Palestinian attacker stabs Israeli woman in West Bank-[The Canadian Press]-The Associated Press-January 18, 2016-YAHOONEWS

JERUSALEM - A Palestinian attacker stabbed and wounded a pregnant Israeli woman in the West Bank on Monday before being shot, Israeli officials said. The attacker entered the Tekoa settlement and stabbed the 30-year-old woman, the Israeli military said, before being shot by the settlement's head of security.Shoham Ruvio, a spokeswoman for Jerusalem's Shaarei Tzedek hospital, said the woman was five-months pregnant. She said the woman was moderately wounded after being stabbed in the upper body and that there was no damage caused to the fetus. Ruvio identified the woman as Michal Froman, the daughter-in-law of a late settler rabbi known to promote coexistence between Arabs and Jews.Eli Bin, the head of Israel's rescue service MDA, had earlier told Israeli Channel 10 TV that the woman was seriously wounded. The attacker's condition was not immediately known.Monday's attack was the latest in a four month-long wave of violence that shows no sign of abating. Palestinian attacks have killed 25 Israelis and an American student. At least 146 Palestinians have been killed by Israeli fire, of whom 101 are said by Israel to have been attackers. The rest have been killed in clashes with Israeli troops.Israel says the violence is the result of a Palestinian campaign of lies and incitement. The Palestinians say it is rooted in frustrations over Israel's nearly 50-year occupation.

Israel says Islamic State could attack it and Jordan after Syria setbacks-[Reuters]-By Dan Williams-January 18, 2016-YAHOONEWS

TEL AVIV (Reuters) - Islamic State's battleground setbacks in Syria have increased the chance of an attack by the insurgents or their allies on Israel and Jordan, Israel's military chief said on Monday. While focused on shoring up its Syrian and Iraqi fiefdoms, Islamic State has in recent months stepped up attacks abroad and issued public threats to include Israel among its targets.Lieutenant-General Gadi Eizenkot, chief of Israel's armed forces, said that with Russia intervening last year to help Syrian President Bashar al-Assad, the insurgents' advance had been largely arrested. An exception to this, Eizenkot said, was in the southern Syrian border nexus with Israel and Jordan."The successes against ISIS raise the probability, in my eyes, that we will see them turning their guns both against us and against the Jordanians," he told a conference hosted by Tel Aviv University's Institute for International Security Studies.Islamic State itself does not have a strong presence on Syria's south-west border region, but one of several Islamist forces in the area, the Yarmouk Martyrs' Brigade, is believed by its opponents to be linked to the ultra-hardline militant group. It has fought rival insurgent forces from Syria's al Qaeda offshoot, the Nusra Front, and Ahrar al-Sham for control of territory next to the Israeli-occupied Golan Heights and close to northern Jordan."In their strategic logic, there is a certain logic in connecting Israel with Jordan," Eizenkot said, and in the border area "they are not experiencing what the organization and other global jihadi groups are experiencing inside Syria".A voice recording release on social media three weeks ago and attributed to Islamic State leader Abu Bakr al- Baghdadi warned that Israel was a target.Jordan, one of two Arab countries to have signed peace treaties with Israel, has largely weathered the upheaval in much of the Middle East over the past five years, though it has absorbed major refugee influxes from Syria and Iraq, another neighbor wrecked by Islamic State insurgents. Jordan has low-key military backing from the United States and Israel, cooperation that the parties rarely discuss publicly.Israel has formally kept out of the almost five-year-old Syrian civil war, though it has launched occasional bombing raids to thwart suspected transfers of advanced arms by Assad's government to allied Lebanese Hezbollah guerrillas.Hezbollah, which fought Israel's technologically superior military to standstill in the 2006 Lebanon war, remained a major threat and stood to receive boosted support from its Iranian patron thanks to the lifting of international sanctions against Tehran, Eizenkot said. But he also described Hezbollah as cautious to open a new front with Israel, noting that while the Shi'ite militia had gained combat experience reinforcing Syrian government forces against Sunni Islamist-led rebels, it had also suffered losses. Some 1,300 Hezbollah guerrillas had been killed and almost another 5,000 wounded in Syria, out of a regular fighting force of 20,000 and a reservist force of 20,000-25,000, Eizenkot said. Hezbollah generally does not publish details on its casualties, and says it is ready to fight Israel again.(Editing by Dominic Evans)

