Syrian proved reserves were approximately ~2.5 billion barrels as at Jan 1st 2013. The bulk of Syria’s oil and gas fields run in a northeast – southwest band through the centre of the country, running from the city of Homs to the Hassake region in the very northeast corner of the country, bordered by Iraq and Turkey. Fifty percent of pre-war production was from this northeastern region, with the largest producing field in the country, Suwaidiyah, producing just over 100,000 bpd. The oil was transported along a major pipeline running to Homs and then on to the Mediterranean coast and eventual export.There is a suite of smaller fields in the east of the country, trending northwest – southeast just north of the Euphrates river near the Iraqi border, in the Deir al-Zor region.Oil remains critical to the conflict as the government’s military fleet largely runs on diesel or gas oil. Subsequent to imposition of sanctions in 2011, when the EU ceased to purchase exported crude, the Assad regime resorted to bartering what crude production they could still access with countries like Russia, Iran, & Venezuela, swapping the oil for refined diesel.

For Crimean Tatars, the Ukraine-Russia standoff is full of risk

They're holding yellow and blue balloons, the colors of Ukraine's flag.Like many 15 year olds around the world, Medina spends a lot of time on Facebook. But unlike most teenagers, she logs in to discuss politics.Medina is a Crimean Tatar. Crimean Tatars make up 15 percent of the Crimean peninsula’s ethnically-mixed population. And with the Russian troop presence in Crimea this past week, tensions are running high.“The most popular subject for discussion for me and my friends is definitely the current situation here in Crimea,” Medina says. “We are always exchanging messages, updating each other on the situation. We’re worried.”As the crisis over Crimea continues, everyone is on edge, but especially families like Medina's. Crimean Tatars are Muslims, the indigenous people of the peninsula. In 1944, Stalin deported the entire Tatar population of Crimea to Central Asia.In the family’s living room, Medina's grandparents Zenife and Zavre watch the news. Her grandparents were among the first Crimean Tatars to return to Crimea in 1969. Thousands followed in the 1980s, even though discrimination against the Crimean Tatars continued until the collapse of the Soviet Union in 1991.
Now, once again, fear has returned.Zenife says in the past few days, a few of her Tatar neighbors found their houses marked with crosses. She says Crimean Tatars are scared of the dormant ethnic tensions that the Russian troop presence has stirred up.“We have nowhere to go," she says. "Russians have Russia, Ukrainians can go to Ukraine, but Crimea is our only home.”Every day, Zenife has been participating in peaceful protests against the Russian troops. Most of the demonstrators are women and children. They wave blue and yellow balloons, the color of the Ukrainian flag. “Crimea is Ukraine,” the women shout. Across the road, Russian troops in balaclavas stand in front of a Ukrainian military base, blocking the entrance.Long ago, Crimean Tatars had their own state, but now they believe their best chance of survival is with Ukraine.At a Crimean Tatar Television station called ATR, one of the top stories of the day is the visit of an official delegation of Muslims from Russia, who have come to meet with Crimean Tatars.“We can see how actively the new Russia-backed government in Crimea is trying to get Crimean Tatars on their side,” says Linur Yunusov, a journalist at ATR. “They are promising financial packages and government posts. There has been a whole string of delegations from Russia's Muslim regions trying to negotiate with us because the future of this pro-Moscow government depends on whether Crimean Tatars support it or not.”Tatars represent only a small piece of Crimea’s population, but, politically, they matter. Crimea's new pro-Moscow government plans to hold a referendum in May on greater autonomy for the peninsula from Kiev — and they need Tatar votes. On Thursday, they moved that referendum up to March 16.Eskandar Bariiev, a deputy in the Mejlis, the representative body for the Crimean Tatars, says he worries that the Russians will make an offer that the Crimean Tatars will find hard to refuse, a sort of autonomy that that they have always dreamed of.“It will put us in an incredibly difficult position,” he says, but with memories of deportation still alive, he can't imagine Crimean Tatars aligning themselves with Russia.Still, the pressure on the Crimean Tatars is increasing. They worry about what will happen if they continue to refuse to back the new regime.


Ukraine, a developing story-OSCE

Ukraine is one of the 57 participating States of the OSCE. Since the beginning of the protests in November 2013, the OSCE has closely followed the situation in the country. It has engaged with the authorities, civil society, media and all other stakeholders in an effort to calm tensions and encourage  solutions to the crisis through a peaceful and inclusive dialogue. There are 52 participants in total, from: Austria, Canada, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Romania, Slovakia, Sweden, Turkey, the United Kingdom, and the United States. One representative from the OSCE Conflict Prevention Centre is also participating.

