Crimea declares independence before referendum

Crimea's regional parliament Tuesday voted with a broad majority (78 out of 81) to become independent from Ukraine, five days before a referendum on joining Russia. "After this referendum Crimea will be able to join the Russian Federation as an independent and sovereign state," the Crimean parliament spokesman said.

She made the comments Tuesday at a Christian-Democratic party meeting, reports Spiegel with participants describing her intervention as emotional. She said Germany should prepare for an economic fallout from EU-imposed Russia sanctions.

BERLIN (AP) — NATO deployed two surveillance planes to fly over Poland and Romania on Wednesday to monitor the crisis in neighboring Ukraine.The military alliance said two AWACS, or Airborne Warning And Control System, reconnaissance planes took off from bases in Germany and Britain.The surveillance flights won't leave the airspace of its member nations — thus not crossing either into Ukrainian or Russian airspace, a spokesman for NATO's operational headquarters said in Belgium."The planes can observe over 300,000 square kilometers (115,000 square miles) and will primarily be looking on air activity and the sea," Lt. Col. Jay Janzen said, adding that one AWACS aircraft already went on a surveillance mission to Romania on Tuesday and that more missions were being planned."Our flights will not leave NATO airspace," Janzen said. "Regardless, we can observe, we can look a very long way."NATO's 28 member states decided Monday to intensify the assessment of the possible threat the Ukrainian crisis poses to the alliance by sending AWACS planes. The decision comes after deployments of U.S. fighter planes to eastern European nations bordering Russia, such as Poland and Lithuania.Janzen said the flights had already been planned as training missions before NATO's decision, but more planes will be added to the exercises in the coming days.The plane flying out of the German base to Romania was an E-3A AWACS and the plane leaving Britain for Poland was an E-3B AWACS, Janzen said.

Exclusive: EU approves framework and wording for sanctions on Russia

BRUSSELS (Reuters) - EU member states have agreed the wording of sanctions on Russia, including travel restrictions and asset freezes against those responsible for violating the sovereignty of Ukraine, according to a draft document seen by Reuters.The seven-page document describes in detail the restrictive measures to be taken against Moscow if it does not reverse course in Crimea and begin talks with international mediators on efforts to resolve the crisis over Ukraine.If approved by EU foreign ministers at a meeting on Monday, they would be the first sanctions imposed by the European Union against Russia since the end of the Cold War, marking a severe deterioration in East-West relations."Member states shall take the necessary measures to prevent the entry into, or transit through, their territories of the natural persons responsible for actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine," reads Article 1 of the document.The second article covers assets held in the European Union and states that "all funds and economic resources belonging to, owned, held or controlled" by those responsible for actions which have undermined Ukraine's integrity "shall be frozen".The document was approved by what is known as a silence procedure after no EU member states raised objections to the wording by 1100 GMT on Wednesday, officials said.EU foreign ministers meet in Brussels on Monday and are expected to formally sign off on the restrictions, unless there is a dramatic change of course by Russia. That seems unlikely, with no indication of any 'de-escalation' in Crimea.A referendum in Crimea on Sunday is expected to see the region vote in favor of secession from Ukraine to join Russia, adding weight to calls for an international response.

NAMES STILL NEEDED

While the EU has agreed the wording for its sanctions, it is still working on the names of those to be targeted.Discussions took place in London on Tuesday, when officials from Britain, the United States, Italy, France, Germany, Switzerland, Japan and elsewhere met to discuss the issue."My understanding is that there was detailed discussion of names at the meeting," an EU official said. "No definitive list has been drawn up, but it will be ready by Monday."European officials have indicated that Russian President Vladimir Putin and his foreign minister, Sergei Lavrov, will not be on the list, so that channels of communication can be kept open and further escalation is possible at a later date.Instead the list - an annex to the sanctions document seen by Reuters - is expected to focus on targets close to Putin in the security services and military establishment as well as on prominent members of the Russian parliament."The annex shall also contain, where available, the information necessary to identify the natural or legal persons, entities or bodies concerned," reads the sanctions framework."With regard to legal persons and entities, such information may include names, place and date of registration, registration number and place of business."The EU and United States are coordinating on imposing the restrictions and have encouraged other countries, including Canada, Japan, Turkey and Switzerland, to take similar measures to maximize the impact.If Russia does not respond to the pressure, the EU has said it is prepared to take further steps, probably involving an arms embargo and other trade-related measures. Rapid Reaction Corps France gears up for new tasks-NATO