Syrians tell Cologne: 'We're against sexism' By Peter Teffer-EUOBSERVER

Cologne, Germany, 17. Jan, 16:36-Three months ago, he was still in Syria. But on Saturday afternoon (16 January), the young man who told this website his name is Derar, and that he is 19 years old, was standing outside Cologne's central train station. He was holding up a sign that said that Syrians “are against sexism”.- Some had laid flowers on the steps leading to the Cologne cathedral-Derar didn't quite master English or German, but he was able to explain that he had been studying for two years in Syria to become an engineer, until he was drafted to join the army. He decided it should be “bye, bye Syria”, and added it is “very good” to be in Germany. Now, he said, he is living with his cousin in a refugee shelter not far from Cologne, where on New Year's Eve hundreds of German women were assaulted by intoxicated men, many of them with a migrant or refugee background.“Tut mir leid fuer Silvester”, said Derar, using some German words he knew to say he was sorry about what happened during the Silvester festivities, as New Year's Eve is known here.Derar had come to the station's square on the cold Saturday afternoon to join a protest, held to show solidarity with the victims, but also to oppose blaming all migrants and refugees for the attacks. At the end of the afternoon, there was a crowd of between 100 and 200 people, of different colours and gender. According to German media, earlier that day around 350 Syrians had showed up.Elsewhere in Germany, in the city of Stuttgart, around 7,000 people attended a protest Saturday against violence and racism, according to news agency AP.“We are a multicultural city, here in Cologne,” said a woman on a stage, who identified herself as Tania and said she had lived in the western German city for many years.“We experience sexism from men of all nationalities,” she said.“Say it loud, say it clear, refugees are welcome here,” Tania shouted. And while many in the crowd surrounding the stage repeated the chant, it failed to spread to the rest of the square, where like on any central place in a city, many were minding their own business, walking to and from the station. One man could be heard mumbling dismissive sounds aimed at the protesters.Several manned police cars stood in various places on the square, while a handful of flowers that had been laid on the steps leading to Cologne's immense cathedral, opposite the train station, were another reminder of the traumatic events that are likely to resonate in Germany's public debate for many months to come.-'Today you can say racist things'-A debate, the focal point of which had begun shifting to the right of the political spectrum already before New Year's Eve, said a German man who preferred to only be identified by his first name, Heiner.“I'm worried about that. Opinions you could not say a few year ago, because it would have been 'racist' - today you can say these things. Like generalisations about people from Islamic countries, and generalisations about refugees,” said Heiner, who was standing on the station's square watching the stage from a distance. The bearded German, wearing a beanie hat against the cold and drinking a to-go cup of tea, said he feared the possible consequences of the increasingly hostile climate.“Already you see daily attacks on refugee homes. I'm fearful that we will soon have deaths,” noted Heiner. He added that in reality, the German state is not as welcoming as it is being portrayed in international media.“It is much more nuanced,” he said of chancellor Angela Merkel's so-called open arms policy. “Some of the refugee shelters are really desolate”.Heiner also felt that the German state is relying too much on volunteers to care for the refugees.“Some of the volunteers reportedly had burnouts,” he noted, adding apologetically - without having been asked - that he “didn't find the time” to volunteer himself.-Toxic online debate-Heiner also said that the public debate online has become poisonous.Following a “long piece” he had written about sexism on a social networking site, he received responses that wished migrants would rape his daughter. He questioned the intentions of some Germans who have come out against the migrants who assaulted women.“It is like people need a scapegoat before we talk about sexism. But some who now jumped on the issue of gender rights, before, they were talking about feminazi's [a derogatory term aimed at feminists].”Standing next to him, also with a cup of tea, was Heiner's girlfriend. He asked not to identify her, so that a combination of their names would not lead back to them, a request which showed how toxic the digital atmosphere had become.“I feel instrumentalised,” she said about her gender. “I'm an object they use to point their hatred,” she noted about people who use the Cologne attacks to argue for less refugees.“It is hypocrisy.”

