Russian hackers reached sensitive White House systems: CNN-APR 7,15

WASHINGTON-(Reuters) - Russian hackers penetrated sensitive parts of the White House computer system after intruding at the U.S. State Department in recent months, CNN reported on Tuesday, citing U.S. officials briefed on the matter.The White House said the report did not refer to a new incident but was "speculating" about the source of cyber activities that were disclosed last year.Spokesman Mark Stroh said in a statement that the White House would not comment on CNN's attribution of the cyber attack to Russian hackers.White House deputy national security adviser Ben Rhodes said in an appearance on CNN on Tuesday that the White House in 2014 disclosed cyber intrusions that did not affect classified information." Russian nuclear submarine 'on fire' in Arctic dock-apr 7,15-bbcnews

The Orel nuclear submarine is not believed to have weapons or nuclear fuel on board.A Russian nuclear submarine has caught fire at an Arctic naval shipyard, Russian media report.Reports say that the fire on the Orel has been contained. Its reactor is not believed to have been at risk.The blaze started at the Severodvinsk shipyard during repairs. The Oscar-II class vessel does not have weapons or nuclear fuel on board.The sub joined the Northern Fleet in 1992, reports say, and on operations it is armed with anti-ship missiles.

The dock has been flooded with water in order to put out the fire completely.Despite this, a spokesman for the shipyard told Interfax news agency that it could take another two hours to stop the burning."The fire has been contained, they continue to fill the dry dock with water," he said.Spokesman Yevgeny Gladyshev also told Tass news agency that the water would not cause any damage to the equipment inside the submarine because the inner hull remains closed.A spokesman for the corporation which runs the shipyard, Ilya Zhitomirsky, told The Associated Press news agency that the critical parts of the submarine's nuclear reactor had been removed before the repair work started.There have been no reports of casualties.Thick smoke is still coming from the Orel submarine.Local media report that the blaze on the 155m-long (500ft) submarine began when some insulation material caught fire during welding work.In 2011, the Yekaterinburg nuclear submarine was damaged in a huge fire during repairs in the northern Murmansk region.Nine people were hurt fighting the blaze that started after the submarine's rubber-coated outer hull caught fire.

Israel on Monday set out a series of requirements and changes that it said could turn the framework agreement reached last Thursday by US-led negotiators with Iran into a more acceptable final deal.It also issued a document posing 10 questions that it said underlined “the extent of the irresponsible concessions given to Iran” in the agreement, and that it claimed made clear “how dangerous the framework is for Israel, the region and the world.The document was distributed by Israel’s Strategic Affairs Minister Yuval Steinitz, a Likud party member and confidant of Prime Minister Benjamin Netanyahu.Meeting with reporters in Jerusalem, Steinitz demanded a series of changes to close key loopholes as the final terms are negotiated ahead of a June 30 deadline. He presented the demands after Netanyahu reiterated in a series of US TV interviews on Sunday that Israel does not oppose any deal with Iran, but rather demands a “better deal.”The changes set out by Steinitz include: Barring further Iranian R&D on advanced centrifuges; significantly reducing the number of centrifuges Iran would have available to press back into service if it violates the deal; shuttering the Fordo underground enrichment facility; requiring Iran’s compliance in detailing previous nuclear activities with possible military dimensions; shipping its stockpile of lower-enriched uranium out of the country; and ensuring “anywhere, anytime” inspections of Iran’s facilities.The document distributed by Steinitz (see accompanying PDF here) reiterated Netanyahu’s assertion that “a better deal” can and must be reached. It protested that the framework agreement reached in Lausanne, Switzerland, and hailed by President Barack Obama as “historic,” “ignores the threat posed by Iran’s nuclear program to Israel.” By contrast, it charged, “great consideration” was given to Iran, “an enemy of the Unites States, whose regime, even during the negotiations, continued to conduct aggression in the region and to call for the destruction of Israel.”It charged that “the framework deal does not block Iran’s path to the bomb. By removing the sanctions and lifting the main restrictions on Iran’s nuclear program in about a decade, this framework paves Iran’s path to a bomb.”Echoing criticisms leveled by Netanyahu since the deal was reached, the document further protested that “not a single nuclear facility will be shut down. 1. Why are sanctions that took years to put in place being removed immediately (as the Iranians claim)? This would take away the international community’s primary leverage at the outset of the agreement and make Iranian compliance less likely.

