As the eve of Rosh Hashanah approaches, Prime Minister Benyamin Netanyahu wishes Jewish communities throughout the world security, prosperity and most of all peace.Netanyahu reflects upon the all of the achievements of the past year: the launching of the Amos 4 communication satellite, sustainable economic growth, receiving gold medals at the computer and science Olympics, and top tier students in the field of science."I am proud to serve as Prime Minister of Israel," Netanyahu said with a smile."We remain an oasis of democracy, of stability, of tolerance, and liberty," he said, comparing Israel to the turbulent countries in the Middle East.One major point that Netanyahu emphasized was that "Iran's nuclear program must be stopped" since it poses as a major threat to the region of Israel and the peace of the world. However, Netanyahu calmed the fears of any potential threat to Israel when he spoke to his cabinet on Sunday saying, "our enemies have very good reasons not to try our strength, not to test our power," he said. "They know why."
Netanyahu concluded to say how the State of Israel has "defied the laws of history against some tremendous odds" and that now, Israel is such a thriving, bustling, modern, advanced country.

Democratic Senator Robert Menendez, chairman of the Senate Foreign Relations Committee, said on Tuesday evening he hoped a resolution on the use of U.S. military force in Syria would be ready by the end the day.
Speaking after a three-and-a-half hour hearing on Syria, Menendez said it was likely the panel could vote on the resolution on Wednesday.Menendez said the text would be crafted in a way that would ensure the intervention is not an open-ended engagement and that “specifically not with boots on the ground, American troops on the ground."Congressional aides told the Associated Press that Menendez and Sen. Bob Corker, the panel's top Republican, have reached an agreement on the resolution.The resolution would limit the duration of any U.S. military action in response to the Syrian government's suspected use of chemical weapons on its people. It also would specifically bar U.S. ground troops from Syria, the aides told the news agency.Among other provisions, the draft, according to the Reuters news agency, sets a 60-day limit on military action in Syria, with a possibility for a single 30-day extension subject to conditions.During Tuesday’s hearing, top officials in the Obama administration - Defense Secretary Chuck Hagel, Secretary of State John Kerry and the Chairman of the Joint Chiefs of Staff General Martin Dempsey - tried to secure support for the president’s proposal to strike in Syria.Dempsey told the committee members that he had not been asked to change the momentum in the Syrian conflict, but instead develop options to degrade Syrian President Bashar Al-Assad's military capabilities."I have never been told to change the momentum. I have been told to degrade capability," he stressed.The top U.S. military officer also said that Russia may hike its military assistance to Syria should the United States strike, but said that was not a reason in his view to hesitate to act."There is some indication that they (the Russians) have assured the regime that if we destroy something, they can replace it," said Dempsey.Hagel warned at the hearing that failure to take action over Syria's use of chemical weapons would damage the credibility of America's pledge to prevent Iran from obtaining a nuclear weapon."A refusal to act would undermine the credibility of America's other security commitments - including the president's commitment to prevent Iran from acquiring a nuclear weapon," he said, adding, "The word of the United States must mean something.”"There are always risks in taking action, but there are also risks with inaction. The Assad regime, under increasing pressure by the Syrian opposition, could feel empowered to carry out even more devastating chemical weapons attacks. Chemical weapons make no distinction between combatants and innocent civilians, and inflict the worst kind of indiscriminate suffering, as we have recently seen,” said Hagel.Kerry clarified that President Barack Obama was neither proposing nor leaving the door open to putting troops on the ground in Syria.He added that failing to strike Syria in response to a chemical weapons attack would open a "Pandora's box" of "dangerous consequences," leaving U.S. allies questioning the worth of America's word and U.S. enemies itching to test America's resolve.
On Sunday, Kerry said that the administration had new evidence that sarin gas was used in the chemical attack."We know that the regime ordered this attack," he said. "We know they prepared for it. We know where the rockets came from. We know where they landed. We know the damage that was done afterwards."Intelligence reports by other countries, such as France and Germany, have also determined that the Assad regime was behind the chemical attack on August 21. Germany has ruled out taking part in a strike in Syria, but French President Francois Hollande has expressed support.Earlier Tuesday, the Obama administration won support for a strike on Syria from top congressional leaders, including House Speaker John Boehner.Boehner, emerging from a White House meeting, said the chemical weapons attack last month "has to be responded to.”Minutes later, House Democratic Leader Nancy Pelosi told reporters that she, too, feels Syrian President Bashar Al-Assad has "crossed a line."House Republican Leader Eric Cantor said definitively that he plans to vote in favor of giving Obama authorization to use military force.

