(Reuters) - U.S. President Barack Obama expressed revulsion on Wednesday at the beheading of an American journalist by Islamist militants and vowed the United States would do what it must to protect its citizens as international condemnation of the insurgents grew.Not long after Obama called Islamic State a "cancer" with a bankrupt ideology, the Pentagon said U.S. aircraft conducted 14 air strikes in the vicinity of Iraq's Mosul Dam, destroying or damaging militants' Humvees, trucks and explosives.Islamic State posted a video on Tuesday that purported to show the beheading of journalist James Foley in revenge for U.S. air strikes in Iraq. It prompted widespread horror that could push Western powers into further action against the group.Britain's prime minister cut short his vacation as UK intelligence tried to identify Foley's killer, while France called for international coordination against the Islamist militants fighting in Syria and Iraq.U.S. officials said on Wednesday that intelligence analysts had concluded that the Islamic State video, titled "A Message to America," was authentic. British anti-terrorist police began an investigation of the video, in which Foley's killer spoke with a London accent.Apparently a British national, the killer is just one of hundreds of European Muslims drawn to join Islamic State in Iraq and Syria, who authorities say pose a security threat to U.S. and European interests if they return home from the Middle East.The video showed a high level of technical proficiency and the use of a British voice may have been intended to make its contents clear to audiences in the United States, Islamic State's declared enemy.Foreign Secretary Philip Hammond said he was not surprised to hear the British accent and that large numbers of British nationals were fighting in Iraq and Syria."Our intelligence services will be looking very carefully on both sides of the Atlantic at this video to establish its authenticity, to try to identify the individual concerned and then we will work together to try to locate him," Hammond told Sky news.France said it wanted the permanent members of the U.N. Security Council and regional countries, including Arab states and Iran, to coordinate action against Islamic State. President Francois Hollande called for an international conference to discuss how to tackle the group.U.N. Islamic State, which has declared a caliphate in the parts of Iraq and Syria it controls, opened the video with a clip of Obama saying he had authorized strikes in Iraq.The words "Obama authorizes military operations against the Islamic State effectively placing America upon a slippery slope towards a new war front against Muslims" appeared in English and Arabic on the screen.It showed black and white aerial footage of air strikes with text saying: "American aggression against the Islamic State."A man identified as Foley, head shaven and dressed in an orange outfit similar to uniforms worn by prisoners at the U.S. detention camp in Guantanamo Bay, is seen kneeling in the desert next to a man holding a knife and clad head to toe in black."I call on my friends, family and loved ones to rise up against my real killers, the U.S. government, for what will happen to me is only a result of their complacency and criminality," the kneeling man says.The man next to him, in a black mask, speaks in a British accent and says, "This is James Wright Foley, an American citizen, of your country. As a government, you have been at the forefront of the aggression towards the Islamic State."

He said it could help bolster a perception among Americans that the United States will have to be more aggressive in dealing with Islamic State militants.Syria has been the most dangerous country for journalists for more than two years. At least 69 other journalists have been killed covering the conflict there and more than 80 journalists have been kidnapped in Syria.The U.S.-based Committee to Protect Journalists estimates that approximately 20 journalists are currently missing in Syria. Many of them are believed to be held by Islamic State.As well as taking territory, Islamic State has seized a number of oil wells in northern Iraq. KIEV/DONETSK Ukraine (Reuters) - Heavy shelling hit residential neighborhoods in Ukraine's rebel stronghold of Donetsk and government forces fought street battles in other towns on Wednesday as they sought to crush a four-month-old separatist rebellion.The forces of the Western-backed Kiev government are steadily gaining the upper hand over the separatists in Russian-speaking eastern Ukraine and are tightening the noose around the main rebel bastions of Donetsk and Luhansk.Reuters reporters in Donetsk said mortar rounds had struck Chelyuskintsev Street in the north of the city, a few km (miles) from the frontline of the conflict, shattering the windows of several five-storey apartment buildings and shearing off the branches of trees and downing power lines.The attack left large craters in the street and a meter-wide hole in the first floor of one of the apartment buildings."The Ukrainian army or whoever they are – they’re bombing us again. I've lived in the apartment building my entire life and now they want to take everything I have. There is nothing left to lose here in this city," said Nina, 52.The Donetsk city administration, controlled by the separatists, said nine residents had been killed in shelling on Wednesday. The Ukrainian government denies that its forces are targeting civilian areas.Another nine people, pro-Ukrainian volunteer fighters supporting Kiev's forces, were killed overnight in separate clashes near Donetsk, Ukrainian officials said.The government in Kiev and its allies have accused Moscow of orchestrating the separatist rebellion and equipping the rebels with tanks, missiles and other heavy weaponry.Moscow denies this and accuses Kiev of waging a war against its own people and shelling civilians.The conflict has plunged relations between Russia and the West to their worst level since the end of the Cold War in 1991.The United Nations puts the death toll in the conflict at 2,086, including civilians and combatants. That figure has nearly doubled since late July, when Ukrainian forces stepped up their offensive and the fighting spread to major urban areas.

