NEW YORK – Google has tweaked the formulas steering its Internet search engine to take the rubbish out of its results. The overhaul is designed to lower the rankings of what Google deems low-quality sites.That could be a veiled reference to such sites as Demand Media's eHow.com, which critics call online content farms — that is, sites producing cheap, abundant, mostly useless content that ranks high in search results.Sites that produce original content or information that Google considers valuable are supposed to rank higher under the new system.The change announced late Thursday affects about 12 percent, or nearly one in every eight, search requests in the U.S. Google Inc. said the new ranking rules eventually will be introduced in other parts of the world, too. The company tweaks its search algorithms, or formulas, hundreds of times a year, but most of the changes are so subtle that few people notice them. This latest change will be more difficult to miss, according to Google engineers.

Google depends on the high-quality content created by wonderful websites around the world, and we do have a responsibility to encourage a healthy web ecosystem, Google fellow Amit Singhal and principal engineer Matt Cutts wrote in a blog post. Therefore, it is important for high-quality sites to be rewarded, and that's exactly what this change does.Google makes significant adjustments to its search formula on the same scale as the latest change four or five times a year, Singhal said in a statement Friday.What makes the new revisions so notable is that Google spent about a year trying to come up with a way to judge the quality of the content posted on the site.That focus could hurt Demand Media, which depends on search engines for about 41 percent of the traffic to its websites, with most of those referrals coming from Google, according to documents filed last month after the company completed an initial public offering of stock.Demand Media, based in Santa Monica, assigns roughly 13,000 freelance writers to produce stories about frequently searched topics and then sells ads alongside the content at its own websites, including eHow.com and Livestrong.com, and about 375 Internet other destinations operated by its partners. Articles range from the likes of How to Tie Shoelaces to How to Bake a Potato and more.Many of the ads appearing alongside those articles are sold by Google, which accounts for about one-fourth of Demand Media's revenue of $253 million last year.

Oil spike may split Fed and ECB

WASHINGTON (Reuters) – The Federal Reserve and European Central Bank may go their separate ways if Middle East unrest provokes a sustained, inflationary oil price spike.Crude prices creeping back into the triple digits have sparked concern about slower economic growth and will no doubt reignite two long-running monetary policy debates:Should central banks have a single inflation-fighting mandate, as the ECB does, or dual goals of price stability and full employment, like the Fed? Should policymakers focus on headline inflation rates or strip out volatile food and energy prices? Fed Chairman Ben Bernanke can expect questions on both topics when he delivers his twice-yearly testimony to Congress on Tuesday and Wednesday.A day later, the ECB holds its policy-setting meeting and will have to judge whether oil prices pose an immediate threat when year-over-year inflation is already above its target. Economists widely expect the ECB to hold rates steady, but they will be hanging on President Jean-Claude Trichet's every word for clues on whether he is leaning toward a hike soon.

Nigel Gault, chief U.S. economist with IHS Global Insight in Lexington, Massachusetts, said persistently high oil prices would curb consumer spending and drive up the still-lofty jobless rate -- which would make the Fed less inclined to raise interest rates.The inflation-phobic European Central Bank might react differently, which may explain why the euro has been rising in recent days, Gault said.Indeed, back in mid-2008, when oil prices briefly approached $150 a barrel, the ECB raised rates while the Fed held steady.

DUAL MANDATE

In his testimony, Bernanke will probably give Congress an economic assessment that sticks closely to his recent comments that the recovery is strengthening but still not enough to bring about a significant improvement in the job market.He may also repeat a warning he gave earlier in February that sharp cuts in government spending now could harm the recovery. Republicans in Congress have pressed for deep cuts while Democrats want to keep spending at current levels.If the parties cannot agree on a spending bill by Friday, the federal government will run out of money for nonessential operations and be forced to close.Between the spending debate and oil prices, lawmakers will have no shortage of controversial topics for Bernanke. Pricey oil will draw questions on whether the Fed has overstimulated the economy and planted the seeds of runaway inflation.Bernanke was already under pressure from some in Congress who want to restrict the Fed to a single mandate of price stability. Bernanke has said in the past that the Fed was not seeking any change in its mandate but would honor any decision Congress made.He will be able to point to recent data showing inflation remains unusually low, even with volatile food and oil prices included. Figures on Monday are expected to show tame inflation for January, as measured by the PCE Price Index, a gauge the Fed watches closely.Euro zone inflation data, also due on Monday, may tell a slightly different story. Economists are expecting a headline reading of 2.4 percent year-on-year, somewhat hotter than ECB officials would like. But core inflation, excluding food and energy, is expected to be up a modest 1.2 percent.

Trichet said in January that core inflation was not necessarily a good predictor for future headline inflation, a comment that led many investors to think an ECB rate hike might come sooner than anticipated. Perhaps the most important U.S. data point -- employment -- is due on Friday, too late to bolster Bernanke's argument that the economy still has significant slack and is no imminent danger of overheating.
Economists polled by Reuters expected Friday's report to show a net 175,000 jobs created in February. But they expect the unemployment rate to inch up to 9.1 percent as some discouraged workers resume the job search. For the Fed to start hiking rates, particularly this year, we would need to see a much more rapid decline in unemployment accompanied by rising core inflation, said Paul Ashworth, chief U.S. economist at Capital Economics in Toronto.The bottom line is that we simply don't see that happening.(Additional reporting by Mark Felsenthal; Editing by Dan Grebler)

Shares dip as emerging Asia outflows may persist

SINGAPORE (Reuters) – Asian shares on Monday slipped back toward a three-month low hit last week, with emerging Asian equities seen likely to keep lagging developed markets as investors fret about risks from inflation.London crude prices rose by more than $2 to $114.37 a barrel and MSCI's index of Asia-Pacific shares fell 0.3 percent to 460.31 (.MIAPJ0000PUS), as the worsening situation in Libya stirred renewed worry about disruptions to oil production.The recent unrest in the Middle East, which pushed London crude prices to their highest level since August 2008 of $119.79 last week, has exacerbated worries about inflationary pressures in emerging Asian economies.Market players said emerging Asian stock markets may continue to underperform compared to developed markets such as Japan and the United States.

There are strong concerns about inflation based on excessive liquidity and emerging markets have been hurt more by this, said Mitsushige Akino, chief fund manager at Ichiyoshi Investment Management in Tokyo.Developed countries...are not raising interest rates while emerging markets are in the midst of doing so. That is negative for (emerging market) equities and that trend will probably still continue, Akino added.Underscoring the recent trend, MSCI's index of Japanese shares has risen 4.3 percent (.MIJP00000PJP) so far in 2011 while its Indonesian index has shed 7.7 perce(.MIID00000PID).MSCI's index of Asia-Pacific shares outside fell to as low as 454.70 last Thursday, its lowest level since December 1.Part of that divergence likely reflects position unwinding, said Adrian Foster, head of financial markets research with Rabobank International in Hong Kong.Late last year, massive liquidity driven rallies in global equity markets helped give a boost to emerging market shares, Foster said.That largely explains why (emerging) equity markets this year have been quite weak. Just the unwinding of these... particularly in India and also in Indonesia, Foster added.A growing aversion to risky assets in the week to February 23 fueled the biggest flows to global bond funds in more than three months, and turned more investors away from emerging market stocks, according to fund tracker EPFR Global.With more than $20 billion leaving emerging market stock funds since mid-January, it is the longest period of outflows since the financial crisis deepened in September 2008.

