Canada closes embassy in Iran, to expel Iranian diplomats

Quakes in southwest China kill dozens, damage 20,000 homes

BEIJING (Reuters) - Two shallow 5.6 magnitude earthquakes hit mountainous southwestern China on Friday, killing at least 64 people and forcing tens of thousands of people from damaged buildings, state media said.The quakes struck near the border of Yunnan and Guizhou provinces, the first one at 11:19 a.m. (0319 GMT) and the second one about 45 minutes later, the U.S. Geological Survey said.About 700 people were injured and 20,000 homes damaged in the remote mountainous region about 350 km (210 miles) from the Yunnan provincial capital Kunming, the official Xinhua news agency said.As the number of dead climbed throughout the day, state media reported that Premier Wen Jiabao would travel to the area, as he has often done when disasters strike Chinese regions.President Hu Jintao called for disaster relief to be dispatched to the area while attending the Asia-Pacific Economic Cooperation forum in the Russian city of Vladivostok.

Most of the victims were from Yiliang county in Yunnan, near the epicenter of the quakes, which struck at a depth of about 9 km (5.6 miles) according to the USGS.By mid-afternoon, authorities had moved more than 100,000 from the area as a series of more than 60 aftershocks struck. No deaths were reported in Guizhou province.Calls to police stations and hospitals in Yiliang went unanswered, but a worker at No. 2 Renmin Hospital in Zhaotong city said medical staff were busy treating the injured."We have admitted injured people, but don't have an overall number yet, and we can't comment without government approval," he told Reuters, declining to give his name.Buildings in China's less developed regions are often thrown up with little regard for construction standards, making them susceptible to earthquakes.Footage from state broadcaster CCTV showed boulder-covered roadways, abandoned cars and black smoke pouring from buildings."The hardest part of the rescue now is traffic. Many structures in the area are built with mud and timber, making them more prone to collapse, the International Federation of Red Cross and Red Crescent Societies said."On the other hand, extricating people trapped in these structures may be easier than from under concrete/brick homes, meaning that there could be many more injuries proportionate to the number of deaths," it said.In 2008, about 87,600 people were killed in the southwestern province of Sichuan when a 7.8 magnitude earthquake hit. Palestinians criticize Democrats' Jerusalem stance

RAMALLAH, West Bank (AP) — The Palestinians are criticizing the U.S. Democratic Party's decision to declare Jerusalem as the Israeli capital.The Democrats on Wednesday restored language in the platform saying Jerusalem "is and will remain the capital of Israel." A day earlier, the language had been removed from the platform, prompting Republicans to question President Barack Obama's support for Israel.The language is at odds with U.S. policy calling for the status of Jerusalem to be resolved through negotiations. Both Israel and the Palestinians claim east Jerusalem.Nabil Abu Rdeneh, an aide to Palestinian President Mahmoud Abbas, said Thursday the Democrat's decision might just be "election propoganda." He said a failure to recognize the Palestinian claim to east Jerusalem will "destroy the peace process" and lead to "endless war."
Israeli officials declined comment.

The Melkite Greek Catholic Church leader will ask the pope to recognize the Palestinian state when he arrives next week for his first visit to Lebanon, a Catholic website said Thursday, according to AFP.

