Thailand on Thursday announced it has recognized a Palestinian state.Thailand has officially recognized the state of Palestine and officially informed all permanent and observer missions to the United Nations in New York of this development, a press officer for Thailand's mission said.The move was hailed by officials in Ramallah looking for ammunition in their propaganda war with Israel.Thailand's recognition of a Palestinian state is the first of the New Year 2012 and is a new achievement for Palestinian diplomacy,Palestinian Authority foreign minister Riyad al-Maliki told the official PA news agency WAFA.Maliki added that the announcement brought to 131 the number of countries that recognize a Palestinian state along 1967 lines.Thailand recognized Israel in 1954 and has historically maintained stable relations with the Jewish state.PA chairman Mahmoud Abbas thanked Thailand for the move and indicated diplomatic relations would be established shortly.President Mahmud Abbas thanks Thailand's king and government for its official recognition of the Palestinian state,the Abbas statement said.

Russia's Medvedev holds Mideast talks with Abbas

Russian President Dmitry Medvedev held talks Friday with Palestinian president Mahmud Abbas focused on efforts to kickstart stalled peace negotiations with Israel.
Abbas told Medvedev in opening remarks at the Russian president's suburban Moscow residence that the Palestinians will always draw upon your advice and the favourable approaches proposed by the Russian Federation.He added that the local leadership of Jericho had recently named one of the West Bank city's main streets after Medvedev in honour of his visit there in January 2011.I see this as a symbol of Russian-Palestinian friendship, which stretches back not decades but centuries,Medvedev said.
This is proof of the fact that our relations remain on an excellent level.Abbas arrived in Moscow on Thursday on the final leg of a European tour that also saw him visit London and Berlin.

The visits are aimed at securing European backing for the Palestinians' position amid unsuccessful attempts to resume peacemaking efforts with Israel.Direct Middle East peace talks have not been held since September 2010 and the third round of exploratory meetings held in Jordan on January 14 produced no tangible result.
German Chancellor Angela Merkel said Thursday following her meeting with Abbas that it was very, very important that we see progress, that each side sees that good will is there.Medvedev reaffirmed Russia's commitment to an independent Palestinian state with east Jerusalem as its capital during his January trip to the West Bank -- a position first established by the Soviet Union in 1988.Russia is a member of the so-called peacemaking Middle East Quartet that also includes the United States along with the European Union and the United Nations.But Moscow's influence in the region has waned considerably since the collapse of the Soviet Union.

BRUSSELS - The latest version of the treaty on EU fiscal discipline says countries cannot get bail-outs unless they sign and apply the pact. It also makes concessions to non-euro countries who want to take part in eurozone summits.Giving in to a German demand on the issue, the text - seen by EUobserver - says: Granting of assistance in the framework of new programmes under the European Stability Mechanism [ESM] will be conditional, as of 1 March 2013, on the ratification of this treaty by the contracting party concerned and as soon as the transposition period ... has expired, on compliance with the requirements of this article.The article in question calls for binding legislation - preferably constitutional - enshrining a balanced budget rule which obliges governments not to go beyond an annual structural deficit of 0.5 percent of GDP. A structural deficit is one which does not include temporary or one-off budget items.The balanced budget rule can be set aside under exceptional circumstances however, such as an unusual event outside the control of the respective government or severe economic downturn.Failure to comply with the rule means the country can be taken to the European Court of Justice by one of the other signatories.The EU commission, which in one of the previous drafts was granted the power to do this on behalf of other states, has been downgraded to a reporting function.If the European Commission, after having given the contracting party concerned the opportunity to submit its observations, concludes in its report that a contracting party has failed to comply with Article 3(2), the matter will be brought to the Court of Justice of the European Union by one or more of the contracting parties,the draft - the fourth one so far - says.In one novel idea, it adds the €500-billion-strong ESM should be the recipient of any fines imposed by the EU court on deficit sinners.The latest text also puts some numbers on how big the fines might be: If the court finds that the contracting party concerned has not complied with its judgement, it may impose on it a lump sum or a penalty payment appropriate in the circumstances and that shall not exceed 0.1% of its gross domestic product.