Al Qaeda names fighters behind attack on Burkina capital-[Reuters]-January 18, 2016- YAHOONEWS

OUAGADOUGOU (Reuters) - Al Qaeda in the Islamic Maghreb (AQIM) on Monday identified three fighters it says were responsible for attacks in Burkina Faso's capital Ouagadougou over the weekend that killed 29 people.Gunmen from the Islamist militant group stormed the Splendid Hotel and a neighboring cafe on Friday night, singling out white people for slaughter. Eight Burkinabes, six Canadians, three Ukrainians and two French were killed, among others. In a statement, AQIM named the three attackers as al-Battar al-Ansari, Abu Muhammad al-Buqali al-Ansari and Ahmed al-Fulani al-Ansari, according to SITE Intelligence group.Al-Ansari is a nom de guerre that usually designates somebody from northern Mali, although it might just indicate where the brigade is based or originates from. The statement included a picture of the three apparently adolescent "heroes" in beige fatigues carrying Kalashnikovs. Two were black and another, smiling faintly, was light-skinned, suggesting he might be from an Arab or Tuareg group. The streets of Ouagadougou were unusually quiet on Monday in a country unaccustomed to the frequent jihadist attacks that have plagued its Western neighbor Mali. AQIM also claimed a similar attack on the Radisson Blu hotel in Mali's capital Bamako in November that killed 20 people.Burkina Faso's new government, named just days ago following a year-long transition period punctuated by unrest, has declared three days of national mourning. In another sign that a regional Islamist insurgency is intensifying, an elderly Australian doctor and his wife were abducted at the weekend by unknown assailants in northern Burkina Faso near the Malian border.Thousands of people on Facebook have joined a campaign for their release. It is not clear if the abduction is linked to the Ouagadougou attacks.Leaders from Burkina and Mali have agreed to work more closely to fight jihadists by sharing intelligence and conducting joint security patrols.Neighboring Benin's President Thomas Boni Yayi arrived in the capital on Monday to offer his condolences to President Roch Marc Kabore.(Reporting by Mathieu Bonkoungou, Matthew Bigg and Kissima Diagana; Writing by Emma Farge Editing by Jeremy Gaunt)

Couillard says deaths of seven Quebecers strengthen resolve in terrorism fight-[The Canadian Press]-The Canadian Press-January 18, 2016-YAHOONEWS

QUEBEC - Quebec Premier Philippe Couillard says nothing can explain attacks on people who work to build a better world.Couillard paid tribute today to seven Quebecers who died in terrorist attacks abroad late last week in Indonesia and Burkina Faso.A Laval resident died Thursday in Jakarta while six people from the Quebec City area were killed during a siege in Ouagadougou late Friday. The premier said in a statement at the legislature in Quebec City that the fight against terrorists must continue.Couillard says the violence that seemed so far away in the past very much affects people here at home. And he says the heinous acts should strengthen the determination to fight the perpetrators of these acts."The fact of living in a society that is open, democratic, has more solidarity, does not isolate us, does not protect us from terrorism," Couillard said Monday.Tahar Amer-Ouali, a father of five, was killed in Jakarta in an attack by militants tied to the Islamic State group, while six Quebecers on a humanitarian mission were killed in Burkina Faso's capital during a terrorist attack carried out by al-Qaida.Four of the dead were from the same family: Yves Carrier, his wife Gladys Chamberland, their adult son Charlelie Carrier and Yves' adult daughter, Maude Carrier. The others who died were their friends, Louis Chabot and Suzanne Bernier.Four of the six were previous or current employees of a Quebec City school board.

