New credit card phishing scam hits Canada-CBC – JAN 24,15-YAHOONEWS

A new twist on the credit card phishing scam has emerged in Canada, according to the Canadian Anti-Fraud Centre, an agency of the federal government.The new phishing scam is targeting people in the early morning, when they are sleepy and potentially vulnerable.Daniel Williams, a senior call-taker with the Anti-Fraud Centre, says the scam begins with a phone call early in the morning, between 5 a.m. and 7:30 a.m.The caller claims to be from the victims' bank and says a credit card was used without authorization the previous evening.Williams says because of the early hour, the victim will often volunteer information."The consumer lets them know who they bank with, then the suspects will read out the first few digits of the credit card which is standard for that bank, that credit card," he said.
Williams says the scammers then ask the victim for the next eight digits to confirm their identity. Once the scammers have the complete card number, they immediately use the information to make purchases on the account.Williams says the phishing scam is quite successful, and that anyone who has been victimized should contact the police.

NEW YORK (AP) — A Canadian man pleaded not guilty Saturday to U.S. charges that he sent money and provided other long-distance support to Tunisian jihadists believed responsible for a 2009 suicide attack in Iraq that killed five American soldiers.Faruq Khalil Muhammad 'Isa entered the plea in federal court in Brooklyn, where a magistrate judge jailed him without bail on charges of conspiring to kill Americans and providing material support to terrorists without ever leaving Canada.Muhammad 'Isa, a 36-year-old Canadian citizen and Iraqi national, was arrested in 2011 on a U.S. warrant after an investigation by authorities in New York, Canada and Tunisia. He was held in Edmonton, Alberta, until he lost an extradition fight claiming the U.S. had no jurisdiction in the case and was brought to New York City on Friday.In a statement, U.S. Attorney Loretta Lynch said the case "demonstrates to those who orchestrate violence against our citizens and our soldiers that there is no corner of the globe from which they can hide from the long reach of the law." One of Muhammad 'Isa's American defense attorneys, Chase Scolnick, declined comment.An extradition request cited wiretap evidence and an interview of Muhammad 'Isa that U.S. authorities claim link him to the terror network. Authorities say the group used a suicide bomber to detonate an explosives-laden truck outside the gate of the U.S. base in Mosul, Iraq, on April 10, 2009, killing the soldiers, and staged a separate suicide bombing on an Iraqi police station on March 31, 2009, that killed seven people.During the interview, Muhammad 'Isa admitted he corresponded by email with two of the terrorists while they were in Syria, and that they were on a mission to kill Americans, the paperwork said. The documents allege he corresponded with "facilitators" who were trying to get the attackers into Iraq, and wired one of them $700.On wiretaps, Muhammad 'Isa was overheard last year discussing with someone in Iraq how he used code words when discussing the Iraq operation, the papers said."For example, when I want to name the brothers, I say the farmers — because they plant metal and harvest metal and flesh," the papers quoted him as saying. He also explained that he used the term "married" to mean "in the afterlife."
U.S. authorities alleged that the day after the attack on the U.S. base, Muhammad 'Isa asked in an electronic communication, "Did you hear about the huge incident yesterday? Is it known?" He also identified the bomber as "one of the Tunisian brothers," to which a facilitator responded, "Praise God."Muhammad 'Isa told investigators in the interview that by "huge incident" he meant an explosion, the papers said.No date was set for another court appearance.

