Oct, 15:55-One European Commission vice-president and two other commissioners are running for executive functions in the centre-right European People's Party (EPP).Jyrki Katainen, the Commission vice-president for growth and investment, is expected to become vice president of the EPP at the party's congress in Madrid later this week. 
Enlargement commissioner Johannes Hahn, who is already vice-president, is running again. Social affairs commissioner Marianne Thyssen should also be elected.There are twelve candidates for ten seats next to party president, Joseph Daul, who is poised to be reelected this week.The election will strengthen the links between the leadership of the EPP, which is the main party in the European Parliament, and the EU executive, which, under the presidency of Jean-Claude Juncker, is said to be "more political".Fourteen of the current 28 commissioners are EPP members, including president Juncker, who is part of the EPP executive body.The EPP is also the party of EU Council president Donald Tusk and ten EU leaders including Germany's Angela Merkel, Spain's Mariano Rajoy and Hungary's Viktor Orban.The links between EPP members of the Commission and the party were highlighted earlier this month when the Commission delayed the publication of its assessment of Spain's budget after socialist commissioner Pierre Moscovici said the budget was non-compliant with EU rules."The EPP must have a strong voice in designing the future European economy as well as society," Katainen wrote to EUobserver. While Thyssen said that from her current position as EU commissioner for employment, social affairs, skills and labour mobility,she would try to help shape the EPP's clear social ambitions," Hahn said he was running again to help "uphold our common values and interests [because they are] vital to the success of EU foreign policy."Other candidates for vice-presidency include former Commission vice-president Antonio Tajani, MEP Jacek Saryusz-Wolski, who is running again, and David McAllistair, who led Merkel's CDU list for last year's EU elections in Germany.At the Madrid congress, the EPP will adopt the positions its members will follow in the member states, at the European Parliament and in the Commission."There cannot be a stronger EU foreign and security policy, or an EU resilient to populist and authoritarian temptations from within, without social stability, a more dynamic, competitive, more prosperous and therefore stronger Union," the EPP will say in a declaration seen by EUobserver.The EPP will advocate a "stronger Eurozone governance, the completion and full realisation of the Single Market, Energy Union, and the digital single market" .It will also call for the conclusion of TTIP, the free-trade agreement currently being negotiated with the US, and which, the EPP says, is "a precondition for improving our security and better promoting our values".Regarding the migrant crisis, the EPP will call for "a true system of responsibility sharing [which works] to the benefit of all member states confronted with a disproportionate share of applicants for international protection" as well as "a more efficient border-control policy".The declaration also says that the EU should go towards "the creation of a common EU army"."The defense and security policy is not taboo anymore in the EPP," the party's president Joseph Daul told a group of reporters last week.Because of the current migrant crisis and security challenges, he said, "we'll move forward to an EU army much faster than expected".
In Madrid, the EPP will also launch a working group on the future of Europe, chaired by former EU Council president Herman Van Rompuy, and Elmar Brok, chairman of the EU Parliament foreign affairs committee.

