"They don't want to engage. BRUSSELS, Today, 09:27-The eurozone is on the path to recovery but remains "vulnerable" to economic shocks, the International Monetary Fund has warned in its latest assessment of the currency bloc.In a report published on Monday (27 July), the Washington-based fund argues despite returning to modest growth in 2015, a chronic lack of demand, weak productivity, and a large volume of non-performing loans on bank balance sheets, mean the eurozone’s economic future remains bleak.“Several factors cloud the outlook for growth over the next five years,” said Mahmood Pradhan, mission chief for the euro area, in a statement. “These include high unemployment, especially among the youth; large corporate debt; and, rising non-performing loans (NPLs) in the banking system.”“A moderate shock to confidence—whether from lower expected future growth or heightened geopolitical tensions—could tip the block into prolonged stagnation,” Pradhan added.A fall in the oil price, and monetary easing by the European Central Bank which has, in turn, weakened the euro, have been the main factors driving the recovery.In March, the Frankfurt-based bank began to purchase €60 billion of bonds per month as part of an unprecedented quantitative easing programme (QE) set to run until September 2016, and the decision to pump a total of €1.14 trillion into the eurozone economy has helped raise economic confidence across the eurozone. It has also nudged the bloc out of a three month period of deflation at the start of the year.The eurozone economy grew by 0.4 percent in the first three months of 2015 on the back of stronger-than-expected growth in France and Italy, while the European Commission, which has raised its growth forecast for the year to 1.5 percent, described the “brightest spring in several years” for the European economy.Of the eurozone’s major countries, Germany continues to grow slightly above 1.5 percent. BRUSSELS, Today, 18:46-If there is one man standing now for the ugly German, it is Wolfgang Schäuble. Ironically, the German finance minister is also the player in the current euro drama who is most dedicated to putting the joint currency on a sustainable footing.Tonnes of comments have been written in the last weeks about how Germany has put its narrow national interests above the European interest. By turning Grexit into a real policy option, the narrative goes, Schäuble has further damaged Greece and weakened the eurozone.The only problem with that story is that Schäuble doesn’t fit into the role of the villain. Schäuble is the last political survivor of the Helmut Kohl era. As a German interior minister, he managed the internal aspects of German reunification in 1990. And since his youth, Schäuble, born in 1942 in southwestern Germany close to the French border and the son of a tax adviser, is a firm believer in European integration.He was the co-author of a legendary paper in 1994 (Schäuble-Lamers Paper), according to which Germany, France, Belgium, the Netherlands, and Luxemburg—so-called core Europe—would integrate much faster and more deeply than the rest.Like his long-term mentor Kohl, Schäuble has always considered the euro to be something like a hidden hand: monetary integration would force the EU to do what member states are reluctant to do—accept that political union, meaning much deeper, almost federal integration, is a historical necessity. Political union meaning a joint budget, taxes, and even eurobonds, sharing liability for debts.The need to make it work would confront governments with the hard choice of either abandoning the euro or taking a great leap forward toward a federation-like entity, abandoning core elements of sovereignty.-An opportunity not to be wasted-This is where Europe is now, in Schäuble’s view. The Greek crisis was not part of the plan, but it is an opportunity not to be wasted.For Schäuble, however, deeper European integration can only work with like-minded, well-governed countries. The way the Syriza government in Athens has behaved, rolling back reforms and treating fellow eurozone governments like enemies, convinced him that such integration is unlikely to succeed with Greece.Schäuble wants to move ahead now because he feels that the eurozone is fragile and that time is running out. His ambition is to become the architect of a eurozone that is viable in the long term, with members that sign up to the same policies and with capable and competent institutions.German Chancellor Angela Merkel, by contrast, cares much less about the euro. She doesn’t believe in much closer union; she is an intergovernmentalist, preferring strong member states running the EU rather as a loosely connected club. But at the same time, she has no alternative answer to the euro challenge, that’s why she agrees that to work in the long run, the common currency needs a stronger political and socioeconomic framework shared by members.Merkel, however, has over time become a big fan of the EU. Schäuble is a typical West German Europhile, seeing the EU as some kind of redemption for a nation state that lost its legitimacy in the Nazi era and needs to be embedded in a strong European Union.Merkel, by contrast, grew up in East Germany under Communism. It took her quite a while to appreciate the added value of the EU. For her, the big, tangible advantage of the EU is that it allows Berlin to multiply its weight (if it manages to convince its EU partners). Unlike for many Germans who grew up in West Germany, for Merkel the nation-state is not a problem.But Greece has turned from an internal EU issue into a geopolitical challenge. Merkel has two major concerns: one is the economic future of Europe in a more competitive world; the other is the set of aggressive, neo-imperalist policies pursued by Russian President Vladimir Putin. She fears that a breakdown of order in Southeastern Europe would be exploited by the Kremlin, which seeks to gain influence in what has been termed Europe’s soft underbelly.And Merkel doesn’t fully believe those experts who claim that the fallout of a Grexit can be contained. For her, the risks of a Grexit leading to an implosion of the eurozone and the euro are not negligible.