Death toll in Saudi haj disaster at least 2,070: Reuters tally-Reuters-oct 29,15-yahoonews

DUBAI (Reuters) - The deadly crush that occurred at the haj near Mecca last month killed at least 2,070 people, nearly triple the number accounted for in a death toll maintained by Saudi authorities, a Reuters tally indicated on Thursday.Saudi Arabia has come under heavy criticism for its handling of the disaster. Safety during the pilgrimage is a politically sensitive issue for the kingdom's ruling Al Saud dynasty, which presents itself as the guardian of Islam and custodian of its holiest sites in Mecca and Medina. The figure, based on information provided by the state and religious authorities and local media reports in the home countries of the victims, would make it the worst such catastrophe to befall the annual pilgrimage since 1,400 people were crushed to death in a tunnel in 1990.Saudi officials have stood by their official counts of 769 dead and 934 injured, which have not been updated since two days after the crush. The healthy ministry has said any discrepancies in death tolls may stem from countries counting pilgrims who had died of natural causes. The disaster triggered heavy criticism by arch-foe Iran, which lost the most pilgrims in the crush, but also from other Muslim countries which rarely, if ever, voice disapproval of the powerful and wealthy Saudi Arabia. Anger was stoked by early Saudi comments that appeared to lay the blame on the pilgrims themselves. In the wake of the crush, Saudi King Salman ordered an investigation into its causes. No date has been set to announce any results. Critics of the Saudi government challenge the independence of the probe.Asked about the death toll compiled by Reuters, a Saudi health ministry spokesman said a high-level committee was running an investigation."All details related to this matter will soon be released following the completion of this committee's investigation," he said by email. Some, including Iran, have suggested that the disaster may have been caused by authorities halting crowds to make way for a VIP, a charge Saudi officials strongly deny.Iran reported 465 dead in the Mina crush. Other countries with large tolls included Indonesia with 127, India with 116 and Pakistan with 99.(Graphic: http://link.reuters.com/vat85w)(Compiled from reporting by Reuters bureaus across Africa, Asia and the Middle East; Editing by Raissa Kasolowsky)

U.S. Navy scrambled jets after Russian planes approached carrier: official-Reuters-oct 29,15-yahoonews

WASHINGTON (Reuters) - A U.S. Navy aircraft carrier scrambled four F-18 jets on Tuesday after two Russian anti-submarine aircraft flew within a nautical mile of the warship, a Navy official said on Thursday.News media reports said the incident occurred in international waters east of the Korean peninsula.A U.S. Navy official said two Russian TU-142 "Bear" aircraft flew within a nautical mile of the Reagan, prompting it to launch four F-18 fighter jets to escort the planes away from the ship. The TU-145 Bear is a long-range anti-submarine warfare plane and a variant of the Tu-95 Bear strategic bomber. The Navy official, speaking on condition of anonymity, said the pilots from both sides behaved professionally and the Tu-145s moved away from the U.S. carrier.Media accounts quoted Navy officials as saying the incident was not unprecedented.(Reporting by Phil Stewart; Writing by David Alexander; Editing by Mohammad Zargham)

U.S. aims to see if Iran, Russia ready to dump Syria's Assad-Reuters By Matt Spetalnick and Francois Murphy-oct 29,15-yahoonews

