Up to 8 military aircraft and 11 ships are planned to assist in today's search for missing Malaysia Airlines flight MH370.Today the Australian Maritime Safety Authority has planned a visual search area totaling approximately 57,311 square kilometres. The centre of the search area lies approximately 1584 kilometres north west of Perth.The weather forecast for today is for isolated showers, with south easterly winds up to 20 knots, sea swells of two to 2.5 metres and visibility of one kilometre in thunderstorms and three kilometres in rain.Early into mission 13 yesterday Bluefin-21 was recovered due to a software issue that required resetting. The AUV has technically sophisticated equipment and a reset is not uncommon. Overnight Phoenix technicians resolved the issue and mission 14 is now underway.Bluefin-21 has completed approximately 95 per cent of the focused underwater search area. No contacts of interest have been found to date.The focused underwater search area is defined as a circle of 10km radius around the second Towed Pinger Locator detection which occurred on 8 April. If no contacts of interest are made, Bluefin-21 will continue to examine the areas adjacent to the 10km radius.Any further information will be made public if, and when, it becomes available.

Debashis Chanda at the University of Central Florida (UCF) has created a way to bend light with artificial nanostructures to develop an invisibility cloak.Chanda and other nanotech experts have developed a large swath of a “multilayer 3-D metamaterial” that operates “in the visible spectral range”.This was accomplished by “using nanotransfer printing, which can potentially be engineered to modify surrounding refractive index needed for controlling propagation of light.”Chanda explains: “Such large-area fabrication of metamaterials following a simple printing technique will enable realization of novel devices based on engineered optical responses at the nanoscale.”In 2013, the Department of Electrical and Computer Engineering (DECE) at the University of Toronto (UoT) have revealed researchers created a cloak that is thin, scalable and adaptive to various objects and sizes to hide an object to radar detection.So far, the object is still visible to the human eye; however this “practical” approach is being hailed as a step toward an actual invisibility cloak. Researchers said: “We’ve demonstrated a different way of doing it. It’s very simple: instead of surrounding what you’re trying to cloak with a thick metamaterial shell, we surround it with one layer of tiny antennas, and this layer radiates back a field that cancels the reflections from the object.”Indeed, the array of small antennas that expel the electromagnetic field surrounding the cloak cause the “invisibility” that renders the object un-seeable to radar systems.Called an active electromagnetic cloak (AEMC), this device “uses an array of elementary sources to cancel the scattered fields created by an object. An active interior cloak does this by placing the sources along the boundary of the object.”This technology “can be thought of as introducing a discontinuity in the field to cancel out the scattered field by the object.”The process of cloaking was explained as: “Picture a mailbox sitting on the street. When light hits the mailbox and bounces back into your eyes, you see the mailbox. When radio waves hit the mailbox and bounce back to your radar detector, you detect the mailbox. [Professor George] Eleftheriades and [PhD student Michael] Selvanyagam’s system wraps the mailbox in a layer of tiny antennas that radiate a field away from the box, cancelling out any waves that would bounce back. If you want to make an object transparent at all angles and over broad bandwidths, this is a good solution. New stealth technology makes airplanes invisible not only to radar, it renders them hidden to the human eye as well -- just like an invisibility cloak in a Hollywood sci-fi thriller.News reports from China last week touted the country's work on a "cloaking" technology that uses a hexagonal array of glass-like panels to bend light around an object, obscuring it from view as though hidden by an invisibility cloak. Experts say the technology is legit -- and not unlike American and European projects from the past few years."The general public … might not hear about how far the U.S. has really come, because it is and should remain classified," firearms expert Chris Sajnog, a former Navy SEAL, told FoxNews.com. "Other countries are still playing catch-up -- but they're closing the gap."But while classified work progresses, several public projects from universities and military supply companies show just how real this futuristic technology is.

