The European Union welcomed Thursday the unity accord between the Palestinian Authority and Hamas but said the priority remains peace talks with Israel.“The EU’s top priority is that the current talks continue beyond April 29,” said a spokesman for EU foreign affairs head Catherine Ashton, referring to the deadline for a US-led effort to broker a Palestinian-Israeli peace deal.“The EU has consistently called for intra-Palestinian reconciliation behind” Palestinian Authority President Mahmoud Abbas, spokesman Michael Mann said in a statement.Such an understanding was “an important element for the unity of a future Palestinian state and for reaching a two-state solution [with Israel],” Mann added.The statement came as Israel announced the suspension of peace talks with the Palestinians over the unity deal.The top-level inner cabinet of Prime Minister Benjamin Netanyahu’s government “decided unanimously that it will not negotiate with a Palestinian government that incorporates Hamas, a terrorist organization that seeks the destruction of Israel,” a statement said after an emergency meeting that lasted throughout Thursday afternoon.Netanyahu said earlier that Wednesday’s agreement meant Abbas was choosing “Hamas, not peace.”Hamas, which rules Gaza, opposes all peace talks with Israel.Mann said the EU was following developments closely and looking “into the details of the agreement and its implementation.”The EU “welcomes the prospect of genuine democratic elections” for president and the legislature envisaged in the accord, he added.

Israel on Thursday afternoon announced the suspension of peace negotiations with the Palestinian Authority in the wake of Wednesday’s announcement of a unity agreement between rival Palestinian factions Fatah and Hamas.The top-level inner cabinet of Prime Minister Benjamin Netanyahu’s ministers “decided unanimously that it will not negotiate with a Palestinian government that incorporates Hamas, a terrorist organization that seeks the destruction of Israel,” a statement said after an emergency meeting that lasted throughout Thursday afternoon. Israel also said it plans to introduce economic sanctions against the PA, which will reportedly include withholding tax revenues collected by Israel on behalf of the Palestinians.Israeli officials said the government decision had been carefully worded so as not to rule out a possible resumption of peace talks if, in the next five weeks, PA President Mahmoud Abbas fails to agree with Hamas on the composition of a unity government as scheduled. At the same time, the wording was also designed to make plain that Israel will not negotiate with any Palestinian government that rests on Hamas support even if there are actually no Hamas ministers sitting around the cabinet table. Rather, Gaza rules over Judea and Samaria,” he said, referring to the PA-controlled West Bank.The unity deal will lead to Hamas not only maintaining its control over the coastal strip “but also over Ramallah, Nablus and Hebron,” Liberman said.“It is clear to everyone who can analyze the reality on the ground and knows the facts that, unfortunately, the direction is not toward peace, but toward escalation and confrontation with Israel.”If elections were held in the Palestinian territories, as agreed by the Hamas and Fatah, Hamas would clearly win, both in Gaza and the West Bank, Liberman forecast. “There is a clear trend toward confrontation,” he said. “Hamas deals with classical terrorism; Abbas does diplomatic terror.”There was “no doubt” that the international community will criticize Jerusalem if the peace talks collapse following the Palestinian reconciliation, and will exert pressure on Israel to continue the talks, Liberman predicted. As long as Abbas prefers an agreement with Hamas over an agreement with Israel, we have no partner.”The Moldovan-born foreign minister said Abbas was following the “no war, no peace… strategy of [Leon] Trotsky,” which he said the PA leader “learned at the Patrice Lumumba University in Moscow” along with the heads of other “freedom-fighter” movements in the 1970s. He said Abbas would never sign a treaty with Israel, never fight, and never resign. Gazan terror group Islamic Jihad welcomed a unity pact between Hamas and Fatah Thursday, while expressing fears that it could be wrecked by Israel in the coming weeks.“This deal is a step in the right direction and we hope to implement it,” Islamic Jihad spokesperson Khaled al-Batch told AFP a day after Fatah signed an agreement with the Hamas terror group to put aside their differences and form a unity government.The agreement calls for a technocratic unity government to be formed in the next five weeks and elections called within six months after that.“We need to be aware that the next five weeks are very long and we are afraid outside interference from Israeli pressure and those opposed to Palestinian unity might sabotage this,” Batch added.The agreement, announced in Gaza on Wednesday, is aimed at ending seven years of animosity between the West Bank-based PLO and the Gaza-based Hamas, but it met with harsh reactions in Jerusalem and Washington.Israeli officials responded to the unity deal with dismay and said that it would threaten the entire peace process due to Hamas’s absolute refusal to recognize the State of Israel. On Thursday top ministers met to plan Israel’s response to the Palestinian internal reconciliation.State Department spokeswoman Jen Psaki said the US was disappointed by the move and an unnamed American official said US aid to the Palestinian Authority could be dependent on Hamas recognizing Israel and renouncing violence, among other moderating steps.Islamic Jihad is seen as an ascendant group of extremists in Gaza, whose rocket attacks on Israel have sometimes put it at odds with Gaza’s Hamas rulers.On Wednesday, Israeli planes reportedly targeted an Islamic Jihad operative in Gaza, though the missile missed its target and injured a number of bystanders instead.The airstrike came after several rockets were fired at Israel earlier in the week, and was followed by more Gazan rockets Wednesday night.Despite the exchange of fire, the Kerem Shalom crossing between Israel and Gaza was partially opened on Thursday to allow supplies to be trucked into the coastal enclave.