Aivar Jaeski knows the Russian military from the inside.A conscript to the Soviet army in his early life, the Estonian-born Nato colonel recalls being stunned how "little training and specialisation" it had to offer its recruits."Basically we were used as cheap labour. I came back from the Soviet army as a pacifist," he told EUobserver earlier this month in Riga, where he is now deputy director of Nato Strategic Communications Centre of Excellence, or Stratcom.The centre recently carried out a study of Russia's propaganda war on Ukraine.Jaeski, who also oversaw Nato information operations in Afghanistan and Iraq, described Moscow's campaign as “a psy-op” which uses “very carefully selected messages for targeted audiences in Ukraine, inside Russia, and in the West”.He said its main tools are false “facts” and images, as well as glorification of Russian military power and political leadership.He added that “everything we've seen so far is driven by the statement made by [Russian leader Vladimir] Putin in 2005, that the ‘greatest geopolitical catastrophe' of the century was the collapse of the Soviet Union”.He noted that Russia already used psy-ops in its invasion of Georgia in 2008.It is part of what Russian general Valery Gerasimov, the chief of the Russian general staff, later called “hybrid warfare”.But a comparison between the open assault on Georgia ad the covert attack on Ukraine using “little green men” - Russian soldiers in unmarked uniforms who occupied Crimea prior to its annexation - indicates that Russia has invested effort and money to make its tactics increasingly sophisticated.Gerasimov introduced the concept of keeping blurred lines between a state of war and peace, between professional soldiers (whether in uniform or not) and armed civilians.The Russian general also put more emphasis on winning the “media war” alongside any military gains.The advance of social media, and its use of images which go viral without any background checks, in the past few years has helped the Russian side.Fake images, which have been photoshopped or copy-pasted from reports on other war zones or even from movies, purporting to show atrocities committed by the Ukrainian army abound on Twitter, Facebook, or its Russian equiavlent VKontakte."Perhaps the most impressive tool in psy-ops is the image of a crying child. There are some theories which say that the Americans lost the Vietnam war because of the [image of a] crying naked child after a napalm strike," Jaevski says, referring to one of the iconic pictures of the 1960s conflict.The Ukraine conflict also has its ‘napalm child’ - a picture of a crying baby with a swastika carved onto his arm.It was posted on the social media page of "Antimaidan" - a popular pro-Kremlin group - amid allegations that Ukrainian maternity workers did it to humiliate the mother, a woman from the Donbas region in east Ukraine and the widow of a pro-Russia fighter."It's been three months, and the scar is still visible," the caption reads.In fact, the picture is an internet stock photo.It also appears in an article posted in 2008 on the US website Popsugar, but without the swastika, which was photoshopped in at a later stage.The website StopFake is full of such examples.It also tries to expose Russian state TV lies, such as its use of actors to play various roles in its reports of Ukrainian “war crimes”, with the same faces appearing now as an activist, later as a widow, then the mother of a deceased soldier, a refugee, or an anti-Maidan participant.

Counter-propaganda?

The EU foreign service is currently drafting proposals on how to react to the Russian media campaign.
The move came after more than a dozen foreign ministers, including from Denmark, the Netherlands, Poland, and the UK, called for EU counter-measures at a meeting in Brussels on Monday (19 January).But for Jaeski any EU or Nato fight-back must address the whole spectrum of Russian disinformation."If we want to counter Russian propaganda today, not just about Ukraine, but also about the fake accusations they make about Europe, we have to unite our lines and speak with the same voice," he said, referring to Russian reports of how the EU and US sponsored a “coup” in Kiev, or about human rights abuses, economic meltdowns, and homosexual aberrations inside Europe."We have to be confident”, he added.“Our message should be clear. We should continue to reveal the lies coming from that large propaganda machine. And for all of that we should invest more into our capabilities and skills”.Jaeski admits it is easier said than done, while predicting that Russian state lies will remain a problem for the West for years to come.But, looking back at his own memories of the shoddy reality of the Soviet armed forces, he says “we shouldn't overestimate the power of lies”.“I still believe the truth will win. We should keep telling the truth and stick to freedom of speech”.

