Tension at Temple Mount is escalating week by week

Radical Muslim and Jewish groups at times seem to have forged an unholy alliance to push for holy war

Early on Friday evenings, they meet at the Temple Mount — a group of worshipers who differ from the others in appearance, and especially ideology. The group consists of 50-70 men who sit or stand together and listen to lectures on the Koran in the square outside Al-Aqsa Mosque.These are not the Hamas supporters seen often at the compound, known to Muslims as Haram a-Sharif, nor are they members of the Kharkat al-Tahrir movement (despite their similar attire and ideology). They are, rather, members of the Salafi movement who believe in imitating the ways of the Prophet Muhammad and his immediate followers, and they are becoming an almost permanent presence on the Temple Mount.While these are not terrorists like members of the Al-Salafiya Al-Jihadiya organization, who operate today in many Middle Eastern countries and recently in the West Bank as well, their presence at Al-Aqsa is not a comforting sight, particularly given the increasing hostilities between Jews and Muslims at this acutely sensitive and contested spot.Last Sunday, the Jerusalem District Police was forced to close the Temple Mount when a group of Jews visited the site during the hours designated for non-Muslim visitors and began to sing Hanukkah songs. Dozens of Muslims, including Islamic extremists (not necessarily the Salafis) who are permanent fixtures on the mount, attacked the Jewish group as dozens of police officers tried to disperse the violent confrontation. Four worshipers — Jewish and Muslim — were arrested.On Wednesday, the compound was closed to visitors and worshipers once again after fireworks were shot at police from the Al-Aqsa Mosque. There was more, minor, trouble after prayers on Friday.Combined with other incidents on the Temple Mount over recent weeks, this seems to be just the beginning.

Temple Mount is in whose hands?

The flow of non-Muslim visitors to the Temple Mount on Tuesday afternoon was typical. The site is open to tourists and Israeli visitors from 7:30 to 10 a.m., and then again from 12:30-1:30 p.m. A multitude of languages, including Hebrew of course, rises from the group waiting outside the gate for the security check.

Among the visitors Tuesday was Yoram Loewenstein, director of the Tel Aviv-based Performing Arts Studio, with several of his students and a group of their guests from Lithuania, and Aline Levy, a former participant in the Israeli Big Brother reality show. They had come to learn a bit about the history of the site and more about the Israeli-Palestinian conflict.A few meters away from the security guards sat a smiling young man offering drinks and biscuits to the visitors. He introduced himself as a member of an organization called “Bringing Joy to the Pilgrims.” It is only Jewish pilgrims that this group has in mind.

The police officer at the entrance expertly picked out the regular troublemakers. Two young men with unusually large white knitted kippas were taken aside for a more thorough inspection. The visitors were instructed to leave all religious articles, including prayer books and Hanukkah menorahs, at the entrance to the site. After another brief delay, the group finally entered the compound.All visitors are thoroughly inspected at the entrance to the Temple Mount because Israel’s security forces realize that a single incident here can easily cause the entire region to erupt. On Hanukkah and other Jewish holidays, increasing numbers of right-wing activists (as well as Likud Knesset members lately) call upon the public to visit the Temple Mount. Each such attempt causes unrest among Muslim worshipers at the compound and throughout the West Bank.The Temple Mount/Haram a-Sharif has always been a source of conflict and contention between Israel and the Palestinians. Violence has erupted here many times, the most infamous recent incident occurring on September 28-29, 2000. What began with opposition chairman Ariel Sharon’s visit to the Temple Mount, deteriorated the following day into the opening confrontations of the Second Intifada, also known as the Al-Aqsa Intifada. When afternoon prayers ended on Friday, September 29, Muslim worshipers began to riot and throw stones at the Jewish worshipers at the Western Wall below, wounding Jerusalem Police Chief, Major General Yair Yitzhaki. A special unit of the Israel Border Police was ordered to force its way on to the Temple Mount using live fire if necessary. Seven Palestinians were killed and dozens were wounded, triggering clashes and violence throughout the West Bank and Gaza.Since then, the Jerusalem District Police has learned its lesson, now restricting Muslims under a certain age from entering for Friday prayers on sensitive occasions. Nevertheless, radical Muslim groups use the site to regularly incite against Israel, and skilled provocateurs from the other side use it as a political podium.And there are plenty of both — extreme right-wing Israelis who try to light a Hanukkah menorah in the Al-Aqsa Mosque or establish a synagogue at the site, and Islamic activists, Israeli Arabs and Palestinians who fight to “save Al-Aqsa” from the Jews. They often seem to sustain one another in what appear to be efforts to trigger a holy war.

