Within the Muslim community, there are a few clergy people - it's a very small number, no doubt about it - who misinterpret the Qur'an and say it is OK to beat a wife,Soharwardy said. That kind of mentality has to be changed, and has to be confronted.Soharwardy said that while he has been doing research into the issue of misogyny in Islam for a long time, it was the recent high-profile Shafia murder trial that prompted him to take action.Mohammad Shafia, his second wife Tooba Mohammad Yahya and the couple's eldest son, Hamed, were found guilty of first-degree murder earlier this week in Kingston, Ont. The prosecution's case was built around the premise that the Shafias murdered four of their relatives because they had stained the family's honour.Those people who justify these crimes in the name of Islam, they are dead wrong,Soharwardy said.There is no place for these crimes in our faith.Soharwardy said the fatwa will contain evidence of verses in the Qur'an where mistakes in translation from the original Arabic may have led some people to believe that Islam accepts violence against women.In some cases, we are coming back with a translation that conflicts with the rest of our understanding of the Qur'an, Soharwardy said. I don't think it's acceptable . . . The Prophet Mohammed never did these kinds of things, he never said you can hit your wife.By issuing the fatwa, Soharwardy said he and other scholars also hope to make non-Muslims understand that anti-female sentiment has no place in the true teachings of Islam.This is not the first time Soharwardy has taken a stance on a current event by issuing a formal edict. In 2010, the Calgary imam and other imams associated with the Islamic Supreme Council issued a fatwa condemning terrorist attacks by Muslim extremists.While not legally binding, fatwas carry substantial weight within Islam, particularly with followers of the Shia branch of the faith.

Report: What Will An Israeli Attack on Iran Look Like? As speculations that Israel will attack Iran’s nuclear facilities continue, NBC reports what such an attack may look like.By Elad Benari, Canada First Publish: 2/3/2012, 10:59 PM

As the rampant speculations that Israel will soon launch a military strike against Iran’s nuclear facilities continue, a report on NBC on Friday revealed what such an attack may look like.The report, the main points of which were presented by Israel’s Channel 10 News, is based on conversations the American network held with current and former officials in Israel and the United States. The report suggests that an attack on Iran will combine air and ground faces but will not include naval forces.
The officials interviewed said that the attack will be led by the Israeli artillery, which will use Jericho 2 missiles that have a range of 2,500 kilometers. The report also says the artillery will be assisted by F-15i aircraft and Israeli unmanned aerial vehicles (UAVs).The officials also told NBC that the operation will include ground units, but that they will not be involved in the actual attacks, focusing instead on marking targets or collecting intelligence.The report added that the officials interviewed said that they believe the chances for an Israeli military operation in Iran are higher than 50 percent. They said, however, that they believe such an attack will not succeed in destroying all the nuclear facilities of the Islamic Republic and that the attack’s purpose would be simply to delay the Iranian nuclear program by damaging its most sensitive facilities. In such a case, one official said, Israel is prepared to repeat the attack in a few years.

Another important note made by the NBC report is that all the officials interviewed agreed with recent reports that Israel will not notify the White House a long time in advance of the attack. In fact, they said, the Obama Administration will likely be updated on the attack shortly before the aircraft take off. In any case the United States will likely not take an active part in the bombing, the officials said.
Earlier Friday, Iran’s Supreme Leader, Ayatollah Ali Khamenei, threatened Israel and said the Islamic Republic will help any nation or group that confronts the Jewish State.In remarks to worshippers during Friday prayers in Tehran which were broadcast on state TV, Khamenei also said Iran would continue its nuclear program and warned that any military strike by the U.S. would only make Iran stronger.(Arutz Sheva’s North American Desk is keeping you updated until the start of Shabbat in New York. Israeli facilities in North America -- and around the world -- are on high alert, according to an internal security document obtained by ABC News that predicted the threat from Iran against Jewish targets will increase.We predict that the threat on our sites around the world will increase … on both our guarded sites and soft sites, stated a letter circulated by the head of security for the Consul General for the Mid-Atlantic States. Guarded sites refers to government facilities like embassies and consulates, while soft sites means Jewish synagogues, and schools, as well as community centers like the one hit by a terrorist bombing in Buenos Aires in 1994 that killed 85 people.The head of Shin Bet, Israel's internal security service, told an audience at a closed forum in Tel Aviv recently that Iran is trying to hit Israeli targets because of what it believes are Israeli attacks on it nuclear scientists. Yoram Cohen said that Iran's Revolutionary Guard, the same militant wing of the government linked to the recent alleged plot against the Saudi ambassador to the U.S., is working tirelessly to attack Israeli and Jewish targets abroad in order to deter Israel.