KIEV (Reuters) - Pro-Russian rebels launched an offensive against the strategic port of Mariupol in eastern Ukraine on Saturday, prompting the European Union's foreign policy chief to warn of a further "grave deterioration" in EU-Russian relations.Mariupol's city administration said the rebels had killed at least 30 people and injured 83 others by firing rockets from long-range GRAD missile systems.The city of 500,000, on the Sea of Azov, is vital for eastern Ukraine's steel and grain exports and straddles the coastal route from the Russian border to Crimea, the Black Sea peninsula in southern Ukraine seized by Russia last March. President Petro Poroshenko, pledging to protect Ukrainian territory, said he would convene an emergency meeting of his country's security council on Sunday."Today an offensive was launched on Mariupol. This will be the best possible monument to all our dead," Russia's RIA news agency quoted rebel leader Alexander Zakharchenko as saying at a memorial ceremony in the separatist-held city of Donetsk. Zakharchenko said the separatists also planned to encircle Debaltseve, a town northeast of Donetsk, in the next few days, Interfax news agency quoted him as saying.Eastern Ukraine has seen an escalation of fighting in recent days that Russian President Vladimir Putin has blamed on Kiev. The rebels have ruled out more peace talks.Poroshenko responded angrily to the fighting in Mariupol, a city the rebels tried to capture last autumn before a fragile ceasefire was agreed in eastern Ukraine. Kiev fears the rebels want to build a land bridge from Russia to Crimea."We are for peace, but we accept the challenge of the enemy. We will protect our motherland," Poroshenko said in a statement.

EU AND U.S CONDEMN ATTACK

EU foreign policy chief Federica Mogherini condemned the Mariupol attack and urged Moscow to lean on the rebel leaders."I ... call openly upon Russia to use its considerable influence over separatist leaders and to stop any form of military, political or financial support," Mogherini said.In a conversation with Poroshenko, U.S. Vice President Joe Biden condemned "the attacks and violence in eastern Ukraine initiated by Russia-backed separatists," the White House said.U.S. Secretary of State John Kerry, on a visit to Zurich, said in a statement that the separatists' assault has been aided by Russia's "irresponsible and dangerous decision to resupply them in recent weeks with hundreds of new pieces of advanced weaponry, including rocket systems, heavy artillery, tanks, armoured vehicles, in addition to continuing operational command and control."Moscow denies sending forces and weapons to east Ukraine, despite what Kiev and the West say is irrefutable proof. Last week Poroshenko said Russia had 9,000 troops stationed in his country and demanded their immediate withdrawal.The nine-month conflict, in which more than 5,000 people have been killed, has triggered the biggest crisis in relations between Russia and the West since the Cold War. Saturday's attack on Mariupol started in the early morning, said pensioner Leonid Vasilenko, 76, who lives in an eastern suburb of the city."The walls were shaking, the window frames were shaking, paint started to crumble off the house," he said by telephone."I hid in the basement. The rest, presumably, is inscrutable.But some knowledge of the roots of the Shia-Sunni divide and how it’s played out through history may be essential to understanding the complex situation today.For most of us, our knowledge of Islam doesn’t extend much past an awareness that it is divided into different sects, much as Christianity is.The schism between Sunnis, who make up an estimated 85 per cent of the world’s 1.6 billion Muslims, and Shiites, dates almost to the beginning of Islam. It has always had both a theological and a temporal component because Islam extended religious principles to political control.According to an excellent overview produced last year by the Council on Foreign Relations (CFR), the split began during a power struggle of who would lead Islam after the death of the Prophet Mohammed in 632 AD. A conflict developed between those who wanted the growing religion headed by qualified leaders and those who believed authority belonged to the direct heirs of Mohammed.The Prophet’s son-in-law, Ali, ruled as caliph for five years before being assassinated. His sons, Hassan and Hussein, were excluded from the succession and both were later killed. Their adherents evolved into the Shia, whose name derives from the term shi’atu Ali, Arabic for “partisans of Ali,” according to the CFR article.Shia devotees would see the death of Hussein in a key battle at Karbala, in what is now Iraq, as a watershed, cementing a sense of grievance and martyrdom.The Sunni, whose name comes from Ahl al-Sunna, people of the tradition or way, see themselves as the true followers of the practices bequeathed by Mohammed and his companions in faith.According to the CFR, while the two sects share Islam’s basic tenets — including belief in one God with Mohammed as his messenger, the need for daily prayers, acts of charity and a pilgrimage to Mecca — they split on areas related to Islamic law around how  and by whom it is interpreted.The Sunni believe authority springs from the Koran and traditions passed down from Mohammed, interpreted by religious scholars based on legal precedents, the CFR review says. Shia practice seems more top-down, believing God’s word comes through spiritual guides — Imams, the descendants of Hussein (not to be confused with imams, who lead prayers at mosques), and ayatollahs, religious leaders who are to be emulated.Neither arm of Islam is homogeneous, having split into different sub-sects. But the the political struggle for leadership would crystallize the two groups’ distinct sectarian identities.

