EU countries to boost defence budgets in light of Ukraine

BRUSSELS - Military chiefs have said the Ukraine crisis is a “wake-up call” for EU countries’ defence spending, as the US backed Ukraine’s use of force in eastern regions.Speaking to press after a regular meeting of EU defence ministers in Luxembourg on Tuesday (15 April), the deputy chief of the EU’s external action service, Maciej Popowski, said: “We’ve had 70 years of peace now [in Europe], but we see that power politics is back with a vengeance, so it’s a wake-up call and now we need to get serious about defence.”He noted that “this was the feeling around the table” at the Luxembourg event.He added that EU foreign relations chief Catherine Ashton told the ministers: “If Ukraine is not a trigger to get serious about spending, about pooling and sharing, about smart defence, then what more do we need to get real?”Nato secretary general Anders Fogh Rasmussen, who attended the debate, told press: "We need to train and exercise more together, for instance the Nato Response Force and the EU battlegroups, so that we stand ready for whatever the future may bring.”The EU discussion comes after member states last December pledged to co-operate more strongly on defence, but with few concrete results so far.Tuesday’s meeting saw the ministers decide to prolong for two years a military training mission in Mali and to launch a new police-training mission alongside the military project.But Popowski noted that EU countries are dragging their heels in terms of committing vital assets to a peacekeeping mission in the Central African Republic in what he called a problem for “EU credibility”.The debate came as Ukrainian forces launched what they called “anti-terror” operations against heavily-armed pro-Russian separatists - some of whom are suspected to be Russian soldiers in disguise - in eastern Ukraine.Russian leader Vladimir Putin said the action means Ukraine “is on the brink of civil war".He has massed elite troops on the Ukrainian border and pledged to defend Russian-speakers in the country by invading the Ukrainian mainland if need be. But his foreign minister, Sergei Lavrov, noted on Wednesday that high-level talks between the EU, Russia, Ukraine and the US due in Geneva on Thursday can still go ahead despite Ukraine's counter-measures.Popowski underlined that neither EU countries nor Nato forces will help Ukraine if it clashes with the Russian army. “Neither at Nato nor in the EU was there a discussion of military intervention,” he said.But the US has put its naval vessels in the Black Sea on high alert, in part due to an incident earlier this week in which an unarmed Russian military jet repeatedly flew close to one of it ships.State department spokeswoman Jen Psaki told media in Washington: “We are certainly calling for de-escalation. But the [Ukrainian] government is overseeing all parts of Ukraine, and they have a responsibility to take steps needed to maintain calm in their country.” “[That] is hardly a civil war. That is maintaining peace and calm in their own country,” she added in response to Putin’s statement.Like Popowski, she noted: “We’re not actively considering military assistance [to Ukraine].”But she said the US and the EU are ready to impose further sanctions on Russia if Thursday’s talks fail to see Russia take a constructive approach.“Well, we certainly would encourage them [Russia] – would discourage them from having a reaction. The Ukrainian government is maintaining – taking steps to maintain peace and order in their own country. So it’s hard to see what the explanation would be for Russian action there,” she said.

OSCE Secretary General seeks EU backing for scaled up monitoring mission in Ukraine

BRUSSELS, 16 April 2014 - OSCE Secretary General Lamberto Zannier is seeking EU support for scaling up the Organization’s Special Monitoring Mission in Ukraine to ensure objective fact-finding as the situation on the ground continues to deteriorate.Meeting leaders of the EU External Action Service in Brussels today, Zannier expressed his concerns at the developments in the east of the country and underlined the importance of OSCE monitoring, while appealing to all sides to refrain from violence and calling for engagement in dialogue.“What we are seeing in the eastern part of Ukraine is extremely troubling. The neutral observation and factual reporting carried out by OSCE monitors contributes to creating conditions for de-escalating this dangerous situation,” he said.The Special Monitoring Mission has been working throughout Ukraine for the past fortnight after its deployment was agreed by the 57 OSCE participating States. Its aim is to monitor events all over the country and gather neutral information, contributing to reducing tensions. Around one hundred monitors are currently deployed in Kherson, Odesa, Lviv, Ivano-Frankivsk, Kharkiv, Donetsk, Dnipropetrovsk, Chernivtsi, Luhansk and Kyiv.When #NATO 's  rapidly deployable forces are called to action, the first torch party includes Operational Liaison and Reconnaissance Teams. Their training ensures they have all the skills and capabilities necessary to be able to deploy anywhere in the world at short notice.