Local and regional law enforcement and intelligence officials in U.S. and Canadian cities, including New York, Los Angeles, Philadelphia, and Toronto have been monitoring the situation closely for several weeks, and have stepped up patrols at Israeli government locations and Jewish cultural and religious institutions. They have issued awareness bulletins reminding officers to stay vigilant.Federal officials in those cities told ABC News that they have also increased their efforts to watch for any threat stream pointing to an imminent attack on either Israeli facilities, Jewish cultural or religious institutions or other soft targets.When there is posturing like this, we always pay extra attention to any threat streams, one federal official said.The thwarted assassination plot of a Saudi official in Washington, D.C., a couple of months ago was an important data point, added the official, in that it showed at least parts of the Iranian establishment were aware of the intended event and were not concerned about inevitable collateral damage to U.S. citizens had they carried out an assassination plot on American soil.That was an eye opener, showing that they did not care about any collateral damage,the federal official said.After the disruption of the alleged plot, regional intelligence centers issued bulletins similar to the recent Israeli warning.

In the past few weeks, there has been an escalation in threats against Israeli and Jewish targets around the world,one regional document noted. Open source has reported many demonstrations against Israel are expected to be concentrated on Israeli embassies and consulates. Such demonstrations have occurred internationally as well as domestically. These demonstrations could potentially turn violent at local synagogues, restaurants, the Israeli Embassy and other Israeli sites. … Law enforcement should be vigilant when making periodic checks at all Jewish facilities.
And the Israeli bulletin warned that Israel's own passports might be used by terrorists intent on carrying out a plot.According to our evaluation there is a possibility that the forged passports will be used in order to pass as Israeli citizens at the security checks in Israel and around the world. Israeli security authorities may consider an Israeli citizenship as a [criterion] to proceed with a more lenient security check in secure sites such as airports, etc.,the letter stated.

Israeli Military Strike Against Iran?

The Israeli security bulletin came in the midst of heated rhetoric on the part of the U.S., Iranian and Israeli political religious and military leadership and follows the recent assassination of a key scientist in Iran's nuclear enrichment program. If the rhetoric is to be believed, there is a deep concern that Israel might launch a military strike against Iran during the spring of 2012.The intelligence community assessment of that possibility, based on interviews conducted by ABC News, is considerably more nuanced, taking into account as it does the political will of the United States during an election year, the fragile nature of Great Britain's coalition government , the willingness of other allies to join in an offensive, the roles of Russia and China and Saudi Arabia in such a confrontation, and whether Israel would really be willing to launch a unilateral strike.But in this situation, the political rhetoric is actually quite important, one official told ABC News. And that is why the official position -- of the U.S, England, France, Canada, Israel and allies -- is that nothing is off the table.An apparent shift in the Israeli/U.S. relationship has complicated matters, however, said the official. In the past, Israel would probably have given the U.S. a heads up were it to launch a strike. Now that might not be the case. Among the English-speaking allies of the U.S., say multiple intelligence officials, there is currently a very limited expectation of any early warning.While much of the public attention has focused on Israel and the rifts within its leadership on how to respond to Iran's nuclear weapons program, the reality for Iran's leadership is also problematic. TEHRAN, Iran (AP) — Iran's supreme leader pledged Friday to aid any nation or group that challenges Israel and said any military strikes over the Islamic Republic's nuclear program would damage U.S. interests in the Middle East 10 times over.The nationally broadcast comments by Ayatollah Ali Khamenei staked out a hard line in apparent replies to suggestions that military strikes are an increasing possibility if sanctions fail to rein in the Islamic Republic's nuclear program.It also may signal that Tehran's proxy forces — led by Lebanon's Islamic militant group Hezbollah — could be given the green light to revive attacks on Israel as the showdown between the archfoes intensifies.The West and its allies fear Iran could use its uranium enrichment labs — which make nuclear fuel — to eventually produce weapons-grade material. Iran insists it only seeks reactors for energy and medical research.Israel has so far publicly backed the efforts by the U.S. and European Union for tougher sanctions that target Iran's crucial oil exports. But Israeli leaders have urged even harsher measures and warn that military action remains a clear option despite Western appeals to allow time for the economic pressures and isolation to bear down on Iran.Although Israel has raised the strongest hints over a military campaign, Khamenei reserved some of his strongest comments for Israel's key U.S. ally.A war itself will damage the U.S. 10 times over in the region, said Khamenei.