Ombudsman raps EU institutions on Catalonia By Helena Spongenberg-oct 20,15-euobserver

Barcelona, Today, 08:49-The EU has no procedure for how to deal with a region breaking away from a member state, the EU Ombudsman has said, despite the European Commission usually stating that a breakaway region would have to apply for EU membership.While hopes of independence have been raised in Catalonia and Scotland over the last few years, with some nationalists eager to leave Spain and the United Kingdom respectively, most still want to stay within the European Union.When asked about what will happen if a region wants to secede from a member state, the European Commission has, on several occasions, referred to an answer given by former Commission president Romano Prodi in 2004, and the answer appears to have become the Commission line."If a part of a member state ceases to be a part of that state, it will become a third country and may apply to become a member of the EU," Commission spokesman Margaritis Schinas reiterated on 17 September.However, last week, in a letter to five Catalan MEPs, which has been seen by EUobserver, the Ombudsman states that "the treaties of the European Union do not foresee any procedure for a potential secession of part of the territory of a member state."Not the official position'-"Therefore, any declaration made by members of the EU institutions in relation to the consequences of a potential declaration of independence by Catalonia would be reflecting their personal view and not the official position of the institution," the letter says."The Ombudsman did not issue an opinion about what the EU institutions have been officially saying to date on this matter", the Ombudsman office clarified Monday (19 October) in an email to this website."We referred to a complaint the Ombudsman had received about verbal statements made by an EU official," the office wrote.The European Commission did not want to comment on a letter that was not addressed to it.The MEPs, Ramon Tremosa, Francesc Gambus, Ernest Maragall, Josep-Maria Terricabras and Ernest Urtasun, requested earlier this month a meeting with the European Ombudsman to ask, among other things, about an answer given by European Commission president Jean-Claude Juncker, which appeared on the Parliament website in two different versions.The MEPs, all from Catalonia, belong to the center-right EPP, the liberal ALDE and the Greens/European Free Alliance (autonomists and separatists) groups in the European Parliament."We would like to personally express our concern about the recent distortion of a written answer by the European Commission about Catalonia," the MEP's letter said. BRUSSELS, Today, 09:29-Cyprus said on Monday (19 October) that it will continue to oppose restarting Turkey’s stalled accession negotiations to join the European Union because Ankara has not done enough to reunite the divided island.Cypriot president Nicos Anastasiades said the obstacles still remain that were there in the first place, and there is nothing to compel Cyprus to agree to reopen membership negotiations on chapters that deal with justice and security, as well as wit the judiciary and fundamental rights, AP reports. German chancellor Angela Merkel on a visit to Turkey on Sunday said her government is backing to restart entry talks with Turkey on the economy and monetary policy chapters.The German leader agreed to help accelerate accession talks with Turkey as it seeks Ankara's help with the huge influx of migrants and refugees into Europe, particularly Germany.The restart for negotiations would require consent from all EU members.And Cypriot political leaders were not impressed.Cyprus has blocked six of 35 EU-Turkey negotiation chapters since 2009 because of Ankara's refusal to recognise it and to allow Cypriot ships and airplanes to use its ports and airports.Cypriot foreign minister Ioannis Kasoulides told the Cyprus News Agency on Monday that Cyprus is sticking to its line as long as Ankara doesn't live up to its obligations. However, Cyprus' permanent representative to the EU, Kornelios Korneliou, on Monday told Cyprus state radio that his country could agree to EU talks with Turkey on the economy and monetary policy chapter.Turkey doesn't recognise Cyprus as a state and is the only country to recognise a Turkish Cypriot declaration of independence. It also maintains a 35,000 strong military force in the north of the island.Cyprus has been divided since 1974 when Turkey invaded after a Greek junta-backed coup aimed to unite the island with Greece.Peace talks between are expected to pick up next month, as Greek Cypriot President Nicos Anastasiades and Turkish Cypriot leader Mustafa Akinci will try to hammer out sensitive issues, like lost property during the war.Turkish president Recep Tayyip Erdogan for his part said on Saturday that a solution was needed to end the division of Cyprus and guarantee the stability of the eastern Mediterranean. While opening a water pipeline connecting the north of Cyprus with Turkey, he said: "Let's hope that the waters of (Turkey) lead to an environment where unity takes root and lives forever."Cypriot president Anastasiades said he would discuss the matter with Merkel at a European People's Party (EPP) congress in Madrid later in the week.

