Defiant Israel says activists prepared to fight By ARON HELLER, Associated Press Writer - JUNE 6,10

JERUSALEM – Israel's prime minister claimed Sunday that the Turkish activists who battled Israeli naval commandos in a deadly clash last week prepared for the fight ahead of time, before boarding the ship in a different city from the rest of the passengers.Benjamin Netanyahu's charges highlight Israel's frantic efforts to portray the activists as terrorists and counter a wave of harsh international condemnation that has left the Jewish state isolated and at odds with some of its closest allies.Last Monday's operation, in which nine activists were killed aboard a ship headed to the blockaded Gaza Strip, damaged Israel's ties with Turkey — its main Muslim ally — and brought heavy pressure on Israel to lift the 3-year closure of Hamas-ruled Gaza.Netanyahu told his Cabinet that dozens of thugs from an extremist, terrorism-supporting organization had readied themselves for the arrival of the naval commandos.This group boarded separately in a different city, organized separately, equipped itself separately and went on deck under different procedures, he said. The clear intent of this hostile group was to initiate a violent clash with (Israeli) soldiers.Late Sunday, Netanyahu's office released a statement saying he discussed the international criticism with world leaders, including Vice President Joe Biden, the president of France and the premier of Canada. Netanyahu told them any country would act in self defense if it were targeted by thousands of rockets as Israel has been by Gaza militants.Videos released by the military have shown a crowd of men attacking several naval commandos as they landed on a ship from a helicopter, beating the soldiers with clubs and other objects and hurling one soldier overboard.

The military has displayed pictures of knives, slingshots and metal rods confiscated from the activists, and used video seized from security cameras — and reporters — on board the ship show a group of young men brandishing clubs and other weapons ahead of the arrival of the soldiers. The use of video confiscated from journalists has drawn sharp criticism from the Foreign Press Association in Israel, which demanded the military stop using the footage.On Sunday, the Turkish daily Hurriyet showed new pictures taken by unidentified people of wounded Israeli commandos, including some with bloodied faces. Israeli government spokesman Mark Regev said the images seemed to corroborate Israel's version of the events.It shows that our boarding party in fact did face deadly violence from the hardcore Islamist activists on the boat ... and that our boarding party was forced to respond, he said.Had they not, they would have been killed.The fighting took place on the Turkish-flagged Mavi Marmara, and the dead included eight Turks and a Turkish-American man. The ship was organized by the IHH, a Turkish Islamic charity that Israel has outlawed because of its alleged ties to Hamas. The group is not on the U.S. State Department list of terror organizations, however.In Turkey, IHH head Bulent Yildirim said all passengers boarded the ship in the Turkish port of Antalya, and rejected suggestions that those who clashed with the soldiers were trained militants.Take a look at who was killed. They had pot bellies. They were old. They were young. Who would believe that they received special training? he said.Huwaida Arraf, a leader of the Free Gaza Movement, which organized the flotilla, denounced Netanyahu's claims as another pack of lies.Arraf said all the passengers were screened for weapons, and that partners in the mission, including IHH, agreed not to bring weapons on board.Highlighting Israel's sense of isolation, the U.S. rock band Pixies announced Sunday it was canceling a concert in Tel Aviv this week. Organizers said the decision was related to last week's naval raid.

In a sign of Israeli frustration, some hard-liners produced a music video that parodies the events on the raided ship and has received more than a million hits on YouTube. A group of Israeli men and women portray the activists as Arab and Turkish militants with keffiyehs and mimic their accents. At the end, the mock activists wave clubs and knives in the air.They sing a song with crude lyrics called We Conned the World — set to the tune of We Are The World.We'll make the world abandon reason, we'll make them all believe that the Hamas is Mama Theresa,they sing. The Israeli government press office relayed a link to the video to foreign correspondents on Friday, then recalled the message and apologized. On Sunday, Netanyahu rejected a proposal by U.N. chief Ban Ki-moon for an international commission to investigate the raid, officials said, speaking on condition of anonymity pending a formal announcement. They added that Netanyahu was open to a probe but did not agree with the exact format suggested by the U.N. chief.Outrage over the deaths has also prompted calls from many nations, including the U.S., for at least a partial lifting of a blockade Israel imposed, along with Egypt, after the militant Islamic Hamas overran Gaza in June 2007.Israel and the West consider Hamas a terror group responsible for firing thousands of rockets at Israel and carrying out hundreds of bloody attacks, including suicide bombings. Hamas does not recognize Israel's right to exist, and Egypt fears the influence of Hamas radicals on its own Islamists.

Israel imposed the blockade hoping to weaken Hamas, prevent the entry of weapons and press for the release of an Israeli soldier captured in 2006, but the objectives have not been achieved.Under the blockade, most exports from Gaza are banned, further depressing the territory's economy.Netanyahu told officials in his Likud Party on Sunday that he has been in touch with friendly nations to discuss ways to allow more civilian goods into Gaza without allowing Hamas to bring in arms. On Saturday, Israel commandeered another aid ship without incident. All 19 activists, including a Nobel Peace laureate, and crew were deported Sunday.