VIENNA (Reuters) - The United States said on Thursday it hoped a new round of international talks on Syria's civil war would clarify whether Tehran and Moscow could eventually accept a new leadership in Damascus, a senior U.S. official said on Thursday.More than a dozen powers were headed to Vienna for a fresh effort on Thursday and Friday to end Syria's four-year civil war in which the United States and its Western and Gulf allies are at odds with Russia and its regional supporters, including Iran. The comments from State Department counselor Tom Shannon, who has been tapped to become the third-ranking U.S. diplomat, were the most specific so far on U.S. goals for the meetings. Hopes for success at the talks, which bring regional rivals Iran and Saudi Arabia face to face, are low, Western officials said.U.S. Secretary of State John Kerry was due later on Thursday to meet Iranian Foreign Minister Mohammad Javad Zarif, who is attending high-level talks on Syria for the first time, U.S. officials said.Zarif told reporters upon arrival in Vienna that he would only discuss the July nuclear deal with Kerry. He added that no solution to the Syria crisis was possible without Iran."Those who tried to resolve the Syrian crisis have come to the conclusion that without Iran being present, there is no way to reach a reasonable solution to the crisis," Zarif said.Kerry said on Wednesday that Washington was stepping up its diplomacy to end the Syrian conflict, even as it increases support for moderate rebels fighting Islamic State militants.Speaking in Washington, Shannon said Kerry aimed to test whether Russia and Iran were willing to reverse course and push Syrian President Bashar al-Assad to leave power and to gauge the two countries' commitment to fighting Islamic State. Shannon told lawmakers Kerry wanted to assess "the extent to which they are prepared to work broadly with the international community to convince Mr. Assad that during a political transition process he will have to go".A senior U.S. official in Vienna, speaking to Reuters on condition of anonymity, said: "(It is) significant that Iran is here, but until we meet and hear their views, hard to say whether we can find common ground."At least a quarter of a million people have been killed in the Syrian war, the United Nations says.-LOW EXPECTATIONS-Kerry was also scheduled to meet Russian Foreign Minister Sergei Lavrov and the foreign ministers of Turkey and Saudi Arabia later on Thursday, a U.S. official said.Lavrov is also expected to meet with Zarif and other foreign ministers. Ministers from Jordan, Egypt, Britain, France and Germany are among those attending the talks. The talks in Vienna will be the first time Iran and Saudi Arabia, regional arch rivals who have been deeply critical of each other's role in the crisis, have met across the table since the conflict erupted in Syria in March 2011.Tehran, like Moscow, is a staunch backer of Assad, whom Saudi Arabia, Turkey and their Western and Gulf allies oppose.Iran has shown no signs it is ready to dump Assad. A senior Iranian official told Reuters there was no candidate to replace Assad and the priority was to help him defeat Islamic State militants, who have seized large swathes of Syria and neighboring Iraq."We have been helping Syria on this matter and will continue to do so as long as it is needed by the government," he said. One senior Western diplomat said just keeping the players at the conference table and avoiding a collapse of the talks would represent modest success."I wouldn't expect too much," a senior Western diplomat said. "But the Americans are putting a lot of diplomacy into this and Kerry is his usual sort of upbeat self."Diplomats said a possible outcome of the Vienna talks was a plan for pushing the Syria negotiations forward.Divisions between Moscow and the West over Syria have deepened since Russia began bombing opposition fighters last month.Neither Syria's main political opposition body, which has objected to Iran's participation, nor representatives of the armed opposition were invited to the meeting. Assad's government has yet to comment on the talks.Russia has called for elections in Syria, though Assad has said that fighting "terrorism" must take priority. Assad's government describes all groups opposing him as terrorists.(Additional reporting by Parisa Hafezi in Vienna, Michelle Nichols in New York, Sam Wilkin in Dubai and Arshad Mohammed in Washington; writing by Louis Charbonneau; Editing by Richard Balmforth and Gareth Jones)

Rockets land near Baghdad airport, no initial reports of casualties-Reuters-oct 29,15-yahoonews

BAGHDAD (Reuters) - Around 15 rockets landed on Thursday near a camp next to Baghdad International Airport holding members of an exiled Iranian opposition group, an Iraqi military spokesman said.It was not immediately clear whether the People's Mujahideen Organisation of Iran (PMOI), based in Iraq since the Iran-Iraq war of the 1980s, was the target of the attacks. There were no immediate reports of casualties from the rockets, which had been fired from the Bakriya neighbourhood, about 6 km (4 miles) northeast of the airport, joint operations command spokesman Brigadier General Yahya Rasool said.Police sources said six Katyusha rockets had landed inside the perimeter of the airport without causing damage, while six others landed on the PMOI camp inside Camp Liberty, a former U.S. military base. The sources said the rockets were fired from an area west of the airport. One of the sources, based at the airport, said flights had been suspended as a precautionary measure, but state television quoted a source as saying air traffic had not been interrupted.PMOI, also known by its Farsi name Mujahideen-e-Khalq Organisation (MKO), sided with Saddam Hussein during Iran's war with Iraq in the 1980s but fell out of favour with Baghdad after he was toppled by a U.S.-led invasion in 2003.The remaining Iranian dissidents, who seek the overthrow of Iran's clerical leaders, were moved to Camp Liberty in 2012.(Reporting by Baghdad bureau; Writing by Stephen Kalin; Editing by Michael Georgy and Gareth Jones)