SEOUL (Reuters) - Japan's defense chief on Tuesday sought to ease South Korea's concerns about Tokyo's shift to allow its military to fight overseas, saying it won't do anything to contravene international law.Japanese Defense Minister Gen Nakatani met his South Korean counterpart, Han Min-koo, amid a diplomatic push by South Korea, Japan and China to resume a three-way summit, with a meeting possibly as early as next month in Seoul after a more than three-year break."Minister Nakatani explained Japan's security legislation and the fact that when the Self Defense Force operates in other countries' territories, the relevant countries' approval will be sought under international law," a joint statement said.South Korea has expressed concern about Japan's move to allow its troops to fight overseas in a shift away from the limits placed by its pacifist constitution drawn up after the war, saying Japanese forces will not be allowed on to the Korean peninsula without its agreement.The legacy of World War two still haunts Japan's relations with China and South Korea, which suffered under Japan's sometimes brutal occupation and colonial rule before Tokyo's defeat in 1945.Japan's new security law, passed last month by parliament, has triggered protests from ordinary Japanese and others who say it violates the constitution and could ensnare Japan in U.S.-led conflicts. Focus-Silk Road: China's project could transform Eurasia By Raffaello Pantucci and Sarah Lain-oct 20,15-yahoonews

TBILISI, Today, 10:48-Almost two years have passed since Chinese President Xi Jinping first gave a name to the strategy that China had been undertaking in Central Asia for over a decade.The announcement of the Silk Road Economic Belt in Astana in September 2013 was rapidly followed by the declaration of a number of other trade and economic corridors emanating out from China, which largely copied the Central Asian model.At home in China there has been a flurry of activity to try to unpack at a regional and national level the roadmap of the leader’s vision, manifested in conferences, regional strategy documents, and various declarations.Outside China there has been less clarity, with most in Europe (who have heard the message that they are the other end of this road) questioning what the Chinese vision looks like in practice.In Georgia last week, China started its push out to explain its vision to the world at the Tbilisi Silk Road Forum. This represented the first event on the Silk Road Economic Belt co-sponsored by China’s government held outside China, placing Georgia on the map as an important partner in the project.The clearest message from the Tbilisi conference is the importance of cooperation and greater connectivity. The Chinese vision is founded on developing a network of trade and economic corridors originating in China.In a region where connectivity is a huge challenge, this approach suits not only regional development but also China – China has a surfeit of capacity and liquidity to fund such infrastructure so necessary to increasing trade and commerce.At the same time, this is not an entirely new concept – the Asian Development Bank (ADB) has long had its Central Asia Regional Economic Cooperation (Carec) programme and the European Investment Bank has funded numerous projects, particularly in energy connectivity.There is a clear demand for these various institutions and regional approaches to find ways of greater integration and cooperation. Regional conferences like the Forum are one way to try to advance it.But regional connectivity does not necessarily equate to regional prosperity in itself. Increased connectivity means an increase in trade by sea, air, road and rail, but transiting goods does not always mean immediate benefits to local communities.If these regional connectivity plans are going to truly benefit those along the way, then more work needs to be done to identify ways in which transit countries can benefit more than simply passing on goods and commodities to their neighbours.This touches on one of the key under-developed, or at least under-communicated, aspects of the Chinese vision. How will this benefit locals? One way is to establish special economic zones, which focus on attracting investors to set up businesses that maintain expertise, trade and manufacturing in-country. It is an approach China has championed to some success at home. But, these require specific infrastructure, market liberalization, incentives and assurances in business security to ensure investor trust.Furthermore, connectivity is not solely a question of economics. For some of the countries along the Silk Road Economic Belt, there are fundamental political and geographical problems between states whereby establishing direct transport links is problematic.For example, anyone who has travelled between the capital cities of the Central Asian states will know that finding direct and regular flights is problematic, instead having to route through Turkey or Dubai.In other situations, regional dynamics between great powers impairs direct trade connections, for example between Pakistan and India.At a more fundamental level, however, the biggest problem around connectivity is the lack of harmonised trade tariffs, technical standards and customs procedures.One delegate at the Tbilisi Silk Road Forum said 40 percent of transport time across Eurasia is spent at border crossings, adding costs to both transport operators and consumers.Associations like the Eurasian Economic Union offer a slightly more streamlined economic space, but this covers a limited part of the