Schaeuble said to want to split EU commission powers By Honor Mahony-euobserver

BRUSSELS, 30. Jul, 09:16-German finance minister Wolfgang Schaeuble would like the competition and single market departments removed from the European Commission, according to a report in Germany's leading centre-right daily.The FAZ newspaper reports that Schaeuble believes the commission can no longer combine its role as 'guardian' of the EU treaties - including enforcing anti-trust and internal market rules - with its increasingly political role as a nascent EU government.These thoughts have crystallized amid the long-running dispute between Greece and its creditors - of which the European Commission represents one part.Schaeuble became increasingly irritated with the commission's part in the back-and-forth between Athens and Brussels. The EU executive is supposed to have a technical role checking whether Greece is implementing promised reforms.However commission president Jean-Claude Juncker has been much more active, frequently phoning and meeting Greek leader Alexis Tsipras. In Schaeuble's view this strengthened Tsipras' calls for a deal at the highest political level and involving a debt cut.The simmering disapproval in Berlin about how the commission was handling the negotiations with Greece spilt over when Schaeuble publicly -albeit indirectly - rebuked Juncker's chief of staff Martin Selmayr for sending a jubilant tweet about reform proposals sent by Athens - proposals later deemed unacceptable by the creditors.According to FAZ, Schaeuble is not against the commission having a more political role in EU governance but the trade-off needs to be setting up separate technical bodies that deal with competition and internal market issues.The Netherlands is expected to make the issue one of its focal points during its EU presidency in the first half of next year.Schaeuble is also hoping for support from London which is itself looking to reform the EU ahead of a planned referendum on EU membership which could take place as early as June 2016.The proposals are set to be controversial in Brussels.The European Commission is keen on its role as treaty enforcer and the competition and internal market departments are arguably the most important and far-reaching of all the commission's departments.Eurozone architecture-Aired at an EU finance ministers' meeting in Brussels earlier this month, Schaeuble's ideas come amid a general feeling among several EU capitals that the eurozone's architecture must be improved.Italian finance minister Pier Carlo Padoan told the FT earlier this week that leaders "must clearly admit that the existing monetary union is an incomplete mechanism" while French president Francois Hollande called for a vanguard of states to lead a strengthened eurozone.Meanwhile, commission president Juncker has repeatedly said his commission is a 'political' one, arguing that citizens can relate to an institution that is political more than one they perceive to be only technocratic.But so far the proposals have tended to remain vague and aspirational as the next steps in eurozone integration such as a eurozone budget, finance minister, or fully-fledged political union, are ideas that require giving more powers up to the EU level.There is also limits to what can be done without a treaty change - a long and difficult process that can be vetoed by single states.

A banking crisis, corruption, and inflation are among the most pressing challenges faces him.Moldova, virtually landlocked between its bigger neighbours Romania and Ukraine, chose to continue its pro-European course in elections last November, but has suffered from both a political crisis and a banking scandal.Shortly before the elections, at least €900 million went missing from Moldova's banking system. The figure represented around one eighth of the country's GDP.In response, the National Bank of Moldova has started printing money, resulting in inflation of around 8 percent and a devaluation of the country's currency. The central bank has steadily increased its interest rate from 8.5 percent in January to 17.5 percent on Thursday.On top of that, prime minister Gaburici was accused of falsifying his high school and university diplomas, and resigned in June, only four months after coming to power. The coalition of three centre-right and centre-left parties was initially unable to approve a previous candidate for the post.Strelet, a compromise candidate, was voted in Thursday with the slimmest possible margin. BRUSSELS, Today, 09:09-The IMF has indicated it will not take part in a third bailout for Greece unless a deal is reached on making Athens' debt sustainable, a move that underlines the difficulty of reaching an overall agreement by next month's deadline."The IMF can only support a programme that is comprehensive," an IMF official told journalists on Wednesday reports Reuters.The official also said there was "no expectation" that talks over the coming weeks will reach the stage that allow the IMF to approve a new programme.Meanwhile the FT reported that an IMF board meeting on Wednesday concluded Athens' high debt and poor level of implementing reforms means it is not eligible for a loan.The conclusion means that while the Washington-based Fund will take part in bailout negotiations - which started earlier this week