Vatican marks historic end to official anti-Semitism-AFP By Ella Ide-October 28, 2015 11:52 AM-YAHOONEWS

Vatican City (AFP) - The Catholic Church on Wednesday marked the 50th anniversary of a landmark declaration by which it ended centuries of officially condoned anti-Semitism and urged bridge-building with all other faiths. The document "Nostra Aetate" (Latin for "In Our Time") most significantly repudiated the charge that all Jews should be held responsible for the death of Jesus.Adopted on October 28, 1965 by Pope Paul VI at the end of the ground-breaking Second Vatican Council, the declaration was credited with revolutionising Catholic relations with Judaism."The Jews should not be presented as rejected or accursed by God," the document said, insisting that Christians should decry "hatred, persecutions, displays of anti- Semitism directed against Jews at any time and by anyone".Pope Francis led a special audience to mark the date, stressing the document's significance for all interfaith relations."Mutual respect is a condition of interreligious dialogue and at the same time its goal: respecting another's right to life, to physical integrity, to fundamental freedoms -- freedom of conscience, of thought, of expression and religion," Francis said."The world looks to us believers, it urges us to collaborate with each other" on finding "effective answers to issues" such as "peace, hunger, the poverty which afflicts millions of people (and) the environmental crisis".- 'Nothing short of a miracle' -Critics said "Nostra Aetate" did not go far enough to apologise for Christian persecution of Jews as so-called "Christ slayers" -- a label that had fuelled anti-Semitism in Europe. But experts say it did a great deal to expunge the "blood curse", so-called because of a passage in the Bible in which Jews are portrayed despairing that Jesus's "blood is on us and on our children"."What has happened since 'Nostra Aetate' is nothing short of a miracle," Ronald Lauder, the president of the World Jewish Congress, said at a press conference in Rome, adding that 150 Jewish leaders had attended the papal audience."Relations between Catholics and Jews on many levels, not just the highest, are now better than ever."The document, adopted by cardinals and bishops around the world, also reached out to Hindus, Buddhists and Muslims. The "mutual awareness, respect and esteem" on which the improved Christian-Jewish relations are founded "are worth just as much for relations with other religions. I think in particular for Muslims," Francis said.Interfaith expert Maureen Fiedler, writing for the National Catholic Reporter, said that the wider significance of "Nostra Aetate" was that it shows "common Church teaching CAN be changed".She said it would raise the question within the Church of "why not (change) other teachings that are harmful to groups of people", just days after the closure of a council that stumbled over issues such as divorced people and homosexuals.- 'Sources of hope' -Pope Francis moved quickly after his election in 2013 to make overtures to Jews and Muslims, inviting two old friends from Buenos Aires -- a rabbi and a Muslim professor -- on a trip to the Middle East where he condemned religious hatred. He was not the first pontiff to do so: John Paul II set up a series of interreligious meetings from 1986, which were taken up by his successor Benedict XVI, and saw atheists join the roundtable too.All three -- John Paul II, Benedict and Francis -- have prayed with imams in mosques. But the Catholic Church has found it harder to bridge differences with Islam than with Judaism. Benedict XVI angered the Muslim world with a speech in 2006 in which he appeared to endorse the view that Islam is inherently violent, sparking deadly protests in several countries as well as attacks on Christians. Since then the Vatican's pontifical council for interreligious dialogue has been working overtime to mend fences with moderate Islam -- a task made no easier by the rise of the Islamic State group in Iraq and Syria.Francis's suggestion at the end of last year that Muslims were not doing enough to counter terrorism was feared to have increased tensions between the West and Islam, though supporters said he was right to speak out."Violence and terrorism have bred an attitude of suspicion or even condemnation of religions," he said on Wednesday."In fact, although no religion is immune from the risk of fundamentalist or extremist deviations in individuals or groups, we need to look at the positive values that they live by and offer, and which are sources of hope," he said.