Shia becomes state religion of Persia

Shia Islam became the state religion of Persia, modern Iran, under the Safavid dynasty in the 16th century, but significant Shia communities existed elsewhere in the Middle East.The advent of the Ottoman Empire imposed a level of co-existence in regions controlled by the largely Sunni Turks, who supplanted the Arab Caliphate, but rivalry persisted between the Ottomans, and their successor nation states, and Shia Persia for centuries.But the gradual decay of the Ottoman empire in the 19th and early 20th centuries would help stir the embers of the conflict between Shia and Sunni.Under the empire, Shia and Sunni often lived side by side, even intermarrying. A series of attempted reforms in the 19th century, influenced by nationalism in Western Europe and to counter pressure from powers like Britain and France, was intended to create a greater sense of national identity and equality among the diverse groups over which the Ottomans ruled.But the changes did little to stem the erosion of the empire, starting with the successful war for Greek independence and the rise of ethno-religious nationalism in the Ottoman-controlled Balkans. Some, such as allocating official positions and seats in a new parliament based on religion, probably made things worse.The reforms were marked by sectarian unrest and violence — Muslim against non-Muslim and Sunni against Shia. Rather than foster a sense of national citizenship, the situation made communal identity, whether religious or ethnic, even more important, according to historian Ussama Makdisi, a professor of Arab studies at Rice University in Houston, Tx.In a lecture last summer on the links between modern and historical sectarianism, Makdisi said the clashes were a reaction to uncertainty caused by changes to the long-established order, however flawed. They had nothing to do with fundamental religious differences but were the result of people seeking security within their own communities, he said.The turmoil was worst in Ottoman-ruled regions of Europe, where the friction originated between Muslim and Christian communities. The Middle East was largely spared and co-existence persisted until the First World War put an end to the empire. The Allied powers, principally Britain and France, redrew the map of the region, carving out modern Iraq, Syria, Lebanon, Palestine, Saudi Arabia and other states from the remnants.The new countries’ borders were drawn along sectarian lines in the name of religious freedom, Makdisi said, but many still contained substantial religious minorities. Britain and France maintained control in the region as the new national governments struggled to take root with limited success against ethnic and religious pressures.Strongmen such as Saddam Hussein and the Assads in Syria (father and son) were able to suppress sectarian tendencies under their nominally secular Baathist Party regimes in the later half of the 20th century. But religious identity still lurked underneath: The Shia majority in Iraq chafed under the Sunni-dominated Baathist government, while the Assads and their allies belonged to the Alawite sect, a Shia offshoot.In Lebanon, there’s been a three-way struggle among Shia (led by Iran-backed Hezbollah), Sunni and Maronite Christian factions.The toppling of Saddam’s regime by the 2003 U.S. invasion led to the installation of a Shia-dominated government that marginalized the once powerful Sunnis, leading to a bloody rebellion and political inertia that’s rendered the Iraqi state largely ineffectual.In Syria, what started as an Arab Spring-inspired push for democracy has in three years degenerated into a vicious civil war now being fought largely on sectarian lines.