He said any punitive action against Syria could unleash more turmoil and bloodshed, and he advised that such strikes would be legal only in self-defense under the UN Charter or if approved by the organization’s Security Council. Russia and China have repeatedly used their veto power in the council to block action against Assad.In the Middle East, Israel and the US conducted a joint missile test over the Mediterranean in a display of military might in the region.Obama set the fast-paced events in motion on Saturday, when he unexpectedly stepped back from ordering a military strike under his own authority and announced he would seek congressional approval.Recent presidents have all claimed the authority to undertake limited military action without congressional backing. Some have followed up with such action.Obama said he, too, believes he has that authority, and House Democratic leader Nancy Pelosi said during the day that even Congress’ refusal to authorize the president wouldn’t negate the power of the commander in chief.Still, the president also has stated that the United States will be stronger if lawmakers grant their support. But neither Obama nor his aides has been willing to state what options would be left to him should Congress reject his call.

The Syrian regime and its Iranian ally have repeatedly demonstrated that they will not respect civilized norms. That is why America must act, and why we must prevent further proliferation of unconventional weapons in this region.”Following the call, the Presidents Conference will convene its own conference call to shape a statement, Malcolm Hoenlein, the foreign policy umbrella body’s executive vice president, said. Hoenlein also confirmed that the statement would support Obama’s call to action, but he could not say to what extent.Others predicted wholehearted endorsement.“I would predict that the overwhelming majority of the American Jewish community will support the president’s decision on moral grounds and national security grounds,” Abraham Foxman, the ADL’s national director, told JTA.“It’s hard to imagine there’s a rabbi alive who has a High Holiday service who is not going to talk about Syria,” said one Jewish official who often brokers relations between the White House and the Jewish community.Until Obama declared over the weekend that he was ready to strike, however, Jewish groups had been reluctant to weigh in on American intervention, in part because of the hangover from unwarranted attacks in the last decade blaming Jewish lobbying for the Iraq War. Foxman said such hesitations were obviated by Obama’s explicit call for a strike.
“The president has made his decision and we’re not ahead of it,” Foxman said. “He’s not doing this for Israel. This may have serious ramifications for Israel which are negative.”Obama on Tuesday met with top congressional officials and called on them to support limited strikes on Syria to degrade its chemical weapons capability.“This is a limited, proportional step that will send a clear message not only to the Assad regime, but also to other countries that may be interested in testing some of these international norms, that there are consequences,” Obama said before the meeting.As he has done repeatedly since first indicating his intention to strike Syria, Obama cited the potential threat to Israel, among other American allies, as one of his concerns.“This norm against using chemical weapons that 98 percent of the world agrees to is there for a reason,” he said. “Because we recognize that there are certain weapons that when used cannot only end up resulting in grotesque deaths, but also can end up being transmitted to non-state actors; can pose a risk to allies and friends of ours like Israel, like Jordan, like Turkey; and unless we hold them into account, also sends a message that international norms around issues like nuclear proliferation don’t mean much.”

Politically, President Bashar Assad has gone on the offensive, warning in a rare interview with Western media that any military action against Syria could spark a regional war.If the US undertakes missile strikes, Assad’s reaction could have a major effect on the trajectory of Syria’s civil war. Neighboring countries could get dragged into a wider conflict, or it could be back to business as usual for a crisis that has claimed the lives of more than 100,000 people over 2½ years.The main Western-backed opposition group says that during the buildup last week to what seemed like an imminent US attack, the army moved troops as well as rocket launchers, artillery and other heavy weapons into residential neighborhoods in cities nationwide. Three Damascus residents, speaking on condition of anonymity for fear of reprisals, confirmed such movements.