Next year’s rotation of the command of the land component of the NATO Response Force (NRF) will be assumed by Headquarters Rapid Reaction Corps - France. It just completed a series of demanding training exercises to prepare for final certification, which will take place in Poland in November during Exercise Steadfast Jazz. Once certified, the headquarters will be able to command up to 30,000 personnel.“I am proud of the team spirit and the positive approach shown throughout the preparation for NRF certification,” says General Philip Van Impe, who runs the Training Division and is coordinating preparations. “That was truly the spirit of the musketeers, as we say in France: all for one and one for all.”Before being placed on standby and potentially being activated in a crisis, the NRF components must undergo a compulsory 12-month training and certification period, including six months of national preparation. This is immediately followed by a joint preparation phase led by NATO.The headquarters, based in the historic Citadel of Lille, began preparations in September 2012, with a detailed plan that defined individual and collective training needs,  along with concepts and operating procedures.This training programme was dubbed Citadel Pegasus, and involved intense physical preparation with shooting exercises, first aid and protection against chemical, biological, radiological and nuclear (CBRN) agents. Exercises were also organised to test the whole process of command post deployment and the expertise required to plan and conduct high-intensity operations.

Ready for Steadfast Jazz

“Allied Land Command in Izmir, Turkey, assessed the training carried out by the Lille Headquarters, and the results are positive,” says General Van Impe. “This is encouraging for the personnel and for all of us. We are ready for Exercise Steadfast Jazz!”During November’s Steadfast Jazz exercise, the headquarters will face the challenge of training and planning for an operation involving land, air and maritime forces from multiple nations in a complex environment.“The scenario takes into account the reality of modern operations with the need to act in a joint framework and alongside civilian players such as government and international bodies and non-governmental organisations active in these operational theatres,” says General Van Impe.“Moreover, Headquarters Rapid Reaction Corps - France will have to address threats linked to cyber attacks and the risk of the use of nuclear, biological and chemical weapons,” he adds.France will deploy the CRBN battalion, the 2nd Dragoons Regiment, to the exercise. Its role will be to give the alert, detect and identify chemical agents and implement decontamination measures.

High readiness

Within 14 days of a decision to commit the NRF, Headquarters Rapid Reaction Force - France must be capable of deploying a command post to the theatre of operations.“For Exercise Steadfast Jazz, this period must allow for the peacetime constraints of air and rail transport availability,” explains General Van Impe. In this case, the full deployment of the command post, its associated command and information systems and equipment will in fact take about a month.The first elements have already been deployed, including the teams responsible for transforming the Drawsko camp into a command post. Liaison with the host country, Poland, has been established. The headquarters will therefore be fully autonomous upon arrival. The rest of the personnel, consisting of 350 personnel from 12 different countries, will deploy to Poland by military aircraft along with 5 tonnes of freight.At the same time, an operations centre has been set up within the Citadel to monitor the deployment.

Planning a concept of operations

Before any deployment to theatre, a concept of operations must be drawn up. Planners play an essential role at this stage.Captain Virginie Meynard is planning officer for the headquarters’ communications service. Posted to the Citadel in August 2012, she has followed the national preparations for Steadfast Jazz and will deploy to Poland with the rest of the headquarters’ contingent to finalise exercise planning for communication during the manoeuvre.“In the framework of the Steadfast Jazz exercise scenario, I analyse the media context in theatre and make recommendations to command, taking into account the media risks and opportunities that may arise in field operations,” says Captain Meynard.Like the other planners in their own specialised fields, she began work on this in May 2013. This is when Allied Joint Force Command Brunssum activated its Joint Operational Planning Group to draw up a concept of operations to address the emerging crisis described by the exercise scenario.In 2014, she will be on NRF standby and ready to leave whenever and wherever needed. “My family is aware and my bags are ready,” says the Captain. She is no stranger to multinational deployments having previously served in the NATO-led operations in Kosovo in 2006 and in Afghanistan in 2011 and 2012.

