DANIEL 9:26-27

Prime Minister Binyamin Netanyahu is expected to meet Palestinian Authority Chairman Mahmoud Abbas later this month, Kol Yisrael radio reported on Wednesday night, citing officials in the PA.According to the report, the meeting will take place after Israeli and Palestinian Authority negotiators will meet for the first time since talks held in Jordan two months ago ended in failure.On Tuesday there were reports of preparations for a meeting between PA negotiator Saeb Erekat and Netanyahu’s envoy Yitzhak Molcho.According to the Kol Yisrael report, during the meeting Molcho will present the PA delegation with a letter to Abbas. The letter, said the report, will express Israel's willingness to resume direct negotiations without preconditions and will highlight the need for the PA to recognize Israel at the end of the process as a Jewish state. The letter will also highlight the need to reace a peace settlement that will ensure the security of Israeli citizens.Earlier this week, Abbas revealed the contents of a letter that he plans to send to Netanyahu, reportedly through Erekat during the meeting with Molcho.

The letter says, according to Abbas’ speech, Because of you, the Palestinian Authority is no longer an authority. You took all its powers and liabilities. We have nothing left, is that acceptable to you or not? Earlier on Wednesday it was reported that Netanyahu is expected to meet with Palestinian Authority Prime Minister Salam Fayyad after Passover.Sources in the PMO said that the two leaders will discuss the possibility of re-starting the long-moribund peace process.Peace talks between Israel and the PA have been frozen since Jordan hosted a series of exploratory meetings between Erekat and Molcho. The PA refused to continue to talk after those meetings and Abbas continued to impose preconditions on negotiations.The PA recently threatened to cancel all agreements signed after 2000 if Israel does not agree to their demands before peace talks.

Israel is on high alert going into the Passover holiday after a pair of Grad rockets fired from Egypt exploded in Eilat early on Thursday.It was the first the rocket attack on Israel from Egypt since the collapse of the regime of Hosni Mubarak more than a year ago.However, In August of 2010, five Katyusha rockets hit the city of Eilat. Two exploded in open areas and three fell into the sea. No injuries were reported.Rockets were also fired at Eilat in April of 2010. One landed in the sea, and one hit the Jordanian city of Aqaba.Nonetheless, Israel placed the IDF on its highest state of alert following a situation assessment by senior commanders after Thursday's attack. The alert comes as thousands of visitors begin arriving in the resort town of Eilat for the holiday.The move came just one week after IDF chief of staff Benny Gantz said Israel’s military would remain at full strength – but not high alert – over Passover. Gantz’s decision ended the Israeli tradition of the army going on vacation for Passover.The head of Eilat police said explosions were heard in Eilat soon after midnight. Police found the remains of one rocket in a construction site, about 400 meters from a residential area.Based on our working assumptions and the (rocket) range, yes, [the rocket was fired from Sinai],the police chief told reporters.He added that police were searching for more rockets that may have landed.The Israel-Egypt border had been relatively quiet since the two countries signed a peace agreement in 1979, but security officials say the Sinai has become a staging ground for terrorism against Israel since Mubarak's ouster in Februay 2011.Two weeks ago, the Israel Security Agency (ISA) arrested a Hamas terrorist who planned to kidnap an IDF soldier and aid in a suicide bombing in Eilat.Mahmed Abu Aadram, an operative in the Hamas terror organization operating in Sinai, was captured as he attempted to infiltrate into Israel with other terrorists.

In August 2011, terrorists from Sinai staged a cross-border ambush of a civilian Israeli bus on Route 12 near Eilat, killing 8 Israelis.In early March, Israel uncovered a plan by the Popular Resistance Committees to attempt a new attack on Route 12. Israel killed the PRC head – Zuhir Qaisi – In an airstrike, which led to a dramatic exchange of fire as Gaza's terror gangs fired over 200 rockets at Israel's southern communities.Israeli airstrikes targeting teams of terrorists launching rockets from densely populated areas killed 26, of whom at least 21 were terrorists.
IDF officials say the terror groups were attempting to use Gaza's civilians as human shields in violation of the rules of war.The ceasefire brokered four days into the exchange has been intermittently violated by Gaza’s terror gangs in the past month.

ECB cheap loans no substitute for reforms, Draghi warns 04.04.12 @ 18:35 By Valentina Pop

BRUSSELS - ECB chief Mario Draghi on Wednsday (4 April) said talk of an exit strategy from the one-trillion-euro cheap loans programme was premature, but warned that this was no substitute for reforms.Speaking at the monthly press conference in Frankfurt, the Italian banker defended the non-standard policy - criticised by some economists and the German central bank as a covert money-printing operation.Draghi said the so-called long-term refinancing operation (LTRO) injecting €1 trillion in eurozone's cash-strapped banks had averted a credit crunch and calmed markets.Any exit strategy talking for the time being is premature, he said, noting that any decision to wind down the programme - as the Bundesbank is calling for - would ultimately have to be endorsed by him.But he insisted that governments should take advantage of this window of opportunity and relative peace on the financial markets to undertake structural reforms.Raising borrowing costs in Spain were a proof of markets expecting reforms rather than market volatility, Draghi said.They (markets) are asking these governments to deliver on fiscal and structural reforms, and I don't mean Spain only,he added.