Every message posted on the internet by one makeshift organization or another, calling upon the Jews to “pray on the Temple Mount,” becomes a means of recruitment for radical Islamic groups to bring dozens of supporters to the site, “to protect Haram a-Sharif.”One of the most active groups on the Temple Mount in recent months is known as Al-Shabab Al-Aqsa. This group of young men is most often recruited by members of the northern branch of the Islamic Movement (lead by Sheikh Raed Salah) in order to “protect Al-Aqsa.” This means physically preventing Jews from attempting to pray on the Temple Mount or to cause damage to the site. These activists are Arabs from Israel and East Jerusalem who are paid for each “shift” that they work.Alongside them is the “Women’s Corps,” with the same assignment. These women are generally poor, divorced or widows and are recruited by the Islamic Movement, which pays their salaries and organizes their transportation to the mount. These provocateurs occasionally shout insults and “Allah Akhbar” at non-Muslim visitors, but usually just stand guard.Activists affiliated with Hamas can often be found on the mount as well. After the June 2013 coup in Egypt, Hamas supporters hung posters of ousted Egyptian president Mohammed Morsi on the Temple Mount, drawing harsh criticism for using the Al-Aqsa Mosque for political purposes — despite the fact that every known Palestinian movement uses Haram a-Sharif for political gain. This includes Islamic Jihad and Kharkat al-Tahrir.The latter has been active in the West Bank for years but does not play any organizational role in terrorist attacks or in Palestinian politics. The number of its supporters has significantly increased in recent years following the split between Hamas and Fatah. Today, there are 2,000 Kharkat al-Tahrir supporters in Jerusalem alone, who so far have avoided all political and military involvement.And recently, the Salafis have appeared as well. These are not terrorists like the three Al-Salafiya Al-Jihadiya activists killed two weeks ago by Israeli Special Forces in Hebron. The Salafis are an ultra-religious group that calls upon the Islamic world to return to its roots. They have lived and operated in Gaza and the West Bank for hundreds of years. The problem is that in recent years, more and more Salafi activists have joined terrorist groups that operate from places such as Sinai and Syria.The Hebron incident was the first armed confrontation between members of the militant denomination and Israeli security forces, but it may not be the last. Just last week, Palestinian security forces reported that they arrested dozens of military activists affiliated with Al-Salafiya Al-Jihadiya.

The storm on the horizon

Sheikh Azzam Al-Khatib, director of the Waqf in East Jerusalem and at Al-Aqsa, charges that Israeli “radicalism” is “ruining everything.”In an interview this week, he described a recent Sunday when, he said, a group of 26 Orthodox Jews visited the Temple Mount and “even attacked your own soldiers,” and he warned: “If a fire erupts here, it will ignite the entire world.”“We dream of Jerusalem being a source of peace between religions,” he added, “each with its own holy site: Al-Aqsa to the Muslims; the Church of the Holy Sepulcher to the Christians; and Al-Buraq Wall (the Muslim name for the Western Wall, named for the horse that carried the Prophet Muhammad to the heavens), which belongs to the Muslims as well but the Jews may pray there.”He offered these terms straight-faced, either unaware or unperturbed by the radical revisionism. Throughout the conversation, Al-Khatib cautioned that every Jewish attempt to pray at “Haram a-Sharif” will draw a response and objections from the Muslims. “This site represents 1 billion, 700 million Muslims. We do not want a religious war to break out in the region. It will put us all in danger.”The complex and dangerous circumstances that are rapidly developing on the Temple Mount prompted Israel’s two Chief Rabbis, Ashkenazi Rabbi David Lau and Sephardic Rabbi Yitzhak Yosef, to this week reaffirm the ruling made by Rabbi Avraham Yitzhak Kook (years before the establishment of the State of Israel) which forbids Jews from visiting the Temple Mount. This new-old ruling, however, is unlikely to have much impact at this most sensitive of sites, where years of seething tension appear to be bubbling ever closer to the surface.