2. Given Iran’s track record of concealing illicit nuclear activities, why does the framework not explicitly require Iran to accept inspections of all installations where suspected nuclear weapons development has been conducted? Why can’t inspectors conduct inspections anywhere, anytime?

3. Will Iran ever be forced to come clean about its past nuclear weaponization activity?

4. What will be the fate of Iran’s stockpile of enriched uranium?

5. Why will Iran be allowed to continue R&D on centrifuges far more advanced than those currently in its possession?

6. Why does the framework not address Iran’s intercontinental ballistic missile program, whose sole purpose is to carry nuclear payloads?

7. Following Iranian violations of the framework, how effective will be the mechanism to reinstitute sanctions?

8. What message does the framework send to states in the region and around the world when it gives such far-reaching concessions to a regime that for years has defied UNSC resolutions? Why would this not encourage nuclear proliferation?

9. The framework agreement appears to have much in common with the nuclear agreement reached with North Korea. How will this deal differ from the North Korean case?

10. Why is the lifting of restrictions on Iran’s nuclear program in about a decade not linked to a change in Iran’s behavior? According to the framework, Iran could remain the world’s foremost sponsor of terror and still have all the restrictions removed. Instead, the removal of those restrictions should be linked to a cessation of Iran’s aggression in the Middle East, its terrorism around the world and its threats to annihilate Israel.”

The document ended with the assertion that “the alternative to this framework is a better deal, one that will significantly dismantle Iran’s nuclear infrastructure, bring about a cessation of its aggression in the region and terrorist activities around the world, as well as end its efforts to destroy Israel. The framework deal does not block Iran’s path to the bomb. By removing the sanctions and lifting the main restrictions on Iran’s nuclear program in about a decade, this framework paves Iran’s path to a bomb. The result will be a dramatic increase in the risks of nuclear proliferation and an increase in the chances of a terrible war.”

Defense Minister Moshe Ya’alon on Monday said the Iran framework deal was “an existential issue” for Israel and a “historic mistake” and lambasted the West for not addressing Tehran’s involvement in fueling conflicts across the Middle East.“It’s not that we don’t believe the White House,” the defense minister said in an interview with Channel 2 on the framework agreement. “We don’t believe the Iranians.”“As they [the P5+1 countries] speak about the number of centrifuges, Iran takes over Yemen… the Golan Heights, Hezbollah… All these things were not mentioned in the negotiations,” Ya’alon said.The defense minister said Jerusalem and Washington strongly disagree over the risk the deal poses to Israel’s survival, but maintained that the security ties between the two allies remain solid and the US is aware of Israeli criticism of the deal.“There is obviously a threat here to the State of Israel,” he continued, and instead of blocking [Iran], they [the US] paves its road” to the bomb, retroactively whitewashing “all its violations of international treaties.”He said “security relations [with the US] are really very good,” despite the “deep-seated difference of opinion” between Israel and the White House over the easing of sanctions as part of the framework deal.Ya’alon emphasized that despite Prime Minister Benjamin Netanyahu’s public disagreement with President Barack Obama on the Iranian issue, the US is “listening to us very well and the channels are open.” Asked again whether cooperation on defense matters suffered due to the two leaders’ differing opinions, Ya’alon answered emphatically: “Certainly not, certainly not.”Ya’alon said the Jewish state had “not yet exhausted” all options with regard to its efforts to prevent the deal in its current form. Saudi Arabia’s cabinet said Monday that it welcomes the understandings reached between Iran and world powers in Lausanne, Switzerland, last week regarding the future of Tehran’s nuclear program.In a statement published by the official Saudi Press Agency, the kingdom “expressed hope that a final, binding and definitive agreement would be reached leading to the strengthening of security and stability in the region and the world.”The statement marked a stark contrast with Saudi media reports on the deal, which have expressed a sense of betrayal over the framework accord.The cabinet urged clearing the region of all weapons of mass destruction, and in an apparent reference to Tehran’s involvement in Syria, Lebanon and Yemen, appealed for “good neighborliness and non-interference in the affairs of Arab states.”Iran and Saudi Arabia, the foremost Shiite and Sunni Muslim powers in the Middle East, have had troubled relations in recent years after taking different sides in the Syrian civil war. ‘Mosaic’ of jihadists