PARIS – The European Union is willing to check cargo on board ships heading to the Gaza Strip if Israel ends its blockade of the Hamas-ruled territory, France's Foreign Minister said Sunday.Bernard Kouchner, who spoke after dinner with British Foreign Secretary William Hague in Paris, noted that the EU has had monitors deployed at Gaza's border crossing with Egypt at Rafah, and could do so again.We can check the cargo of ships heading toward Gaza — we can do it, we want to do it, we would gladly do it, Kouchner said, adding that the European Union should do more for the Mideast peace process.Hague said the EU will show no lack of willingness ... to participate in solutions.France and Britain have pushed urgently for an end to the blockade since a deadly raid last week on a Gaza-bound aid flotilla. Nine activists were killed in an Israeli commando mission.Earlier Sunday, French President Nicolas Sarkozy's office said he spoke by phone to Israel's prime minister and urged him to accept an international inquiry commission into the deadly raid. EUOBSERVER / BRUSSELS - France and the UK have proposed that the EU should monitor cargo entering the Gaza strip from Israel, with Spain, Portugal and Ireland also coming forward with fresh initiatives in the wake of the flotilla attack.We can check the cargo of ships heading toward Gaza - we can do it, we want to do it, we would gladly do it, French foreign minister Bernard Kouchner said after a dinner with the new UK foreign secretary William Hague in London on Sunday (6 June).The European Union must participate politically and concretely more than it already does - and it does a lot already - in the path towards peace.The proposal came after French President Nicolas Sarkozy telephoned Israeli Prime Minister Benjamin Netanyahu the same day, telling him he must accept an international inquiry into the Israeli commando raid on a humanitarian aid flotilla last week in which nine activists, eight Turkish citizens and one US-Turkish citizen, were killed.Mr Hague backed the French line, saying the bloc must show no lack of willingness ... to participate in solutions.But he was more vague on the international probe, adding: We think it is very important that there is a credible and transparent investigation.
In Madrid, Spanish foreign minister Miguel Moratinos said on Saturday that the bloc will in the next few days table a proposal for a lifting of the Israeli siege of Gaza.

Speaking on the margins of a meeting between MEPs and the US Congress in the Spanish capital, the minister said he had contacted the office of EU foreign relations chief Catherine Ashton regarding the matter: We spoke with the team of the high representative yesterday and we are going to make a proposal over the next few days so that situations like the ones that happened will not be repeated.In a sign of growing tension between Spain, the holder of the bloc's rotating presidency, and Ms Ashton's team, EUobserver has learned that her office was not in fact contacted about any such move. The multiplication of EU voices on the issue mirrors the situation in January 2009, when the then Czech EU presidency and France sent competing peace missions to Israel in the wake of its bloody assault on Gaza.

Meanwhile, Portugal and Ireland have asked Ms Ashton to place the flotilla attack on the agenda of the next meeting of foreign ministers in Luxembourg, a request currently being considered.Israel on Saturday peacefully captured the final ship in the flotilla, an irish vessel carrying a former UN deputy secretary general and a Nobel peace prize laureate, prompting Ireland's foreign minister, Micheal Martin, to reiterate his government's stance on the blockade. I think there is very significant collective international pressure to lift the blockade, and I would encourage the Israeli government to reflect on what has happened and to change its policies in relation to it,he told the Irish public broadcaster, RTE.The Israeli prime minister has also spoken on the phone to his Greek and Bulgarian counterparts, as well as UN Middle East envoy Tony Blair, US vice-president Joe Biden, Canadian Prime Minister Stephen Harper and Georgian Prime Minister Nika Gilauri.UN Secretary General Ban Ki-moon on Saturday proposed an inquiry into the flotilla killings comprising representatives of Turkey, Israel, and the US, headed by former New Zealand prime minister Geoffrey Palmer, a maritime law specialist.Israel at first appeared to reject the proposal. But an Israeli meeting of seven cabinet ministers on Sunday broke up late in the evening without reaching a conclusion on the matter, amid growing criticism of Gaza policy inside the country.Israeli welfare minister, Isaac Herzog, said at the weekend: The time has come to do away with the blockade, ease the restrictions on the inhabitants and find another alternative.A group of senior Israeli naval officers in an open letter to the government called for an external inquiry into the flotilla killings. We protest the fact that responsibility for the tragic results was immediately thrust onto the organizers of the flotilla,it said, referring to Israel's media tactics after the assault. This demonstrates contempt for the responsibility that belongs principally to the hierarchy of commanders and those who approved the mission.

More boats?

Turkey, for its part, said that an Israeli rejection of an international investigation was unacceptable. The Lebanese newspaper, al-Mustaqbal, has reported that Turkish Prime Minister Tayyip Erdogan is even considering personally participating in an aid ship to Gaza.Iran, for its part on Sunday said it may send Revolutionary Guard naval units to accompany future aid flotillas.In the coming days, Reporters Without Borders could launch a mission, hoping to involve 25 European activists and 50 journalists on a ship leaving Beirut, according to the Guardian.Lajos Bokros, a eurosceptic Hungarian MEP, at an internal EU parliament meeting last week reportedly proposed that MEPs should also organise an aid boat. If it's [European] deputies then it wouldn't be dangerous. That's the idea - they wouldn't dare shoot at deputies,French Green MEP Nicole Kiil-Nielsen, who attended the meeting, told this website.If there are other [political] groups involved, I would go.

Germany and Russia call for new EU security committee

EUOBSERVER / BRUSSELS - Germany and Russia have called on the EU to create a new foreign minister-level security forum to handle issues such as Transnistria.German Chancellor Angela Merkel and Russian President Dmitry Medvedev made the proposal at a joint press conference following bilateral talks in Meseberg castle, 40km north of the German capital, on Saturday (5 June).There is now a committee of ambassadors in Brussels that deals with security issues, Ms Merkel said, referring to EU Council's Political and Security Committee (PSC). This committee could be further developed, so that there is regular and ongoing contact not only at ambassador level, but between the EU and Russia at the foreign minister level.She added that Berlin will put forward the idea at the next PSC meeting in Brussels on Tuesday in order to attack the creation of such a mechanism.Mr Medvedev backed the idea, saying: We must make a special forum where we can exchange opinions on current issues of international security. We can also prepare advice on various legal issues of co-operation.Both sides mentioned Transnistria - a strip of land in Moldova which is controlled by pro-Russian rebels and which hosts a Russian military base - as the kind of problem the new body could deal with.You could try something like that in concrete cases that we still have to resolve. In our opinion, the situation in Transnistria is a very favorable example,Ms Merkel said.The Meseberg meeting saw the two leaders and a small handful of advisors hold behind-closed-doors talks for 10 hours, according to German press agency DPA.It comes less than a week after an EU-Russia summit in Rostov-on-Don in which the EU rejected Russian calls for a speedy visa-free travel deal and in which the two sides failed to agree a detailed memorandum on EU help for modernising Russia's economy.

