vatican city-The first day of the Synod was marked by external and internal lobbying which led to “conspiracy” theories. Pope Francis defined them as such a day later, in a surprise statement in the presence of the Synod Fathers. What really happened in the first 24 hours of the Synod, despite Francis’ calls for an evangelical approach guided by faith and his insistence that the discussions between bishops were not to resemble a parliamentary debate?Right from the very first press briefing, some Synod Fathers were said to be calling into question the agreed working method for the assembly. Vatican Insider has learnt that the accusation was in fact far more serious. Essentially, 13  cardinals and bishops participating in the Synod, suggested that the Synod was in some way being “steered” by the General Secretary (and ultimately by the Pope) so make it so that the Synod went down the openness route. Supporters of the conspiracy theory presented two grievances: one was that the theory that the moderators and rapporteurs in the circuli minores, the language-based discussion groups, were designated by the Secretariat, the choices came from high up that is and could steer the debate.  The other grievance was that members of the commission in charge of drafting the concluding document were not elected.It is interesting to note that for weeks, outside the assembly, other clerics and certain media outlets closely linked to them, had been repeating the same old chorus of the Synod being “rigged” in order to put the Church’s “traditional doctrine” on marriage “at risk”. The boldest statement regarding this, came from Cardinal George Pell, who reiterated the contents of an article published by American magazine First Things, signed with the pseudonym Xavier Rynne II. The 13 Synod Fathers who backed the conspiracy theory then appealed to the Pope.The response came on Tuesday 6 October. Cardinal Lorenzo Baldisseri, Secretary General of the Synod, was the main figure who intervened, confirming that moderators and rapporteurs in the circuli minores were apparently elected by the Synod Fathers themselves, just like at last year’s Synod and that they were not imposed from above. Secondly, he pointed out that in previous Synods held under different pontificates, the task of drafting the concluding text traditionally lay with a select group of three to four people from the Synod Secretariat. It was Francis himself who wanted to enlarge this group a year ago, allocating one Synod Father from each continent, raising the number of participants to ten. What happened in October 2014 will happen now.  So last year too there was no vote to allocate the members of this commission responsible for drafting the assembly’s concluding report. Supporters of the conspiracy theory made a mistake, confusing this commission with the committee that has the task of communicating the Synod’s message to the world, a brief text (which has moreover been scrapped this year) that has nothing to do with the much bulkier concluding document which gives an account of all speeches made and is voted on by all Synod Fathers before being delivered in the form of a proposal to the Pope.Essentially, there is no conspiracy at play. After Baldisseri’s clarifying statement, Francis gave a surprise address on Tuesday morning. He was not due to give a speech but it was clear that he wished to respond to the Synod Fathers who had made the conspiracy claims and to their external church and media supporters. Francis used the term “hermeneutics of conspiracy” defining it as “sociologically weak and spiritually unhelpful”. What he meant by this is that this is the complete opposite of the task which the Synod Fathers have been called to perform. It was a call for an end to this mentality which sees plots and conspiracies everywhere. His words attracted applause from the audience.The Pope also clarified that the two official documents of the 2014 Synod are his two addresses and the concluding report. With this statement of his, he probably aimed to reassure those Synod Fathers who considered Cardinal Peter Erdö’s introductory speech as too closed to any potential debate and further reflection on the administration of the sacraments to remarried divorcees: as if last year’s Synod and the distance covered so far had never existed. Francis also clarified that “Catholic doctrine on marriage has not been touched, no one called it into question in this assembly or in the Extraordinary assembly. It has been preserved in its integrity”. He also urged Synod Fathers not to let themselves “be conditioned or limit” themselves, “seeing the question of communion for remarried divorcees as the only problem”.An echo of what happened on the first day of the Synod could be heard at yesterday’s press briefing. The Archbishop of Philadelphia, Charles Chaput, stated: "The Holy Father said that to us yesterday morning, that we should avoid thinking of each other as conspiring against one another but to work for unity among the bishops. I think that's his role in calling us, not just the bishops, but all of us in the Church, to unity and to have trust that God leads the church. At the same time, I've never been at a church meeting where there aren't groups that get together and lobby for a particular direction.”