U.S., Chinese navies agree to maintain dialogue to avoid clashes-Reuters By Megha Rajagopalan and Andrea Shalal-oct 29,15-yahoonews

BEIJING/WASHINGTON (Reuters) - The Chinese and U.S. navies held high-level talks on Thursday after a U.S. warship challenged China's territorial assertions in the South China Sea, and a U.S. official said both sides agreed to maintain dialogue and follow protocols to avoid clashes. After the talks between U.S. chief of naval operations Admiral John Richardson and his Chinese counterpart, Admiral Wu Shengli, scheduled port visits by U.S. and Chinese ships and planned visits to China by senior U.S. Navy officers remained on track, the official said."None of that is in jeopardy. Nothing has been cancelled," said the official. Both officers also agreed on the need to stick to protocols established under the Code for Unplanned Encounters at Sea."They agreed that it's very important that both side continue to use the protocols under the CUES agreement when they're operating close to keep the chances for misunderstanding and any kind of provocation from occurring," said the official. The talks, by video teleconference, were called to calm tensions after Beijing rebuked Washington for sending a guided-missile destroyer within 12 nautical miles of one of China's man-made islands in the South China Sea's Spratly archipelago on Tuesday.A U.S. Navy spokesman underscored Washington's position that U.S. freedom of navigation operations were meant to "protect the rights, freedoms, and lawful uses of the sea and airspace guaranteed to all nations under international law."There was no immediate comment from China on the talks, which the U.S. official said lasted more than an hour. A spokesman for China's Ministry of Defense said earlier that Wu would present Beijing's "solemn position on the U.S. vessel's entry without permission" into waters in the South China Sea."We would urge the U.S. side not to continue down the wrong path," Defence Ministry spokesman Yang Yujun said. "But if they do, we will take all necessary measures in accordance with the need."China suffered a setback on Thursday in its broad territorial claims in the South China Sea when an arbitration court in The Hague said it had jurisdiction to hear some territorial claims the Philippines filed against China. The Hague-based tribunal said additional hearings would be held to decide the merits of the Philippines' arguments. China has not participated in the proceedings and does not recognise the court's authority in the case.-MOST SIGNIFICANT U.S. CHALLENGE-The U.S. patrol on Tuesday was the most significant U.S. challenge yet to territorial limits China claims around its artificial islands in one of the world's busiest sea lanes. But plans by U.S. Pacific Command commander Admiral Harry Harris and Admiral Scott Swift, commander of the U.S. Pacific Fleet, to visit China also remain on track, as do reciprocal port visits by several U.S. ships in China in November and December, the U.S. official said.A U.S. official said Harris, who has been highly critical of China's island building in the Spratlys, would visit Beijing next week and Swift later in the year. Richardson and Wu also agreed to speak again via video teleconference later this year, the first official said.Next week, Chinese President Xi Jinping will visit Vietnam, another vocal claimant in the South China Sea, and Singapore, while Chinese Defence Minister Chang Wanquan will attend a meeting of Southeast Asian defence ministers in Malaysia that U.S. Defense Secretary Ash Carter is also expected to attend. Analysts said that even though both sides were still talking, it was hard to see either backing down."Neither the U.S. nor China desires a military conflict, but the key problem is that the core interests of both sides collide in the South China Sea," said Ni Lexiong, a naval expert at the Shanghai University of Political Science and Law.Chinese state media said on Thursday a "guided-missile destroyer flotilla" under the navy's South China Sea Fleet carried out a "realistic confrontation training exercise" involving anti-aircraft firing and firing at shore at night.A state-owned news website carried photos from the drills, saying they took place recently in the South China Sea. One picture showed three warships sailing in a row.Despite criticism of China's action in the South China Sea, foreign navies from the United States to Europe have continued to try to build ties with their Chinese counterparts.A French frigate docked at China's main South China Sea base of Zhanjiang in the southern province of Guangdong on Wednesday on a four-day visit. It will participate in a maritime exercise about accidental encounters at sea.Two Australian warships will also hold exercises with the Chinese navy in the South China Sea next week, Australian Defence Minister Marise Payne said on Thursday.Australia, a key U.S. ally in the region, expressed its strong support for freedom of navigation this week, while stopping short of welcoming the USS Lassen's patrol.(Reporting by Andrea Shalal and David Brunnstrom in Washington, John Ruwitch in Shanghai, Megha Rajagopalan and Ben Blanchard in Beijing, Lincoln Feast in Sydney and Anthony Deutsch in Amsterdam; Editing by Dean Yates, Robert Birsel and Andrew Hay)