One point of contention - likely to sour discussions on Monday and Tuesday when finance ministers discuss the text in Brussels - is participation of non-euro countries in eurozone summits.Last week's draft said only that they should be informed of what happens in the regular meetings, just like the European Parliament.
In the meantime, the Polish Prime Minister has threatened not to sign the treaty unless his country is allowed to take part and the Swedish government saw parliamentary support for the pact drain away for the same reason.A new compromise wording - which, according to one EU official, is still not up to Poland's demands - allows the president of the euro summit to invite non-euro signatories in order to discuss specific issues concerning the implementation of this treaty.It adds that the president of the European Parliament may be invited to be heard at the events and that the summit chair should present a report to the EU assembly after each leaders' meeting.National parliaments are also mentioned in the form of a new conference of the chairs of the [national] budget committees.But the format and function of the new body is left up in the air.The treaty is to enter into force on 1 January 2013, provided 12 euro-countries have ratified it or whenever the 12th one does so.

Another request of the European Parliament has also been kept - to merge the fiscal pact, which is being made by 26 EU countries at intergovernmental level, with the EU-27 Treaty within five years.The text reminds the UK, whose veto on EU Treaty change created the mess, that other countries can circumvent its ban under so-called enhanced co-operation - an EU Treaty provision that lets sub-groups of states adopt new laws when there is no consensus.EU leaders meeting on 30 January will seek political agreement on the text, with the aim of signing it in March.

BRUSSELS - After six years of negotiations and amid an ongoing territorial dispute with Slovenia, Croatia will hold a referendum on Sunday (22 January) to decide whether to become the 28th EU member state.The voting starts on Sunday morning, with results expected at around 10pm local time in the evening.Pending the results of the referendum and ratification of the accession treaty by existing EU countries, Croatia is to join the Union in July next year.It is to have seven votes in the EU Council and 12 members in the European Parliament.The move is also to create new EU borders with Bosnia and with Montenegro.Croatia's recently elected centre-left government, led by Prime Minister Zoran Milanovic, launched a pro-EU campaign earlier this month, saying the country belongs to Europe geographically, historically and culturally.The government was sworn in shortly after it signed the accession treaty in Brussels.The only party opposing [EU] accession lost its parliamentary status,Croatia's foreign minister, Vesna Pusic told EUobserver in December.Despite the acute economic and social problems of the current euro crisis, most Croats are keen to go ahead.Berislav Zivkovic, a government spokesperson, told this website that 56 percent of Croatians want to join the EU according to a poll conducted jointly by the Croatian foreign ministry and the Ipsos Puls agency.

Some concerns centre around trade. Dairy products, eggs and meat entering into Croatia from neighbouring countries will in future have to meet strict EU food safety standards.An outstanding territorial dispute with Slovenia over a small bay in the Adriatic has also clouded the accession process - Slovenia at one stage threatened to veto Croatia's accession talks back in 2009. But an arbitration process was finally launched earlier this week.This common agreement is a very welcome signal for the positive development of the good neighbourly relations between the two countries,said EU enlargement commissioner Stefan Fule.The commission gave the country a positive assessment late last year following an extensive evaluation.Croatia is to undergo two more commission reports before it enters the Union, but in the last one the executive noted improvements in the area of fundamental rights, competition, justice, freedom and security.It noted that work remains to reduce public deficit, debt, to open up its market and to lower unemployment, particularly among its youth - around 32 percent of under 25s were without jobs in 2010 according to Eurostat.

It added that the country still needs investment to get closer to EU living standards. Croatia has so far received around €150 million in pre-accession assistance every year since 2007. It stands to receive another €150 million for 2012 and a final €95 million package in 2013.For its part, Transparency International Croatia told EUobserver in an email the country is making concerted efforts to stamp out corruption and has strengthened its legislative framework on regulating financing of political parties.The reform of judiciary has been carried out with special courts dealing with organised crime and corruption being introduced, and the efficacy of the judiciary has been improved which led to the backlog of court cases being reduced,the Brussels-based NGO said.