Interest rates on the 10-year Spanish government bonds leaped by 28 basis points to 5.7 percent on Wednesday during an auction in which Madrid was able to sell €2.6 billion worth of bonds. The yields are at their highest level since January.The disappointing bond auction comes despite fresh austerity measures announced last week, with budget cuts amounting to €27.3 billion this year. But investors are still concerned that Madrid will not be able to meet its deficit targets, after it missed them last year and obtained laxer ones for this year after negotiations with the EU commission and member states.The main negative effect, the main risk for the Spanish economy, is the perception that public accounts are not sustainable,economy minister Luis de Guindos told Reuters.He said this year's target of cutting down the deficit to 5.3 percent of GDP was very important but even more so for Spain in 2013 to reach the three-percent deficit ceiling allowed under EU rules - which would restore market confidence.But while Spain is seeking to curb its government spending, employment rates are deteriorating steadily: over 50 percent of young Spaniards were out of a job in February and almost a quarter of the adult workforce, according to EU statistics published Monday.Draghi admitted that all the fiscal consolidation measures are worsening the recession that has gripped the eurozone, but insisted that this was the only way to get back to sustainable growth in the longer term.
Growth can come from foreign demand and low interest rates,the banker said as the ECB decided to keep its key interest rate unchanged at one percent.

BRUSSELS - The effects of the financial crisis in the EU has resulted in many of the Union's richest member states sharply cutting back aid to developing countries.
Figures released Wednesday (4 April) by the OECD, a Paris-based thinktank, show that debt-ridden Greece - the recipient of two international bailouts - slashed its foreign aid by 39.3 percent in 2011.Spain, now in the midst of an unpredicted recession and under EU pressure to sharply reduce its budget deficit, made a 32.7 percent cut last year.Austria (-14.3%) and Belgium (-13.3%) also made significant cuts. Of the 15 richer EU member state that are part of the OECD's development assistance committee, only three - Germany, Sweden and Italy - increased their donations to poorer countries last year. Italy is on record for a massive 33 percent increase. But this is mostly due to debt forgiveness and increased refugees coming to the country.

By contrast, the six eastern, and poorer, EU member states that are members of the Organisation for Economic Cooperation and Development all increased their foreign aid in 2011.In total, aid given by EU countries fell to 0.42 percent of gross national income in 2011, from 0.44 percent the previous year.The EU decrease is part of a wider trend as countries feel the effects of the global recession, with overall international donations decreasing for the first time in 14 years.Development agencies have strongly criticised decisions to cut foreign aid, saying the moves were often made for political expediency rather than out of necessity.European countries are cutting aid faster than their economies are shrinking. We could see Europe entering an age of aid austerity, pulling back from supporting millions of poor people in developing countries.said Olivier Consolo, Director of Concord, the European Confederation of Relief and Development NGOs.The sweeping cuts to European development aid are inexcusable. This means the world’s poorest people are being made to pay the price of austerity whilst the bank bailouts continue, said Catherine Olier from Oxfam.The NGO noted that the cuts means that the EU is further off-track to meet its promise to give 0.7 percent of national income by 2015 to the poorest having already missed a 2010 target of providing 0.51 percent.It singled out Italy and Austria as countries that need to do more as they currently only give a tiny proportion of their incomes.

The US is the world's biggest donor followed by Germany, the United Kingdom, France and Japan. OECD general secretary Angel GurrĂ­a said the aid cuts were a cause for great concern.Aid is only a fraction of total flows to low income countries, but these hard economic times also mean lower investment and lower exports. I commend the countries that are keeping their commitments in spite of tough fiscal consolidation plans. They show that the crisis should not be used as an excuse to reduce development cooperation contributions.

Pensioner suicide shocks Greece

BRUSSELS - A pensioner committed suicide in the centre of Athens Wednesday (4 April) giving a public face to the hardship endured by many Greeks as the country slashes spending to satisfy international creditors.The man, a 77-year-old pharmacist, shot himself in Syntagma Square with some reports saying that he had shouted that he did not want to leave debts to his children.It later emerged that he had left a suicide note.I can’t find another way to react apart from putting a dignified end to things before I start looking through garbage in order to survive and before I become a burden for my child, said the note according to Greek paper Ekathimerini.His exact financial situation remains unclear but reports say he was seriously ill and was struggling to pay for medicine. His suicide prompted a spontaneous gathering of around 2000 people in Syntagma Square later on Wednesday.Peaceful at first, demonstrations turned during violent during the evening, as activists threw rocks and petrol bombs at police, who responded with tear gas and flash grenades.In these difficult times for our country we must all - the state and its citizens - support those next to us who are in despair, said Prime Minister Lucas Papademos.With the number of suicides in Greece having risen sharply in recent years, opposition centre-right leader Antonis Samaras said:I'm shocked, unfortunately this is not the first victim, we have a record rate of suicide. We have to get Greeks out of this despair.

The pensioner's apparent struggle to pay medical bill comes as Papademos' government has made massive spending cuts in the face of demands by the EU partners and IMF, which have agreed to give the country two loans: €110bn in 2010 and €130bn earlier this year.The cuts have seen unemployment shoot up while salaries and pension have dropped. Ordinary Greeks speak of the difficulty of trying to manage their money as the government imposes a series of one-off taxes.I had to pay 600 euro - the basic monthly salary in Greece - for a solidarity tax a couple of months ago. After that there came a special tax for anyone who owns property. The way it was implemented shows the government knew how unpopular it would be. So the property tax was taken through your electricity bill, Paul Kidner, a Greek entrepreneur, wrote on Yahoo News recently.The day after the pensioner's suicide Ekathimerini reported that hundreds of cancer patients are having trouble finding lifesaving drugs as hospitals cut down on their purchase of the expensive drugs and state doctors are wary of proscribing them.Greece's own internal woes come amid a wider European debate about whether the austerity medicine proscribed is not doing more long term harm to the patient than good.Critics says that the Greek economy will not be able to grow amid a spiral of spending cuts. Those in favour say that Greece has to get its house in order if it is to get money from others - with northern European government having to deal populations resentful of bailing out Greece.The Greek economy will have contracted a massive 17 percent between 2009 and the end of this year. But more austerity cuts are on the way. Athens is being asked to cover a fiscal gap of 5 percent in 2013 and 2014 in order to meet debt reduction targets - and eventually, say EU officials, put itself back on the growth track.