DOLLAR FINDS FOOTING

The dollar found a steadier footing, having rebounded after hitting a record low against the Swiss franc on Friday, but the mood remained cautious given tensions in Libya and fears of contagion.The dollar last stood at 0.9270 francs, down 0.2 percent on the day but above a record low of 0.9229 hit against the safe haven Swiss currency on trading platform EBS on Friday.The euro dipped 0.1 percent against the dollar to $1.3744, but the single currency was seen staying in favor ahead of a European Central Bank meeting this week.With rising commodity prices, the ECB will likely continue its tough talk on inflation, increasing the probability of early ECB tightening, BNP Paribas analysts wrote in a note. Traders said the euro ran into some profit-taking as did the Australian dollar, which fell 0.3 percent to $1.0143.

Elsewhere, benchmark 10-year U.S. Treasuries rose 6/32 in price to yield 3.394 percent, while gold edged up 0.3 percent to $1,413.10. Oil up over $114 as supply woes persist after Libya cuts exports

SINGAPORE (Reuters) – Brent crude rose more than $2 a barrel to a high of $114.50 on Monday as concern persisted about security of supply from the Middle East and North Africa even after top exporter Saudi Arabia boosted supply to meet the shortfall caused by a cut in exports from Libya.Violent revolt in Libya has shut down as much as three-quarters of its output, according to some estimates. As protests have intensified and spread through the Arab world, investors fear any impact on output from Saudi Arabia.Brent crude was up $1.79 113.92 a barrel by 12:35 a.m. ET. U.S. crude rose $1.45 at $99.33 a barrel.Both benchmarks posted their highest weekly close in 2-1/2 years last week.There is the continued threat that conflicts will spread in the region that produces a large amount of oil in the world, said Ben Westmore, a commodities economist at the National Australia Bank.There's been a bit of a contagion already, he said.The impact on oil supply would be severe if conflict were to spread to Iran, Kuwait and especially to Saudi Arabia, he said.Saudi Arabia is the only producer with significant spare capacity that can be quickly started to deal with supply outages. Without access to that oil the world has little slack in the global supply system to deal with disruption.The kingdom is using that capacity to plug the Libyan deficit and has boosted output to a level exceeding 9 million bpd, a senior industry source familiar with Saudi production told Reuters. That would be the highest since Saudi pumped around 8.3 million bpd in January, according to a Reuters survey, although some estimates are higher and one consultant pegged output last month 8.9 million bpd.

In Libya, armed rebels prepared for a counter-attack as the country's leader Muammar Gaddafi defied calls to quit in the hardest-fought of the Arab world's wave of uprisings so far.On Sunday, police crushed protest in non-OPEC oil exporter Oman following a wave of pro-democracy protests across the Arab world.Oman is the ninth largest producer in the Middle East and North Africa, just after Libya, with a production of 865,000 bpd, according to JPMorgan.The market is definitely bracing for the worst as it remained unclear when the situation in Libya would stabilize, Westmore said.JPMorgan increased late on Friday its 2011 Brent oil forecast to $108 a barrel, up from the previous $95, on tighter supply after Libyan output losses.

It also raised its 2011 average forecast for WTI crude by 3.2 percent to $96 a barrel.The new 2011 price forecast maps a projected outcome within a range of scenarios that could encompass the oil market over the next 12 months - ranging from a rapid normalization of geopolitical risk to the loss of output in a major oil producer, JPMorgan said in a report on Friday.Following spikes in oil prices last week, the International Energy Agency has called on OPEC to draw on excess oil production capacity if required while adding that it is also ready to release emergency stocks when necessary.But the response time meant that extra supplies would lag disruption, prompting volatility and near-term price spikes, Westmore said. Iran's Oil Minister urged Saudi Arabia on Sunday to refrain from taking a hasty decision on increasing its oil production after the popular uprising in Libya, the official IRNA news agency reported.Traders were looking ahead to manufacturing data to be released from the United States and China on Tuesday, Westmore said.

Hill collapse in Bolivian capital ruins 400 homes

LA PAZ, Bolivia – Heavy rains caused a hilltop to collapse in a poor neighborhood of the Bolivian capital Sunday, cracking roads, destroying at least 400 homes and burying people's belongings under mud and debris.There were no fatalities but significant damage from the landslide in the barrio of Callapa, La Paz Mayor Luis Revilla said.Edwin Herrera, a city government spokesman, called Sunday's slide the worst that La Paz has ever seen — and he said the earth was still moving downhill.

So far we are talking about 5,000 (people) affected, but the slide is affecting neighborhoods in lower areas, he said.Residents began evacuating late Saturday when the hill, saturated after prolonged rains, began sliding and cracks appeared in streets and home.My neighbors were running around and told me to get out, said Maria Elena Siles, the mother of three adolescent children. I looked out the window and there were no more homes to the left or the right of mine.Siles was able to flee before the hill collapsed entirely early Sunday.By day, amid a persistent drizzle, some residents scrambled over the unstable terrain to try to rescue furniture and other possessions from the muck.But continued earth movements brought down more homes, and police cordoned off the area, saying it was too dangerous.

Siles' home was one of those destroyed.I lost everything, she said.They won't let us go back in for fear of more slides.Meanwhile, crews with heavy equipment were trying to keep the earth from backing up a river channel.Defense Minister Ruben Saavedra said soldiers were mobilized to aid evacuation and recovery efforts.A hilltop cemetery was split in two when an enormous crack opened in the ground.Heavy rains are blamed for 44 deaths around the country in recent weeks.The 400 homes were wiped out over an area covering 200 to 250 acres (80 to 100 hectares), Herrera said.Slides are common in La Paz, perched at about 11,900 feet (3,640 meters) above sea level and surrounded by hills covered with poor communities. Another collapse a little over a week ago destroyed 20 homes.

San Francisco hill regions get dusting of snow

SAN FRANCISCO – Hilly areas of San Francisco got a rare light dusting of snow, the National Weather Service said Saturday.Snow fell briefly late Friday and early Saturday on the city's Twin Peaks neighborhood and some other areas with higher elevations, meteorologist Mark Strobin said.A little bit up in the hills, Strobin told The Associated Press. It snowed down to about 400 feet.But there was only rain downtown and in other other areas of the near sea level city, and the snow that did fall disappeared rapidly.The city last saw snow on the ground in 1976, when an inch fell.Strobin said the higher regions might have had snow dustings since that measureable snow fell 35 years ago. He said it was still too early to tell how this event will be recorded.Strobin, who is based in Monterey, Calif., said that city also got a rare dusting of snow.The storm system moving across Northern California responsible for San Francisco's snow also dumped more than 2 feet of snow in the Sierra Nevada mountains.Just the idea of possible snow had the tech-savvy city looking skyward with anticipation.One blogger posted a pretend ski map, noting possible beginner, intermediate and expert runs in the city's hilly Bernal Heights neighborhood. A newly created website — isitsnowinginsfyet.com — gives a simple answer for anyone who is wondering.

The San Francisco Chronicle posted old photos of snow from 1882, 1951, 1964 and other rare instances of city snowfall — including one photo from the 1976 storm that shows gleeful school kids throwing snowballs.On Friday, the storm prompted San Francisco Mayor Ed Lee to take precautionary measures. He urged residents to watch out for icy road conditions, and, if possible, avoid driving during the storm's peak. The city's public works department was planning to offer free sandbags and emergency crews were on stand-by.For snow to fall and accumulate in San Francisco, temperatures must drop to 36 degrees, precipitation must be falling and the ground must be chilled for several days beforehand, said Steve Anderson, also a National Weather Service forecaster.Though it rarely gets that cold in San Francisco, where the surrounding bay and Pacific Ocean generally keeps temperatures moderate, temperatures in San Francisco were expected to drop into the 30s overnight, according to the National Weather Service.