wide piece of territory covered under the Silk Road Economic Belt.Moreover, non-members immediately incur a separate and higher tariff compared to members, thus making any harmonization impossible.A huge amount of work needs to go into focusing on where and how to establish common standards, streamline trade and economics barriers, address non-tariff barriers and improve customs practices across the entire region.Greater digitalisation of customer paperwork, for example, is required, although this would mean alterations in much national legislation.China’s re-emergence as a Eurasian land power is going to transform the entire landmass. The Silk Road Economic Belt is the first public and holistic expression of this.However, rather than being a purely China-dictated vision, it is clear that the intention is for countries like Georgia to engage with China on cooperatively shaping the vision and tackling the issues. China is consciously reaching out for this, as demonstrated by the Tbilisi Silk Road Forum.Now is the time for Western European countries to follow Georgia’s example to understand the benefits it can reap in further cooperation on the Silk Road.Raffaello Pantucci is director of international security studies and Sarah Lain is a research fellow at Rusi, a London-based think tank. THE HAGUE (Reuters) - Islamic State militants "most probably" used the banned chemical weapon mustard gas against Kurdish forces in Iraq and international inspectors have been asked to investigate, diplomatic sources told Reuters.A team of inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) will go to Iraq next week to help determine if the blistering agent sulfur mustard was used in the battlefield, three sources told Reuters.Islamic State already has a broad arsenal of weapons and military vehicles seized from Iraqi forces. It launched an attack with "weaponized chlorine" in January and there have been at least four other occasions it allegedly used chemical weapons, regional officials said.If Islamic State insurgents have obtained sulfur mustard, commonly known as mustard gas, it would signal a dangerous development in a conflict that has already destabilized the region.Sulfur mustard is a Class 1 chemical agent, which means it has few uses outside chemical warfare. A blistering agent that causes severe delayed burns to the eyes, skin and respiratory tract, it was used on a massive scale during World War One.Kurdish authorities say 35 troops southwest of the regional capital of Erbil were sickened in August by a chemical attack. BEIRUT (Reuters) - Russian air strikes in Syria's Latakia province killed a rebel commander and four other fighters from a group armed by President Bashar al-Assad's foreign enemies, a spokesman for the group said on Tuesday.The attack on Monday evening marked the third time Russian war planes have targeted the First Coastal Division group since Moscow began its air strikes in support of President Bashar al-Assad on Sept. 30, the group's spokesman Fadi Ahmad said.He said a further 15 civilians had been killed in the air strike in Jabal Akrad, a rural, mountainous area in the province. Instead, he expressed his satisfaction with and trust in the assembly, which draws to an end this weekend, underlining that the letter of criticism which 13 cardinals addressed to the Pope, received a satisfactory response from the Pope himself. The African cardinal also called for the African episcopate to be given a certain independence with regard to pastoral care given in the various stages of African marriage. The Synod Fathers who spoke during the press briefing all expressed their satisfaction with Pope Francis’ proposal for the reform of marriage annulment.“African bishops feel a sense of optimism at the Synod because of God’s goodness but also because of Pope Francis’ testimony and the way in which he is guiding the Church, an optimism other bishops share too,” Napier said. “As African bishops we wish to express our appreciation for the many millions of people  who are praying for the Synod’s success and are helping us through the difficult moments in the Synod,” the Franciscan cardinal said, adding that “the new Synod procedure is a great help because it leaves plenty of time for reflection in the language groups. It gives us the chance to exchange views with people from different parts of the world, as well as lay auditors and fraternal delegates”. According to Napier, “the Synod will give a strong impulse to the local Churches to improve marriages through marriage preparation courses and clear communication of the Church’s teaching on marriage and the family”. The South African cardinal drew a parallel between the Synod and the 2013 Conclave: at the time, “the need clearly emerged for reform in the Church, starting with the Vatican and moving onto all dioceses. Now this reform is about what the Church does for families in terms of a good education, which has a positive impact on society as a whole. Napier then answered a journalist’s question about what had changed to make him so optimistic after the concerns he openly expressed about the Extraordinary Synod of 2014 and the letter to the Pope, which he signed along with 12 other cardinals at the start of this year’s assembly, raising some doubts about the Synod process: “Some specific issues caused concern at the last Synod. One of them was the publication of the intermediary report, as if it represented a reflection of the entire Synod, which was not true because we ourselves received the document an hour after you journalists did and the things said in that document