Roots of modern Islamic sectarianism lie in 19th century

Modern sectarianism violence is the legacy of developments in the 19th and early 20th centuries, Makdisi said."The secularism in the Middle East is a tragedy," he told his lecture audience. "It’s not a medieval artifact, though."The historic enmity between Persia and the Ottomans has translated into a modern struggle between Sunni-controlled states and modern Iran’s Islamic Republic, the main Shia bulwark, said Prof. Walid Saleh of the University of Toronto’s for the study of religion.“What you see now is like a fault line that was historically there between the two empires,” Saleh, also part of the university’s department of Near and Middle Eastern civilizations, told Yahoo Canada News. “Now it’s shifting.”Iran has helped prop up the Assad regime in Syria, support the Shiite-controlled Iraqi government and bankrolled sectarian-based movements such as Lebanon-based Hezbollah. Hamas, which rules Palestine’s Gaza Strip, used to be bankrolled by Iran but funding is said to have dried up when it refused to support Assad in Syria. Money apparently now comes from sources within Saudi Arabia and the Gulf States.Yemen, now sliding into a new phase of instability, is the latest venue for the proxy war between Sunni and Shia powers, said Saleh.But doctrinal differences over religious practice seem to have little to do with the current struggles.“How far the differences between Sunnism and Shiism can in itself be reason for political strife is really not clear,” said Saleh.Discrimination and oppression may indeed take place, he said, but it may cloak the larger power struggle.“It’s local grievances that get pulled into major geopolitical situations,” he said.Syrian war highlights political-religious connection

The Syrian civil war is a strong example of how religion and politics intersect.

“The only people who were willing to sustain the conflict were the religiously motivated people,” said Saleh. “You end up with a conflict that started as a civil society movement, very quickly degenerating into a sectarian fight now.”Whether sectarianism is the cause or the consequence of this kind of conflict is a matter for debate, he suggested.Makdisi, in his lecture last summer, also played down the religious component of regional powers’ meddling.In an 2013 op-ed piece in the New York Times, Makdisi said the Saudis and their Gulf State friends were willing to find a sectarian pretext to intervene in Syria, for example, but their involvement has more to do with maintaining stability for their oil production, he argued."Thus the sectarian dimension cannot and must not be isolated from the far more obvious and salient secular geopolitical one," he wrote."It is politics that pushes sectarianism, that provides it with the enabling context, and that now encourages and legitimates the devastating violence across sectarian lines that is ravaging Syria and Iraq and Lebanon."

Western intervention muddies the waters still further.

“The nature of the interference in a country manages to either upset the balance that is already there or reverse the balance,” Saleh said. “In Iraq, it [the U.S.-led invasion] reversed the balance. The Sunnis were in control, then you wake up the next day and the Shiites are in control.”Sectarianism, once unleashed, cannot be easily restrained. The U.S. discovered that in Afghanistan, where their support of anti-Soviet jihadists in the 1980s sowed the seeds for the rise of the Taliban, Makdisi noted. The mushrooming growth of the fundamentalist Sunni Islamic State last year perhaps provided a similar lesson to Sunni-led governments in the region."Sectarian elements on the ground do not necessarily respect hierarchy," Makdisi wrote. "They are unpredictable."The chaos that causes us to wring our hands does have threads reaching back almost 1,400 years. But the solutions won’t necessarily be found there."It’s about power politics," Makdisi told his Houston audience, "but above all else the failure of imagination in the modern world."