The officials spoke on condition of anonymity under standing guidelines.At Ramstein Air Base in Germany, U.S. Defense Secretary Leon Panetta said sanctions remain the best approach to pressure Iran. But he told U.S. airmen Friday that Washington keeps all options on the table and would be prepared to respond if we have to.Khamenei answered by repeating Iran's declarations that it will never roll back its nuclear program, which he had earlier said was now part of the country's identity and a cornerstone of its technological endeavors. Very soon, the Israelis fear, the Iranians will have stored enough enriched uranium in deep underground facilities to make a weapon — and only the United States could then stop them militarily.Israeli Prime Minister Benjamin Netanyahu doesn’t want to leave the fate of Israel dependent on American action, which would be triggered by intelligence that Iran is building a bomb, which it hasn’t done yet.Israeli Defense Minister Ehud Barak may have signaled the prospect of an Israeli attack soon when he asked last month to postpone a planned U.S.-Israel military exercise that would culminate in a live-fire phase in May. Barak apologized that Israel couldn’t devote the resources to the annual exercise this spring.President Obama and Panetta are said to have cautioned the Israelis that the United States opposes an attack, believing that it would derail an increasingly successful international economic sanctions program and other non-military efforts to stop Iran from crossing the threshold. BEIRUT (AP) — In a barrage of shelling, Syrian forces killed 200 people and wounded hundreds early Saturday in Homs in an offensive that appears to be the bloodiest episode in the nearly 11-month-old uprising, activists said.The offensive was reported in Homs, which has been one of the main flashpoints of opposition to the regime during the uprising against President Bashar Assad.Two main opposition groups, the British-based Syrian Observatory for Human Rights and the Local Coordination Committees, said the death toll was more than 200 people. More than half of the killings — about 140 — were reported in the Khaldiyeh neighborhood.This is the worst attack of the uprising, since the uprising began in March until now, said Rami Abdul-Rahman, the head of the Observatory, which tracks violence through contacts on the ground.The reports could not be independently confirmed.It was not immediately clear what precipitated the attack, but there have been reports that army defectors set up checkpoints in the area and were trying to consolidate control.

Snowstorm closes schools, disrupts flights in Denver

DENVER (Reuters) - A winter storm walloped eastern Colorado and western Nebraska with the region's first heavy snow of the new year on Friday, closing schools, disrupting flights at Denver International Airport and creating blizzard conditions on the High Plains.A foot of snow piled up in the Denver metropolitan area, with up to 2 feet reported in the foothills west of the city, said Frank Cooper, a meteorologist with the National Weather Service in Boulder, Colorado.The storm also dumped heavy snow on parts of western Nebraska, with more than a foot measured on the ground in the Sand Hills region about 40 miles north of North Platte, the Weather Service reported.The state Legislature in Lincoln, canceled public hearings in anticipation of the storm, which interrupted an unusually snowless western Nebraska winter.It's a pretty big system, weather forecaster Cory Van Pelt in North Platte told Reuters. We've had some accidents that closed some roads.The snowfall spread Friday afternoon to extreme northwestern Kansas, as forecasters predicted accumulations of 6 to 12 inches through Saturday morning.Blizzard or winter storm warnings were posted for northwestern Kansas on Friday, but Weather Service meteorologist Mark Buller said forecasts of winds of 20 to 30 mph may be downgraded.