had only been expressed by two or three people: this have the impression of a Synod that was heading in a certain direction. I was a member of the commission that drafted the final document and it seemed to be going in a certain direction, it seemed to express a certain ideology or agenda”. Regarding the letter sent by the 13 cardinals, “which was confidential”, “it was written in the same spirit encouraged by Pope Francis when he invited us to speak openly and honestly and to listen with humility. Pope Francis responded the day after he received the letter. This made a huge difference, it inspired trust, the concerns expressed in the letter were taken into consideration and from that moment on we all worked for the good of the Synod. Hence, my impression is that in comparison to the last Synod, participants this time round are working in a spirit of synodality and collegiality - a term the Pope is very fond of -, we are walking together for the good of the Church”.Cardinal Napier listed a series of problems African bishops are particularly concerned about. In one of his answers to the media, he focused especially on the issue of pre-marital “cohabitation” which - in Africa, unlike in the West - is seen as being beneficial for marriage: “Traditionally, marriage in Africa is not between two individuals but between two families. It is said to be arranged but it is actually negotiated. During this process, while the families the future spouses try to agree on the financial arrangements, they may agree for the two to live together before the marriage is celebrated. Cohabitation is nevertheless part of a marriage in stages.” This is “one of those things that the Synod cannot decide on, it should be up to African bishops to decide”. The Archbishop of Barcelona, Cardinal Lluís Martinez Sistach, a canonist by training, stated that the reform of marriage annulment procedures which was recently approved by the Pope, “fully integrates faithfulness and indissolubility with the mercy of the Church”. All three Synod Fathers present returned to this during the press briefing, answering questions put to them by various journalists. Napier said bishops are aware of the challenge the reform presents “in ensuring the right personnel and that the process is respected”. Sistach underlined that the “brief” process can easily become an “ordinary” process if it emerges that the conditions do not allow for brevity. “We could establish a religious congregation or an association of lay male and female faithful who could learn a bit about matrimonial law, offering advice and assistance to tribunals across the world,” the Catalan cardinal added.

The story a Mexican bishop told last week about the young boy who broke the host and gave it to his parents, two remarried divorcees, “certainly shook the assembly”, the Bishop of Parma (Italy), Enrico Solmi, explained, in answer to a question asked during the press briefing. “We were touched by this gesture, it reminds us that these dramas affect everyone, all families,” Patriarch Twal said. Coleridge said he had not heard the speech, probably because being rapporteur of one of the 13 language groups (circuli minores) he was absent from the hall. Still, he underlined how important it was for the Church to stay “in touch with reality”. More generally, in some cases, for example when there are children present, a “path of discernment” is possible. This would give the Church “the capacity to listen” and “accompany” people whose marriage has failed, encouraging a dialogue that “may lead to a sense of guilt emerging, the realisation of having committed a mistake”, leading them onto the path of “penitence, conversion” and “reconciliation” that is able to “reach people even beyond the mediation of the Church which he wanted”. The Patriarch of Jerusalem said: “in my discussion group the issue has not and will never be presented in these terms, those who are for and those who are against communion for remarried divorcees: we need to look at each case individually, at what drove a family to separation, whether wanted or imposed. In our language group, other than the suffering of families with remarried divorcees we have talked about millions of other families that face their own suffering, be it because they are refugees, or war victims or victims of violence.”According to Coleridge, we need to distinguish, for example, between “a second marriage that is solid and involves a faithful and loving relationship” and “a bit of fun in a hotel”. “I do not recall a single speech that explicitly said remarried divorcees must be readmitted to the sacrament of communion.” Without wishing to give percentage numbers (“I have no idea”)  or confirm any figures (65% no, 35% yes) apparently mentioned in an interview, the Australian cardinal said he got the impression from the discussions in his language group, that while the idea of readmitting some couples of remarried divorcees to the sacrament of communion seemed to have “faded”, in the general meetings there were a number of speakers who appealed for an “exceptional gesture of mercy”  by the Pope on the occasion of the Jubilee of Mercy. Coleridge expressed the hope that the Church would adopt a more positive language and refrain from constantly using terms such as “indissolubility”, often described as legally or “intrinsically messy”: “In my view, there will be no changes to Church doctrine, but my hope for this Synod is that there will be a move towards a truly new pastoral approach. We will need to adopt a new language. Something genuine, not just a superficial cosmetic change”.

