The news of a church under construction which exploded east of Mosul is already on social networks. Together with the news that the monastery of Mar Behnam - dating back to the fourth century, one of the most important historical sites of the Assyrian Christianity – is in the hands of militants of the Islamic State of Iraq and the Levant since yesterday, after taking control of Iraq's second city.   Many question marks are also concentrated on the fate of the churches in Mosul itself, hastily abandoned by the clergy and the faithful who, despite all the suffering experienced by Iraq over the last decade, had always had the courage to remain.  Now, they too are among the hundreds of thousands of refugees fleeing towards Kurdistan.With the dramatic news that has been arriving from Mosul since yesterday, there is also the totally particular drama of the local Christian community, struggling with the nightmare of a jihadist militia which they know well and who have already shown  what they are capable of in the Syrian province of Raqqa.  There is an email that expresses all the drama of the climate that reigns in these hours in Northern Iraq, sent last night by a Dominican religious in Mosul to his provincial superior: “I am writing in a critical and apocalyptic situation - reads the message - The majority of the inhabitants of the city have already fled their homes and have ran away to the villages; they sleep out in the open without anything to eat and drink. Hundreds of bodies have been left in the streets and in the homes, without any mercy.  Even the Army and the regular forces have abandoned the city, along with the governor.  From the mosques you hear the cry: “Allah Akhbar, long live the Islamic state”From the message you can imagine that even in Qaraqosh - the most important town of the plain of Nineveh, where in recent years many Christians had taken refuge - the situation is disturbing. «Qaraqosh - wrote yesterday the Dominican religious from northern Iraq - is flooded with all kinds of refugees, without food or accommodation. The checkpoints and Kurdish militias are preventing many refugees from entering Kurdistan. What we are seeing and we are living in the last two days is horrible and catastrophic. The monastery of Mar Behnam and other churches have fallen into rebel hands ... and now they have arrived here and five minutes ago they entered Qaraqosh. We are surrounded and threatened with death ... Pray for us. I'm sorry but I cannot go on writing ... They’re not very far from our monastery .Another equally dramatic testimonial was published on the French site Famille Chretienne by Father Pius Affas, the parish priest of the Syrian Catholic Church of Mar Thomas in Mosul, he too is now an exile like all the others: «I ​​have always remained in Mosul, even after being kidnapped and then released in 2007 - he says -. TIKRIT Iraq (Reuters) - Sunni rebels from an al Qaeda splinter group overran the Iraqi city of Tikrit on Wednesday and closed in on the biggest oil refinery in the country, making further gains in their rapid military advance against the Shi'ite-led government in Baghdad.The threat to the Baiji refinery comes after militants from the Islamic State in Iraq and the Levant (ISIL) seized the northern city of Mosul, advancing their aim of creating a Sunni Caliphate straddling the border between Iraq and Syria.The fall of Mosul, Iraq's second biggest city, is a blow to Prime Minister Nuri al-Maliki's attempts to defeat the militants, who have seized territory in Iraq over the past year following the withdrawal of U.S. forces.About 500,000 Iraqis have fled Mosul, home to 2 million people, and the surrounding province, many seeking safety in the autonomous Kurdistan region.Having also taken two small towns north of Baghdad, Dhiluiya and Yathrib, the insurgents are in control of between 10 and 15 pct of Iraqi territory, excluding Kurdistan, and have led many Iraqis to fear they have the capital, Baghdad, in their sights.Security sources said ISIL militants on Wednesday drove more than 60 vehicles into Tikrit, the home town of former Iraqi dictator Saddam Hussein, which lies about 100 miles (160 km) north of Baghdad.The militants occupied the provincial government headquarters and raised the black flag of ISIL."Our forces were caught by surprise, they never expected ISIL would use police and army Humvee vehicles, we mistook them for government forces and it was too late to stop them," said a police captain who fled from Tikrit to Samarra."We are fighting devils and not ordinary people".Around 100 ISIL fighters held mass prayers in central Tikrit after taking control.Foreign Minister Hoshyar Zebari said Iraq's leaders must unite to face a "mortal" threat. CONSPIRACY

Maliki described the fall of Mosul as a "conspiracy" and said those who had abandoned their posts would be punished. He also said Iraqis were volunteering in several provinces to join army brigades to fight ISIL.In a show of the militants' reach, a car bombing in a crowded market in the town of Safwan, which sits on Iraq's southernmost border with Kuwait, killed five people.In a statement on its Twitter account, ISIL said it had taken Mosul as part of a plan "to conquer the entire state and cleanse it from the apostates", referring to the province of Nineveh of which the city is the capital.Militants executed 10 soldiers and policemen on Wednesday near the town of Riyadh, 60 km (40 miles) southwest of Kirkuk, after setting up a checkpoint on the road, police sources said, while in Tikrit six police officers were executed.In Mosul, 80 Turkish citizens were being held hostage by the militants, the foreign ministry in Ankara said. Suicide bomber hits army checkpoint near Libya's Benghazi: officials

