Mayor Rob Ford suffered a sixth staff resignation in eight days, albeit one apparently in the works before the crack video scandal unleashed a high-profile firing and a wave of resignations in his office.Michael Prempeh, one of the two young “special assistants” who came to Ford’s office via the University of Toronto’s football program, resigned on Friday, a city spokeswoman confirmed.Sources say he told Ford and his colleagues weeks ago that he planned to leave to focus on marketing and promotions duties at CAVE magazine.Ford moved swiftly to counter talk that his office is in chaos by announcing Friday that he has hired three “movers and shakers” and expects to announce another three or four hires early next week.One of the new staffers is special assistant Katrina Xavier-Ponniah. The junior position pays in the $40,000 range.Xavier-Ponniah’s Linkedin profile says she studied at Mount Allison University in Sackville, N.B. Work experience includes summer stints of administrative work for a lawyer and data entry for the university.The exodus from Ford’s office started with Mark Towhey, Ford’s chief of staff, right-hand man and tireless defender who was fired and marched out of city hall by security.Sources say Towhey had urged the mayor to take steps to get healthy.Then on Monday both of Ford’s spokespeople, George Christopolous and Isaac Ransom, abruptly resigned.They were followed on Thursday by Brian Johnston, a policy adviser and council relations official, and Kia Nejatian, Ford’s executive assistant.Ford, who has said things are going “great” and it is business as usual for his office, told reporters Friday that he had just hired two new staff.“Yeah, good people,” he said, before giving two young women separate tours of the mayor’s administrative office, nicknamed “the fishbowl” for its glass walls, which has been the site of staff departure dramas.A relaxed-looking Ford paused to show one of the women a fish tank in the corner.Publicly, Ford has called reports that he appears on a video smoking crack cocaine as “ridiculous” and said “there’s no video.”However, Ford has refused to discuss the reports in detail, fuelling concerns from councillors that the scandal and sordid headlines are damaging the city and prompting two of them to say he should step aside temporarily.

The video has yet to surface, but the story has continued to create a daily furor at city hall as Ford is asked daily about the most recent revelations by a pack of reporters.Coun. Jaye Robinson, a member of Ford’s hand-picked executive committee, said Friday on CBC Radio's Metro Morning that Ford should step aside temporarily to clear what she said is a distraction that is hindering city business.
Robinson also said Ford’s few public statements about the drug use allegations have "left too many unanswered questions."

'Constant circus' at city hall

Coun. Josh Matlow issued a Twitter message Thursday saying the city “needs a new mayor.” Matlow later clarified those remarks, saying the change should happen in the next municipal election, scheduled for fall 2014."I'm fed up with this constant circus at city hall," Matlow told Metro Morning host Matt Galloway on Friday. “It feels like trying to build a house next to a tornado."Ford’s troubles have also not gone unnoticed at Queen’s Park, Ontario's provincial legislature.Premier Kathleen Wynne told reporters Thursday she’s “concerned” about how the controversy surrounding Ford is hurting the running and reputation of Canada's largest city."I'm concerned that things are not as they should be at city hall,” said Wynne. “It's hard to imagine that it could be business as usual."Wynne was also asked if the province would intervene if the situation at city hall gets worse.There is currently no existing legislation to allow the province to force any change at the municipal level."There are actions we can take and those that we can't,” said Wynne. “I have to listen to my advisers and the legal advice that we get as to whether we can or cannot and what's appropriate and what's not appropriate."I will act when and if it is appropriate having followed the due process."Both Rob Ford and his brother, Coun. Doug Ford, bristled at Wynne's comments. At a press conference Thursday, Doug Ford called Wynne an "unelected premier" and said she should first take care of problems at Queen's Park before criticizing the mayor.