Russia has said MEPs are for the time being not welcome on official visits due, in part, to the European Parliament’s recent resolution on the Ukraine crisis.Vladimir Chizhov, Russia’s ambassador to the EU, told EUobserver on Thursday (21 January) that a Lithuanian MEP’s request to meet with Russian MPs and officials in Moscow later this month was denied due to the political situation.“Evidently, it wasn’t the best moment for his travel and he should wait for a more appropriate time when the general climate of our relations will allow the European Parliament to avoid creating additional obstacles for our dialogue”, the diplomat said.Chizhov noted the visit “was considered ill-timely” because the EP cancelled a meeting of the Russia-EU Parliamentary Co-operation Committee in Moscow in February, “to say nothing about the latest resolutions on Russia and Ukraine adopted by the European Parliament”.“It’s not the Russian side that prevents these contacts but, alas, our friends here in Brussels".Gabrielius Landsbergis, a Lithuanian centre-right MEP, was to go to Moscow with two aides to draft a report on EU-Russia relations for the foreign affairs committee.He also planned to meet Russian dissidents and the lawyers of Nadiya Savchenko, a Ukrainian airforce pilot in prison in Russia.He says Chizhov earlier told him that he isn’t on Russia’s “stop list” - a blacklist of EU officials and MEPs imposed in retaliation against EU visa bans on Russian officials - and offered to expedite the visit.But on 20 January one of Chizhov’s staff phoned the EP to say Landsbergis’ aides would not get visas because the trip no longer had “official” status.Chizhov’s man also said Landsbergis - who has a diplomatic passport and doesn’t need a visa - might be stopped because border officials decide independently who to let through.Landsbergis the same day complained in a letter to EP chief Martin Schulz that the Russian decision is “in full contradiction with their pledge for dialogue”.“Having in mind that this trip is not a private trip, but a visit in my capacity as a rapporteur … I deem this as a sign of disrespect and hostility against the institution as a whole”, he said.

Visa quibbles

Chizhov questioned Landsbergis’ version of events.He said the MEP was due to phone him on 21 January to iron out the issues but opted to complain to Schulz instead.He also told this website “there are no problems with issuing visas for the persons accompanying him” despite the non-official status of the visit and despite his own remarks on its “ill-timely” nature.But he defended Russia’s EU blacklist more generally."Yes, indeed, we have a list of EU officials and MEPs subject to visa ban and our partners are well aware about it”, he said.“This list was adopted in response to the restrictive measures imposed by the EU. Unlike the European Union we do not disclose the names of people on the list because we do not have a legal basis for that. As you could guess, it includes officials who directly contributed or keep contributing to undermining Russia-EU relations".The list was already invoked when Rebecca Harms, a German green MEP, was stopped at a Moscow airport last year.Schulz at the time called it a “grave diplomatic incident”.His office could not be reached for a comment on Thursday.

New low

But Elmar Brok, a German centre-right MEP who chairs the foreign affairs committee, told EUobserver the Landsbergis case represents “a new level of non-co-operation … I think it’s very harmful and I still hope the Russian side rethinks its decision and comes to a new conclusion”.An EU diplomat said the EU foreign service issued a formal complaint over Harms.But the contact added “it’s for the EP to first react to this [the Landsbergis problem]” before EU foreign relations chief Federica Mogherini steps in.The EU parliament at its meeting in Strasbourg last week adopted two resolutions on Russia.One called for Russia to pull its troops out of Ukraine, urged the EU to maintain sanctions, and advocated military assistance to Ukraine.The other one criticised Russia’s sentencing of anti-corruption activist Alexei Navalny and his brother on fraud charges.