Quake hits southern Chile, a year after huge one

SANTIAGO/WASHINGTON (Reuters) – A strong quake of 6.0 magnitude struck on Sunday about 23 miles south of Concepcion, Chile, at a depth of 10.4 miles, according to the U.S. Geological Survey.Chile's state emergency office Onemi said there were no reports of damages or injuries and no risk of a tsunami. A spokeswoman said there were partial power cuts in the area, however.One year ago today, February 27, Chile was hit with a massive, 8.8-magnitude quake and subsequent tsunami that killed more than 500 people and caused some $30 billion in damage.The worst-hit region was in the south, near Concepcion.(Reporting by Fabian Cambero; Writing by Hilary Burke, editing by Philip Barbara)

NZ buildings' quake safety questioned as burials start

CHRISTCHURCH (Reuters) – New Zealand authorities said on Monday they were investigating reports that buildings damaged by a quake in Christchurch last year were allowed to remain in use, compromising their ability to withstand last week's tremor that killed at least 148 people.Separately, Prime Minister John Key said the overall cost of the February 22 and the September 4 quakes combined would be about NZ$20 billion ($15 billion), with the second, more destructive, earthquake costing about three-quarters of the total.Japanese media have pressed the mayor of Christchurch on the safety inspection and standards after last September's quake at the Canterbury Television Building, which housed a language school and was where nearly half the confirmed dead were killed.We want to give you all of the information that we have about those buildings, mayor Bob Parker told reporters on Monday during one of his twice-daily briefings.Had I received any information about the integrity of those buildings being in any way compromised as a result of the events of September 4 last year? No.The bodies of dozens of students from Japan, China, the Philippines and Taiwan are still in the ruins of the six-storey building, whose floors pancaked on top of each other in last Tuesday's 6.3 magnitude quake.

The questions came as the first funeral of a victim, a five month infant boy, took place. Only eight bodies have been released because of the need to accurately identify the dead.Parker said building owners were responsible for ensuring adequate inspection and repair of buildings damaged by last year's 7.1 tremor.The condition of the CTV building had been raised by a student from India, who spoke to Reuters while awaiting news of a friend trapped inside.How was this allowed to happen? When they inspected the building after the last earthquake, why didn't they realize? asked the student named Jeewan.Police have said the death toll may rise to more than 200, with about 50 people still unaccounted for.GALE FORCE WIND, AFTERSHOCKS Authorities warned that they expected gale force winds, which could whip up storms of contaminated dust, and topple already loose masonry, as rescue teams painstakingly pulled buildings apart in the slim chance they will find a survivor.

Thousands of Chinese have traveled overland to neighboring Tunisia and Egypt, while others have been taken by chartered ferry to Greece and Malta.Chinese, most working in the construction and oil industries, make up one of the largest blocs of foreign workers in Libya.

SEOUL, South Korea – South Korean and U.S. troops began annual military drills Monday that rival North Korea warned could trigger a nuclear war on the divided peninsula.Despite North Korean threats to retaliate, South Korea and the United States went ahead with the drills, which are the allies' first major combined military exercises since the North shelled a front-line South Korean island in November, killing four people.That barrage came eight months after 46 sailors were killed when a South Korean warship was sunk, an attack that a Seoul-led international investigation blamed on a North Korean torpedo; Pyongyang denies involvement. Animosity over the bloodshed drove ties between the Koreas to one of their lowest levels in decades.About 12,800 U.S. troops and some 200,000 South Korean soldiers and reservists are to participate in the drills, which are aimed at defending South Korea and responding to any attack.The main part of the drills, which will involve computer war games and live-firing exercises, will last 11 days, while some field training will continue until late April, according to the South Korea-U.S. joint forces command in Seoul.The drills are planned months in advance, and they are not connected to any current world events, the joint command said in a statement.

Hours after the exercises started, North Korea warned of a nuclear war on the peninsula.It's an anti-national scheme aimed at prolonging the stage of confrontation and tension to realize a plot to start a northward invasion, the North's main Rodong Sinmun newspaper said in a commentary carried by the official Korean Central News Agency. The danger of a nuclear war on the Korean peninsula is deepening.On Sunday, the North said that if provoked, its military would turn Seoul into a sea of flames and start a full-scale war with merciless counterattacks.

South Korean and U.S. officials have repeatedly said the drills are purely defensive.

Denouncing these kinds of drills as an aggression and provocation won't be a help to South-North Korea relations at all, South Korean Unification Ministry spokesman Chun Hae-sung told reporters Monday.A South Korean military official said there have been no suspicious activities by the North's military. The official spoke on condition of anonymity, citing office rules.Also Monday, about 20 anti-war activists rallied near a joint forces command near Seoul, urging South Korea and the United States to immediately halt the drills and resume talks with North Korea. Stop! Stop! the activists chanted during the peaceful rally as a U.S. armored vehicle passed.After weeks of high tension following its November bombardment of the South Korean island, North Korea recently pushed for dialogue with Seoul and expressed a desire to return to stalled international talks on its nuclear program. In setback, Iran to unload fuel from nuclear plant

TEHRAN, Iran – In a major setback to Iran's nuclear program, technicians will have to unload fuel from the country's first atomic power plant because of an unspecified safety concern, a senior government official said.The vague explanation raised questions about whether the mysterious computer worm known as Stuxnet might have caused more damage at the Bushehr plant than previously acknowledged. Other explanations are possible for unloading the fuel rods from the reactor core of the newly completed plant, including routine technical difficulties.While the exact reason behind the fuel's removal is unclear, the admission is seen as a major embarrassment for Tehran because it has touted Bushehr — Iran's first atomic power plant — as its showcase nuclear facility and sees it as a source of national pride. When the Islamic Republic began loading the fuel just four months ago, Iranian officials celebrated the achievement.Iran's envoy to the U.N. nuclear monitoring agency in Vienna said that Russia, which provided the fuel and helped construct the Bushehr plant, had demanded the fuel be taken out.Upon a demand from Russia, which is responsible for completing the Bushehr nuclear power plant, fuel assemblies from the core of the reactor will be unloaded for a period of time to carry out tests and take technical measurements, the semiofficial ISNA news agency quoted Ali Asghar Soltanieh as saying. After the tests are conducted, (the fuel) will be placed in the core of the reactor once again.

Iran always gives priority to the safety of the plant based on highest global standards, Soltanieh added.Calls to the Russian nuclear agency Rosatom for comment were not answered Saturday afternoon.The spokesman of the Atomic Energy Organization of Iran said the fuel unloading was nothing unusual.It's a kind of technical inspection and to obtain confidence about the safety of the reactor, Hamid Khadem Qaemi told the official IRNA news agency. He accused foreign media of blowing the issue out of proportion.The Bushehr plant is not among the aspects of Iran's nuclear program that are of top concern to the international community and is not directly subject to sanctions. It has international approval and is supervised by the U.N.'s nuclear monitoring agency, the International Atomic Energy Agency.In a report released Friday about Iran's nuclear program, the IAEA said that Tehran informed the agency on Wednesday that it would have to unload the fuel rods. The agency said it and Tehran have agreed on the necessary safeguards measures.A senior international official familiar with Iran's nuclear program said the IAEA had no further details. He said unloading and reloading fuel assemblies is not unusual before any reactor startup. The official asked for anonymity because his information was confidential.