America's next superbomber to be shrouded in secret for years-[AFP]-Thomas Watkins-October 28, 2015-YAHOONEWS

Washington (AFP) - Almost every aspect of America's newest bomber is top secret, but experts predict the warplane will be very "stealthy," packed with sensors -- and able to deliver nuclear payloads anywhere. The Pentagon this week announced Northrop Grumman as the winner of the much-anticipated contest to build the Long Range Strike Bomber, or LRSB, in a decades-long program that will likely end up costing in excess of $100 billion. The Air Force wants 100 of the warplanes, which will replace America's increasingly antique B-52s -- originally designed in the 1950s -- and its B-1 bombers that first saw action in the 1980s.But what will the future symbol of American military might actually look like? Right now -- and for years to come -- the plane's outward appearance, and inner workings, are intended to remain classified.Based on the world's changing security environment, especially new cyberthreats, experts envision an extremely high-tech plane that can penetrate enemy territory without registering on radar."It would carry on-board electronic attack equipment to supplement its stealth," Loren Thompson, an expert at the Lexington Institute think tank, told AFP."It must be stealthy in all parts of the electromagnetic spectrum. It has to have electronic, on-board jamming equipment that would add to its stealth by preventing enemy sensors from working."- Emphasis on stealth -This emphasis on stealth was likely a factor in Northrop Grumman's successful bid. The firm, which beat out a team comprised of aerospace giants Boeing and Lockheed Martin, has crucial experience in the secretive technology. The Virginia-based company built America's fleet of B-2 stealth bombers, which are virtually invisible to radar and have an unmistakable, flying-wing design that looks like something Batman might fly.Making an airplane stealthy is incredibly complex, with every exterior component tailored to hide tell-tale signs a radar could spot.Countries such as Russia and China have invested heavily in missile systems and ultra-modern radar to try to counter the threat of any approaching enemy.Experts say the new bomber is likely already well advanced in its development, but don't expect to see it deployed before the mid-2020s. That means the Pentagon has no immediate plans to mothball its hulking B-52 bombers. Each new plane is expected to cost $564 million. But the overall price tag for the program will be higher once development costs are included.- Future upgrades -The Air Force wants to avoid the embarrassing cost overruns that have beset other plane programs, such as the F-35 fighter jet; its price tag has ballooned to $400 billion. One way to do this is to make the plane upgradable while avoiding needless design meddling."As the program progresses, new threats will be identified, new technologies will emerge, and the temptation to change the program's requirements will be great," Center for Strategic and International Studies experts Todd Harrison and Andrew Hunter wrote in a paper."The Air Force must resist these temptations if it wants to keep to its cost target," they added, noting the Air Force should bump major changes to a future version or batch of the aircraft. The bomber will be "dual-capable," meaning it can carry both conventional and nuclear weapons." We're designing the platform to be adaptable," the Air Force's chief of staff General Mark Welsh said."This open architecture will help ensure competition throughout the life cycle of the program, and make it easier to modify the platform as technology advances and the threats evolve," he added.Aviation analyst Richard Aboulafia said that in addition to stealth capabilities, the LRSB will also be able to mask its electronic signals, and will be packed with powerful jammers to stop enemies from targeting the plane. It probably won't fly at supersonic speeds, because doing so would burn up too much fuel and reduce its range, while also making it easier to spot. The plane's range is secret. But Air Force Secretary Deborah Lee James said the LRSB would give America "the capability to launch from the continental United States air strikes that would be able to strike any location in the world."