A certified multinational headquarters

Headquarters Rapid Reaction Corps - France was created on 1 July 2005. The prestigious Citadel of Lille is listed as a historic monument and was built by Vauban, King Louis XIV’s engineer.Under French command, the headquarters includes some 425 military personnel – at the time of writing, 18 per cent of staff are from 11 NATO member countries.The headquarters can receive French and Allied operational reinforcements to allow it to conduct sustained high-intensity operations, raising its crisis establishment to approximately 750 personnel.

First part of EU-Ukraine treaty to enter into life in June

BRUSSELS - The European Commission has offered to drop import duties for most Ukrainian goods in a move to enter into life in June and to save Ukrainian businesses €500 million a year.Commission chief Jose Manuel Barroso noted on Tuesday (11 March) “this will of course not be the only measure of support to Ukraine” and that his officials will “next week” spell out conditions for a €1 billion emergency loan to prop up its treasury.His trade chief, Karel De Gucht, said: “We are all aware of the economic plight facing Ukraine right now. This trade action is more than a gesture - it is an economic life-line.”De Gucht noted that MEPs should debate the trade move before their summer recess, paving the way for adoption by EU states in June, with Ukrainian exporters to feel the benefits “just weeks after.”The customs waiver was originally part of an EU-Ukraine free trade agreement which Ukraine’s former leader, Viktor Yanukovych, refused to sign, prompting the protests which led to his fall.The EU is also due to sign parts of a political association treaty in March.It aims to sign the whole trade and association deal after Ukrainian presidential elections in May. Tuesday’s customs move is to stay in place until 1 November, but De Gucht noted that if something goes awry on the treaty signature process “we could prolong the measure.”The customs move will contain some restrictions designed to protect EU companies.For one, the new administration in Kiev must certify that goods originated in Ukraine to stop other countries abusing the system by re-exporting to the EU via Ukraine. It must also agree not to impose new fees to divert the benefits from Ukrainian firms to state coffers.Meanwhile, some 5 percent of Ukrainian industrial products, including chemicals, are to see “lower” tariffs rather than zero tariffs.About 18 percent of Ukrainian agricultural exports - including cereals, pork, beef, poultry, and some processed foods - will be subject to “tariff rate quotas,” or zero tariffs but only up to a certain limit of export levels.For his part, Ukraine’s interim PM, Arseniy Yastenyuk said in parliament the same day the country is facing “an economic catastrophe.”He also warned he will have to implement austerity measures to get the EU and international loans: “Ukraine will undergo a difficult period - cost reduction and decrease of social standards. But such harsh measures will give an opportunity for economic growth in a short time.”

Yanukovych also spoke on Tuesday from his bolthole in Rostov-on-Don, Russia.He accused the three EU foreign ministers - from France, Germany, and Poland - who signed a transition agreement on 21 February, the day before he fled, of “trampling” on the deal by endorsing the Yastenyuk government, whom he denounced as “bandits” and “fascists".The interim government is dominated by the Batkivshchyna party of former Ukrainian PM Yulia Tymoshenko and by Svoboda, a radical nationalist group.The idea that they are “bandits” and “fascists” is a theme in Russian propaganda. But civil society activists in Ukraine are also concerned by some of the new appointments.Ludmyla Denysova, who now runs the labour ministry, is dogged by corruption allegations from her time as Tymoshenko’s social affairs minister between 2007 and 2010. In one example, she appointed her own daughter, who had no relevant experience, as chief of state inspection for control of prices in the Crimean city of Sevastopol.The new minister for internal affairs, Arsen Avakov, and energy, Yuriy Prodan, have a similar image problem.For its part, the British daily The Independent on Tuesday reported that lawyers hired to dig up dirt on Tymoshenko found 85 foreign bank accounts linked to her or her relatives. One of them, in NatWest bank in London, contained €48 million.The information came from a report, seen by the British paper, which was drawn up by Lawrence Graham, a London-based law firm hired by Yanukovych.But Tymoshenko’s lawyer, Serhiy Vlasenko, told The Independent it is “a direct lie … part of a big, dirty propaganda war.”