Lebanon’s security forces say at least 46 men have left Ain al-Helweh to fight in Syria’s four-year war, in addition to a number who “come and go.”Major General Mounir al-Maqdah, head of Palestinian security forces in Lebanon, said many of the fighters were no older than 17.“They’re from a new generation that is very reckless,” he said.Lebanon’s Palestinian refugee camps offer few employment opportunities. Lebanese law bars their residents from several professions.Under a decades-old agreement, state security forces do not enter the camps, leaving them under the control of Palestinian militant groups.But even they are afraid of entering the three neighbourhoods of Ain al-Helweh that have come under the control of extremist groups.One of these groups, “Shabab al-Muslim” (the Muslim Youth), was established in Ain al-Helweh as hardliners rose to prominence in Syria. JERUSALEM (JTA) — When Amit Re’em embarked on a 1999 excavation of an abandoned Ottoman prison in the Old City of Jerusalem, he didn’t expect anything revolutionary.The dig was primarily aimed at inspecting the site before it was transformed into an event space for the nearby Tower of David Museum, and Re’em, then just 28, hoped at most to uncover some remains of a Herodian palace, or maybe part of a wall from the second century.He did find those things — along with much more.In one 49 meters by 9 meters (160 feet by 30 feet) space, Re’em unearthed an archaeological timeline of Jerusalem dating back 2,700 years. Layers from nearly every era of the city’s history lay on top of each other, from the time of the First Temple through the Roman, Crusader and Ottoman periods, and up to Israel’s independence in 1948. Remains from those eras are strewn throughout the Old City, but rarely are they found so close together or so well preserved.“The strength of the remains and the layering of them one on top of each other is like an open book, the whole historical and archaeological sequence of Jerusalem laid out in front of our eyes,” Re’em told JTA. “We expected to find things, but the strength that we saw them in was beyond our expectations.”Called the Kishle — Turkish for prison — the site was built as a jail by the Ottoman Turks in the 1800s and used by the British in the 1940s to hold captured Jewish militia members. A map of Greater Israel etched by an imprisoned member of the pre-state Irgun militia is still visible on the wall.Below the prison lay the foundations of a fortification wall built in the eighth century BCE by the ancient Jewish King Hezekiah, who like later rulers took advantage of the site’s strategic high ground. Across the room are remains of another defensive wall built 600 years later by the Hasmoneans, who ruled Jerusalem after the Maccabees revolt.The room also houses remains of the wall of a massive Herodian palace built near the beginning of the Common Era, as well as basins from the Crusader period that were likely used to dye clothes and tan leather. The current walls of the Old City, built by the Ottomans in the 16th century, sit atop the Herodian wall and later served as the outer wall of the prison.Re’em also believes the room may have been the site of Jesus’ trial by Pontius Pilate. Pilate would have tried Jesus in a prominent location like Herod’s palace, Re’em said, noting that the original route of the Via Dolorosa that Jesus followed to his crucifixion passed the spot where the Kishle now stands.“A lot of times you expect something and don’t find it because you didn’t get down to the lower layers because of logistics, budget, you name it,” Re’em said. “On the other hand, archaeological layers and remains are [sometimes] destroyed. Here we were lucky the remains weren’t damaged or destroyed. We could dig for two years from the top down to the bottom.” Re’em’s findings convinced the Tower of David Museum not to build on the site. But since the dig ended in 2001, the room remained closed due to budget constraints until the museum’s new director, Eilat Lieber, opened it to the public last year.The room has not been changed since 2001 and looks like an active archaeological dig. Lieber hopes to place a glass floor above the remains and to augment them with 3-D imaging that will show what the space looked like in different periods.“It’s like a hello from different historical eras that connect us to this place and allow us to understand what was here,” Lieber told JTA. “What remains are stones, but behind the stones are what was here, who the characters were.”Many of Re’em’s conclusions about the room are based on dating techniques and inferences from historic sources. The claim that the walls belonged to Herod’s palace come in part from the writings of the historian Josephus Flavius. Re’em’s belief that the basins were used for cloth dying is derived from an account by Benjamin of Tudela, a medieval Jewish traveler, plus remnants of red dye on the basin walls.But Re’em added that at a certain point, dating and accuracy become less important than what the site means to visitors looking for a spiritual experience.“As an archaeologist who works in Jerusalem, it doesn’t matter where the real location of Jesus’s trial was,” he said. “What matters is what people believe.“At the Kishle site, people can touch the stones of the Herodian palace. Andreas Lubitz was practically unknown and would probably have remained so before he diabolically murdered 149 people on March 24, 2015. The Germanwings Airline he worked for was also relatively unknown outside of Europe until that day that Lubitz brought the plane down and inadvertently dragged Lufthansa the parent company into this debacle.Now, we are left with grieving families and a baffled world asking ‘why?’ In theory, no one would have seen this deliberate crashing of the plane coming. Or is that right? If we scrutinized the individual that was Lubitz, and the people that related with him closely like his erstwhile girlfriend, and medical personnel that treated or were treating him; we will begin to wonder if that tragedy couldn’t have been averted.The news is now awash with Lubitz’s comments to his ex-girlfriend that one day he will do something that will change the whole system, and then all will know his name and remember it; which of course didn’t mean much then until it all fits now that he has taken 149 innocent lives.More revealing however, is the series of psychiatric and other medical personnel who had and were treating him for depression and other ailment that could hinder him from performing his rather sensitive job albeit temporarily; and their non-disclosure to his employers of his situation.Unfortunately, in trying to protect our individual privacy, society has instituted the doctor/patient privilege so that such disclosure is usually left to the discretion of the patient; except where it appears the patient portends a clear and present danger to himself and others. In retrospect, would all the doctors who treated Lubitz have kept quiet if they could do it all over again knowing he would commit mass murder? Just as the tragic events of 9/11 prompted a review of the cockpit security and access, ensuring unauthorized persons don’t gain access to it (which ironically ensured the pilot of the crashed Germanwings plane remained locked out), society may want to start reviewing where a patient’s right to privacy ends and where collective safety from every potential Andreas Lubitz commences.This is by no means a call to senseless publication of people’s medical history, dehumanizing them or making a ridicule of their plight. But surely, within the borders of decency and necessity with the cooperation of the patient; a controlled disclosure to one’s employers or immediate family members has become imperative to avoiding this kind of tragedy. If this had been the case, Lubitz would not have been a co-pilot on Germanwings with the lives of 149 people in his hands to do as he pleased. He probably would have been a flight instructor, still very relevant in the job he loved.What if the doctor who recommended the off duty for him two days before the dastardly act (as evidenced by the trashed torn up note) had been required to notify Germanwings authorities of that recommendation, so that we had a doctor/patient/employer or family member privilege arrangement? For society to evolve to where we are now, mankind had to surrender a large portion of our individual proclivities and rights to governments for a common administration. This is how we have been able to ensure our collective survival. We may need to surrender some more rights to privacy unfortunately, especially where it involves challenges with the mind as well as physical limitations that would affect others.The foregoing notwithstanding, the ongoing revelations after this crash that Lufthansa had knowledge of Lubitz’s prior conditions only brings endless questions as to why he was allowed to fly. Questions I am certain only them can attempt to answer.When we hear of air crash or any other disaster, especially those that could have been avoided, we feel a certain revulsion and collective pain. Can we begin to even imagine what it was like for the victims of such in their final moments or the anguish of their families who have to deal with the irreparable loss? On the day MH370 mysteriously disappeared, my wife was in the air to China. I remember how I felt until I could hear from her again. With the Lubitz satanic attack now, should one start worrying about the pilots that fly the planes we travel in, their mental state of health or indeed if they are al-Qaida or Isis converts or lone demented like Andreas Lubitz? Pilots are usually unseen when on duty. We only hear them when they address passengers in the course of the journey. Except for those we know personally, we can hardly identify them when we see them out of uniforms off duty. Unless they do something heroic as Captain Chesley ‘Sully’ Sullenberger who landed a US Airways plane on the Hudson river in the United States in January 2009, after losing two engines to a flock of birds shortly after take-off; thereby saving all 155 people on board and becoming the darling of the media.One time I was on a flight alongside some Turkish teenagers from Brussels to Casablanca. From their happy conversations, I could tell they were on excursion to see Morocco. As the plane touched down in Casablanca smoothly, the children cheered and clapped and whistled for the captain; as if to say ‘thank you sir for flying smoothly’. It was one of the most beautiful moments I had experienced on a plane, hearing them make all that noise of gratitude.The co-pilot of Germanwings flight 9525 Andreas Lubitz never gave those 16 German children returning from their school exchange programme the opportunity to clap and cheer when they would have arrived home, or for the rest of the passengers to experience the bliss of a smooth touch down. Announced a day after the museum terrorist attacks in Tunis, the bill allows agencies attached to the economy, defence and interior ministries to spy on people by hacking their computers or mobile phones without the need for a warrant.Anyone suspected of terrorism or terrorism links, even incidentally, could be a target.Prime minister Manuel Valls has said the bill is needed to detect possible terrorist activities in the wake of the Charlie Hebdo massacre in Paris in January.His office would be granted news powers to order interceptions without having to resort to any court or judicial oversight.The bill provides for a special commission that can only issue non-binding recommendations as a counter-balance.Some politicians and many civil liberties groups have criticised the draft proposals.Herve Morin, a former defence minister and member of the centrist UDI party, said he had "strong reservations" about the law in its current form.Rights groups say the lack of early judicial control on surveillance increases the risk of government abuse and undermines privacy rights of people not suspected of any crime.“Such mass surveillance systems will undermine internet users' privacy, have the potential to chill free expression, and could be subject to serious abuse,” said Privacy International, Amnesty International, FIDH, the French League for Human Rights and Reporters Without Borders in a joint statement.The bill proposes implanting surveillance technology with Internet service providers and telecommunications companies to monitor communications for analysis.