Mr Medvedev pressed the visa issue on Saturday.

For our citizens, for the citizens of Russia as well as the citizens of the European Union, this is something extraordinarily important. If we go ahead, it will change our lives. It will make us a true strategic partners,he said.It is unclear if the security committee proposal, which would involve regular meetings between EU foreign relations chief Catherine Ashton and her Russian counterpart, Sergei Lavrov, has been consulted with Ms Ashton's office.We hope and we think that this could see a positive response in the entire European Union, Ms Merkel said. Asked by journalists why the proposal was being floated at a bilateral meeting instead of at the EU level, Mr Medvedev noted that Germany and Russia have a long-term partnership.All ideas have their founding fathers who enforce these ideas and take them forward. In this sense, I believe that I can call on good ideas first bilaterally,he said.It doesn't mean that we don't back our work with Brussels or want to replace it with co-operation with other states. It's just to have ideas emerge at a personal level.Ms Merkel said: This is not a bilateral agreement. But it serves that purpose. There are always situations where one member state moves ahead a bit on a particular topic.

Europe and US clash over timing of austerity measures

The weekend's meeting of G20 finance ministers and central bankers saw heated exchanges between US and European representatives, with division centering on the speed at which government budget deficits should be reduced. US treasury secretary Timothy Geithner argued the case for fiscal consolidation over the medium term, while Europeans, rattled by the region's ongoing debt crisis, called for faster cutbacks.Stronger domestic demand in Japan and in the European surplus countries is needed, Mr Geithner told reporters in Busan, South Korea, on Saturday (5 June).

European representatives said greater emphasis should be placed on restoring healthy public finances. For the vast majority, addressing finances, budget consolidation, is priority No. 1, said French finance minister Christine Lagarde.Translating words into action, German cabinet ministers appeared close on Sunday evening to agreeing on changes to welfare provision and a big reduction in the size of its armed forces.

The austerity drive in Europe's largest economy will not start in full until next year however, offering a crumb of comfort to the US.

Hungary

European fears over the need to curtail budget deficits were not helped by the recent market jitters regarding the state of Hungarian public finances. On Friday a press aide to newly elected Prime Minister Viktor Orbán said Hungary could miss its deficit-reduction targets and would need to work to avoid a default. Ministers in the centre-right government back-tracked their rhetoric over the weekend after markets punished the country's currency and bonds, with observers saying the original statements had been intended for domestic political gains, possibly to justify spending cuts. The government has created an artificial crisis, said Tibor Szanyi, a long-serving member of parliament from the opposition Socialists.They wanted to exaggerate the situation [for political ends],he added.The EU also dismissed the idea that Hungary was close to default. Any talk of a fiscal or debt default in Hungary is widely exaggerated,said EU economy commissioner Olli Rehn on Saturday.Hungary, a eurozone candidate country, was forced to turn to the IMF in late 2008 for financial support, but Mr Orban has indicated on several occasions that he wants the IMF to allow Hungary to run higher budget deficits than currently allowed under the country's borrowing programme.

Eurozone

Confusion caused by the Hungarian statements and fears that weaker eurozone states could follow in the footsteps of Greece caused the euro currency to fall to a fresh four-year low on Monday morning trading on Asian markets. The drop will increase pressure on euro area finance ministers meeting in Luxembourg later in the day to finalise the terms of last month's eurozone rescue mechanism. Ministers are expected to sign off on the final details of a €440 billion special purpose vehicle, intended to raise money on markets which can then be lent to struggling eurozone states. The vehicle is the largest component of a €750 billion bail-out assembled by the EU and IMF in May.

Redefining our Muslim enemies

5 June 2010: Since taking office, Barack Hussein Obama has done much to change the administration of justice against Islamic terror suspects caught in the United States. First, the word Islamic was removed from the phrase Islamic terrorism.Now, the word terrorism is also being removed from that descriptor. The former is a consequence of a perverse mix of political correctness, deep pockets of the Saudi-funded lobby, and a presidential administration openly biased in favor of a global Islamic agenda. The latter is an example of the domestic side of that bias at work in the form of a regressive prosecutorial mentality of the Obama justice department, where enemies who are bent on the destruction of the United States are afforded the same rights as car-jacking suspects.Smoke rising from American barbeques last week effectively covered two news items that at their core provided significant insight into our foreign and domestic approach to fighting Islamic terrorism. First, according to Barack Hussein Obama, the United States’ war on terror is officially over. Of course, political progressives will argue that this statement is a misinterpretation of the Obama foreign policy, and that it will actually foster international goodwill through its narrow specificity of enemy identification. Others, especially those in the intelligence world, will applaud the abandonment of a phrase that wages war on a tactic and not a target (and rightfully so).

Indeed, abandoning the phrase the war on terror makes sense, but the deliberate mischaracterization of the war waged upon us does not. Obama’s clever verbal shell game is able to withstand all of the scrutiny by the corporate media, but in reality it reveals an insidiously dangerous tactic that will imperil every American. By policy, Obama is redefining our enemies by removing the religious and ideological components as motives behind terrorist attacks against Americans and all Westerners. According to Obama through his senior counter-terrorism adviser John Brennan, it would be wrong to describe our enemy as jihadists or Islamists because that would play into the false perception that al-Qaeda and its allies were religious leaders and defending a holy cause, when in fact, they are nothing more than murderers.
Murderers indeed, but failing to acknowledge their common Islamic motives, Muslim ideology, their associations and their common agenda is to essentially deny the very existence and nature of our enemies. Such equivocations misrepresent the threat against every American and imperil our national security. It is political pandering at its worst.The second item that serves as a clear example of the Obama policy in action, to separate Islam’s influence or motive from acts or potential acts of domestic terrorism received scant media attention last week. That is the case of four Muslim men from Newburgh, NY, who were arrested just over one year ago. The four men, James CROMITIE, Onta WILLIAMS, David WILLIAMS and Laguerre PAYEN are accused of plotting to bomb two Bronx Jewish synagogues and planning to use what they thought was a live Stinger missile against an aircraft at an Air National Guard base in Newburgh.

