A faulty component and the crew's inadequate response caused an AirAsia A320 to crash into the Java Sea last year, killing all 162 people on board, an Indonesian report said Tuesday.Flight QZ8501 plunged into the ocean in stormy weather on December 28, during what was supposed to be a routine flight from the Indonesian city of Surabaya to Singapore.The crash of the Airbus A320-200 triggered a huge international search, with ships and aircraft from several nations involved in a lengthy hunt that was hampered by strong currents and bad weather.The bodies of 56 of those who died have never been found.In their final report into the accident released Tuesday, Indonesia's official National Transportation Safety Committee said poor maintenance and a fault with the system that helps control the rudder's movement was a major contributing factor to the crash.Cracked soldering in the component caused it to malfunction and send repeated warning messages to the pilots, it said.In response, they tried to reset a computer system but in the process turned off the plane's autopilot, sending it into a sharp roll from which they were unable to recover."Subsequent flight crew action resulted in inability to control the aircraft," said the report. This is why the brightest chapter of its military tradition comes from the armed units of Czechoslovak emigres fighting for the freedom of their country from abroad.Czechoslovak legions were instrumental for gaining independence in 1918, fighting on the Russian, French, and Italian fronts.Their sons and daughters then fought Nazism in the colours of the British Royal Air Force or Army, American, or Soviet troops.-To win peace will take a battle-But where is the connection with Syria and Iraq? In the history of Europe you can hardly find a more massive wave of immigration than the current flow of people, mainly from Syria and Iraq.Many of them, young men, saying their dream is to return home, currently languish in establishments for asylum seekers, in fact, in former military barracks in European countries.They came yesterday; they don’t have plans for tomorrow, waiting offers of integration.After Paris we’re all asking ourselves: How do we address the core of the crisis? How do we stop and defeat Daesh [another name for Islamic State], while avoiding the accusation, especially by Western neo-Marxist intellectuals, Muslim brotherhoods, or the Arab street of “Western hegemonic war”? Their main support should come from the coalition against Daesh and from the brave Kurdish forces.Not the geographic and cultural “West”, but peace loving forces joining against evil without a hidden agenda.Many Europeans do not trust refugees. For an important part of the European population, the migrants (at least part of them), face an image problem.People ask, perhaps, politically incorrect questions: Are they really fleeing evil or just seeking better jobs? What will happen to Syria if it’s left empty? A joint campaign by the international coalition and the emigre compatriots would certainly change this.Yes, there is a complex political theatre and an even more difficult battlefield.But this new force should go into a field made ready by diplomacy. BRUSSELS, Today, 18:16-The country known from books of politology as a hero of a some difficult 20th centurty moments, Czechoslovakia, might offer inspiration for the present situation with Iraq and Syria.Its freedom was at stake in both World Wars, but it was overwhelmed by a more powerful neighbourhood. This is why the brightest chapter of its military tradition comes from the armed units of Czechoslovak emigres fighting for the freedom of their country from abroad.Czechoslovak legions were instrumental for gaining independence in 1918, fighting on the Russian, French, and Italian fronts.Their sons and daughters then fought Nazism in the colours of the British Royal Air Force or Army, American, or Soviet troops.-To win peace will take a battle-But where is the connection with Syria and Iraq? In the history of Europe you can hardly find a more massive wave of immigration than the current flow of people, mainly from Syria and Iraq.Many of them, young men, saying their dream is to return home, currently languish in establishments for asylum seekers, in fact, in former military barracks in European countries.They came yesterday; they don’t have plans for tomorrow, waiting offers of integration.After Paris we’re all asking ourselves: How do we address the core of the crisis? How do we stop and defeat Daesh [another name for Islamic State], while avoiding the accusation, especially by Western neo-Marxist intellectuals, Muslim brotherhoods, or the Arab street of “Western hegemonic war”? How do we end the medieval, barbarian terror and avoid the scenarios of Afghanistan and Iraq? There, gaining hearts and minds of the local population was hard, and was often destroyed by the populism of local leaders and the disunity of the international community.One thing is clear. To win peace in Syria and Iraq will take a battle. But who has the biggest credibility and the motivation fight it? The answer is, in my opinion, two-fold.We have an international coalition against Daesh, which must continue. But we have to do more. A credible peace can be brought only by Syrians and Iraqis themselves. So far this year, close to 1 million people have come to Europe, mainly from Syria and Iraq. Just two percent of that is almost 20,000.If there are 20,000 eager to liberate their homeland, aspiring to build a better future for their children, this would already be a substantial force.If they were well trained, motivated, payed, equipped, deployed, and supported, they can succeed better than anyone else. Their main support should come from the coalition against Daesh and from the brave Kurdish forces.Not the geographic and cultural “West”, but peace loving forces joining against evil without a hidden agenda.Many Europeans do not trust refugees. For an important part of the European population, the migrants (at least part of them), face an image problem.People ask, perhaps, politically incorrect questions: Are they really fleeing evil or just seeking better jobs? What will happen to Syria if it’s left empty? A joint campaign by the international coalition and the emigre compatriots would certainly change this.Yes, there is a complex political theatre and an even more difficult battlefield.But this new force should go into a field made ready by diplomacy. With clear, negotiated rules of engagement and a sound democratic mission statement, such a force can work miracles.