Nato sides with Turkey on Russia jet, urges calm By Andrew Rettman-euobserver

BRUSSELS, 24. Nov, 20:41-Nato has endorsed Turkey’s version of events on the shooting down of a Russian jet, as Russia rules out a “military” reaction.Nato head Jens Stoltenberg told press after an emergency ambassadors’ meeting in Brussels on Tuesday (24 November) that “the assessments we got from several [Nato] allies are consistent with the information we received from Turkey.”“What we are calling for now is calm … this is a serious situation which calls for us all to be prudent and contribute to de-escalating the situation. That’s why I welcome the contacts between Moscow and Ankara [on the incident],” he added.According to Turkey, two Russian SU-24 planes approaching its airspace on Tuesday morning were warned 10 times to change direction.They crossed the line at 9.24am to a depth of 2.2km for 17 seconds. Two Turkish F16s then fired at one of the SU-24s, which crashed on the Syrian side.Syrian Turkmen fighters, a Turkey-backed rebel group in Syria, told the Reuters news agency they shot dead the two pilots as they descended by parachute.Russian president Vladimir Putin said the SU-24 was flying 1km from the Turkish line inside Syria.He described the incident as a “stab in the back” committed by “accomplices of terrorists.”He accused Turkey of giving financial and military assistance to Islamic State (IS). He also said the incident “will have serious consequences for Russian-Turkish relations.”His spokesman, Dmitry Peskov, ruled out a military response in later comments. “The president, in fact, was not talking about any military implications and we should proceed from that,” he said.He added that “no decision … has been taken” on whether Turkish president Recep Tayyip Erdogan will meet with Putin in Russia in December, as planned.But Russian foreign minister Sergei Lavrov cancelled his trip to Turkey, due on Wednesday, which was to prepare for the Russia summit.The Russian foreign ministry also advised the 3.5 million Russian tourists who visit Turkey each year to stop going due to a “terrorist” threat.For his part, Erdogan, on TV, said Turkey has a right to defend its territory.He criticised Russia for previosuly bombing Syrian Turkmen groups, whom he called his “kinsmen,” and said he plans to create “humanitarian safe zones” for refugees inside Syria.-Bilateral issue-The main Nato powers - France, Germany, the UK, and the US - portrayed the incident as a Russia-Turkey issue.US president Barack Obama, speaking at an event with France’s Francois Hollande in Washington, said: “It’s important to ensure the Russians and the Turks are talking to each other … and to discourage any kind of escalation.”Hollande said: “We must find a solution to the Syrian crisis because this incident shows precisely what can happen if we don’t.”British PM David Cameron phoned Erdogan to urge him to have a "direct conversation" with Putin.Germany foreign minister Frank-Walter Steinmeier said: “I hope … both Ankara and Moscow are aware of the responsibility when it comes to reactions and couter-reactions.”Obama also criticised Putin for bombing Western-backed rebels in Syria, however-He urged him to make a “strategic shift” by abandoning support for Syrian leader Bashar al-Assad and by targeting IS only, adding: “If Russia was conducting its strikes agaist Daesh [another name for IS], I think the scope for such mistakes [crossing into Turkish airspace] would be smaller.”-Chess game-The last time a Nato ally shot down a Soviet plane was in Korea in 1952. The Soviet Union last shot down a US spy plane in 1960.Russia recently stepped up airspace violations of the Baltic states and of Turkey. But Turkey is also guilty of buzzing Greek airspace from time to time.One EU diplomat called Erdogan’s decision to strike the SU-24 a “chess move.”He told EUobserver it's designed to curb Russia’s presence in Syria, which threatened to squeeze out Turkey’s interests.“It’s a clever chess move because the last thing Russia needs right now is a new confrontation with the West. The Paris attack is Putin’s opportunity to rebuild ties. France, for one, is talking of brotherly love with Russia and of a new partnership to fight IS."He predicted Turkey and Russia will wait for the dust to settle, then revive plans to build a new gas pipeline as a gesture of reconciliation.Mark Galeotti, a US scholar of Russia affairs, said in his blog: “Russia cannot fight hot diplomatic wars on too many fronts, and Europe clearly wants Moscow to be part of the solution in Syria and, maybe, Ukraine.”He predicted Putin will strike back against pro-Turkish groups in Syria or give support to anti-Turkey Kurdish forces in an asymmetric retaliation.