At a pretrial hearing last week, Assistant U.S. Attorney David Raskin announced that the trial is going to be about whether these guys were going to blow something up, and not about terrorism or whether the suspects have any connections to terrorist groups. According to published news accounts, the fact that terrorism or the suspect’s alleged relationships to terrorist groups appeared to sit well with the judge, who said she had been referring to the case privately as the un-terrorist case.Just how un-terrorist, or disassociated with Islamic terror is the case against the four? Perhaps a few select statements from the indictment might provide some insight (Indictment in PDF format here):

CROMITIE stated… [he] would be interested in joining Jaish-e-Mohammed to do jihad. (On December 24, 2001, Jaish-e-Mohammed was designated by the United States Department of State as a Foreign Terrorist Organization. It remains so designated).

CROMITIE expressed interest in returning to Afghanistan and spoke to the CW about how if he, CROMITIE, were to die a martyr, he would go to paradise.

CROMITIE also expressed an interest in doing something to America.

Regarding the Jews, (enemies of Islam): I hate those mother*****s, those f***ing Jewish bastards. . . . I would like to get [destroy] a synagogue.

In a reference to one of the Jewish community centers, located in the Riverdale Section of the Bronx, CROMITIE explained that bombing this community center would be a piece of cake. During this pre-operation surveillance, DAVID WILLIAMS suggested that they refer to the synagogues using the codeword joints,and CROMITIE and the CW agreed. Also during this surveillance, CROMITIE pointed to people walking on the street in the vicinity of a Jewish Community Center and said that if he had a gun, he would shoot each one in the head.

Obviously, this administration has learned nothing from the last thirty years of terror. We’ve decided to treat Muslim terrorists as criminals and acts of Islamic terrorism as generic criminal acts. Now, we’ve decided to omit the influence of Islamic ideology and Muslim terror organizations as causative factors as well.

Threats to U.S, Canadian Jewish centers & synagogues at all time high

5 June 2010: A palpable animosity against Israel and the Jews, most recently exacerbated by media bias with regard to the nature of the aid flotillas to Gaza are generating a new and vicious level of anti-Semitism worldwide. Nowhere is this sentiment more evident than in Arabic language Internet web sites that serve Muslim terrorists and their sympathizers. The calls for a second holocaust and attacks against the Jews are at a fever pitch. And the calls for action are not limited to the Jews and synagogues in the Middle East, but right here in North America.Messages on Islamic message boards are calling for members of the Muslim community to wage personal jihad against Jewish centers, schools, synagogues and Jewish owned businesses in the U.S. and Canada. Older Muslims or anyone who are infirmed are being instructed to facilitate those more able bodied. Muslims are urged to capitalize on the rise of anti-Semitism, and those specifically in the U.S. are urged to take advantage of the historic, most openly pro-Palestinian administration in history to change U.S. policy toward the nation of Israel.The majority of postings are calling for the destruction of synagogues and replacing the Jewish places of worship with mosques and Islamic centers. Many are calling for Mumbai style attacks in the U.S. specifically targeting Jews, while others are urging Times Square style bomb attacks at Jewish centers. The instructions and postings are written in Arabic, and contain advisories to other posters to avoid communicating these sentiments on non-password protected message boards and in any other language than Arabic.Analysts of the Northeast Intelligence Network have noted a significant rise in anti-Semitic postings over the last several months. Postings over the last several days, however, have become much more inciting. What we are seeing is a virtual call to action against Jews in the U.S. and Canada, and urge all Jewish centers, synagogues and businesses to increase vigilance and awareness.

NICOSIA, Cyprus – The Vatican said Sunday that the international community is ignoring the plight of Christians in the Middle East, and that the Israeli-Palestinian conflict, the war in Iraq and political instability in Lebanon have forced thousands to flee the region.A working paper released during Pope Benedict XVI's pilgrimage to Cyprus to prepare for a crisis summit of Middle East bishops in Rome in October also cites the extremist current unleashed by the rise of political Islam as a threat to Christians.The paper said that the line between religion and politics is blurred in Muslim countries, relegating Christians to the precarious position of being considered non-citizens, despite the fact that they were citizens of their countries long before the rise of Islam.The key to harmonious living between Christians and Muslims is to recognize religious freedom and human rights, it said.

BEIJING – A news report says the death toll from flooding and rain-triggered landslides in southern China has climbed to 53 after the bodies of all missing people were recovered.The official Xinhua News Agency says three days of heavy rain that began May 31 destroyed 11,000 homes and forced the evacuation of 200,000 people. It cites the Guangxi regional flood control office as saying flooding and landslides affected 42 counties in nine cities.Meteorologists are expecting more heavy rain in the region through Thursday.China's rainy season, which began last month, follows the worst drought in a century for southern China's Yunnan, Guizhou and Guangxi regions. It left millions without drinking water and 12 million acres (about 5 million hectares) barren since last year.

MILLBURY, Ohio – A tornado unleashed a war zone of destruction in northwest Ohio, destroying dozens of homes and an emergency services building as a line of storms killed at least seven people and threatened to do more damage Sunday as it hit the Northeast.Storms collapsed a movie-theater roof in Illinois and ripped siding off a building at a Michigan nuclear plant, forcing a shutdown. But most of the worst was reserved for a 100-yard-wide, 7-mile-long strip southeast of Toledo now littered with wrecked vehicles, splintered wood and family possessions.The tornado ripped the roof and back wall off Lake High School's gymnasium about 11 p.m. Saturday, several hours before the graduation ceremony was supposed to begin there. The school board president said one of the victims was the father of the class valedictorian.Two buses were tossed on their sides and another was thrown about 50 yards, landing on its top near the high school's football field. More than 10 hours later, its right turn signal was still blinking.Lake Township Police Chief Mark Hummer flew over the damaged area and said at least 50 homes were destroyed and another 50 severely damaged, as well as six commercial buildings. The storm fell over an area of farm fields and light industry, narrowly missing the heavily populated suburbs on the southern edge of Toledo.

