SHAKHTARSK, Ukraine - Panicky residents in an eastern Ukrainian town fled their homes Monday carrying a few possessions in plastic bags and small suitcases as shells exploded in the distance, fighting that also prevented an international police team from reaching the area where the Malaysia Airlines plane was downed."Mom, hang in there," exclaimed a weeping woman who was fleeing Shakhtarsk with her mother. Associated Press reporters saw a high-rise apartment block in the town being hit by at least two rounds of artillery.The fighting there and elsewhere in the area kept Dutch and Australian police for the second day from reaching the site where the plane crashed after being shot from the sky. They had planned to begin searching for remaining bodies and gathering forensic evidence and the delay strained tempers among international observers."There is a job to be done," said Alexander Hug, the deputy head of a monitoring team from the Organization for Security and Cooperation in Europe. "We are sick and tired of being interrupted by gunfights, despite the fact that we have agreed that there should be a ceasefire."The plane was downed on July 17 while flying over a part of eastern Ukraine where government forces and pro-Russia separatist rebels have been fighting for months. Ukrainian and Western officials say the plane was shot down by a rebel missile, most likely by mistake, and that Russia supplied the weapon or trained rebels to use it. Both the rebels and Moscow deny that.A Ukrainian official said Monday that data from the recovered flight recorders show that Malaysia Airlines Flight 17 crashed due to a massive, explosive loss of pressure after being punctured multiple times by shrapnel. Andriy Lysenko, spokesman for Ukraine's national security council, said the plane suffered "massive explosive decompression" after it was hit by fragments he said came from a missile.There were signs that government forces were gaining some ground in their fight with the rebels.Ukraine's Defence Ministry said Ukrainian troops entered Shakhtarsk, although checkpoints blocking the western entrance into town remain under rebel control. It also said fighting was taking place in Snizhne, which lies directly south of the crash site, and in other towns in the east.Meanwhile rebels in Donetsk said on Twitter that fighting took place in the village of Rozsypne, where some of the wreckage still lays strewn and uncollected.A rebel military leader, Igor Ivanov, told Russian state news agency RIA-Novosti that the village had fallen into government hands, but that information could not immediately be confirmed.And in a possible indication of sagging morale within the rebels' ranks, the deputy leader of the rebels in Donetsk announced Monday that his immediate superior, Alexander Borodai, had left for Russia. High Commissioner for Human Rights said that at least 1,129 people have been killed between mid-April, when fighting began, and July 26. The report said at least 3,442 people had been wounded and more than 100,000 people had left their homes. A U.N. report from mid-June put the death toll at 356.Navi Pillay, the U.N.'s top human rights official, also called for a quick investigation into the downing of the plane, which she said may be a war crime.The U.N. said rebel groups continue to "abduct, detain, torture and execute people kept as hostages in order to intimidate" the population in the east. Today, the world tries to understand systems which are not Western, not liberal, maybe not even democracies yet they are successful" he said, and mentioned Singapore, China, India, Russia and Turkey as examples.Orban, who has a two-thirds majority in the Hungarian parliament, said he is seeking to find the best way to organise the Hungarian state to make it more competitive and that it was time to break with liberal principles and methods of social organisation.He said that these efforts were being obstructed by civil society groups and that NGO workers are political activists representing foreign interests.Budapest recently got into a political dispute with Norway after the Hungarian authorities raided the offices of NGOs involved in administrating aid from the Nordic country. Orban's goverment had accused the Norwegian Fund of supporting opposition political groups.Orban's speech, which is on the government website is likely to raise eyebrows in Brussels which has had several clashes with him over changes he has made to tighten the control over the judiciary and press.Neelie Kroes, EU digital agenda commissioner, on Monday (28 July) once agan hit out at the Orban administration saying that media freedom "still very much under threat" in Hungary. BRUSSELS - EU diplomats on Monday (28 July) are to pour over the legal texts drafted by the EU commission for imposing sectoral economic sanctions on Russia for its role in the Ukrainian conflict. The sanctions are expected to be approved on Tuesday.According to an EU source familiar with the legal texts, the economic effect of the sanctions will hurt the Russian economy by €23 billion this year (1.5% of its GDP) and €75 billion in 2015 (4.8% of its GDP).The Economist meanwhile has calculated that the pain Russian firms will suffer from these sanctions could go up to one trillion US dollars (€744bn).But the EU will also be hurt by the capital markets restrictions and trade bans for defence, high technology and goods that can be used both for military and defence purposes.The EU commission expects the EU to lose €40 billion (0.3% of GDP) this year and €50bn in 2015 - the equivalent of 0.4 percent of the EU GDP - as Russia is expected to retaliate with trade bans of its own against EU countries, the source said.This has already caused concern in southern member states - notably Russia-friendly Italy - where economic growth is meagre and recession may kick in again due to the Russian sanctions regime.At a meeting of EU ambassadors last week, the southern countries called on the EU commission to take into account the sanctions fallout when it evaluates how they stick to deficit and debt rules.Germany, who so far was reluctant to endorse wide-ranging economic sanctions, is bracing itself for the fallout, too.German foreign minister Frank-Walter Steinmeier told Sueddeutsche Zeitung over the weekend that "after the death of 300 innocent people" and the "undignified actions" of pro-Russian rebels believed responsible for shooting down the MH17 plane, Russia "gave no other option" than to impose economic sanctions.He told another paper, Wirtschaftswoche, that the German economy will suffer only to a limited degree from these sanctions.But the Committee on eastern European Economic Relations, a German business lobby representing firms active in Russia, has estimated that the sanctions would threaten 350,000 German jobs that depend directly on German-Russian trade, which totals €80bn a year.The head of this committee, Eckard Cordes, last week however endorsed the stepping up of sanctions, even if it will hurt the German economy.For its part, Russia has given no signs of wanting to change course over the threat of broader economic sanctions."The current sanctions will not have a macroeconomic effect, it is a problem for specific companies," said senior Kremlin advisor Andrei Belousov, quoted by Russian newswires.The Russian economy expanded by 1.3 percent last year, with the Washington-based International Monetary Fund projecting a much lower 0.3 percent growth this year due to the sanctions.But Wolfgang Munchau, a German columnist for the Financial Times, warned of the near-impossibility to accurately predict the fallout of economic sanctions."Forecasters have a hard time putting shocks – including sanctions – that are hard to measure into their models. We know the large-scale economic forecasting models used by international institutions perform badly during and after financial crises. In a situation like this, they are hopeless," he wrote."The correct answer on the question of Russian growth is not “0.2 per cent” or some other number. It is “Don’t know”," Munchau added.Another thing to consider is Russian resilience to economic hardships.Philipp Missfelder, an expert on foreign relations from Angela Merkel's Christian Democrats, said sanctions are no ultimate solution."Sanctions cannot replace a political solution. Russia has the potential to endure them for a long time and to tighten its belt. We should therefore not believe that sanctions are a panacea," Missfelder told Deutsche Welle.