John McCallum nixes Frank McKenna's idea on immigration-[CBC]-January 18, 2016- YAHOONEWS

With 28 more Syrian refugees expected to arrive in New Brunswick on Monday, Immigration Minister John McCallum says finding homes, jobs and language training will be the top priorities, not a policy that would force them to stay in Atlantic Canada.McCallum says the idea floated by former New Brunswick premier Frank McKenna last week would not work because refugees, who are permanent residents of Canada, have free mobility rights across the country."That goes against the Constitution ... so I think what New Brunswick has to do is to create a welcoming atmosphere — find them a place to live, help them find a job and then they will put down roots here, and I think many of them will choose to stay."McCallum was in Hampton on the weekend ahead of the federal cabinet retreat in St. Andrews this week."There's a huge enthusiasm in Hampton and this is typical across the country. In towns, not necessarily big cities, there's terrific enthusiasm to welcome these refugees."He says while getting refugees into Canada has been a challenge, teaching them to speak English or French and finding them jobs will be even bigger hurdles."We are hoping and anticipating that our new Syrian friends will quickly settle in and become hard-working, normal Canadians like the rest of us," McCallum said in an interview on Information Morning Saint John on Monday. With New Brunswick welcoming a disproportionately high number of Syrian refugees, McCallum says Premier Brian Gallant has told him personally that he is keen to find them work in fish processing plants."A lot of the refugees are not highly educated, and they don't speak English or French," McCallum said."They will learn English or French, but they will not have the highest level professional jobs in many cases, so I think some of the jobs like fish processing ... should be a good fit and your premier has specifically singled out this area for refugees, and I think that's very helpful."-New Brunswick 'not for everyone'-Moncton immigration lawyer Nicole Druckman says there are advantages and disadvantages to McKenna's idea of forcing newcomers to stay in Atlantic Canada for a specified period of time, but would prefer to see all levels of government focus on getting them to choose to stay here."We have to ensure that there are jobs available so we have to match people that are coming with jobs," Druckman said."It's not just about getting people here, it's about getting people to stay here and what gets them to stay here? Jobs, learning the language and community."Druckman says the provincial government also needs to do a better job of screening immigrants who apply to come here."You have to find the right people. It's not for everyone. New Brunswick's not for everyone."McCallum says with a rapidly aging population, New Brunswick needs more citizens and more workers, and McKenna is right in looking for ways to ensure newcomers stay, however he argues the Maritimes should focus on its advantages compared to big cities."Yes the larger communities have a lot of different ethnic communities there already so they are a magnet, I know that's true, but at the same time the housing situation is easier here than it is in downtown Vancouver or downtown Toronto," he said.McCallum remained confident that Syrian refugees will settle in New Brunswick, without being forced."If history is a guide they will settle in, they will get jobs, they will become hard-working productive Canadian families."

Ottawa agencies overwhelmed by fast pace of refugee arrivals-[CBC]-January 18, 2016- YAHOONEWS