ECB to buy Spanish bonds, but with strings attached

FRANKFURT - The European Central Bank on Thursday (6 September) announced an "unlimited" bond-buying programme once governments apply for eurozone financial assistance with strict conditions and supervision."The Governing Council today decided on the modalities for undertaking Outright Monetary Transactions (OMTs) in secondary markets for sovereign bonds in the euro area," ECB chief Mario Draghi said in a press conference after chairing the council of eurozone's central bank governors.The new programme will allow the ECB to buy government bonds with a maturity of 1-3 years from countries phasing out of a bailout or for countries who are entering a new bailout programme, be it full-blown of 'precautionary'."Unlimited" - a key word - meets expectations raised by Draghi earlier this summer when he promised the ECB would do "whatever it takes" to save the euro.He explained that the eurozone continues to be very "fragmented" and that in some countries the reforms done are not enough to convince markets, which are still spooked by the prospect of a possible breakup of the eurozone.Such fears, he insisted, were completely false. "The euro is irreversible," he said.During the vote in the council of bank governors, only Germany's Jens Weidmann opposed the plan, in line with his previous statements."Monetary policy is at risk of becoming the tow-rope of fiscal policy. Its capacity to ensure a stable currency in the eurozone should not be jeopardised with such interventions," Weidmann said in an emailed statement.But his stance is unlikely to hamper the new scheme, particularly since one of the core German principles is kept: no money without strings attached."We had the previous experience, it had just one leg and it didn't work," Draghi said, in reference to the mistake made last year when it relied on a gentleman's agreement with then Italian Prime Minister Silvio Berlusconi to make reforms in return for bond purchases, only to be left in the cold once Rome's borrowing costs went down.Draghi warned governments that may apply for such aid that the ECB will suspend the bond purchases if the conditions enshrined in a memorandum of understanding with the eurozone bailout fund are not kept.The same wording came also from German Chancellor Angela Merkel on Thursday, who met Spanish Prime Minister Mariano Rajoy in Madrid just as the ECB was convening: "Monetary intervention cannot replace political action," she warned.Signalling that Berlin is fully behind the new scheme, Merkel said that OMT was "in line with the ECB mandate" of ensuring a stable euro, while keeping its full independence from politics.She denied having talked about any new bailout requests with Rajoy, but said she was "very impressed" with the reforms his government was pursuing.Rajoy also denied having held any discussions about a possible aid request. The IDF Rabbinate is purchasing 400 new shofars for use during the Hebrew months of Elul and Tishrei. The shofar, made of a ram’s horn, is blown to help arouse Jews to repentance before Rosh Hashanah, the Day of Judgment, and Yom Kippur, the Day of Atonement.Prior to the purchase, the Rabbinate gathered all of its current shofars to see how many were still fit for use, and any damaged horns were replaced.The army uses shofars that are kosher according to all rabbinic opinions, in order to ensure that soldiers of all backgrounds will be equally able to fulfill their religious obligation to hear the horn sounded.The need for hundreds of new shofars reflects a growth in the number of IDF soldiers who observe Torah law.The army is also working to provide soldiers who can lead services during the holidays. Former and current Hesder yeshiva students will be sent to bases and outposts across the country to ensure that there are public prayers and that the shofar is blown.

U.S. Ambassador Dan Shapiro had denied earlier reports of a heated argument with Netanyahu.“It was very, very clear that the Israelis had lost their patience with the administration,” Rogers said, as reported by the Washington Post.The U.S. State Department did not comment on Rogers’ confirmation of his earlier account of the August 24 argument, other than to say that America’s relationship with Israel remains strong.Netanyahu reportedly grew extremely upset over U.S. “stalling” on Iran’s nuclear program. “Instead of effectively pressuring Iran, Obama and his people are pressuring us not to attack its nuclear facilities,” he allegedly accused.“We’ve had sharp exchanges with other heads of state and other things, in intelligence services and other things, but nothing at that level that I’ve seen in all my time where people were clearly that agitated, clearly that worked up about a particular issue,” Rogers said.Both Israeli and U.S. leaders have stated that all options are on the table when it comes to preventing Iran from obtaining nuclear capability. Israeli leader urges EU to blacklist Hezbollah

