At least 11 dead in powerful Texas tornadoes, while 5 die in flash flooding in Illinois-[The Canadian Press]-David Warren, The Associated Press-The Canadian Press-December 27, 2015-YAHOO NEWS

GARLAND, Texas - At least 11 people died and dozens were injured in apparently strong tornadoes that swept through the Dallas area and caused substantial damage this weekend, while five people died in a flash flood in Illinois. It was the latest of a succession of powerful weather events across the country — from heavy snow in New Mexico, west Texas and the Oklahoma Panhandle — to flash flooding in parts of the Plains and Midwest. Days of tumultuous weather have led to 34 deaths overall — those in Texas and Illinois, plus 18 total in Mississippi, Alabama, Tennessee and Arkansas. The full extent of damage along a nearly 40-mile stretch near Dallas isn't yet known, though there were reports of storms and tornadoes blowing the roofs off homes, mangling vehicles, damaging churches, downing power lines and toppling trees.National Weather Service survey teams headed out Sunday to determine the number and strength of the tornadoes, of which meteorologist Matt Bishop believed there were multiple. Bishop says the tornado outbreak at this time of the year for North Texas occurs "from time to time ... but it's certainly not something that happens regularly."In the town of Rowlett, City Manager Brian Funderburk said Sunday morning that 23 people were injured, but that there were no deaths and no reports of missing people. The weather service said damage indicated it was likely an EF-3 tornado, which has winds up to 165 mph.Dale Vermurlen lived in a Rowlett neigh bourhood that sustained heavy damage. His house only had minor damage, but was next to that were flattened."I grabbed both dogs by the collars and held on to the toilet. I said 'OK this could be it boys.'" Homes in the neighbourhood that had been searched by emergency responders were marked with a black "X." In some instances, it looked like homes had been picked up and set back down in a big pile. State troopers were blocking off roads, utility crews were restoring power and people walking around hushed and dazed. In nearby Garland, about 20 miles northeast of Dallas, Lt. Pedro Barineau said Sunday morning that eight people have died and 15 were injured. The weather service said it was an EF-4 tornado, which is the second-most powerful with winds up to more than 200 mph."This is a huge impact on our community and we're all suffering," he said of Garland, where about 600 structures were damaged, the majority of which were single-family homes. "Driving around the area, you can see that it's total devastation." Barineau said the tornado hit about 6:45 p.m. across an area of 2 square miles, and was near the intersection of Interstate 30 and George Bush Turnpike, which is a major route in the region. At least three people who died were found in vehicles, said Barineau, who also noted that some cars appeared to be thrown from the interstate, though it wasn't known whether that was the case for the people found in the vehicles.Zach Shirley, his twin brother and some guests from out of town went out to eat on Saturday night and got on I-30 at about 1 a.m. Sunday. He said there was lots of congestion that that police had blocked off several exits for reasons that weren't clear to the 34-year-old from Garland. Shirley spent nearly eight hours on the interstate, and considered leaving his car and walking to his apartment, which was not damaged.Three other people died in Collin County, about 45 miles northeast of Dallas, according to sheriff's deputy Chris Havey, although the circumstances were not immediately clear. On the other side of Texas, a snowstorm accompanied by plunging temperatures, was expected to leave up to 16 inches of snow in West Texas, much of New Mexico and parts of northwest Oklahoma through Sunday evening, according to NWS meteorologist Brendon Rubin-Oster in College Park, Maryland."It's going to be quite dangerous for anyone exposed to these elements," he said said.In far West Texas, up to four inches of snow fell overnight in the Alpine area, with foot-deep drifts reported.Police in Albuquerque, New Mexico, said the snow caused 178 weather-related accidents by Saturday night, with about 58 involving people with injuries. Officials also shut down a stretch of Interstate 40 leading to the Texas border because of hazardous driving conditions. The National Weather Service said snow drifts more than 7 feet high have been reported.A southwestern Illinois coroner said three adults and two children drowned when the vehicle they were riding in was swept away and sank in a rain-swollen creek at about 7:30 p.m. Saturday. Marion County Coroner Troy Cannon said dive teams recovered the car from the water several hours later and the bodies of the victims — who were from Kentucky — from the car.In the Southeast, two more deaths linked to weather were reported Saturday in Mississippi, bringing that state's death toll from severe weather over Christmas to 10. Late Saturday, one death was reported in Alabama.Flash flooding closed roads across Alabama and trapped motorists in rapidly rising waters. Ranager Tyler and his son waded into flood water Christmas night and used rope to pull an 11-year-old boy out after his family's car was swept away near Pinson, about 15 miles northeast of Birmingham. The flooding is the result of heavy downpours that have thrashed the southeastern U.S. since Wednesday, bringing record rainfalls in some areas.Better weather was forecast for the Southeast on Sunday, and temperatures in the eastern third of the country could set numerous records highs, Rubin-Oster said. Washington, D.C., could see a record daily temperature of 73 degrees, New York City 65 —which would break a record of more than 50 years —and Orlando, Florida could tie a record of 86 degrees set in 1921.___Associated Press writers Reese Dunklin in Dallas; Michael Graczyk in Houston; Paul J. Weber in Austin; Chevel Johnson in New Orleans; and Terry Tang in Phoenix contributed to this report.___This story has been corrected to show there have been 29 deaths from storms in the last week, not 21.Up to 20 centimetres of snow expected in Nova Scotia, New Brunswick-[The Canadian Press]-The Canadian Press-December 27, 2015-yahoonews