The current scale and speed of the Syrian refugee resettlement program is starting to overwhelm Ottawa settlement agencies and the people who work there."We need a little pause right now," said Carl Nicholson, executive director of the Catholic Centre for Immigrants in Ottawa. "Just to kind of get ourselves a little better organized."The Catholic Centre for Immigrants is taking responsibility for government assisted refugees arriving in the city.Nicholson said his staff is quite happy to be working with the refugees, but he said the past couple of weeks have been hectic."Last week, about 150 people came in three days," said Nicholson. "Once we have the right structures in place, we'll be fine."-'People are tired'-So far, about 500 refugees have arrived in Ottawa, but Deborah Tunis, the bureaucrat heading up the federal resettlement project said this city should expect to take in more than double that number."We have been moving very quickly," said Tunis, who came out of retirement to become coordinator of the Syrian refugee resettlement process for Immigration, Refugees and Citizenship Canada."People are tired and if they signal they need a bit of a break, we'll put a pause on destinations to Ottawa for as much time as needs to happen so that other parts of the country step up."About 1200 Syrians could be here by the end of February, although Tunis noted the city of Ottawa has said it could receive up to 2000 newcomers.Tunis retired from the federal public service in 2014. Last fall, Tunis was asked by the Liberals to come back, and take on the newly-created role of special coordinator for resettlement at Immigration Refugees and Citizenship Canada. The department has committed to bring in 25,000 Syrians by the end of February."Working on the Syrian refugee issue right now, it's of a totally different scale. It's a once in a lifetime project," said Tunis.Hundreds in temporary housing-Hundreds of government-assisted refugees are now staying in temporary housing in Ottawa, including two hotels. Settlement workers are busy trying to find homes for the large families seeking reasonably-priced, permanent shelter."I think government workers have been very busy processing and selecting over there in the Middle East. It all came together towards the end of the year and here we are," said Nicholson.Tunis is working with provinces, territories, municipalities, settlement agencies, sponsorship agreement holders, the voluntary sector and the private sector to settle the Syrians in Canada. The federal government committed $678 million over six years to help cities, provinces and agencies with their resettlement efforts."That's what I hope my legacy will be, fostering and furthering some of those connections between those players. It is a collective effort," said Tunis.

UK lawmakers debate banning Donald Trump from Britain-[The Canadian Press]-Jill Lawless, The Associated Press-January 18, 2016-YAHOONEWS

LONDON - British lawmakers argued Monday over whether Donald Trump should be excluded from the U.K. for his anti-Muslim remarks, with one legislator cautioning that a ban would give the Republican presidential hopeful a "halo of victimhood."Parliament took up the topic after half a million people signed a petition call for Trump to be excluded after he called for a temporary ban on Muslims entering the U.S. Trump has also claimed that some areas of Britain are so radicalized that police fear for their lives.Labour Party legislator Paul Flynn, who opened the debate, said "it would be a grave error" to ban Trump and allow him to appear a victim."I think we might already be in error in giving him far too much attention," said Flynn, who heads Parliament's Petitions Committee. But another Labour legislator, Tulip Siddique, supported a ban."This is a man who is extremely high-profile ... a man who is interviewing for the most important job in the world," she said. "His words are not comical, his words are not funny. His words are poisonous."More than 500,000 people have signed an online petition backing a ban on Trump, who owns a golf resort in Scotland, the land of his mother's birth.Under British law, any petition supported by 100,000 people — who must provide and confirm an email address — is considered for parliamentary debate.Monday's debate won't result in a vote.Prime Minister David Cameron has condemned Trump's remarks as "divisive, stupid and wrong," but he and other senior officials have said they do not think Trump should be banned. The government has the power to deny entry to people with criminal convictions or those whose presence is considered not "conducive to the public good." The power has been used against figures as diverse as boxer Mike Tyson, rapper Tyler the Creator, radical Muslim preachers and the late Christian fundamentalist Fred Phelps Sr.Few politicians have been banned, although Britain turned away anti-Islam Dutch legislator Geert Wilders at an airport in 2009. Wilders later sued and won the right to come to Britain.Flynn said the public profile of Wilders' anti-Muslims views "was multiplied one hundredfold by the ban," and he did not want the same thing to happen with Trump.

IS presses attack on government-held area in eastern Syria-[Reuters]-January 18, 2016-YAHO ONEWS