BRUSSELS - Israeli Prime Minister Benjamin Netanyahu has told Italy's foreign minister the EU should designate Hezbollah as a terrorist entity. But EU diplomats are wary of the move."There is one ... effort that I think Europe could make to advance the cause of security and peace, and that is to declare Iran's proxy, Hezbollah, a terrorist organisation. It is exactly that. It's the world's leading terror organisation, and Europe could contribute much by declaring it for what it is," he said at a meeting with Italy's Giulio Terzi in Jerusalem on Wednesday (5 September).The statement is the latest in a campaign to EU-list the Lebanese group after Israel and the US blamed it for bombing Israeli tourists in Burgas, Bulgaria in July.Israel's foreign minister Avigdor Lieberman at the time asked Cyprus, the current EU presidency, to start talks on the decision.
US state department counter-terrorism chief, Daniel Benjamin, was in August cited in the New York Times as saying: "We assess that Hezbollah could attack in Europe or elsewhere at any time with little or no warning."The American Jewish Congress (AJC), a Washington-based lobby with an office in the EU capital, last month also sent letters to EU foreign ministers pleading for the step. "No matter who carried out this atrocity [Burgas] on European Union territory, the EU's continued refusal to put Hezbollah on its terror list is simply indefensible," its Brussels chief, Daniel Schwammenthal, said in an op-ed in the Wall Street Journal at the time.Meanwhile, a senior EU diplomatic source told EUobserver that Netanyahu did not give Italy's Terzi any evidence that Hezbollah did the Burgas bombing.Echoing the Cypriot foreign minister, Erato Kozakou-Marcoullis, who in July told Lieberman there is "no [EU] consensus" on whether to list Hezbollah, the source noted that: "Any decision needs to be discussed in depth at EU level. It's not a decision to be taken at national level."He added: "It should be discussed in a general context of the balance of EU foreign policy, one has to consider all the factors inside Lebanon."Another senior EU diplomatic contact told this website that Hezbollah is not on the agenda at a meeting of EU foreign ministers in Cyprus on Friday. But he noted that talks on Syria are likely to stray onto Hezbollah at the informal event.The contact said any EU decision will be taken at two levels: technical and political.One one hand, EU countries' counter-terrorism specialists, who meet regularly at the EU Council in Brussels and who recommend actions to ministers, are waiting for their Bulgarian colleagues to say what happened in Burgas.On the other hand, ministers will take into account the political implications for EU relations with Arab countries and for Middle East stability in general.
"Whoever calls out Hezbollah is likely to face consequences in terms of the perceptions about them in Lebanon. European nations need to make some strategic considerations. But the most important thing is to wait for the [Burgas] evidence," the EU diplomatic contact noted.Hezbollah is the dominant military force in Lebanon and the political party of Shia Muslims in the south and east of the fragile country.It is also admired in the wider Arab world as the only Arab force which recently inflicted military defeat on Israel, the regional superpower, after forcing its withdrawal from Lebanon in the 2006 war.The BBC in August quoted Hezbollah chief, Hassan Nasrallah, as saying that an EU terrorist listing: "Would dry up [our] sources of finance, end moral, political and material support, stifle ... the voices which support the resistance [against Israeli occupation of Palestine]."For his part, David Hirst, a noted British writer on the Middle East who has lived in Beirut for the past 50 years, told EUobserver by phone on Thursday that listing Hezbollah would "primarily serve American and Israeli interests.""It is an open question whether Hezbollah is a terrorist organisation. But it certainly has a much broader political and social dimension [in Lebanon] which can't be separated from its military activities," he said.He added that Israel's effort to stigmatise the group overlooks its own track record."In the 2006 war, the Israelis accused Hezbollah of using civilian areas to launch missiles which hit civilian targets in Israel. But subsequent investigations by [US and British NGOs] Human Rights Watch and Amnesty International showed that they did not typically or systematically use civilian areas ... They certainly hit civilian areas in Israel. But they were firing back at Israeli sources of fire and a high proportion of their targets were [Israeli] Arab because Israel was putting its own firing positions near Arab villages," Hirst said.According to Human Rights Watch, Israel in the 34-day war killed 1,125 Lebanese people, including at least 501 civilians, 300 of whom were women and children. It says Hezbollah killed 119 Israeli soldiers and 40 civilians."You could argue that Hezbollah has in the past operated on a higher moral plane than Israel, which raises the question: can Israel itself be classified as a terrorist entity?" he added.
"In my view, Israel is a terrorist state just as much as Hezbollah is a terrorist militia. But I doubt my point of view would gain much sympathy in the EU's counter-terrorism group."

