Chicago police charge man in gang-related killing of 9-year-old-Reuters By Mary Wisniewski- NOV 27,15-YAHOONEWS

CHICAGO (Reuters) - A man has been arrested and charged in the gang-related murder of a 9-year-old boy who was lured from a park into an alley earlier this month, Chicago Police said on Friday, adding that at least two others had also been involved.The killing of Tyshawn Lee, on Nov. 2, cast a national spotlight on a jump in violent crime in the city, the nation's third largest.Corey Morgan, 27, of Lansing, Illinois, has been charged with first-degree murder, police said. Police also have a warrant for a second suspect, Kevin Edwards, 22, of Chicago, and have in custody a third suspect being held on another charge.Police said the crime was linked to a rivalry between Lee's father, a suspected gang member, and another group, and was connected to at least two other murders. The boy's father, Pierre Stokes, has denied being involved in a gang.Chicago Police Superintendent Garry McCarthy called Lee's shooting "an act of barbarism" and said Morgan and the other two suspects were all members of the same gang."That gang just signed its own death warrant," McCarthy said. "We're going to destroy this gang."Police said Lee had been playing basketball in a park when gang members approached him, engaged in conversation, and walked Lee into an alley, where he was assassinated.Morgan had been arrested earlier this month on a gun charge. Edwards is believed to be in the area, McCarthy said. McCarthy said police are working out who which of the three pulled the trigger and who drove the car.McCarthy said that despite a high level of fear, police received "an awful lot of intelligence from the community," unlike in other cases in which people have been unwilling to come forward. As is the case in a number of other U.S. cities, violence has risen in Chicago. BRUSSELS/LONDON (Reuters) - It was supposed to be the way the market would cut greenhouse gases by itself: governments selling companies permits-to-pollute, which they could trade among themselves. Over time, the number of permits would be reduced, and the cost to companies of failing to cut emissions would rise.Yet, 10 years after the EU launched the world's biggest carbon trading scheme, the effectiveness of the concept is in question and climate activists are disenchanted or hostile.While there is still support for national or regional markets, not least in China, which plans to launch the world's biggest scheme in 2017, any hopes of creating a global carbon market at next week's U.N. climate conference in Paris look wildly optimistic. Major corporations, in particular, back the concept because its costs are more predictable than those of prospective future regulations.In June, a group of European energy companies led by Royal Dutch Shell wrote to the United Nations to call for a global carbon price that would "discourage high carbon options and reduce uncertainty".U.N. climate chief Christiana Figueres told them to do more and to spell out price levels, something they have yet to do.Climate activists say the corporations' enthusiasm can be explained as a desire to dodge more aggressive measures, such as targets for renewable energy."The call for a carbon price is a shield with which to defend themselves from calls for faster change," says Tom Burke, chairman of the environmental campaign group E3G.-TEST CASE-Even with the jury out, nearly half of the more than 170 national pledges for reducing greenhouse gas emissions include some form of carbon pricing to meet their targets, officials say.They range from the top emitter, China, to the tiny Pacific nation of Kiribati, imperilled by rising sea levels.The best test case, for now, is the EU's Emissions Trading Scheme, which raised 8.9 billion euros ($9.4 billion) in the three years to June 2015, according to European Commission figures.Jos Delbeke, director general of the Commission's climate action department and one of the chief architects of the ETS, says it has shown, crucially, that reducing carbon emissions is compatible with economic growth.He says the EU's gross domestic product has risen 46 percent since 1990, while greenhouse gas emissions have fallen by 23 percent, and that the ETS is still central to EU efforts to tackle climate change.The scheme sets a cap on how much big emitters, chiefly power plants and factories, can pollute.Mostly they have to buy the emissions credits at auction. Those who emit less than their cap can sell the surplus credits to companies that exceed their limits, which are progressively reduced over time.So far, from the more than 11,000 industrial and energy plants covered by the EU ETS, emissions have fallen by almost 15 percent since 2008, Thomson Reuters Point Carbon figures show.But critics say it is unclear how much of this was a direct result of the ETS, as opposed to Europe's economic slowdown."LOOPHOLES AND VESTED INTERESTS"-They also say the revenues generated have merely boosted general government coffers rather than being spent on the environment, let alone on the poorer countries that pollute least but are set to suffer most from climate change."The carbon market promised the world lots of things it has failed to deliver. The ETS is riddled with loopholes and in thrall to vested interest," said Tim Gore, Oxfam's international policy adviser on climate change.Most critically, the activists say the polluters have been given an easy ride.Point Carbon figures show that industry, which lobbied hard for help in dealing with extra energy costs, was given free carbon permits with a tradable value of 77 billion euros in the years to 2014.Alongside this, the market price of EU ETS permits, and therefore the cost of pollution, has at times fallen to near zero as economic recession and miscalculations led to a surplus of credits.The allocation system has now been reformed, but the total of free permits is still expected to hit 325 billion euros by 2030.At the same time, in the absence of a global carbon pricing system, industry continues to complain that the cost of permits is driving it to leave Europe for cheaper regulatory environments.ETS prices have risen back to 8.5 euros per tonne of CO2 produced, but are still far below peaks of above 30 euros, and too low to encourage investment in lower-carbon fuel. EU regulators are working on further reforms.-POORER COUNTRIES-There is a similar story of flawed execution behind another trading scheme, the United Nations' Clean Development Mechanism.This was supposed to allow Western industries and governments to contribute to green projects in developing countries too small to support their own domestic or regional trading schemes, "offsetting" rather than cutting their own emissions.The United Nations says the scheme has provided more than $315 billion for environmental projects.However, the value of these certificates also fell from a high of more than 23 euros per tonne of CO2 avoided to near zero in 2014 as the scheme's credibility was called into doubt and the value of the EU's permits crashed.Environment campaigners say the funds were concentrated in a handful of industrial gas projects rather than filtering down to the poorest nations, known as the Least Developed Countries (LDCs), who found the scheme hard to access."By the time the LDCs were ready to take advantage ... the prices had collapsed," Giza Gaspar Martins, Angola’s climate negotiator for the U.N. talks, told Reuters.U.N. carbon credit prices still languish around 0.60 euros a tonne, but Martins still backs the scheme in the hope that rich nations can push up prices to a level where they can provide significant funds to help the poorest nations adapt to climate change.As for a true global carbon market - a draft of the agreement to be finalised in Paris, intended as the first ever pact to unite rich and developing nations against climate change, contains only a small, oblique reference to "internationally transferred mitigation outcomes".Hardly a ringing endorsement.($1 = 0.9434 euros)(Editing by Jonathan Leff and Kevin Liffey)