Cooper said a warm, moisture-laden air mass from the Gulf of Mexico collided with colder northern air over southeastern Colorado to unleash the snowstorm east of the Continental Divide.Sustained winds of 30 miles per hour on the Plains created blizzard conditions that severely reduced visibility on highways, but forecasters said the snow was expected to taper off by Friday night.Most school districts in eastern Colorado, including Denver, announced Thursday night, ahead of the storm, that they would be closed on Friday.Interstate 70 was closed to east-bound traffic from Denver to Limon, Colorado, said Mindy Crane, a spokeswoman for the state Transportation Department. Temperatures plunged to new lows in Europe where a week-long cold snap has now claimed more than 220 lives and forecasters warned Friday that the big freeze would tighten its grip over the weekend.A total of 223 people have died from the cold weather in the last seven days according to an AFP tally, with Ukraine suffering the heaviest toll.People have been found dead on the streets in some countries, while thousands have been trapped in mountain villages in Serbia. In Italy, Venice's canals started freezing over and even Rome was dusted in snow.The lowest temperatures recorded in Europe overnight were in the southwest of the Czech Republic, where the mercury dropped as low as minus 38.1 degrees Celsius (minus 36.5 Fahrenheit) overnight.The EU executive said vital Russian gas deliveries had dropped in nine countries, with Russian giant Gazprom invoking flexibility clauses as it also braves a cold snap. Supplies fell 30 percent in Austria and 24 percent in Italy.

Ukraine's emergencies ministry raised its death toll to 101 since the cold snap took hold, 64 of whom died on the streets.Almost 1,600 people have sought medical attention for frostbite and hypothermia and thousands have flocked to temporary shelters.The chilling temperatures killed eight more people over the last 24 hours in Poland, bringing the death toll to 37 since the deep freeze began a week ago, police said.Temperatures plunged to minus 35 Celsius in some areas of Poland.In Bulgaria parts of the River Danube froze over, while another six people were found dead from the cold, bringing the overall tally to 16 in the last week, according to local media.Most of the dead in the European Union's poorest country were villagers found frozen to death on the side of the road or in their unheated homes, the reports said.More than 1,000 Bulgarian schools remained closed for a third day amid fresh snowfalls and piercing winds in the northeast.In neighbouring Romania two more people died, bringing the overall toll to 24, and hundreds of school remained closed.

In Rome, residents experienced only their second day of snow in 15 years, with white flakes covering palm trees, ancient Roman ruins and Baroque churches across the capital.Up to five centimetres (two inches) of snow fell in some districts and ancient monuments like the Colosseum were closed to visitors for fear of damage to the structure.Canals in Venice, where temperatures fell as low as minus 5 Celsius, started freezing. BELGRADE, Serbia (AP) — At least 11,000 villagers have been trapped by heavy snow and blizzards in Serbia's mountains, authorities said Thursday, as the death toll from Eastern Europe's weeklong deep freeze rose to 123, many of them homeless people.
The harshest winter in decades has seen temperatures in some regions dropping to minus 30 C (minus 22 F) and below, and has caused power outages, traffic chaos and the widespread closure of schools, nurseries and airports.The stranded in Serbia are stuck in some 6,500 homes in remote areas that cannot be reached due to icy, snow-clogged roads with banks reaching up to 5 meters (16 feet). Emergency crews were pressing hard to try to clear the snow to deliver badly needed supplies, and helicopters were dispatched to some particularly remote areas in Serbia and neighboring Bosnia.On Bosnia's Mt. Romanija, near Sarajevo, a chopper thumped down in the small hamlet of Ozerkovici, where a single nun lives in a Serb Christian Orthodox monastery surrounded by just a few village residents.Wrapped tight in a black jacket and a scarf, Sister Justina greeted aid workers at her monastery: I live alone here, she said, but noted God will help me.In Serbia, relief efforts are concentrated on evacuating the sick, on food delivery and gasoline distribution.We are trying everything to unblock the roads since more snow and blizzards are expected in the coming days,Serbian emergency police official Predrag Maric told The Associated Press.