MOSCOW (Reuters) - Russia warned Israel and other nations not to attack Iran over its nuclear program, saying the use of force would be disastrous for the Middle East and have consequences far beyond the region, the Interfax news agency reported on Thursday."We warn those who are no strangers to military solutions ... that this would be harmful, literally disastrous for regional stability and would set off deep shocks in the security and economic spheres that would reverberate far beyond the boundaries of the Middle East region," Interfax quoted Deputy Foreign Minister Sergei Ryabkov as saying.

A large rock-hewn water reservoir dating to the First Temple period was discovered in the archaeological excavations that are being conducted in the Jerusalem Archaeological Garden, at the foot of Robinson’s Arch near the Western Wall Plaza. According to archaeologists, the reservoir and a channel leading into it may be one mentioned in the Book of Joel.The excavation, during the course of which the reservoir was discovered, is part of an archaeological project, in which the entire drainage channel of Jerusalem dating to the Second Temple period is being exposed.The channel runs from the Shiloach (Siloam Pool) to a point beneath Robinson’s Arch. The route of the channel was fixed in the center of the main valley that extends from north to south over the length of the ancient city, parallel to the Temple Mount. In his description of Jerusalem during the Second Temple period, Josephus refers to the valley by its Greek name “Tyropoeon,” which scholars believe means “Valley of the Cheese-makers.” Another interpretation identifies the valley with the “Valley of the Decision,” mentioned in the Book of Joel.It became apparent while excavating the channel that during the construction of this enormous engineering enterprise, its builders had to remove earlier structures that were situated along the route of the channel and “pass through” existing rock-hewn installations that were located along it. An extraordinary installation that was exposed in recent weeks is a large water reservoir treated with several layers of plaster, which probably dates to the First Temple period.

The reservoir has an approximate capacity of 250 cubic meters and is therefore one of the largest water reservoirs from the First Temple period to be discovered so far in Jerusalem. Presumably it was used by the general public.The excavations at the site are being carried out by the Israel Antiquities Authority, underwritten by the Ir David Foundation and in cooperation with the Nature and Parks Authority. The reservoir will be officially presented Thursday, together with other finds from this past year at the 13th annual conference on the “City of David Studies of Ancient Jerusalem,” to be held in Jerusalem.According to Eli Shukron, the excavation director on behalf of the Israel Antiquities Authority, “to the best of our knowledge this is the first time that a water reservoir of this kind has been exposed in an archaeological excavation. The exposure of the current reservoir, as well as smaller cisterns that were revealed along the Tyropoeon Valley, unequivocally indicates that Jerusalem’s water consumption in the First Temple period was not solely based on the output of the Gihon Spring water works, but also on more available water resources such as the one we have just discovered.”Antiquities Authority officials said that the group was preparing to open up part of the find to visitors.

Tens of thousands of rotting fish are lining a 40-kilometre stretch of shoreline along Lake Erie, reports the provincial environment ministry, which is investigating the cause.A spokesperson for the Ontario Ministry of Environment said Tuesday the kill was reported on the weekend. So far it appears the fish may have died from the affects of a naturally occurring lake inversion rather than a spill, but cautioned the investigation is continuing.The question now is which agency is responsible for cleaning up the rotting carcasses of thousands of yellow perch, carp, sheepshead, catfish, big head buffalo and suckers, which kept untold beachgoers from enjoying their Labour Day weekend.“It (the water) was quite putrid really … I had never experienced anything like this,” said Neville Knowles, of London, Ont. and cottager at Rondeau Provincial Park for more than 50 years.The dead fish stretch from west of the fishing village of Port Stanley in Elgin County to the village of Morpeth in Chatham-Kent or just east of Rondeau.“There was a significant number of fish, tens of thousands,” the environment ministry’s Kate Jordan told the Star.Jordan said the ministry officials took fish and water samples for analysis, “but all observations made at the site … did not show anything unusual and we did not see any evidence of … a spill to the lake or man-made pollution … so we are considering natural causes, including a lake inversion.”She explained that an inversion happens when the surface water cools down dramatically, sinks and displaces the bottom layer, which has lower oxygen content. As the bottom layer is displaced, it rises and robs fish of oxygen needed to survive. The phenomenon is also referred to as the lake “rolling over.”Even so, some residents are suspicious just the same that run-off from a large pig operation along the stretch may have caused the fish to die, said Knowles, who quickly added there is nothing to support that position.“At this time of the years it is common to get lake turnover or lake inversion and you usually do get a few fish killed … but this smell smelled like a sewer … and on top of the water there was a brown kind of milky film that was at the water’s edge,” said Knowles, who first noticed the smell Friday.He said after he took a dip Friday afternoon he quickly took a shower to wash to smell away.The bulk of the fish washed up on shore east of the Rondeau. In some spots, the fish were piled on top of each other.Jordan said it has not yet been decided which agency, federal, provincial or local agency will have to foot the cleanup bill.“We are having discussions with Environment Canada, the health unit and natural resources about that now,” she said.