Good afternoon.We have just taken further measures to respond to the crisis in Ukraine.We agree that a political solution is the only way forward.NATO fully supports the Geneva talks and all the efforts of the international community to find a political solution, which fulfils the democratic aspirations of the entire Ukrainian people and respects the sovereignty and territorial integrity of Ukraine.We call on Russia to be part of the solution. To stop destabilising Ukraine, pull back its troops from the borders and make clear it doesn't support the violent actions of well armed militias of pro-Russian separatists.NATO's core task is to protect and defend our Allies. We have already taken a series of steps, including enhancing our Air Policing mission in the Baltic States, and AWACS surveillance flights over Poland and Romania.Today, we agreed on a package of further military measures to reinforce our collective defence and demonstrate the strength of Allied solidarity.We will have more planes in the air, more ships on the water, and more readiness on the land.For example, air policing aircraft will fly more sorties over the Baltic region. Allied ships will deploy to the Baltic Sea, the Eastern Mediterranean and elsewhere, as required. Military staff from Allied nations will deploy to enhance our preparedness, training and exercises. Our defence plans will be reviewed and reinforced.We will start to implement these measures straight away. Are you literally sending contingents of trainers or other personnel to the Baltic States who have asked for it, to Poland? What can you tell us in material terms is going to happen in the very nearest days? Thanks.

Anders Fogh Rasmussen: You will see deployments at sea, in the air, on land to take place immediately. That means within days, pending of course practical… a number of practical considerations. But we have decided to implement immediately.Moderator: Associated Press.

Question: Associated Press. Secretary General, how many soldiers, planes and ships will be involved by these measures that you took today? Anders Fogh Rasmussen: I won’t go into operational details, but I can tell you that we will deploy enough to enhance our preparedness and enough to prepare for more if needed.

Secretary General, did you discuss also idea of creating permanent NATO bases in Baltic States, such as new air base, for example, or ports for NATO ships? Thank you.Anders Fogh Rasmussen: We haven’t today taken decisions on such facilities. What we have done today is to agree on a package of measures that can be implemented immediately. But there will be follow-on work.When foreign ministers met at the end… at the beginning of this month, they tasked our military authorities to look into how we could possibly further strengthen collective defence and that also includes more medium-term and long-term measures, and at this headquarters as well as our military authorities will continue exploring ways to possibly further enhance our collective defence.

Question: Hello. (Inaudible), Romanian News Agency.Secretary General, you haven’t mentioned Romania between those countries that you will take measures to reinforce your presence. What have you decided about Romania? Do you consider having naval exercises for example at the Black Sea? Thank you.Anders Fogh Rasmussen: This is not about specific countries. This is about the Alliance as such. I mentioned that we are prepared to update and review our defence plans and develop new defence plans as required.But as you also know, we don’t as a matter of principle, we don’t comment on concrete defence plans.

Moderator: Dutch Media.-Question: The Netherlands offered fighter jets and possibly a marine ship. Is that enough? Does NATO have enough material to deploy? Anders Fogh Rasmussen: Yes, indeed, we do have the necessary capacity to implement these measures that have been recommended by our military authorities. We already know that some Allies will come forward with concrete contributions and I’m sure that more will follow.

Moderator: Bloomberg.Question: Jim Neuger, from Bloomberg. You opened by mentioning the Geneva talks tomorrow in the pursuit of a diplomatic settlement. Was this the reason why NATO didn’t go further in its measures today? Was there any concern about perhaps appearing to provoke Russia on the eve of Geneva? Anders Fogh Rasmussen: We have… we have now taken steps, military steps that we think at this stage are necessary to ensure effective collective defence and deterrence.. But having said that, we do hope that the Geneva talks will pave the way for a peaceful and political solution to the crisis.Moderator: Thank you very much indeed.