"DUST AND SMOKE"

Another Donetsk resident, Lidia, recounted how shelling had hit the shop where she works."I hid behind the counter and closed my eyes. When I opened them everything was dark, full of dust and smoke," she said."How can we live like this being bombed by the leaders of our own country?"Six military trucks rumbled past the wreckage of the house, including one equipped with an anti-tank machine gun and a mobile Grad rocket system. Rebels, wearing green camouflage and sunglasses, looked over the wreckage as they passed."They’ll pay for this," one rebel said, as government convoys sped through parts of the city, running red lights.Elsewhere in the region, Ukrainian forces fought street battles with rebels in the town of Ilovaisk overnight into Wednesday, Interior Ministry official Anton Gerashchenko said.The nine Ukrainian volunteer fighters were killed in those clashes."The enemy can come up to you from wherever he wants and shoot from an attic, a basement or from a children's nursery," Gerashchenko said.Separately, health authorities said 34 civilians had been killed as a result of fighting in the 24 hours up to noon Wednesday in the wider Donetsk region.Local authorities in Luhansk, the other big separatist stronghold, also reported artillery fire and heavy automatic fire on Wednesday as government forces kept up their assault on rebel positions there.Luhansk has been largely cut off for weeks and is without water and regular supplies of electricity which have hit mobile and landline phone connections.Only vital foodstuffs are on sale while long queues form for bread being distributed from vans."The humanitarian crisis is critical. GOTEMBA, Japan (AP) — Japan's military showcased its ability to defend remote islands Tuesday, as its role expands at home and abroad under new defense policies instituted by Prime Minister Shinzo Abe that have divided the nation.The military began large-scale annual "Fire Power" exercises at the foot of Mount Fuji aimed at repelling a hypothetical invasion of far-off Japanese islands, defense officials said.Lt. Kunikazu Takahashi, spokesman for Japan Ground Self-Defense Force, said the exercises, which last until Sunday, follow new defense guidelines that emphasize island defense.The defense plans, approved in December, reflect a shift in Japan's defense priorities from its northern reaches near Russia to the East China Sea, where Tokyo and Beijing are locked in a dispute over a chain of uninhabited islands. Under the guidelines, Japan is setting up an amphibious unit similar to the U.S. Marines to respond quickly to any invasion of those islands."We believe such arrangements can discourage any foreign invasion," Takahashi said in an interview during the exercise. "It would be best if we can defend our land without fighting."Abe's Cabinet approved in July a reinterpretation of Japan's war-renouncing constitution, which was drafted under U.S. direction after World War II, to allow the military to defend foreign countries. The endorsement of what is known as the right to collective self-defense has sharply divided public opinion, mainly due to sensitivity over Japan's wartime past.Air force veteran Toshiya Hamada, 80, welcomed the decision. "It doesn't mean we want to wage war, but we need to gain strength because we don't want to go to war," he said. BEIRUT (AP) — Islamic extremists captured two key towns and several villages near Syria's northern border with Turkey on Wednesday after pushing out rival fighters in fierce clashes, opposition groups and activists said.The towns, located in Syria's Aleppo province, are the latest prize for Islamic State militants who have carved out a self-styled caliphate across vast swaths of eastern Syria and northern and western Iraq.Activists said fighters from the group captured the towns of Akhtarin and Turkmanbareh after fierce clashes with mainstream rebels who are fighting to topple Syrian President Bashar Assad. The militants also took a string of nearby villages over which they had been