Soltanieh and other officials have not specified why the fuel had to be unloaded, but Iranian officials denied any link to the Stuxnet computer virus.Stuxnet has had no effect on the control systems at the Bushehr nuclear power plant, Nasser Rastkhah, a senior official in charge of nuclear security, told the official IRNA news agency.Foreign intelligence reports have said the control systems at Bushehr were penetrated by the malware — malicious software designed to infiltrate computer systems — but Iran has all along maintained that Stuxnet was only found on several laptops belonging to plant employees and didn't affect the facility's control systems.Some computer experts believe Stuxnet was the work of Israel or the United States, two nations convinced that Iran wants to turn nuclear fuel into weapons-grade uranium.The Islamic Republic is reluctant to acknowledge setbacks to its nuclear activities, which it says are aimed at generating energy but are under U.N. sanctions because of concerns they could be channeled toward making weapons. Only after outside revelations that its enrichment program was temporarily disrupted late last year by Stuxnet did Iranian officials acknowledge the incident.The startup of the Bushehr power plant, a project completed with Russian help but beset by years of delays, would deliver Iran the central stated goal of its atomic work — the generation of nuclear power.

But the inauguration of the facility has been delayed for years. Iran said when it began inserting the fuel rods in October that the 1,000-megawatt light-water reactor would begin pumping electricity to Iranian cities by December. But it pushed back the timing to February, citing a small leak and other unspecified reasons. The Bushehr plant itself is not among the West's main worries because safeguards are in place to ensure that the spent fuel will be returned to Russia and cannot be diverted to weapons making.The United States and some of its allies believe the Bushehr plant is part of a civil energy program that Iran is using as cover for a covert program to develop a nuclear weapons capability. Iran denies the accusation.

The Bushehr project dates back to 1974, when Iran's U.S.-backed Shah Mohammed Reza Pahlavi contracted with the German company Siemens to build the reactor. Gaddafi unflinching as rebel city fears counter-attack

TRIPOLI (Reuters) – Rebels awaited a counter-attack by Muammar Gaddafi's forces on Monday, after the Libyan leader defied calls for him to quit in the hardest-fought of the Arab world's wave of uprisings.Rebels holding Zawiyah, only 50 km (30 miles) west of Tripoli, said about 2,000 troops loyal to Gaddafi had surrounded the city.We will do our best to fight them off. They will attack soon, said a former police major who switched sides and joined the rebellion.If we are fighting for freedom, we are ready to die for it.Residents even in parts of the capital Tripoli have thrown up barricades against government forces. A general in the east of the country, where Gaddafi's power has evaporated, told Reuters his forces were ready to help rebels in the west.Our brothers in Tripoli say: We are fine so far, we do not need help. If they ask for help we are ready to move, said General Ahmed el-Gatrani, one of most senior figures in the mutinous army in Benghazi.Analysts say they expect rebels to eventually take the capital and kill or capture Gaddafi, but add that he has the firepower to foment chaos or civil war -- a prospect he and his sons have warned of.

Monday looked likely to see nervousness in oil markets. NYMEX crude for April delivery was up $1.12 at $99.00 barrel in Globex electronic trading by 2308 GMT on Sunday. Libya pumps only 2 percent of world oil and Saudi Arabia has boosted output, but traders fear turmoil intensifying in the Arab world.Serbian television quoted Gaddafi as blaming foreigners and al Qaeda for the unrest and condemning the U.N. European powers said it was time for Gaddafi to stand down and Secretary of State Hillary Clinton said the United States was reaching out to opposition groups.

From Misrata, a city 200 km (120 miles) east of Tripoli, residents said by phone a thrust by forces loyal to Gaddafi, operating from the airport, had been rebuffed with bloodshed.But Libyan exile groups said later aircraft were firing on the city's radio station.In the eastern city of Benghazi, opponents of the 68-year-old leader said they had formed a National Libyan Council to be the face of the revolution, but it was unclear who they represented.They said they wanted no foreign intervention and had not made contact with foreign governments. The Network of Free Ulema, claiming to represent some of Libya's most senior and most respected Muslim scholars, issued a statement urging total rebellion against Gaddafi and endorsing the formation of an interim government announced two days ago.

Tunisian prime minister resigns amid protests

TUNIS (Reuters) – Tunisian Prime Minister Mohamed Ghannouchi resigned Sunday after violent protests over his ties to the North African state's toppled former leader, triggering street celebrations in central Tunis.Analysts said the move could add legitimacy to an election to replace President Zine al-Abidine Ben Ali, ousted on January 14, but could also encourage further opposition demands.Police fired shots in the air and used tear gas to disperse hundreds of youths breaking shop windows in a commercial district of Tunis shortly after the announcement, while thousands gathered near parliament to celebrate.We're very happy, but it is not enough, said one of the cheering crowd, who identified himself as Ahmed. We want to see nothing more of this government.Critics have accused Ghannouchi of being too close to former ruler Ben Ali, toppled after a series of protests that sent shockwaves across the rest of North Africa and the Arab world and encouraged a similar uprising in Egypt.

He was replaced by Beji Caid Sebsi, a former foreign minister under independence President Habib Bourguiba, according to an announcement by interim President Fouad Mebazza.My resignation will provide a better atmosphere for the new era, Ghannouchi said, adding he wanted to prevent more deaths. RISK OF BACKFIRE

Analysts said Ghannouchi's resignation had the potential to ease street tensions, but may also backfire.The hope is that, with this concession, street protests will calm down and this will allow the government to get to the task of preparing elections, said Kamran Bokhari of political risk consultancy Stratfor.But the risk is that it will embolden the opposition forces to demand more concessions.A Reuters witness said Tunisian soldiers had barricaded a commercial district of Tunis where youths were breaking windows and throwing stones. They fired tear gas and rounds in the air to disperse them. There was no sign of any wounded.An official at Tunisia's powerful umbrella union UGTT, which has been demanding labor reforms since Ben Ali's removal, said Ghannouchi's resignation was a step in the right direction.A spokesman for Tunisia's main Islamist group, Ennahda, said the move could pave the way to broader participation in the interim government. On Saturday, two powerful chiefs from his own tribe abandoned him, and hundreds of thousands called for his ouster in the largest protests yet.In recent weeks, Yemen has seen daily protests, inspired by successful uprisings in Egypt and Tunisia. The mainstream opposition parties had been reluctant to join, preferring a wait-and-see approach.However, on Sunday they said they would hold rallies Tuesday to show solidarity with the protesters.We call on all the citizens to come out Tuesday and condemn the regime for its crimes, said the Joint Gathering, an umbrella organization for seven opposition parties, including socialist, moderate Islamic and nationalist factions.The announcement is a blow to Saleh, who has been in power for 32 years, said Abdel Bari Taher, a Yemeni analyst. On Saturday, Saleh appeared to be hardening his stance, after initially offering protesters to engage in dialogue and promising that the security forces would not use force against them. Yemeni TV quoted him as telling army commanders that the armed forces will not hesitate to defend the security of the nation as well as the unity, freedom and democracy.We will fight to the last drop in our blood, he said.
Saleh's government had been weak even before the protests erupted. He was faced with growing al-Qaida activity and a separatist movement in the south. At the start of the protest wave, Saleh offered not to seek re-election in 2013, but was rebuffed by demonstrators.