Nearly 950 others were hospitalized with hypothermia and frostbite, and more than 2,000 heated tents have been set up with hot food for the homeless.In Italy's financial capital of Milan, officials said a homeless man died from exposure Thursday.About 180 schools were closed in Romania because of the freezing cold. In Bulgaria, where 16 towns recorded their lowest temperatures since records started 100 years ago, 1,070 schools across the country remained closed Thursday and large sections of the Danube were frozen, hampering navigation. IDF Intelligence head Aviv Kochavi gave a chilling presentation Thursday morning at the Herzliya Conference on Israeli policy, telling listeners that Israel's enemies had 200,000 rockets and missiles pointed at the country, and could reach all parts of Israel – even the ostensibly safe center of Tel Aviv and its suburbs.Most of the missiles have a range of about 40 kilometers – the range of Qassam and most Katyusha rockets – but thousands of missiles have ranges of hundreds of kilometers, making every location in Israel within their reach. Not only that – but the missiles are more lethal now than ever before. The warheads on these missiles contain hundreds of kilograms of explosives, not dozens, as in the past. And their firing precision and ability to hit specific targets is also greater, Kochavi said. The rockets are largely located in Lebanon and Syria, with a smaller amount in Gaza – and in Iran, as well, which has thousands of missiles that could reach Israel.Every tenth house in Lebanon is now a weapons depot, Kochavi said.Besides conventional weapons, Israel is also facing a nuclear threat. According to Kochavi, Israel has lost the battle to prevent Iran from developing nuclear weapons; Tehran already has enough uranium for four atomic bombs, with over 100 kilos enriched to a level of 20% - more than enough for the one bomb Iranian President Mahmoud Ahmadinejad has said he would need to rid the world of the Zionist entity.

Whether or not Iran actually builds these bombs is not a question of technical capability, Kochavi said, but a question of political will. The ability to build the bombs is there, and whether or not they will actually be assembled is a decision that top Iranian officials, especially Supreme Leader Ali Khameini, has yet to make. From the moment the order is given, it will take about a year to assemble the bombs, Kochavi said.Developing them into warheads will take a little longer.He added that the sanctions against Iran have not yet persuaded Tehran to change its nuclear development policy one way or the other, but that could change if the government feels it is losing control. Still, sanctions are preferable to the other alternatives, at least at this time, he said. Only concerted international effort can persuade Tehran to halt their pursuit of the project,he added.Despite the fact that so far it appears that Islamists have been the big winners of the Arab Spring, it is not they that led the revolutions in Arab world, but the desperation of youths and young adults who face a future of unemployment and hopelessness. If the new regimes do not work quickly to raise hope for the masses, he said, the current unrest could continue for many years.However, one aspect of the weakening of traditional Arab dictatorships in the region has negatively affected Israel; with less authority has come more porous borders, and Iran has been taking advantage of this fact to move more weapons into neighboring Arab countries. As a result, more terror attacks with Iran's backing can be expected. Kochavi said that the attack last August on the southern Negev was orchestrated by Iran, and thanks to the large amount of weapons in the region – with the Middle East now the world's largest weapons warehouse - similar attacks in the future are all but inevitable.

BRUSSELS - Eight EU countries have joined Italy in noting a sharp drop in Russian gas supplies, in events recalling the massive 2009 crunch.Gazprom deliveries to Austria and Slovakia reportedly fell by 30 percent on Thursday (2 February). Shipments to Poland fell 7 percent and Czech distributor RWE Transgaz said deliveries are several percent lower than normal.The European Commission on Friday added that Bulgaria, Greece, Hungary and Romania have also been affected.The cuts began in Italy on Tuesday. Earlier this week it reported a 10 percent drop, but the figure hit 20 percent on Thursday.Member states created special reserves after the 2009 gas crunch - which cost EU firms hundreds of millions of euros and which saw blackouts in some former Communist EU countries in the middle of a harsh winter.

But there are signs the 2012 crunch could also get nasty.Polish distributor PGNiG had already begun lowering supplies to three big industrial clients - including the country's main petrol refinery PKN Orlen - before the Russian problem. It cited high demand due to the cold snap, prompting the government to tap emergency stocks.Slovak distributor SPP told people not to worry because if need be it can get help from Austria and the Czech Republic - themselves victims of cuts.The parallels between 2012 and 2009 on Thursday multiplied when Gazprom accused Ukraine of stealing EU-bound transit gas.Gazprom chairman Alexander Medvedev told Interfax: While sitting on transit pipelines, Ukraine is today taking gas at the level of 60 billion cubic metres a year, which goes far beyond the volumes covered by [our] contracts.
Ukrainian distributor Naftogaz said in a statement: The volume of gas transit through Ukraine's territory and the off-take of imported gas are at levels set by the contract with Gazprom.Moscow and Kiev - also as in 2009 - are currently engaged in a highly political gas price dispute.Meanwhile, question marks hang over Gazprom's line on Ukraine.Polish distributor PGNiG said the drop came on the Russia-Belarus-Poland pipeline, not on the Russia-Ukraine-Poland network.And two sources inside Gazprom told press the company is struggling with internal problems.The gas has to be transported over very long distances, and it can take time to get the gas through to the consumer,one unnamed contact told Dow Jones.Some requests are higher than we can put in the pipe ... requests for gas have been higher for more than a week,the second source told Reuters.

