Palestinian victims describe being used as shields by Hamas
Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. Aides to Palestinian Authority (PA) Chairman Mahmoud Abbas revealed recently that he will soon appeal to the international community to set a deadline for Israel to withdraw back to the pre-1967 borders and make way for an independent Palestinian state.In an interview with Palestinian TV last week, Abbas also claimed that both Prime Minister Binyamin Netanyahu and the US agreed for a "state along '67 lines" [1949 Armistice lines - ed.] and that "it should take about half an hour" to draw the borders.“There’s either a political solution or there isn’t,” he said. “But going here and there, up and down, talking and not talking – it’s been 20 years and nothing has happened.”Abbas then threatened to take Israel to the International Criminal Court (ICC) if it did not present such a plan by the end of the year. The US strongly condemned the move, saying "it will badly damage the atmosphere with the very people with whom they ultimately need to make peace."In April, the PA requested to join 15 international agencies in breach of the conditions of the peace talks that were going on with Israel at that time.In response, Israel cancelled the fourth terrorist release "gesture" and subsequently pulled out of the talks altogether, after the PA signed a unity pact with Hamas.Nearly two years ago, in 2012, the PA unilaterally turned to the United Nations and received recognition as a non-member observer state by the General Assembly. The frontier between Israel and Syria has been administered by the United Nations since 1974, a year after the last war between them. Jerusalem (AFP) - Israeli Defence Minister Moshe Yaalon said on Tuesday that the direct cost of the 50-day military offensive in the Gaza Strip was more than $2.5 billion (1.9 billion euros)."The expenditure on Operation Protective Edge -- military expenditure, the direct expenditure -- is more than nine billion shekels," Yaalon told an economic conference in Tel Aviv."We attacked over 6,000 targets, more than 5,000 of them by the air force, about 900 from land and sea," he said referring to tank, artillery and naval fire.But, despite the pounding, he acknowledged that the Gaza militants against whom the campaign was launched on July 8 still had a sizeable arsenal left."The terror organisations in the Gaza Strip -- Hamas Islamic Jihad and others -- had 10,000 rounds at the beginning of Operation Protective Edge," said Yaalon."Today they have about a fifth of that but that's still 2,000 rounds," he said, adding that every interception of an incoming rocket by Israel's Iron Dome missile defence system cost $100,000."From the economic point of view it's worth it, weighed against the potential damage" of a rocket strike, he said. "But it's still $100,00 for every interception."The military says that Iron Dome brought down 600 rockets during the campaign.The government on Sunday approved swingeing budget cuts to help pay for the campaign in Gaza.Ministers voted to cut two percent from the 2014 budget of every government ministry -- other than defence -- to raise about two billion shekels.More than 2,100 Palestinians were killed in Israel's bombardment of the narrow coastal territory, nearly 70 percent of them civilians, according to the United Nations.Sixty-six Israeli soldiers were killed, as well as six civilians on the Israeli side, including a Thai worker and a four-year-old boy.The war ended with an open-ended ceasefire last Tuesday and the sides are supposed to start Egyptian-mediated negotiations on a long-term truce, but a date is yet to be announced.

Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. According to the victims, those who tried to object were shot in the legs by Hamas.

Chief Palestinian Authority (PA) negotiator Saeb Erekat will present plans to US Secretary of State John Kerry with a timetable for Israel's pullout from Judea and Samaria, PA-affiliated sources told Lebanese news site Ya Libnan Tuesday.Erekat and PA "Intelligence Minister" Majid Faraj will hold a series of meetings with senior officials in Washington, the sources said, in which they will press the case for "two states for two peoples." The discussions with Kerry will focus on establishing “a timeframe for ending Israel’s occupation to be agreed as soon as possible and not after the end of this year”, said a Palestinian official familiar with the plan due to be presented.Hours later, the State Department confirmed that Kerry will meet with Palestinian negotiators on Wednesday in Washington to discuss various issues, including the Gaza ceasefire and peace talks. Twenty-four hours beforehand, Kerry will speak to Prime Minister Binyamin Netanyahu by telephone first, State Department spokeswoman Jen Psaki said. "I think they'll talk about a range of issues. There's obviously an ongoing ceasefire discussion and upcoming negotiations that will take place. There's a range of longer-term issues," Psaki said Tuesday without going into detail.
Pressure mounts on Israel
Aides to Palestinian Authority (PA) Chairman Mahmoud Abbas revealed recently that he will soon appeal to the international community to set a deadline for Israel to withdraw back to the pre-1967 borders and make way for an independent Palestinian state.In an interview with Palestinian TV last week, Abbas also claimed that both Prime Minister Binyamin Netanyahu and the US agreed for a "state along '67 lines" [1949 Armistice lines - ed.] and that "it should take about half an hour" to draw the borders.“There’s either a political solution or there isn’t,” he said. “But going here and there, up and down, talking and not talking – it’s been 20 years and nothing has happened.”Abbas then threatened to take Israel to the International Criminal Court (ICC) if it did not present such a plan by the end of the year. The US strongly condemned the move, saying "it will badly damage the atmosphere with the very people with whom they ultimately need to make peace."In April, the PA requested to join 15 international agencies in breach of the conditions of the peace talks that were going on with Israel at that time.In response, Israel cancelled the fourth terrorist release "gesture" and subsequently pulled out of the talks altogether, after the PA signed a unity pact with Hamas.Nearly two years ago, in 2012, the PA unilaterally turned to the United Nations and received recognition as a non-member observer state by the General Assembly. Since then, the PA has threatened several times that if peace talks fail, it would turn to international institutions and seek to sue Israel in the International Criminal Court.