vatican city-Bishops at the Vatican's worldwide meeting on family life issues are dividing amongst themselves to form lobbying groups in favor of various positions, Philadelphia Archbishop Charles Chaput has said.“I’ve never been at a church meeting where there aren’t groups that get together and lobby for a particular direction - and that’s going on, I assure you,” the archbishop said at a Vatican press conference Wednesday.“ That’s what happens when human beings get together,” said Chaput. “We shouldn’t be scandalized or surprised by that, as long as it’s done open and honestly and not in a way that tries to win than to arrive at the truth.”“We’re not here to win anything, we’re here to arrive at the truth that the Lord, through his Holy Spirit, is guiding the church towards,” he said.The archbishop was speaking about the Synod of Bishops, an Oct. 4-25 meeting called by Pope Francis that has brought some 270 prelates to Rome to discuss issues of family life.While Chaput’s comments widely confirm what was already known about the meeting, they are notable for the way in which they publicly acknowledge that different bishops are actively pushing different viewpoints and trying to convince others to support their views.Among the issues known to be at discussion among the prelates is church practice towards Catholics who divorce and remarry without first obtaining annulments from the church.Anecdotal reports from inside the gathering indicate that the discussions have become quite fierce at times, with some bishops forcefully talking over others or sharply rebutting their arguments.Brisbane, Australia Archbishop Mark Coleridge said in a blog post Wednesday that the discussions had a certain similarity to popcorn.“One of the bishops said to me that listening to a different speech every three minutes was like watching corn pop,” wrote Coleridge. “Stuff was going off in all directions.”Chaput was speaking Wednesday at a briefing alongside Vatican spokesman Jesuit Fr. He was answering a question about reports that Francis had spoken to the entire Synod gathering Tuesday morning, asking them not to give into a sort of “hermeneutic of conspiracy” that views other bishops’ ideas with negative intent.Ulrich, who leads the archdiocese of Lille in northern France, said he heard the pope’s words as an exhortation that “everybody can say and think what he feels, but what we must do is a sort of common work.”“We must work in order to be united,” said the French archbishop.The Synod bishops are meeting Wednesday and Thursday in small discussion groups, divided by language preference. vatican city-Yesterday afternoon, the 270 Synod Fathers attending the Synod in the Vatican, began discussions in language-specific groups, the circuli minores as they are called. Within each group there are bishops from various countries who speak one of five chosen languages (English, Italian, French, Spanish and German).  The debate, which covers issues in the sequence indicated in the working document, the Instrumentum laboris, has not yet touched on specific issues. Nevertheless, cultural differences have emerged with regard to the “language” that should be used to communicate the message of the Church.In the daily press briefing, Mgr. Charles Chaput (rapporteur of one of the groups) said that discussions got off to a “very interesting” start. The Archbishop of Philadelphia, who hosted the recent World Meeting of Families in Philadelphia, along with a number of other Synod Fathers, raised doubts about “how accurate and comprehensive the facts presented” in the working document. The fear is that it may present “western Europe and the northern hemisphere’s” vision of things. The American archbishop gave an example: “language that may be offensive in Europe on in the US may be necessary in Africa or Asia”. African bishops organised a meeting for the early afternoon, before the Synod discussions resume. “We need to give an adequate response” bearing in mind that the Synod is addressing a “very varied” audience. In answer to one specific question, Mgr. Chaput said “only one or two speeches” in the general discussions that have taken place over the past few days in the Synod Hall touched on the homosexuality question. “We did not focus much on this subject which will be dealt with” in due course. While the Instrumentum laboris draws attention to the fact that there are faithful who find it hard to live according to the teachings of the Church, at the World Meeting of Families there were “many young people with children” who like the 99 sheep, “want to live according to the teachings of the Church and who gain a lot from what Jesus and the Church say. Let us encourage those who follow the Church’s teaching on the family so that they do not feel