Two-thirds of Americans (66 percent) saw the Pope’s trip as mostly about values. Less than a quarter saw it as mostly political (24 percent). Among practicing Catholics the numbers were even higher (80 percent to 18 percent, respectively). Following the trip, a majority of 55 percent say they are clear about his vision for the Church. This includes almost 9 in 10 practicing Catholics (88 percent). By contrast, in April, 43 percent of Americans and 73 percent of practicing Catholics said the same.Pope Francis’ Catholic values resonated even on the most controversial of issues, as strong majorities of Americans align with his message and say they agree with Pope Francis that:“We should support religious freedom” — 85 percent agree; an additional 7 percent are more likely to agree now than prior to the papal visit. (Among practicing Catholics, these numbers are 87 percent and 7 percent, respectively).“We should be more respectful of the earth and the environment” — 84 percent agree; an additional 7 percent are more likely to agree now. (Among practicing Catholics, these numbers are 81 percent and 10 percent, respectively).“We should support life at every stage of development, including for the unborn” — 62 percent agree; an additional 6 percent are more likely to hold that view now. The numbers were similar for practicing Catholics.”The survey found that the trip dramatically increased the Pope’s favourability among Americans. “Almost three quarters of Americans now view him favourably (74 percent), up from a strong 58 percent in August. His trip may also begin a process by which many non-practicing Catholics will return to the practice of their faith. We see hopeful signs of that in the fact that 6 in 10 non-practicing Catholics say they too feel better about their faith as a result of his visit.”“The Pope seems to have specifically helped overcome polarization on some very important issues,” Carl Anderson explained. “In his presentation of values, he has the agreement of strong majorities of the American people on issue after issue - including some issues that are generally seen as polarizing. Consider the Pope's support for life at every stage of development including the unborn. 62 percent of Americans say they agree with him on this and another 6 percent are now more likely to agree. That's almost 7 in 10 Americans taking - or increasingly open to - Catholic teaching on human life. Or take his definition of marriage as between a man and a woman. 55 percent agree with him, with another 4 percent more likely to agree now. That's nearly 6 in 10 in agreement with - or increasingly open to - Catholic teaching on marriage.”So the Pope is “doing something that works. These are two issues about which Americans have been told that the Church's position was in the minority, or wasn't relevant, and yet, people are embracing Pope Francis' message on both, so one could certainly say that he has helped overcome polarization. And of course people agree with him in great numbers also on the need to protect our environment, the need for religious freedom, and the importance of conscientious objection.”In terms of what he believed to be the strongest part of the Pope's message to the American people, the Supreme Knight of the Knights of Columbus said: “I think the strongest part of the Pope's message to the American people begins in “Laudato Si’” - with the idea that we are all neighbours who share a common home. As such, we should build a culture of respect and civility. This is even truer for Christians, because we should see our neighbour as our brother or our sister. Second, on issues where Americans disagree, they should do so with civility. The dignity and respect for the human person that he speaks of must extend to those we disagree with, not just those we agree with. In this, Pope Francis is showing us an alternative to the politics of destruction working its way through Western democracies. Third, we need to remember that Popes do not see things in terms of left and right. They see things in terms of values. The Holy Father has called us to look at God's creation as God intended us to look at it. What is God's design for nature, and for the nature of man?”