JERUSALEM (Reuters) - Israel's frontier with Syria, where militants have kidnapped 45 U.N. peacekeepers, has become a magnet for Islamist activity and Israel itself is now a target, the defense minister and security analysts said on Tuesday.The Nusra Front, an al-Qaeda-linked group fighting Syrian President Bashar al-Assad, has established a major presence in the region, analysts said, and is poised to carry out attacks across the barren borderlands where Syria, Israel and Jordan converge.Iran meanwhile is seeking to expand its influence in the region via its support for Assad and the Lebanese militant group Hezbollah, all of which are allied against the Sunni insurgency confronting Assad, Israeli Defense Minister Moshe Yaalon said."Iran's fingerprints can be seen in Syria, including in the Golan Heights, in attempts to use terror squads against us," Yaalon told an economic conference as he set out the combined threat from Islamist groups in Syria.In their latest assault, Nusra Front fighters seized 45 Fijians serving as U.N. monitors in the demilitarized zone on the Golan Heights between Israel and Syria. It is demanding to be removed from global terrorism lists in exchange for their release."We now have Jabhat al-Nusra, which is basically al Qaeda, on the border with Israel, and Israel is a legitimate target for Muslim militants all over," said Aviv Oreg, a retired Israeli intelligence officer and a specialist on al Qaeda.Oreg said it was only "a matter of time" before the Islamist groups now engaged in fighting in Syria turn more of their attention towards Israel."I cannot tell you exactly when, but it's very risky. It only needs one suicide bomber to cross the fence and attack an Israeli military patrol or a tractor full of farmers going to work in the fields..."But while Israel may be growing alarmed, it is not clear that the Jewish state is a strategic priority for Nusra or other radical Sunni Muslim groups.Their focus since 2011 has been the overthrow of Assad, a campaign that has bogged down from infighting in their ranks and Shi'ite Muslim Hezbollah's intervention on the side of Assad.If Israel is attacked in any serious way, the retaliation would likely be intense, setting back the insurgency and opening the way for Assad's forces to further reclaim the initiative.Israel has bolstered its forces in the Golan Heights, a rugged plateau seized from Syria during the 1967 war, with armored patrols keeping a close eye across the frontier, sometimes passing within 300 meters (yards) of Nusra fighters.The plateau, scattered with fruit farms, vineyards and rocky peaks, looks down across the plains of southwest Syria, where Nusra and other groups, including the secular, Western-backed rebel Free Syrian Army, can be seen battling Assad's forces.After three years of fighting, opposition forces control patches of territory to the west and south of Damascus, including a portion of the 375-km (225-mile) border with Jordan.That has allowed thousands of foreign fighters from both the Arab world and Europe to cross into Syria, including an estimated 2,000 Jordanians. At least 10 Israeli Arabs have also gone to Syria, five of whom were later detained after returning home, according to Oreg.

The frontier between Israel and Syria has been administered by the United Nations since 1974, a year after the last war between them. It consists of an area of separation, a narrow strip of land running about 70 km (45 miles) from Mount Hermon on the Lebanese border to the Yarmouk River with Jordan.About 1,200 soldiers are involved in monitoring the separation zone, in what has been for most of the past 40 years one of the world's quietest peacekeeping missions. That changed with the uprising against Assad, and the area is now precarious.Stephane Cohen, the former chief liaison between the Israeli army and the U.N. peacekeeping force known as UNDOF, said the U.N.'s mandate was now meaningless.With the Philippines, Ireland and other contributing nations set to withdraw from the mission, it was questionable whether the United Nations could continue monitoring the area."UNDOF is collapsing and the mandate has not been relevant for at least two years," said Cohen, now a defense analyst with the Israel Project, a pro-Israel advocacy group."Eighty percent of the border area is now in the hands of (Syrian) opposition forces," he said, adding that if more nations withdrew, the militant presence would only rise.For now, Israel is merely remaining vigilant."We have to be very cautious about our retaliation policy," said Oreg, emphasizing that the priority should be to keep careful tabs on the Nusra Front and other groups' capabilities, while sharing any intelligence judiciously.(Editing by Jeffrey Heller and Mark Heinrich)

Jerusalem (AFP) - Israeli Defence Minister Moshe Yaalon said on Tuesday that the direct cost of the 50-day military offensive in the Gaza Strip was more than $2.5 billion (1.9 billion euros)."The expenditure on Operation Protective Edge -- military expenditure, the direct expenditure -- is more than nine billion shekels," Yaalon told an economic conference in Tel Aviv."We attacked over 6,000 targets, more than 5,000 of them by the air force, about 900 from land and sea," he said referring to tank, artillery and naval fire.But, despite the pounding, he acknowledged that the Gaza militants against whom the campaign was launched on July 8 still had a sizeable arsenal left."The terror organisations in the Gaza Strip -- Hamas Islamic Jihad and others -- had 10,000 rounds at the beginning of Operation Protective Edge," said Yaalon."Today they have about a fifth of that but that's still 2,000 rounds," he said, adding that every interception of an incoming rocket by Israel's Iron Dome missile defence system cost $100,000."From the economic point of view it's worth it, weighed against the potential damage" of a rocket strike, he said. "But it's still $100,00 for every interception."The military says that Iron Dome brought down 600 rockets during the campaign.The government on Sunday approved swingeing budget cuts to help pay for the campaign in Gaza.Ministers voted to cut two percent from the 2014 budget of every government ministry -- other than defence -- to raise about two billion shekels.More than 2,100 Palestinians were killed in Israel's bombardment of the narrow coastal territory, nearly 70 percent of them civilians, according to the United Nations.Sixty-six Israeli soldiers were killed, as well as six civilians on the Israeli side, including a Thai worker and a four-year-old boy.The war ended with an open-ended ceasefire last Tuesday and the sides are supposed to start Egyptian-mediated negotiations on a long-term truce, but a date is yet to be announced.