Rob Ford must resign. Now. Regardless what happened

As surely everyone who has ever heard of Toronto now knows, allegations surfaced recently that Mr. Ford had been caught on video smoking crack cocaine. The allegations are unconfirmed, yet Mr. Ford himself has essentially refused to address the accusations, settling instead for issuing half-hearted and vague denials.
And over the past week, Mr. Ford’s City Hall team has unraveled. Last Friday, the mayor’s chief of staff was apparently fired. This past Monday, Mr. Ford’s press secretary and deputy press secretary both resigned. On Thursday, his executive assistant and a policy advisor resigned. At mid-week, at least, Mr. Ford was still shrugging it off, announcing that, in spite of it all, it was “business as usual” at his office.
Those were his words: “Business as usual.” And they are the most frightening words to come out of the mayor’s office in months. Whatever else is going on at City Hall, it cannot plausibly be thought of as “business as usual.” To think so is delusional, and suggests a disconnect from reality; such a disconnect is incompatible with continuing to govern.To appreciate the significance of this, let’s look at Mr. Ford’s predicament, and what he needs to do in order to govern effectively. And to be fair, let us assume for the moment that Mr. Ford is entirely innocent of the drug-related accusations, and that the alleged video does not exist.An innocent mayor, in such a situation, would presumably have a few priorities.First and foremost, it would behoove an innocent mayor – any mayor, really, in time of crisis – to reassure voters. The people need to know that, in spite of it all, their mayor is in control and will continue to govern.This, Ford has not done. To do this, he would need to do more than simply assert that all is well. He would need to say, and do, much more to retain or regain the confidence of voters.Just as important, perhaps, would be for an innocent mayor to reassure and vouchsafe the loyalty of key advisors and staff. This, too, Mr. Ford has been unable to do. Two days ago, the question was who would be next to abandon ship; today, it is whether there is anyone left on the ship at all. The mayor may be just one man, but the mayor’s office is not. Such an office requires a team, and it increasingly seems as if Mr. Ford does not have one of those in any meaningful sense.Finally, an innocent mayor under fire would need to demonstrate a firm but steady hand at Council. Allegations aside, the business of the city must go on. Meetings need to be held. Bylaws need to be passed. Decisions need to be made.This, too, has seemingly been impossible. At this point, Mr. Ford’s fellow council members seem resigned to acknowledging that the mayor’s most recent desultory media appearance is, at least, not as bad as the previous one.Failing all of this – failing to reassure voters, staff, or colleagues – an innocent mayor, concerned first and foremost with his duties as a public servant, would have no choice but to resign. Yes, this would in some sense be an injustice. To resign under a cloud of suspicion is an unfortunate outcome. An innocent mayor would no doubt be tempted to cling to power, to stay in office long enough to find vindication. But that would be a temptation that any mayor with a true sense of duty ought to resist.I wrote a few months ago, in another venue, in praise of Pope Benedict on the occasion of his decision to retire. I argued that, whatever else one might think about the pontiff, he was to be commended for being willing to step down when he sensed that his effectiveness was waning. It would be good if Rob Ford showed such judgment. This is an obscenity.The mockery Mayor Rob Ford and Councillor Doug Ford have made of public service is an obscenity.Please, please, for the love of God, go away.Get help. Get a grip. And get the hell out of a mayor’s office that you continue to defile, disgrace, dishonour.He said: “Things are doing great and we’re doing fine.”He said: “I think the premier should take care of the problems she has at Queen’s Park right now.”He said: “I’m not stepping aside.”This gong show has gone on long enough. It’s well beyond time for the grownups to step in. And the only grownup who can apparently bring this repellent display of arrogance to a halt is Premier Kathleen Wynne.A city turns pleading eyes to the province.Three times in recent days Rob Ford has stepped in front of the cameras and said absolutely nothing of significance. He’s hemmed, he’s hawed, he’s blathered about departing staff — four resignations, one fired chief of staff. Then he turns his back, refusing to answer the critical questions.Did it again Thursday, ignoring every reporter who flung a pertinent query: About smoking crack cocaine, about the videotape which purportedly shows him doing that, about allegedly telling close allies that he knew how that tape could be retrieved, the where of it. The same tape which Ford has publicly stated doesn’t exist.It’s all coming apart, splitting along the seams of denial and hapless crisis containment. The stonewalling will not hold. If not today, then tomorrow or next week, but eventually this house of distortion and obfuscation will collapse. The wreckage is already blatantly apparent.
That tape at the centre of Crackgate may be in the wind, along with the drug dealers who had been shopping it around, but the tape loop that is Ford performance tripe has been seen by everybody, far too many times. Somebody shut that man off. It is grotesque. It is pitiful.Wynne sent a clear message on Thursday: “I will take action if and when it’s appropriate and following due process.”Well, there isn’t any due process of precedent. But Queen’s Park has tremendous powers of intervention and undoubtedly legislative experts are examining the legal options.“I have said I am worried about the situation,” said Wynne, who urged the mayor to take care of his personal issues. “As a citizen, as the premier of the province, I’m concerned . . . it’s hard to imagine that it could be business as usual.”Doug Ford was livid about those comments, and spewing.
“I find it ironic a premier, an unelected premier, that’s up to her eyeballs in scandals, wasting billions of dollars, of tax dollars, she has the nerve, hypocrisy, to come and criticize the mayor. I have one message to the premier: Get your own house in order, get it in order for the taxpayers. You’re avoiding an election, you’re running from an election, and you’re running from the people ’cause you know you wouldn’t get re-elected.”What are you running from, Brothers Ford? There’s no daylight on the other side of that scrum.
“That’s my message to the premier,” Doug continued. “Straighten out your own house. It’s easy for the premier, for the previous premier, just to get up and leave. You don’t see the mayor leaving. You don’t see the mayor proroguing city hall . . . Get your house in order before you have the nerve to say anything about the mayor.”The nerve? How dare you, is what Doug Ford meant. How dare anyone? They are both bullies and boors, unrepentant goons of governance.We’re now lurching not just day-to-day but hour-to-hour.
“Can you hear this? Can you hear this?”That was Ford arriving for work — at the leisurely hour of 11:30 a.m. — speaking into his cellphone whilst walking past the Occupy Mayor’s Corridor media throng Thursday morning.Presumably Ford was referring to the fusillade of questions tossed at him.Some two hours later, two more staffers had bailed — Ford’s executive assistant and a policy adviser.They are departing in droves, whether canned or exiting of their own volition, disentangling themselves from the skein of scandal that has pinioned the beleaguered mayor’s office. Ford sees nothing amiss: “There’s nothing going on in my office.”Really, Ford should get those gone-staffer-gone press releases printed in batches, leaving only the (insert-name-here) blank.When Brian Johnston, the policy adviser, was trailed by a press pack through the underground parking lot at city hall, he offered only brief remarks. “The timing was right for me,” he said of picking this moment to follow other colleagues out the door. Asked if he believed Ford could recover from a crisis that shows no signs of abating, Johnston — who’d just been escorted by security down a stairwell — said: “He’s recovered from a lot of things already.’’He added: “Anything’s possible.’’No argument there. With ever more alarming allegations bruited about in the media — the crack video, a homicide, an entwined police investigation, Ford’s apparent knowledge of where that video could be found, right down to the apartment number — anything is indeed possible, no matter how improbable or beggaring belief.For all the incendiary impact of what’s now known and posited, only a bit of this story has actually broken the reporting surface. The rest is still too hot, still shifting and settling, still pending, either closely guarded by investigators or being weighed by individuals trying to decide which way to jump.There is fear. There is internal argument in overlapping circles. There has been lethal violence where storylines may have intersected. But every media organization in Toronto is chasing the trail and beating the bushes.And the Fords, staggering in their swagger and insolence, are baiting the hounds: Catch us if you can.Oh, fools, bloody fools.