Late fall and early spring (BIRD MIGRATION SEASONS IN ISRAEL) bring thousands upon thousands of birds, while winter is the season for ducks. Spring brings flowers. And in summer, when the entire country is brown and dry, the Reserve’s green foliage is at the height of its beauty.

It has been estimated that the total number of birds passing through Israel during the autumn migration is about 600 million, which is about 10% of the number of birds migrating from the Palearctic region to Africa. The combination of its unique location and small size, facilitates studying a number of basic migratory phenomena. The only other similar site in the world is in Panama.

Liberman says skeptical peace talks will bear fruit

Speaking at Saban Forum in Washington, foreign minister says dialogue, coexistence with Palestinians critical

There’s zero trust between Israel and the Palestinians, Foreign Minister Avigdor Liberman said Friday night, voicing scant hope for a prospective peace agreement by the end of the nine month period allotted for the American-brokered peace talks.Speaking at the Brookings Institute’s Saban Forum on ”US-Israel Relations in a Dynamic Middle East,” Liberman said negotiations with the Palestinians must start “not from security and not from refugees, but from some simple thing I call trust, confidence, credibility.”“Without trust and credibility — mission impossible,” he said. The foreign minister said past treaties were made between Israeli and Palestinian rulers, not the respective peoples. “I think we must reach a real comprehensive solution with the Palestinians and not with the rulers,” he said.While he expressed gratitude for US Secretary of State John Kerry’s efforts to bring the two sides together, “to keep this process alive,” and reach a negotiated resolution to the decades-long conflict, Liberman expressed doubt that there’d be an agreement in the coming year.

“To speak frankly,” said Liberman, “I don’t believe it is possible in the next year to achieve [a] comprehensive solution, to achieve some breakthrough, but I think it’s crucial to keep our dialogue, because we live in the same region, we’re neighbors. It’s important at least to think about coexistence.”Liberman, head of the right-wing Yisrael Beytenu party, said he continued to support a two-state solution, and voiced his backing of a land and population swap with the Palestinians — a plan which would involve the forced transfer of Israeli Arabs to Palestinian Authority control.“We’re ready to share this small land,” he said, saying he was even willing to leave his West Bank settlement should there be hope of a guaranteed negotiated resolution to the conflict. He rejected outright the term “occupation” in the context of Israel’s presence in the West Bank, however, and said the conflict with the Palestinians was not a matter of territory. ”To speak of occupation is not to understand the history of this region and the facts.”He said the Israeli government must break out of its deadlock with the Palestinians, take a step back and reevaluate its policies.“All of our direction on the Palestinian issue is the wrong direction, we must take some time out for a policy review,” he said.Should talks break down, however, Liberman opposed unilateral Israeli action to withdraw from the West Bank, as it did from the Gaza Strip in 2005. “I don’t believe in unilateral steps,” he said twice in his talk with Washington Post columnist David Ignatius, noting thousands of rockets fired at Israel in the eight years since it left the Palestinian territory.Turning to the Iranian issue, Liberman reiterated his opposition to Prime Minister Benjamin Netanyahu’s public airing of dirty laundry with the United States over the deal reached with Iran last month. “It’s unnecessary to discuss public disagreements publicly,” he said. “I think to cool down the atmosphere is also very crucial today.”While he acknowledged that Israel sought to diversify its allegiances in the international arena, he said there was no replacement for its close alliance with Washington.“We don’t have any alternative to the United States,” Liberman said, but added that “we can’t disregard Russia” from the Middle East equation. Concerning rumors of a secret Israeli-Saudi alliance against Iran, Liberman didn’t confirm or deny suspicions, but said Israel was open to dialogue with all countries, and said that Saudi Arabia was “not so worried about Israel.”“The biggest threat for them is not Zionism, not Jews, not Israel, but the radical movements in the Arab world like Sunni radical movements like al-Qaeda and of course the Iranian ambitions,” he said. Ignatius commented that he “almost heard an endorsement of an Israeli-Saudi understanding about security.”Liberman also warned against a developing Middle Eastern nuclear arms race involving the Saudis, Iran, Egypt and Turkey, and said Iran’s government headed by President Hassan Rouhani and Foreign Minister Mohammad Javad Zarif didn’t hold the real power, but the supreme leader and Revolutionary Guard did. He said Iran posed a greater threat to the Gulf countries than it did to Israel.“The biggest threat from Iranians is not even to Israel, it is first of all to the [Saudi] allies, to the Gulf countries,” he said.Liberman compared the nuclear deal reached by the US and world powers with Iran and the chemical weapons agreement reached by the US and Russia with Syria. In the Syrian case, the deal was to destroy the chemical weapons and the means of producing them, he said, but in the Iranian case “the centrifuges that were spinning before the agreement continue to spin today” and Iran keeps all enriched uranium.

