Voters have been turning up at advance polling stations in Quebec and Newfoundland over the past two days, ready to cast ballots while clad in outrageous costumes and masks.Under Elections Canada rules, electors are allowed to vote while wearing a face covering as long as they take an oath attesting they are eligible and provide two pieces of ID, one which includes a current address.A handful of voters — some of whom are upset over the niqab debate that has dominated the run-up to the election — have shown up dressed as ghosts, clowns and even mummers; a traditional costume in Newfoundland. Nathalie de Montigny, an Elections Canada spokeswoman, confirmed to CBC News that as long as they follow the rules, any elector can vote while wearing a mask, no matter how ridiculous. "A face covering is a face covering, it does not matter what it is," she said.It's not clear how many have dressed up. Elections Canada records how many people take an oath, but not why. (There are many possible reasons.) -Politicizing face masks-Some are making a statement about the debate over the niqab, which has divided parties and become a defining issue during this election campaign.Jon Keefe, who runs a small business in St. John's, was upset over the large role the niqab has played in the election.He told CBC News he thought the debate was a "manufactured non-issue" and wanted to do something about it.When he realized he didn't need to show his face to vote, he put out a call on Facebook to rally people to vote "in true Newfoundland style" — as a mummer. The post prompted cheers from many, and confusion from those who thought Keefe was making light of the niqab issue. Mummering is an Christmas tradition in Newfoundland where people dress up in strange costumes and travel between houses for dancing and drinks. The tradition plays a large role in the province's culture — there's even a popular Mummers Festival in December that has its own parade."It seemed like a great way to work in the point that there are already a lot of cultural customs across Canada that might seem bizarre or unusual to people unfamiliar with them, but we've all managed to get along pretty well so far," said Keefe.He cast his vote in the St. John's East riding on Saturday in what he calls "standard mummering attire" — florescent yellow leggings, a floral dress, sunglasses and a face mask covered in schooners.But he had to leave his "ugly stick" — a homemade musical instrument made famous by mummers — at the door. "The election staff mistakenly thought I was obliged to show my face at first, but I explained to them that it wasn't required," he said."They verified it on their end, and everything went smoothly after that."Clowns, ghosts and a potato sack-Rafik Hanna donned a full clown costume while voting in Dorval, Que., a suburb of Montreal, in order to make a statement about the current voting laws."Truly sad that I can vote to elect a Canadian prime minister without having to show my face and prove my identity," he said.For others, it wasn't as clear as why they wore masks to the polls.One man dressed up as a ghost at a Gatineau, Que. polling station, but opted to show his face instead of taking an oath. OTTAWA — Conservative Leader Stephen Harper says his government's policy of prioritizing certain refugees, primarily Christians and other religious minorities, isn't discriminatory.The government is merely prioritizing those Christians and other Muslim minorities — as opposed to Muslim Sunnis and Shiites — who are being targeted by the self-proclaimed Islamic State, Harper said this week."We are giving priority to the people who are the most vulnerable," Harper said during a campaign event in Richmond, B.C."It is the ethnic and religious minorities in Iraq and Syria who are, in fact, targeted for extermination by the armed group Islamic State and their allies."What Harper didn't mention, however, is that all the resettled refugee candidates Ottawa is considering are far from Islamic State's reach and are located in places like Lebanon, Jordan and Turkey.Faisal Alazem of the Syrian Canadian Council says the Conservatives "know full well the majority of people who are paying the price are Sunni Muslim."Of course, the Yazidis, the Christians are suffering and are being persecuted, Alazem said. (Islamic State) is also persecuting Muslims. So this idea that Islamic State is only persecuting Christians or Kurds is false.Asked whether or not he personally ordered the government to prioritize certain groups over others, Harper dodged the question."The selection of refugees is never done by political people," he said. "It's done by bureaucrats."During the past several days on the campaign trail, Harper and his immigration minister, Chris Alexander, confirmed that bureaucrats received orders from the Conservative government to give priority to Syrians who are religious or ethnic minorities such as Christians, Ismailis and Kurds."These people deserve our protection," Alexander said last week. "(It's) the Yazidis, many Christian groups, Muslim minorities who are in extreme danger, persecuted, by Islamic State."The government's directives seem to have run up against several obstacles.Sources told The Canadian Press the government was relying on Catholic disaster relief group, Caritas, and the Danish Refugee Council (DRC) for referrals on Christian and other minority refugees.Neither of these groups, however, agreed to help.A DRC spokesperson said they couldn't comment on what other people are doing but we never discriminate based on ethnicity or religion."Isabelle Saade, who until two months ago was responsible for refugees with Caritas in Lebanon, said she didn't know if her former bosses were approached by Canadian authorities to help filter refugees.In an phone interview from Beirut, she said it would have been impossible for her former organization to have fulfilled Canada's request because Caritas had stopped referring refugees to countries."It caused us problems," she explained. "We were asked to stop referring refugees because we were seen as encouraging Christians to leave the Middle East."The Harper government had no choice but to welcome refugees selected by the United Nations Refugee Agency, which doesn't take into account religion or ethnicity unless those characteristics would put the refugees in danger in their destination country.That's why the Harper government, after choosing to suspend refugees applications from the UN agency, approached the country's churches to sponsor refugees.The government counted on private sponsorships — the majority of which come from churches — to ensure that the 10,000 Syrian refugees the government promised to welcome were Christians or from other minority groups.