It's a war zone,Hummer said.It's pretty disheartening.Rescue officials were still searching through homes Sunday and couldn't say whether anyone else was missing, Lake Township Fire Chief Todd Walters said.The tornado turned a township police and emergency medical services building into a mishmash of 2-by-4 framing and pink insulation. Hummer was talking to a police dispatcher by phone when the storm hit.She started saying, The building is shaking,and then another dispatcher came on and said,The roof just blew off, he said. The storm ripped off most of the building's back half and wrapped part of the metal roof around a tree. At least six police vehicles — half the township's fleet — were destroyed, and one car was tossed into the spot where the building once stood.The storm knocked out emergency services for a short time, and all the emergency dispatchers and 911 operators had to be moved to a nearby town.When the people who are supposed to help you are victims of the storm, it does take you a minute to catch your breath,Hummer said.Those killed included a person outside the police department and a motorist, Hummer said. He said a young child and two other victims were from nearby Millbury, a bedroom community of roughly 1,200 about 10 miles southeast of Toledo. Hummer said two other people died at hospitals but he did not have details.One of the victims was the father of Lake High School's valedictorian, said Tim Krugh, president of the school district's board. In southeastern Michigan, severe storms and high winds ripped siding off a building at the Fermi 2 nuclear plant, causing it to shut down automatically, said Dan Smith, the public information officer for Monroe County. Investigators were inspecting the nuclear plant on the shore of Lake Erie on Sunday morning, and the plant was expected to go back into operation, Smith said.About 35,000 people were without power but it wasn't clear whether that was directly related to the nuclear plant's shutdown or because of damage to power lines in the area, Smith said. Eleven people with minor injuries were taken to hospitals from Dundee, Mich., where the weather service was looking into reports of a tornado touching down. Tornadoes also were reported in Illinois. More than a dozen people were injured in Dwight, Ill., where about 40 mobile homes and 10 other homes were destroyed, Illinois Emergency Management Agency spokeswoman Patti Thompson said. The roof of a movie theater collapsed in Elmwood, Ill., about 30 miles west of Peoria. GUATEMALA CITY – Guatemalan officials say the death toll from Tropical Storm Agatha has risen to 172.National disaster agency spokesman David de Leon says 101 people are still missing in the country and 148 were injured.The updated toll released Sunday means at least 205 people in Central America were killed by Agatha, whose heavy rains unleashed floods and mudslides last weekend.Guatemala's Ministry of Communications say the storm also washed out 24 bridges and damaged 19 more. Some 7,000 homes were destroyed.Agatha also caused about $1 million in damage at the Mayan archaeological site Quirigua, 130 miles (208 kilometers) northeast of Guatemala City.Officials estimate about $475 million in total damage nationwide.

KARACHI, Pakistan – A tropical storm lashed Pakistan's coast with torrential rains and heavy winds Sunday, damaging mud houses and submerging roads in the country's largest city. Seven people were electrocuted in floodwaters, officials said.

Authorities feared worse flooding was to come in and around Karachi and tried to evacuate people from their homes elsewhere along the country's southern coastline. Some villagers refused to move, but several thousand people shifted to higher ground, said Hamal Kalmati, a government minister in Baluchistan province.He said many mud houses in Gawadar and Pasni districts had already collapsed.The storm made landfall late Sunday to the east of Karachi, bringing winds as high as 50 miles (80 kilometers) per hour. The meteorological department said ocean storm surges of between 2 and 4 meters were likely in Karachi and other coastal towns.The storm was forecast to lose strength as it moved inland. Originally of cyclone strength, Tropical Storm Phet hit Oman on Friday, killing at least two people and causing widespread flooding.In Karachi, hours of rain left roads under more than one foot (30 centimeters) of water. Electricity was cut in many districts in the mostly low-lying city of 18 million people.Many parts of Karachi and other towns along Pakistan's coast are desperately poor. Families from Pakistan to Argentina to Congo are being battered by surging food prices that are dragging more people into poverty, fueling political tensions and forcing some to give up eating meat, fruit and even tomatoes.Scraping to afford the next meal is still a grim daily reality in the developing world even though the global food crisis that dominated headlines in 2008 quickly faded in the U.S. and other rich countries.With food costing up to 70 percent of family income in the poorest countries, rising prices are squeezing household budgets and threatening to worsen malnutrition, while inflation stays moderate in the United States and Europe. Compounding the problem in many countries: prices hardly fell from their peaks in 2008, when global food prices jumped in part due to a smaller U.S. wheat harvest and demand for crops to use in biofuels.Majeedan Begum, a Pakistani mother of five, said a bag of flour for bread, the staple of her family's diet, costs three times what it did two years ago in her hometown of Multan. She can no longer afford meat or fruit.