Another day, another grilling for Stephen Harper. He was in the House hot seat for the second consecutive day yesterday, but he’s still evading questions, including why the government initially went to such lengths to protect Senator Mike Duffy given the emerging portrait of expense irregularities.Harper’s silence is just making things worse for himself, writes John Ivison.As for Nigel Wright, Harper’s right hand man who lost his job after cutting the cash-strapped senator a $90,000 cheque, he won’t be entitled to much in all of this. It looks like the former chief of staff will be walking away from the Langevin Block with only a fraction of the amount he doled out for Duff.With Duffy’s expenses referred to the RCMP to investigate, Senate Government House Leader Marjory LeBreton says the chamber’s top 10 spenders each year should automatically face an audit of their expenses.Meanwhile, Conservative Senator Bob Runciman said he personally would like to see their probe of per diem expense claims extended to Senators Patrick Brazeau and Mac Harb in the wake of the revelation Tuesday that several of Duffy’s per diem claims had been rejected by the Senate’s finance officials in the past.There are some who feel the motion to call in the RCMP is nothing more than a smokescreen for a government trying to find its footing in a minefield of its own making.NDP MP and ethics critic Charlie Angus would appear to be in agreement, given the evidence of a coverup: “For crying out loud, even the senators are saying this stinks to high heaven,” he said yesterday.
Meanwhile in Toronto, the ongoing drug and video scandal at city hall has Ontario Premier Kathleen Wynne worried about its ability to make political decisions. If the city is going to get back on track, the mayor has to deal with his “personal problems,” she says. Speaking at the Economic Club, former provincial finance minister Dwight Duncan called on Mayor Rob Ford to resign, while former Toronto mayor Art Eggleton said the whole thing is an “embarrassment.”

Merkel and Hollande call for full-time euro President

BRUSSELS - One day after he rejected EU "dictates" on economic policy, French leader Francois Hollande and Germany's Angela Merkel have called for the creation of a full-time euro "President."The idea came in a joint text published on Thursday (30 May) during Merkel's visit to Paris.The paper says that "a full-time President for the Eurogroup of finance ministers relying on wider resources" should be created after the EU elections in 2014.It calls for: more frequent eurozone summits; a "specific fund for the euro area" alongside the general EU budget; and new "structures" in the European Parliament to oversee euro-level economic governance.It says eurozone countries should sign binding contracts on economic reform with EU institutions.
It also makes a number of concessions on French concerns.It says that a new resolution mechanism for failed banks "should be established on the basis of the current [EU] treaties."It calls for €6 billion of EU spending on youth unemployment to be "front-loaded" in the first two years of the 2014 to 2020 EU budget. It also says the EU should co-ordinate "minimum wage floors" to keep workers out of poverty.Meanwhile, a 50-minute-long Merkel-Hollande press conference at the Elysee palace was punctuated by a moment of hilarity.At one point, the German Chancellor said "the issues on which we are working have been discussed by [former French leader] Francois Mitterand," before correcting herself to say: "Francois Hollande, not Francois Mitterand. Francois Hollande."The meeting tried to make a show of good Franco-German relations following a series of Hollande-Merkel disagreements.Hollande said: "Everyone says we don't agree. Most of the time we do agree. There are nuances, but you [the press] emphasise those nuances."Merkel's remarks showed that gripes remain, however.In the context job security laws in France, she said: "We reformed our labour markets … We put flexibility into labour law. Is it better for a young person to have a job with a certain flexibility? Or no job at all?"She also noted that the European Commission's recent decision to give France extra time to cut its deficit comes with strings attached: "It is tied to the fact that reforms will be undertaken … I cannot put in place a system of solidarity in Europe and then everyone does their own budgets."Despite the new paper on euro governance, Hollande on Wednesday had said Brussels has no right to "dictate" economic reforms.He said on Thursday that "nothing is taboo. All the reforms that have to be undertaken will be done."But he added that: "The details, procedures and way of going about this are the responsibility of the government and the state, otherwise there would be no national sovereignty."Some top people in Merkel's CDU party were less gentle than the German Chancellor in Paris.CDU deputy chairman Andreas Schockenhoff told German media that Hollande's attitude: "contradicts the spirit and letter of European agreements and treaties. Someone who talks like that is shaking the foundations of the EU."
He added: "Hollande's severe reaction shows the considerable desperation that, one year after coming to power, his government has still not found effective answers to the economic and fiscal problems of their country."CDU deputy speaker Michael Fuchs noted: "It [EU-level governance] can't work when a big country like France says it can do what it wants."Referring to the commission's extra time on the French deficit, the CDU's budgets spokesman, Norbert Barthle, said: "France won't be able to bank on such indulgence again."Hollande and Merkel on Thursday also visited an exhibition at the Louvre museum to mark 50 years of Franco-German unity.Merkel said the paintings are "very beautiful."But the display itself has become a minor irritant.Some of the pictures - such as the Hell of Birds by Max Beckmann, which depicts a four-breasted female monster doing a Nazi salute - have attracted angry comment in German newspapers.