Belgian radicals: Bring me your unschooled, your jobless By Andrew Rettman-euobserver

BRUSSELS, 23. Nov, 19:09-Islamic State (IS) recruiters are targeting young and jobless Muslims in Brussels, the director of the city’s biggest mosque has said.“Some of them are here recruiting young people. They give them wrong information about what they’ll find there [in Syria] and they’re trying to send them to hell. When they go there, they find out the truth by themselves,” Jamal Saleh Momenah, the director of the Parc du Cinquantenaire mosque, the largest in the Belgian capital, told EUobserver.“If people had jobs and opportunities here, they wouldn’t go [to Syria], believe me,” he added.Momenah spoke to EUobserver before the Paris attacks and before the Brussels terrorist alert.But his words shed light on a long-standing issue.He said recruiters are approaching “young people who have no experience of life.”He also said lack of jobs makes them more vulnerable.“Free time isn’t good for the young. They need to be engaged, whether that's working in a factory, or for a company, or they have to be in school. There’s a saying in Arabic: 'If you have youth and free time, you will do something bad.’ With free time, you begin to think about bad things, whether that's sex, or money, or other bad things.”Momenah, who came to Belgium from Saudi Arabia three years ago, said things were better before the economic crisis.“The older generation [of Belgian Muslims] is more lucky than this generation. When they came, everything was available. They found good opportunities here. But for the new generation, it's difficult to find a job, to get good healthcare. It’s because of the economic situation in Europe. Now, nothing is like it was. Everything’s changed in Europe.”Abdelkader Dahmihi, who works in the mosque’s Islamic and Cultural Centre, echoed the director.He told EUobserver the centre has helped convince about 400 Belgian Muslims not to go to Syria.“I’ve spoken to some young men who went there and came back. They were bitterly disappointed. They said it’s nothing like what the recruiters promised,” Dahmihi noted.For its part, the US Department of Homeland Security said, already in February, that individual districts in and around the Belgian capital - Molenbeek, Laeken, and Vilvoorde - have the world’s highest per capita numbers of IS recruits.Brussels is home to about 1 million people. According to its last census, in 2001, it hosts 126,000 Moroccans and 36,000 Turks, who first arrived as economic migrants in the 1960s and 1970s.The main concentrations of Moroccans are in the districts of Anderlecht, Brussels centre, Laeken, Molenbeek, Schaerbeek, and St Gilles, while Turks cluster in the St Josse and Schaerbeek areas.According to 2012 figures, the highest levels of youth unemployment (over 40% in parts of Molenbeek) overlap directly with the Moroccan and Turkish quarters.Rif culture-A Belgian security contact, however, said that culture, as well as economics, is a factor.The contact, also speaking before the Paris attacks, told this website that the Turkish community in Brussels is “closed” to IS recruitment.But he said that young men who originate from the Rif region in north Morocco are more prone to radicalisation.He said the Rif community is marked by low levels of education, a “more tribal, more aggressive culture,” and lawlessness linked to hashish smuggling.“Some entire streets in Laeken [the Brussels district] have decamped to Syria,” the security contact noted.“People talk a lot about Internet radicalisation. But the real problem is penetration by networks of individual recruiters, in mosques and in Islamic book shops,” he added.“It’s not like Laeken has better Internet connections than St Gilles.”The role of Saudi Arabia and of mosques in the propagation of Wahhabism, a hardline form of Islam, in Belgium has also been highlighted since the Paris attacks, but the Parc du Cinquantenaire's Momenah said: “Nobody like this [an IS recuiter] can come here. I wouldn’t allow them to come to this place and they understand my way.”Asked about Moroccans from Rif, he replied: “If you’re educated, you understand. You recognise whether the recruiter is telling the truth or giving you false information. Most of them [IS recruits] aren’t well educated.”-Police methods-The Belgian security contact said Brussels’ police is a relatively positive factor.He said relations between police and Muslim communities are good, with incidents almost never ending violently despite the wide availability of illegal firearms.“Everybody in Brussels has weapons. People easily buy and sell pistols and machine guns,” he said.He noted that police lack knowledge of Muslim quarters, however. He also said some Flemish-speaking police use “harsh” methods, which cause tension.“Many Brussels police come from provinces that don’t have Muslim districts, while Moroccan and Turkish police prefer to work in other districts to avoid conflict,” he said.Momenah praised Belgian security services.“I’ve had many contacts with the police … They speak in a very polite way, a very respectful way, and this is what we need,” the mosque director said.He said Belgian Muslims more broadly, including people from Albania, Bangladesh, Nigeria, Pakistan, and Somalia, “are happy to live in this country. They feel at home. They don’t feel like foreign people.”“In Brussels, especially, it’s very open. They have good relationships, also with Belgian families, and this makes me happy,” he said.“When I first came to Brussels I didn’t think I’d feel comfortable. But ever since I’ve lived here, I feel that it’s different to any other European country. I was in London. I was in France. But here, I feel like I’m home. I feel like in Saudi Arabia.”

