a Jewish convert to Catholicism.As Sergio Minerbi has noted in the Jewish Political Studies Review, Benedict has built upon John Paul’s legacy through his deeply troubling moves to restore to the church the followers of Bishop Marcel Lefebvre, who continue to hold the Jews responsible for the killing of Jesus, and to re-establish the use of the Tridentine Latin Mass.The latter reaffirms the Church’s aim of converting the Jews to Christianity; while the restoration of the Lefebvrians, including a bishop who denies the Shoah, associated the Vatican once again with open Jew-hatred.In addition, although Benedict visited Israel last year, the Vatican has consistently failed to acknowledge Israel’s unique value and central importance for the Jewish people, dwells almost exclusively on the suffering of the Palestinians while blaming Israel for defending itself against Arab terror, and maintains a cordial relationship with Iran.

So it would be less than surprising if Jews raised a small cheer for the insolent officials of the Foreign Office; and if the Pope were suddenly to discover a pressing engagement that prevents him from travelling to Britain after all, few would surely lose any sleep. Yet for all that, the animosity being displayed towards Benedict should make Jews very uneasy.The threats to arrest the Pope in Britain for the crimes of the Catholic Church arise from the same misuse of human-rights doctrine as the threats to arrest Israelis with a background in military command if they should step off the plane at Heathrow.It bespeaks a fanatical intolerance and malice which, using the fig-leaves of imagined or real abuses of Israeli military strikes or paedophile priests, actually have in their sights the continued existence of the state of Israel, or the Catholic Church and Christianity itself.Again, some Jews may think that a world without Christianity, with its animosity towards Judaism, would be a better place. They are wrong.For all the difficulties Jews have with the churches — and they are profound and possibly insoluble — if Christianity were to disappear from Britain and Europe, the basis of western civilisation would crumble, and our precious liberties and toleration would vanish with it.Indeed, they are already diminishing under the current onslaught upon Christianity from illiberal and intolerant secular fanatics, whose attitudes suffuse the diplomats’ pop at the Pope.The aim of all this is to eradicate all obstacles in the way of the utopia of the brotherhood of man, obstacles which lie not just in the Vatican, but also in the Jerusalem that Rome itself in turn views with such proprietary presumption.

WASHINGTON – A historic environmental protection bill is in danger after a massive oil spill put a new focus on the perils of offshore drilling, a feature that was supposed to win wider support for the legislation.The bill, supported by President Barack Obama, calls for new offshore drilling — a concession by environmentalists. But with the tragedy off the Gulf Coast growing daily, even conservationists who have waited a decade for the legislation are now saying it will fail if offshore drilling remains in the bill.When you're trying to resurrect a climate bill that's face-down in the mud and you want to bring it back to life and get it breathing again, I don't think you can have offshore drilling against the backdrop of what's transpiring in the Louisiana wetlands,said Richard Charter, energy adviser to Defenders of Wildlife.I think it's flat-lined.Some Democrats, including two of New Jersey's congressmen and both of its senators, threatened Friday to pull their support if offshore drilling is included in the bill designed to curb emissions of pollution-causing gases blamed for global warming.Introduction of the legislation was postponed on Monday for an unrelated reason. The bill aims to cut emissions of carbon dioxide and other greenhouse gases 17 percent below 2005 levels by 2020, and it also would expand domestic production of oil, natural gas and nuclear power.Obama called for new offshore drilling in the Atlantic Ocean from Delaware to central Florida, and the northern waters of Alaska. He also asked Congress to lift a drilling ban in the oil-rich eastern Gulf of Mexico, 125 miles from Florida beaches.

The images of last week's explosion and the growing, uncontrolled spill in the Gulf of Mexico made the bill's road to approval much more difficult. The accident, which threatens wildlife and fishing grounds along the Gulf Coast, will likely force many wavering lawmakers to reconsider whether they support expanded drilling.I think that's dead on arrival, U.S. Sen. Bill Nelson, a Democrat from Florida, told CNN on Friday.But South Carolina Sen. Lindsey Graham said Friday he has not wavered in his support. We've had problems with car design, but you don't stop driving, he told The Greenville News. The Challenger accident was heart-breaking but we went back to space.A White House spokesman said this week that President Barack Obama remains committed, at least for now, to plans to expand drilling to new areas of the Outer Continental Shelf.But David Jenkins, a spokesman for Republicans for Environmental Protection, said the politics of offshore drilling are changing by the minute as the spreading slick of oil threatens coastal states that traditionally support drilling.