Apr, 07:08-The Greek government presented a revised plan to its eurozone partners on Wednesday, promising that it would fulfil its debt repayment obligations over the next two weeks.The 26-page document, leaked to the Financial Times on Wednesday (1 April), contains a raft of tax increases aimed at boosting treasury coffers by between €4.6 billion and €6.1 billion, alongside an extra €1.1 billion in spending commitments, most of which comes from increases to state pensions. The blueprint forecasts that the Greek economy can record a primary surplus of 1.2 percent in 2015.In a statement attached to the proposal, which will now need approval by eurozone finance ministers, the Greek government called for “a speedy and successful conclusion to the Final Review, so that short-term funding issues can be resolved and current crippling financial and economic uncertainties brought to an end.”It added that the “viability” of the single currency was at stake in securing an agreement.Alexis Tsipras’ government must have a new set of economic reform proposals signed off by fellow governments in order to unlock the remaining €7.2 billion in its bailout fund. Ministers will next meet in Brussels on 24 April.“We sent a new document today to the Brussels Group which is more specific and quantified," a Greek finance ministry official told reporters on Wednesday. NAIROBI (Reuters) - The Kenyan air force has destroyed two al Shabaab camps in Somalia, it said on Monday, in the first major military response since the Islamist group massacred students at a Kenyan university last week.Al Shabaab denied the camps were hit, saying the air force bombs fell on farmland. Gunmen from the al Qaeda-aligned group killed 148 people on Thursday when they stormed the Garissa University College campus, some 200 km (120 miles) from the Somali border.Jets pounded the camps in the Gedo region on the other side of the frontier on Sunday, Kenya Defence Forces spokesman David Obonyo said. ADEN (Reuters) - Southern Yemeni militias backed by warplanes from a Saudi-led coalition attacked Houthi fighters across several provinces in south Yemen on Monday, driving the Shi'ite rebel forces from some of their positions, witnesses and militia sources said.The southern fighters' gains came on the 12th day of an air campaign by Saudi Arabia and mainly Gulf Arab allies trying to stem advances by the Iran-allied Houthis, who control the capital Sanaa and have advanced on the southern city of Aden.The fighting has killed hundreds of people, cut off water and electricity supplies and led the United Nations children's agency UNICEF to warn that Yemen is heading towards a humanitarian disaster.Saudi Arabia, the main Sunni Arab power in the Gulf, launched the air campaign on March 26 to try to contain the Shi'ite Houthis and restore President Abd-Rabbu Mansour Hadi, who has fled Aden for refuge in Riyadh.The International Committee of the Red Cross and UNICEF plan to fly aid planes into Yemen on Tuesday, but the missions have been delayed as they seek clearance from Arab states waging the air strikes and hunt for planes prepared to fly to Yemen.In Aden, Houthi forces gathered at the edge of the main port area on Monday but pulled out of two residential quarters on its fringes, residents told Reuters. Around 60 people were killed in heavy fighting in the area on Sunday, they said.Explosions shook Aden's suburbs as residents reported a foreign warship shelling Houthi positions on the outskirts.Military momentum is hard to judge in a disjointed conflict playing out across hundreds of miles of mountains, deserts and coastal positions, but in the southern provinces surrounding Aden the Houthis' foes said they had made gains.Residents in Dhalea, north of Aden, said air strikes hit a local government compound on the northern edge of the town and a military base on its outskirts which were both taken over by Houthis. They said buildings were on fire and reported loud explosions. HEAVY ADEN FIGHTING