After security plan, ‘Kerry to present US blueprint for deal on all core issues’

Undeterred by tepid Israeli and Palestinian response to security proposals, secretary said set to press ahead with plans for Jerusalem, borders, refugees

Having this week unveiled an American plan for security arrangements between Israel and the Palestinians under a permanent peace deal, Secretary of State John Kerry reportedly also intends to set out American proposals in the near future to resolve the other core issues — Jerusalem, the borders of a Palestinian state, and the Palestinian refugees.Israel’s Channel 2 news on Friday night reported that Israel, though it was “not satisfied” with the security proposals, had not rejected them. The Palestinian Authority, though also unhappy with the Kerry security proposals, has denied earlier reports that it rejected them.The secretary was relieved that the response was not furious opposition, and intends to proceed with the “gradual” unveiling of a comprehensive American blueprint for a permanent accord, covering all the key issues of dispute, the TV report said. Launching the current Israeli-Palestinian talks in late July, Kerry expressed confidence that a permanent peace accord ending the conflict could be reached within the following nine months; almost half of that period has now elapsed.Israeli sources quoted in the report called the security plan “interesting” and “complex” but ultimately “not sufficient.” Nonetheless, they were said to be studying the plan and had not rejected it.Kerry left Israel Friday after three meetings in two days with Prime Minister Benjamin Netanyahu and one session with Palestinian Authority President Mahmoud Abbas. In contrast to previous visits, he was accompanied this time by retired US Gen. John Allen, who detailed the American plan for security arrangements.Kerry said Friday that “the people who really know what’s going on” in the negotiations between the Israeli and Palestinian sides on a permanent accord “aren’t talking about it.” But reports of the security plan’s content leaked out over Thursday and Friday.Among its key elements, the US security plan reportedly provides for a series of border crossings along the Jordan Valley border between the West Bank and Jordan which would be jointly controlled by Israel and the PA. IDF: Explosion on Israeli-Syrian border preplanned

Military investigation reveals explosives placed on eastern side of border fence were intended for unit patrolling the area

The explosion that took place on the Israeli-Syrian border on Friday evening was caused by explosives intended to target the IDF unit that was patrolling the border, the IDF said Saturday.The explosives were placed on the eastern, or Syrian, side of the border fence.The explosion occurred Friday evening near an IDF unit that was patrolling the Israeli-Syrian border in the area of Mount Hermon, in the northern Golan Heights.There were no injuries among the soldiers nor any damage to their vehicle. A larger IDF force was called to the scene to investigate, and remained in the area on Saturday to boost security.Initial reports indicated that it was unclear whether the explosion was the result of a planned attack. However, on Saturday, the IDF said that the attack had been planned, and that it had been launched from the Syrian side of the border.As of Saturday afternoon, no group had taken responsibility for the attack.The IDF has ruled out the possibility of mortar fire from Syria, reported Ynet. Sporadic mortar shells have landed on the Israeli side of the border in recent months, presumed spillover from that country’s nearly three-year-old civil war.Earlier Friday, Israeli prosecutors filed charges against a Druze resident of the Golan for passing information on IDF movements to Syria. According to the indictment, Rafat Halabi, 28, crossed into Syria three months ago to join the Bashar Assad regime in its fight against opposition rebels.Yoel Goldman contributed to this report.