California firefighters work to contain last stretch of wildfire-[Reuters]-By Laila Kearney-December 27, 2015-YAHOONEWS

(Reuters) - More than 400 California firefighters were battling on Sunday to contain a final stretch of wildfire that had caused the partial closure of a major highway and forced evacuations northwest of Los Angeles, officials said. The fire charred more than 1,200 acres between the coastal cities of Ventura and Carpentaria. Firefighters had dug containment lines around 70 percent of the blaze by early morning, Ventura County Fire Department spokesman Mike Lind Berry said."We have a handle on it but that handle can be very fragile if certain events occur," Berry said. The main concerns facing firefighters were winds or wild embers starting flare-ups outside of the containment line.At least one flare-up occurred on steep terrain overnight. Fire fighters would work to monitor the blaze, expected to be less than an acre in size, through the day.The fire started on Friday night near Ventura County, about 65 miles (105 km) northwest of Los Angeles, when high winds knocked down power lines in a dry hilly area. The fire grew rapidly from there, consuming about 250 acres an hour in its early stage, Berry said. The flames triggered the closure of parts of U.S. Highway 101, though both northbound and southbound lanes of the major roadway had reopened to traffic by late afternoon on Saturday. The Solimar Beach community, with 50 to 60 homes, and a nearby campsite were under a mandatory evacuation order, while a voluntary one had been issued for the Faria Beach community, where there are 30 to 40 homes, fire officials said. The evacuations were later lifted.(Reporting by Laila Kearney in New York; Editing by Alison Williams)

Iraqi army declares victory over Islamic State in Ramadi-[Reuters]-By Ahmed Rasheed-December 27, 2015-YAHOONEWS

