"significant progress" in the course of the last 24 hours in some areas
of Israeli-Palestinian talks, after reaffirming US opposition to Israeli
settlements.
"We made significant progress in our discussions about a couple of
areas of concern in the panorama of the concerns we have," Kerry told
reporters in Amman after meeting with Jordanian Foreign Minister Nasser
Judeh.“It is important for us to be able to proceed carefully and quietly," he said."I am convinced in my judgement what happened in the course of the
last day has opened up a number of different possibilities for things
that can be included as we go forward."Kerry, who has fought to get the Israeli-Palestinian peace
negotiations back on track despite recriminations on both sides, had
earlier held talks with Jordan's King Abdullah II.“We've created some clarity on some of the points," Kerry said. "I was pleased."Kerry is scheduled later in the day to hold another round of talks
with Palestinian president Mahmud Abbas, this time in the Jordanian

Palestinians said a secret negotiating session on Tuesday broke down in a

largely quiet on the negotiations but there has been little, if any,
progress evident.The stalemate has prompted speculation that
the US may need to increase its involvement in the talks and present its
own outline for peace — or lower expectations and pursue a more
limited, interim agreement.

An agreement between Saudi Arabia and Pakistan could see the Gulf
state deploy ready-made nuclear warheads in the event that Iran crosses
the nuclear threshold.That's according to a report by
BBC Newsnight, which cites
"multiple sources" suggesting "generous" Saudi aid for Pakistan's
nuclear own program was given as part of an understanding by the two
countries that, if and when Saudi Arabia required use of nuclear
warheads, the
Pakistanis would provide it to them."What did we think the Saudis were giving us all that money for? It wasn't charity," one "senior
Pakistani" told the
BBC.Another unnamed source - identified only as a former Pakistani intelligence officer, said that in his view "the Pakistanis
certainly maintain a certain number of warheads on the basis that if
the Saudis were to ask for them at any given time they would immediately
be transferred."If true - and both the Saudis and Pakistanis deny that it is - such
revelations would confirm fears of the onset of a nuclear arms race in
the event that efforts to curb Iran's nuclear program fail.It would be a convenient arrangement for the Saudis, who have long
called for a "nuclear-free Middle East", but have been watching with
alarm as the Obama administration warms ties with Tehran whilst the
latter continues to move forward with its nuclear program. By
effectively outsourcing its own nuclear option the kingdom can continue
its calls for nuclear disarmament and non-proliferation, whilst
maintaining an atomic safety net in reserve should all else fail.Senior US officials have also voiced their belief that an arrangement
of some kind exists between the two Sunni Muslim states, both of whom
neighbor Shia Iran."I do think that the Saudis believe that they have some understanding
with Pakistan that, in extremis, they would have claim to acquire
nuclear weapons from Pakistan," claimed Gary Samore, who was US
President Barack Obama's counter-proliferation adviser until March 2013.The precise nature of the arrangement remains unclear, and could
range from a simple "cash and carry" arrangement whereby Pakistan
directly sells the Gulf state ready-made nukes, or something less
direct, such as the deployment of Pakistani nuclear
positions in Saudi Arabia. But skeptics have pored doubt on both scenarios, noting that the
former would effectively cast Pakistan as a rogue state, willing to flog
its nuclear wares to the highest bidder, and that the second option -
the presence of a foreign nuclear "protector" on Saudi soil - would
seriously dent the Sunni Arab state's ambition to
position itself as the leading Sunni Muslim power.Nevertheless, while neither arrangement would be "ideal" for the two
countries, a sense of desperation might force their hand. Moreover,
fears in Pakistan of damage to its relations with western powers in the
event of such a deal could be offset by Saudi financial largess, of the
kind the Arab state has shown it is more than capable of providing to
its allies in the past.The report noted how since the US invasion of Iraq and ouster of
Sunni Arab strongman Saddam Hussein in 2003, with the Saudis perturbed
at the removal of one of the last remaining bulwarks to Iranian regional
influence, a steadily increasing flow of evidence has emerged
suggesting the existence of such a deal.For example, US State Department cables posted by Wikileads record
how in 2007 US diplomats at the American mission in Riyadh were being
asked about US knowledge of "Saudi-Pakistani nuclear cooperation". According to the leaked cables, Pakistani
officials told their American counterparts that "it is logical for the
Saudis to step in as the physical 'protector'" of the Arab world by
seeking nuclear weapons.Moreover, in the years following the invasion senior Saudi officials
explicitly warned the US of their intention to respond to an Iranian
acquisition of nuclear weapons by obtaining an arsenal of their own.
The
BBC report noted that such threats could have been mere
"bluster", and pointed out that much of the intelligence on the secret
Saudi-Pakistani deal comes from Israeli sources, and that Israel too has a vested interest in "wanting to worry the US into containing Iran."But nonetheless, amid a significant
deterioration in US-Saudi Arabian relations
- the result of growing distrust over the current American
administration's readiness and ability to contain the Iranian threat -
the prospect of Saudi Arabia "going it alone" is not so outlandish.Signs of a more independent and aggressive foreign policy by the
kingdom have already emerged, including guarantees of aid to fellow
Sunni Arab state Egypt, as US support for the interim government in
Cairo wobbles, as well as threats of a regional escalation to counter
Hezbollah's growing influence in Syria.
A recent
Wall Street Journal report on the crisis in
relations between Washington and Riyadh - including a direct
announcement by Saudi Arabia's spy chief that his country is scaling
back its cooperation with the US - noted that Saudi diplomats had
threatened US officials that Riyadh could "seek alternatives" to the
mutual-defense treaty between the two states.Against that backdrop the "Pakistani option" seems alarmingly feasible.