-Different priorities-Schäuble and Merkel have different priorities and a different risk assessment. That’s why there is sometimes tension. But ultimately Schäuble knows who is in charge. He is trying to advance his agenda but knows where to stop. Keeping Greece in the euro was Merkel’s decision, and he dutifully supported it.What Merkel did in the latest showdown with Greek Prime Minister Alexis Tsipras was to use Grexit as a stick to gain leverage.The more credible the scenario of a Greek exit from the euro, the more likely it would be that Greece would sign off on the conditions set by the creditors for the third bailout.However, the game is far from over.The future of the eurozone and of the EU will be decided in many European capitals. Paris and Brussels will be first among them, but Berlin will also be key. Germany has become the EU’s centre of gravity in the last years, because of its own weight and the relative success of its economy, but also because of the country’s deep commitment to the EU.Unlike in most other EU countries, all major parties in Germany are enthusiastically pro-EU, and the political class still signs up to federalism as the ultimate vision for Europe’s future.The most likely scenario is further muddling through.The recent showdown with Greece was damaging. We will hear some talk about further integration, political union, in Paris and Berlin, but the two sides won’t agree on what that means, as in the past. Greece will get its bailout with conditions that are not going to be seriously enforced. WASHINGTON (AP) — Construction to upgrade North Korea's main rocket launch site now appears complete amid expectations in rival South Korea that a launch could take place in October, a U.S. research institute said Tuesday.South Korean officials are predicting the North will mark the upcoming 70th anniversary of the ruling communist party with a "strategic provocation" — possibly a blastoff from the west coast site of Sohae from where Pyongyang launched its first rocket into space in December 2012, drawing international condemnation.The U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies says commercial satellite imagery taken July 21 shows Pyongyang has made quick work since spring of constructing a support building on the launch pad where rockets would be prepared. It has also apparently completed a moveable structure on rails, several stories high, that would be used to shift rockets or rocket stages to the launch tower.But the institute says there's no evidence that launch preparations are yet underway."Despite the fact that the facility is ready after completing a construction program begun in 2013, we still see no sign of preparations at the Sohae facility for an October event," said Joel Wit, a former State Department official and editor of the institute's website, 38 North.The North's unpredictable leader, Kim Jong Un, has closely associated himself with the impoverished nation's space program, which it says is peaceful. In early May, state media quoted Kim as saying the North would launch satellites into space at the time and locations chosen by the ruling party.North Korea is barred under U.N. The issue of Christian persecution is politically charged; the Christian right has long used the idea that Christianity is imperilled to rally its base. When ISIS massacred Egyptian Copts in Libya this winter, the State Department came under fire for referring to the victims merely as ‘‘Egyptian citizens.’’ Daniel Philpott, a professor of political science at the University of Notre Dame, says, ‘‘When ISIS is no longer said to have religious motivations nor the minorities it attacks to have religious identities, the Obama administration’s caution about religion becomes excessive.’’Even if ISIS were to be defeated, the fate of religious minorities in Syria and Iraq would look a very sorry one: “We’ve been here as an ethnicity for 6,000 years and as Christians for 1,700 years,’’ says Dr. Srood Maqdasy, a member of the Kurdish Parliament. ‘‘We have our own culture, language and tradition. If we live within other communities, all of this will be dissolved within two generations.’’“The practical solution, according to many Assyrian Christians, is to establish a safe haven on the Nineveh Plain. ‘‘If the West could take in so many refugees and the U.N.H.C.R. handle an operation like that, then we wouldn’t ask for a permanent solution,’’ says Nuri Kino, of A Demand for Action. Many are adamant about this: experts, educators, bishops, civil society organisations, politicians and scholars alike. “For as long as the jihad begins in the classroom and religious hatred is fostered through state school text books, it will not be easy to imagine this country as one that exudes tolerance, a peace-building country that strives for harmony,” Professor James Paul Anjum explained to Vatican Insider. Mr. Anjum is a Christian and President of the Pakistan Minorities Teachers’ Association (PMTA).The organisation is engaged in a widespread social, political and institutional campaign that calls for the review educational policies on a federal level and above all for the monitoring of ideas that pass into public school curricula and text books in Pakistan.What it is asking for is simple: the formation and education of Pakistani children, teens and young people in schools, institutes and state universities, should espouse the principles of citizenship, inclusion, dignity and rights for all, without discrimination being shown towards citizens  who do not profess the Muslim faith. Educational institutions must offer young people an interpretation of national historical events that acknowledges the contribution of religious minorities