BEIRUT (Reuters) - Islamic State captured ground from Syrian government forces near the eastern city of Deir al-Zor on Monday, a group monitoring the war said, pressing a three-day assault which state media says has killed 300 people. The Syrian Observatory for Human Rights said there was still no word on the fate of over 400 people it reported kidnapped when IS began to attack government-held areas of the city on Saturday. State media has made no mention of the abductions.Deir al-Zor is the main city in a province of the same name. The province links Islamic State's de facto capital in the Syrian city of Raqqa with territory controlled by the militant group in neighbouring Iraq.Islamic State, in control of most of Deir al-Zor province, has laid siege since March to remaining government-held areas in the city of Deir al-Zor.This is the third day of IS attacks on the towns of Ayyash and Begayliya, which lie to the northwest of Deir al-Zor city on the approach from Raqqa.IS has now taken control of areas in the south and west of Begayliya, and has seized the Saeqa military camp near the town of Ayyash, the Observatory said.A Syrian official source told Reuters the Syrian army repelled the attacks but IS is continuing the offensive.Speaking to Al Mayadeen television news early on Monday, Deir al-Zor's governor said the security situation in Begayliya was "excellent".Syria's state news agency SANA said on Sunday that at least 300 people, including women and children, had been killed during the attacks in Deir al-Zor.The Observatory says around 400 people said to have been kidnapped have been taken to countryside to the west of the city, closer to Raqqa. The United Nations has warned that around 200,000 besieged residents in Deir al-Zor face severe food shortages and sharply deteriorating conditions. The Syrian government has dropped some basic commodities into the city in recent weeks, and Russia said on Friday it had dropped 22 tonnes of aid to the besieged part of the city. The Syrian foreign ministry said on Monday it had written to the United Nations condemning the attack. The Trudeau government would like to see additional pipeline capacity in Canada, but Natural Resources Minister Jim Carr says he has no intention to rush any decisions on a plan to assess future projects. The federal government is working "intensely" to come up with a strategy that will assess pipeline projects, such as the Energy East pipeline, Carr said during the Liberal cabinet's retreat in St. Andrews, N.B.The federal government is working "collaboratively" on a strategy that will see more pipeline infrastructure built in Canada, but Carr said the policy must balance responsible economic development with environmental sustainability."There has to be public confidence in the regulatory process if we are going to sustain the movement of these resources to tidewater," Carr told reporters. All 30 members of Justin Trudeau's cabinet are attending the day-and-a half retreat in the resort community.Alberta Finance Minister Joe Ceci said in an interview on Saturday that it's imperative more pipelines are built in Canada. He said a lack of pipeline capacity will leave the Canadian economy stuck in neutral. The New Brunswick government has been a firm supporter of the Energy East pipeline, which is being proposed by TransCanada Corp., and would bring Alberta crude oil as far as Saint John, where it could be refined and then exported.Government House leader Dominic LeBlanc, a New Brunswick MP, said after the Liberals formed government that he felt the Energy East project needed a "robust" review. The falling price of oil has put more pressure on provinces, such as Alberta, that rely on revenue from the oil and gas industry. That, however, will not prompt the federal government to rush a decision on the review process for pipelines."You don't rush your way into decisions that affect not only today, but generationally in Canada in the new world of sustainably moving resources to market," he said. The natural resources minister added the falling price of oil may have changed how investment decisions are being made, but won't alter the government's path."But ultimately there has to be a regulatory process in place that carries the confidence of Canadians," he said.

Opinion-Towards a Putinisation of Central Europe? By Craig Willy-JAN 18,16-EUOBSERVER