My domestic budget has been ruined,said Begum, 35.The U.N. Food and Agriculture Organization's food price index — which includes grains, meat, dairy and other items in 90 countries — was up 22 percent in March from a year earlier though still below 2008 levels. In some Asian markets, rice and wheat prices are 20 to 70 percent above 2008 levels, it says.Many governments blame dry weather and high fuel costs but critics in countries such as India, Argentina and Egypt say misguided policies are making shortages worse and collusion by suppliers might be pushing up prices.No single factor explains the inflation gap between developing and developed countries but poorer economies are more vulnerable to an array of problems that can push up prices, and many are cropping up this year.Farmers with less land and irrigation are hit harder by drought and floods. Civil war and other conflicts can disrupt supplies. Prices in import-dependent economies spike up when the local currency weakens, as Pakistan's rupee has this year.Costs also have been pushed up by a rebound in global commodity prices, especially for soy destined for Asian consumption. That has prompted a shift in Argentina and elsewhere to produce more for export, which has led to local shortages of beef and other food. The global financial crisis hurt food production in some countries by making it harder for farmers to get credit for seed and supplies.In Mauritania in West Africa, rice prices doubled over the first three months of the year, according to the World Food Program. Over the same period, the price of corn rose 59 percent in Zimbabwe and 57 percent in neighboring Mozambique.In Kinshasa in the Democratic Republic of Congo, Mami Monga pays $25 for a box of fish that cost $10 a year ago. The price of a 25-kilogram bag of rice has doubled to $30.Today I am obliged to buy half the food I used to buy mid-last year, said Mami, a mother of five.

Kinshasa shopkeeper Abedi Patelli said prices rise when the exchange rate of Congo's currency falls. But when our currency improves against the U.S. dollar, prices don't fall, he said.They remain steady.WFP spokesman Greg Barrow said poorer countries can suffer a ratchet effect that locks in price rises due to high transportation costs and limited competition.Prices dropped fairly dramatically toward the end of 2008 on international markets but we found prices remained relatively high in many local markets in developing countries, said Barrow.After the cost of food rises,it tends to take a long time to go down, he said.The FAO said the double blow of the global recession and high food prices has pushed 100 million people into poverty.

Opposition parties have organized protests in Pakistan. In Egypt, a 50 percent jump in meat prices in recent weeks has helped to fuel demonstrations outside parliament over wages and other economic issues. I am afraid that I will wake up one day and not able to get enough bread for my 12-member family, said Aboulella Moussa, a doorman at a Cairo apartment building. People interviewed in a number of countries said they are coping not just by cutting out expensive items but by eating less — a trend that has stirred concern about malnutrition.In the 2008 inflation spike, WFP found families in some countries skipped meals or switched to eating corn husks or other low-quality produce. Over the long term, this would lead to the effects of chronic malnutrition,Barrow said. It's expensive, so we eat less, said Seema Valmiki, 35, who is raising three children in New Delhi with her husband on his 6,000-rupee ($135) monthly income as a driver. Valmiki can no longer afford meat, fruit or fish and has put off buying her children new school uniforms, toys and a bicycle.

If we buy them fruit, we can't buy them food like rice, dal and vegetables, she said. In China, food costs rose 5.9 percent in April over a year ago — a modest rate for a country that suffered 20 percent-plus inflation in 2008. But it was enough to prompt the communist government to try to reassure the public with pledges that prices will ease as the spring harvest comes in. It also threatened to punish price gouging in a new effort to cool inflation. Even in moderately prosperous nations such as Venezuela, shoppers say they can no longer afford meat and scour markets for bargains.In Argentina, soy production has taken over more than 32 million acres (13 million hectares) of grassland once used to raise cattle and replaced less profitable wheat and corn as well, driving up prices in supermarkets.Argentina's government has responded with higher taxes, export limits, controls on supermarket prices of meat, wheat and corn, subsidies to food producers and pay hikes of 30 percent for union workers. The moves have temporarily eased the pain but beef producers have thinned their herds in response to government intervention and the price of meat has doubled in the last year.Before, we would eat meat three times a week. Now it's once, with luck, said Marta Esposito, a 45-year-old mother of two in Buenos Aires. Tomatoes, don't even talk about it. We eat whatever is the cheapest.

Venezuela's 30.4 percent inflation is among the world's highest. The oil-rich country is a major food importer and its bolivar has tumbled against the dollar, forcing up prices in local markets. In April, food prices rose 11 percent over the previous month.The Venezuelan government has imposed price controls and arrested some shopkeepers for violating them. But the controls have led to shortages of beef, sugar, corn meal and butter, forcing the government to allow some prices to rise by 20 percent this year.Elsewhere, rising prices highlight a more basic problem: making sure farm productivity keeps pace with burgeoning populations.India's food prices were up 17 percent in April over a year earlier but the government hopes normal rainfall this growing season will increase supplies. TOKYO – Asian stock markets tumbled Monday, dragged down by weak U.S. employment figures and fresh fears that Europe's debt crisis could spread as Hungary scrambled to calm worries that the nation is close to defaulting on its debts.Japan's benchmark Nikkei 225 stock average plunged 396.95 points, or 4 percent, to 9,504.24 with investors also cautious before Japan's new leader, Naoto Kan, forms his Cabinet on Tuesday.South Korea's Kospi lost 2.6 percent to 1,621.67 while Australia's S&P/ASX 200 was down 3.1 percent at 4,335.90.Hong Kong's Hang Seng dropped 2.9 percent to 19,211.67. Benchmarks in mainland China, Singapore and Taiwan also fell sharply.Selling spread in Asia on fears that Europe's debt problems could spread after Hungarian officials said last week the nation was at risk of a Greek-style fiscal crisis.The comments shocked investors, pushing the euro to a fresh four-year low against the dollar. BUSAN, South Korea – World financial leaders pledged Saturday to push ahead on curbing deficits and crafting financial reforms to safeguard the global recovery, including making banks bear much of the burden for government bailouts.As expected, the finance ministers and central banks gathered in this southern port city finessed what some said were at times heated differences over how to reshape financial regulation and build safety nets for countries stricken by debt crises.The Group of 20 welcomed measures taken by the European Union, the European Central Bank and the IMF, including a $1 trillion bailout, to help countries cope with the fallout from unsustainably high debt.All of us have a strong interest in seeing those programs succeed in restoring confidence, U.S. Treasury Secretary Timothy Geithner told reporters after the meetings ended.Long-term, sustainable growth will depend on rebalancing growth, he said.The United States is moving aggressively to fix things we got wrong and to strengthen our economic fundamentals, Geithner said, noting that as Americans boost savings and investment and consume less, other countries will need to generate more growth.All the countries recognize the basic reality that the U.S. is reforming and adjusting and that for the world to grow at its potential it is going to require that growth outside the U.S. will come more from domestic demand than in the past, he said.