BAGHDAD (Reuters) - Iraq's army said on Sunday it had defeated Islamic State fighters in a provincial capital west of Baghdad, the first major victory for the U.S.-trained force since it collapsed in the face of an assault by the militants 18 months ago.Victory in Ramadi, capital of mainly Sunni-Muslim Anbar province in the Euphrates River valley west of the capital, deprives Islamic State militants of their biggest prize of 2015. The fighters captured it in May after government troops fled in a defeat which prompted Washington to take a hard look at strategy against the militants. After encircling the city for weeks, the Iraqi military launched a campaign to retake it last week, and made a final push to seize the central administration complex on Sunday." By controlling the complex this means that we have defeated them in Ramadi," said Sabah al-Numani, a spokesman for the force leading the fight on the government side. "The next step is to clear pockets that could exist here or there in the city."State television broadcast footage of troops, Humvee vehicles and tanks advancing through Ramadi streets amid piles of rubble and collapsed houses. Some districts appeared to have been completely destroyed by the advance.Television also showed nighttime celebrations in mainly Shi'ite cities south of Baghdad, for the victory in Anbar, with people dancing in the streets and waving Iraqi flags from cars.Officials did not give any immediate death tolls for the battle. The government says most civilian residents of the city were able to evacuate before it launched its assault.Islamic State, also known by the acronyms ISIS, ISIL or Daesh, swept through a third of Iraq in June 2014 and declared a "caliphate" to rule over all Muslims from territory in both Iraq and Syria, carrying out mass killings and imposing a draconian form of Islam.Since then, the battle against the group in both countries has drawn in most global and regional powers, often with competing allies on the ground in complex multi-sided civil wars.A U.S.-led coalition has been waging an air campaign against the fighters in both countries, but rebuilding the Iraqi army to the point that it was capable of recapturing and holding territory has been one of the biggest challenges. In previous battles, including the recapture of former dictator Saddam Hussein's home city Tikrit in April, the Iraqi government relied on Iran-backed Shi'ite militias for ground fighting, with its own army in a supporting role.Ramadi was recaptured by the army itself, without relying on the militias, who were kept off the battlefield to avoid sectarian tensions with the mainly Sunni population."The complex is under our complete control, there is no presence whatsoever of Daesh fighters in the complex," Numani told Reuters. The government said the next target after Ramadi will be the northern city of Mosul, by far the largest population centre controlled by Islamic State in either Iraq or Syria."The smooth victory in Ramadi should be happy news for the residents of Mosul," Numani said.U.S. officials had hoped Baghdad would launch an assault on Mosul during 2015, but this was put off after the fighters swept into Ramadi.Dislodging the militants from Mosul, which had a pre-war population close to 2 million, would effectively abolish their state structure in Iraq and deprive them of a major source of funding, which comes partly from oil and partly from fees and taxes on residents.(Reporting by Ahmed Rasheed; Writing by Maher Chmaytelli; Editing by Peter Graff)

Al Shabaab Islamists claim deadly ambush in northeastern Kenya-[Reuters]-By Feisal Omar- December 27, 2015-YAHOONEWS

MOGADISHU (Reuters) - The Somali Islamist group al Shabaab said it ambushed a Kenyan security vehicle in remote northeastern Kenya on Sunday, killing four members of the security forces. The Kenyan Red Cross said in a post on Twitter that two police officers had been killed and two others injured, while a Kenyan police spokesman said he was unaware of the attack."Security has been beefed up in the region. Tension remains high," the Red Cross said.Sheikh Abdiasis Abu Musab, al Shabaab’s military spokesman, told Reuters the militants had ambushed the car on the main road in Mandera County, on the Somali border, killing four Kenyan soldiers, and seizing their weapons. The statement made no mention of police.Al Shabaab and officials often given conflicting details and death tolls.Al Shabaab, which seeks to overthrow Somalia's Western-backed government and impose a strict version of Sharia law, has carried out regular assaults in neighboring Kenya in retaliation for Kenya contributing troops to an African Union peacekeeping force in Somalia. The attack in Mandera County came two days after al Shabaab, which has links to al Qaeda, targeted two Kenyan security vehicles in Lamu County, killing at least one police officer.(Additional reporting by Joseph Akwiri; Editing by Edith Honan and Andrew Bolton)

Turkey's Kurds call for self-rule amid violence in southeast-[Reuters]-December 27, 2015-YAH OONEWS