BRUSSELS, Today, 17:44-If the eurozone crisis stoked great divisions between northern and southern Europe, the ongoing migrant crisis has already led to sharp conflict between western and central Europe. While Germany under chancellor Angela Merkel, at least initially, pushed to welcome the refugees and institute an EU plan to redistribute them, many central European governments were overwhelmingly opposed to receiving them.A new “Visegrad+” anti-immigration bloc is emerging, including at least Poland, Hungary, the Czech Republic, Slovakia, and Romania. The elections in Poland – with the populist-conservative Law and Justice party winning an outright majority in parliament – will likely accentuate this trend. The sharpest differences between western and central Europe have deep roots, typically dating back to the Cold War and sometimes much further. Central European nations were damaged by four decades of communist dictatorship and often had little-to-no indigenous liberal-democratic tradition.-Preexisting fractures-Hungarian prime minister Viktor Orban has even spoken of building “illiberal democracy” as an objective. None of these countries have a history of non-European immigration, besides a few with unhappy memories of Islamic settlement under the Turks. Thus, the migrant crisis only revealed preexisting fractures between western and central Europe. The Bertelsmann Transformation Index BTI observes that, far from being a recent trend, many countries in central Europe have been moving away from Western liberal-democratic norms:“Democracy has suffered in 12 of the region’s 17 countries [since 2006]. Two long- standing trends in particular are responsible: majority governments disregarding the rule of law and growing mistrust in democracy.”Opportunities for nationalist and populist politics are furthermore increasing in the face of mediocre economic performance and frustration with corrupt ruling politicians as the BTI points out in its regional analysis:"Membership in the EU has not led to across-the-board gains in prosperity, nor has it closed the economic gap between old and new EU member states as quickly as many had hoped. This has strengthened eurosceptic and outright anti-European political forces and generated widespread disappointment and dissatisfaction, which have found expression in protest movements, the mobilization of populist sentiments and power politics focused on dominance by parliamentary majority."While the BTI does not consider any central European country to be in “serious danger of regressing to autocracy”, already several countries (Hungary, Romania, and Serbia) are deemed by it to be “defective democracies”.-Scepticism of Western democracy-The result is that many central European leaders may be tempted to increasingly forgo Western political norms and stoke nationalist and populist sentiment for political gain. Indeed, Russian president Vladimir Putin may well be a model for some, as, despite a weak economy, he is enjoying astronomically-high approval ratings of over 85 percent.Putin’s popularity has undoubtedly been increased by a nationalist “rally-around-the-flag” effect stemming from the conflict with the West over Ukraine. Indeed, while central Europeans have generally been hostile to Russia due to a long history of Russian and Soviet imperialism, a few countries such as Hungary and the Czech Republic have been adopting a relatively pro-Russian line.Already, central European leaders are deviating from their western partners on the crucial issue of immigration and may well decide to take a harder line still, partly out of frank scepticism of the West’s model of multiculturalism, but also to opportunistically shore up their popularity by exploiting ethno-political issues.Still suffering from the eurozone’s stagnation and a botched management of the migrant crisis, the Westerners will have to do more to show the benefits and credibility of their model of liberal democracy to prevent the central Europeans from going astray. Central European political leaders will for their part have to show themselves more immune to corruption and more competent if they do not wish their young democracies to be discredited.Craig Willy is an EU affairs writer. EU explores business deals in Iran By Eric Maurice-JAN 18,16-EUOBSERVER

BRUSSELS, Today, 09:30-The EU will send officials to Iran in early February to explore energy ties, energy commissioner Miguel Arias Canete said on Sunday (17 January), a day after the EU, the US, and the UN lifted economic sanctions on Iran. The lifting of trade and banking sanctions will allow EU countries to restart business with Iran and discussions will focus on possible cooperation on nuclear, oil, gas, renewable energy and energy efficiency, according to Canete quoted by Reuters news agency.Sanctions were lifted after the International Atomic Energy Agency (IAEA) said on Saturday that Iran is implementing the accord signed last summer about allowing full inspections of its nuclear facilities, and halting processes that could produce weapons-grade nuclear material."Iran has fulfilled its commitments," EU diplomacy chief Federica Mogherini said in a joint statement with Iran's foreign minister Javad Zarif."This is an encouraging and strong message that the international community must keep in mind in our efforts to make the world a safer place," they said.-'Challenge of cooperation'-In a separate message, Mogherini said "Implementation Day" was "a good day for Europe and the international community" and that the new development was "good for the safety and security of the region, also the safety and security of Europe".Mogeherini also stressed that the EU was "open for cooperation, common work and also investment and business"."I would expect that especially the Europeans that have always been present in Iran before the sanctions were introduced, will work on this challenge of cooperation," she said-For the EU, one of the main goals will be to develop the "Southern Gas Corridor" to ship gas from Iran to the pipeline through Turkey and Southern Europe, as an alternative to Russian gas.EU member states will also scramble to get contracts in the opening market, with oil being the main prize.