UN says EU border policy harms human rights

BRUSSELS - EU border policies focus too much on security instead of human rights, a UN official has said.
"Within EU institutional and policy structures, migration and border control have been increasingly integrated into security frameworks that emphasise policing, defence and criminality over a rights-based approach," Francois Crepeau, the UN special rapporteur on human rights of migrants said on Thursday (30 May) at a panel in the European Parliament.Crepeau has drafted a study on migration and policy concerning transit countries Tunisia and Turkey and entry countries Italy and Greece.He said systematic detention of migrants is used as a form of border control.He noted that EU policy, which requires fundamental rights to be respected, is flouted when member states detain migrants for unlimited periods of time.He said that in Italy and Greece, officers from the EU border agency Frontex are allowed access to detained migrants within 48 hours of their arrival. But the same rapid access is denied to the Red Cross.He also highlighted detentions of children.
“Detention is never in the best interest of children,” he said.His comments on EU migration and border policy follow a political agreement between member states and the European Parliament late on Wednesday evening.The European Commission says the deal will strengthen governance of the EU borderless Schengen zone and introduce a new EU-level mechanism to address “persistent and serious deficiencies.”Under the agreement, a member state unable to secure its external border will be entitled to EU financial support and additional aid from Frontex, the European Asylum Support Office or the EU police agency Europol.

Prime Minister Binyamin Netanyahu hinted in a meeting with Russian President Vladimir Putin that if Russia sends S-300 missiles to Syria, Israel will destroy them before they become operational. So reports Maariv based on reports from diplomatic sources who were updated regarding the meeting between the two leaders.Netanyahu’s language reportedly was echoed by National Security Advisor Yaakov Amidror, who told EU diplomats that Israel would prevent Russian S-300s delivered to Syria from becoming operational.
Those present at the meeting were reportedly “shocked” by Netanyahu’s bold language in speaking to the leader of a world power.On Thursday Syrian President Bashar Assad told the Lebanese television channel Al-Manar that if Israel carries out another airstrike in Syria, Syria will strike back.“There is clear popular pressure to open a new front of resistance in the Golan… The next time Israel attacks, if it attacks, we will have a strategic response. A bombing against a bombing,” he said.Israel is believed to be behind several recent airstrikes on Syrian weapons sites. The strikes were reportedly motivated by concern over the possible transfer to Hizbullah or other anti-Israel terrorists of Syria’s chemical weapons. It is believed that Assad might trigger a conflict with Israel in a last ditch attempt to unify Syria behind his rule.

Prime Minister Binyamin Netanyahu recently ordered the defense system to ensure that personal protection kits, which include gas masks, are distributed to all Israelis, Channel 10 News reported on Thursday.
Netanyahu’s order comes in the wake of reports that chemical weapons have been used in the Syrian civil war and the recent escalation along Israel’s northern border.According to the report, only about 42% of Israelis currently possess these kits due to budgetary issues related to the financing for their distribution. Netanyahu has asked to speed up the steps that are necessary to be taken in order to quickly equip 100% of Israelis with gas masks.In order to carry out the order, a significant investment of 1.3 billion shekels to complete the distribution of the kits, and another 300 million shekels per year for their maintenance, will be required. This will be taken from the citizens’ pockets in the form of an increase in the amounts paid to the National Insurance Institute.Another option being examined is asking citizens to pay for the kits when they are handed out, reported Channel 10.On Thursday, Syrian President Bashar al-Assad said that despite the portrayal by the media of a deal for advanced missiles to be purchased from Russia as a future event, the fact is that Syria has already begun acquiring the S-300 missile system from Moscow.Assad said that shipments of the S-300 system were already underway, and that some had already arrived. Relating to the possibility that Israel would attempt to eliminate the missiles once they were in Syria, Assad said that Damascus would “immediately retaliate.” He added that he would “not hesitate to arm groups that were working to liberate the Golan.”Speaking to Hizbullah’s Al-Manar network, Assad said, “There is clear popular pressure to open a new front of resistance in the Golan. Tiny moon discovered around asteroid that's due to fly by Earth tomorrow