Russia’s foreign minister, Sergey Lavrov, warned other nations again on Wednesday not to arm the Syrian opposition, saying it would only escalate hostilities.
Speaking during a trip to Azerbaijan, Lavrov was quoted by The Associated Press as having said the Syrian opposition wouldn’t be able to overwhelm government forces even if it was supplied with weapons from abroad.Lavrov, according to AP, warned that a foreign military intervention would lead to even more disastrous consequences for Syria, where President Bashar Assad’s forces have violently cracked down on a yearlong uprising in which more than 9,000 people have died.Even if they arm the Syrian opposition to the teeth, it won’t be able to defeat the Syrian army, he said. The carnage will go on for many years.Saudi Arabia and Qatar have backed the idea of arming the opposition but the West remains opposed. Western nations moved instead to create a fund for the rebels at a meeting in Istanbul.Russia, along with China, twice vetoed United Nations Security Council resolutions on Syria, but Moscow has also strongly supported UN envoy Kofi Annan’s peace plan, which gives an April 10 deadline for Syrian troops to pull out of towns and cities.Lavrov reaffirmed on Wednesday that Assad needs to take the first step to end bloodshed, but said all international players need to back Annan’s proposals.He criticized Sunday’s meeting of the Friends of the Syrian People in Istanbul, saying it sent signals to the opposition that would undermine Annan’s plan.

Clarke has called for the creation of customs checks on all data leaving and entering US cyberspace.Clarke makes the call in relation to Chinese hackers stealing information and intellectual property from US firms.If given the proper authorization, the United States government could stop files in the process of being stolen from getting to the Chinese hackers. Clarke writes.If government agencies were authorized to create a major program to grab stolen data leaving the country, they could drastically reduce today’s wholesale theft of American corporate secrets.

While Clarke may well be coming at this subject well intentioned, the fact that government has a long history of attempting to crackdown on internet freedom and control the web will mean his words are a cause of concern for many.Under Customs authority, the Department of Homeland Security could inspect what enters and exits the United States in cyberspace… Clarke continues.And under the Intelligence Act, the president could issue a finding that would authorize agencies to scan Internet traffic outside the United States and seize sensitive files stolen from within our borders.We have seen with the recent attempts to pass legislation such as SOPA, PIPA, and ACTA, that the federal government is hell bent on skirting around legal oversight in order to seize more control over web content and communications.While those particular bills have more of a focus on copyright protection, there is a huge move afoot to use the issue of cybersecurity as a means to crack down on the free internet.The Obama administration is going all out to muster support in Congress for a bipartisan cybersecurity bill co-sponsored by Republican Senator Susan Collins and Independent Senator Joseph Lieberman and Democratic Senators Jay Rockefeller and Dianne Feinstein.

Critics contend that the bill contains several provisions that represent a sweeping power grab on behalf of the federal government.A measure recently added to the bill by Collins and Lieberman, and supported by Obama, would empower the Department of Homeland Security to conduct risk assessments of private companies in sectors deemed critical to U.S. national and economic security, forcing them to comply with expensive mandates to secure their systems.ISPs AT&T and Comcast have denounced the provision, declaring that federal oversight will stifle innovation.Such requirements could have an unintended stifling effect on making real cybersecurity improvements, Edward Amoroso, chief security officer for Dallas-based AT&T, said in testimony at a recent hearing. The Rogers bill gives companies a free pass to monitor and collect communications and share that data with the government and other companies, so long as they do so for cybersecurity purposes,the EFF said in a blog post.Just invoking cybersecurity threats’ is enough to grant companies immunity from nearly all civil and criminal liability, effectively creating an exemption from all existing law.Kendall Burman of the Center for Democracy and Technology spoke about CISPA in an interview with RT:We have a number of concerns with something like this bill that creates sort of a vast hole in the privacy law to allow government to receive these kinds of information.

About 12 tonnes of radioactive water is believed to have leaked from the Fukushima plant into the ocean.About 12 tonnes of water contaminated with radiation has leaked from Japan's crippled Fukushima nuclear plant.Plant operator TEPCO believes most of the water flowed into the Pacific Ocean. It says the contaminated water leaked from a treatment pipe.The water contained radioactive strontium which tends to accumulate in bones and can cause leukaemia.It is the second time in two weeks there has been a leak of contaminated water from the nuclear plant, prompting yet another apology from TEPCO.About 120 tonnes of radioactive water leaked at the plant's water decontamination system last month and about 80 litres seeped into the ocean, according to TEPCO.The water, once it has been used to cool the reactors, contains massive amounts of radioactive substances and is put into the water-processing facility so it can be recycled for use as a coolant.Our officials confirmed that cooling water leaked at a joint in the pipes, a TEPCO spokesman said, adding that it is possible that part of the water may have flowed outside the facility and poured into the ocean.

The leak has since been plugged, the spokesman added, saying the utility was probing the cause of the accident and how much, if any, water flowed into the Pacific.The plant, about 220 kilometres north-east of Tokyo was crippled by meltdowns and explosions caused by Japan's massive earthquake and tsunami in March last year.