Fifteen hundred tank shells were stolen from an IDF munitions base in southern Israel.A senior officer in Southern Command said that the shells could reach terror organizations. Some of the shells may have been smuggled to the Sinai Peninsula and then transferred to terrorists inside Gaza. The Investigative Military Police is looking into the possibility that soldiers inside the base assisted the thieves.The theft was discovered during an inventory check of ammunition last week. A serious shortage of shells was discovered, and after a second count was held, the scale of the theft became apparent.Military sources said that a gang of Arab metal thieves that operates in the area is apparently behind the theft. Cargo ship damaged after collision off Istanbul

Also Friday, a freighter ran aground off a Dutch beach.In the Istanbul area, the Sierra Leone-flagged Kayan-1, an 86-meter (282-feet) freighter carrying empty containers, tilted on its right side after its collision. Salih Orakci, head of the General Directorate of Coastal Safety, said the ship cannot sink but noted the weather was aggravating the situation.Hours later, authorities decided to go with the only apparent option and pulled the ship aground.

The captain and two other crew had remained aboard to steer the vessel, which earlier had tried to pump out the water, authorities said. Ten other crew members were evacuated. Watson notes that Google has delisted both Infowars.com and Prison Planet.com – the flagship websites of nationally syndicated talk show host Alex Jones – from its popular news website and news search engine. Google News is a content aggregator that allows users to search thousands of news sources for relevant stories.Google has memory holed these two websites from its news portal for political reasons and not because they are insignificant and draw paltry traffic. In fact, Infowars.com is a major news source that gets more traffic than MSNBC.com and many other corporate media news websites.

Google is not alone in attempting to blunt Infowars.com and Prison Planet.com. MySpace, Time Warner, New Zealand’s Asia Netcom, the ISP Tiscali in the UK and even a British aiport – along with a number of libraries and government-owned entities – have shut out Alex Jones’ popular websites.Infowars.com and Prison Planet.com are not alone. Public wi-fi systems stationed in airports, train stations, libraries, schools, and workplaces also routinely censor political websites,writes Watson.In addition to blocking and censoring Jones’ news websites, Google property YouTube has consistently taken down his videos and fiddled with hit counters and other metrics to make it seem the videos are less popular than they actually are.Google’s effort to censor Alex Jones and other dangerous alternative media sites makes sense when you realize the company has intimate ties with the CIA and the military-industrial complex.The establishment has worked behind the scenes for years to devise a method to sanitize the internet – in the same way corporate television has been disinfected for decades – and drive the truth-seekers and tellers off the medium. Tepco Drills Hole in Fukushima Reactor – Finds Nuclear Fuel Has Gone Missing Cold Shutdown … or Escape of Hot Fuel? Washington’s Blog January 20, 2012

I noted last month in connection with Tepco’s announcement of cold shutdown of the Fukushima reactors:If the reactors are cold, it may be because most of the hot radioactive fuel has leaked out.The New York Times pointed out last month:A former nuclear engineer with three decades of experience at a major engineering firm … who has worked at all three nuclear power complexes operated by Tokyo Electric [said] If the fuel is still inside the reactor core, that’s one thing …. But if the fuel has been dispersed more widely, then we are far from any stable shutdown.Indeed, if the center of the reactors are in fact relatively cold, it may be because most of the hot radioactive fuel has leaked out of the containment vessels and escaped into areas where it can do damage to the environment.After drilling a hole in the containment vessel of Fukushima reactor 2, Tepco cannot find the fuel. The photos also showed inner wall of the container heavily deteriorated after 10 months of exposure to high temperature and humidity, Matsumoto said.TEPCO workers inserted the endoscope — an industrial version of the kind of endoscope doctors use — through a hole in the beaker-shaped container at the Fukushima Dai-ichi plant’s No. 2 reactor ….The probe failed to find the water surface, which indicate the water sits at lower-than-expected levels inside the primary containment vessel and questions the accuracy of the current water monitors, Matsumoto said.And while cold shutdown means that the water inside the reactors is below the boiling point, CNN reports:Massive steam and water drops made it difficult to get a clear vision….
Given that steam forms when water boils, this is an indication that the reactor is not in cold shutdown.Mainchi points out that reactors 1 and 3 are probably in no better shape:The fuel inside the Nos. 1 to 3 reactors is believed to have melted through the pressure vessels and been accumulating in the outer primary containers after the Fukushima plant lost its key functions to cool the reactors in the wake of the earthquake and tsunami on March 11 last year.