An “unusual” thing happened on Thursday morning (22 January) in room 4Q2 in the European Parliament's Jozsef Antall building in Brussels.The industry and energy committee voted to ditch its own report, which would have presented the committee's opinion on an EU plan to fix the bloc's emission trading scheme (ETS).Scottish MEP Ian Duncan, a member of the Conservative party, was one of the committee members in the room.Duncan talked to EUbserver some hours after the vote and described the atmosphere.“There was a lot of uncertainty”, he said.“Nobody could predict exactly where the different groups, the delegations within the committee, were actually going to go. That's unusual".The subject of the committee's votes was a draft report by Italian centre-right MEP Antonio Tajani about a proposal to create a market mechanism which would take out the current surplus of emission allowances.“The carbon price is around about five euros", said Duncan."That doesn't work. It effectively means that the ETS is not functioning as it was set up to function: to incentivise innovation and to incentivise fundamental changes in how we generate energy”.In the original proposal, published by the European Commission a year ago, it was suggested that the so-called market stability reserve (MSR) would start in 2021.However, a number of the industry committee members, including Duncan, wanted an earlier start and proposed 2017.“The ETS doesn't work. If we want it to begin to work, we need to reform. Why postpone that reform for what would be half a decade, when we could begin that reform now?”, he noted.Where an MEP stood on the fault lines for 2017 versus 2021 was partly determined by his or her nationality, Duncan said.The political group he belongs to, the centre-right ECR, is one of the groups split on national lines.The two largest national parties that sit in the ECR are the Conservatives and the Polish Law and Justice party. The Conservative party of UK prime minister David Cameron has come out in favour of a 2017 date, while in Poland both the governing party and the oppositional Law and Justice are against an earlier start.“If you look at the situation in Poland, it's perfectly understandable if you get generate 80 percent of your electricity from coal, that you are going to be more disproportionately affected by this, than in the UK, where that figure is below 20 percent”, said Duncan.An expected consequence of a higher carbon price is a price hike in consumer electricity prices in coal-dependent countries like Poland.

Domestic politics

“I can understand why any politician, considering the impact of this particular proposal on the domestic political arena, would be uneasy if they felt the main consequence would be every electricity consumer in the country would pay more money. You can see immediately why their domestic political agenda, in an election year, may well be a sharpener of minds", Duncan added.In the end, not enough deputies on Thursday agreed with him.With a two vote margin, the proposal for a 2017 start was struck down.Following the vote, a narrow majority in the committee - known by its acronym Itre - decided that it would be better to have no opinion at all, rather than an opinion that proposed 2021.“The Itre committee is now silenced. … That gives a greater freedom, one might argue, to the Envi committee”, said Duncan, referring to the parliament's environment committee, which has the lead on the dossier.“What we witnessed today inside the Itre committee, I do not think will be repeated inside the Envi committee, because the members there have quite a different approach … The members on the industry committee are a perhaps a little bit more industry-minded, whilst those members on the environment committee are more environmentally-minded".The situation could mean that, while the 2017 date was rejected by the industry committee, an early date will end up being adopted.“One might argue that, I would agree. … I feel that a common position is now moving toward 2017", Duncan said.

Plenary or not?

Once the European Parliament has decided its preferred start date for the MSR, it will have to find agreement with the ministers of the EU's member states.The environment committee will decide whether to give one of their own the mandate to negotiate with the ministers, or whether to first ask the entire parliament's opinion in a plenary session.Duncan is in favour of the latter option, arguing that a start date mandated by the entire plenary would give the parliament negotiator a stronger position.However, a source with knowledge of the member states' position told this website that there is a “blocking minority” opposed to an earlier date.Duncan noted that this could lead to opponents of the MSR to employ delaying tactics.“If parliament wants … 2017, and [a group of member states form] a blocking minority, then you've literally got no recipe for progress at all. The reality may well be that those who'd wish to delay the start date might well win".The environment committee will vote on the market stability reserve in February.