Europe's sovereign debt crisis — and Hungary's warning this week that it risks a Greek-style meltdown of its own — sharpened worries that the global economy could succumb to another downturn following the one sparked by the collapse of U.S. investment bank Lehman Brothers in 2008.The precarious levels of indebtedness among many countries also has driven home the need to restore what in G-20 speak is called fiscal sustainability, participants said.There is a significant change of tone in the language that the G-20 use on the issue of fiscal sustainability and there is a very explicit reference in the communique to those countries with serious fiscal challenges needing to accelerate the pace of consolidation, said British Chancellor George Osborne.While the euro fell below $1.20 for the first time in more than four years Friday in reaction to Hungary's woes, European officials insisted the problem was being overstated.Hungary has made serious progress in consolidating its public finances over the last couple of years, Olli Rehn, Europe's commissioner for economic and monetary affairs, told reporters. BUSAN, South Korea (Reuters) – The world's top economies scrapped plans for a universal global bank tax on Saturday, giving countries plenty of wiggle room over how to make banks pay for their bailouts in future.Finance ministers from the Group of 20 countries ended a two-day meeting to review progress on a string of initiatives agreed last year to make the financial system safer and protect taxpayers from having to pay for bank rescues again.Attempts to introduce a global bank levy were finally ditched in the face of opposition from Japan, Canada and Brazil whose banks needed no public aid during the worst financial crisis since the 1930s.There is no agreement to proceed with an ex ante bank tax, said Canadian Finance Minister, Jim Flaherty.The G20 said it recognized there was a range of policy approaches and that it will approve a set of principles later this month in Toronto on how to protect taxpayers.British Finance Minister George Osborne reiterated his pledge to introduce a UK bank tax regardless of what other countries do and will spell out his plans in a budget report on June 22.Different countries will do different things but to have it under the umbrella of the G20 is going to be helpful, Osborne told reporters.Britain was forced to shore up the banking sector and rescue several individual firms.

BASEL BACKING

The meeting did not agree any new regulation or alter deadlines for implementing steps agreed last year.But ministers sought to keep plans for tough new Basel III bank capital and liquidity rules on course for implementation by the end of 2012 despite deep-seated concerns among several countries.We are on track to deliver the proposals at the Seoul summit in November. Ministers are fully engaged in finding the right compromises, Financial Stability Board Chairman, Mario Draghi, told reporters.Several finance ministers signaled that a lengthy phase-in for Basel III beyond 2012 was now inevitable.Draghi, who overseas implementation of the G20's financial reform pledges, said Basel was not expected to take full effect by that deadline.The key thing is to start the implementation in 2012. Then we will kind of find out what are the most appropriate transition times, Draghi said.Banks warn that piling on tougher requirements too soon will force them to raise fresh capital at the expense of being able to lend to aid economic recovery.Draghi said two percentage points of higher capital requirements would halve the probability of systemic risk.Osborne said there was some room for variation over a tougher definition of bank capital but everyone understands this is the absolute central part of creating a safer and better regulated global banking system.

COMMODITIES TARGETED

The G20 also agreed to speed up introduction of measures to improve transparency, regulation and supervision of hedge funds, credit rating agencies, bank pay and off-exchange traded derivatives. We are also committed to improve the functioning and transparency of commodities markets,the G20 statement said. Some policymakers have accused speculators of abusing commodities markets.Draghi played down expectations that the G20 will usher in a slew of additional measures beyond what it agreed last year.We have a priority, it's to move forward on Basel III, Draghi said. Despite the failure to make headway on a universal bank levy and slippage in full Basel III roll-out, policymakers noted that the United States is expected within weeks to approve the most sweeping reform of financial rules since the 1930s that will introduce the bulk of G20 reform pledges.The European Union is also well advanced in adopting new rules on supervision and hedge funds, with a draft law on derivatives regulation due next month.Elena Salgado, economy minister of EU president Spain said more EU regulation was needed for credit ratings agencies, which lacked transparency and accountability.To have a European credit ratings agency is another issue; perhaps it would be good, but it's something that cannot be done from one day to the next, Salgado told Reuters.

Iran Revolutionary Guards ready to escort Gaza ships

TEHRAN (Reuters) – Iran's elite Revolutionary Guards are ready to provide a military escort to cargo ships trying to break Israel's blockade of Gaza, a representative of Supreme Leader Ayatollah Ali Khamenei said Sunday.Iran's Revolutionary Guards naval forces are fully prepared to escort the peace and freedom convoys to Gaza with all their powers and capabilities, Ali Shirazi, Khamenei's representative inside the Revolutionary Guards, was quoted as saying by the semi-official Mehr news agency.

Any intervention by the Iranian military would be considered highly provocative by Israel which accuses Iran of supplying weapons to Hamas, the Islamist movement which rules Gaza.Iran does not recognize the Israeli state and President Mahmoud Ahmadinejad has often predicted its imminent demise.Israel and its ally the United States decline to rule out military action against Iran if it looks like acquiring nuclear arms capability, something Israel sees as a threat to its survival.Tehran says its nuclear program is for energy generation and medical purposes and calls its nuclear-armed adversaries hypocrites for trying to block its technological progress.