An asteroid the size of the Golden Gate Bridge (about 1.7 miles wide) is due to fly near the Earth tomorrow, that much scientists have known for a while. But what they did not know was that the asteroid, named 1998 QE2, would be bringing along a friend. New radar imagery of the asteroid's approach taken by NASA scientists using an antennae in Goldstone, California, has revealed that the asteroid contains a tiny moon of its own, approximately 2,000 feet wide. Check out the asteroid and its moon in a video released today by NASA's Jet Propulsion Laboratory:NASA notes this isn't totally unexpected, as around 16 percent of the near-Earth asteroids are thought to exist in "binary," or multiple-object, orbits. Still, neither the asteroid nor its companion moon should pose any danger to the Earth: both are expected to sail by at a safe distance of 3.6 million miles tomorrow.

The observatory on intolerance and discrimination against Christians in Europe has published a new report

Alessandro Speciale Rome How is it possible to discriminate against a majority like the European Christian community? The observatory on intolerance and discrimination against Christians in Europe took a stab at answering this question in its 2012 report presented at an international OSCE conference in the Albanian capital, Tirana, on 21 May.

The report is more than just a list of cases of intolerance, violence or vandalism against Christians and their places of worship in 2012. The first section of the report analyses the “legal restrictions” affecting the freedom of Christians to profess their faith in Europe. It is essentially a portrait of the growing discrimination and intolerance shown towards the continent’s majority religion.The Observatory says these restrictions show a tendency – a legal one as well – to question certain core values and rights that have become deeply ingrained in the culture of our European societies.The legal restrictions outlined in the report affect five key points relating to religious freedom, which are set out in the European Convention on Human Rights (article 9). This convention states that “everyone has the right to … manifest his religion or belief, in worship, teaching, practice and observance … either alone or in community with others and in public or private.” Legal restrictions include: limiting conscientious objection, curbing free speech by hate speech legislation, violations of freedom of assembly and association, discriminatory equality policies and limiting parental rights.
The Observatory found that these restrictions are increasing in Western Europe as well, particularly in countries such as France, Spain, Belgium and Britain. Examples of Christians’ rights violations range from the lack of legal protection for pharmacists who do not want to sell contraception, to public sector employees who do not want to register same-sex marriages, to suing Christians who criticise Islam or homosexuals.  
“Sometimes I get asked, how can a majority be discriminated against? Well, it is not the nominal Christian who is fully aligned to society’s mainstream, who suffers discrimination. It is those who strive to live according to the high ethical demands of Christianity, who experience a clash. Those are not the majority. And even if they were: History has shown that a leading minority can discriminate against a peaceful majority, as we saw in the striking example of apartheid,” the observatory’s director, Gudrun Kugler said in Tirana.So what next? In the year in which the Church commemorates the 1700th anniversary of the edict of Milan – promulgated by Emperor Constantine to guarantee religious freedom – the Observatory recalls how two years ago, the OSCE recommended that a "public debate on intolerance and discrimination against Christians be initiated [by Europe] and that the right of Christians to participate fully in public life be ensured."
According to Kugler, Europe is ready for an “honest, reasonable accommodation when it comes to the clash between people of faith and a mainstream which seems to be at unease with religion.” Her recommendation to participating states is “to combat underreporting by collecting disaggregated data on hate crimes against Christians. In some countries, vandalism against a Christian site is only listed as vandalism against a public building.”

Russia to sell at least 10 MiG fighters to Syria

MOSCOW (AP) — Russia's MiG aircraft maker said Friday it plans to sign a new agreement to ship at least 10 fighter jets to Syria, a move that comes amid international criticism of earlier Russian weapons deals with Syrian President Bashar Assad's regime.MiG's director general, Sergei Korotkov, said a Syrian delegation was in Moscow to discuss the details of a new contract for the delivery of MiG-29 M/M2 fighters. In remarks carried by Russian news agencies, he said Syria wants to buy "more than 10" such fighters, but wouldn't give the exact number.The significance of his comments was unclear. A MiG spokesman wouldn't comment on Korotkov's statement, and the MiG chief could be referring to a deal the company previously negotiated with Syria that apparently has been put on hold amid Syria's brutal two-year civil war.More than 70,000 people have died in the fighting and millions of Syrians have fled the country.
Moscow has shipped billions of dollars' worth of missiles, combat jets, tanks, artillery and other military gear to Syria over more than four decades. Syria now is Russia's last remaining ally in the Middle East and hosts the only naval base Moscow has outside the former Soviet Union.Russia has shielded Assad from U.N. sanctions and has continued to provide his regime with weapons despite the uprising against him that began in March 2011.Russian media reports say Syria placed an order a few years ago for 12 MiG-29 M2 fighters with an option of buying another 12. The Stockholm Peace Research Institute also has reported that Russia planned to provide Syria with 24 of the aircraft.The MiG-29 M2 is an advanced version of the MiG-29 twin-engine fighter jet, which has been a mainstay of the Soviet and Russian air force since mid-1980s. Syria had about 20 fighters of the original make among scores of other Soviet- and Russian-built aircraft.Russia has said it's only providing Assad with weapons intended to protect Syria from a foreign invasion, such as air defense missile systems, and is not delivering weapons that could be used in the civil war.But the delivery of MiGs would contradict that claim and expose Russia to global criticism, so the Kremlin might think twice before giving the go-ahead.Another recent Russian jet deal with Damascus, a contract to deliver Yak-130 combat training jets that could also be used for ground attacks, apparently has been put on hold amid the civil war.