EU says No to Russian pipeline, as Ukraine talks resume

BRUSSELS - The EU has given Ukraine a gift on Russian gas, amid fresh talks on an EU-Ukraine treaty.
The European Commission told the Kremlin in a letter on Wednesday (4 December) that its "South Stream" pipeline - designed to bypass Ukraine, costing it billions in lost transit fees - violates EU law.Klaus-Dieter Borchardt, a senior EU official, made the decision public the same day.Referring to Russia's deals with Austria, Bulgaria, Croatia, Greece, Hungary, Serbia and Slovenia, he told the European Parliament that "the commission has looked into these intergovernmental agreements [IGAs] and came to the conclusion that none of them is in compliance with EU law."An EU spokeswoman added that if they go ahead, Brussels will trigger "infringement proceedings."EU "unbundling" and "third-party access" laws say energy firms must separate production and distribution and must let competitors use each other's pipes. But the IGAs give Russia exclusive control of South Stream from Siberian gas fields to EU consumers.EU officials say the decision has nothing to do with new talks on an EU-Ukraine free trade treaty.They also say they will not make "cheap deals" with Ukraine to salvage the trade pact.But the South Stream decision squares with Ukraine's threat to leave the European Energy Community, a club of south-east European states, due to lack of EU "solidarity."EU countries have also dropped demands for Ukraine to free its former PM, Yulia Tymoshenko.The gas news came one day before Ukrainian envoys came to the EU capital for talks on reviving the trade pact.The Ukrainian delegation was led by deputy central bank chief Mykola Udovychenko and deputy foreign minister Andrii Olefirov, who met with mid-level diplomats in the EU foreign service.

Swedish and Polish foreign ministers at a meeting with the Ukrainian PM, Mykola Azarov, in Kiev on Thursday urged him to stop police violence.Meanwhile, Russia and the US spoke of "hysteria" and "chaos."
"This situation is connected to some Europeans' hysteria, which was caused by the fact that Ukraine exercised its sovereign right in deciding not to sign [the] agreement," Russian FM Sergei Lavrov told press at a meeting of the OSCE, a Vienna-based pro-democracy club, also in Kiev on Thursday.The US state department's Victoria Nuland said: "This is Ukraine’s moment to meet the aspirations of its people or to disappoint them, and risk descending into chaos."

(AP) — After cold rain and winds lashed the Southwest and other parts of the country Friday, millions of residents hunkered down for icy conditions expected to last through the weekend as the cold snap was forecast to continue causing problems and trekking northeast.Face-stinging sleet, thick snow and blustery winds led to slick road conditions, school closures, power outages and event cancellations as the wintry blast dropped temperatures to freezing and below from Texas to Ohio to Tennessee on Friday.
In California, four people died of hypothermia in the San Francisco Bay Area while the region was gripped by freezing temperatures.The weather created a strangely blank landscape out of normally sun-drenched North Texas: Mostly empty highways were covered in a sometimes impassable frost.It forced the cancellation of Sunday's Dallas Marathon, which was expected to draw 25,000 runners, some of whom had trained for months. A quarter of a million customers in North Texas were left without power, and many businesses told employees to stay home to avoid the hazardous roads.Meanwhile, around 7 inches of snow fell in northeast Arkansas and the Missouri boot heel, according to the National Weather Service in Memphis. Rob Ford needs early exit, not early election

TORONTO - The only thing a snap mayoral election in Toronto would prove is that we’re a city of Rob Ford enablers.Ford was and remains the elected mayor of the city despite admitting to smoking crack cocaine, buying illegal drugs and misleading Toronto residents.Now we start to hear murmurs of a snap election to clear the air and some even advocating it.Should we spend more than $7 million to have a special election just because Ford is a drunken, crack-smoking global embarrassment who doesn’t feel enough shame to quit? No.Beyond the cost of the election, there is the simple fact that the actual election starts on Jan. 2 and runs until Oct. 27, 2014. We will be in an election in less than a month and any snap election wouldn’t start, best case scenario, until February or March.We don’t need an election because one is coming.Some will say that because Ford can’t legally be ousted under the current rules, the rules should be bent to allow an election and deal with this unprecedented situation.