"A car approached with great speed and then exploded. Al-Qaida breakaway pursuing an Islamic state

BEIRUT (AP) — An al-Qaida splinter group that has seized a huge chunk of northern Iraq commands as many as 10,000 fighters and has steadily been consolidating its hold on much of northeastern Syria across the border.Its pursuit of an Islamic state that would straddle the two countries has thrown it into bloody conflict with both governments, Kurdish militias and Syrian rebels of all stripes. The group, known as the Islamic State of Iraq and the Levant, has employed a calculated strategy to achieve its aims, using everything from beheadings to terrify opponents to ice cream socials for children to curry favor with local populations under its control.But it is the group's military prowess that has brought under its sway a swath of territory that stretches from the Syrian-Turkish frontier in the north down the Euphrates River all the way to the Iraqi city of Fallujah just 65 kilometers (40 miles) west of Baghdad.This week, the group's fighters, many of them in fast-moving pickup trucks mounted with machine guns, captured Iraq's second-largest city, Mosul, before barreling south to take the city of Tikrit — two urban centers in the heartland of northern Iraq's oil industry.The Islamic State is the latest and most powerful incarnation of what began as an al-Qaida affiliate in Iraq following the 2003 U.S.-led invasion. American forces spent years and enormous resources to bring the group largely to heel before U.S. troops pulled out of the country in December of 2011.Since then, the region has been convulsed in political turmoil and sectarian hatreds. The Islamic State has seized on those Sunni-Shiite tensions to help whip up its Sunni extremist followers.The group is led by an ambitious Iraqi militant known by his nom de guerre of Abu Bakr al-Baghdadi with a $10 million U.S. bounty on his head. After taking the reins in 2010, al-Baghdadi successfully transformed what had been an umbrella organization focused mainly on Iraq into a transnational military force.The Syrian uprising, which began in 2011 against President Bashar Assad, opened the door to his greater ambitions. Al-Baghdadi dispatched trusted militants to Syria to set up a group called the Nusra Front while he personally remained in Iraq, according to an audio recording later released by the Nusra Front's commander.In the spring of 2013, al-Baghdadi's fighters moved from Iraq into northern and eastern Syria. He proclaimed that his group would lead the jihadi cause in both countries. Al-Baghdadi reportedly moved to Syria to manage affairs.Initially, more moderate Syrian rebels welcomed the group's experienced fighters. But the Islamic State alienated many rebels and Syrian civilians alike with its brutality and attempts to impose its strict interpretation of Islam.It also drew the ire of many opposition fighters by focusing not on the fight against Assad, but rather on restoring a medieval Islamic state, or caliphate, in Iraq and Greater Syria, also known as the Levant — traditional names that refer to a region stretching from southern Turkey to Egypt on the eastern Mediterranean. The group is also referred to sometimes as the Islamic State of Iraq and Syria.Eventually, the Islamic State's presence in Syria proved so destabilizing that it fell out with its sister group, the Nusra Front. Their mutual patron at the time, al-Qaida leader Ayman al-Zawahri, formally disavowed the Islamic State in February.At the same time, other Syrian rebel factions were waging an offensive against the extremist group. Activists say that fighting, which is still going on, has killed more than 6,000 people.But al-Baghdadi's refusal to bow won him the loyalty of many of the most hard-line fighters in Syria, particularly foreigners, and his group has proven resilient. It now controls much of northern and eastern Syria from its stronghold of Raqqa, and has routed the Iraqi security forces across the border as well.The Islamic State commands between 7,000 and 10,000 fighters, according to U.S. intelligence officials who spoke on condition of anonymity because they weren't authorized to brief the media.Aymenn al-Tamimi, an expert on militant factions in Syria and Iraq, also put the group's fighting force at about 10,000, including veteran jihadi fighters from Iraq, the Gulf, North Africa and Europe. The Islamic State also relies on thousands of supporters to provide the public services expected of a "state," he said.The foreigners' roles vary. Some, including Germans and Frenchmen, have carried out suicide bombings. Others, however, hold leadership positions. One of the most prominent commanders in Syria is an imposing ethnic Chechen with a flowing red beard who goes by the name of Omar al-Shishani.The Islamic State has crafted its tactics and message to best meet local considerations."In Iraq, they portray themselves as the protectors of the Sunni community," al-Tamimi said. "In Syria, they are much more open about their ideology and project."In the Syrian city of Raqqa, their strict brand of Islamic law holds sway. Activists and residents say music has been banned, Christians have to pay an Islamic tax for protection and people are executed in the main square.In the Iraqi city of Fallujah, however, residents say the group has so far taken a more moderate approach, choosing to overlook some practices it considers forbidden.The makeup of its forces also varies to a degree. In Syria, foreigners play a larger role than in Iraq, where locals tend to dominate.The group has been able to do this, in part, because of the simmering anger in Iraq's Sunni minority community toward Shiite Prime Minister Nouri al-Maliki. They accuse al-Maliki of treating them as second-class citizens. Salman Shaikh, director of The Brookings Doha Center in Qatar, said the Islamic State has counted on an informal coalition in Iraq of former members of Saddam Hussein's Baath Party, tribal fighters and its own militants, "which is why this poses such a difficult challenge to Maliki and his U.S.-trained forces.""As long as they're focused on Maliki and that goal rather than broader sort of Islamic goals or on taking on the local communities, they'll continue probably to thrive," Shaikh said. We always do that because otherwise you would never reach a compromise," said the chancellor."Thus we cannot just consign to the backburner the question of the European spirit. Threats are not part and parcel of that," she added.Cameron and the other two leaders at the Sweden meeting did not speak out in favour of Juncker and questioned the legitimacy of the process."Obviously there were no Spitzenkandidaten in Britain, there was no legitimacy for them. It is up to the European Council to propose a candidate for the EU commission," said the British PM.He said it was important to focus on the reforms Europe needs to come up with in response to the eurosceptic vote on 25 May."So we focused on policies, not names. Legal quibble delays preparations for EU-Ukraine pact