BRUSSELS/PRAGUE, 24. Nov, 09:29-The Turkish PM and up to 28 EU leaders are to meet in Brussels on Sunday (29 November) to finalise a deal on slowing the flow of refugees.Donald Tusk, the EU Council head, announced the event on Twitter on Monday, saying the purpose is to “re-energise our relations & stem [the] migration flow.”An EU source noted: “We invited Turkey. But it’s our understanding that prime minister [Ahmet] Davutoglu will be coming instead of president [Recep Tayyip] Erdogan.”He noted the format - an irregular EU summit plus Turkey - means EU countries are obliged to send their top people.He said the meeting “should be for finalising an agreement, not just for further discussions.”With the EU capital, on Tuesday, in its fourth day of a security lockdown due to what Belgium is calling “precise” intelligence of an “imminent” jihadist attack, the EU source added: “We consulted with the Belgian security services, as we always do prior to a summit, and we agreed to hold the event.”The EU-Turkey deal covers financial aid and political concessions.A senior EU diplomat told EUobserver the bloc is offering up to €3 billion for refugee facilities in Turkey, accelerating visa-free talks, restarting EU accession talks, and upgrading diplomatic relations.He noted the upgrade, which involves holding regular EU-Turkey summits, is the only thing which negotiators from EU institutions can offer with a free hand, however.He said the EU Commission plans to put up “less than half” of the €3 billion from the common budget, with member states to pledge the rest, on the model of a recently-agreed EU-Africa fund.He said the EU can make a political statement on visas, but it cannot waive its own technical requirements, including security requirements, on the process.He also said chapter 17 of the EU entry rulebook, on economic and monetary policy, is the only one which could be opened by the end of the year, due to Cyprus’ vetoes on other chapters in a situation linked to the old Cyprus-Turkey territorial dispute.He noted the status of a further proposal - to grant Turkey “safe country” status, meaning asylum seekers can be sent back there despite human rights violations - is “up in the air.”-No show-With Erdogan to stay away, the EU diplomat poured cold water on expectations that Sunday’s meeting will produce a definitive accord.“If he [Erdogan] doesn’t come, the whole idea of the summit is a bit silly because he’s the one who makes all the decisions. The PM doesn’t make any important decisions in Turkey.”Turkey currently hosts more than 2 million Syrian refugees.The mass exodus to Europe, via the Greek islands and the Western Balkans, has slowed due to poor weather.But a Russian military offensive, in support of Syrian leader Bashar al-Assad, who has slaughtered more than a quarter of a million civilians, is expected to see the numbers go up again.The refugee crisis has prompted razor wire fences to go up on the EU’s external and internal borders and led to dire warnings on the future of EU integration.Frans Timmermans, the commissioner in charge of Turkey talks, told the Prague European Summit, a conference in the Czech capital earlier this month, that if EU states refuse to share the refugee burden, it will create a “cascade effect."-EU fears-“If we go down the road of every man for himself on the refugee crisis, it won’t just affect the way we deal with refugees, it will have profound ramifications for every aspect of European integration," he said.“One of my worries is that the European construction is thought of as being indestructible.  I’m not saying today it’s going to be destroyed. But it isn’t indestructible."Other EU politicians, including German chancellor Angela Merkel, have warned the crisis could also prompt instability in fragile Western Balkan states.Speaking at the Prague event, Igor Luksic, the foreign minister of Montenegro, said: “What happens the next day, if Germany [the refugees' preferred destination] closes its border and tens of thousands of people end up stuck in the [Western Balkans] region? Today, Montenegro and Albania aren’t affected. But they could be the next day.”-Shadow economy-For his part, Marc Pierini, the former EU ambassador to Turkey, who now works for the Carnegie Europe think tank, told this website Turkey is unlikely to stop refugees due to the black market income it would lose.“Given the numbers of migrants, and how much they pay human smugglers for the passage to Greece, it’s my conservative estimate that the crisis has created a €2 billion a year shadow economy,” he said.Timmermans, Luksic, and Perini spoke before the Paris attacks.But the linkage of the Paris terrorists with refugees by French and Turkish security services, who allege some of the attackers entered the EU posing as Syrian asylum seekers, has made the atmosphere more toxic.Poland, earlier this week, said the EU should suspend its refugee quota scheme due to security concerns.Hungary also joined Slovakia in filing a court case against the EU scheme.