Why do we bend the rules of the city and the province just to accommodate Ford’s follies? That’s how we got into this mess in the first place.Enough taxpayer-funded staffers who worked for Ford, enough councillors, enough members of the media, enough judges, enough voters have helped smooth over Ford’s previous failures, his refusal to follow the rules, his shortcomings and his gaffes.We don’t need an election because it would be unfair to everyone but Ford.A snap election helps those with name recognition and easy access to resources. The incumbent yet incapable mayor would be off to a running start. The fairest test of Ford’s support in the city is the election in its due course not one brought on suddenly.Let’s be honest, we don’t need an election, we need a mayor that can feel an ounce of the shame he’s brought on his office and then demonstrate a modicum of honour.We need a mayor that would know when to quit and realize that he should quit now.It was one of the three choices given to him by his staff in May when the crack video allegations first became public and it is now his only option if he ever hopes to have a chance at holding a political office beyond this term.To leave his office now would be a rare honourable act by a man who has displayed nothing but dishonour over the last few months. He has lied to Toronto, he has associated with the city’s criminal element and he has disrespected the taxpayers he had pledged to respect.Staying in the spotlight says even more about just how truly flawed Ford’s character is. By refusing to leave office the mayor is refusing to acknowledge that he actually did anything wrong.Quitting would show even he rejects the nefarious life he was leading that was so far from what voters threw their support behind in 2010.
An exit rather than an election — regardless of whether you support Ford or not — that’s what Toronto needs right now.

vatican insider staff Rome Today Benedict XVI received Patriarchs of Eastern Catholic Churches in the Mater Ecclesiae monastery where he resides. The religious leaders came to Rome to celebrate the conclusion of the Year of Faith and attend the plenary session of the Congregation for the Eastern Churches. The Pope Emeritus seemed at peace and in good form according to the religious leaders. They wanted to meet him to express their gratitude for the great help he gave to their respective Churches during his pontificate. "Your Holiness, we have come from our hotel in the rain like pilgrims , and therefore deserve a special blessing and a special prayer for Iraq," AsiaNews reported Mgr. Raphael Louis Sako, Chaldean patriarch and archbishop of Baghdad saying."I pray for Iraq, Syria and the rest of the East every day,” the Pope Emeritus responded. Mgr. Sako then asked him another question: "You have retired, but is there any possibility of you coming to Iraq?" Here Benedict XVI concluded the meeting by responding: " I'm getting old, and I’m a monk who has decided to spend the rest of his time in prayer and rest."

BRUSSELS - The EU's financial transactions tax is legal and would not discriminate against countries outside its remit, according to lawyers working for the European Commission.A report by the commission's legal team, seen by EUobserver, rubbished claims by governments that the financial transactions tax could break international law.They insisted that the tax had no effect on the right of governments to set national tax policies, stating that "the provision has no impact on the freedom of non-participating member states to exercise their own tax competence in whatever manner they see fit."Legal wrangling has dogged the progress on a tax which has become to symbolize the battle between politicians and financial institutions on whether banks should pay their share towards the costs of the financial crisis.The tax, which is intended to dampen speculation in the bond and derivatives markets, aims at making banks pay about €35 billion a year.
The EU executive scrapped initial plans for an pan-EU transactions tax in 2011/2 after a number of governments indicated that they would veto it.It submitted its latest proposal in February, using the so-called 'enhanced procedure' which allows a group of EU countries to agree extra rules between them. The tax would apply, on their request, to eleven EU countries - Belgium, Germany, Estonia, Greece, Spain, France, Italy, Austria, Portugal, Slovenia and Slovakia.Representatives of the EU-11 will meet in Brussels next week to discuss progress on the tax as the legislative clock counts down to next May's European elections.
EU officials are hopeful that new impetus for the transactions tax will come from Germany's new coalition government, which has made the tax a political priority, and called for its remit to be expanded to cover currency trading.The paper, which serves as a direct rebuttal to a legal opinion released in September by lawyers representing EU governments which had described the proposal as "not compatible" with EU law.
The opinion added that the tax "infringes upon the taxing competences of non-participating member states" and is "discriminatory and likely to lead to distortion of competition."In response, the Commission paper concluded that "what the Council perceives as discrimination is in reality nothing but a disparity between different national tax regimes."The proposed tax currently under discussion would be levied at a 0.1 percent rate for bond transactions and 0.01 percent for derivative trades, potentially also catching high-frequency trading.However, some countries outside the EU-11 have complained about the "counterparty" and "residence" principles in the bill, claiming that this could force them to collect the tax but not keep it.
The UK, which has the largest financial services market in Europe, and Luxembourg, have filed legal challenges to the tax at the EU's top court.For her part, Natalie Alonso, spokesperson for charity Oxfam, which has campaigned for the tax, said that the commission opinion "puts to bed any legal concerns about the financial transaction tax."