Russia calls for OSCE probe into Kiev sniper deaths

Anti-government protesters clash with the police in the center of Ukrainian capital Kiev during the night on January 25, 2014-Moscow (AFP) - Russian Foreign Minister Sergei Lavrov on Saturday called for an OSCE investigation into who was behind the deaths of dozens of people in Kiev last month in attacks by snipers, saying the truth could no longer be "covered up".Lavrov's comments came after Estonia's top diplomat told EU foreign policy chief Catherine Ashton in a phone call leaked this weak that the then- Ukrainian opposition to president Viktor Yanukovych may have been involved in the attacks."The latest information about the so-called snipers case can no longer be covered up," Lavrov told a news conference in Moscow with his Tajik counterpart."We have proposed that the OSCE (Organisation for Security and Cooperation in Europe) takes up an objective investigation of this and we will ensure there is justice."There have been too many lies, and this lie has been used too long to push European public opinion in the wrong direction, contrary to the objective facts."Western states have blamed Yanukovych's now disbanded elite riot police force for much of the killing that rocked in Kiev in February.However Russia has strongly emphasised the leaked phone call between Estonian Foreign Minister Urmas Paet and Ashton as evidence for its argument that the new post-Yanukovych government in Kiev is made up of dangerous extremists.

Lavrov's call for a full probe indicates that this is an issue Russia will not allow to drop, risking new tensions with the West.In the audio of the February 26 call, whose authenticity was confirmed by Estonia, Paet told Ashton he was informed in Kiev that "they were the same snipers killing people from both sides."Dozens of protesters and around 15 police officers were killed in the attacks.Paet, who had held talks with Ukraine's new leaders on February 25, added: "It's really disturbing that now the new coalition, they don't want to investigate what exactly happened."

CEE, Nordic, Baltic ministers condemn Crimea vote plans, call for EU mission

NARVA, Estonia (Reuters) - Foreign ministers from central Europe, the Baltics and Nordics condemned on Friday Russia's military intervention in Ukraine and a planned referendum planned by Crimea's government, calling for the EU to send an observation mission to Kiev.The group of countries, many of them sharing land borders with Russia or the Ukraine and living with the memory of Soviet rule, have taken a tough line in the face of Moscow as the crisis has escalated."Nordic and Baltic countries and the Visegrad countries' foreign ministers condemned today ... the attack on Ukraine's sovereignty and territorial integrity, and also condemned the illegal referendum on the joining of Crimea with Russia," the ministers said in joint statement from the meeting.Foreign ministers from Poland, Czech Republic, Slovakia and Hungary, known as the Visegrad Four, and from the Nordics and Baltics met at the Estonian town of Narva on the Russian border.Crimea's parliament voted on Thursday to join Russia, and its Moscow-backed government set a referendum in 10 days, escalating of the crisis over the Ukrainian region drawing fierce criticism from U.S. President Barack Obama.Polish Foreign Minister Radoslaw Sikorski said the European Union needed to strengthen its defense policy and upgrade crisis management capabilities in the wake of the events on its borders."It is a challenge we did not wish for, but is knocking at our doors," he said.(Reporting by Marcin Goettig and David Mardiste; writing by Niklas Pollard; Editing by Alistair Scrutton)

Russia and the Budapest memorandum

BRUSSELS - The Budapest Memorandum of 5 December 1994 - officially the Memorandum on Security Assurances in Connection with Ukraine's Accession to the Treaty on the Non-Proliferation of Nuclear Weapons - was signed by the Presidents of Ukraine, the Russian Federation and the US, and the Prime Minister of the UK to provide national security assurances to Ukraine. Crimea: By militarily invading and annexing the region, Russia has acted in breach of its obligations China and France joined its provisions at a later stage in the form of individual statements.In return for the security assurances by the great powers, Ukraine decided to give up what was then the world’s third largest nuclear weapons stockpile and acceded to the Non-Proliferation Treaty.The memorandum consists of 6 provisions and is not restricted to threats or the use of nuclear weapons.Articles 1 and 2 impose clear-cut obligations on Russia to respect the political independence and territorial integrity of Ukraine, within its “existing borders” of 1994, and not to threaten it or use force by any means.