Googlebot is Google's web crawling bot (sometimes also called a spider). Crawling is the process by which Googlebot discovers new and updated pages to be added to the Google index.We use a huge set of computers to fetch (or crawl) billions of pages on the web. Googlebot uses an algorithmic process: computer programs determine which sites to crawl, how often, and how many pages to fetch from each site.Googlebot's crawl process begins with a list of webpage URLs, generated from previous crawl processes and augmented with Sitemap data provided by webmasters. As Googlebot visits each of these websites it detects links (SRC and HREF) on each page and adds them to its list of pages to crawl. New sites, changes to existing sites, and dead links are noted and used to update the Google index.

How Googlebot accesses your site


For most sites, Googlebot shouldn't access your site more than once every few seconds on average. However, due to network delays, it's possible that the rate will appear to be slightly higher over short periods. In general, Googlebot should download only one copy of each page at a time. If you see that Googlebot is downloading a page multiple times, it's probably because the crawler was stopped and restarted.Googlebot was designed to be distributed on several machines to improve performance and scale as the web grows. Also, to cut down on bandwidth usage, we run many crawlers on machines located near the sites they're indexing in the network. Therefore, your logs may show visits from several machines at google.com, all with the user-agent Googlebot. Our goal is to crawl as many pages from your site as we can on each visit without overwhelming your server's bandwidth. Request a change in the crawl rate.

Blocking Googlebot from content on your site

It's almost impossible to keep a web server secret by not publishing links to it. As soon as someone follows a link from your secret server to another web server, your secret URL may appear in the referrer tag and can be stored and published by the other web server in its referrer log. Similarly, the web has many outdated and broken links. Whenever someone publishes an incorrect link to your site or fails to update links to reflect changes in your server, Googlebot will try to download an incorrect link from your site. If you want to prevent Googlebot from crawling content on your site, you have a number of options, including using robots.txt to block access to files and directories on your server.Once you've created your robots.txt file, there may be a small delay before Googlebot discovers your changes. If Googlebot is still crawling content you've blocked in robots.txt, check that the robots.txt is in the correct location. It must be in the top directory of the server (e.g., www.myhost.com/robots.txt); placing the file in a subdirectory won't have any effect.

If you just want to prevent the file not found error messages in your web server log, you can create an empty file named robots.txt. If you want to prevent Googlebot from following any links on a page of your site, you can use the nofollow meta tag. To prevent Googlebot from following an individual link, add the rel="nofollow" attribute to the link itself.

Here are some additional tips:

•Test that your robots.txt is working as expected. The Test robots.txt tool in Webmaster Tools lets you see exactly how Googlebot will interpret the contents of your robots.txt file. The Google user-agent is (appropriately enough) Googlebot.
•The Fetch as Googlebot tool in Webmaster Tools helps you understand exactly how your site appears to Googlebot. This can be very useful when troubleshooting problems with your site's content or discoverability in search results.
Making sure your site is crawlable
Googlebot discovers sites by following links from page to page. The Crawl errors page in Webmaster Tools lists any problems Googlebot found when crawling your site. We recommend reviewing these crawl errors regularly to identify any problems with your site.If you're running an AJAX application with content that you'd like to appear in search results, we recommend reviewing our proposal on making AJAX-based content crawlable and indexable. If your robots.txt file is working as expected, but your site isn't getting traffic, here are some possible reasons why your content is not performing well in search.

Problems with spammers and other user-agents
The IP addresses used by Googlebot change from time to time. The best way to identify accesses by Googlebot is to use the user-agent (Googlebot). You can verify that a bot accessing your server really is Googlebot by using a reverse DNS lookup.
Googlebot and all respectable search engine bots will respect the directives in robots.txt, but some nogoodniks and spammers do not. Report spam to Google.

Google has several other user-agents, including Feedfetcher (user-agent Feedfetcher-Google). Since Feedfetcher requests come from explicit action by human users who have added the feeds to their Google home page or to Google Reader, and not from automated crawlers, Feedfetcher does not follow robots.txt guidelines. CANDY CROWLEY, HOST: Moammar Gadhafi now faces United Nations sanctions, an arms embargo and a war crimes investigation. But this morning his son tells CNN his father will survive and reunite the country.Today, upheaval in the Middle East with two senators on a tour of the region: Joe Lieberman and John McCain. Averting a federal shutdown with the chairman of the senate budget committee Democrat Kent Conrad. Then, red ink in the state: fewer services or higher taxes with two of the 45governors facing those choices Connecticut's Dan Malloy and Florida's Rick Scott.And with gas prices up and home values down, will recovery falter? We have economists Douglas Holtz-Eakin and Mark Zandi. I'm Candy Crowley. This is State of the Union.

Libyan leader Moammar Gadhafi is holed up in Tripoli, but there are signs the country increasingly is split in two: those territories held by rebels and that by Gadhafi. Earlier we spoke to CNN Nic Robertson

CROWLEY: Nic, tell us about your trip. It was an interesting one.

NIC ROBERTSON, CNN INTERNATIONAL CORRESPONDENT: We drove from the capitol. It's about 35 miles. Most of the shops were shuttered. We passed several government army checkpoints on the way letting most vehicles pass along the highway to Tunisia out of the country. Then the government officials drove us to a traffic intersection with a barricade in the center of Zawiya. Then we got out of the vehicles and as we walked toward a large demonstration we realized that this was an anti-Gadhafi demonstration. There were about 2,000 people there standing atop tanks, some of them holding guns, some of them holding rocket-propelled grenades, some soldiers there in army uniforms told us they'd jumped sides that they were now with the anti- government faction.The protesters were shouting slogans such as Gadhafi is a bloodsucker,down with the Gadhafi regime. They were shouting we want more weapons. We want more weapons.One of the protesters told us that he was concerned that after the visit of the journalists to see their protest he was concerned that the government forces would attack them later in the night. The protesters are mostly men, mostly in the center of the city. You can see signs of violent demonstrations around them. They told us that 16 people had been killed at the intersection several days earlier. But this protest, peaceful but definitely civilians with weapons, also people coming from the army side to support the anti-government protesters, Candy.

CROWLEY: Bloodshed in Libya, demonstrations in the streets of Bahrain, Yemen and Jordan and the Egyptian military cracks down in Cairo. And beyond this current turmoil, the U.S. faces long-term economic and security challenges. Senator John McCain, ranking member of the armed services committee and homeland security chairman senator Joe Lieberman traveled to the region this week. Among their stops, Tunisia, Lebanon, Jordan, Israel, Egypt and the Palestinian territories. Earlier I spoke with them from Cairo.

CROWLEY: Senators, thank you both for joining us after what has been a particularly busy week for you I know. Let me start some place that I know you haven't been but which is in the headlines now and that's Libya. The U.S. and the U.N. have frozen Libyan assets. They have imposed an arms embargo. They have banned travel for Gadhafi and some of his top aids. They have referred what Gadhafi has done to his own people, which is turn his army on them, has been referred to a criminal court and yet there is no change in behavior.

Senator Lieberman first to you, is there anything that you believe could change the behavior of Libyan leader Moammar Gadhafi?

LIEBERMAN: Well, this is a real moment of choice for the international community. Believe me, what we are hearing is the Arab world is watching. Will the future be the peaceful democratic revolution that's occurred in Egypt leading to democracy or will the world stand by and allow a leader like Gadhafi to slaughter his people? I'm glad there are sanctions being applied and some pressure morally at least and some economic put on Gadhafi, but honestly I think the world has to do more.I begin with the imposition of a no-fly zone so that Gadhafi can't be attacking his own people from the air or flying in more mercenaries. I think we ought to recognize the opposition provisional government as the legitimate government of Libya and we that ought to give that government certainly humanitarian assistance and military arms, not to go in on the ground ourselves but to give them the wherewithal to fight on behalf of the people of Libya against a really cruel dictator.