abandoned.” In response to journalists’ questions about the “language of the Church”, Peruvian archbishop Salvador Piñeiro said that “the best language in the circuli minores is the language of love, as pastors we all seek to accompany families”. French bishop Laurent Ulrich (also rapporteur of one of the groups), emphasised that what emerges from the discussions is “a language of encouragement that welcomes families whose values enrich society”.The three Synod Fathers who spoke at the Synod answered a journalist’s question about whether the solution to the cultural differences within the Church could be delegating some form of doctrinal power to national Bishops’ Conferences, as Francis had suggested in the past. According to Mgr. Chaput, “the Church is Catholic because it is universal, it reaches everyone and everyone has the same faith”; there needs to be a “dialogue between the Bishops’ Conference and the Holy See” when it comes to certain questions such as marriages between Catholics and people of other religious faiths but we need to be “careful” not to alter the Church’s Catholicism when dealing with “doctrinal questions”. According to Ulrich, “the Church is united but there are cultural differences within it” and “we cannot detach ourselves from Catholic unity or from the people that have been entrusted to us: we will need to hone our acrobatic skills”. According to Mgr. Piñeiro, the Gospel “must be announced to all peoples and Jesus’ words offer a response to all questions”. As far as the “hermeneutics of conspiracy” is concerned, the Pope “has urged us not to view each other as conspirators but to work in unity instead,” Chaput said in response to another question. In a message on Twitter, Fr. Antonio Spadaro recalled that the Pope has warned against this “hermeneutics of conspiracy”. Lobbying does go on in Church meetings, including at the Synod, but there is nothing scandalous about that. Everyone has the Church in their hearts. And we are not here to win a trophy, we are here to reach that truth which the Lord has established for His Church”.In the morning, the Holy See Press Office published the list of moderators and rapporteurs chosen by each of the 13 circuli minores which have been split into the following languages: Italicus (Italian), Gallicus (French), Anglicus (English), Hibericus (Spanish and Portuguese) and Germanicus (German). The figures elected as moderators in the three Italian-speaking groups are: Cardinals Angelo Bagnasco, President of the Italian Bishops’ Conference and Archbishop of Genova, Francesco Montenegro, Archbishop of Agrigento and Edoardo Menichelli, Archbishop of Ancona. The rapporteurs are: Cardinal Mauro Piacenza, Mgr. Franco Giulio Brambilla and Fr. Manuel Arroba Conde. The moderators chosen for the English-speaking groups are: Cardinals George Pell, Prefect of the Secretariat for the Economy, Vincent Gerard Nichols, Thomas Christopher Collins and Mgr. Eamon Martin. The rapporteurs are: Joseph Kurtz, Mgr. Diarmuid Martin (Archbishop of Dublin), Mgr. Mark Benedict Coleridge and Mgr. Charles Joseph Chaput (Archbishop of Philadelphia). The moderators of the three French-speaking groups are: Cardinals Robert Sarah, Gerard Cyprien Lacroix and Mgr. Maurice Piat. The rapporteurs chosen, are: Mgr. Laurent Ulrich, Mgr. Paul-André Durocher and the Jesuit Francois-Xavier Dumortier. Cardinals Oscar Rodriguez Maradiaga and Francisco Robles Ortega have been chosen as moderators of the two Spanish-speaking groups and José Luis Lacunza Maestrojuan has been appointed rapporteur. Finally, Cardinal Christoph Schönborn has been chosen as the moderator of the German group and the Bishop of Berlin, Heiner Koch, is the group’s rapporteur.“An assembly of 270 fathers plus a hundred or so auditors and experts is one thing; a group in which 30 or so Synod fathers – with some auditors and experts – can share and reflect together on certain points is another. It is a real participatory exercise. Let us not forget that the Synod is really a Synod when participation is encouraged to the max,” Mgr. Bruno Forte, the Synod’s Special Secretary told Vatican Radio, speaking about the new methodology the assembly is adopting. “There is a strong democratic spirit: each group chooses its own moderator who has the task of co-ordinating the discussion and choosing who speaks, when. Each group also chooses its own rapporteur, that is, someone who produces a summary of all the ideas that emerged during the discussions – possibly sharing these with the whole group – and then presents these during the general meetings. The work of the circuli minores is communicated to the whole assembly  and this is very important. The work done in the smaller groups feeds into the collegial work of the Synod assembly as a whole.”