President Vladimir Putin will visit Egypt later this month, t
he Free Beacon reports, in what is seen as an attempt to replace the US as the Nile state's military provider.The visit, during which US officials predict Putin will announce a major arms deal, comes as US ties with both Egypt and Saudi Arabia are weakening, and may indicate a shifting of regional influence in Moscow's favor.Tensions rose between the US and Egypt following US President Barack Obama's partial freeze of Egyptian military aid last month. The move came on the heels of Obama's perceived support of ousted President Mohammed Morsi of the Muslim Brotherhood.The Free Beacon notes that Egypt is interested in
acquiring Russian fighter jets and Tor anti-aircraft missiles, in
addition to upgrades for its Soviet-era tanks, all of which are weapons
systems the US has currently blocked.If the visit is successful, Russia will mend military relations with Egypt that were strong until 1977, when then-President Anwar Sadat broke ties in favor of US backing.The announced visit comes after initial reports of Egypt's intention to
seal a 15 billion dollar arms deal with Russia, which reportedly will include MiG-29 planes and other military equipment. Egypt expressed its interest after an Egyptian delegation visited Moscow last Thursday.Just before US Secretary of State John Kerry's apparently
unsuccessful conciliation visit to Cairo on Sunday, Egyptian Foreign
Minister Nabil Fahmi stated that his country is looking for partners
other than the US to meet its security needs.Kerry's visit included a
stop in Saudi Arabia, in an attempt to patch things up with the Gulf state which has expressed displeasure over Obama's
handling of Syria and the Iranian nuclear threat. Saudi Arabia reportedly will help finance Egypt's Russian arms deal.
Russia has been taking an increasingly active role asserting itself in the Middle East, replacing America according to some, as US alliances and influence in the region have faltered.
According to Russian Deputy Foreign Minister Mikhail Bogdanov Thursday, Russia will be
hosting
representatives of both the Assad regime and the rebel forces
in unofficial peace talks between the two sides. He added that both
sides had agreed to the meetings.The development comes after US and western backed initiatives for a
Geneva 2 Conference to discuss Syrian peace has fallen apart as the
rebel forces have demanded that talks
focus on Assad's exit, while Assad insists on staying in power.

Journalists Matt Rees and Matthew Kalman are feeling a tad smug right about now. The writers of
“The Murder of Yasser Arafat” asserted in their early 2013 e-book that the Palestinian leader was assassinated, probably by polonium.-Now
that Swiss scientists have found at least 18 times the normal level of
radioactive polonium in Arafat’s bones, as reported by Al Jazeera
America, all that remains, they say, is to figure out who did it.Al Jazeera said the primary suspects
are “Arafat’s Palestinian rivals or the Israeli government.” But Rees
and Kalman say it was Arafat’s close circle of companions who are the
prime suspects, not Israel.
“This polonium story is revolving around
different factions wanting the PLO money and his legacy as a political
symbol,” said Rees, speaking from his home in Jerusalem. “I think that
for this issue to still be alive, it’s not just an issue of principle
and an issue of whodunit and bringing justice, it’s about Suha Arafat
getting some money out of the PLO guys.”Those who killed Arafat, added Rees,
are people in his immediate circle who are now in control of the
Palestinian Authority, and they’re under great pressure to keep Arafat’s
widow quiet.“The more that comes out, and it is
in stages, the more that pressure grows,” he said. “She doesn’t have to
go all the way and really name names. She is in quite a position of
power because she has Al Jazeera behind her.”

Rees, the former Time magazine correspondent in Israel and now a
fiction writer, and Kalman, also a long-time foreign journalist in Israel (and
blogger for The Times of Israel), set out to write the Arafat story and other journalistic nuggets as
DeltaFourth,
a reference to the American special forces unit and the profession of
journalism — the fourth estate. They felt they had juicy material that
wouldn’t receive the proper treatment in most publications, and decided
to publish it themselves, in e-book format.“We bring people to the point that we know Arafat was murdered and the only to find out is to read our book,” said Rees.What they don’t know is where the
poison came from, but they are keeping tabs on the story. They theorize
that it was one of the powerful men in Arafat’s circle who accessed the
polonium from either Israel or the former Soviet Union, where
Palestinian leader Mahmoud Abbas spent time while working on his
doctorate.For now, however, Rees is taking
issue with Foreign Ministry spokesman Yigal Palmor, who is arguing that
Arafat wasn’t poisoned at all.“He just needs to argue that Israel
didn’t supply the poison,” pointed out Rees. “He seems to be a little be
too positive, and frankly, a little bit too suspicious.”