Kuala Lumpur (AFP) - Persistent rains have cleared the air across vast stretches of Southeast Asia that have choked for weeks on hazardous smoke from Indonesian fires, with officials expressing hope Thursday the crisis could soon end.Parts of Indonesia, Malaysia, and Singapore enjoyed the cleanest air in two months, while affected areas of the Philippines and Thailand also gained a respite from pollution that has sickened hundreds of thousands, disrupted air travel and fuelled anger at Jakarta."We can see clouds again!" Singapore Defence Minister Ng Eng Hen gushed in a Facebook posting that include a picture of now-unfamiliar blue skies taken from his office."I am sure that all of us in Singapore woke up this morning and felt so good that we had clear blue skies again."Malaysia's top weather forecaster declared the region's rainy season -- crucial to putting out the annual outbreak of smoke-belching Indonesian forest and agricultural fires -- had begun."We should have blue skies and no more haze," Che Gayah Ismail, director-general of the country's Meteorological Department, told AFP, adding that any further smoke would be blown away from the region. The fires and resulting region-wide pollution occur to varying degrees each year during the dry season as vast Indonesian plantation lands are illegally cleared by burning.- Rains 'welcomed with joy' -Experts had warned that this year's outbreak was on track to become the worst yet due to bone-dry conditions caused by the El Nino phenomenon, which alters weather patterns across the Pacific basin.Fears had grown that the rainy season could be delayed for months, prolonging the health and environmental disaster.Indonesian authorities say 19 people have died either fighting the fires or due to the smoke, and that half a million Indonesians are suffering from respiratory illness.Indonesian officials are yet to declare that the corner had been turned in the battle against the haze. But its disaster agency spokesman Sutopo Purwo Nugroho said recent rainfall on the huge islands of Sumatra and Borneo -- where hundreds of fires have smouldered since July -- has dramatically reduced the smoke, and that more precipitation was expected.Affected communities "welcomed this with joy and said grace after two months of being held captive to haze", Sutopo said in a statement. The rains there included both natural and artificially induced showers from cloud-seeding, he added. The semi-annual crisis brings recurring pressure on Indonesia, which has failed over the years to rein in the planters accused of starting the fires.Jakarta agreed earlier this month to accept international help after failing for weeks to douse the blazes, and has employed dozens of planes and thousands of personnel on the ground in a fire-fighting campaign.Residents of Palangkaraya, an Indonesian city on Borneo where the intense fires have created eerie yellow skies and unbreathable air, expressed relief at seeing patches of blue up above for the first time.Schools that were closed for health reasons have begun reopening, and children in uniforms were seen riding bikes without masks.- 'Finally I can breathe' -"Finally I can breathe normally," said Suratmini, 34, a Palangkaraya resident who like many Indonesians goes by one name."It's good for the children as well because they can go to school." Environment ministers from the 10-country Association of Southeast Asian Nations (ASEAN) met Wednesday and Thursday about the issue in Hanoi."The ministers expressed concern over the unpreceden ted severity and geographical spread of the recent smoke haze affecting various ASEAN countries," a statement afterward said, but no new measures were announced. But Environment Minister Masagos Zulkifli of Singapore, which has been particularly critical of Indonesia, said Jakarta must do more to punish plantation firms in order to prevent the problem recurring. He issued a statement calling on Indonesia to release more information on companies suspected in the blazes and the enforcement actions it was taking."We need to prevent these companies from starting fires, mismanaging land, and causing harm to people in the region," he said.Singapore last month launched legal action that could lead to massive fines against Indonesian companies. The US-based World Resources Institute has said that at their peak the fires were spewing more greenhouse gases into the atmosphere each day than the United States, the world's second-largest emitter of the gases blamed for global warming.