CROWLEY: And Senator McCain, Senator Lieberman brings me to my next question which is, is there a military option, Senator McCain, as far as you're concerned in Libya for the U.S. or for NATO or the U.N.? Is there a military option other than to try to enforce a no-fly zone?

MCCAIN: Well, I think there possibly could be. But look a no- fly zone, Libyan pilots aren't going to fly if there is a no-fly zone and we could get air assets there to ensure it. Recognize some provisional government that they are trying to set already up in the eastern part of Libya, help them with material assistance, make sure that every one of the mercenaries know that any acts they commit they will find themselves in front a war crimes tribunal. Get tough.And I understand that America's security and safety of American citizens is our highest priority. It is not our only priority.

CROWLEY: You sound slightly critical, if I'm reading between the lines, of the Obama administration kind of holding back on its criticism of Libya, administration officials tell us because they were worried that Americans in Libya would be taken hostage or worse.

MCCAIN: Well, the British prime minister and the French president and others were not hesitant and they have citizens in that country.America leads. America is -- here we've been to these countries and every place we go they are looking to America for leadership, for assistance, for moral support and ratification of the sacrifices they have made in defense of democracy. America should lead.The president should reverse the terrible decision he made in 2009 to not support the demonstrators in Tehran. Stand up for democracy in Iran and tell those people that we are with them. And that should be true not only throughout the Arab countries but as far as china and other parts of the world as well.

CROWLEY: Senator Lieberman, the president has said it's time for Gadhafi to go, that he's turned weaponry on his own people and no one could lead like that and he should leave. It seems to me that you all are going a step further. So to you senator, first of all do you agree that the president has been too slow to criticize Moammar Gadhafi? And it seems to me that you were suggesting that we should send weapons to rebel forces.

LIEBERMAN: I understand why the administration hesitated at the beginning because of the concern about American personnel at the embassy but frankly, I wish we had spoken out much more clearly and early against the Gadhafi regime. And we have lines of communication certainly through the foreign ministry and we could have told them at the same time we were condemning Colonel Gadhafi's brutality that if he laid a finger on any American who was there he would pay for it and pay for it dearly.The fact is now is the time for action, not just statements. The sanctions that were adopted but unilaterally by the United States and now by the U.S. really have some effect on the people in the top positions in the Libyan government and hopefully it will lead them to think twice. But the kinds of tangible support, no-fly zone, recognition of the revolutionary government, the citizens government and support for them with both humanitarian assistance and I would provide them with arms.This takes me back to the '90s in the Balkans when we intervened to stop a genocide against Bosnians. And the first we did was to provide them the arms to defend themselves. That's what I think we ought to do in Libya.I hope that the opposition forces may end all of this by going into Libya and taking it over and ending the Gadhafi regime. But if they don't, we should help them. MCCAIN: Candy, I think his days are numbered. The question is how many people are going to massacred between now and when he leaves? We ought to shorten that time frame as much as possible. I believe we can.

CROWLEY: Senator, let me move you now -- Senator McCain, to Egypt where you both are at this point. There have been a couple of days of crackdowns by the ruling Egyptian military on protesters. This should be of some concern to you, I guess.

MCCAIN: Yes. And government apologized for cracking down on some of the protesters.

CROWLEY: But the government is the military, is it not?

MCCAIN: Yes, and they have apologized and said that they would not do that. And we have made it clear that we oppose such actions as well. We have met with opposition leaders and youth leaders as well as members of the government and we realize that this is a difficult situation. But the protesters' hopes and dreams have to be realized.

CROWLEY: Senator Lieberman, do you trust the Egyptian military to transition Egypt from a dictatorship to a democracy in any kind of speedy time?

LIEBERMAN: I do. And I'll tell you, this is a remarkable situation, and frankly, we should feel very good about the assistance we have given the Egyptian military over the years since the Camp David peace with Israel, because the Egyptian military really allowed this revolution in Egypt to be peaceful and let the people carry out their desires for political freedom and economic opportunity.

It's a strange moment here where the military was seen as credible by the people to lead the interim government.

The military, from our meeting today with Field Marshal Tantawi, who is the head of the military council governing Egypt, now the military really can't wait until it can go back to being just military and not in the political leadership. Now, that doesn't mean that everything they do is going to be right. We really urge them to be inclusive, to meet with all the opposition figures, to be thoughtful about how they hold elections and when they hold elections, but this Egyptian military doesn't want to run this country.

CROWLEY: And as my final question to both of you, starting with you, Senator McCain, I know you have been to Israel. What's the level of concern in Israel about what's going on now and their relative security? Do they feel more or less secure with this revolution -- these revolutions that seem to be sweeping their neighborhood?

MCCAIN: I think in the short term, they are obviously less secure because of the unpredictability here, and the situation is unpredictable. But in the long run, I think they are confident they can do business better with democracies than they can with dictatorships.

CROWLEY: Senator Lieberman?

LIEBERMAN: John, Candy said it absolutely right. There is an actual unease because of the changes going on, but Prime Minister Netanyahu who we met with just to be -- we said, what do you think we should do? He said, be very supportive of these democratic revolutions in the Arab world, particularly in Egypt, which is the historic center of the Arab world, by far the largest country in the Arab world.

Incidentally, this is a very exciting place to be now. We went to Tahrir Square today. Got a warm, enthusiastic welcome. It is in our interest to support the successful transition to democracy in Egypt and throughout the Arab world, which the Egyptian people have won, because we always have better, more steadfast relationships with fellow democracies in the world. And so I look forward to a very bright future for the people of Egypt and also much better relations between Egypt and the United States.

CROWLEY: Senator Lieberman, Senator McCain, thank you for your time. Safe travels.

Iran Forced to Remove Fuel from Bushehr Reactor

Iran has confirmed it has been forced to begin removing fuel from its nuclear reactor at the southern city of Bushehr, citing safety reasons but providing few other details. The move adds another delay to the startup for the reactor, which was to produce electricity for the nation by January, but which missed its first deadline.Iranian nuclear envoy Ali Asghar Soltanieh told the ISNA news agency the fuel was being ejected from the core of the reactor so that tests could be conducted.

The Russian engineers involved in the construction of the plant had advised the move, he said. UN Security Council Delays Vote on Libya Sanctions

The United Nations Security Council delayed a vote Saturday on whether to impose sanctions on Libya.Envoys from Brazil, China India and Portugal opposed the decision to impose sanctions against Libya as a means of forcing dictator Muammar Qaddafi from power. They recommended milder language that would allow the situation to be referred to the International Criminal Court at The Hague, but not require such a move.The recommendation would have charged Qaddafi with war crimes for the deaths of at least 1,000 of his countrymen in protests last week. Diplomats speaking on condition of anonymity told reporters that Portugal was concerned about the safety of its citizens still in Libya.Turkish Prime Minister Recep Tayyip Erdogan appealed to the membership earlier in the day to avoid imposing sanctions, saying it would do no good. Erdogan accused the international body of being concerned primarily with Libya's oil supply, rather than its people.The people are already struggling to find food, how will you feed the Libyan people? Sanctions, an intervention, would force the Libyan people, who are already up against hunger and violence, into a more desperate situation, Erdogan warned. We call on the international community to act with conscience, justice, laws and universal humane values – not out of oil concerns.
The U.N. Human Rights Council in Geneva called on Friday for an investigation into possible crimes against humanity in Libya. In addition, the world body also recommended that Libya's UNHRC membership be suspended.