Analysis: Syrian war seen dragging on for years

BEIRUT (Reuters) - Syrian President Bashar al-Assad cannot regain full control of his battered country and his rebel foes are not strong enough to overthrow him, dooming Syria to months or even years of sectarian civil war.Bolstered by his Iranian and Russian backers, Assad has chalked up some military successes in recent weeks, defying his many critics, who have been confidently predicting his imminent downfall since the start of the uprising in March 2011.But any suggestion his government might secure the total defeat of its disparate opponents shows little understanding of the nature of the war or the multitude of forces involved.
"As things stand, the regime cannot reconquer, it cannot reconcile, it cannot reform and it cannot rebuild," said Peter Harling, a project director at the International Crisis Group."But winning is living another day, and if you bring it down to that, (Assad) is," he told Reuters.As recently as December, Germany's foreign intelligence agency stated openly that Assad's government appeared to be "in its final stages", citing its loss of control over swathes of territory and signs the rebels were co-ordinating better.Fast forward just five months, and the agency has turned that assessment on its head, a security source in Berlin said.Germany now believes it is the opposition that faces serious difficulties, hobbled by internal strife and forced into retreat by the arrival of well-trained Lebanese Hezbollah guerrillas, who have gone to war to fight for Assad's survival.
However, a senior official in neighboring Israel, reputed to have some of the best intelligence on its old enemy Syria, dismissed the idea that Assad was staging a remarkable recovery and could once again take full charge of his scarred nation."It's a roller coaster, up and down, but over time you see Assad shrinking," said the top official, adding that recent government gains might prove hard to maintain. "It could all change tomorrow," he said.
BLOODLETTING
Recent history shows that most civil wars do not finish quickly, they do not tend to end in negotiated settlements and the longer they continue, the more difficult it is to disarm the militia and unravel the inevitable refugee crises.The Syrian crisis is now in its third year, with at least 80,000 killed and more than 1.6 million refugees fleeing abroad.Despite much hand-wringing in the West, the bloodletting looks set to carry on for much longer. According to Barbara Walter, a professor at the University of California, San Diego, civil wars since 1945 have lasted an average 10 years.Some analysts are starting to draw parallels with the civil war in Lebanon, which dragged on from 1975-1990"Yes, the Syrian war will last for many years ... And no, Assad will not emerge victorious," said Walter, who has written extensively about civil wars around the world.
On paper, Assad's position looks encouraging for his allies.The rebels have managed to take only one of Syria's 14 provincial capitals - Raqqa, in the northeast. By contrast, Saddam Hussein lost control of 15 of Iraq's 18 provinces after the 1991 Gulf War but fought back to survive another 12 years.Assad's forces have also honed their tactics, with irregular militias trained in urban warfare joining the fray while the army concentrates its considerable firepower on key areas."Before, a rocket used to fall every 10 minutes. Their new strategy is to hit us with 10 rockets every 15 seconds. We can't figure out how to move fast enough to react," said a rebel contact in the battered city of Homs, declining to be named.Another big boost has come from Hezbollah, which has openly committed its powerful forces to fight the poorly armed rebels."Hezbollah's presence has made a big difference. They are a real force. Army soldiers can defect. Hezbollah fights until the last breath," said an anti-Assad activist called Ahmed, who used to work with a rebel unit in Idlib, northwestern Syria.Underscoring the rebel problems, Ahmed recently quit his unit, upset by constant infighting within opposition ranks.
OUTSIDE COMPLICATIONS
Despite the improvement in the outlook for Assad, the dynamics of civil war make it hard to imagine he can triumph."I do not recall one civil war that has lasted for more than two years and that has ended with a complete restoration of control by the central government," said Jonathan Eyal, head of international studies at the Royal United Services Institute.New patterns of power are emerging as Syria is torn apart, state institutions fray and the economy is devastated. The huge influx of arms means it may take decades to restore order.The war's regional, ethnic and sectarian nature is a further element that looks likely to fuel the fighting, with largely Sunni Muslim states such as Turkey, Saudi Arabia and Qatar lined up behind the rebels, while Shi'ite Iran backs Assad."Even if the opposition was crushed, it would not be in the interests of most Arab states to abandon them because they would want to have an instrument to keep putting pressure on Assad and Iran," said Eyal.Many other jarring interests are at play, making it difficult to see how any diplomatic solution could be found - despite U.S. and Russian efforts to hold an international peace conference in Geneva in the coming weeks.The initial popular uprising has morphed into a many-layered conflict, with Syrian religious minorities pitted against the Sunni majority, Sunni jihadis at odds with more moderate Sunni Islamist rebels, quasi-Cold War tensions between Moscow and Washington, and Israeli concerns over its own security.In the absence of decisive foreign intervention on behalf of the rebels - for which the West has shown little appetite - Assad's opponents point to two possible triggers for his downfall: a complete economic meltdown or else a coup.But neither event would necessarily end the fighting.Perhaps the best the world can hope for in the near future is a reduction in the intensity of the conflict, which U.S. academic James Fearon says has proved one of the most intense civil wars in the last 60 years in terms of numbers killed.
"As a practical matter it is hard to sustain this level of violence on both sides for a long time," said Fearon, professor of political science at Stanford University."However, even if the intensity of violence reduces a lot, the likelihood of years of continued lower-level but still serious violence in Syria must be judged to be pretty high."(Additional reporting by Erika Solomon and Dominic Evans in Beirut and Sabine Siebold in Berlin)