Wildfire near LA remains in wilderness area

LOS ANGELES (AP) — A 3,600-acre fire in the San Gabriel Mountains near Los Angeles chewed through thick brush in steep terrain that hadn't burned in two decades amid hot, dry conditions.But with no serious winds to whip it or push it, the fire made no move toward the Los Angeles suburbs to the south, remaining within the wilderness instead.Because of the terrain and warm temperatures, it could take a week to contain the blaze, said incident commander James Smith of the California Department of Forestry and Fire Protection. It had burned about 5½ square miles by late Tuesday.Very dry conditions, with humidity below 10 percent, were forecast for the area all week and temperatures were expected to remain in the 80s and 90s, said National Weather Service meteorologist Mike Wofford.The serious fire season in Southern California usually begins with the arrival of the Santa Ana winds, which peak in November and December. The Santa Anas are often linked to the most destructive wildfires, blowing out of the northeast and through mountain canyons and passes, driving flames into foothill suburbs.Jet Propulsion Laboratory climatologist William Patzert said the winds were the only factor absent from the current fire situation, because all the other major factors including drought and dense population already exist.Southern California's population in 1950 was 4 million people, Patzert said, but today it is pushing 20 million and many people are living in areas that historically were considered fire corridors, he said."The history of Southern California has been written in fires and other calamities. I think the population density and where we build and how we build has made it more frequent, more costly and more precarious," he said.The only thing you need to go with winds, overpopulation and a dry fuel load is ignition, Patzert said. Ninety percent of fires are human-caused, either intentional or accidental, he said."With 20 million people in Southern California, there are always plenty of candidates. We seem to have our unfair share of wacko pyromaniacs," he said.Brush clearance is one of the few things homeowners can do to help protect their homes, Patzert said. "It stands head and shoulders over everything else. You need a defensible area in a fire zone. It should be mandatory."Southern California's fire outlook for the fall and winter remains unclear.The NWS Climate Prediction Center issued a three-month outlook that shows no strong science suggesting hot or cold temperatures or high or low precipitation, Wofford said. "The prediction is very non-specific."On the San Gabriel Mountains fire front, a burned car was found in the area, but it was unknown if the car caused the fire or was destroyed by it.The blaze in popular San Gabriel Canyon brought an early halt to Labor Day weekend hiking and camping plans for as many as 12,000 people. But 25 residents of the nearby community of Camp Williams refused to leave.
Kevin Brown, a gold prospector and Hollywood lighting technician who lives in Camp Williams, said he was scared when a sheriff's deputy knocked on his door Sunday.Brown looked at a weather report and decided to ignore the evacuation orders. The fire burned closest to the mobile homes and campsites late Monday, he said."I sat up for hours in my picnic chair and my video camera just taping different sections of the fire raging," he said. "It was crazy, I had this whole fireworks show to myself in the middle of the night."In Northern California, several fires broke out Tuesday, including one in Colusa County north of Sacramento that had surged to 1,000 acres and forced the closure of Highway 16. Powerful quake hits Costa Rica, two dead