Berlin digs in heels on extra €15bn for Greece

BRUSSELS - Germany has ruled out any extra contribution from national governments or the European Central Bank (ECB) to the second Greek bail-out - as requested by the Greek government. Meanwhile, sources close to the negotiations speak of a €15bn funding gap.Greece needs a debt restructuring of 50 percent on the bonds held by private investors. It does not need any supplementary contributions from the public sector,German finance minister Wolfgang Schauble said Thursday on N-TV, a German news channel.Negotiations on the second Greek bail-out, worth €130 billion, are stuck as private lenders say they will take losses of up to 75 percent on their Greek bonds only if the ECB or national governments also step up their contributions.

According to an EU official quoted by Associated Press, international debt inspectors have discovered a funding gap of €15 billion, which could be filled by more bail-out loans from the eurozone governments or by eurozone central banks or publicly owned banks taking a loss on their Greek bonds.The ECB and national central banks are estimated to hold €50-55 billion in Greek debt.Back in Athens, finance minister Evangelor Venizelos on Thursday said that the ECB must take part in the debt restructuring.In parallel with negotiations with private creditors, there must be negotiations for the official sector involvement. This means that the ECB must be mobilized, and we must resolve issues pertaining to national central banks,he told socialist party lawmakers, for the first time publicly siding with commercial banks which have been asking for a long time for the ECB to share the burden.The initial terms of the debt swap Germany still insists on were agreed in October last year and were to see private bondholders voluntarily agree on losing 50 percent of their returns on Greek bonds, in order for Athens to slash its debt burden by €100 billion, or 120 percent of GDP.But the economic crisis both in and outside the country, as well as a lag in promised reforms, have increased Athens' financing needs, with EU finance commissioner Olli Rehn admitting in the past weeks that the public sector would have to step up its contribution.

Josef Ackerman - the head of Germany's finance giant Deutsche Bank and chairman of the International Institute of Finance (IIF) which groups the commercial banks, hedge funds and other private lenders negotiating the debt swap with the Greek government - said he was confident a deal could be reached within weeks or even days.
Everybody has to contribute a little bit, not just the private sector, he told the BBC. He said the IIF is making a very attractive offer to Greece of a net percent value loss of 70 plus percent.The €-8million-a-year-earning banker noted that income inequalities are a ticking social bomb in Europe and said that bankers had a social responsibility - describing the latest offer to Greece as philanthropic.Despite the IMF itself recognising that further austerity will aggravate the social cost, the Greek government still has to adopt further wage and pension cuts as part of the deal.On Friday, its technocrat premier Lucas Papademos was set to rally reluctant political leaders from the socialist, conservative and far-right camps behind the unpopular measures.They've put a gun to our head and said they will shoot us, George Karatzaferis, the head of the far-right Laos party told Flash radio, referring to the country's lenders.Athens is under pressure to wrap up the talks before Monday, when eurozone finance ministers are to meet in Brussels to approve the second bail-out deal.Failure to agree will trigger a disorderly default mid-March when Greece has to repay €14.5 billion worth of bonds - an event that with unpredictable consequnces for the future of the single currency.Investors are already punishing Portugal with high borrowing costs on its long-term bonds - a signal that it is the next country in line according to Ackermann.