NATO Secretary General Anders Fogh Rasmussen said Tuesday (15 April 2014) that the Ukraine crisis has amplified the need to strengthen cooperation between NATO, the European Union and with close partners. “We need to train and exercise more together, for instance the NATO Response Force and the EU Battlegroups, so that we stand ready for whatever the future may bring,” the Secretary General said arriving for EU Defence Ministers talks in Luxembourg.The Secretary General discussed the crisis in Ukraine with the EU defence ministers. He expressed his deep concern over the continued violence by small groups of separatists and Russia’s continued military pressure on Ukraine’s border. “I call on Russia to de-escalate the crisis, to pull back its troops from Ukraine’s borders, to stop de-stabilizing the situation in Ukraine, and make clear that it doesn’t support the violent actions of pro-Russian separatists,” he said. “Russia should stop being part of the problem, and start being part of the solution.”The EU ministers were informed by Mr. Fogh Rasmussen about what measures NATO has already taken and will take to further strengthen collective defence at sea, in the air and on land. “These measures will follow three tracks; re-enforced defence plans, enhanced exercises and appropriate deployments,” he said. The Secretary General also held talks with Prime Minister Xavier Bettel of Luxembourg and Mr. Marc Angel, Chairman of the Foreign Affairs and Defence Committee of the Luxembourg Parliament, while in the Grand Duchy.In talks with Prime Minister Xavier Bettel of Luxembourg, the Secretary General thanked the Prime Minister for his country’s strong commitment to the Alliance, noting contributions to missions in Kosovo and Afghanistan and vital funding to support the Afghan Security Forces. Journalists face violence, intimidation and psychological warfare in conflict areas in Ukraine says OSCE Representative-Odesa 16 April 2014-Newsroom
ODESA, 16 April 2014 - Ending her three-day visit to Ukraine, OSCE media freedom representative Dunja Mijatović today said that the media freedom situation in Ukraine has reached a very dangerous stage, and she alerted OSCE participating States that unless this trend is reversed it could contribute to the deterioration of the security situation."Media freedom is a reflection of the overall security situation. From my perspective the situation is alarming, with risk of further deterioration unless it is immediately improved. Violence against journalists must stop now and the rule of law needs to be restored throughout the country," Mijatović said.On 14-16 April Mijatović travelled to Kharkiv, Kyiv and Odesa to meet with journalists from these regions and from Donetsk, Mykolayiv and Crimea. She discussed journalists’ safety, banning of broadcasters and blocking of journalists from entering Ukraine with members of the media, acting Foreign Minister Andrii Deshchytsa and Deputy Interior Minister Mykola Velychkovych."Journalists are under attack, both physically and as part of the ongoing psychological warfare. Journalists in conflict areas face violence, seizure and destruction of equipment, and threats on a daily basis,” Mijatović said.“Journalists in Crimea face additional problems with media re-registration, possible eviction from the region if they are not considered loyal and do not change citizenship, vicious labelling, threats and denial of access to public information.”The journalists that met with the Representative reported that they see little or no protection from police and other law-enforcement agencies. The cases of police violence against journalists that occurred under the previous government have not yet been investigated.In the Donetsk and Kharkiv regions there have been a number of attacks against members of the media during the past few days. The attacks include the beating of Yevgen Polojii, editor of Panorama, and Mikhail Dugin of Polytavska Dumka-2000.In addition, a BBC television crew and Frederick Paxton of Vice News were threatened and had their equipment stolen or destructed. Graham Phillips, a freelance journalist for RT, Alexander Belinsky, editor of Gorlovka.ua and journalists from Hromadske TV and Lenta.ru were kidnapped and then released. The offices of Gorlovka.ua and newspaper Kriminal Ekspress were vandalized and cars belonging to Alexei Matsuka of Novosti Donbassa and to Odesa First City Channel were set on fire."I have heard alarming first-hand accounts of the attacks against journalists. The authorities must do their utmost to protect all journalists. Freedom of media and information are essential in times of crisis as a way to de-escalate the conflict,” Mijatović said.“There must be no impunity for crimes committed against media representatives. I also appeal to the journalists to have solidarity, report the truth and to stay safe."The OSCE Representative on Freedom of the Media observes media developments in all 57 OSCE participating States.
