LONDON/BAGHDAD (Reuters) - A British Muslim leader called for action on Thursday to tackle a jihadi sub-culture after an Islamic State video showed a suspected Briton beheading U.S. journalist James Foley, held hostage in Syria.In Washington, U.S. Defense Secretary Chuck Hagel said the threat from Islamic State was "beyond anything we've seen" and the U.S. Justice Department opened a criminal investigation into the death of Foley on the video, which featured a masked man speaking English with a British accent.As Western officials tried to identify the man, the Muslim Council of Britain denounced Foley's "abhorrent murder" and one of its advisers urged anyone who knows the killer's identity to contact the police.Horror at the video spanned from the West to Baghdad, where Iraqis asked why the United States and its allies had not cracked down on Islamic State fighters long before they captured large areas of Syria and Iraq.Foley, 40, was beheaded by an Islamic State militant in the video that surfaced on the Internet on Tuesday, and officials in Washington revealed that U.S. special forces had tried unsuccessfully to rescue him along with other American hostages earlier this summer.A firefight between the U.S. forces and Islamic State militants during the rescue attempt appeared to be the first direct ground engagement between the two sides.The video caused particular shock in Britain, which is home to about 2.7 million Muslims, although the hundreds of British men fighting alongside the militants in Iraq and Syria have created concern for some time.Iqbal Sacranie, an adviser to the Muslim Council of Britain, said Britons from across the country's communities had to stop young men being seduced by radical ideologies."This sub culture of this 'jihadi-cool' - as they call it in the media - within the margins of society ... that is the real challenge," he told BBC Radio. Vatican City-Pope Francis launches another appeal to ask that “all means be used to solve the humanitarian crisis” in Iraq, in a letter signed on the 8th of August and delivered in the past few days to the Iraqi President Fuad Masum by Cardinal Fernando Filoni, the Pope’s personal envoy in the Middle Eastern country. In the letter, the Argentinean Pope reiterates his “pain” for “the brutal suffering of Christians and other religious minorities”. Cardinal Filoni, who arrived back in Rome last night, was received in an audience with the Pope today, in order to report on the mission.“I address you with a heart full of pain as I follow the brutal suffering of Christians and other religious minorities, who are forced to leave their homes while their places of worship are destroyed”, writes the Pope in the letter that was published today by the Presidential office in Baghdad. “In this context, I have asked Cardinal Filoni”, who has already been the apostolic nuncio in Iraq for John Paul II and was later in the service of Benedict XVI, to “come to Iraq to express worry, mine and of the whole Catholic Church, for the suffering of those whose only desire is to live in peace, harmony and freedom in the land of their ancestors.” After remembering the efforts of the last few years to set Iraq on the track of peaceful coexistence, whereby members of religious minorities are considered citizens on the same level as others, “I renew my appeal to all men and women who hold political responsibilities”, writes the Pope, “so that they use all their means to resolve the humanitarian crisis.” The Pope adds that “in these tragic moments, I ask His Excellency to receive Cardinal Filoni as my personal envoy, expressing my gratitude for all that the Iraqi people can do to alleviate the sufferings of their brothers and sisters”.It was the same Prefect for the Congregation for the Evangelization of Peoples (Propaganda Fide) who announced, in the past days, that he has delivered the Pope’s letter on the occasion of his meeting with the Iraqi president. He told Vatican Radio on the 19th of August that “the meeting was very friendly. I was accompanied by the Chaldean Patriarch Sako, the apostolic nuncio and Monsignor Warduni. I delivered the letter, which the President will then answer to. I have spoken about my experiences in these days and highlighted that my visit was not political, but rather humanitarian, on behalf of the Holy Father, and that is the reason why my first destination was Ebril, where the situation in Kurdistan is still very critical, and then to Baghdad where I would have this meeting”. Filoni explained that “the Holy Father, before situations of such serious emergency, does not hold back when there is a possibility to intervene, in order to highlight how much he takes the situation of these poor people at heart. The situation here in Iraq is not only a tragedy for the Iraqi