Poking fun at a public figure who openly calls for skeptics of man-made global warming to be treated as a way of re-educating them is apparently off limits for You Tube, who censored a video in which Alex Jones used absurdist satire as a vehicle to illustrate the crackpot and dangerous beliefs of University of Oregon Professor Kari Norgaard.As we documented last week, during a climate change conference in London which promoted the idea of forcibly imprisoning humans in ghetto prison cities for the good of the earth, Norgaard presented a paper in which she characterized doubts about anthropogenic climate change as both racist and a sickness for which individuals need to be treated.The video, which can be viewed above via Blip.tv, contains a clip from Infowars Nightly News in which Alex Jones gives Professor Norgaard the coveted Skeksy Award, which is reserved for only the most ardent promoters of tyranny and authoritarianism.After Rush Limbaugh also directed scorn at Norgaard’s work, the University of Oregon had to back down and claim the inclusion of the word treated in the press release describing Norgaard’s paper was a mistake. Norgaard is now being framed at the victim of the whole piece, despite the fact that her dangerously authoritarian tendencies are shared by a raft of other prominent global warming alarmists.

Indeed, videos made by global warming alarmist groups showing children being blown up and having their guts splatted everywhere for not reducing their carbon footprint are apparently fine by You Tube, but suggesting Norgaard isn’t the most attractive woman on the planet is tantamount to hate speech.The humor directed at Norgaard is at worst sophomoric – it can hardly be described as being designed to harass, bully or threaten,which are the labels You Tube applied in deleting the clip and placing a strike against the Alex Jones Channel.This is straight out of the playbook of Obama’s information czar Cass Sunstein, who in a 2008 paper advocated taxing or outright banning political ideas not approved of by the establishment – including skepticism of man-made global warming.The Community Guidelines warning strike (see it here), cautions that the account is not in good standing because a You Tube user flagged the Norgaard video as having violated You Tube’s community guidelines which pertain to preventing, predatory behavior, stalking, threats, harassment, intimidation, invading privacy, revealing other people’s personal information, and inciting others to commit violent acts.When an account is considered by You Tube to be not in good standing,privileges are removed and repeated violations can result in termination of the account altogether, and with it the loss of tens of millions of video views and hundreds of thousands of subscribers.

This not only illustrates You Tube’s contempt for free speech – far more repulsive clips are routinely allowed on the platform without a whimper of complaint – it also underscores the dangers of how giant social media websites are taking over the web by forcing, through sheer weight of numbers, everyone to host their content with them and then that content being subject to selectively enforced censorship policies.
It also offers an insight into the mindset of the individual that flagged the video for You Tube’s censors to kill it. Global warming alarmists are so vehemently losing the debate on man-made climate change that they have openly resorted to attempting to crush the free speech of their ideological opponents in a bid to silence debate.
Indeed, as we documented on Monday, global warming alarmists have stripped away the veneer of their liberal, touchy-feely rhetoric in recent years to stridently call for the abolition of freedom and democracy, with some even advocating that climate change skeptics be forcibly re-educated, incarcerated in concentration camps, treated like Nazi war criminals, or even executed.While some may find it offensive that Jones referred to Norgaard in a derogatory manner, what’s a thousand times more offensive is her gall in brazenly advocating that anyone who dares challenge the man-made global warming mantra be treated, presumably with the aid of pharmaceutical drugs, for having a psychiatric disorder, or that they be smeared as racists simply for disagreeing on a highly contentious scientific issue.Not challenging that kind of arcane, ludicrous and despotic rhetoric, which has been embraced by others in the scientific field, is far more dangerous than Alex Jones cracking jokes about Norgaard being a stereotypical cat lady.

NEW YORK (Reuters) - A blind trust in the name of Ann Romney, wife of Republican U.S. presidential hopeful Mitt Romney, was an investor in a fund run by Goldman Sachs Group Inc that had invested in a media company which critics say facilitates sex trafficking. While there is no suggestion the Romneys knew about the investment, the disclosure highlights the difficulty for politicians and their families when they invest in blind trusts that are supposed to protect them from conflicts of interest and ethical questions.According to an August 2011 financial disclosure report by the Romneys, Ann Romney's blind trust had an investment valued between $15,001 and $50,000 in Goldman's GS Capital Partners III.Goldman said on Sunday that GS Capital Partners III signed a deal last Friday to sell its 16 percent stake in Village Voice Media, which owns the website Backpage.com, back to management.

Critics argue that Backpage.com facilitates the trafficking of underage prostitutes and sex slaves, although others question that.Andrea Saul, a spokeswoman for Romney, stressed that the funds were managed on a blind basis, so the trustee, not the Romneys, make their investment decisions.Furthermore, the trustee invests in funds, but, as a passive investor, has no control over the funds' investments.Goldman's divestiture is the latest development in a growing controversy over online adult advertising that has pitted celebrities, law enforcement officials, members of Congress and New York Times columnist Nicholas Kristof against Village Voice Media.The private media company has the largest share of revenue in the United States from online advertising of adult services.It has responded aggressively, challenging critics' data with editorial investigations and claiming that it goes to far greater lengths than competitors in cooperating with law enforcement and monitoring its ads for illegal activity.The original size and timing of the blind-trust investment were not disclosed, though in 2007 the Ann Romney trust reported during Mitt Romney's previous failed attempt to get nominated as Republican presidential candidate that its investment in the Goldman fund was then worth between $100,001 and $250,000. Bell's Astral buy targets media convergence

On March 16, the media house that George Cope built got a little bigger. That was the day the BCE Inc. CEO announced that his company had bought Astral Media of Montreal for $3.38 billion in cash and stock. And while the market may be ambivalent about the deal (BCE’s stock initially slipped, and has basically gone sideways since the announcement), media buyers and strategists endorse the move, given the increasingly global marketplace for media content.The deal comes on the heels of BCE’s joint purchase (with rival Rogers Communications) of Maple Leaf Sports and Entertainment for $1.32 billion last December, and the $1.3-billion acquisition of CTV last September. It helps BCE (which owns Bell Canada and Bell Media) bulk up against Canadian competitors Rogers, Shaw and, more pointedly, Quebecor Inc., which has long dominated the Quebec market. But those domestic players aren’t the only ones vying for Canadian eyes and ears. Bell’s move for Astral’s radio stations and specialty TV channels is also meant to combat emerging global digital players such as Netflix, Google and Apple.

