First, I propose to transform the kiN Economic and Social Council into the Global Development Council. Along with UN member states elected by the General Assembly, it could consist of the heads of all UN Specialized agencies, including the International Monetary Fund.The Council should be tasked to become a global economic regulator. Global projects carried out by this Council are to promote economic growth world-wide.This will help decrease considerably the risks of global crises and ensure responsible behavior by the states in maintaining their national economic and social policies.We consider the idea of a World Anti-crisis Plan, the draft of which is being actively discussed on the margins of Astana Economic Forum, timely.The most pressing and serious global challenges - terrorism, demolition of the states,migration and other negative issues - are the result of the economic crisis, poverty, illiteracy and unemployment.To tackle this global crisis, we need to start with clear rules for the emission and trade of the world reserve currencies as they do not now meet the criteria of justice, democracy,competitiveness, effectiveness and international control.In the 21 st century, our world needs qualitatively new instruments.The UN member states need to combine their efforts to create a new supranational currency, which should be relevant to the targets and tasks of global sustainable development and prosperity.Second, in the year of the 70th anniversary of the atomic bombings of Hiroshima and Nagasaki, I would urge that a world without nuclear weapons should be the main goal of humanity in the twenty-first century. I propose that we adopt the Universal Declaration of the United Nations to achieve a world free of nuclear weapons.Kazakhstan was the first ever country to close a nuclear test site, renounced the world's fourth largest nuclear arsenal and has contributed to the creation of a nuclear weapon free zone in Central Asia. There is an acute need to establish nuclear-free zones in other regions of the world,particularly the Middle East. The nuclear powers must provide guarantees of the non-use of force for all countries that renounce possession of nuclear weapons.

BRUSSELS, Today, 19:22-The European Parliament is pushing for minimum standards, including an electoral threshold of between 3 and 5 percent in member states, for the 2019 EU elections.MEPs in the constitutional affairs committee on Monday (28 September) backed a report that would “strengthen the European dimension” of the 2019 vote if member states agree in the EU Council.The report calls for thresholds - a minimum of 3 percent and a maximum of 5 percent - for parties in member states to post deputies to Brussels.The draft law, that would amend the 1976 Election Act, also proposes that European political parties should nominate their candidates for the position of European Commission President - something which de facto happened in the 2014 election.The report introduces the right to vote for EU citizens living outside the EU, the possibility of electronic and internet voting, as well as voting by post.It would also introduce a 12-week deadline for finalisation of electoral lists to avoid last-minute changes to nominations of candidates, and calls for lists of candidates to be gender-balanced.It says the provisional outcome of results should be communicated simultaneously in all member states.“The last European Parliamentary elections were a trauma for all of us, because it didn’t manage to be fully European, and it was visible in the turnout. We wanted to make the EP elections more European and less national,” Danuta Huebner, a Polish centre-right MEP who co-wrote the report, told EUobserver after the committee vote.Given how jealously EU capitals guard their national rules, Huebner and Jo Leinen, a German centre- left MEP, the other co-rapporteur, said they went for “realistic” proposals.The report will go before the EP plenary at the end of October, and will need the unanimous support of member states to go through.“We had to be practical and realistic,” said Huebner, who admits that thresholds are a difficult issue, but who also recalled that 15 member states have obligatory thresholds already.Doru Frantescu, the director and co- founder of Votewatch Europe, a British-based NGO, described the draft new rules as a “big leap forward towards ‘Europeanisation of the European elections’,” if they’re adopted.“It is precisely because these elections are seen as secondary that the new rules may actually get some traction in the Council, as the national politicians may feel that they don’t give away too much”, he told EUobserver.Besides the sensitive issue of nominating the Commission president, Frantescu thinks the electoral thresholds will be the most tricky.“It will be disputed in countries such as Germany, where the Constitutional Court has abolished the threshold for the European elections. Its puppet regimes in east Ukraine are also consolidating power with “elections” in October and November.But Galeotti said Russia’s hybrid force isn’t strong enough to conquer more ground.“There’s a sense [in Russia] that, until now, there’s been no point in talking to the US - that the West just wants Russia to capitulate on Ukraine. And it can’t do that”, he told EUobserver.“But co-operation in the Middle East could allow Putin to extricate himself from Ukraine", he added.