HELSINKI (AP) — Some 100 lawmakers, mainly from Europe, have condemned Russia's actions in Crimea and Ukraine at a meeting honoring a 1975 accord seen as a milestone in reducing tensions between the East and West during the Cold War.Representing more than 50 countries, including the United States and Canada, 96 lawmakers on Thursday condemned Russia's "unilateral and unjustified assault on Ukraine's sovereignty and territorial integrity." Seven delegates opposed the resolution at the end of a five-day conference and 32 abstained.Russia was absent from the 40th anniversary gathering in the Finnish capital as its delegates were denied visas in line with the European Union's travel bans following the events in Ukraine.Moscow denies claims by the West and Ukraine that it is supporting rebels fighting against the government in the east.The conference of more than 300 lawmakers was arranged by the Organization for Security and Co-operation in Europe, created after the 1991 Soviet collapse to maintain the legacy of the Helsinki Final Act, signed 40 years ago in the Finnish capital by 35 nations.The act facilitated encounters between several Cold War leaders, including U.S. and Soviet presidents, and was aimed at promoting security and human rights in Europe.The head of the Ukrainian delegation in Helsinki, Artur Gerasymov, said his country was "fighting for European values in Ukraine," and lashed out at Moscow."With its (Ukraine) invasion, Russia has violated all the 10 principles of the Helsinki Final Act," he said.Spencer Oliver, outgoing American secretary-general who has headed OSCE's parliamentary assembly since it was founded, said the Helsinki treaty had stood the test of time, with eastern European nations, many of them former Soviet republics, using it as a cornerstone to create a democratic society."It is such a good treaty it couldn't be renegotiated today," Oliver said.

WASHINGTON (Reuters) - Lawmakers on Wednesday sharply criticized long-announced U.S. Army plans to cut nearly 60,000 soldiers and civilian personnel due to tight budgets, warning it was risky and short-sighted at a time of Middle East conflict and rising tensions with Russia.Senator John McCain, the Republican head of the Armed Services Committee, called the decision to cut 40,000 soldiers and 17,000 civilian personnel "another dangerous consequence of budget-driven strategy" pursued by President Barack Obama.Republican presidential contender Jeb Bush told veterans in Hudson, New Hampshire, that the United States "can't lead without a strong military" and pursuit of the planned cuts would leave the country with "the smallest Army that we've had since the start of World War Two."The cuts would reduce the active-duty Army from about 490,000 soldiers to about 450,000. The Army had about 490,000 soldiers before the 2001 attacks, a number that rose to about 570,000 in 2010 before reductions began.The criticism arose as Army Secretary John McHugh began notifying members of Congress about military units that would be reduced and how states would be affected. The Army plans to present fuller details of the reductions on Thursday, but USA Today published the names of some of the affected units on Tuesday.The hardest hit bases include Fort Benning, Georgia, and Joint Base Elmendorf-Richardson, Alaska. Army officials planned to convert a 4,000-member brigade combat team at each base into a 1,050-member battalion task force, a loss of nearly 3,000 soldiers apiece, according to an Army document seen by Reuters.Senator Johnny Isakson, a Georgia Republican, said he learned from McHugh that the Army planned to cut 4,350 soldiers in Georgia including 950 at Fort Stewart and 3,400 at Fort Benning. He said the cuts would take place by the end of 2017."I am demanding answers from the Department of Defense on how they are justifying these troop cuts in Georgia," Isakson said in a statement. "We cannot afford to reduce our military readiness at a time when the threats to our security here at home and throughout the world are growing at an alarming rate."The Alaska congressional delegation said McHugh told them the Army planned to cut 2,600 soldiers at Fort Richardson and another 75 at Fort Wainwright. The lawmakers said in a statement the Army also intended to cut soldiers in Hawaii.Senator Lisa Murkowski of Alaska called the cuts in her state "devastating" and "short-sighted" given the need for a robust defense in the Arctic as well as potential threats from Russia, China and North Korea."This decision was obviously made without a full understanding of the geostrategic importance of Alaska's troops to our national security," the state's other senator, Dan Sullivan, said. "These decisions need to be based on strategy, not on bean-counting."The personnel cuts come as the Pentagon is attempting to absorb nearly $1 trillion in reductions to planned defense spending over a decade.The reduction to 450,000 soldiers was initially announced in February 2014 when then-Defense Secretary Chuck Hagel unveiled the Pentagon's 2015 budget. Russia is the biggest threat to US national security and America must boost its military presence throughout Europe even as Nato allies face budget challenges and scale back spending, the US air force secretary, Deborah James, said on Wednesday.“I do consider Russia to be the biggest threat,” James said in an interview after a series of visits and meetings with US allies across Europe, including Poland.James said Washington was responding to Russia’s recent “worrisome” actions by boosting its presence across Europe, and would continue rotational assignments of F-16 fighter squadrons.“This is no time to in any way signal a lack of resolve in the face of these Russian actions,” she said.James said she was disappointed that only four of Nato’s 28 members had thus far met the Nato target of spending 2% of gross domestic product on defense.“This is not something that came up out of thin air. This is something that we as NATO members agreed to do. All of us need to be advocates,” she said.The top air force civilian leader acknowledged that Europe was facing difficult immigration and economic challenges at the moment, but said the Nato military alliance and associated commitments should be a clear priority.Britain on Wednesday said it would commit to the 2% spending pledge for the next five years, which will raise the number of Nato allies meeting the spending goal to five in 2015.Given the tensions, the air force is continuing its effort to reduce US reliance on Russian RD-180 rocket engines for military and intelligence satellite launches, James said.She said there were huge demands on US air force assets now, given the tensions with Russia and the fight against Islamic State, but the air force was also working hard to defend its weapons systems and networks against growing cyber attacks.James said her records were among those involved in a massive breach of personnel records held by the Office of Personnel Management that some US officials have blamed on China. China denies any involvement in hacking US databases.James said the air force took a hard look at its cyber security immediately after the revelations and decided to redouble its efforts, although no new actions were needed.She said the service was cataloging weapons and IT systems to detect any possible vulnerabilities, while also working to set up 39 cyber security teams around the country.