The European Central Bank will plough €1.1 trillion into the eurozone economy in a last-ditch attempt to breath life into the European economy.At its monthly governing council on Thursday (January 22), the bank’s governing council agreed to start buying up to €60bn of government bonds from March in an unprecedented quantitative easing programme. The programme is open-ended, and will run until September 2016 at the earliest.Speaking at a press conference following the governing council meeting, ECB president Mario Draghi said that the bond-buying programme would remain in place “until we see a sustained adjustment in the path of inflation which is consistent with our aim of achieving inflation rates below, but close to, 2%”Prices across the currency union fell by 0.2 percent in December, the first time the eurozone recorded negative inflation since 2009. Although the fall was largely attributed to falling oil prices, it has heightened concerns about a prolonged period of deflation in the eurozone.Although the 25-member council did not back the programme unanimously, Draghi said that the ECB’s decision was made with “so large a majority that no vote was necessary”.The Frankfurt-based bank hopes to boost inflation and drive down the value of the euro against other major currencies in a bid to make the bloc’s exports more attractive.Quantitative easing (QE) involves central banks buying up government bonds to inject more money into the system - a path trodden in recent years by the US Federal Reserve and the Bank of England in response to the 2008-9 financial crisis.However, it is regarded as a move of last resort for central banks.“Today’s QE announcement is historic but it was also the ECB’s last trump,” said ING chief economist Carsten Brzeski.“The flowery phrase that the ball is now back in the court of Eurozone governments has never been more true than today. Even worse, the ECB will not be able to pick it up again if governments try to play at back,” he said.Gregory Claeys, a research fellow with the Bruegel think tank in Brussels, described Draghi’s announcement as “a welcome surprise” and “more than the markets were expecting”.He said that the announcement would likely prompt a swift depreciation in the euro’s value.Praising the ECB’s boldness, he commented that “there’s no point not using an instrument just so you can say you have another trick up your sleeve”.Although the programme will not be welcomed warmly by Germany, whose two members of the the ECB’s governing council had indicated their opposition to a QE programme, Draghi offered a major concession to calm fears that German taxpayers would become liable for billions of euros of debt belonging to other eurozone countries.Only 20 percent of the new bond-purchases will be subject to “risk-sharing”, meaning that national central banks will bear most of the risk of their governments defaulting on their debts.Meanwhile, the ECB also kept its headline interest rate unchanged at 0.05 percent.

A top EU official wants internet and telecommunication companies to hand over encryption keys to police and spy agencies as part of a wider crackdown on terrorism.The EU’s counter-terrorism co-ordinator Gilles de Kerchove, in a document leaked by London-based civil liberties group Statewatch, says the European Commission should come up with rules that require the firms to help national governments snoop on possible suspects.“Since the Snowden revelations, internet and telecommunications companies have started to use often de-centralised encryption which increasingly makes lawful interception by the relevant national authorities technically difficult or even impossible,” notes de Kerchove in the document.Edward Snowden is a former US intelligence contractor who leaked files on how the US and UK intercept vast amounts of private data in the name of security.The de Kerchove proposal joins similar recent calls made by the US and UK governments to weaken or ban certain forms of encryption.UK prime minister David Cameron, in the aftermath of the Charlie Hebdo attack in Paris, said British intelligence agencies should have the legal ability to break the encrypted communications. His plea was later joined by Obama who said post-Snowden encryption technologies was making it more difficult for spy agencies to crack suspect communications.“If we find evidence of a terrorist plot … and despite having a phone number, despite having a social media address or email address, we can’t penetrate that, that’s a problem,” the US leader said.Fears are mounting such proposals could force companies to introduce backdoor entries that would allow governments to pierce encrypted emails and smartphone message apps.But critics warn that tech-savvy criminals can also exploit backdoors, leaving users more vulnerable to cyber attacks.“Instead of protecting citizens, it will actually endanger citizens’ net security and trample fundamental rights to data protection and privacy," said German Green MEP Jan Phillip Albrecht in a statement.The US National Intelligence Council, in one of the documents leaked by Snowden, itself notes that strong encryption is the best defence against industrial espionage and online attacks from Russian and Chinese gangs.Meanwhile, the de Kerchove paper goes further.Last April, the Luxembourg- based European Court of Justice scrapped the EU data retention directive. But Kerchove wants the European Commission to come up with a new proposal.He also wants a new Internet monitoring unit set up inside the EU police agency, Europol.The unit would be tasked to comb the web for any illegal content and alert IT companies to remove it.Kerchove suggests the police agency should also better align itself with the EU’s intelligence analysis centre, IntCen.