KAMPALA, Uganda - Pope Francis arrived in Uganda on Friday on the second leg of his Africa pilgrimage, declaring Africa the "continent of hope" and honouring Uganda's most famous Christians.Francis arrived at Entebbe International Airport, where Ugandan President Yoweri Museveni, flanked by a military brass band and traditional drummers and dancers welcomed him.Francis, who arrived from Kenya and also is scheduled to visit Central African Republic, is in Uganda mainly to honour the memory of a group of Ugandan Christians who were killed in the late 19th century on the orders of a local king eager to thwart the growing influence of Christianity.Those victims, known as the Uganda Martyrs, include 45 Anglicans and Catholics killed between 1885 and 1887. "Those that do, maybe 50 people are using it!"Francis raised the issue of environmental deterioration in cities in his landmark encyclical "Praise Be," saying many megacities today have simply become health threats, "not only because of pollution caused by toxic emissions but also as a result of urban chaos, poor transportation, and visual pollution and noise."After the visit to Kangemi, Francis received a rock-star welcome at Kasarani stadium, where he zoomed around the track in his open-sided popemobile to the delight of thousands of young Kenyans in the crowd. Palestinian hits Israeli soldiers with car in West Bank, shot dead-AFP-NOV 27,15-YAHOONEWS

Jerusalem (AFP) - A Palestinian rammed his car into Israeli soldiers at a bus station in the occupied West Bank Friday before being shot dead, police said."A Palestinian car hit two Israelis standing by a bus station (near Kfar Adumim). The terrorist was neutralised," police said.They later confirmed the suspect had died and the army said the two Israelis were soldiers.Israel's Magen David Adom emergency medical service said the two soldiers were taken to hospital in Jerusalem conscious and with light to moderate wounds.A senior police officer said the Palestinian exited his car and started to run after hitting the soldiers, before he was shot dead by a civilian.Kfar Adumim is an Israeli settlement northeast of Jerusalem.Police identified the Palestinian as Fadi Hassib, from Ramallah, whose brother was shot dead on Sunday after ramming his car into Israelis before charging at them with a knife.Friday's incident raises the number of Palestinians killed since October 1 to 98, including an Israeli Arab.Over half of them have been alleged perpetrators of stabbing, shooting and car ramming attacks aimed at Israeli civilians and security forces. Others have died in clashes with security forces.The violence has also left 17 Israelis, an American and an Eritrean dead.Attempts to ease the tensions, including a visit by US Secretary of State John Kerry on Tuesday, have so far proved unsuccessful.Palestinian Islamist group Hamas, which controls the Gaza Strip, has called a day of rage for Friday.

MOSCOW/ISTANBUL (Reuters) - Russian air strikes in northwest Syria have heavily targeted ethnic Turkmen areas, according to a Reuters data analysis that helps explain rising tensions between Moscow and Ankara in the weeks before Turkey shot down a Russian warplane.Tuesday's incident marked the biggest clash between a NATO member and Russia in half a century, and has drawn threats of economic retaliation from the Kremlin. AUSTIN, Texas (Reuters) - At least two people were killed and another missing in Texas after being caught in high waters caused by a storm system that brought snow, ice and torrential rain to an area stretching from New Mexico to Illinois on Friday.The system is expected to dump as much as 8 inches (20 cm) of rain through the weekend in parts of North Texas, coat the Lubbock area in ice and drop up to a foot (30 cms) of snow in northern parts of New Mexico, the National Weather Service said.The agency has issued a flood watch for the region extending from the Dallas area into Oklahoma and Louisiana, and up through parts of southern Illinois.It has also issued an ice storm watch for the Texas panhandle, parts of eastern New Mexico and western Oklahoma.In Garland, outside of Dallas, one person was found dead in a car that had been submerged in flood waters, firefighters said on Friday.In Johnson County, south of Fort Worth, authorities pulled a body out of a car that was swept away in raging waters overnight, the Dallas Morning News reported.In Tarrant County, Texas, where Fort Worth is located, a woman believed to be in her seventies was swept away with her vehicle in high water, the sheriff's office said.Tarrant County Deputy Krystal Salazar, 26, tried to save the woman but was also swept away, a spokesman for the sheriff's office said."She (Salazar) was found about two hours later clinging to a tree branch," said spokesman Terry Grisham.The deputy has been treated and released from an area hospital.(Reporting by Jon Herskovitz; Editing by Bernadette Baum and Chris Reese)