The movement has grown and we can expect a large mobilisation this Saturday.In remarks likely to encourage protesters, she added: There is a rising group of people calling for real participation, for more decisive measures to rein in corruption and impunity, and to give more breathing space to democratic processes. And they are ready to express their opinion. Peacefully.She castigated Prime Minister Putin for saying he will swap jobs with the president, with the election due on 4 March. EU funds spent on environmentally harmful projects

BRUSSELS - Waste incinerators instead of recycling, highways running through nature parks, airports in protected areas - 33 projects in central and eastern Europe funded with €16 billion out of the EU's regional policy coffers are environmentally harmful, says a study published on Thursday (2 February) by Friends of the Earth Europe and Bankwatch, a coalition of environmental NGOs.These 33 projects are economically dubious, socially harmful and in breach of environmental law, Markus Trilling from Friends of the Earth Europe said during a press briefing.He noted that while EU leaders are in the hot phase of negotiating the next EU budget for 2014-2020, current spending practices need to be altered if Europe is serious about its climate change and environmental targets.Cohesion policy - the EU term for the €347 billion allocated in 2007 to 2013 mainly to Europe's former Communist countries to revamp schools, roads and other infrastructure - has to follow broad EU outlines for sustainable or environmental-friendly targets. But it is ultimately up to national governments to approve the individual projects.What we have found is that they are funding unsustainable, unmodern investments. Decision makers have not learnt from the past experience of Spain, Portugal, Greece - once the biggest recipients of structural funds - where money was used to fuel housing bubbles and to construct highways instead of a more balanced approach, such as more public transportation, railways, investments in energy efficiency,Trilling said.

In Bulgaria, the EU's poorest member, waste management is still far away from any recycling practices seen in the western countries, said Genady Kondarev from Bankwatch.A project worth €184 million pending EU approval aims at incinerating all waste collected in the Bulgarian capital, Sofia, which is currently being transported and piled up in large landfills outside the city. Almost 100 percent of the waste is landfilled. Only a marginal 1.9-2.5 percent is being recycled, mainly by Roma going through the garbage and selling some of the recycled materials, Kondarev said.If the project is approved, the timid government effort to get people to sort rubbish will be even less effective, he argued. Already people are very sceptical about the different coloured bins, since they see that they all go in the same garbage vans. With an incinerator, there will be no incentives for recycling, he explained.Other projects, such as the Salgotarjan biomass power plant in Hungary, may look environmentally friendly, but risks creating a perverse effect.Because of its reliance on waste wood from forestry and chopped logs, logging would increase pressure on surrounding forests, where not enough wood is produced annually to fuel a power plant with even 20 percent less capacity. Also the plant would be constructed in a populated area, so air pollution and low-particulate dust is of major concern,the study says.

IMF worried by social cost of Greek austerity

BRUSSELS - Budget cuts alone will not save the Greek economy as the country is reaching the limit of what society can endure, the International Monetary Fund's point-man for Athens has said, in a departure from the institution's traditionally more technocratic communiques.We will have to slow down a little as far as fiscal adjustment is concerned and move faster - much faster - with the reforms needed to modernise the economy,Poul Thomsen, a Danish IMF official overseeing the Greek austerity programme told Greek daily Kathimerini on Wednesday (1 February).He spoke of the limitations of political support and social tolerance toward the deficit-cutting measures - Greece saw violent street clashes and several days of general strikes in protest at cost-cutting last year.Thomsen also called for political recognition of the painful reforms that Greece has already undertaken.I share the frustration of many Greek officials that much of the criticism from abroad overlooks the fact that Greece has done a lot, at a great cost to the population. While much still needs to be done, Greece has already come quite a long way. Failing to recognise this will not help mobilise support for the programme,he said.

In this regard, I think that officials - myself included - need perhaps to be more sensitive to ensuring that we send a balanced signal when we say that the programme is off-track.His words come just days after EU leaders scolded the Greek premier for not keeping to an agreed reform programme, including lowering labour cost and privatising the remaining state assets.Germany has been the loudest critic. Chancellor Angela Merkel spoke of her frustration with Athens even as Berlin circulated a controversial idea to have an EU commissioner put in charge of Greece with power over all its spending decisions.On the difficult talks between the Greek government and the troika - comprising of the IMF, the EU commission and the European Central Bank (ECB) - Thomsen said a deal on the second bail-out, worth €130 billion, will be completed very soon, it's a matter of days.According to the Imerisia newspaper, Athens is willing to sign up to another €4.4 billion worth of spending cuts this year to secure the deal. The cuts - amounting to about 2 percent of gross domestic product - will be in defence, health-care and pharmaceutical spending.Greece's first bail-out from May 2010, amounting to €110 billion, relied on tax hikes and cuts in wages and pensions, reducing the country's deficit from €24.7 billion to €5 billion in just two years. Defense Minister Ehud Barak used the same words Thursday in his speech at the Herzliya Conference.Very soon,the Israelis fear, the Iranians will have stored enough enriched uranium in deep underground facilities to make a weapon — and only the United States could then stop them militarily,explained Ignatius. The U.S., however, does not intend to hit Iran until it has intelligence that Iran is actually building a bomb, and Israeli Prime Minister Binyamin Netanyahu doesn’t want to leave the fate of Israel dependent on American action...When Barak asked last month to postpone a planned U.S.-Israel military exercise, he may have been signaling that an Israeli attack is imminent, the senior journalist wrote. All Israeli aircraft safely returned to their base.The attacks come after terrorists from Gaza launched at least seven Qassam rockets at Israel's southern communities on Wednesday evening.All of the rockets exploded in open fields in the western Negev. Former CIA director R. James Woolsey spoke to Arutz Sheva on Thursday, on the sidelines of the 12th Annual Herzliya Conference.