Israel detains Hamas head of Palestinian parliament

The Israeli army on Thursday arrested the Palestinian parliamentary speaker, Hamas member Aziz Dweik, in the West Bank, a senior colleague told AFP.Dweik was detained by soldiers at a checkpoint in Jabaa, between Ramallah and Jerusalem, as he was travelling to Hebron in the southern West Bank, the leader of the cabinet, Bahaa Yussef, told AFP.Last May, Dweik was held at an Israeli military checkpoint in the West Bank along with three other Hamas parliamentarians. One of them, Nizar Ramadan, was detained while the others were allowed to proceed.Hamas member Ahmed Bahar, the Gaza-based first vice president of the Palestinian parliament, in a statement denounced the detention of Mr Dweik, which aims to undermine reconciliation efforts (with Fatah) and disrupt legislative work in the West Bank.Hamas government spokesman Taher al-Nunu also condemned the detention and warned of the consequences of any attack on his person in a statement calling for Dweik's immediate release.

JERUSALEM (AP) — The U.S. military's top general conducted an intense string of closed-door talks with Israeli leaders Friday, amid apparent disagreements between the two countries over how to respond to Iran's disputed nuclear program.The chairman of the U.S. Joint Chiefs of Staff, Army Gen. Martin Dempsey, and Israeli leaders kept silent about the exact content of their discussions. Dempsey was expected to urge Israel not to rush to attack Iran at a time when the U.S. is trying to rally additional global support to pressure Tehran through sanctions to dial back its nuclear program.Dempsey met Israeli Prime Minister Benjamin Netanyahu, who has been warning about the dangers of the Iranian nuclear program for more than a decade.

Netanyahu told Dempsey the U.S. should ratchet up sanctions against Iran to ones that would target its central bank and oil exports, Israeli news site YNet reported. It quoted Netanyahu as saying such measures must be imposed immediately.At the start of a meeting with Israeli Defense Minister Ehud Barak, Dempsey said the U.S. and Israel have many interests in common in the region in this very dynamic time, and the more we can continue to engage each other, the better off we'll all be.There is never a dull moment, that I can promise you,Barak replied, in comments released by Barak's office.Israel believes Iran is close to completing the technology to produce an atomic weapon. In any case, say Israeli officials, Washington is again signaling its willingness to go back to direct nuclear negotiations with Tehran, although past experience proved that Iran exploits diplomatic dialogue as grace time for moving forward on its nuclear ambitions.US spokesmen denied an Iranian report that a recent letter from the US president to Supreme Leader Ayatollah Ali Khamenei proposed opening a direct channel for talks.Still those reports persist. American and European spokesmen were forced to deny a statement by Iranian Foreign Minister Ali Akbar Salehi Wednesday on his arrival in Ankara that Iran and the big powers are in contact over the revival of nuclear negotiations.Netanyahu fears that dialogue between Iran and the five powers plus Germany (the P5+1) will resume after bowing to an Iranian stipulation that sanctions be suspended for the duration of the talks. Once again, Tehran will be enabled to steal a march on the US and Israel and bring its nuclear weapon program to conclusion, unhindered by economic constraints.