Netflix, which launched in Canada 18 months ago, already has more than a million Canadian subscribers and has vowed to bring its content offering up to the standards Americans already enjoy. Meanwhile, more Canadians are downloading movies and TV shows on Apple’s iTunes, and Google has spent more than US$100 million on original content deals with partners such as Thomson Reuters, The Wall Street Journal, Vice and The Onion.All of these online options are being viewed not only on computers, iPads and smartphones, but through the increasing number of web-connected TVs. According to Comscore, total online video viewership in Canada was up 58% in 2011. The Prosecutor for the International Criminal Court in The Hague announced Tuesday that he rejected a complaint filed by the PA against Israel for alleged war crimes during Operation Cast Lead in Gaza in 2009.The prosecutor explained that only states can file a complaint with the International Criminal Court.The Palestinian Authority is only an observer at the United Nations and not a member state.The prosecutor's office noted that, for its purposes, the recognition of Palestine by 130 countries and several international organizations, including UN organizations, was immaterial.

The decision brings an end to a PA bid launched on 22 January 2009 to gain defacto recognition by the ICC by granting the Hague jurisdiction over the territory of Palestine.The PA's declaration purported to invoke Article 12 (3) of the Rome Statute, which specifically enables a state which is not a party to this Statute to request that the ICC exercise its jurisdiction on an ad hoc basis with respect to an alleged crime in that state’s territory, or involving its nationals.The Foreign Ministry responded to the decision,Israel notes the decision of the Prosecutor International Criminal Court, that it does not have jurisdiction to hear complaints from the PA at this time.Israel made it clear from the beginning that the ICC had no jurisdiction to hear such complaints and welcomes the prosecutor’s decision to that effect,it added.ICC authority is derived from the Rome Statute. In 2002, both the United States and Israel, unsigned the Rome Statute, indicating that they no longer intend to become states parties and, as such, they have no legal obligations arising from their signature of the statute.

Israeli officials have stated they have deep sympathy with the goals of the ICC, but are concerned that political pressure on the Court would lead it to reinterpret international law or to invent new crimes.It cites the inclusion of the transfer of parts of the civilian population of an occupying power into occupied territory as a war crime as an example of this trend, while at the same time disagrees with the exclusion of terrorism and drug trafficking.Israel sees the powers given to the prosecutor as excessive and the geographical appointment of judges as disadvantaging Israel, which is prevented from joining any of the UN Regional Groups.In other words, the PA's declaration to the Office of the Prosecutor amounted to an official request to confirm that the PA can be considered a state for purposes of ICC jurisdiction.

Forecast: eurozone recession to end in spring

BRUSSELS - The national statistics offices of France, Germany and Italy on Tuesday (3 April) jointly forecast that the eurozone recession will end in spring, with meagre growth projected in the summer.The institutes said the eurozone contracted by 0.2 percent of GDP in the first three months of this year after a 0.3 percent recession in the last quarter of 2011. In the coming three months, the eurozone is expected to have zero growth, followed by feeble growth of 0.1 percent in the summer, as exports accelerate.Fiscal consolidation and deteriorating labour market conditions will weigh on household consumption, the institutes warned.Activity will gain slowly, but growth will stay weak,they said, noting that with more confidence having returned to the financial sector, it should be easier to take up loans.But investment is likely to remain sluggish,they added.Finally, oil prices have increased since the start of 2012, thanks to geopolitical troubles, and further increases cannot be excluded.Meanwhile, Italy's austerity measures introduced by the highly praised technocrat Prime Minister Mario Monti are starting to have an effect.

The country's gross domestic product contracted by one percent in the first quarter compared to the last three months of 2011, according to an estimate from the Confindustria business lobby.With austerity, one doesn't grow, industry minister Corrado Passera said Tuesday in Rome.Outside the eurozone, Britain's economy has started to grow again and avoided a double-dip recession, the country's chambers of commerce said Tuesday.Growth is predicted at 0.3 percent in the first three months of 2012, after a contraction of 0.3 percent in the last quarter of 2011. COPENHAGEN - EU ministers are hopeful their decision to raise the combined ceiling of two eurozone bail-out funds to €700 billion will be enough to secure an increase in contributions from the International Monetary Fund (IMF).A two-day meeting of EU finance ministers in Copenhagen ended on Saturday (31 March) with renewed appeals to foreign countries to step up their contributions to the IMF war chest.It's important to ensure the IMF has sufficient resources to play its systemic role in the global economy, Danish economy minister Margrethe Vestager told a press conference after the meeting.She said the decision by eurozone ministers is very important in this respect. What we are hoping for is an agreement in Washington later this month when the IMF board is to decide on an increase in its own lending capacity.IMF chief Christine Lagarde was quick to welcome the EU deal, suggesting this would pave the way for a boost in her institution's resources.The combined ceiling of the eurozone bail-out funds, along with other recent European efforts, will strengthen the European firewall and support the IMF’s efforts to increase its available resources for the benefit of all our members,she said in a press statement.