BRUSSELS (AP) — NATO talked tough Thursday about Moscow's expanding military activity in Syria, but the U.S.-led alliance's chief response to the Russian airstrikes and cruise missile attacks was a public pledge to help reinforce the defenses of member nation Turkey if necessary."NATO is able and ready to defend all allies, including Turkey, against any threat," alliance secretary-general Jens Stoltenberg declared at the onset of a meeting of NATO defense ministers.The meeting attended by U.S. Defense Secretary Ash Carter and counterparts from NATO's other 27 countries was overshadowed by concerns about Russia's recent military actions in Syria. On Wednesday, Russian warships fired a volley of cruise missiles in the first combined air-and-ground assault with Syrian government troops since Moscow began its military campaign in the country last week.U.S. officials said Thursday that some of those missiles missed their targets and landed in Iran.Over the weekend, Turkey reported back-to-back violations of its airspace by Russian warplanes. Both the Russian government and state-run Iranian media accused the United States of inaccurate or deliberately deceptive statements.Three U.S. officials said four missiles went off course. The officials were not authorized to discuss the matter publicly and spoke on condition of anonymity.The Russian government said Wednesday it launched 26 cruise missiles, hitting targets in north and northwestern Syrian provinces. It made no mention of any missiles going astray, suggesting that the operation was fully successful. BEIRUT (Reuters) - Syrian troops and allied militia backed by a fresh wave of Russian air strikes and cruise missiles fired from warships attacked rebel forces on Thursday as the government extended an offensive to recapture territory in the west of the country.The assault focused on western areas where rebel advances earlier this year had threatened the coastal region vital to President Bashar al-Assad's support base.The Russian Defence Ministry said it fired missiles from ships in the Caspian Sea for a second day and had hit weapons factories, arms dumps, command centers and training camps.U.S. officials said they believed four Russian cruise missiles bound for Syria had crashed en route in Iran. Russia's Defence Ministry insisted the missiles had reached their targets in Syria.The White House declined to comment and State Department spokesman John Kirby said he could not confirm the missiles had crashed, while adding that the report pointed towards the need for procedures to prevent clashes with U.S. planes targeting Islamic State militants in Syria.Since Russia began air strikes last week it has described all its targets as belonging to the Islamic State group, although most have been in areas controlled by other rebel movements where Islamic State has little or no presence.On Thursday, Moscow said its air force hit 27 Islamic State targets in the provinces of Homs, Hama and Raqqa, while Kirby said Secretary of State John Kerry had expressed his concern to Russian Foreign Minister Sergei Lavrov by telephone that most of the targets hit so far were not related to Islamic State.On the ground, forces loyal to the Syrian government targeted insurgents in the Ghab Plain area in the west of the country, with heavy barrages of surface-to-surface missiles as Russian warplanes bombed from above, according to the British-based Syrian Observatory for Human Rights and a rebel there."There is an attempt by the regime to advance but the situation is under our control," said a fighter in the area from the Ajnad al-Sham insurgent group who uses the name Abu al-Baraa al-Hamawi.Speaking by Internet link, he told Reuters Russian jets had been bombing since dawn, their most ferocious attack on the area so far. Carbon market schemes aim in part to encourage low-carbon investments.China will also make "green finance" a top priority of the Group of 20 when it takes up the G20 chair next year, Yi said."If we don't have international cooperation, we will find that investment in the green sector will be underinvested," Yi said. KINMEN, Taiwan (Reuters) - Soldiers on the tiny Taiwan-held island of Kinmen regularly conduct military drills repelling amphibious attacks by Chinese Communist troops from the mainland, but the problem may soon be free-for-all landings of Chinese shoppers and businessmen.The war games are a reminder that this place is the front line between China and Taiwan where beaches were mined and shots traded up until as recently as the mid-1970s, and that China has not renounced force to ensure it gains control of a territory it considers its own."If China attacks Taiwan, we will be the first to die," said Kinmen bar owner Sam Chen, 29, as he watched recent live-fire drills with fellow residents. "Of course I am