fighting, including Masoudiyeh, Dabiq and Ghouz.The Britain-based Syrian Observatory for Human Rights said at least 31 rebels and eight Islamic State group fighters were killed in the clashes. The Observatory relies on a network of activists inside Syria for its information.The capture of Akhtarin has strategic significance as the town is "the gate to the northern countryside of Aleppo," said a local rebel commander who uses the nom de guerre Abu Thabet.It seems the Islamic State's ultimate goal, he said, was to reach Marea, a town a few kilometers (miles) to the west that is considered a stronghold of the Islamic Front as well as Azaz, a town located next to the Bab al-Salama border crossing with Turkey.The Islamic Front is a powerful alliance of rebel groups battling against the Islamic State group."They launched an all-out offensive for Akhtarin on Tuesday and the clashes lasted all night," said Abu Thabet, whose moderate Aleppo Swords brigade is affiliated with the Western-backed Free Syrian Army umbrella group.He said the mainstream rebels, including the FSA, were in chaos — encircled in Aleppo province by Syrian government forces on one side and the Islamic State group on the other side.The fighters from the al-Qaida breakaway Islamic State group control huge swaths of territory in eastern and northern Syria and are fighting rival rebels, Kurdish militias and the Syrian army for more. In neighboring Iraq they are batting Iraqi Kurdish peshmerga fighters as well as Iraqi government troops.The takeover of Akhtarin and surrounding Syrian villages was also reported on social media by jihadists affiliated with the Islamic State group.Also Wednesday, the international chemical weapons watchdog said all 581 metric tons (640 tons) of Syria's precursor chemicals for sarin gas that had been transferred to the U.S. cargo vessel MV Cape Ray have been destroyed. The Organization for the Prohibition of Chemical Weapons said the Cape Ray has now begun to neutralize the remaining Syrian chemicals on the ship — 19.8 metric tons (22 tons) of sulfur mustard.The remaining 700 metric tons (772 tons) of chemicals removed from Syria as part of a joint OPCW-U.N. mission are being destroyed at land-based facilities in Finland, the United Kingdom and the U.S.The operation began after Syria agreed to relinquish its chemical weapons program in the wake of a deadly chemical attack outside Damascus a year ago.Syria's conflict began in March 2011 as a popular uprising against Assad's rule, but turned into an insurgency after government forces violently cracked down on demonstrators. - Health services 'overwhelmed' -

From its initial outbreak in Guinea the virus spread to Liberia, Sierra Leone and Nigeria, overwhelming inadequate public health services already battling common deadly diseases such as malaria.Straining the situation even further, several top officials leading the fight have lost their lives to the disease.A doctor who treated Nigeria's first Ebola patient died on Tuesday, taking the death toll in Africa's most populous country to five.Nigerian Health Minister Onyebuchi Chukwu said the doctor was "the most senior in the management of the (first Ebola) patient," Liberian-American Patrick Sawyer, 40.The UN's new pointman on Ebola, David Nabarro, was expected to arrive in west Africa on Wednesday evening, and is hoping to help shore up health services in the four affected countries.The British physician said he would focus on "revitalising the health sectors" in the affected countries, many of which have only recently emerged from years of devastating conflict.Efforts to contain the epidemic have also run up against local distrust of outside doctors, and stories of aid workers carrying the infection.Liberia's leader warned that local rituals were among the factors spreading the disease."We have been unable to control the spread due to continued denials, cultural burying practices, disregard for the advice of health workers and disrespect for the warnings by the government," Sirleaf said.