in Athens - it will potentially not decide whether to agree to the programme for several months.A summary of Wednesday's board meeting, seen by the FT, says the IMF will only take part once eurozone lenders have "agreed on debt relief".Greece and its creditors have just three weeks to reach a deal on the terms and conditions of an €86bn bailout after a preliminary go-ahead for a third loan was agreed at a fractious summit earlier this month.The enforced deadline is 20 August when Greece is due to pay €3.2bn to the European Central Bank (ECB). If no deal is reached by then, Greece might have to seek a second bridge-loan to make the payment. ATHENS, Greece (AP) — Greece's government announced that the Athens Stock Exchange will reopen Monday, a big step toward normalcy as talks with international creditors shifted into high gear.The exchange has been closed since June 29, when the government imposed capital controls to prevent a banking collapse.Finance Minister Euclid Tsakalotos signed the order Friday that also includes restrictions for Greece-based traders for an unspecified time period. A 60 euro limit on cash machines withdrawal will remain in place.Tsakalotos met with lead negotiators from the European Union and International Monetary Fund to start negotiations for a third bailout worth 85 billion euros ($93 billion), following several days of preparatory meetings between lower-level officials on reforming the tax system and labor market regulations.The third bailout will include a new punishing round of austerity measures heaped on a country reeling from a six-year recession and more than 25 percent unemployment. Prime Minister Alexis Tsipras has pledged to back the new cutbacks, while openly admitting that he disagrees with them."We will implement them, yes, because we are forced to," he said in parliament Friday. "But at the same time we will struggle to change them, to improve them and to counter their negative consequences."The bailout talks with the IMF, European Commission, European Central Bank and European Stability Mechanism must be concluded before Aug. 20. That's when a debt repayment to the ECB worth more than 3 billion euros is due — money which Greece does not have.Tsakalotos said the talks are focused on how to recapitalize Greece's battered banking system, whose deposit base was badly hit in recent months as Greeks fearing a euro exit emptied their accounts. Harry Harris, criticizing Chinese projects to build up islands in disputed waters.Harris warned such work could undermine international norms that have long supported the global economy and political order.Speaking at a monthly news conference, Yang said China rejected such claims totally and accused the U.S. of ulterior motives."The U.S. side disregards and distorts the facts and plays up China's military threat to sow discord between China and the littoral states in the South China Sea. WASHINGTON (Reuters) - In a rare admonishment of a close ally, the United States urged the European Union on Wednesday to speak out more forcefully to support Washington in its dispute with China over building and militarization of man-made outposts in the South China Sea.Amy Searight, U.S. deputy assistant secretary of defense for South and Southeast Asia, said Washington welcomed EU calls for a peaceful resolution of territorial disputes in the sea and respect for international law.But there was "somewhat of a difference of approach" when it came to Washington's call for a freeze on activity by rival claimants - something China has rejected."It would be helpful if the EU would be a little more clear in terms of backing up these principles," she told a discussion on U.S. and EU policies toward East Asia at Washington's Center for Strategic and International Studies."A little bit more forward-leaning approach that would support, for example, the idea of a halt to further reclamation, further militarization, would be very useful."Michael Fuchs, U.S. deputy assistant secretary of state for East Asia, said there was a need to reduce the risks of conflict in the South China Sea, where China has overlapping claims with several states."This is about ... speaking up when we see activity that is concerning," he said.David O'Sullivan, EU ambassador to Washington, said the European Union and the United States had very similar objectives, but such statements were a judgment call."Completely joining up language is sometimes useful and sometimes counter-productive," he said.O'Sullivan said the European Union was concerned about security in East Asia and was adding a security dimension to its work, but made clear there were limits to this."The last thing the region needs is more gunboats. NETANYA, Israel (AP) — The coastal city of Netanya markets itself as the "Israeli Riviera" and walking along its main pedestrian boulevard, one would be hard-pressed to tell it apart from its twin city of Nice. Barely a word of Hebrew is spoken, and real estate ads, restaurant menus and cafe conversations are mostly in French.An increase in anti-Semitic attacks by Muslim extremists in France, home to the world's third-largest Jewish population, has spawned an unprecedented wave of immigration to Israel. Netanya, with its seaside chic and established French-speaking community, has become their top destination.Last year, for the