FAMINE

EZEKIEL 5:16
16  When I shall send upon them the evil arrows of famine, which shall be for their destruction, and which I will send to destroy you: and I will increase the famine upon you, and will break your staff of bread:

REVELATION 6:5-6
5 And when he had opened the third seal, I heard the third beast say, Come and see. And I beheld, and lo a black horse; and he that sat on him had a pair of balances in his hand.
6 And I heard a voice in the midst of the four beasts say, A measure of wheat for a penny, and three measures of barley for a penny; and see thou hurt not the oil and the wine.(A DAYS WAGES FOR A LOAF OF BREAD)

MATTHEW 24:7-8
7 For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places.

Beyond haze, El Nino drought poses poverty challenge for Indonesia-Reuters By Nicholas Owen-OCT 29,15-YAHOONEWS

KARANG JATI, Indonesia (Reuters) - On a dry and dusty sports field in central Java, Indonesian men dressed as traditional warriors take turns to battle with wooden staves, while village women crowd around, chanting: "All farmers let us pray that rain comes and washes our sorrow away."As in many parts of Java, Indonesia's main rice-growing island, seasonal rains are late coming to Karang Jati. A drought caused by the El Nino weather pattern, which scientists say could be the worst on record, means fields are fallow weeks after they would normally be sown. So the villagers have turned to a rain-making ritual to hasten the planting season.Crop failures caused by an El Nino drought presage more pain for Southeast Asia's largest economy, which is already growing at its slowest pace in six years, by squeezing incomes, fanning inflation and pushing more people into poverty. All this piles pressure on Joko Widodo, Indonesia's first president from humble origins, on top of the haze crisis caused by slash-and-burn forest clearances, who made poverty reduction a priority but has seen it swell across this archipelago of 250 million people since he took office a year ago.The number of people officially classed as poor actually rose in the first six months of his presidency to 28.6 million in March from 27.7 million in September 2014.Twenty of Indonesia's 34 provinces are currently stricken by severe drought, according to the meteorology agency. The World Bank says that if there is a severe El Nino this year, rice production will fall by 2.1 million tonnes, or 2.9 percent, and rice prices will rise by 10.2 percent. That price rise will hit the poor hardest because they spend more of their income on food than the well off."Reduced agricultural incomes and higher prices could be devastating for poor households," the Bank said in a report, adding that rice imports may be needed if El Nino intensifies.-"NO RAIN, NO MONEY"-Widodo has provided more funds for cash transfers and social schemes, but so far has refused to sanction rice imports, keen that Indonesia should be self-sufficient in food."We are not talking about imports," Finance Minister Bambang Brodjonegoro told Reuters in a recent interview. "We are trying to make sure the domestic stocks are available and accessible."Other countries at risk of an El Nino drought, such as the Philippines, have taken advantage of low global rice prices to boost stocks with foreign imports.Such measures at least cap inflation if crops fail, though they mostly benefit people in towns who consume rice, rather than the farmers who produce it - all they can do is pray for the weather to change."Our paddy fields depend on rainwater, so if there is no rain we suffer," said Darijan, a 60-year-old farmer in central Java who has started selling his soil to brick-makers to make ends meet.Agriculture accounts for nearly 14 percent of Indonesia's gross domestic product, the highest among Southeast Asia's five main economies. One-third of the labour force works in farming, and more than half of poor households live off the land."What is very important ... to the poverty numbers is rice production and rice prices," Steven Tabor, the Asian Development Bank's head in Indonesia, told a recent conference. "And the beginnings of El Nino seem to suggest that we may be in for rising poverty towards the end of the year."As the drought drags on, Karang Jati's farmers such as 70-year-old Rohadi Rustam are anxious."If there's no rain, we have no money," he said, sitting by his sun-cracked fields. "That's how we farmers live."(Additional reporting by Heru Asprihanto, Quincy de Neve and Arzia Tivany Wargadiredja in JAKARTA; Editing by John Chalmers and Simon Cameron-Moore)