One man said two members of the elite Republican Guards broke into an empty house he owns and showed him an official document stating they were authorized to do so because Syria is at war. A woman in another area said soldiers moved into a school next to her house.A US official confirmed there are indications that the Syrian regime is taking steps to move some of its military equipment and bolster protection for defense facilities.The official, who was not authorized to discuss intelligence matters and spoke on condition of anonymity, said that at this point, the US has the information it needs to maintain a good handle on what the regime is doing to prepare.The trend inside Syria is likely to continue in the coming days now that the regime has won a reprieve with President Barack Obama’s decision to seek congressional approval for military action.“The Syrian regime knows there are 30-40 potential targets for US airstrikes, and they have had ample time to prepare,” said Hisham Jaber, a retired Lebanese army general and director of the Middle East Center for Studies and Political Research in Beirut. “Half of them, if not more, have been evacuated, moved or camouflaged. This is the natural thing to do.”Obama said last week that he believes the US should strike Syria for what the administration says was a deadly chemical weapons attack by Assad’s forces on rebel-held suburbs of Damascus. The administration has stressed, however, that any operation would be limited and not aimed at tipping the balance of power in Syria’s civil war.In an interview published Monday with the French newspaper Le Figaro, Assad refused to say how Syria would respond to Western strikes, but warned that “the risk of a regional war exists.”The regime has a range of options if the US does bomb. It could retaliate with rockets against US allies in the region. It could unleash allies like Hezbollah against Western targets abroad. Or it could do nothing — and score propaganda points by portraying itself as victim of US aggression.The regime’s choice, analysts say, will probably depend on the magnitude of the American military action: The bigger and more sustained the strikes, the more likely the government in Damascus will feel compelled to respond.If Washington follows through with calibrated strikes, analysts say, Assad may reach for a political card, not a military one.“His first option is propaganda value,” said Salman Shaikh, director of the Brookings Doha Center. Assad could try to foster the notion “that the West is again attacking a Middle Eastern state, an Arab state, without the right international legitimacy. And he can bolster that dynamic, that narrative, by showing that it’s had a cost on innocent civilians.”One way to achieve that would be to show the world images of civilians purportedly killed by American strikes.“If he’s able to score points from this, he will feel that he’s actually won without actually engaging in a military response,” Shaikh said.
Assad charted a similar course after Israeli airstrikes in May that targeted advanced weapons destined for Lebanon’s Shiite militant group Hezbollah. His regime portrayed the attacks as proof of the rebels’ collusion with Israel, denounced the strikes as a violation of Syrian sovereignty and dispatched an obscure militant group to threaten retaliation.In terms of military responses, Assad could launch rockets at US allies Turkey, Jordan or Israel. But that could touch off a prolonged military engagement with an outside power at a time when the regime is already in a bloody fight for its survival.An attack against NATO-member Turkey could trigger a response from the entire military alliance, while Jordan hosts about a dozen US F-16 jets, a Patriot missile battery and around 1,000 American troops.As for Israel, the Assad regime could launch rockets at the Jewish state, or turn to Hezbollah to do so. The militant group, which fought Israel to a standstill in a 34-day war in 2006, is believed to have a well-stocked arsenal of missiles capable of hitting the country’s major cities.But analysts say Syria is unlikely to pursue such a course unless the US strikes pose an immediate threat to Assad’s grip on power.Hezbollah would have a lot to lose. The group is already facing flak at home for fighting alongside Syrian government troops against the rebels. A full-on confrontation with Israel on behalf of Syria would probably be a tough sell to its Shiite constituents at home, let alone the broader Lebanese public.“I can’t see a situation whereby they would accept an order from Assad to, say, attack Israel or attack some domestic enemies. I think that would be too damaging for their position,” said Chris Phillips, a Syria specialist at Queen Mary University in London.Israeli defense officials also say the odds of retaliation by Syria or Hezbollah are very low. Still, Israel has deployed Iron Dome anti-missile batteries in the Tel Aviv area and toward its northern frontier with Syria.Between these two extremes lies a middle path for Assad, which would involve an attack such as a car bombing carried out by a sympathetic militant group.“Something to indicate to the outside world that it’s dangerous to mess with the Assad regime, that they have levers that can cause damage elsewhere, while also plausibly denying that they’ve had direct impact,” Phillips said.As an example, Phillips pointed to a double car bombing earlier this year in Turkey that killed more than 50 people. Turkey blames Syria, while Syria denies any role.