How to disappear completely

Professor Chen Hongsheng at China's Zhejiang University demonstrated a device that made a fish invisible and a cat disappear, according to the South China Morning Post, a Hong Kong daily.The professor's team is one of 40 funded by the Chinese government during the last three years, the paper reported. Some projects use materials that shuttle light away from an object; alternatives create electromagnetic fields that bend it away -- truly high-tech camouflage."The idea isn't new, but materials enabling the technology are becoming more available," David R. Ricketts, professor of engineering at North Carolina State University, told FoxNews.com. "It's like we see in the movies. If you tape a picture of an empty hallway to a security camera, the person looking at the camera sees an empty room -- even though you could be walking through the hallway. The ‘cloaking' approach simply takes the light on one side of the object and transmits it on the other so that you don't see the object in between."Another Chinese professor, Ma Yungui, an optical engineer at Zhejiang University, is working on a device that prevents objects from being detected by heat sensors or metal detectors, the Post said. As small as a matchbox, it interferes with infrared camera detection, too -- allowing troops to move secretly in the night.The Chinese professors did not return calls from FoxNews.com seeking comment."A few years ago we had a demonstration of these technologies here in San Diego," Sanjog said in an email. "The mirrors currently being used are large and easily detectable, while the use of wavelengths is limited to a very narrow spectrum, i.e. visible light, but not radar or thermal. BAE's technology, similar to what the Chinese are now touting, deploys sheets of hexagonal "pixels" that can change temperature very rapidly. On-board cameras pick up the scenery and display it on the vehicle, which can allow a moving tank to match its surroundings.Research is concentrated mainly on the infrared spectrum, a pressing concern for the Swedish government group funding the work. But BAE has combined its pixels with technologies that camouflage other parts of the electro-magnetic spectrum to provide all-round stealth.But most camouflage used by the military is not as high-tech as these tools. Take for example the "ghilie suit," a garment designed to resemble heavy foliage and popular with the military and hunters."As a former lead instructor for the Navy SEAL sniper program, I've taught many of our current warriors the art of passive camouflage. For example, wearing a well-made ghillie suit in the proper environment can render its user virtually invisible, and this is a cloaking device that works 360, with no batteries needed," Sajnog said.Some experts dispute that these new technologies can work in battlefield conditions at all."Invisibility cloak is a poorly chosen term," Thomas Way, associate professor of computing science at Villanova University, wrote to FoxNews.com in an email. NEW YORK, Feb 28 (IFR/RLPC) - JP Morgan CEO Jamie Dimon delivered a confident message at the bank's global high-yield conference this week, telling attendees it would be no more cautious than any other Wall Street bank when it comes to lending, according to investors present at the event.But the bank's decision not to extend a revolving credit facility for Freescale Semiconductor earlier this month, a move confirmed by two market sources, appeared to send a very different message to the market.It was deemed an unusual decision mainly because revolvers are usually private deals with relationship banks. By not extending the maturity of the revolver, JP Morgan passed up fees, which some bankers said did not make sense as it still had to honor the existing facility.

JP Morgan declined to comment.

The revolver got done - and at a larger size. Citigroup, Goldman Sachs, Credit Suisse, Deutsche Bank, Barclays and Morgan Stanley all committed to the deal, which was increased by up to USD50m to a total of up to USD450m.The decision demonstrates how carefully banks are scrutinizing which loans, and how many, they will commit to - and there is clearly a ripple effect from the leveraged lending guidance issued about a year ago by regulators.Some reckon JP Morgan made the correct bet on Freescale, which was taken private by sponsors Blackstone, Carlyle, TPG and Permira in 2006 in one of the biggest leveraged buyouts of all time.Although the company listed five years later, its leverage remains high."You could say JP Morgan has been smart," said one senior banker at a rival bank. "Maybe it made a judgment and thought the company was not a big client, and therefore, not worth doing. The bank's the largest underwriter of leveraged loans in the market, so this is only natural."Freescale and its private equity owners were either not immediately available or declined to comment.