Saudi Arabia has taken the lead in military operations against the Houthis, backed by air forces from its Gulf allies the United Arab Emirates, Bahrain, Kuwait and Qatar. It says it also has support from Jordan, Egypt, Sudan, Morocco and Pakistan.Pakistan has yet to spell out what support it will provide, and its parliament was meeting on Monday to discuss what the defense minister said was a request from Riyadh for military aircraft, warships and soldiers.Street fighting and heavy shelling have torn through Aden for several days. The city is the last bastion of support for the Saudi-backed Hadi, though it is unclear whether the southern fighters are battling for him or for local territory.Food, water and electricity shortages have mounted throughout the country but especially in Aden, where combat has shut ports and cut land routes from the city."How are we supposed to live without water and electricity?" pleaded Fatima, a housewife walking through the city streets with her young children.She clutched a yellow plastic jerry can, like dozens of other residents on the streets and in queues seeking water from public wells or mosque faucets after supplies at home dried up.The International Committee of the Red Cross, which for days blamed the Saudi-led coalition for delays, told Reuters on Monday that Saudi Arabia had granted permission for an aid shipment late on Saturday but problems in chartering planes would likely delay the aid's arrival until Tuesday."We are still working on getting the plane to Sanaa. BEIRUT (Reuters) - Islamist insurgents have released 300 Kurdish men in the country's north who were taken captive on Sunday, a Kurdish official said on Monday.Nawaf Khalil, a spokesman for the Kurdish PYD party in Europe, told Reuters by phone that the "men were released by the Islamist militant groups who were holding them".The Syrian Observatory for Human Rights monitoring group, which tracks the conflict from Britain, also said the Kurds had been released. However, it said around 200 had been held, taken at several checkpoints over the past two days.Khalil and another Kurdish official reported earlier on Monday that the men were taken on Sunday evening.Idris Nassan, an official in the Kobani canton, said they were kidnapped by al Qaeda's official Syrian wing, the Nusra Front, as they were traveling from the town of Afrin, which is under Kurdish control, to the cities of Aleppo and the capital Damascus."They left women and children but they kidnapped 300 men and young people," he said."They captured them in Tuqad village, 20 km (12 miles) west of Aleppo and then they moved them to al-Dana town in Idlib province," he said. The Nusra Front was part of an alliance of militant groups that captured Idlib city last month.The Nusra Front has not claimed the kidnapping. Syrian state media did not report the incident.Kurdish militia and Islamist militants have fought territorial disputes in Syria during the four-year civil war. PLO delegation to hold talks with Syria on Yarmuk relief-AFP-apr 6,15-yahoonews