But Canada immediately poured cold water on the idea. It said the deal was insufficient and suggested IMF money should be used to rescue poor countries rather than the eurozone.We think the primary role of the IMF is, and ought to be, supporting the poorer countries of the world, and those countries do not include European countries, which are among the wealthier countries in the world,finance minister Jim Flaherty told reporters in Toronto on Friday.The IMF currently has a lending capacity of $380 billion and aims to boost its coffers to cover an estimated $1 trillion in funding needs over the next two years. But getting countries like Brazil, China, India and even the US and Canada contribute to that increase when part of the money is to be channelled back to the eurozone is proving difficult.
Eurozone ministers on Friday re-affirmed their commitment to pay €150 billion in bilateral loans to the IMF, but non-euro EU countries who should come up with another €50 billion have so far failed to pledge exact figures. The UK is particularly reluctant to contribute.In addition, the leaders of Brazil, Russia, India, China and South Africa last week warned that the only way they would agree to an IMF increase is if the voting system - currently favouring Europeans and Americans - is changed.Meanwhile, Financial Times columnist Wolfgang Munchau discouraged non-European countries from boosting the IMF reserves because the eurozone firewall is still not big enough.The G20 should tell the eurozone that Friday’s deal is unacceptable. It is unreasonable to expect the rest of the world to make up the rest, especially given the negative impact of the eurozone’s austerity programmes on the rest of the world. The G20 should instruct the eurozone to return to the negotiating table.

UNITED NATIONS (Reuters) - The success or failure of Kofi Annan's peace plan for Syria will depend largely on how willing Russia is to keep sustained pressure on a government that Moscow is determined to protect from Western calls for regime change.
Even if, as expected, Syrian President Bashar al-Assad fails to comply fully with an April 10 deadline to halt military operations and pull its army out of population centers, U.N. diplomats say Annan will keep pushing Russia and China to help him pressure Damascus to end the year-long conflict.The former U.N. secretary-general, now an envoy for the United Nations and the Arab League on Syria, told the 15-nation Security Council on Monday the Syrian government had agreed for the first time to a deadline to halt fighting by April 10, to be followed by an end of rebel operations within 48 hours. The council hopes to endorse the deadline formally soon.Russia has endorsed the April 10 deadline, and said Assad's government should take the first step toward a cease-fire. While Moscow still staunchly opposes outside intervention in the Syrian conflict, diplomats and observers said its position has shifted toward putting more pressure on Damascus.It is difficult to find a U.N. official or diplomat in New York who believes Assad will fully keep his word, since he has failed to keep all previous promises to halt his assault on pro-democracy demonstrators and rebels.U.S. Ambassador to the United Nations Susan Rice, president of the Security Council this month, summed up the atmosphere of skepticism prevailing among Western powers on the council.The United States is concerned and quite skeptical that the government of Syria will suddenly adhere to its commitments,Rice told reporters on Tuesday.In the event that it does not, we will be certainly consulting with colleagues on the Security Council as to what are appropriate next steps.What next steps could those be? In theory, the council could impose sanctions on Damascus or even authorize military intervention to protect Syrian civilians as it did last year in the cases of Libya and Ivory Coast.

But Russia, supported by China, has made clear that it opposes U.N. sanctions and will never back military force to topple the Syrian government. Moscow and Beijing have twice vetoed resolutions that condemned Syrian military assaults on protesters and hinted at the possibility of sanctions.Still, if Annan reports to the council that Assad has failed to comply with the deadline and urges it to pass a resolution to pressure Damascus to implement his six-point peace plan, it would be difficult for Russia to ignore such a request.Annan's plan calls for an end to the fighting and dialogue between the government and opposition aimed at initiating a political transition. It falls short of an Arab-League plan calling for Assad to step aside, a proposal Damascus and Moscow vehemently rejected.All the while, the body count in Syria continues to rise. The United Nations says the Syrian army has killed more than 9,000 people while Damascus blames rebel armed groups for the death of some 3,000 members of the security forces.Opposition activists accused Syrian troops of shelling two cities on Tuesday in a campaign to weaken forces fighting Assad's government before the ceasefire deadline. Rebel fighters also kept up their attacks, killing three soldiers in separate actions in northern Syria.

RUSSIA LOSING PATIENCE WITH ASSAD

Russia has repeatedly accused the United States and Europe of tricking it in March 2011 into abstaining on a council resolution authorizing military force to protect Libyan civilian so that NATO could help rebels topple leader Muammar Gaddafi.Russia has three goals at the moment, a senior Western diplomat said.To punish the West for Libya, to show that it is a diplomatic power that can't be ignored, and to protect its naval port in Syria. These three goals are very important.But Russia, which has its only warm-water naval port outside the former Soviet Union in Syria, has grown increasingly frustrated with Damascus and its failure to end an uprising that began over a year ago and has expanded to the point that the country is on the brink of civil war.Speaking on condition of anonymity, a U.N. diplomat who has been following Syria closely said there had been a major shift in the Russian position. They have very clearly had enough of the prevarication and intransigence from the Syrian regime.A senior U.S. official described Moscow's support for the deadline as an important shift.What this is doing is preventing him (Assad) from running out the clock, and to do that they had to put a certain date on it,the U.S. official said.