worried about war, but I also hope Kinmen can build closer ties with China. It's easier for us young people to make money."There lies the rub. Many in Taiwan, especially a newly politicized youth movement, are angry about perceived economic dominance by China, likening it to an invasion all of its own. But many also see the benefits of closer trade.Rustic Kinmen, with a population of less than 129,000, is a half-hour ferry ride to China, but it takes an hour to fly to major Taiwan cities. Just off its shores, glass-walled high-rises wink seductively from the booming mainland port of Xiamen in one of China's most prosperous provinces.Kinmen is eyeing closer commercial ties with China. WARSAW, Poland (AP) — A Chinese Navy destroyer, a Chinese frigate and a Chinese supply vessel sailed into Poland's navy port of Gdynia on Wednesday on the first such visit ever, marking 66 years of diplomatic ties and aiming to strengthen them even more.Capt. Przemyslaw Plonecki, the spokesman for Poland's 3rd Navy Flotilla, told The Associated Press that the flotilla's command officers paid a visit to the destroyer in an official welcoming ceremony.The Chinese Embassy website said Poland is the vessels' sixth stop on a "worldwide visit." Responding to an invitation from Poland's Navy command, the anti-air force destroyer Jinan 152, the Yiyang 548 frigate and the Qiandaohu 886 will remain in Gdynia until Sunday. Los Angeles (AFP) - One of three Americans who helped thwart a terror attack on a Paris-bound train was stabbed in his home state of California -- apparently after coming to a woman's rescue, authorities said Thursday.Airman Spencer Stone, 23, was stabbed in Sacramento after he got into a fight with a group of men as he was leaving a bar with friends, Ken Bernard, the city's deputy chief of police told reporters.He said police received a call at 12:46 am from a passerby who witnessed the incident.Bernard said officers who arrived at the scene found Stone with multiple stab wounds to his upper torso.He was rushed to a nearby hospital where he was listed in serious condition."He is currently being treated for what appears to be non-life threatening but very significant injuries," Bernard said, adding that two male Asian suspects were being sought in connection with the attack.A source close to the investigation told AFP that Stone was apparently trying to defend a woman being harassed by a group of men outside the bar when he got stabbed.It was unclear if the woman was with Stone."A woman was being harassed and he got involved," said the source, who spoke on condition of anonymity.The source said several of those in Stone's group -- three women and two men including him -- were drunk but it was unclear if he himself was inebriated.Video footage of the incident caught by a nearby surveillance camera and released by US media shows Stone fighting off a group of men who scatter when what appears to be a police car arrives at the scene.A red stain can be seen spreading on Stone's white shirt.- Heroes parade -Bernard said the assault was in no way related to a terrorist act or to the train attack that Stone and two of his friends helped foil while vacationing in France.Just weeks ago, the town of Sacramento staged a "Heroes Parade" in honor of the trio.Stone suffered deep slash wounds as he helped to overpower a heavily-armed gunman, 25-year-old Moroccan Ayoub El Khazzani, on August 21.Armed with a pistol, an assault rifle and 270 rounds of ammunition, Khazzani is accused of seeking to massacre passengers on the Amsterdam-Paris train.Stone was awarded the Legion of Honor, France's highest decoration, along with Army National Guard Specialist Alek Skarlatos and Anthony Sadler, a civilian, for their role in thwarting the attack.The trio were also invited to the White House by President Barack Obama and Stone received a Purple Heart and Airman's Medal from the Pentagon.Stone had only just returned to work at Travis Air Force Base near Sacramento.Skarlatos also had a near miss last week.The 22-year-old had been due to attend the college in Oregon where a gunman went on a rampage, killing nine people.The only reason he was not at Umpqua Community College in Roseburg, he says, was the attention he has been getting since the train attack.Instead, he was in Los Angeles rehearsing for this season's "Dancing With the Stars," in which he has been invited to compete, when he heard of the shooting and rushed back to Roseburg where he is assigned to an infantry unit."If I didn't get called for 'Dancing' I would have been on campus," Skarlatos said."I mean, it's just absolutely insane to be in a situation like this, especially in my town, Roseburg," he said.Skarlatos put out a message of support on Thursday in a Tweet that read: "Everybody send prayers out to the Stone family today."