LIMA (Reuters) - In 2008 central banks, led by the Federal Reserve, rode to the rescue of the global financial system. Seven years on and trillions of dollars later they no longer have the answers and may even represent a major risk for the global economy.A report by the Group of Thirty, an international body led by former European Central Bank chief Jean-Claude Trichet, warned on Saturday that zero rates and money printing were not sufficient to revive economic growth and risked becoming semi-permanent measures." Central banks have described their actions as 'buying time' for governments to finally resolve the crisis... But time is wearing on, and (bond) purchases have had their price," the report said.In the United States, the Federal Reserve ended its bond purchase program in 2014, and had been expected to raise interest rates from zero as early as June 2015.But it may struggle to implement its first hike in almost 10 years by the end of the year. Market pricing in interest rate futures puts a hike in March 2016.The Bank of England has also delayed, while the European Central Bank looks set to implement another round of quantitative easing, as does the Bank of Japan which has been stuck in some form of quantitative easing since 2001.Reuters calculates that central banks in those four countries alone have spent around $7 trillion in bond purchases. The flow of easy money has inflated asset prices like stocks and housing in many countries even as they failed to stimulate economic growth. With growth estimates trending lower and easy money increasing company leverage, the specter of a debt trap is now haunting advanced economies, the Group of Thirty said.-The Fed has pledged that when it does hike rates, it will be at a slow pace so as not to strangle the U.S. economic recovery, one of the longest, but weakest on record in the post-war period. Yet, forecasts by one regional Fed president shows he expects negative rates in 2016.-AN END TO "EXTEND AND PRETEND"-Most policymakers at the semi-annual IMF meetings this week have presented relatively upbeat forecasts for the world economy and say risks have been largely contained. The G30, however, warned that the 40 percent decline in commodity prices could presage weaker growth and "debt deflation".Rates would then have to remain low as central banks would be forced to maintain or extend their bond programs to try and bolster growth and the price of financial assets would fall.That is not just a developed-world problem. In China, credits to state-owned enterprises and increasingly by the shadow banking sector have been a driving force in an investment splurge in the world's second largest economy. According to an IMF report issued this week, there is "excessive" lending of $3 trillion in emerging market economies, an average of 15 percent of gross domestic product, which runs the risk of unwinding should economic conditions worsen."Capital losses would affect many investors, including banks, and the process of extend and pretend for poor loans would have to come to a stop," the G30 report said.Even in a more benign economic outlook, central banks will have a tough time exiting easy money policies and may face demands to hold rates low. The IMF has repeatedly urged the Fed not to hike rates yet.None of the world's major central banks are remotely close to hitting their inflation targets and many of them are haunted by memories of high inflation. HOUSTON (Reuters) - An earthquake with a magnitude of 4.5 that struck near the U.S. crude oil hub of Cushing, Oklahoma on Saturday occurred just days after regulators imposed new rules meant to prevent temblors in the area and said more changes were possible.The Oklahoma Corporation Commission (OCC), which regulates the state's oil and gas industry, ordered companies on Sept. 18 to shut or reduce usage of five saltwater disposal wells around the north-central Oklahoma city of Cushing.Saltwater, a normal byproduct of oil and gas work, is put into deep disposal wells that scientists say have contributed to a rash of small and medium-sized earthquakes in Oklahoma since 2009.At the time of its latest directive, the OCC said its "plan may be altered as more data is made available".On Sunday, some people on social media, fearing a quake could cause a fire or explosion in Cushing in the future, were already calling for tougher rules."This needs to stop," read a comment at NPR's StateImpact. "The injection wells & fracking are wrecking Cushing."Saltwater disposal needs have grown in tandem with the boom in horizontal drilling and hydraulic fracturing, or fracking.Saturday's quake reported by the U.S. Geological Survey was shallow and centered 5 km (3 miles) from Cushing.