Addressing the security situation in the Middle East in the wake of the Arab Spring, Woolsey said revolutions are usually divided into three phases: The first phase is very enthusiastic, the second phase is when the liberals take over and look like they’re going to move things well, and the third part is what he called the non-attractive part.We can hope that a number of these Arab revolutions veer off before they get to a most unattractive phase three,he said.There’s been a lot of progress away from dictatorship and toward people being able to rule themselves, but it’s far from perfect and there is a lot of uncertainty. We don’t know where these Arab revolutions – really, any of them – are going.Woolsey spoke about the relations between Israel and the United States, and differentiated between the tension with the Obama Administration and the general relationship between the two countries.I think there’s still some tension with the Obama Administration. I don’t think there’s fundamental tension between Israel and the United States,he said, adding that the Obama Administration thought that making nice with the Iranians and the Syrians would work, but that did not work.

It has not worked out well, and I hope that the Obama Administration is learning that one wants to stick closer to one’s friends than to kowtow to one’s enemies, he said.Woolsey, who has previously called for the release of Jonathan Pollard from prison, repeated that position in the interview. He noted that Pollard’s sentencing judge laid down three criteria for parole: That Pollard express contrition, that he help the United States understand exactly what was taken and the implications, and that he agree to forego any proceeds from anything written or televised about what he did. That is, if he writes a book about his experiences, the money would go charity.Woolsey said that he knows that the first two conditions have been met by Pollard but added that he does not know whether the third one has been met. Nevertheless, he said, He’s now been in prison well over 20 years, well over the time any spy from any friendly country has spent in American prisons, and he didn’t get anyone killed.From my point of view,Woolsey added,if he would just satisfy that third requirement it ought to be possible for either parole or some kind of executive clemency to set him free.

Palestinian Authority Chairman Mahmoud Abbas on Wednesday said that he would be willing to resume negotiations with Israel, but conditioned it on Israel submitting an encouraging and helpful proposal that can be built upon.The Hebrew-language Ma’ariv newspaper reported that Abbas made the comments at a press conference with UN Secretary General Ban Ki-moon, after the two met in Ramallah.During the press conference Abbas stressed that as far as he is concerned, the solution to the Arab-Israeli conflict is establishing a Palestinian state within the 1967 borders [1949 armistice lines –ed.] and ending Israeli presence in occupied lands, including the Jordan Valley.Abbas added that the PA has a number of alternatives for negotiations, which he said he will discuss with the foreign ministers of the Arab League during their meeting on Saturday.Ban, who began his remarks in Arabic, praised Abbas for his state-building efforts. Referring to the peace process, Ban said it was time to establish a viable Palestinians state.

I continue to believe that the two-state solution is achievable through negotiations, Ban was quoted by Ma’ariv as having said. He later met with the PA’s Prime Minister Salam Fayyad.Earlier on Wednesday, Ban met with Prime Minister Binyamin Netanyahu, and asked Israel to reinstate the freeze on all construction in Jewish communities in the region, saying at a news conference it was not helpful to the peace process.But Netanyahu noted out that any discussion about a freeze on construction -- or any other action taken by Israel to move the peace process forward -- should come in context of the process itself, rather than as a precondition.This issue is part of the negotiations, he told Ban.It can't be a precondition.Netanyahu added pointedly that settlements are not the crux of the conflict, but rather, one of its outcomes. The conflict started 50 years before there were settlements.