SAN JOSE, Costa Rica (Reuters) - A powerful earthquake rocked Costa Rica on Wednesday, causing the deaths of at least two people, damaging buildings, and briefly triggering a tsunami warning.Residents of the capital San Jose said phones went down, electricity poles rattled on the streets and water flowed out of pools after the 7.6-magnitude quake. The were also unconfirmed media reports of people being treated for injuries.A spokesman for the local Red Cross said two people died during the earthquake, one from a heart attack. He was not immediately able to confirm media reports the other person had been crushed under a collapsing wall.Locals were shocked by the force of the quake, the biggest to hit Costa Rica since a 7.6 magnitude quake in 1991 left 47 dead."I was inside my car at a stop sign and all the sudden everything started shaking. I thought the street was going to break in two," said Erich Johanning, a 30-year-old who works in Internet marketing in San Jose. "Immediately I saw dozens of people running out of their homes and office buildings."President Laura Chinchilla said there had not been reports of serious damage to buildings, although some hotels on the western Pacific coast had been hit, locals said.The Pacific Tsunami Warning Center initially issued a warning for Pacific coastlines of Costa Rica, Nicaragua and Panama, but this was later canceled. The center had earlier warned of tsunamis for as far afield as Mexico and Peru.The quake's epicenter was in western Costa Rica about 87 miles from San Jose, the U.S. Geological Survey (USGS) said, and it was felt as far away as Nicaragua and Panama.The Guanacaste region around the epicenter is known for its beaches, surf and volcanoes. With several nature and marine reserves it is less tropical than the rest of the Central American nation, with stretches of open savannah and mountains.In the town of Nicoya, some 11 km (7 miles) east-southeast of the epicenter, Selenia Obando, a receptionist at the Hotel Curime, said the building had been left without lights and electricity. A floor had collapsed in the hotel but there were no injuries."It was horrible, like being in a blender going round and round," Obando said. "All the water sloshed out of the swimming pool. It's now about half full."There was also an early report of damage to the Hotel Riu Guanacaste on Matapalo beach in Guanacaste.But America Nava, a reservations clerk with Riu in Mexico, said it had only been evacuated. "There is no damage to the hotel, they're checking it to make sure everything is in order. As soon as that is finished, the guests will return."Local media reported the death of a woman from a heart attack at the time of the earthquake in a nearby hospital.Actor Mel Gibson owns a lush forest retreat at Playa Barrigona in Samara not far from the epicenter, which he recently put up for sale for $29.75 million. Guests to the 500 acre property have included Bruce Willis and Britney Spears.The last serious quake to hit Costa Rica was a 6.1 magnitude quake in January 2009, which killed 40 people.

Tropical Storm Michael stronger in east Atlantic

MIAMI (AP) — Forecasters say small Tropical Storm Michael has strengthened in the eastern Atlantic Ocean but does not pose a threat to land.The U.S. National Hurricane Center said Tuesday afternoon that Michael was moving slowly toward the north-northwest at about 7 mph (11 kph). Current models showed it staying well out to sea over the next few days.Michael had maximum sustained winds of 50 mph (80 kph). It was 1,210 miles (1,947 kilometers) southwest of the Azores.Meanwhile, Tropical Storm Leslie was moving very slowly more than 500 miles (805 kilometers) south of Bermuda. Tropical Storm Leslie moves north in Atlantic

MIAMI (AP) — Tropical Storm Leslie is slowly moving north in the Atlantic with no change in strength.

The storm's maximum sustained winds early Tuesday are near 65 mph (100 kph) with little change in strength expected over the next two days.Leslie is centered about 545 miles (875 kilometers) south-southeast of Bermuda and is moving north near 3 mph (6 kph).Farther east in the Atlantic, a small tropical depression is moving northwest. The depression's maximum sustained winds are near 35 mph (55 kph). The depression is centered about 1,435 miles (2,310 kilometers) northwest of the Cape Verde Islands and is posing no immediate threat to land.
