Police are reminding drivers are to check the condition of their headlights and to make sure to give themselves extra time to arrive at a destination.

TORONTO - Electricity rates are going up again in Ontario starting Nov. 1.The Ontario Energy Board says the peak price for electricity -- between 7 a.m. and 11 a.m. and from 5 p.m. to 7 p.m. -- will rise by 1.4 cents to 17.5 cents a kilowatt hour.The mid-peak price from 11 a.m. to 5 p.m. will rise by 0.6 cents to 12.8 cents a kWh.And the off-peak rate from 7 p.m. to 7 a.m. and all day weekends and holidays jumps 0.3 cents to 8.3 cents a kWh, less than half the on-peak price.The energy board says the increases will add about $4.42 to the electricity line on the average monthly electricity bill for a household that uses about 800 kWh a month.It says about 40% of the rate increase is because of increased costs from Ontario Power Generation's nuclear and hydro-electric generating stations.The board sets electricity prices every May and December and changes the hours for peak and off-peak pricing to reflect the shorter daylight periods in winter.

A young French immigrant serving in the Border Police was praised by commanders and local leaders on Friday after shooting two Palestinian assailants as they tried to stab her and a second policeman in the West Bank.The head of Samaria Regional Council, Yossi Dagan, who arrived at the scene and spoke with the corporal, said that the officer had told him: “This is why I came to Israel. To defend the nation.”The two men attempted to stab Cpl. A and her partner as they inspected vehicles at the Tapuah Junction. According to a police statement, the attackers arrived at the intersection on a motorcycle, dismounted and advanced towards the officers with knives in hand.Dagan called Cpl. A “a hero” for preventing “a big disaster.”“I realized that if I hesitated for a second the policeman beside me would no longer be alive,” Cpl. A told the press afterwards. “I didn’t think twice. I cocked my weapon and shot them.”One of the Palestinians was killed while the other was critically injured, according to police. The Border Policemen were not hurt.Border Police commander Uzi Levi, head of forces in Judea and Samaria, commended the officers’ actions, saying they responded with level-headed professionalism to end the incident “quickly and without casualties.”

Two Palestinians were moderately wounded Friday afternoon during fierce clashes with Border Police in the West Bank city of Ramallah.A police unit shot and wounded a Palestinian who was about to throw a Molotov cocktail. As medical officers dispensed first aid to the wounded Palestinian, a second Palestinian approached the first responders with a sharp object in his hand. Identifying a clear danger to the officers on the scene, the commander in a jeep ordered his driver to get closer in order to prevent a stabbing, police spokeswoman Luba Samri said.The driver struck the second Palestinian, wounding him (footage here). Both Palestinians were moderately hurt, and no Israeli forces incurred any injuries, the police said.The incident came shortly after two people were injured in a stabbing attack in Jerusalem.According to police, an Israeli man in his 20s sustained moderate injuries when he was stabbed near the Ammunition Hill light rail station by a 23-year-old resident of Kfar Akeb in East Jerusalem. A second man was injured by police gunfire when security forces tried to subdue the attacker, who was shot and critically wounded.“From our initial investigation we believe that a terrorist armed with a knife arrived at the station and stabbed a civilian, injuring him. He then attempted to stab another civilian, but did not succeed,” Samri said.“Light rail guards who were on the scene, other civilians and Border Police officers who were nearby subdued the terrorist. As a result of the gunfire, an additional civilian was injured, with a gunshot wound to the leg,” Samri said.The victim with the stab wounds was treated on the scene by paramedics before being taken to Jerusalem’s Shaare Zedek Medical Center. According to Magen David Adom, he was in stable condition. The second victim was lightly to moderately injured by the gunfire, MDA said.The incident was the first in Jerusalem since October 17 when a Palestinian teenager tried to stab Border Police officers in Armon Hanatziv, and the second attack of the day Friday.Earlier, two Palestinian men attempted to stab a group of Border Police officers at the Tapuah Junction in the West Bank and were shot by security forces. In what has become a weekly occurrence, violent Palestinian protests were reported along the border between Israel and the Gaza Strip on Friday afternoon, following the end of Muslim prayers.Riots that included the use of firebombs, rock throwing and tire burning were reported by Israeli security forces in several locations. The army said troops were acting to disperse the demonstrators.Palestinian officials said at least 20 people were hurt, most of them from tear gas.Egged on by Hamas rulers, the protestors have been routinely demonstrating near the Gaza border in solidarity with West Bank Palestinians, and have broken through the border fence with Israel on several occasions.During a visit to the IDF’s Gaza Division head quarters in the Western Negev last week, military officials told Prime Minister Benjamin Netanyahu the security situation at the Israel-Gaza border was “under control.”The riots came as security forces also clashed with Palestinian rioters in the West Bank. At least two Palestinians were wounded in confrontations with Border Police in Ramallah on Friday afternoon, while two Israelis were wounded in an earlier stabbing attack in Jerusalem.