By militarily invading and annexing Crimea, Russia has acted in breach of its obligations under the Budapest memorandum.In spite of what its name suggests, the memorandum qualifies as an international agreement under the terms of the 1969 Vienna Convention on the Law of Treaties.It thus creates legally binding obligations for the guarantor states and could become the object of inter-state litigation before the International Court of Justice. However, the chances of that happening are slim.Russia has not issued a declaration recognizing as compulsory the jurisdiction of the court. This means that Moscow retains the right to decide on a case-by-case basis whether the court has jurisdiction.Given the circumstances it is unlikely that the Kremlin would accept the Court’s jurisdiction to hear a dispute over the Budapest memorandum filed by Ukraine or any of the other permanent members of the UN Security Council which have signed up to it.In the same vein, Putin’s Russia seems unfazed that it is violating general principles of international law underpinning the current world order, i.e. those contained in the UN Charter (Articles 2.4 and Article 2.7), and the 1975 Helsinki Final Act.Under the terms of the UN Charter, the use of force in another state’s territory is only justified when mandated by the UN Security Council - quod non - or in case of self-defence. Since there was no prior armed attack from the Ukrainian armed forces against Russia, the latter exception cannot be invoked either.The argument first advanced by Moscow to justify its military intervention was that it acted in defence of Russian speakers and passport holders whose human rights and fundamental freedoms were said to be violated by a fascist regime in Kiev which seized power by unconstitutional means.However, in the absence of hard facts presented by Moscow to back up the claim of gross and persistent violations of Russian minority members’ fundamental rights by the new Ukrainian authorities, the brief interruption of a law on regional languages by the Rada does not provide the legal cover to effectively invoke self-defence or the claim of “Responsibility to Protect,” a principle which - ironically - Russia has fanatically sought to prevent from solidifying under international law.A subsidiary argument presented at the UN Security Council by ambassador Vitaly Churkin was that Russia had intervened upon the written invitation of Viktor Yanukovych, the deposed yet “legitimate” President of Ukraine, to establish peace and stability in his homeland.

Moscow keeps repeating that Germany, France and Poland should honour the terms of the February 21 agreement (by which Yanukovich agreed with the opposition leaders of the Maidan movement to restore the Constitution of 2004, to form a national unity government, and hold early Presidential elections) which they signed.However, it strikes one as particularly odd for Russia to promote the application of an agreement which it refused to sign up to when it had the chance.What the Kremlin also seems to forget is that Yanukovych was subsequently abandoned by his own party and impeached by the Ukrainian Parliament. Most damningly in the misguided motivation for Russia’s military intervention in Ukraine is Churkin’s statement that Yanukovych’ letter to President Putin was dated 1 March, whereas Russian troops had already taken up positions around strategic locations on the Crimean peninsula on 28 February.By Russia’s own admission, therefore, it had already violated binding norms of international law.The latter seems emblematic for the “couldn’t care less” attitude of Putin’s Russia.So far, the Kremlin has not bothered to seriously rebut allegations by the US and the EU that it has violated the terms of the Budapest memorandum. More worryingly, the Moscow allows itself to be inconsistent with its own commitments and is reneging its own words.This has all the trappings of a panicking dictatorship, which crushes dissent at home and portrays confidence in winning a great battle with the enemy abroad. Centre-right leaders give Ukraine hope of EU membership

Dublin - EU centre-right leaders, including Germany's Angela Merkel and Poland's Donald Tusk, have given the strongest support so far for Ukraine's hopes to join the EU one day.A resolution adopted by the European People’s Party at a congress in Dublin on Friday (7 March) refers to a clause in the EU treaty about which countries can apply to become EU member states.The EPP "stresses that Article 49 of the EU treaty refers to all European states, including Ukraine, which has a European perspective and may apply to become a member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights and ensures the rule of law."The language was made possible by th fact that France, which is opposed to Ukrainian membership, but which currently has a centre-left government, was not at the EPP event.

EU sources told this website that France, at a meeting of EU foreign ministers in Brussels last month, did not merely oppose any mention of Ukraine’s membership prospects in the ministers’ conclusions, but wanted to go further, inserting language to make clear that Ukraine will never become an EU member.Poland wanted to give an enlargment promise.And Germany came up with a compromise, with ministers agreeing to say that an association and free trade agreement with the EU is not the "final goal" in EU-Ukraine relations.EU sources also cautioned against reading too much into the EPP statement, however.The contacts noted that the text represents a political group trying to give a political boost to Ukraine’s new government in the face of Russian hostility.But a formal EU statement on Ukrainian accession would have to be made by the EU Council, where the French, or any other EU country’s veto, can apply.Meanwhile, if the EU and Ukraine sign the political chapters of the EU association accord in the next few weeks, as planned, they will be signing a legally binding document, which locks in the nature of bilateral relations for at least 10 or so years and which says nothing on article 49.Earlier at the Dublin congress, Ukraine opposition leaders Yulia Tymoshenko and Vitali Klitschko got standing ovations by the EPP elite.Chancellor Merkel said that "Ukrainian people have the same right for freedom and democracy as we have in the EU."She added: “And the same goes for the people in Moldova, Georgia, Belarus, Armenia and Azerbaijan," referring to the other countries in the EU's "Eastern Partnership” policy on former Soviet Europe.The EPP’s resolution "strongly condemns the invasion of Russian troops on the sovereign territory of Ukraine as a breach of international law and calls on President Putin to stop and withdraw any Russian armed forces" from Ukraine.The centre-right leaders warned that failure to comply will lead to "further isolation of Russia and to further targeted measures."A high-level EU official told EUobserver it is very likely that further snap summits will be called if Russia goes ahead with its “provocations” in Crimea - such as Thursday’s Crimean decree on making the region part of Russia.The high-level source said that only EU leaders, not ministers or officials, can authorise sanctions against Putin's entourage.