EU recommends testing of US wheat after GM find

BERLIN (AP) — The European Union is urging its 27 member states to test certain wheat shipments from the United States after unauthorized genetically modified grains were found on a U.S. farm, officials said Friday.The move came after Japan halted imports Thursday of some types of wheat from the U.S. following the discovery of an experimental strain that was tested by Monsanto but was never approved."The Commission is following carefully the presence of this non-authorized GM wheat in Oregon in order to ensure that European consumers are protected from any unauthorized GM presence and make sure that the EU zero tolerance for such GM events is implemented," EU's consumer protection office said.The agency said it was seeking "further information and reassurance" from U.S. authorities and had asked Monsanto for help in developing a reliable test for GM grains in soft white wheat.Shipments that test positive should not be sold, but current information from the U.S. Food and Drug Administration indicated the wheat posed no threat to human health, it said.The European Union imports more than 1 million metric tons (1.1 million tons) of U.S. wheat each year. Eighty percent of that was soft white wheat, the majority of which is exported to Spain, officials said.European consumers have generally objected more strongly to genetically modified foodstuffs than Americans.

More heavy storms on tap for the Midwest; 1 dead

OKLAHOMA CITY (AP) — Forecasters warned that large hail and more tornadoes could strafe parts of Oklahoma, Arkansas and Missouri on Friday, a day after powerful storms killed one man and left at least two missing in the storm-weary region.Up to a dozen tornadoes touched down in mostly rural parts of Arkansas on Thursday, as well as one in Illinois and three in Oklahoma. One twister bounced through the Tulsa suburb of Broken Arrow, causing some structural damage, but no injuries.The National Weather Service was sending teams to survey the aftermath of Thursday's storms in Arkansas. Warning coordination meteorologist in Little Rock, John Robinson, said it could take days for the weather service to confirm whether tornadoes struck as flooded highways was hindering access to the storm-hit areas.Heavy winds caused a tree to topple onto a car in Tull, about 30 miles southwest of Little Rock, late Thursday, killing the driver, the Grant County Sheriff's Office said.In nearby Scott County, a sheriff and game warden were reported missing in floods. Arkansas Department of Emergency Management spokesman Tommy Jackson said the pair was "among the missing" although he couldn't say how many people were missing in total.
Nine people were reported injured.And more storms were expected Friday.The agency's Storm Prediction Center in Norman, Okla., said large hail and tornadoes are likely Friday in Oklahoma and parts of the Ozarks in Arkansas and Missouri. The areas at greatest risk include Oklahoma City, Tulsa and Joplin, Mo., where the second-deadliest American tornado on record killed at least 158 people in 2011.Flooding was also a concern in parts of Missouri, Iowa and Illinois through Sunday.Thursday's tornadoes all appeared to be much less dangerous than the top-of-the-scale EF5 storm that struck Moore, Okla., on May 20 and killed 24 along its 17-mile path. The U.S. averages more than 1,200 tornadoes a year, but EF5 storms like the one in Moore — with winds over 200 mph — happen only about once per year. The tornado last week was the nation's first EF5 since 2011.This spring's tornado season got a late start, with unusually cool weather keeping funnel clouds at bay until mid-May. The season usually starts in March and then ramps up for the next couple of months.Of the 60 EF5 tornadoes since 1950, Oklahoma and Alabama have been struck the most, seven times each. With three high-level staffers departing the mayor’s office in the course of a week, the National Post‘s Megan O’Toole takes a closer look at those who remain. Many are relatively young and inexperienced, or have links to the mayor’s other passion: football.
Earl Provost: The mayor’s director of stakeholder and council relations was promoted to acting chief of staff after Mark Towhey’s termination last week. Mr. Provost reportedly tried to help the mayor’s former Don Bosco football team last year by unsuccessfully urging Queen’s Park to fund millions of dollars in field renovations.
Christopher Fickel: The acting executive assistant to the chief of staff began as a special assistant, and came under fire last year for helping the mayor with his football-coaching duties.
David Price: The mayor’s director of operations and logistics coached Rob Ford in high-school football, and was identified in a recent Globe and Mail article as a participant in Doug Ford’s alleged hashish business three decades ago. The councillor strongly denied the hashish allegations.
Sanjin (Sunny) Petrujkic: The mayor’s senior policy advisor and director of council affairs was promoted Monday to interim press secretary upon the departures of George Christopoulos and Isaac Ransom.
Sheila Paxton: The senior policy advisor served as executive assistant to right-leaning councillor Mark Grimes prior to joining the mayor’s staff.
Kia Nejatian: Now the mayor’s executive assistant, Mr. Nejatian began during the 2010 election campaign as the mayor’s director of field organization, where he recruited and trained hundreds of volunteers.(RESIGNED TODAY MAY 30,13)
Carley McNeil: Shortly after graduating from Trent University with a psychology and sociology degree, she became the mayor’s event co-ordinator.
Brooks Barnett: One of the mayor’s policy advisors, he recently re-Tweeted a message from Mr. Towhey that described Mr. Christopoulos and Mr. Ransom as “honourable professionals for whom I have enormous respect.”
Brian Johnston: The mayor’s policy advisor describes himself as a proud University of Western Ontario alumni who is “happily working hard for the taxpayers of Toronto.”(RESIGNED TODAY MAY 30,13)
Thomas Beyer: A special assistant in charge of social media on the mayor’s campaign, Mr. Beyer, an Etobicoke native, told the National Post: “The mayor and I go back a long way.”
Brendan Croskerry: The newly hired special assistant, a singer-songwriter from Halifax, says he worked for Toronto marketing agency Ossington Creative prior to joining the mayor’s staff.
Xhejsi (J.C.) Hasko: Recruited to the mayor’s office as a special assistant this month, he was reportedly a former player and assistant coach with the Don Bosco football team, which the mayor coached until his dismissal last week.
Michael Prempeh: A special assistant, he once played football for the University of Toronto.