population, for our Christians or for the Yazidi, but it also concerns all men and women who care about humanity”. Cardinal Filoni had left for Iraq on the 12th of August.After the audience that the Pope granted him this morning, Cardinal Filoni , who came back from Baghdad yesterday, has told Vatican Radio in the early afternoon that "the Pope wanted to welcome me immediately, showing his sensitivity, to learn directly from me what I have seen and heard after visiting our Christians and the Yazidi in Iraq this week. The Pope was very attentive; he preferred to listen and allowed me to speak a length, obviously taking to heart all the situations I told him about: the expectations of our Christians, the worries and the plans of the Church. He learned with pleasure about the course of action that was taken by the local Church. I can say that the meeting was good; the Holy Father was very attentive and participative towards what I told him." BRUSSELS - Scotland’s EU membership “is not in any serious doubt” if the country votes for independence, according to new research by constitutional experts.Published on Wednesday (20 August), the report by Edinburgh University professor Stephen Tierney and Katie Boyle, a constitutional lawyer, on behalf of the UK’s Economic and Social Research Council examines the legal questions facing an independent Scotland.It says that “the accession of an independent Scotland to the European Union is not in any serious doubt”, even in the likely event the new country is unable to finalise its membership terms in the 18-month window between the 18 September referendum and the Scottish government’s planned declaration of independence in March 2016.“In the event that formal accession has not been secured by Independence Day, it is likely that temporary provisions will be put in place to ensure that the rights and obligations arising from the EU treaties will continue to apply to Scotland in the interim period,” the report adds.Scots go to the polls on 18 September to decide whether to split from the UK.With less than a month to go, the Better Together campaign, which wants Scotland to remain part of the UK, holds a 10 point lead, but the gap has closed in recent month.The report’s findings will be a welcome bump for pro-independence campaigners.The Scottish Nationalist government has claimed it will be able to re-negotiate its EU membership from inside the 28 country bloc by using Article 48 of the EU treaty.Meanwhile, the Better Together campaign, which opposes independence, has seized on remarks by Jose Manuel Barroso, the outgoing president of the European Commission, who earlier said Scotland would not receive special treatment and would have to go through the formal accession procedure used by all previous applicants. Monrovia (AFP) - Two American missionaries who contracted Ebola while treating patients in Liberia have left hospital after making a full recovery, doctors said on Thursday, as authorities in the west African nation struggled to deal with their dead.Doctors Kent Brantly, 33, and Nancy Writebol, 60, caught the disease in Monrovia in the midst of an outbreak that has killed 1,350 people since March in Guinea, Liberia, Nigeria and Sierra Leone.The pair were given experimental drugs before being airlifted back to the United States, where they have been treated at a hospital in Atlanta for the last three weeks."The discharge from the hospital of both these patients poses no public health threat," said Bruce Ribner, director of Emory Hospital's Infectious Disease Unit.The news of their recovery came as west African countries intensified their efforts to contain the worst-ever outbreak of the disease ahead of the arrival of the UN's top Ebola official in the region.Senegal closed its land borders with Guinea on Thursday, the interior ministry said.The borders with Guinea, where the virus has killed 396 people, had been sealed earlier this year during an initial stage of the outbreak but Senegal re-opened them in May after the government thought it was under control.Liberia, which has seen the biggest toll in this epidemic with 576 deaths, has witnessed chaotic scenes in recent days following a surge in cases.The Red Cross said the crematorium in the capital Monrovia was struggling to deal with the dozens of bodies being brought in each day.Crematorium workers were having to return corpses to a hospital in the city because they "did not have the capacity to cremate all the bodies", Fayah Tamba, the head of the charity's Liberian office, told a local radio station.Her comments came a day after troops used tear gas to disperse protesting crowds after President Ellen Johnson Sirleaf ordered a nightime curfew and quarantine zone in Monrovia's West Point slum and Dolo Town, to the east of the capital.