The spring of 2012 will be critical for the Middle East. All the regional players are preparing for it at this time already, ahead of April. Everyone – not only in Jerusalem and in Washington – smells the gunpowder in the air.Behind the tense, escalating statements issued by senior American defense officials lies a menacing reality emerging in Iran. It is for good reason that the US Navy commander admitted last week that he doesn’t sleep well at night as result of developments in the Hormuz Straits. And when the admiral doesn’t sleep well, while the US secretary of defense sets red lines for the Iranians, we can assume that here too our soldiers sleep with their uniforms and shoes on.Everybody talks about the spring, because everyone is convinced that Israel will be striking Iran at that time, a move that will ignite the Middle East. The scenario is rather banal and emerges in every defense panel in the global media: This year, the Iranians will complete the task of moving their nuclear project deep underground, and from that moment an aerial strike would be much less effective. Hence, a strike appears to be required as soon as is possible.

However, there is another possibility that is much more realistic, much closer to materializing, and unrelated to an attack on Iran’s nuclear sites. This scenario asserts that the ones to first pull the trigger will be the Iranians, against the backdrop of Tehran’s economic chokehold and growing global isolation. Iran is starting to be pushed into a corner in the face of existing pressure, and more so as result of pressures to be exerted very soon.Tehran’s economic collapse is already around the corner. The regime sees the thousands standing in line at banks these days in order to exchange the local currency for dollars – but there are none. On the black market, the gap already stands at 60%. The Middle East will see a war over oil, money and goods – not because of a strike on Iran’s nuclear facilities.The Russians grasped this a while ago. Their UN envoy recently said that the greatest threat to global stability is the crisis in the Hormuz Straits. This is one of the reasons the Russians are not excited by the prospect of tighter sanctions.

Infowars owner Alex Jones is a nationally syndicated radio host whose broadcast appears on an ever-expanding list of big mainstream radio stations. Google complied in removing the material in 63% of the cases.One such example was You Tube’s compliance with a request from the British government to censor footage of the British Constitution Group’s Lawful Rebellion protest, during which they attempted to civilly arrest Judge Michael Peake at Birkenhead county court.Google has also targeted our own You Tube channel for termination on numerous occasions merely for posting legitimate news content, such as the Wikileaks Apache helicopter footage, which appears on hundreds of other You Tube channels.

Crucially, Google has for years censored its own search results subject to the mandates of different governments across the world. SOPA and PIPA are merely an effort to codify into US law what is already taking place in more authoritarian countries, with the willing participation of Google itself.Many other web giants are also moving to censor the Internet, including VeriSign, who recently demanded the power to terminate websites deemed abusive with no legal oversight whatsoever.
Public wi-fi systems stationed in airports, train stations, libraries, schools, and workplaces also routinely censor political websites.Who needs government to censor the Internet when large corporations are already doing it? Amidst all the anti-SOPA rage, we should not be so naive as to give the likes of Google a pass when considering the totality of threats posed to free speech on the world wide web.We encourage people to at least be aware of alternatives to Google, search websites that will not enact SOPA-like censorship policies, such as StartPage.com. Breaking news: cancer drugs make tumors more aggressive and deadly S. L. Baker Infowars.com January 19, 2012

When natural health advocates warn against mainstream medicine’s arsenal of weapons used to fight cancer, including chemotherapy and radiation, their concerns often revolve around how these therapies can weaken and damage a person’s body in numerous ways. But scientists are finding other reasons to question some of these therapies. It turns out that while chemotherapies may kill or shrink tumors in the short term, they may actually be causing malignancies to grow more deadly in the long term.

And now comes news that a little-explored specific cell type, the pericyte, found in what is called themicroenvironmentof a cancerous tumor actually may halt cancer progression and metastasis. And by destroying these cells, some anti-cancer therapies may inadvertently be making cancer more aggressive as well as likely to spread and kill.A study just published in the January 17 issue of the journalCancer Cellconcludes that anti-angiogenic therapies (which shrink cancer by cutting off tumors’ blood supply) may be killing the body’s natural defense against cancer by destroying pericyte cells that likely serve as important gatekeepers against cancer progression and metastasis. Pericytes cover blood vessels and support their growth.For the new research, Raghu Kalluri, MD, PhD, Chief of the Division of Matrix Biology at Beth Israel Deaconess Medical Center (BIDMC) and Professor of Medicine at Harvard Medical School (HMS), investigated whether targeting pericytes could inhibit tumor growth in the same way that other antiangiogenic cancer drugs do.