Several Western diplomats said Russian Foreign Minister Sergei Lavrov had privately told several of his European counterparts that Assad would probably be ousted, but someone from his minority Alawite inner circle - the Alawites are a Shi'ite offshoot - would step in and keep Assad's policies.Russia believes regime change in Syria would result in an Islamist regime after a great deal of bloodshed,a senior diplomat said.They would rather keep the current government roughly in place, with or without Assad.Georgy Mirsky, a Russian Middle East expert, echoed this view. He said Moscow hopes Assad will stay in power but is hedging its bets to prepare for any outcome, improve its image, and retain diplomatic clout. He said Russia's support for Annan's peace plan and for the demand that government forces take the first ceasefire step did not mean Moscow had abandoned Assad or would pressure him to withdraw from areas that could fall under control of his foes.Of course Russia wants the Assad government to stay, but it is not quite sure of his survival,said Mirsky, chief research fellow at Moscow's Institute of World Economy and International Relations. A few months ago, if you asked a Russian official, he would tell you there's no doubt that very soon it will all be over and the rebellion will be crushed. BEIRUT (Reuters) - At least 70 people were killed in intense fighting in Syria over the past 24 hours, activists said on Wednesday, despite the imminent arrival of a U.N. team to discuss a possible mission to monitor a ceasefire set for next week.
Western powers were seeking U.N. Security Council endorsement of envoy Kofi Annan's deal with Syrian President Bashar al-Assad for an April 10 withdrawal of military forces, to be followed within 48 hours by a ceasefire by rebel forces.Let me say that from the U.S. point of view, and I think the point of view of many member states, what we have seen since April 1 is not encouraging, U.S. ambassador to the United Nations Susan Rice said.If Assad uses the next seven days to intensify the violence, Rice said, the Security Council would need to respond urgently and seriously.Human rights group Amnesty International said it had counted 232 deaths since Syria accepted Annan's proposals on March 27.The evidence shows that Assad's supposed agreement to the Annan plan is having no impact on the ground,it said.
Nevertheless, an advance party from the U.N. peacekeeping department was due in Syria shortly to discuss deploying a team of around 250 observers to monitor a ceasefire. It is headed by Norwegian General Robert Mood, Annan's spokesman said.

The opposition Syrian Observatory for Human Rights, a British-based monitor which collates reports from inside Syria, said 58 civilians and 18 soldiers were killed on Tuesday.It said 20 civilians died in Homs province, including 15 killed in bombardment, shooting and sniper fire in Homs city.In Idlib province, 20 civilians and seven soldiers were killed in clashes in Taftanaz village, east of Idlib city. Rami Abdulrahman, head of the SOHR, said rebel fighters had hit at least two of the tanks bombarding the village.The Syrian state news agency SANA said several terrorists and three security men were killed in Taftanaz.Armed terrorist groups ... were attacking citizens, and perpetrating acts of killing, kidnapping and planting explosives,it said.At a poultry farm in a Dir Baalba orchard (Homs province), the terrorists killed a number of citizens in cold blood, mutilating and burning their bodies after kidnapping them. The terrorists also killed four women at one house in the same neighborhood after storming it,SANA said.Accounts of the violence can be difficult to verify because Syria's government restricts access to independent journalists.Annan's peace plan is the latest international effort to end a year of bloodshed that began with peaceful protests against Assad's authoritarian rule. The envoy presented it to the Syrian leader on March 10 and got a positive reply 16 days later.But his acceptance of a troop withdrawal has met skepticism among the Syrian opposition and its Western and Arab supporters.Some analysts predict that huge numbers of Syrians would fill the streets to demand Assad's resignation if the threat of armed repression were lifted. Millions will start demonstrating and Assad can't afford to see this,said Randa Slim, from the Middle East Institute in Washington.

A video said to have been filmed in Damascus on Tuesday night showed a line of fire, probably from burning tires, cutting off six lanes of traffic on a downtown expressway.The United Nations estimates Assad's forces have killed more than 9,000 people in the past year, while the government says about 3,000 security personnel have been killed by insurgents.France said it would hold a meeting in the next two weeks to discuss sanctions on Syria to ensure they are implemented ahead of the next Friends of Syria meeting due to be held in Paris.There is a final date of April 10, but it's from now that Mr Assad must begin implementing the immediate measures he has committed to,Foreign Ministry spokesman Bernard Valero said.If the regime continues its refusals, its massacres, then it will be pouring scorn on and insulting the entire international community, he said.But Syria's ally Russia again attacked the Friends of Syria group of Western and Arab nations who met in Istanbul at the weekend, saying it was undermining Annan's peace mission.Everyone has supported Kofi Annan's plan, but decisions at the Friends of Syria group meeting aimed at arming the opposition and at new sanctions undermine peace efforts, state-run Itar-Tass quoted Foreign Minister Sergei Lavrov as saying.Lavrov said that even if the opposition is armed to the teeth, it will not defeat the Syrian army. There will be slaughter for many years.

The Syrian news agency SANA said Foreign Minister Walid al-Moualem met the president of the International Committee of the Red Cross, Jakob Kellenberger, and agreed on a cooperation mechanism for humanitarian assistance. It gave no details.Kellenberger was due to visit the southern city of Deraa near the border with Jordan on Wednesday. Iran proposes Iraq, China as nuke talks venue

TEHRAN, Iran (AP) — Iran's foreign minister said Istanbul remains an acceptable location for talks with world powers over Tehran's nuclear program, but noted Wednesday that his country has proposed other venues — such as Iraq or China — for the negotiations scheduled to start next week.The suggestions of alternative sites raised the possibility of complications to get talks under way as expected on April 13 between Iran and envoys from the five permanent U.N. Security Council members and Germany. It also could bring accusations of stall tactics by Iran's leaders.Iran's foreign minister, Ali Akbar Salehi, said Istanbul was Iran's first choice as a venue. It has now been publicly cited by the U.S. and others as the site of the talks.But Salehi appeared to leave open the possibility, however small, that the negotiations could shift to another location.Holding talks in Baghdad, and also China, as venue has been out there, Salehi told reporters after a Cabinet meeting in Tehran. This is a course that both sides need to agree on ... Istanbul was our initial proposal as the venue for the talks. The Europeans initially rejected but then agreed. At the same time, we had other countries in mind.Salehi noted that the content of the talks is more important than the venue and timing.I think the future talks, compared to the past, will hopefully be better and forward steps will be taken,he said.