SUBSTANDARD REPORT CARD

The rationale behind JP Morgan's decision, the sources said, was that the loan could have been considered "substandard" - one of the definitions that regulators have applied to "criticized" or "non-pass" loans under their guidelines.Another category - "special mention" - is more common. Considered less risky, those loans are also less likely to rile regulators, bankers said."It's a bit like a report card. If you're going to have bad marks, you'd rather have more Bs than Cs," said the banker. "The Freescale revolver, a C grade, was substandard already."A loan may be criticized if companies are not able to amortize or repay all of their senior debt from free cashflow or half of their total debt in five to seven years. Leverage levels exceeding six times debt to Ebitda after asset sales are also viewed as problematic.According to Moody's latest report on Freescale, even after it pays down debt with proceeds of a recent share offering, adjusted debt to Ebitda will still remain in the low seven times range.The guidelines aim to prevent a return to reckless underwriting practices, but until recently the market believed regulators would be more focused on new leveraged buyouts. In fact, the implications of the greater scrutiny are far wider than that."The guidance does capture refinancing, though not necessarily an amendment," said Tess Virmani, assistant general counsel at the Loan Syndications and Trading Association.The Federal Reserve, the FDIC and the Office of the Comptroller were either not immediately available or declined to comment.

FRUSTRATION BUILDS

Even so, some argued JP Morgan was being too conservative, and said its decision was more about the bank wanting to be seen to be toeing the line, and a desire to keep out of the headlines after paying a USD13bn fine last year to settle multiple government claims over dealings in mortgage securities."When he was asked at the conference whether JP Morgan would react differently because of its recent issues, Dimon said he expected all banks to behave the same," said one investor who attended the leveraged finance gathering in Miami.There is, nonetheless, growing annoyance among bankers who are convinced that regulators have not thought through the whole process."They have said that they don't want us to stop lending to companies that are in trouble and need financing. But there are lots of grey areas, and it's very frustrating," said the banker.How this will all play out remains to be seen. The regulators publish report cards on banks' loans in what is known as a Shared National Credits Program to help communicate what are, and what are not, quality loans.The SNC last year showed criticized and classified assets remained at elevated levels at 10% and 6.2% respectively in 2013. The volume of criticized assets increased 2.4% to USD302bn, but as a percentage of total commitments, the criticized asset rate fell from the year before.One banker said it would be interesting to see the reaction to fines doled out if banks are too reckless. Others said that fines were unlikely."I don't think the punishment will be fines. There are lots of ways for regulators to turn up the heat. Just coming into the bank to meet the risk people, and telling them they are unhappy would be enough to get banks to stop," said a banker.

Tessera and Freescale Settle Litigation


SAN JOSE, Calif.--(BUSINESS WIRE)-- Tessera Technologies, Inc. Description and Purpose:
737 Airborne Early Warning and Control (AEW&C) is a state of the art system providing powerful airborne surveillance, communications and battle management.


Customers:
The Australian Defence Force selected the 737 AEW&C system in July 1999. A contract
for Project Wedgetail was signed in December 2000 for four 737–700 aircraft and six AEW&C systems plus options for three additional systems. In 2004, Australia exercised options to purchase two additional 737-700 aircraft. Two of the aircraft were modified in to the AEW&C configuration at a Boeing facility in Seattle. The other four were modified by Boeing Defence Australia in a company facility at Royal Australian Air Force (RAAF) base Amberley.Boeing delivered the two aircraft in Nov ember.2009 and has been supporting RAAF training on the AEW&C system, which includes the aircraft as well as the Operational Flight Trainer, Operational Mission Simulator and Mission Support System.In May 2010, the aircraft were initially accepted by the Commonwealth of Australia into the RAAF fleet. This major milestone demonstrated that the 737 AEW&C system was ready for operational training and use. It also represented the culmination of years of design, development, modification and testing by the Boeing - led team.Since then, four more Wedgetail aircraft were delivered to the RAAF
.
In Nov. 2012, the program reached a major milestone when the RAAF declared Initial Operating Capability (IOC) for the fleet. IOC means the Wedgetail aircraft is ready to be operationally deployed anywhere in the world and takes into account not only the aircraft, but also logistics and sustainment, training of air crews, ground crews and technical support staff.In November 2000, the Republic of Turkey selected a Boeing -led team to begin contract negotiations on developing a new AEW&C system. A contract was signed in June 2002 and officially started in July 2003. The program, known as Peace Eagle, includes four 737 AEW&C aircraft plus ground support segments for mission crew training,mission support and system maintenance support.Verification testing of the system began in 2011 in labs and on the aircraft on the ground and in flight and is proceeding as planned.Verification testing will continue in Puget Sound, and Turkey. Delivery of the first Peace Eagle aircraft is scheduled for the first half of 2013.