in building the nation, as Pakistan’s founding father, Muhammad Ali Jinnah wanted.Instead of spreading religious hatred, fuelling prejudice and intolerance, thus instigating violence, state education should be based on values such as respect for people’s dignity and harmonious co-existence in society. The issue has been brought to the attention of Pakistan’s Prime Minister Nawaz Sharif and the Ministry of Education on a number of occasions. Representatives of religious minorities are asking to become members of the committees that examine text books that are then used in state education bodies.Widespread research carried out by the PMTA has shown that text books used in the academic year 2014-2015 for various subjects including history, social studies, Urdu language, English, general knowledge and Islamic and ethical studies, all of which were approved by the competent authorities, “use vulgar language and contain propaganda, controversial topics and elements of misinformation against religious minorities in Pakistan”.The current national curriculum violates the Pakistani Constitution as it accepts “text books that only preach the Muslim faith, inviting students to convert to Islam, promoting Islamic religious identity”.Anjum noted that “there is patent discrimination against religious minorities in text books. These books shape a certain mentality: when reading and studying them, young people can easily be convinced that it is ok for Hindus and Christians to be burned alive, kidnapped, abused and raped because they are inferior”. This, he noted, is the source of all discrimination and persecutions against religious minorities in Pakistan.The subject was raised and investigated by the Justice and Peace Commission of the Episcopal Conference of Pakistan (NCJP): a detailed report meticulously examines the texts books for a number of subjects taught at schools of all kinds and levels and the conclusion it came to was this: “Books that promote extremism against religious minorities urgently need to be pulled from schools. Instead, young people need to be taught respect for all human beings, human rights, social harmony and peaceful co-existence.”International entities and organisations agree on the diagnosis which makes the age-long problem of terrorism and extremism a question of political will. According to Madiha Afzal - a Pakistani researcher, who is author of “Education and attitudes in Pakistan”, a study on the country’s educational system, published by the United Institute of Peace in 2015 – the system gives “a confused narrative” on terrorism, attributing it solely to foreign factors or powers.School text books and curricula play a decisive role in shaping the minds of young people on the causes of violence and terrorism. If one bears in mind that most acts of violence witnessed in Pakistan from 2001 onwards were committed by young people under the age of 30, it is clear to see that the education challenge is crucial and a serious reform of the educational system is a process that is to be taken seriously.

It wants to exploit Daesh to achieve its projects in Iraq and in the region. The American project in Iraq is to repartition the region."Khazali said the US-led coalition had failed to ramp up the number of air strikes over time as he said it had pledged to do.Asaib, along with the Badr Brigades and Kataib Hezbollah, are at the forefront of the Popular Mobilisation Committee, or Hashid Shaabi, the official Iraqi government entity organizing volunteers in the battle against Islamic State.The Hashid Shaabi has become the most powerful military force in Iraq since the near collapse of the national army a year ago. Turin-Pope Francis will soon be in the care of a new personal doctor  and the Vatican City will have a new health services director. Patrizio Polisca is leaving his post as director of  Vatican Health Services and as such will no longer be Francis’ personal physician. He will, however continue his service as private physician to the Pope Emeritus Benedict XVI and will also hold onto other roles he holds in the Vatican, including his position in the Congregation for the Causes of Saints. He will also continue to reside in the Vatican. The director of the Holy See Press Office, Fr. Federico Lombardi clarified this in a statement to journalists who asked him about certain speculations about Polisca’s alleged “ousting” from the Vatican. Accoridng to the information at hand, the doctor was informed about the change-over at the end of May and was expected to leave his post at the end of July.“Regarding the speculations in the Italian press this morning, I would like to clarify that Patrizio Polisca's five-year term of service as director of the Vatican Health Services has ended. A rotation (of directors) is to be considered normal, based on regulations for directorial lay personnel in the Holy See and Vatican City.” “Polisca,” Fr. Lombardi emphasised, “will continue his invaluable service, as Pope Emeritus Benedict XVI’s personal physician and will continue to reside in the Vatican.”Fr. Lombardi remarked that Polisca is "esteemed" in the Vatican and highlighted the "importance" of his continuing role as Benedict's personal physician.Since Pope John Paul II, the Vatican Health Services director has traditionally served as the Pope's personal physician as well. This tradition continued under Francis’ pontificate. Now that the five-year term at the helm of the Vatican Health Services is up, it seems Pope Francis has decided not to maintain this automatic link between the role of director of Vatican Health Services and personal physician to the Pope. It is not certain whether the Pope will officially announce the choice of the new doctor.The choice of new director of the Vatican Health Services, on the other hand, should be announced soon. “We shall wait and see which doctor will accompany the Pope on his trip to Cuba and the United States in September,” said Fr.