That brings to five the number of staff who have walked out or been fired from Ford’s office in a week.

The Ontario Tories seem to be distancing themselves from Doug Ford, who the party has previously called a potential star candidate.Ford had expressed interest earlier this spring about running for the Progressive Conservatives if an election was called over the budget. Despite the storm brewing down at city hall and Doug Ford's conservative ties, PC party spokesperson Alan Sakach says he doesn't think this affects the conservative brand. Last month when Ford announced he would like to run, Sakach told Newstalk 1010 Ford was a "high-calibre candidate." When asked about those comments, he didn't mention Ford by name, saying only that the party is excited about all of their potential candidates. He went on to say Ford hasn't filed his nomination papers yet.PC house leader Jim Wilson says he has never met Ford. He underlines once Ford does official express interest in running by filing the papers, he has to win the nomination from the local riding association like anyone else.

TORONTO - A second man has been charged with first-degree murder in connection with the fatal shooting of Anthony Smith.Interest in the case increased after a photo of Smith and Mayor Rob Ford was sent to Gawker.com and The Star by drug dealers who allegedly had a crack cocaine video featuring Ford.In the photo, the murder victim is holding a beer, making a rude gesture and has his arm around the mayor.Smith was gunned down March 28 across the street from the Lokki Lounge, a nightclub on King St. W. A second man was wounded in that shooting.Two other men in the photo, also cuddling up to Ford, have their faces blurred. But a Toronto Sun source claimed one of them is the man who was wounded when Smith was slain.
Ford has said he often takes pictures with members of the public and has denied the photo links him to the drug trade.Hanad Mohamed man was arrested by the RCMP last Friday in Fort McMurray, Alta., Toronto Police announced Thursday morning.In April, a 23-year-old man was also charged with first-degree murder.

Second Arrest in Smith Murder

There's been a second arrest made in the shooting death of Anthony Smith. He's the 21 year old man, gunned down outside of a King St West nightclub on March 28th. Toronto Police say 23 year old Hanad Mohamed was arrested in Fort McMurray, Alberta after a Canada-Wide warrant was issued. He's being moved back to Toronto, where he'll be in court at Old City Hall on Friday.Mohamed will be charged with first degree murder. Smith was one of the men standing with Mayor Rob Ford in a photo that graced the cover of several newspapers, and accompanied reports of an alleged video of the Mayor smoking crack cocaine. So far, Police don't have a motive for the shooting.

(A recent shooting outside one of the apartments was "an accidental shooting involving people who were drunk.") After the meeting, Ford staffer David Price asked (now-fired) chief of staff Mark Towhey (who was not in attendance) "what we would do" if "hypothetically" they knew where the video was, and suggested that one of the men in the now-infamous photograph of Ford that accompanied the original Gawker article had been killed over the video.Towhey suggested they go to police. Price demurred ("sources," he responded when Towhey asked where he learned of the tape's location). The next day, Towhey told police what he had heard from Price. Toronto Police have assigned two detectives to investigate. Rob Ford is still Mayor of Toronto. On Monday, Gawker's efforts to raise money to buy the tape through crowd-funding reached its goal.