US Sanctions, EU, Canada Next?
The United States, meanwhile, approved sanctions against Qaddafi and his family on Friday. President Barack Obama signed an executive order freezing the U.S.-based assets of the Libyan leader and four of his children.In addition, Canadian Prime Minister Stephen Harper said his country was in the process of enacting sanctions against Qaddafi's regime.The European Union is considering a similar move. Christoph Steegmans, spokesman for German Chancellor Angela Merkel, said in a statement that Merkel and British Prime Minister David Cameron both agreed in a phone conversation on Saturday to support sanctions by the EU against Libya.The two also expressed their firm support for sanctions against the Libyan dictator by the U.N. Security Council.

UK, US Embassy Staff Flee Libya
Two British military planes rescued more than 150 civilians Saturday from the Libyan desert, according to a report from London.Britain's Foreign Office also issued a statement Saturday saying it has temporarily suspended operations at its embassy in the capital. UK interests will be represented by the Turkish government until further notice, Associated Press reported, although British Consul Lauren Johnstone remained in Tripoli. Most of the embassy staff left Saturday.A flight carrying U.S. citizens departed from Tripoli on Friday, removing the last of America's embassy staff as well. As with the UK Embassy, the American Embassy in the Libyan capital was also closed until further notice.

Libyan Interim Government Formed
Meanwhile, an ex-minister has taken steps to form an interim government, albeit outside the capital and out of harm's way, according to the website of the Quryna newspaper, quoted by Reuters.Former Libyan Justice Minister Mustafa Mohamed Abud Ajleil has allegedly formed an interim government in the city of Benghazi.The newspaper quoted Ajleil as saying he held Qaddafi alone responsible for the crimes that have occurred in Libya. Egyptian Military Beats Protesters in Cairo

Egyptian military police beat protesters camped outside government offices Saturday near Tahrir Square, after a midnight curfew took effect.Hundreds of thousands of protesters gathered in the central Cairo square throughout the day on Friday, ABC News reported. Demonstrators vowed to continue the revolution and called for the dismissal of Prime Minister Ahmed Shafiq, among others.Some 150 of the protesters made preparations to spend the night, hoping to pressure officials into additional reforms. Among their demands were the ouster of the remaining members of the former regime of ex-President Hosni Mubarak.Both uniformed and plainclothes security personnel moved in after midnight, beating young protesters, firing in the air and launching tear gas canisters at the crowd.The Supreme Council of the Armed Forces later issued an apology, saying what happened late Friday was the result of unintentional confrontations between the military police and the youth of the revolution. The military council added that it did not and will not issue orders to attack the youth, and all measures will be taken to ensure this will not happen again.Demonstrators are vowing to continue the Friday protests until the country's emergency laws are repealed, and all political prisoners are freed. Another demonstration is planned for next Friday.Since Mubarak was toppled from power earlier this month, both parliamentary houses were disbanded by the military. The Israel Air Force was kept busy over the Sabbath retaliating for rocket attacks fired from Gaza at Jewish communities in southern Israel.Overnight Friday, Israeli fighter pilots attacked two terror targets in central Gaza.On Saturday, IAF aircraft targeted a terrorist tunnel and two terror activity sites in southern Gaza. The tunnel was intended to be used by terrorists to infiltrate into Israel and to carry out attacks against Israeli civilians and IDF soldiers.Arab terrorists in Gaza fired a Kassam rocket at the western Negev Friday night, which exploded in an open area. The Color Red rocket alert system sounded in several cities in the area.Terrorists also fired a mortar at Israeli targets on Saturday afternoon. No one was injured and no damage was reported in either attack.Since the beginning of January, more than 50 Kassam rockets, mortar shells and Katyusha Grad missiles have been fired at southern Israeli communities.Since last Wednesday, four missiles exploded in Be'er Sheva and the Sdot Negev Regional Council district.The IDF will not tolerate any attempt to harm Israeli civilians or IDF soldier and will continue to respond harshly to terror, said the IDF Spokesman in a statement.The IDF holds the Hamas terrorist organization solely responsible for maintaining the calm in the Gaza Strip and for any terrorists activity emanating from it.(IsraelNationalNews.com)

Saudi King Responds to Unrest with $37 Billion Aid

Saudi Arabia's King Abdullah returned to his country Wednesday after spending three months in the United States for medical treatment. The king returned to a changed Middle East in which Arab leaders have been ousted from rule or are facing mass demonstrations for their resignation.He has since announced a $37 billion aid package for Saudi citizens in the lower and middle classes, and has released three Shiite Muslim political prisoners.The announcement was made as support grew for a Facebook group calling for Day of Rage protests in Saudi Arabia in March similar to those in Egypt, Tunisia, Bahrain and elsewhere. Protesters plan to call for an elected government, more rights for women, and the release of political prisoners.

Political analysts believe King Abdullah may also be concerned by the prospect of unrest among Shiite Muslims similar to that in Bahrain, where the Shiite majority has taken to the streets in opposition of the Sunni Muslim leadership.Shiite Muslims in Saudi Arabia have no representation in government, and are often the victims of incitement from Sunni Muslim religious leaders, who view them as believing in a false faith and as possible Iranian agents. France says Gaddafi must go, as EU finalises sanctions

EUOBSERVER / BRUSSELS - French President Nicolas Sarkozy on Friday (25 February) became the first EU leader to explicitly call for the resignation of Libyan dictator Moammar Gaddafi, as civilians continue to be shot on the streets of Tripoli. Our position is clear: Moammar Gaddafi has to go," Mr Sarkozy said during a press conference in Ankara with his Turkish counterpart, Abdullah Gul. The repeated and systematic violence against the Libyan people is unacceptable and will be the object of an international probe, he added. The remarks echoed similar comments made a few hours earlier by the British Prime Minister, David Cameron, who warned the dictator that no one is beyond reach of international law.In an emergency meeting of the UN security council in New York on Friday, the UK and France also pressed for a world-wide arms embargo, travel ban and asset freeze against the Libyan hardman and his loyalists.The EU is working on similar measures of its own. Diplomats said the legal details and the names to go on the list are to be finalised over the weekend and are likely to be adopted by next Wednesday. EUobserver understands that Germany also backs the initiative.Earlier this week, foreign ministers failed to agree on sanctions, mainly due to reluctance from Mediterranean member states. Italy was the main anti-sanctions country, with Rome wary of provoking the unpredictable Libyan leader at a time when thousands of EU citizens were still in his domain.

The violence has since escalated to an extreme degree.