Dr. Kalluri and his research team worked with mice genetically engineered to support drug-induced depletion of pericytes in growing tumors. Next, they removed pericytes in implanted mouse breast cancer tumors, decreasing pericyte numbers by 60 percent.
Compared with control animals, there was a 30 percent decrease in the size of cancerous tumors over 25 days. But there was a serious catch to these results. Contrary to conventional mainsteam medical wisdom, the scientists discovered the number of secondary lung tumors in the engineered mice had increased threefold compared to the control mice, indicating that the tumors had metastasized.

How cancer drugs can spread cancer cells

If you just looked at tumor growth, the results were good,Dr. Kalluri said in a press statement. But when you looked at the whole picture, inhibiting tumor vessels was not controlling cancer progression. The cancer was, in fact, spreading. This suggested to us that without supportive pericytes, the vasculature inside the tumor was becoming weak and leaky — even more so than it already is inside most tumors– and this was reducing the flow of oxygen to the tumor.That change, he explains, makes cancer cells more mobile, so they can travel through those leaky vessels to new locations. It also makes cancer cells behave more like stem cells, so they are better able to survive.Because cancer therapies such as Imatinib, Sunitinib and others are known to decrease pericytes in tumors, the scientists next carried out the same experiments in mice with primary tumors. Only this time, they used the chemotherapy drugs Imatinib and Sunitinib instead of genetic programs to decrease pericyte numbers. Both Imatinib and Sunitinib caused 70 percent pericyte depletion — and they also increased metastasis threefold.In order to see if their findings are relevant to human patients, the research team examined 130 breast cancer tumor samples of varying cancer stages and tumor sizes and compared pericyte levels with prognoses. The result? The samples with low numbers of pericytes in tumor vasculature correlated with the most deeply invasive cancers, distant metastasis and five to ten year survival rates less than 20 percent.These results are quite provocative and will influence clinical programs designed to target tumor angiogenesis,Ronald A. DePinho, president of the University of Texas MD Anderson Cancer Center, said in a press statement. From January 2006 until November 2010 he was one of the most senior Ministers in the Canadian Government, serving variously as the Minister of Industry, the Minister of the Environment and the Minister of Indian Affairs and Northern Development. In addition, Mr. Prentice chaired the Operations Committee of Cabinet and sat on the Priorities and Planning Committee from 2006 through November 2010.

Prior to entering public office, Mr. Prentice practiced law in Calgary, specializing in commercial law and property rights. He served as the Co-Chair of the Indian Claims Commission of Canada from 1993 until 2000. He graduated from the University of Alberta with a Bachelor of Commerce in 1977 and then entered Dalhousie Law School as a Dunn Scholar, graduating with his Bachelor of Laws in 1980. Robert Simmonds is a seasoned Canadian telecommunications executive who has served in public company roles from 1994 to 2006. From 1985 until 2000, he served as Chairman of Clearnet Communications Inc., a Canadian wireless competitor that launched two all-new digital mobile networks. He became the Chairman of Lenbrook Corporation (national distributor of electronics components and radio products) in 2002, having been a founder and director of the company since 1977. Internationally regarded as a leading wireless communications engineer and mobile spectrum authority, Mr. Simmonds has played a key role in the development of Canada’s mobile spectrum policies for more than 30 years. He is an executive with the Radio Advisory Board of Canada (RABC), the body that provides unbiased and technically expert advice to the federal Department of Industry, and is a past Chair of the Canadian Wireless Telecommunications Association (CWTA). A laureate and member of Canada’s Telecommunications Hall of Fame and recipient of the Engineering Medal for Entrepreneurship from Professional Engineers Ontario, Mr. Simmonds earned his B.A. Sc. in Electrical Engineering at the University of Toronto.