In a separate incident, the NDRRMC said one person died and 26 others were rescued when a motorbanca capsized in choppy waters near Surigao City. Those deaths occurred in the central Philippines, which were only indirectly affected by the storm, and the government did not count the eight fatalities toward its typhoon toll.Lontoc also stated that three fishermen who were missing at sea were rescued off northern Bataan province, and three other missing people were found in an evacuation camp in Aurora's Baler town.The AP reported that 65,000 villagers have been displaced in the typhoon's path, including in towns prone to flash floods and landslides.According to a tweet from the Philippines Red Cross, a child was swept away and reported missing in Nueva Vizcaya. The NDRRMC is asking those in need of rescue to tweet the hashtags #LandoPH or #RescuePH along with their name, location and contact information for assistance.-Flash Flooding Threats-La Union province was affected by heavy flooding after strong waves, generated by Lando, damaged a seawall in San Fernando City, GMA News Online said. Officials urged hundreds of residents in Barangay Ilocanos to evacuate, with some families staying in evacuation centers. Residents of multiple low-lying towns in Pangasinan province were asked to evacuate, as reports said the Agno River could flood in the early hours of Tuesday, ABC-CBN News reported. The typhoon triggered head-high floods in 5 villages near Cabanatuan City, Rappler reports, prompting rescue operations in the early hours of Monday, October 19.  Red Cross Bravo team had rescued 64 people in Barangay Sumakab since 3 a.m. Monday, and volunteers using boats and bangkas continued to rescue residents as of Monday at 8 a.m. as many families remained stranded in their homes. Local police and military officials worked Sunday to rescue those trapped in flooded villages throughout some of the nation's hardest hit provinces. Both Aurora and rice-growing province Nueva Ecija were among those swamped by floodwaters.The flooding in Nueva Ecija forced residents onto their rooftops Sunday afternoon, reports ABS-CBN News. Certain areas were so inundated that rescuers were unable to reach residents. A road in Valdefuente village, Cabanatuan City was impassable except for loaders, firetrucks and military rescue trucks as of 10 p.m. Sunday, according to Rappler. Rescue vehicles were seen cutting through the water throughout the night to reach hundreds of residents waiting for rescue in flooded areas.Two hospitals, Premiere Medical Center and Eduardo L. Joson Memorial Hospital, have been breached by flood waters and have been the target of several rescue operations already, according to Nueva Ecija provincial government employee Bobby Balagtas.Many villages further down this road are under water, says Balagtas. Aduas Central, Aduas Sur and Aduas Norte, in particular, experienced head-high floods, leaving many residents stranded on their roofs until help arrived.Residents who sought shelter in evacuation centers have been cautioned by disaster officials not to return to their homes yet. The large amounts of rainwater accumulated in the mountains will not start coming down into the lowlands until at least Tuesday afternoon, which will likely cause more flooding in areas that have already been inundated.Though it caused widespread damage, the rainfall from Typhoon Koppu provided much-needed water to several dams still suffering from the effects of El Niño, according to a situation report from the United Nations. The Angat Dam, which supplies a majority of Metro Manila's water needs, saw an increase of 7.2 meters in its water level.Crops Lost to the Storm-In areas where farming is a way of life, Koppu has been devastating for crops. Vice Mayor Henry Velarde of Nueva Ecija's Jaen town was briefed on the damage and told the AP via telephone that the fields are in bad shape."Our rice farms looked like it was ran over by a giant flat iron," he said. "All the rice stalks were flattened in one direction."Residents were forced to flee the storm while leaving their poultry and other farm animals behind, in many instances. Much of the area's rice crops, which were expected to be harvested in a few weeks, have been destroyed.Erwin Jacinto, a resident of Nueva Ecija's Santa Rosa town, told the AP that his farmland has been reduced to "nothing but mud" as Koppu continues to pound the area.High Winds, Downed Trees and Power Outages-There have been power outages, downed trees and flattened crops in some of the top rice-producing areas of the country, according to World Vision teams in Luzon.“We woke up early this morning to strong rain and howling winds. Already there are uprooted trees blocking roads,” said Joy Maluyo, emergency communications officer for World Vision. “In farm fields, the rice stalks are supposed to be ready for harvest next week. Unfortunately now, they’re drowned in water. Farmers are worried all their efforts are now wasted.”The NDRRMC reported complete power outages in 9 provinces, potentially affecting more than nine million people - equal to nearly 10 percent of the entire population of the Philippines and nearly 20 percent of the population of Luzon.The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) sent out a severe weather bulletin Saturday at 11 p.m local time. Fishers have been advised not to venture past the seaboards of Luzon and Visayas, as well as the eastern seaboard of Mindanao. Residents in mountainous and low-lying areas of the providences that received the Public Storm Warning Signal (PSWS) have been alerted of possible flash floods and landslides.Province-wide power outages were also reported in Pangasinan, Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, Nueva Ecija, Apayao, and Kalinga.CNN Philippines tweeted that high winds in the town of Baler had toppled trees and ripped the roofs off several buildings early on Sunday morning. Floods and small landslides made 25 roads and bridges impassable.A total of 2,225 passengers were stranded in 6 districts of Southern Tagalog according to the Philippine Coast Guard as of noon local time on Saturday. The weather bureau PAGASA had placed Batangas under Signal No. 1 which automatically canceled all trips of passenger vessels.