Speaking to Al Jazeera on Friday, the UN high commissioner for refugees, Antonio Guterres, said there is carnage and terrible bloodshed on the streets of Tripoli.
People came out in mass protests on the streets of Tripoli after Friday prayers and Gaddafi forces opened fire with live ammunition. In the eastern cities of Benghazi and Tobruk, which are no longer under Mr Gaddafi's control, tens of thousands of demonstrators carried banners in support of protesters in the capital city.We are working on sanctions, looking at what is most effective and adopted reasonably quickly in collaboration with our international partners, EU foreign policy chief Catherine Ashton said on Friday at a press conference in Godolo, Hungary, after chairing an informal meeting of EU defence ministers.The ministers did not discuss military intervention, speaking instead about how warships and airlift could be used to evacuate people.Nato chief Anders Fogh Rasmussen convened an urgent meeting of member state ambassadors later on Friday after attending the Godolo event.It is absolutely outrageous that the Libyan regime apparently is using armed forces against its own people. Right now, our focus is on evacuation and possibly humanitarian assistance, he said. He added that it is important for the EU and Nato to co-ordinate activity.Nato sources told this website that a no-fly zone is unlikely to be imposed because it would complicate the security situation and the evacuation efforts. EU assists in Libyan evacuation efforts

EUOBSERVER / BRUSSELS - The EU's Monitoring and Information Centre is supporting member state efforts to evacuate the remaining 2,500 European citizens trapped inside Libya, amid reports of ongoing violence on Friday (25 February).Run by the commission, the MIC is a one-stop-shop for the civil protection resources owned by its 31 members (EU27, Iceland, Liechtenstein, Norway and Croatia). Any country affected by a major disaster, either member or non-member, can apply for assistance under the mechanism.Our role is to identify additional transport capacities that can be made available, Hans Das, head of the MIC's 15-man emergency response unit told EUobserver, regarding its role in the Libya evacuations.Estimates suggest roughly 2,500 European citizens are still struggling to leave Libya, with Tripoli's airport chaotic but functional, while Benghazi's in the east is out of operation.Most EU states have taken charge of their own evacuation operations. Among the unilateral initiatives, Britain is sending a Royal Navy destroyer to the Libyan coast, with around 100 Bulgarians set to leave Benghazi aboard a Turkish ship when seas become calmer, Reuters reports.

Germany is sending three ships for its citizens, a Spanish military plane carrying 124 people landed in Madrid on Friday, while Athens has evacuated 227 Greeks and Cypriots from Tripoli and Sabha aboard three C-130 military aircraft.Roughly 1,000 EU citizens are estimated to be stuck in the eastern part of the country which are no longer under the control of Moammar Gaddafi. About 100 EU citizens working for various oil companies are trapped in the north-eastern town of Jalu, of which 30 to 40 are in a company office without access to food, said Mr Das giving an example.
Efforts are now under way to find a small aircraft which can land on the company's private airstrip, with the external action service's intelligence body (SitCen) holding a teleconference with member states on the subject on Thursday evening.On Friday afternoon France made a ship available to the MIC after the EU body put out a request. It will leave Malta this evening and arrive in Benghazi tomorrow, with EU member states indicating they want to put 200 citizens on board. France had decided to waive the 50 percent co-funding of transport costs that the MIC can provide. Of the 15 people working in the emergency response unit in the Beaulieu region of Brussels, 10 are member state officials on secondment, helping to co-ordinate member state transport offers with the list of requests. We are not here to take over from member states,insists Mr Das.

Since Wednesday when the Hungarian EU presidency activated the EU's Civil Protection Mechanism, ten non-EU member states have also contacted the MIC for assistance, including Ukraine and the Philippines.France has also offered to make a military airbus available, together with a second ship from 3 March.A far greater number of non-EU citizens appear to be trapped inside Libya. Roughly 1.5 million Egyptians, 30,000 Chinese and 7,000 from Turks are still inside north Africa state, reports the BBC.The EU announced on Friday it would provide €3 million in humanitarian aid to help those suffering as a result of the violence.

Barroso-Putin tete-a-tete: three victims named

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso named three prominent victims of the Russian regime in a private conversation with the Russian leader in Brussels on Thursday (24 February).Barroso spokesman Michael Karnitschnig said his boss called for progress on the cases of Sergei Magnitsky, Anna Politkovskaya and Mikhail Khodorkovsky during a tete-a-tete with Russian Prime Minister Vladimir Putin which lasted at least 30 minutes and during which only the two men and their interpreters were in the room.Seats reserved for the Russian delegation in the commission press room.Mr Karnitschnig said that Mr Barroso told Mr Putin to respect Russia's commitments as a signatory to Council of Europe, OSCE and UN charters and that his plan to modernise the Russian economy will fail unless he cleans up the legal system.Neither of the two men went into detail of what is happening on the Politkovskaya and Magnitsky murder investigations or the Khodorkovsky appeal process.It [their conversation] is not a court of law or a police investigation where both leaders would go into detail, the commission's Mr Karnitschnig remarked. Putin gave a very elaborate explanation about where Russia stands on rule of law. He pointed to the complexity of Russian society and of its transformation process.

Mr Karnitschnig said the atmosphere was frank, open.Close relatives of slain journalist Anna Politkovskaya, murdered anti-corruption crusader Sergei Magnitsky and jailed oligarch-turned-reformer Mikhail Khodorkovsky, as well as others, had earlier in the day appealed to Mr Barroso to show courage with Mr Putin.Two senior Portuguese journalists who personally know Mr Barroso, a former Portuguese leader, told this website that he is a decent man who genuinely cares about human rights.
There was little scope to talk about the subject in the press conference, however.
Time was allocated for two questions from Russian media (on a new EU-Russia treaty, on EU energy law) and two from the EU press corps (on stability in Russia's north Caucasus, on Russia-Libya economic ties). But there was no specific question on human rights in Russia.Olivier Bailly, the commission official who selected which reporters would get the chance to speak, said he did not know what the questions would be in advance. I asked Dmitry [Peskov], Mr Putin's spokesman, if Mr Putin would be comfortable with questions on human rights and he said Oh Yes. He loves them.The only thing he asked is for a balance between Russian and European press, Mr Bailly said.Mr Barroso did urge Mr Putin to respect rights in his scripted opening remarks at the media briefing.But the message was not heard or seen in Russia. The Putin delegation flew in almost 60 radio and TV journalists to cover the event. But according to Tanya Lokshina, a Human Rights Watch activist in Moscow, Russian news coverage on the day made no mention of Mr Barroso's appeal and instead broadcast some very general stuff emphasising Russia's prominent role in world affairs.

Celebrity factor

Mr Putin, a fearsome former spy chief and a sex symbol in some Russian households, created a celebrity buzz among EU officials.The commission press service said only reporters could go in the press room in order to keep a sober atmosphere. But some EU officials with unrelated portfolios sneaked in to see him anyway. The Russian delegation also fixed passes for three people from its Brussels-based PR firm, GPlus, to mingle with press and spin the Russian line.There's a lot of stress in case something happens. But it won't, one EU official noted, as journalists in the front row joked that somebody might throw a shoe at the Russian PM. I'm scared that if I look at my iPhone someone will shoot me, he quipped, referring to Mr Putin's bodyguards.In protocol terms, there was a minor flap when the commission discovered it did not have a Russian flag to hang up for cameras.The visit forced EU interior ministers in a separate building to cancel a press briefing on Libya because of Putin security arrangements, causing annoyance. It's a bit Byzantine, isn't it? I wonder if the Russians ordered all this, one EU diplomat said. An EU official noted that the US tends to make an even bigger song-and-dance, however. When Bush came in 2004, all non-essential commission officials were told to go home,he said. The massive Russian delegation hired 30 limousines from the commission car pool, specifying that they only wanted German brands such as Mercedes, Audi and - for junior officials - Volkswagens. But the pomp-and-circumstance of the occasion was lost on some.Throughout Mr Putin's opening remarks to media, his energy minister, Sergei Shmatko, sitting in the press-room front rows, kept yawning deeply. His foreign minister, Sergei Lavrov, used the time to check messages on his phone.