BRUSSELS - The EU has put off an internal decision on the Ukraine trade treaty over a technicality, amid a “nervous” atmosphere on the fate of the accord.EU ambassadors meeting in Brussels on Wednesday (11 June) had planned to adopt a common decision to sign the text, paving the way for a signature ceremony by leaders at an EU summit on 27 June.But a verdict by the EU court in Luxembourg on Wednesday morning stopped them from going ahead.The verdict, in a case on an EU-Philippines treaty from 2012, said the EU used the wrong formula to enshrine British, Danish, and Irish opt-outs from some parts of EU law into the legal basis of the Philippines pact.With the EU planning to use the same formula in the Ukraine text, ambassadors put off their decision until next week, pending clarification.The European Commission the same day published a statement saying the 27 June ceremony is not in doubt.“The EU-Ukraine association agreement will be signed as soon as possible and at the latest on 27/6 at the June European Council together with the association agreements with Georgia and Moldova,” it noted.One EU diplomat added: “Even those member states who were reluctant in the past are all saying: ‘We really want to sign on 27 June’. That’s the important thing”.The technical glitch comes amid tension in Brussels and Kiev that either side could back out at the last minute due to Russian pressure.“The [opt-out] countries affected will need to have some bilateral consultations with the EU Council’s legal services and I very much hope this isn’t an issue that will become a stumbling block,” a second EU diplomat said.“We still have time to adopt the decision ahead of the summit. But this makes us a little nervous. Each and every day, or week, opens new possibilities to disrupt the process”.The legal wobble came the same day Russia and Ukraine failed to reach agreement on gas prices, adding to uncertainty on the consequences of the EU-Ukraine deal.Russia said if it does not get a first payment based on a price of $385 per thousand cubic metres by 9am on Monday, it might be forced to halt supplies, with knock-on effects for EU countries who get Russian gas via Ukraine.Ukraine said it wants $268.5 and legal guarantees the new price will stay in place. It threatened to take the case to a tribunal in Stockholm if need be.

Russia is also see-sawing on whether it will impose trade penalties on Ukraine.Last Friday, Russian President Vladimir Putin said he will impose protectionist measures “as soon as” Ukraine signs the EU pact. But on Tuesday foreign minister Sergei Lavrov said “we will not impose sanctions against Ukraine”.Putin on Friday met Ukraine’s new leader, Petro Poroshenko.The meeting raised EU hopes the crisis will abate. But fighting between Russia-backed rebels and Ukrainian forces in east Ukraine has continued to intensify.The Reuters news agency says thousands of people have fled the city of Slaviansk amid an exchange of mortar and artillery fire. Ukraine says at least 270 people have died in the region since fighting began.The US-based NGO, Human Rights Watch, last week warned that while rebels are “operating in populated residential areas” their “criminal conduct … does not relieve the Ukrainian forces of their obligations to act in accordance with international law”.The rebels are suspected to be holding eight monitors and a Ukrainian interpreter working for the OSCE, a multilateral body based in Vienna.Its secretary general, Lamberto Zannier, said in Moscow on Wednesday the kidnapping is “unacceptable - I think we should all keep insisting on their immediate and unconditional release”.