“Even my most optimistic contacts in the [Russian] foreign ministry don't expect a swift end to sanctions. RAMALLAH, West Bank (AP) — Palestinian President Mahmoud Abbas has threatened to drop a "bombshell" in a speech to the United Nations this week — prompting speculation that he will sever ties with Israel over its settlement expansion and other hard-line policies.The warning reflects desperation, but may not signal action.Abbas' hopes of setting up a Palestinian state through negotiations with Israel have been derailed, and a new poll shows that a majority of Palestinians want the 80-year-old to resign and dissolve his self-rule government, the Palestinian Authority. Many no longer believe a two-state solution is realistic and support political violence.Abbas could try to align himself with a frustrated public by shifting to a more confrontational policy, including ending security cooperation with Israeli troops against a shared foe, the Islamic militant Hamas group.It's a risky move that could cost him vital foreign aid, trigger chaos and end his 10-year rule. Abbas aides have suggested in recent days that despite his threats, he will make do with a general warning to Israel at the U.N.Yet more indecision could further turn Palestinians against him. President Barack Obama made no mention of the Israeli-Palestinian conflict in his speech to the General Assembly on Monday, drawing rare public Palestinian criticism."Does Obama believe that he can defeat Islamic State and terrorism or achieve security and stability in the Middle East by ignoring the continued Israeli occupation...?" Abbas aide Saeb Erekat said in a statement published by the official Palestinian news agency WAFA.Washington appears to have little interest in mounting another major push for peace. A nine-month effort by Secretary of State John Kerry collapsed last year because Abbas and Israeli Prime Minister Benjamin Netanyahu couldn't even agree on the ground rules. Instead, a temporary arrangement has largely remained in place despite wars, uprisings and political crises. Hamas seized Gaza in 2007, but Abbas still administers 38 percent of the West Bank, with the rest of that territory and Israeli-annexed east Jerusalem under sole Israeli control.The arrangement serves both sides to some extent. Israel has given itself free rein on security, while successfully subcontracting some security tasks to Abbas' forces. The Palestinian Authority, supported by millions of dollars in foreign aid, provides public services, relieving Israel of its costly burden as military occupier.The Palestinian Authority has become the largest employer in the West Bank, while the political class enjoys many perks, such as preferential access to housing and jobs."Abbas is not going to dissolve the Palestinian Authority because there is an internal interest in maintaining it, the privileges, the international pressure and the international money," said Ali Jerbawi, a former Palestinian Cabinet minister.___WHAT DOES ISRAEL WANT?-Netanyahu has accused Abbas of fomenting violence through alleged incitement, as tensions have risen around Jerusalem's most sensitive holy site, revered by Muslims and Jews. But despite the rhetoric, Netanyahu appears to have little interest in seeing Abbas go.Netanyahu faces growing international isolation due to anger over settlement construction and stalled peace efforts. No obvious successor to Abbas has emerged from within his inner circle.Palestinian anger is rising— in some ways reminiscent of the mood before the outbreak of the second uprising 15 years ago, Shikaki said. World leaders glided through the opening day of a U.N. gathering Monday that aims to wrestle with the globe's biggest crises — a historic flood of refugees, the rise of threats like the Islamic State group and the conflict in Syria.The U.N. secretary-general for the first time called for the civil war in Syria to be referred to the International Criminal Court, while Iranian President Hassan Rouhani said Iran's recent nuclear deal with world powers had a broader goal: "We want to suggest a new and constructive way to recreate the international order."Chinese President Xi Jinping made a $1 billion pledge for U.N. peace efforts.And Jordan's King Abdullah II made a heartfelt defense of the kinder side of the Muslim world in the face of "the outlaws of Islam that operate globally today.""When and how did fear and intimidation creep so insidiously into our conversation when there is so much more to be said about the love of God?" he asked, also quoting the Quran on mercy.The king has called the rise of extremist groups like the Islamic State, and the crises they have caused, "a third world war, and I believe we must respond with equal intensity." Hurricane Marty closes in on western Mexico-AFP-SEPT 28,15-YAHOONEWS

Acapulco (Mexico) (AFP) - Hurricane Marty was churning Monday in the Pacific Ocean off the coast of Mexican resort town Acapulco, causing authorities to shutter schools and send 200,000 students home.The storm was "almost stalled off the coast" which could make it more dangerous since that could increase the volume of rain, said National Weather Service chief Alberto Hernandez."It is already generating a huge amount of rain" in Guerrero state, he added. Authorities there scrambled to get students from primary to university level home to safety.At 2100 GMT, Marty was packing top sustained winds of 80 miles per hour (130 kilometers per hour), and was located 145 miles west of Acapulco, the US National Hurricane Center said.The Category One storm was moving northeast at 6 miles per hour. Forecasters believe it could stay just off the coast but will be so close that a slight turn could see its center -- and high winds -- slam inland.In either case, the hurricane will create driving rains, they warned.Two years ago, mountainous Guerrero state was simultaneously hammered by hurricanes Ingrid and Manuel, killing 157 people.