The Case for a United Jerusalem

Dividing the holy city as part of a final-status agreement between Israelis and Palestinians ignores key realities on the ground Jerusalem / Reuters

Proponents of a two-state solution to the Israeli-Palestinian conflict often insist that the only way to resolve competing claims over the holy city of Jerusalem is to divide it, with each half respectively serving as the capital of Israel and a future Palestinian state. Those who advocate this approach often try to make it more palatable by asserting, as Terrestrial Jerusalem founder Daniel Seidemann recently wrote in The Atlantic, that while many Israelis speak of Jerusalem being a "united" city since its eastern half came under Israeli sovereignty in 1967, such a perception is a "myth" because, in fact, Jerusalem is divided between largely homogeneous and internally contiguous Jewish and Arab neighborhoods across which the two groups rarely venture. Thus, they argue, a border could be drawn relatively easily along demographic lines, re-dividing the city between the two states.

9-11 Ten Years Later
The reality, however, is that Jerusalem today is a demographically intertwined city. To be sure, there are neighborhoods, particularly east of the security barrier, where Jews seldom venture. But modern-day Jerusalem is far more an interwoven checkerboard of Jewish and Palestinian enclaves. The Arab neighborhood of Beit Safafa, for example, lies between the Jewish neighborhoods of Talpiot and Gilo, while the Arab neighborhood Sheikh Jarrah lies between the Old City and the Jewish neighborhood of French Hill. Separating these neighborhoods between two countries would create an unwieldy and unsustainable border. While creative solutions have been proposed to ensure that a re-divided Jerusalem would remain interconnected, as any urban center must to thrive, experience shows that divided cities, such as Berlin and Baghdad, are fragile at best and combustible at worst. One significant reason against dividing Jerusalem is that many of the Palestinians who live in East Jerusalem wish to remain under Israeli sovereignty. Recent polling indicates that, despite the fact that municipal resources and services have not been evenly allocated between Jewish and Arab Jerusalem segments of the city, a plurality of Palestinians residing in eastern sections of Jerusalem would move from Palestinian Jerusalem to Israeli Jerusalem, if given the opportunity, should the city be re-divided. According to one of the pollsters:For most Palestinians who said they wanted to be citizens of Israel, approximately 35 percent said it was practical issues that dominate -- freedom of movement, higher income, health insurance, job opportunities, prosperity, more shops...People were concerned that if they became a citizen of Palestine, they had significant worries about losing employment in Israel, free movement in Israel, Israeli health care, and reduction in city services. ...Three-quarters of east Jerusalem Arabs are at least a little concerned, and more than half are more than a little concerned, that they would lose their ability to write and speak freely if they became citizens of a Palestinian state rather than remaining under Israeli control.But more contentious than the fate of Jerusalem's residential neighborhoods is the debate over the fate of the Old City - home to Judaism's holiest sites and among Islam's holiest sites. On a practical level, dividing the Old City along demographic lines would put Jewish holy sites on the Palestinian side and Muslim holy sites on the Israeli side. Israelis are understandably cautious about putting these sites solely under Arab control; when Arabs last controlled the Old City, from 1948 to 1967, Jews were barred from access.

To address this concern, numerous groups have proposed "special arrangements," such as international or joint Israeli-Palestinian administration over the Old City, to ensure protection of and access to these sites. But these proposals rely on international community support and enforcement to guarantee security and access, which Israel has legitimate grounds to doubt given the lackluster performance of the Multinational Force & Observers (MFO) in the Sinai (who abandoned their posts in the lead-up to the June 1967 War) and the United Nations Interim Force in Lebanon (UNIFIL) along Israel's northern border (who have failed in their mandate to prevent the re-arming of Hezbollah). Furthermore, the international community has consistently shown little regard for the Jewish attachment to holy sites, most recently seen in UNESCO's 2010 declaration that the Cave of the Patriarchs in Hebron is an integral part of the Palestinian territories.An additional problem with special arrangement proposals is that they tend to require more intimate and extensive cooperation between Israelis and Palestinians rather than granting the divorce from one another that both sides seem to be seeking through a peace deal. And this cooperation must succeed in the most sensitive of all locations.