BRUSSELS - Europe will have to do more with less, the bloc’s budget commissioner said Wednesday (11 June) as he unveiled the EU’s spending plans for 2015.The plans are worth €142.1 billion, up by €1.3 billion on projected spending levels for 2014.If approved by MEPs and government ministers, spending would still be €2.5 billion lower than in 2013, reflecting the 3 percent cut to the EU’s spending between 2014 and 2020.The EU’s flagship infrastructure and public investment projects including the Connecting Europe facility and youth guarantee schemes are in line to get the biggest increase in cash, being allocated €15.6 billion by the Commission, a 29.5 percent increase on this year.Conversely, structural and cohesion funding for the bloc’s poorest regions sees the largest cut of 5 percent but, at a projected €51.6 billion, will remain the largest single item of spending.The number of staff in the European Commission is also set to drop by over 1,000.“We are dealing with more commitments with less money," said commissioner Janusz Lewandowski.“ Some member states don’t take account that political promises have financial consequences,” he added. More than €57 billion, equivalent to around 40 percent of the total budget, will cover outstanding bills from 2007-13, the previous budgetary cycle.But if recent history is anything to go by, Wednesday’s proposal will only be the first in a long-running saga between the EU executive, MEPs and ministers.The Commission has been forced to request extra cash in the last two years, tabling a series of nine amending budgets worth over €15 billion last year, in a bid to plug funding shortfalls.The EU executive says that it has been the victim of continuous under-budgeting in recent years, leaving it unable to pay its bills without extra money.The practice is unlikely to go away, with Lewandowski admitting that there was a €23.4 billion overhang of bills from 2013 still to be paid.Meanwhile, Lewandowski refused to speculate on his own future, despite being elected as an MEP in his native Poland last month.He remains keen to secure a second term as his country’s commissioner, although foreign minister Radek Sikorski has been touted as a possible replacement for EU foreign affairs chief and commission vice-president Catherine Ashton.

BRUSSELS - The EU’s rules on cutting national budget deficits discourage public investment and "imply procyclicality," prolonging the effects of a recession, a senior IMF official has said."Plenty of room for improvement," to eurozone rules, Olli Rehn conceded at the Brussels Economic Forum.Speaking on Tuesday (10 June) at the Brussels Economic Forum, Reza Moghadam said that reducing national debt piles should be the focus of the EU’s governance regime, adding that the rules featured “too many operational targets” and a “labyrinth of rules that is difficult to communicate.”“Debt dynamics i.e., the evolution of the debt-GDP ratio, should be the single fiscal anchor, and a measure of the structural balance the single operational target,” said Moghadam, who heads the Fund’s European department.“The rules are still overlapping, over specified and detract focus from the overall aim of debt sustainability,” he said.The bloc’s stability pact drafted in the early 1990s, and reinforced by the EU’s new governance regime, requires governments to keep to a maximum deficit of 3 percent and a debt to GDP ratio of 60 percent.However, six years after the start of the financial crisis, the average debt burden has swelled to just under 90 percent of economic output, although years of prolonged budget austerity has succeeded in reducing the average deficit exactly to the 3 percent limit.But critics of the rules say they were drawn up when countries were anticipating prolonged economic growth at rates of between 3 and 5 percent, a far cry from the EU’s expectations post-financial crisis.Others argue that the regime is inflexible and forces governments to slash public spending when it is most needed at the height of a recession.“Fiscal frameworks actively discourage investment....and imply pro-cyclicality and tightening at the most difficult times,” commented  Morghadam, who noted that “they had to be de facto suspended during the crisis.”Procyclical policies are seen as those which accentuate economic or financial conditions, as opposed to counter-cyclical measures which can stimulate economic output through infrastructure spending during a recession.Italian prime minister Matteo Renzi has indicated that he will use his country's six-month EU presidency, which starts in July, to push for the budget rules to be temporarily loosened for governments who invest in growth-fostering reforms such as infrastructure projects or research and innovation.Italy remains within the 3 percent deficit limit, but a stagnant economy has pushed its overall debt level to 133 percent of GDP, second in size only to Greece in the EU.However, the idea of having an investment 'golden rule' in the regime was left out of the EU’s revised economic governance regime.For his part, Morghadam said that a mechanism to exclude public investment from deficit calculations “would not be desirable and encourage creative accounting” .Instead he called for the EU to have a greater role in funding public infrastructure projects through public/private partnerships.In response, economic affairs commissioner Olli Rehn, a chief architect of the new regime, conceded that there was “plenty of room to simplify the rules,” but added a caveat.“If you simplify the rules excessively it is difficult to avoid making them pro-cyclical,” he said.