first time, France was Israel's top source of immigrants, according to the Jewish Agency, a nonprofit group that works closely with the government and acts as a link for Jews around the world. A record 7,200 French Jews arrived in 2014, double the number from the previous year. Of those, about 2,000 came to Netanya, a Mediterranean city whose beaches remind many new arrivals of their Moroccan, Tunisian or Algerian origins.The surge, which marked the first time in Israeli history that more than 1 percent of a Western country's Jewish population immigrated in a single year, came even before the shooting rampage that killed four Jews in a Paris kosher supermarket in January and devastated the community's already shaky sense of security.For Fanny Rhoum, a 33-year-old mother of two whose children went to school across from the Hyper Cacher, the supermarket where the attack happened, that was the tipping point. Three days after the attack, she came to Israel to start planning her move."We had become paranoid ... every event brought our departure closer," she said Wednesday upon receiving her Israeli ID card in Netanya, just two days after arriving on a special flight from Paris with another 200 immigrants."Here we get the feeling that we can protect ourselves. There we have the impression that we are on our own and if, God forbid, something happens we will have to manage."Seated nearby, 63-year-old Jeanette Malka said she waited for her retirement to move to Israel and now hopes her children and grandchildren will join her. "It's no place to raise Jewish children," she said of France. "We like Netanya a lot. We feel at home here."Her husband, Chaim, was clearly relishing wearing his small black skullcap — something he said he feared to do in public in Paris.Experts say European Jews have not felt this threatened since World War II, when 6 million Jews were murdered in the Nazi Holocaust. Jews have been targeted in Belgium, Denmark and other European countries, but France has seen the worst of it. Jews have increasingly reported assaults and intimidation, mostly from Muslim extremists. While some attacks have been linked to anger at Israeli policies toward the Palestinians, most have been of an anti-Semitic nature.France's Jewish community of 500,000 is the largest in Europe. Though Jews make up less than 1 percent of the population, French officials say more than 50 percent of all reported racist attacks in 2014 were directed against them.Ariel Kandel, the Jewish Agency's director of French immigration, said many immigrants also come to Israel out of Zionist fervor or for economic reasons. Unemployment has hovered around 10 percent in France since 2009, compared to less than 5 percent in Israel.But while annual migration numbers have historically hovered between 1,000 to 2,000, he said the exodus kicked off after the 2012 shooting attack against a Jewish school Toulouse that killed three children and a rabbi."After that, I just couldn't stay there anymore," said Ida Mardoukh, a 45-year-old mother of three who moved from Toulouse to Netanya. "There are attacks in Israel too, but this is home. At least here we can live as Jews."Following the January killings at the kosher supermarket, Israeli Prime Minister Benjamin Netanyahu rushed to Paris and openly urged the country's Jews to move to Israel. The Jewish Agency reports that 2015 has already seen a 10 percent bump from last year's record numbers.European Jews are divided on the question of immigration to Israel. While maintaining close ties to Israel, their community leaders have urged people to stay in their homelands.The trend has also been deeply troubling for the French government, with top officials pleading with Jews to stay and warning that a mass migration of the community would be seen as a failure of the republic.France takes pride in its inclusiveness and the Jews' 2,000-year history in the country. It was the first country in Europe to grant Jews full civil rights, in the immediate wake of the 1789 French Revolution. It has had two Jewish prime ministers, and former President Nicolas Sarkozy has Jewish ancestry.Arriving in Israel, the French immigrants have brought some of that history with them — as well as a French sense of style, culture and food.Nowhere is that more on display than in Netanya, affectionately known as the French "bubble." Entire neighborhoods have become French-speaking and the busy central promenade is regularly bustling with cafe dwellers, smoking, drinking coffee and eating croissants. Bakeries offer authentic baguettes and brioches, and French music plays as the sandy beach beckons in the background."They want to be near the sea and near their families," explained Kandel, of the Jewish Agency.Freddo Pachter, who heads Netanya's French absorption project, said the city has embraced them fully, well aware of their particular needs. Most of the newcomers speak nothing but French, and the city has adjusted accordingly, launching a French language website and ensuring there are French speakers in schools and workplaces to help ease the transition.Unlike previous waves of refugees, Pachter said the French immigrants were mainly educated professionals with strong Zionist ideals."Israel wants to invest in them because it knows that they will stay and it's a long-term investment," he said.
