Likud MK Yariv Levin, a member of the party’s negotiating team, denied claims Friday from the Jewish Home faction that Prime Minister Benjamin Netanyahu wants to create a government without them.“I think there is no place for those feelings,” said Levin during an Israel Radion interview. “The prime minister not only promised a nationalist government, but that is exactly what we are doing…It is impossible to create it in a short time.”He called the Jewish Home party a “central partner” in the 67-member coalition Likud is trying to create, while emphasizing that no party can expect to receive all of its demands.The Jewish Home presented 39 core demands during its meeting with Likud representatives on Thursday, but the sides did not discuss specific ministries. Levin accused the Jewish Home of trying to control the policy of ministries it wouldn’t hold.Levin also said that because of the Likud’s size — 30 seats — it should hold key posts like the Foreign and Defense ministries, as well as economic ministries.Jewish Home MK Yinon Yigal responded that the Likud had not presented any serious offers. “They have presented us nothing. Nothing.”Yigal said the Likud wants to humiliate the Jewish Home and drive them out of coalition talks, so it can create a unity government with the Zionist Union.Yigal said that if this occurred, the Jewish Home would serve as the right-wing opposition to Netanyahu’s government.Earlier, Jewish Home head Naftali Bennett also cited rumors that the Likud head plans to approach Zionist Union and its 24 seats in the hope of forming a unity government. They have presented us with a lot of demands but that is always the way it is at the start of negotiations.” However, Moshe Kahlon, who brought his newly-formed Kulanu party to 10 seats in the Knesset, snubbed Likud negotiators by canceling a scheduled meeting earlier in the day.Kahlon said he backed out of the meeting to protest Likud handing out key positions before official coalition talks officially began, which would make it more difficult to enact economic reforms, Israel Radio reported. An United Nations humanitarian report released on Thursday said that 2014 had the highest civilian death toll among Palestinians since 1967, while calling on Palestinian groups to refrain from firing rockets at Israel, and lamenting a “crisis of accountability” on both sides of the conflict.The annual United Nations Office for the Coordination of Humanitarian Affairs report on the Palestinian territories aims to provide “a comprehensive overview of the underlying causes or drivers of the humanitarian situation” in the Palestinian territories.In total 2,314 Palestinian were killed during due to the conflict with Israel, while 85 Israelis lost their lives. There were 17,125 Palestinian injuries and 2,629 Israeli injuries. In 2013 there were 39 Palestinian fatalities and five Israeli deaths. The main reason for the sharp increase in the number of casualties was the summer conflict in the Gaza Strip, the report noted, along with violence in Jerusalem that was fueled by the Gaza fighting and clashes over the Temple Mount.According OCHA, which based its figures on a variety of local and international sources, a total of 2,220 Palestinians, including 1,492 civilians, were killed over 50 days of fighting between the IDF and armed groups in Gaza in July and August. Israel disputes the casualty figures, claiming about half of the Palestinian fatalities were armed gunmen. Israel also blames Hamas for all civilian deaths since the Palestinian terror group, which took over Gaza in a violent coup against the Palestinian Authority in 2007 and which seeks to destroy Israel, emplaced its war machine in residential areas. On the Israeli side, 66 soldiers and six civilians were killed.The Palestinian Health Ministry claimed a further 11,231 Palestinians were injured, the report continued, and some 100,000 remain displaced. The conflict, along with violence and tensions in Jerusalem, also caused a “marked increase in Israeli casualties.”“Israeli attacks striking residential buildings accounted for a significant number of the civilian casualties, raising concerns about respect for the principles of distinction, proportionality and precaution in attack under international humanitarian law,” the report said. “The hostilities also had a severe impact on the Israeli civilian population due to indiscriminate rocket and mortar fire from armed groups in Gaza.”“All parties to the conflict, including armed groups, must fulfill their legal obligations to conduct hostilities in accordance with international law to ensure the protection of all civilians during hostilities and to ensure accountability for acts committed in contravention of the laws of armed conflict,” OCHA said.Israeli forces “should refrain from launching attacks, if these are expected to cause loss of civilian life, injury to civilians, or damage to civilian objects, which would be excessive in relation to the military advantage anticipated,” OCHA said.“Palestinian armed groups in the Gaza Strip should refrain from the indiscriminate firing of rockets and other projectiles at Israel and, to the extent possible, ensure that civilian areas in Gaza are not used to launch attacks or to shield military forces or installations,” the UN group demanded.Israeli and Palestinian authorities must do more take responsibility and full investigate any violations that cause civilian causalities, the report urged.In the West Bank and Jerusalem, 2014 also saw an increase in the number of Palestinian fatalities, which at 58 were more than double the death toll for 2013 — 28. There was also an increase in Palestinian attacks against Israeli civilians and security forces with 16 fatalities last year, compared to four in 2013.“The rise in the number of Palestinian fatalities and serious injuries in the West Bank highlights longstanding concerns over the use of excessive force by Israeli forces, particularly in crowd control contexts,” the report said. “Criminal investigations by the Israeli authorities into the circumstances of 32 of this year’s killings have led to the indictment of only one suspect, while the results of the other cases are still pending.”

Lawmakers from the Joint List of Arab parties set out Thursday on a four-day protest march from an unrecognized Bedouin village in the Negev desert.The march, led by party head Ayman Odeh, is scheduled to reach the President’s Office in Jerusalem on Sunday.Representatives from the unrecognized villages and from the Joint List, which swept into the Knesset with 13 seats, said the goal of the march was to raise awareness about the living conditions in the unrecognized towns, and to present the president with a plan for their recognition.Protesters headed out from the Wadi al-Na’am village, one of 46 Bedouin Negev towns they are asking the government to recognize.In addition to the Joint List legislators, participants in the march included the mayor of Rahat, which is one of four recognized Bedouin cities, the head of the unrecognized villages regional council, and the heads of nearby regional council Abu Rabia and Hura.Sympathetic Arab and Jewish Israelis were also expected to join for stretches of the four-day event.Odeh was slated to present President Reuven Rivlin with the Bedouin proposal for recognizing their settlements at his official residence Sunday, but Rivlin will be in Singapore for the funeral of the country’s first prime minister Lee Kuan Yew.Rivlin and Odeh spoke by phone Thursday, and agreed to meet upon the president’s return.The march is scheduled to pass through several unrecognized towns, as well as Beersheba, Beit Guvrin, Abu Ghosh and Jerusalem.Large segments of the Bedouin population live a semi-nomadic existence in unplanned tent villages that dot the Negev landscape and as far north as Jerusalem and the West Bank.The government-backed Prawer Plan, canceled in 2013 amid violent protests, called for Israel to officially recognize and register many of these “unrecognized villages” while relocating residents of others into towns and planned communities.