Boeing signed a contract in November 2006 to provide four 737 AEW&C aircraft for the Republic of Korea’s EX program, known as Peace Eye. The Boeing team’s solution also includes ground support segments for flight and mission crew training, mission support and aircraft and system modification support. Peace Eye aircraft #1 was delivered to the Republic of Korea Air Force in September 2011 followed by delivery of the second aircraft in Dec. The third Peace Eye aircraft was delivered to the ROKAF in May 2012.The fourth and final aircraft in the fleet was delivered in Oct. 2012.737 AEW&C gives Korea a powerful capability for airborne surveillance, communications and battle management. It also provides increased security for the Korean peninsula against today’s threats and threats in the future.

[ Introduction ]
The generic functional reference design for an Electronic Counter Measures (ECM) system is shown in the figure below. This system is used to lock onto and jam threat signals emitted by an enemy. These include both sensor signals, such as are used in RADAR, and communications signals. This system typically works in conjunction with an electronic support measure system performing wideband spectral analysis and direction finding to identify threat signals. In addition, the ECM system may target a single frequency band, jamming all threat signals within that band, or it may employ a search strategy where the RF front end will step through a larger frequency band in a pre-defined manner.

Electronic Counter Measures Application ]
Processing in an ECM system is generally broken into three sections: IF Conversion, Spectral Analysis, and Channel Processing. The primary purpose of the IF conversion section is to provide wideband analog to digital conversion of the IF signal from each RF front end to be used in target acquisition, and wideband digital to analog conversion for the jamming signal.Transmit and receive elements within the IF Conversion section are gated to support "look through", allowing shut down of receiver functions during jammer transmission. This gating function is also distributed across multiple channels when jamming is employed over multiple bands. In addition, the converted data from the receive channel is time-stamped to allow
synchronization of threat signals with the time of day.

The IF Conversion block interfaces directly to the spectral analysis and channel processing sections. The spectralanalysis section is used to allow a "fast follower" approach, allowing the system to detect active signals in the target band. This is typically done using a large FFT and windowing function with follow-on processing to identify the exact center frequency and bandwidth of the target signal. Channel processing is then used to isolate the active signals from each digitized IF channel, and then correlate these signals against the current threat database received from the wideband analysis system or user input to identify active threat signals. If a threat signal is identified, a jamming signal is then created and sent out to the IF conversion section. The latency between the time a signal is detected and the time that the jammer signal is transmitted must typically be very small, often times less than a few microseconds, to provide effective jamming of short duration of frequency agile signals. As a result, the delay buffer utilized in this system to allow for the latency associated with the spectral analysis process is typically very small.Coordination of these three processing sections is facilitated through an operational control element consisting of a finite state machine and a number of control ports. This control element typically maintains the threat database,and is used to dynamically load and unload jamming modulation schemes. In addition, when used in conjunction with electronic support measures, the operational control element must provide a gating mechanism to these other systems to coordinate "look through".

[ Implementation on Spectrum’s
Support for this application at 160 MHz IF is provided two modules: the XMC-3311 Dual Channel Analog IO Module operating at 213.33 MSPS and the ePMC-8120 VirtexII Processing Engine. These modules are hosted on PRO-1900/1901 carriers as illustrated in the figure below. The XMC-3311 provides the IF Conversion and Channel Processing functions of the ECM application, maintaining tight integration between transmit and receive processes.Threat and jamming signal parameters are stored in the local SRAM associated with each FPGA processor,minimizing the latency associated with each "look up" of this data. Time-stamping of each IF channel is supported through the 1PPS interface, and coordination of multi-channel "look through" between multiple XMC-3311 modules is supported through a front panel gating connector. The ePMC-8120 modules provides for the spectralanalysis section, with support provided for up to a 32K point FFT per IF channel while maintaining real-time performance. Operation control of this system is distributed, with local control shared between the XMC-3311 FPGA processors and the embedded MPC8240 processor on the PRO-1900.