Unlike these untested proposals, Israel has proven over the past four decades that its authority over all of Jerusalem can ensure protection of and access to holy sites. Since Jerusalem was reunited in 1967, pilgrims of all faiths have generally been allowed to visit the holy places of all religions. Muslim mosques, even those built atop the mount where Judaism's Holy Temple once stood, operate relatively freely - and under Islamic religious oversight. While some might contest that Israel does periodically place security restrictions upon entrance to holy sites, free access is the default policy under Israeli rule. But resolving the status of the Old City of Jerusalem is not just about geography nor about the practicalities of access to a single site; it is deeply intertwined with questions of national identity, history, and theology. Proposals for joint sovereignty, deferred sovereignty, or even divine sovereignty ignore the deep-rooted significance of the holy city. The search for a split the difference compromise also ignores the fact that the Old City of Jerusalem has been the national capital of the Jewish people for the past 3000 years and is Judaism's holiest site, while it is Mecca that plays that role for Muslims. The international community would never expect the Islamic world to cede sovereignty over Mecca; the Jewish people ought to be accorded no less respect with regard to the Old City of Jerusalem.One reason peace in the Middle East has not yet been possible is because most efforts to achieve it have been aspirational but untethered from reality. It is clear that re-dividing Jerusalem is neither feasible nor prudent. The international community must take off the table the option of dividing Jerusalem, in the same way that they have ended the debate over a right of return to Israel for Palestinian refugees. A sustainable peace can only be achieved with the entirety of Jerusalem under Israeli sovereignty.

This week PA President Abbas said: Jerusalem is the heart of the Palestinian cause, and unless Jerusalem is the capital of an independent Palestinian state, there will not be peace.Imagine if Benjamin Netanyahu said the same thing, but turned the tables: Jerusalem is a Jewish city, the heart of the Jewish nation, and If Jerusalem does not remain in Jewish hands, there will never be peace.That post, from Elder of Ziyon, got me thinking. What if Jerusalem were really divided? What if the city became two? Lets look at a famous example of this situation:The Berlin Wall was built in 1961 to divide East Berlin from West Berlin. The wall divided the Democracy from the Communists. It was a horrible situation for everyone. Families were separated. People were removed from their jobs. A rightfully united city became two.

It didn’t work then and it wouldn’t work now.Jerusalem Mayor Nir Barkat has the sense to speak up about it. A divided Jerusalem would not just split the city, it would carve out ethnic lines based on an arbitrary war cease fire line from 1949.
Remember, that territory was never a country called Palestine.From 1517-1917, it was part of the Ottoman Empire. From 1917-1948, it was part of the British Mandate of Palestine.In 1948, it was conquered by the Hashemite Kingdom of Jordan, making it a de-facto part of the country. In 1967, it was captured by the Israelis in a defensive war. It was never Palestine.The Arabs living in the Eastern half of Jerusalem from 1948-1967, a period when Jews were kicked out of the territory, were offered citizenship to Israel in 1967. Since the city was reunited, Jewish neighborhoods have grown next to Arab neighborhoods. The neighborhoods of Jerusalem are generally divided on Jewish/Arab ethnic lines, but there is no law mandating it. Arab Israelis and Jewish Israelis are treated as one under Israeli law.

Many Arabs chose not to accept Israeli citizenship. That was a choice, not a decree. There are many reasons for this, but some of Jerusalem’s Arabs have spoken up about their desire for citizenship. Despite what Hamas and the PLO might tell you, they are not all enthusiastic about having East Jerusalem carved out from the rest of the city.Read about what the Palestinians of Jerusalem really want. It is a wonderful place with freedom of movement for all residents. There are no borders and no fences. It is a united city.This is not a cut and dry issue, but it is important to look at what everyone wants. Just because Mahmoud Abbas is the voice of West Bank Palestinians does not mean he speaks for everyone. Just because he refuses to move forward on a peace plan that does not include East Jerusalem as a Palestinian capital does not mean all of the Palestinians in Jerusalem want that too.
Do we really want another Berlin Wall? I don’t think so.