Palestinian Authority President Mahmoud Abbas will meet on Friday with ICC Prosecutor Fatou Bensouda at The Hague, Palestinian officials said, amid the current wave of Palestinian terror against Israeli civilians and security forces in Israel and across the West Bank.It will be Abbas’s first meeting with the prosecutor of the International Criminal Court since the Palestinian Authority sparked controversy by joining the tribunal in January, an official with the Palestinian mission in The Hague told AFP.Abbas, who is in the Netherlands as part of a European tour, would visit Bensouda “in the context of the grave Israeli escalation in occupied Palestine,” the official said, asking not to be identified. Israel has accused Abbas of helping fuel the terror surge, in part by peddling “lies” about purported Israeli plans to change the status quo at Jerusalem’s contested  Temple Mount holy site.Ten Israelis have been killed in the spate of near-daily attacks since October 1 and dozens have been wounded. Over 60 Palestinians have been killed in the latest round of violence, the majority of them while carrying out stabbing attacks against Israelis. The rest died in clashes with Israeli military forces.There was no immediate confirmation from the ICC that Bensouda was meeting with Abbas.Earlier this year, the Palestinians formally asked the ICC to investigate Israel for alleged war crimes during last summer’s Operation Protective Edge in Gaza, drawing Jerusalem’s ire.Israel lost 66 soldiers and six civilians, and a Thai agricultural worker, in the month-long conflict, while the Palestinian death toll surpassed 2,100, according to Hamas officials in Gaza. Israel said about half of the Gaza dead were gunmen and blamed Hamas for all civilian deaths because it operated against Israel from residential areas, placing Gazans in harm’s way.Bensouda has officially opened a preliminary inquiry into the Palestinian allegations to see whether there is sufficient evidence to proceed to a more formal investigation.To support their case, Palestinian Authority Foreign Minister Riyad al-Maliki handed over two files to the ICC in June as evidence of its allegations.One file dealt with alleged Israeli crimes committed in Gaza during the 50-day war in July and August last year.The other file delved into the situation in the West Bank and East Jerusalem, including “information about the issue of Palestinian prisoners,” the Palestinian mission in The Hague said in June.Abbas has also since called on Bensouda to probe the July firebombing of a Palestinian home blamed on Jewish extremists, in which a toddler and his parents died.Maliki was to accompany Abbas for Friday’s talks, and would address the press afterwards, the Palestinian official told AFP, refusing to be drawn further on the purpose of the visit.Israel, which has not signed up to the ICC, has opposed the Palestinian attempt to trigger a full investigation for war crimes, but Jerusalem has said it will engage with prosecutors.The Palestinian move also angered the United States which denounced it as “counterproductive.”The ICC was set up in 2002 to investigate and try those responsible for genocide, war crimes and crimes against humanity, where national authorities cannot or will not prosecute.