WHO spokeswoman Fadela Chaib noted "encouraging signs" in Nigeria and Guinea, where prevention measures and work to trace lines of infection were starting to take effect.In Sierra Leone, the outbreak has also been traced back to one person: a herbalist in the remote eastern border village of Sokoma."She was claiming to have powers to heal Ebola. Cases from Guinea were crossing into Sierra Leone for treatment," Mohamed Vandi, the top medical official in the hard-hit district of Kenema, told AFP. No cure or vaccine is currently available for Ebola, which is spread by close contact with body fluids.Given the extent of the crisis, the WHO has authorised largely untested treatments -- including ZMapp and the Canadian-made VSV-EBOV vaccine, whose possible side effects on humans are not known.Three doctors in Liberia who had been given the experimental US-made ZMapp are reportedly responding to the treatment.Countries throughout Africa and beyond remain on high alert, however, with the Equatorial Guinea airline, Ceiba Intercontinental, the latest to suspend flights to the whole region.

BRUSSELS - EU trade negotiators, who like to give as little away as possible, will have been deeply dismayed by the leak of 520 pages of their latest baby: the EU-Canada free trade agreement (Ceta).
The document, published by German broadcaster ARD last week, set out a large portion of the draft agreement reached after close to five years of painstaking talks.For trade geeks or those with severe insomnia the good news is that there is more to come. The Canadian government has indicated that it expects the entire agreement to span around 1,500 pages in total, which will be made public following an EU- Canada summit in September.Delivering a trade deal is a slow business.European Commission President Jose Manuel Barroso and Canadian Prime Minister Stephen Harper formally signed off the end of the political side of negotiations last October. It has since been subject to 10 months of fine-tuning by trade officials and legal scrutiny ahead of the September summit.It will then face two years going through the Canadian and European parliaments, as well as Canada’s 13 provincial assemblies, before deputies take the final votes on whether to put it into law.But Ceta, which the commission claims will be worth over €25 billion per year, is more important to Brussels than the average free trade deal.Its passage has become a test run ahead of the anticipated trans-Atlantic trade and investment deal between the EU and the US known as "TTIP". EU trade chief Karel de Gucht has publicly described it as a "template" for TTIP.Unsurprisingly, most of the document’s contents are, at first glance, punishingly boring to the average reader.There are, however, interesting quirks and exceptions to the principles of unfettered free trade. For example, it reveals that the Canadian provinces of Ontario and British Columbia will be allowed to have no more than 292 and 60 shops, respectively, that exclusively sell Canadian wines. No chablis or rioja for them.Much of what is contained in Ceta is uncontroversial and large tracts of it will almost certainly re-appear, perhaps even word for word, in TTIP.More interesting is what will be different about TTIP and what will be left out.For starters, it will be more difficult to keep the contents of TTIP under wraps.Last month, the European Ombudsman opened an investigation calling for the Council to publish the EU negotiating directives for the TTIP negotiations. She has also proposed to the European Commission a range of practical measures to enable timely public access to TTIP documents.Meanwhile, financial services will not be included at all in TTIP (at the behest of the Americans) and the section on geographically-specific foods such as Parmesan and Feta cheese is likely to be different.Last month, Washington DC’s EU ambassador, Anthony Gardner, told this website that the EU had “exaggerated the protection of some of its geographical-specific products".“We were not happy with the GI [geographic indicators] proposal in Ceta ... but in our agreement it will not be dealt with in the same way,” he added.Most important, however, are likely to be the sections of TTIP that deal with investor-state dispute settlement (ISDS) – the provisions which allow companies to sue governments if they believe themselves to have been treated unfairly, and have stoked such controversy in European debate.Around 30 pages of Ceta focus on the rights of Canadian and EU investors in the other’s territories.Again, most of the language appears innocuous legalese. Officials often argue that ISDS is fundamentally protection from discrimination. For example, the investment articles would forbid the EU and Canadian governments from limiting foreign shareholding, imposing quotas on employee numbers, forcing firms out by limiting the number of firms that can operate in a specific sector.It then goes on to list the rights and legal process under which companies can appeal against a government that it feels has breached the principles of ‘fair and equal treatment’.Sounds fair enough? To most people, the answer would be Yes. Apply the same language to a trade deal with the US - and its reputation for cut-throat corporations rather than those wholesome