ANKARA (Reuters) - Kurdish groups meeting in southeastern Turkey called for self-rule on Sunday amid heavy fighting in the region as the army pushed ahead with a security operation in which it says more than 200 Kurdish militants have been killed. The Democratic People's Congress (DTK), made up of Kurdish non-governmental organizations, made the call after a two-day meeting in Diyarbakir."The rightful resistance mounted by our people against the policies that degrade the Kurdish problem, is essentially a demand and struggle for local self-governance and local democracy," said the final resolution of the meeting, titled "declaration of political resolution regarding self-rule".The declaration called for the formation of autonomous regions including several neighboring provinces of Diyarbakir to take account of cultural, economic and geographic affinities. The call could escalate tensions between Kurds and the Turkish government as the government adamantly opposes a separate Kurdish state.President Tayyip Erdogan said in a speech late on Saturday that Turkey would never allow the formation of another state within its borders."Now they are talking about separating our land in this country. With God's permission, we will never allow a surgery on the unity of our country," he said.Turkish Prime Minister Ahmet Davutoglu canceled a planned meeting with the pro-Kurdish Peoples' Democratic Party (HDP) on Saturday, saying its politics were rooted in violence, as government forces pursued a security operation in the mainly Kurdish southeast. The army said in a statement on Saturday that more than 200 Kurdish militants had been killed over the last two weeks.Television footage showed tank fire and explosions in Cizre, a town in the southeastern province of Sirnak, where a curfew has been in place for 13 days.Three soldiers were killed in a bomb attack there by the Kurdish militant group PKK, the army said on Sunday.Turkey has been alarmed by territorial gains by Kurds in Syria's civil war, which it fears could stir separatism among its own Kurdish minority. For the past three decades Ankara has been trying to end an insurgency by fighters of the Kurdistan Workers Party (PKK), which is classified as a terrorist organization by the United States and the European Union.A two-year ceasefire between Kurdish militants and Ankara fell apart in July, plunging the southeast back into a three-decades-old conflict that has killed more than 40,000 people.Leading labor unions and professional chambers in Turkey have called for a one-day strike on Tuesday to demand peace, in protest against government-led military operations in southeastern Anatolia.(Reporting by Ece Toksabay; editing by Adrian Croft)

Pakistan army chief visits Kabul as peace diplomacy builds-[Reuters]-By Hamid Shalizi-Reuters-December 27, 2015-YAHOONEWS

KABUL (Reuters) - The powerful head of Pakistan's army, General Raheel Sharif, met Afghan President Ashraf Ghani on Sunday, the latest in a series of encounters between officials to prepare the way for new peace talks with the Taliban.Officials and politicians from Pakistan, Afghanistan and India have met in recent months in what are seen as cautious moves towards easing long-standing tensions between Islamabad, New Delhi and Kabul.Ghani's office said the talks on Sunday had focused on security, joint efforts to tackle terrorism and the resumption of peace talks with moderate elements of the Taliban after nearly 15 years of war."Both sides have agreed to continue the peace process with groups of Taliban that are ready for negotiation and reconciliation and to act against those groups that resort to terrorist actions and violence," his office said in a statement. The two sides agreed to coordinate counter-terrorism operations and work to prevent the mountainous frontier regions of their respective territories, where government authority is weak, being used as a base for cross-border insurgents.Sharif's visit to Kabul followed two meetings between Ghani and Pakistani Prime Minister Nawaz Sharif in recent weeks that set the stage for efforts to restart Pakistan-brokered peace talks with the Taliban.Officials have said talks could begin as soon as next month. Indian Prime Minister Narendra Modi made a surprise visit last week to the Pakistani city of Lahore on his way back from Afghanistan, where he opened a new Indian-financed parliament building and delivered three Russian-made military helicopters.General Raheel Sharif, whose influence on Pakistani policy extends well beyond the normal remit of an army commander, was in Washington last month where President Barack Obama and officials pushed hard for a return to talks with the Taliban.Pakistan is viewed with deep suspicion by many in Afghanistan, who say Islamabad has sponsored the Taliban insurgency with the aim of destabilising its northern neighbour and extending its own influence. For its part, Pakistan, where many Taliban leaders are believed to be living, denies the accusation and says it is also a victim of militancy. Earlier this month, it marked the first anniversary of an attack on a school in Peshawar in which Taliban gunmen killed 134 students.Peace talks with the Taliban broke down in July when it emerged that the Taliban's leader Mullah Mohammad Omar had been dead for more than two years and his death had been covered up.Prospects for more talks have been complicated by the bloody factional fighting within the Islamist insurgent movement in the wake of Omar's death. It has so far said it will not join talks while foreign forces remain in Afghanistan.(Additional reporting by Sheree Sardar in Islamabad; writing by James Mackenzie; editing by Alison Williams and David Clarke)