Ramallah (Palestinian Territories) (AFP) - A Palestinian official said Monday a delegation was heading to Damascus for talks on helping residents inside the Yarmuk refugee camp, parts of which have been overrun by the Islamic State group.Hundreds of families have been evacuated from the camp in a southern neighbourhood of Damascus after IS jihadists launched on attack on Wednesday.Palestinian forces inside Yarmuk are largely surrounded by IS fighters who have captured large parts of the camp.Ahmed Majdalani, an official with the Palestine Liberation Organisation (PLO), said the delegation would focus its efforts on providing security and assistance to the camp."We will discuss with a number of Syrian officials securing the relief corridor opened yesterday to deliver humanitarian aid and getting civilians out so they won't become human shields for the terrorist Daesh group," he said, using an Arabic acronym for IS.The delegation will also hold meetings with various Palestinian factions to discuss how to counter IS threats, said Majdalani, who is heading the group.Majdalani accused IS militants of "seeking to control the whole camp" and to use it "as a springboard for attacks on the Syrian capital Damascus because of its strategic location".The visit came after talks with officials in several Arab countries."We have an Arab and international plan to stop the violence perpetrated against our people," Majdalani told AFP.In a statement, the PLO called for "all sides to immediately agree to protect the camp from efforts to turn it into a battlefield".It also called for civilians to be granted relief corridors and humanitarian and medical assistance.

The UN Security Council on Monday demanded humanitarian aid access to the refugees.The 15-member body called "for the protection of civilians in the camp for ensuring a humanitarian access to the area including by providing life-saving assistance," said Jordan's ambassador Dina Kawar, the council chair this month.Since the jihadist advance began, regime forces have pounded the camp with shells and barrel bombs, according to the Syrian Observatory for Human Rights, a Britain-based monitoring group.Dozens of Hamas and Islamic Jihad supporters meanwhile protested in Gaza on Monday to demand an end to the violence in Yarmuk."We demand the attackers immediately stop their killing," former Hamas justice minister Mohamed Faraj al-Ghul told protesters outside the parliament building in the Gaza Strip.Yarmuk "must be a neutral place, far from the madness of war," he said, urging an international intervention to "stop the killing".Yarmuk was once a thriving neighbourhood home to 160,000 Palestinian refugees and Syrians but has been caught up in the country's civil unrest which began in 2011.It has been besieged by regime forces for more than a year and only about 18,000 residents are estimated to remain in the camp after many fled the fighting.
IS, which has seized control of large parts of Syria and Iraq, has fought not only against President Bashar al-Assad's regime but also against other rebel groups as it seeks to expand the territory under its control.