Canadians - and the average Joe is likely to be less sanguine.For example, Article X(9) paragraph four in the section on investment protection contains a phrase that will almost certainly be used by anti-TTIP campaigners."A Tribunal may take into account ... whether a Party (government) created a legitimate expectation ... upon which the investor relied in deciding to make or maintain an investment". Phrases such as "legitimate expectation" are the kinds that have corporate lawyers immediately pricking up their ears.Like the EU’s own treaties, there are numerous annexes in Ceta devoted to areas that are politically important to both sides.Intriguingly, there is an annex to clarify how investor-state dispute should be handled in the financial services and intellectual property fields, but no protocol or statement on the general purpose or limits of ISDS.The draft Ceta agreement also includes a provision that governments should be allowed to have their courts interpret intellectual property rights on the basis of domestic law, which some legal analysts have suggested is the result of an ongoing dispute between the Canadian government and US pharmaceutical giant Eli Lilly.Eli Lilly is pursuing a $500 million law suit claiming that Canada is in breach of the North American Free Trade Agreement (Nafta) by allowing its courts to revoke two of its patents.The controversy over ISDS is a relatively recent phenomenon and one that, in large part at least, is the result of fears about litigious US multinationals.Without similar provisions to those in Ceta, plus cast-iron guarantees that investor protection rules will have no impact on whether governments can legislate in the environmental or public health fields, it is hard to see how ISDS will survive as part of TTIP.Trade negotiators are often at pains to stress how technocratic, de-politicised and plain dull their work is. Much of Ceta’s contents bear this assessment out.But that line will not prevent TTIP from being treated differently to previous trade deals. It is simply too big and too important and, already, too political.

Pope Francis has devoted his words during the weekly general audience in the Vatican to his recent trip to Korea (13th -18th August), praying again for reconciliation in the Asian peninsula. Francis has invited the thousands of faithful who attended the audience to pray for Christians and “those religious minorities who are not Christians, but are persecuted all the same” in Iraq. A delegation from “his” football team, San Lorenzo Almagro from Buenos Aires was also present in the Paul VI Hall with the South-American Copa Libertadores that they won last week. The Pope received condolences and applause from the faithful, due to the accident that involved some of his relatives in Argentina yesterday. “Even the Pope has a family”, said Francis, thanking people for their prayers.“The significance of this apostolic trip can be condensed in three words: memory, hope and testimony”, said the Pope. In Korea, “the Church is the guardian of memory and hope”, he said. After remembering “the two main events” of the trip, namely the beatification of 124 Korean martyrs and the conclusion of the sixth Asian Youth Day, Pope Francis has highlighted that “the Church in Korea also carries the memory of the fundamental role of lay people both in the beginning of the faith and in the work of evangelisation. In that country, the Christian community was not founded by missionaries but by a group of young Koreans in the second half of the 18th century, who were attracted by some Christian writings. They studied them in depth and chose them as their rule of life. One of them was sent to Beijing to be baptized and then this lay man, in turn, baptized his companions”. The Argentinean Pope went on to say, “Dear brothers, in the history of faith in Korea we can see how Christ does not destroy cultures, Christ does not destroy cultures and wreck the path of populations who, through centuries and millennia, seek the truth and practice love of God and their neighbour. Christ does not abolish what is good, but brings it to fulfilment. What Christ, instead, fights and defeats is the Devil, who sows discord between man and man, population and population; who generates exclusion through the idolatry of money; who sows the poison of nothingness into the hearts of young people. This, Jesus Christ has fought and won through his loving sacrifice”. Yesterday, in a car accident, a nephew of the Pope, Emanuel Horacio Bergoglio, was seriously injured, while his wife Valeria Carmona and their two children, Antonio, 8 months, and Jose, 2 years, were killed. “I thank you for the prayers and condolences for what happened to my family: even the Pope has a family”, said Francis. “We were five brothers, so I have 16 nephews and nieces and one of my nephews had a car accident: his wife died as well as his two young children, one was two and the other was only a few months old, and he is in a critical state at the moment. I thank you all for the condolences and prayers”. Pope Francis even joked with some of the faithful there: “Today attending this audience there are two brave groups; these people, who have come from Loreto on a canoe and the French, who have come on a donkey: well done!”.