If this plays out, how many politicians will be jumping up and saying they won't vote for this because it doesn't include offshore drilling? Jenkins said.While the environmental community never embraced drilling, some muted or at least downplayed their opposition to Obama's proposal for the sake of the larger climate bill, said Steve Cochran, with the Environmental Defense Fund.While the spill essentially kills any proposal for more drilling, he said it also demonstrates more than ever the need for a comprehensive energy bill that protects the environment.We need to take advantage of the opportunity of this bill to make sure we never face this situation again, he said.Carl Pope, chairman of the Sierra Club, agreed. He said the authors of the bill will have to come up with a new formula to attract support from moderate Democrats, independents and Republicans.The oil industry spent 40 years building a story line that it knew what it was doing underwater and because it knew what it was doing we could allow it to turn our most sensitive coastline into oilfields, he said. Palestinians seek Arab backing for Israel talks

CAIRO – The Palestinians are seeking the Arab League's backing Saturday to resume peace talks with Israel through a U.S. mediator.A first attempt to get indirect talks going collapsed last month when Israel announced a new Jewish housing project in east Jerusalem, which the Palestinians claim as a future capital. That drew fierce criticism from the United States and led to the worst rift in decades between Washington and its chief Mideast ally.Foreign ministers from several top Arab League member nations will meet in Cairo Saturday to decide whether to endorse the indirect talks.Palestinian President Mahmoud Abbas signaled earlier in the week that he would be willing to resume negotiations, telling an Israeli TV station that he would present the U.S. proposal to the Arab League and that we hope that the reply will be positive.The talks, however, will not be the face-to-face meetings the Obama administration had hoped to put in place more than a year after peace efforts broke down amid Israel's military offensive on Hamas-ruled Gaza.The Palestinians have refused to sit down at the same table with Israel until it agrees to freeze all construction in West Bank settlements and in east Jerusalem — two areas that the Palestinians want for an independent state along with the Gaza Strip.The indirect talks, with U.S. envoy George Mitchell shuttling between the two sides, were meant as a compromise.

U.S. Secretary of State Hillary Rodham Clinton said Friday that the talks would get started next week.The Palestinians, however, were still waiting for backing from the 22-member Arab League.Palestinian legislator Hanan Ashrawi cautioned that the Palestinians would still be waiting to see stronger Israeli compromises on settlement construction.If it is to succeed then there are requirements that have to be fulfilled in order to give Mitchell's shuttle diplomacy ... some credibility and substance,she said.Of course we need to see on the ground that Israel has stopped settlement activities in Jerusalem, around Jerusalem and everywhere else.

Jordanian CIA bomber urges Muslims to wage jihad

CAIRO – The Jordanian doctor who killed seven CIA employees in a suicide attack in Afghanistan late last year called on Muslims to wage jihad and become martyrs in a posthumous message posted on extremist websites Friday.Humam Khalili Abu-Mulal al-Balawi also said in the 29-minute audio recording that Islamic countries have been plagued with despotic leaders who discourage Muslims from jihad, and lamented that holy war has become little more than an adventure in the eyes of many Muslims.

How long will love for jihad be just a dream, little more than a hobby which you do on your off-time? he said.The 36-year-old al-Balawi had been recruited by Jordanian intelligence officials, but was really working as an al-Qaida double agent. He had provided high-quality intelligence that established his credibility with Jordanian and U.S. intelligence, and led to drone-launched missiles strikes.CIA officials were waiting to meet al-Balawi, who they thought would help them crack al-Qaida's leadership, but on the way to a meeting on Dec. 30, al-Balawi detonated a powerful bomb, killing himself and seven CIA employees in one of the deadliest attacks in the agency's history.Al-Balawi said on Friday's tape that he recorded the message Dec. 29, 2009.

BEIRUT – Hezbollah can strike infrastructure deep inside Israel if a new war breaks out, the group's leader said in remarks published Friday, but refused to confirm whether or not the militants have long-range Scud missiles.The missiles have been at the center of new Mideast tensions since Israel earlier this month accused Syria of providing Hezbollah with the Scuds, which have a greater range and can carry a much bigger warhead than the rockets Hezbollah fired at Israel in the past.Syria has denied the allegations, as has Lebanon's Western-backed prime minister.Hezbollah's leader Sheik Hassan Nasrallah indicated that the details of the group's weaponry are a secret.We don't speak through the media about the rockets we have or their details, Nasrallah said, according to Hezbollah's news website. He spoke in an interview Thursday with Kuwait's Rai TV.Do we have what is more or less sophisticated than a Scud missile — these are details I don't want to speak about, Nasrallah added. If a war breaks out ... we said we will attack their (Israeli) infrastructure. We are able to fulfill these promises.

U.S. officials have not confirmed Hezbollah's possession of Scuds but say they are concerned about its growing arsenal of rockets and missiles. On Thursday, U.S. Secretary of State Hillary Rodham Clinton said Syrian transfers of increasingly sophisticated weaponry, including rockets, to militants in southern Lebanon and Gaza could spark new conflict in the Middle East. WASHINGTON (AFP) – US officials are in talks with Egypt over a plan to make the Middle East a nuclear-free zone, part of an effort to block the Iranian nuclear program, The Wall Street Journal reported Saturday.Citing unnamed US officials, the newspaper said the White House wanted to build on a non-binding agreement that emerged from a 1995 UN review of the Non-Proliferation Treaty (NPT).That agreement had designated the region as a zone free of weapons of mass destruction: the aim now was to promote a Middle East nuclear weapons-free zone, which would include Israel, the Arab states, Iran and Turkey.The US administration was also seeking a conference on the subject.US officials said talks with Egypt would resume in New York in the coming month during the month-long nuclear Non-Proliferation Treaty (NPT) review conference, the paper said.We've made a proposal to them that goes beyond what the US has been willing to do before, the Journal quotes one senior US official as saying.However, US officials stressed that they didn't believe progress in the nuclear-free zone talks would happen without first achieving major advances in Arab-Israeli peace talks, the paper noted.