-'Freedom is not free'-It won’t be easy to put together. But it’s not the first time in history we’ve managed to work wonders.The late Czech president, Vaclav Havel, was the kind of patriot who wanted to change things in his homeland despite the high costs at that time.Later he gave us more insight into his motivation, when he said: “I don't think it hurts occasionally to remind people who live in totalitarian states, subtly perhaps, that they might also do something about their own domestic totalitarianism, instead of just running away from it. If I demand that Westerners not think merely of their own particular interests and that they behave as all of us should behave - that is, as though we were immediately responsible for the fate of the whole of society - then I see no reason why I shouldn't demand the same of people living in totalitarian countries.”The next page of Syrian and Iraqi history deserves to be more positive.It needs to be written by Syrians and Iraqis themselves – regardless of their religion or ethnicity. It won’t be easy. It probably won’t be popular. BRUSSELS - Stephane Dion walked through NATO's doors Tuesday suggesting he won't have to do much of a sales job over the impending withdrawal of Canada's jets from the U.S.-led bombing campaign against militants in Iraq and Syria.Other countries, including North Atlantic allies, understand the warplanes have played only a small part in the effort, and that Canada will be more effective in a training role, Dion said on his way into a meeting of foreign ministers."There are a lot of things where Canada may be a great supporter, instead of delivering two per cent of the airstrikes," the global affairs minister said.Dion also indicated the signals he and Prime Minister Justin Trudeau have received at other international conferences indicate that Canada's new policy is "well understood."As of Nov. 19, Canada had carried out 199 airstrikes out of a total of 8,289 coalition raids — or 2.4 per cent.It remains unclear when the jets will be coming home — or what a beefed-up training commitment would look like — but Dion could see a menu of opportunities before him during the two-day ministerial meeting which began Tuesday.The war against the Islamic State of Iraq and the Levant, also known as ISIL or ISIS, is not a NATO mission, but almost all members contribute in one form or another to the U.S. coalition.The alliance announced last summer it was embarking on a "capacity-building" training program for the Iraqi military, but gave no timelines for the training at sites in Turkey and Jordan. It was looking at a wide series of measures, including countering improvised explosive devices, bomb disposal, de-mining, civil-military planning, cyberdefence, military medicine and medical assistance.A NATO official, speaking on background, said the mission is still in the planning stages and member nations have yet to be asked for troop contributions. "We want to re-engage Canada in multilateralism and NATO is at the core of that."The alliance conducted a military training mission in Iraq, but it was shut down when the U.S. withdrew its forces in 2011.The reconstituted undertaking bears a passing resemblance to what NATO has been doing in Afghanistan with some success — a mission that included nearly 900 Canadians for three years. Afghan forces, despite taking a pounding from a renewed insurgency, have largely held their ground, whereas Iraqi forces melted away in the face of last year's ISIL onslaught.NATO's future role in Afghanistan and how to fund the country's fledgling security forces was a topic of debate Tuesday among foreign ministers."Afghan forces have faced great challenges, but they have shown tremendous courage and determination," said NATO secretary general Jens Stoltenberg."This has been a year of challenges, but it also been a year of progress.... Defense Secretary Ash Carter told Congress on Tuesday that the U.S. would establish a special operations "targeting force" in Iraq as part of the intensified military effort to fight ISIS.The special operations force would conduct raids, could free hostages held by ISIS, gather intelligence and capture ISIS leaders in both Iraq and Syria.It is part of the broader role for U.S. special operations forces that Carter said would occur in the wake of the raid in late October where U.S. special operations forces helped free 70 ISIS hostages in northern Iraq. That same raid resulted in the death of Master Sergeant Joshua L. Wheeler, the first American fatality from combat in Iraq since the return of U.S. forces to that country in mid-2014.Some U.S. Special Operations forces currently operate inside Iraq in an advise and assist role with Iraqi and Kurdish forces, but have not engaged in unilateral raids. The official also said it was unclear if that number of personnel would fall under the current authorized cap of 3,550 U.S. troops in Iraq or might lead the White House to authorize a larger number of troops to serve in a training and advise and assist role in Iraq.General Joseph Dunford, the chairman of the Joint Chiefs of Staff, told the committee today any military recommendations in the war on ISIS are not limited by that troop cap."I can assure you that I don't feel at all inhibited about making recommendations that would cause us to grow greater than 3,500, or would I were to believe that would help us to defeat ISIL,” said Dunford. Much as special operations forces operated against al Qaeda in Iraq during the previous U.S. military in Iraq, “our operations will be intel driven,” said Dunford. "Our assessment is that this force and the operations this force will conduct will provide us additional intelligence that'll make our operations much more effective," And I think that's what the secretary refers to when he talks about the virtuous cycle.”“The enemy doesn't respect boundaries; neither do we. We are fighting a campaign across Iraq and Syria. So we're going to go where the enemy is and we're going to conduct operations where they most effectually degrade the capabilities of the enemy.”Carter said the force would "also be in a position to conduct unilateral operations into Syria." Over the past year, U.S. special operations forces have already conducted two targeted raids into Syria.The force's operations in Syria would be separate from the scheduled deployment of up to 50 special operations forces that will soon be deployed to northeastern Syria. In October, the Pentagon announced that it would send up to 50 special operations forces there to work with the Syrian Arab Coalition, a force of 5,000 Arab rebels that has been fighting ISIS.Carter said the special operations task force had been established with the cooperation of the Iraqi government. "The raids in Iraq will be done at the invitation of the Iraqi government and focused on defending its borders and building the ISF's (Iraqi Security Forces) own capacity," he said.In an appearance before the Senate Armed Services Committee in October, Carter had included "raids" as one of the "Three R's" that would guide the intensified effort against ISIS.