Talks broke down in January 2011 over Iran's refusal to halt uranium enrichment in exchange for reactor-ready fuel from abroad. The West and others fear Iran could use its ability to make nuclear fuel as the foundation for an eventual atomic weapons program. Iran insists it only seeks nuclear power for energy and medical research.In Baghdad, Iraq's foreign ministry said late Tuesday that Baghdad was proposed as a venue for talks during a meeting between an Iranian delegation and Iraqi Foreign Minister Hoshyar Zebari. It said Zebari welcomed the proposal and promised to make the necessary contacts with relevant international parties.Earlier this week, U.S. Secretary of State Hillary Rodham Clinton said the talks would take place in Istanbul.Iran's relationship with Turkey, however, has been strained recently by Turkish pressures on Syrian President Bashar Assad, a vital ally for Tehran. BRUSSELS - The Belgian foreign ministry is to investigate allegations that Syrian intelligence is terrorising Syrian opposition expats in the EU capital.Foreign minister Didier Reynders told Belgian Liberal MEP Louis Michel on Friday (30 March) that he will personally look into claims that Syrian diplomats in Brussels have threatened people who take part in anti-regime rallies that their families in Syria will be harmed unless they stop.We don't have any evidence at this stage. But the minister and I believe this really is happening. He believes there could be problems in other EU capitals as well, so he will ask his colleagues in the EU Council to investigate ... He promised me to be very engaged on this, Michel, a former Belgian foreign minister and EU commissioner, told this website.Michel spoke to Reynders after meeting privately with Syrian activists who made the accusations.EUobserver interviewed three anti-regime expats who also say they were threatened. One of them believes that a close relative of his was shot dead in Syria earlier this year because of his activities in Brussels.Two of them asked to remain anonymous because their families still live in Syria. One said he is scared to file a statement with Belgian police in case his name comes out. Another one said he cannot go to police because he does not have a Belgian residency permit.

The third contact - Hassan Addaher, a graphic designer who helps run the Brussels-based NGO, the Comite Belge Pour Soutenir la Revolution Syrienne - said his cousin, Abdel Baset Shamoot, was tortured and killed in Homs in January. He agreed to speak on the record because he has no more relatives in Syria.He noted that four other family members of Belgian-based activists have been killed in Syria in recent months.The Syrian community in Belgium is so small that it is difficult to believe this is a coincidence,he said.The allegations center around Wael Saker - a diplomatic attache at the Syrian embassy.Addaher said that Saker is a senior officer in the Syrian mukhabarat (intelligence services) and that he operates a network of Syrian and Lebanese-origin shabiha (agents/militia) who infiltrate anti-regime groups to collect names, make threatening phonecalls and go to some anti-regime rallies to try to provoke violence.He also accused Saker of driving a black Mercedes at high speed at protesters outside the Syrian embassy on 5 February in an incident captured on camera.He knows how Syrian intelligence works because his father, Abdullah Addaher, served in the mukhabarat for two years. He later became a general in the signals corps, but fled to Jordan in 1981.Addaher said Saker has interrogated friends of his who went to the embassy for routine paperwork. He indicated that Belgian security services know about the problem: one Belgian security contact told him the Brussels shabiha get €250 a head each time they come to yell pro-regime slogans.Attaches normally have designated roles - on trade, or culture and so on.

The Syrian embassy declined to tell this website what kind of attache Saker is.Its press office said in a written statement: Those old accusations are unfounded. Some people are trying to market them in order to harm the national role of Syrian embassies ... but we challenge anyone to come even with one proof.On the shabiha allegation, it said: Syrian expatriates in their vast majority have expressed their fabulous feelings and stands [sic] in solidarity with their country in these difficult circumstances.It added there is no institutional link with the embassy and pro-regime NGOs in Belgium, such as the Association of Syrian Expatriates.EUobserver also phoned a Belgian mobile number from which Addaher says he received two threatening calls.The man who answered identified himself as Aiman Alamen. He said he comes from north Syria and owns a second-hand clothes business in Belgium.He said he has no links with the Syrian embassy, but supports the Syrian leader because his relatives in Syria tell him the opposition is killing innocent people. He admitted to shouting abuse at Addaher. But he said he did it because he was sick of getting text messages asking him to go to anti-regime rallies. He said he called a second time to say sorry for losing his temper.As for the Syrian ambassador in Belgium, Mohamad Ayman Soussan, an EU diplomat told this website:He is a gentleman. If this is going on, I don't believe it's on his instructions.Addaher agreed.I hate to defend [any of] them. But many Syrian diplomats are suffering just like us - if they say anything against the government, they lose their family,he explained.

Israeli Prime Minister Benjamin Netanyahu will meet next week with Palestinian prime minister Salam Fayyad, Israeli and Palestinian officials said on Wednesday.Prime Minister Netanyahu will meet with Palestinian prime minister Fayyad next week, the Israeli premier's spokesman Ofir Gendelman said in a statement posted on his official Twitter feed.Palestinian officials confirmed the meeting and said Fayyad would hand Netanyahu a letter from Palestinian president Mahmud Abbas about the stalled peace process.