The Iranian state news agency IRNA said Sunday Iran would try to send humanitarian aid to Gaza in ships under an Iranian flag. It said Iran had decided to ditch previous plans to send its aid in ships flying the flag of another state.The Iranian humanitarian assistance will include foodstuffs, medicines and medical equipment, the head of Iran's Red Crescent Society, Abdolraouf Abidzadeh, was quoted as saying. He gave no more details.Last Monday Israeli troops killed nine activists on board one ship in a convoy trying to deliver aid to Gaza, sparking international outrage, especially in Muslim countries.Another ship was boarded Saturday and pro-Palestinian activists have promised more as they challenge the blockade imposed four years ago with the stated aim of stopping arms getting to Hamas.Shirazi said Iran should encourage more international efforts to break the blockade. US, Egypt hold talks in wake of flotilla raid by Jailan Zayan - JUNE 6,10

SHARM EL-SHEIKH, Egypt (AFP) – US Vice President Joe Biden meets Monday Egyptian President Hosni Mubarak amid mounting regional tension over a deadly Israeli raid on a Gaza-bound aid convoy.Biden arrived Sunday at the Red Sea resort of Sharm el-Sheikh, accompanied by senior White House staff and National Security officials, before he heads to Kenya and South Africa.The visit comes after a raid by US ally Israel on a ship carrying humanitarian aid to Gaza last week which killed nine people and threatens to stall US-brokered proximity talks between Israel and the Palestinians.The Turkish-owned boat was part of a six-ship flotilla trying to bust a four-year blockade imposed by Israel on the impoverished and overcrowded Gaza Strip. Another aid boat, the Irish-owned Rachel Corrie, was intercepted on Saturday.On Sunday, Egyptian Foreign Minister Ahmed Abul Gheit said Israel should be ashamed of itself for the deadly raid, but insisted proximity talks were not affected.He said indirect talks between Israel and the Palestinians were ongoing and warned that suspending them would hamper Palestinian hopes for the creation of a state.If anyone speaks of ending these contacts, he is preventing the Palestinians from achieving their aspirations through political action,Abul Gheit said.Palestinian president Mahmud Abbas headed to Turkey on Sunday on his way to Washington for talks with US President Barak Obama on the indirect peace negotiations with Israel -- talks which Abbas says are already running into trouble.

SEOUL, South Korea – North Korea threatened to retaliate against South Korea for taking it to the U.N. Security Council over the deadly sinking of a warship, calling the action an intolerable provocation.South Korea officially asked the U.N. Security Council on Friday to punish North Korea, accusing its nuclear-armed communist neighbor of blowing apart one of its warships with a torpedo, killing 46 sailors. It was the first time Seoul has taken Pyongyang to the Security Council for an inter-Korean provocation, despite a history of being attacked by the North.On Sunday, North Korea — which denies involvement in the sinking — issued a statement saying the South's action will intensify military tension and could trigger a war on the divided peninsula.That is yet another intolerable provocation to us, the North's Committee for the Peaceful Reunification said.The statement — carried by the official Korean Central News Agency — was Pyongyang's first response to Seoul's request for U.N. action over the March 26 sinking.The North Korean committee said its military will launch a stern punishment against South Korea if it doesn't stop anti-North Korea steps. It didn't elaborate on what action it might take.The Security Council has several choices: a resolution with or without new sanctions against North Korea, a weaker presidential statement calling for specific actions, or a press statement.

The Security Council earlier imposed sanctions against North Korea after its two nuclear tests in 2006 and 2009. These include U.N. embargoes on nuclear and ballistic missile-related items and technology, on arms exports and imports except light weapons, and on luxury goods.U.N. diplomats familiar with consultations on possible action against North Korea said China, the North's closest ally, is opposed to new sanctions and indicated the more likely result will be a presidential statement. The diplomats spoke on condition of anonymity because the contacts have been private.Predicting North Korea's next move is often complicated by the government's reclusive, secretive nature. A South Korean newspaper on Monday reported it gained a few insights into the leadership with a rare interview with the North Korean leader's eldest son, Kim Jong Nam.The JoongAng Daily said it was able to ask the son a few questions while he waited for an elevator at a hotel in Macau, the casino city in southern China. The son denied rumors he planned to flee to Europe because his life was threatened in a fierce power struggle, the paper said.

He also said his father's health was good, and he declined to discuss the sinking incident, the paper added.On Friday, just hours before the U.N. request was made, conservative South Korean President Lee Myung-bak delivered a bare-knuckled speech at a defense conference in Singapore that accused North Korea of undermining global peace.Lee said the ship sinking was a reprehensible action and that the North Koreans should not believe they can continue to taunt the South and do whatever they want.If they continue, they will have to suffer the consequences,he added.On Sunday, Lee, however, toned down his criticism of North Korea in a Memorial Day speech that stressed the need for peace.We have an unachieved dream, he said in a speech at the national cemetery in Seoul.It is to become a unified country living in freedom, peace and prosperity with North Korean compatriots who are still suffering from poverty and suppression.Lee has taken a hard-line approach to North Korea, and his critics argue the policy has antagonized the reclusive North and set the stage for the ship's sinking. Venezuela to spend $82 million on Chinese K-8 jets By Esteban Israel - JUNE 6,10

CARACAS (Reuters) – Venezuela will spend $82 million on a second batch of Chinese K-8 military training aircraft, President Hugo Chavez said on Sunday.Chavez's socialist government has ordered 18 of the light attack and training planes from China, and the Latin American country received the first six jets in March.We have approved $82 million for the second batch of Chinese-made K-8 jets. The aircraft are for the security and defense of the country, the Venezuelan president said during his regular television program.The United States, which accuses Chavez, a close ally of Cuba and Iran, of sparking an arms race across South America, imposed an embargo in 2006 on sales of U.S. weapons parts to the OPEC nation.Chavez has said he wants to buy a fleet of 40 K-8s. He ordered 18 of them from China after a plan to buy similar jets from a Brazilian company fell through, apparently because they included U.S. electrical systems.It was not immediately clear how many of the aircraft would be included in the second group, or when they would arrive.Venezuelan officials said in March the versatile jets would be used to train local pilots and intercept drug traffickers who use the country as a stop-off point to smuggle Colombian cocaine to the United States, Europe and Africa.Venezuela has also bought a network of Chinese radars and spent about $4 billion on Russian weapons, including tanks, missile systems and fighter jets, to replace F-16 planes that are rusting because of the U.S. embargo.