Guinea, where the outbreak first appeared earlier this year, sent more than 100 doctors and volunteers to its borders with Sierra Leone and Liberia to monitor people crossing the border for symptoms.The death toll from the epidemic now stands at 1,350 after a surge of 106 victims in just two days, most of them in Liberia, according to the World Health Organization (WHO).The UN's new pointman on Ebola arrived in the region on Thursday for a visit aimed at shoring up health services there, many of which have only recently emerged from many years of devastating conflict.David Nabarro, a British physician appointed last week by UN Secretary-General Ban Ki-moon, said he would focus on "revitalising the health sectors" in affected countries.Nabarro was due to visit Monrovia, Freetown, Conakry and Abuja as part of his overall mission to coordinate the global response to the crisis.Authorities have been hampered in their fight against Ebola by the death of several top health officials and numerous frontline doctors to the virus.A doctor who treated Nigeria's first Ebola patient was named among the dead on Tuesday, taking the death toll in Africa's most populous country to five. - 'Encouraging signs' -

Fears that the virus could spread to other continents have seen flights to the region cancelled, and authorities around the world have adopted measures to screen travellers arriving from affected nations.South Africa on Thursday issued a ban on non-citizens travelling from Guinea, Liberia and Sierra Leone, which it labelled "high risk countries".But despite the rising death toll, WHO spokeswoman Fadela Chaib this week noted "encouraging signs" in Nigeria and Guinea, where prevention measures and work to trace lines of infection were starting to take effect.The Nigerian outbreak has been traced to a sole foreigner, a Liberian-American who died in late July in Lagos. All subsequent Nigerian victims had direct contact with him.In Sierra Leone, where 374 people have died, the outbreak has also been traced back to one person: a herbalist in the remote eastern border village of Sokoma.No cure or vaccine is currently available for Ebola, which is spread by close contact with body fluids, meaning patients must be isolated.Given the extent of the crisis, the WHO has authorised largely untested treatments -- including ZMapp and the Canadian-made VSV-EBOV vaccine, whose possible side effects on humans are not known.Three doctors in Liberia who had been given the experimental US-made ZMapp are reportedly responding to the treatment.Ireland's health service meanwhile said authorities were testing a "suspected case" after a person who travelled to an affected area in Africa was found dead.The case is in Donegal in northwest Ireland. Test results are expected late on Friday.

Drought hits food supplies in Central America-Associated Press-AUG 21,14-YAHOONEWS

GUATEMALA CITY (AP) — Central America is having one of its worst droughts in decades, and experts warned Thursday that major farm losses and the deaths of hundreds of cattle in the region could leave hundreds of thousands of families without food.The agricultural losses are largely in corn and beans, basic staples of the region's diet, the United Nations' World Food Program and the Food and Agriculture Organization said in a joint statement."The impact of the prolonged heat wave is having on nutrition and food security in parts of El Salvador, Guatemala, Honduras and Nicaragua is very worrisome," the agencies said.The food agencies said the situation needs to be addressed immediately or what is already a food crisis could worsen in the coming months.In Guatemala, about 170,000 families lost almost all of their crops, while in El Salvador crops have completely been lost in two-thirds of the country.In Nicaragua, where the drought has killed more than 2,500 cattle and left 600,000 people in a state of malnutrition, the government is asking international food agencies to help it feed 100,000 families in parched areas.Nicaragua's Institute of Territorial Studies says it is the worst drought since 1976. Prices for corn and beans have quadrupled since May In the country of 5.9 million people."There are communities that have no water to drink because of the drought, much less to grow food. We're letting poor people die of hunger. There isn't (food) production or assistance," said the Rev. Elias Barrera, director in Nicaragua for the Roman Catholic charity organization Caritas.