France's Total and Anglo-Dutch Shell sent executive to Tehran as soon as Saturday to talk with their local counterparts. Italy's ENI is also on the ranks to close deals for investments in Iran."Iran would need to attract $150 billion for development" in the next four or five year, ENI's chief Claudio Descalzi said on Italian television on Sunday.--Deals to sign-Germany, the EU's main economy and world export leader, will also want to take its share of the Iranian market. The lifting of sanctions is "the chance to open a new chapter in German-Iranian economic relations", vice-chancellor Sigmar Gabriel said on Sunday..Gabriel, who already travelled to Tehran in the autumn, will host an economic conference with Iran's economy minister Ali Tayyebnia in May.At the end of January, Iranian president Hassan Rouhani will visit France and Italy. His visit will include a trip to Toulouse, home of European aircraft company Airbus."There will be deals to sign," an EU diplomat in Tehran told French daily Le Figaro.

EPA defends Flint water crisis response-[Reuters]-By David Shepardson-January 18, 2016-YAHOONEWS

WASHINGTON (Reuters) - The head of the U.S. Environmental Protection Agency on Monday defended the Obama administration's handling of a crisis in Flint, Michigan with lead-contaminated drinking water. Speaking to reporters after an event at a Washington soup kitchen, EPA Administrator Gina McCarthy defended the federal government's response."EPA did its job but clearly the outcome was not what anyone would have wanted. So we're going to work with the state, we're going to work with Flint. We're going to take care of the problem," McCarthy told reporters. "We know Flint is a situation that never should have happened."She said EPA has established a task force of experts and is conducting an audit of the Michigan Department of Environmental Quality's water program "to make sure whatever improvements need to be made get made and get done quickly."Flint, about 60 miles (100 km) northwest of Detroit, returned to using Detroit's water in October after tests found elevated levels of lead in the water and in the blood of some children. Lead contamination can cause brain damage and other health problems. On Sunday, Democratic presidential candidate Hillary Clinton criticized Michigan Governor Rick Snyder's handling of the crisis. She suggested that if the problem had occurred in a wealthy, predominantly white suburb of Detroit "there would have been action.""We’ve had a city in the United States of America where the population, which is poor in many ways and majority African-American, has been drinking and bathing in lead-contaminated water. And the governor of that state acted as though he didn’t really care," she said at a televised debate.Snyder has apologized for the state's handling of the crisis as calls for him to resign have grown over the last week, including from Democratic presidential candidate Bernie Sanders. On Saturday, President Obama declared a federal emergency over the Flint water crisis. But he denied an additional request for a major disaster declaration sought by Snyder.Obama ordered federal aid for state and local efforts in Genesee County, where Flint, a city of just under 100,000 residents, is located. The financially-strapped city was under control of a state-appointed emergency manager when it switched its source of tap water from Detroit's system to the nearby Flint River in April 2014 in a cost-cutting move. The more corrosive water from the Flint River leached lead from city pipes more than Detroit water did, leading to the current problems.(Reporting by David Shepardson; Editing by Nick Zieminski)

Robots, new working ways to cost five million jobs by 2020, Davos study says-[Reuters]-January 18, 2016-YAHOONEWS

DAVOS, Switzerland (Reuters) - Disruptive labor market changes, including the rise of robots and artificial intelligence, will result in a net loss of 5.1 million jobs over the next five years in 15 leading countries, according to an analysis published in Davos on Monday. The projection by the World Economic Forum (WEF), which is holding its annual meeting in the Swiss ski resort this week, assumes a total loss of 7.1 million jobs, offset by a gain of 2 million new positions. The 15 economies covered by the survey account for approximately 65 percent of the world’s total workforce. The assessment highlights the challenges posed by modern technologies that are automating and making redundant multiple human tasks, from manufacturing to healthcare. With the International Labor Organization, part of the United Nations, already forecasting an increase in global unemployment of 11 million by 2020, the size of the additional job losses is sobering.Two-thirds of the projected losses are expected to fall in the office and administrative sectors as smart machines take over more routine tasks, according to latest findings, which are based on a global survey of personnel and strategy executives. The WEF has made "the fourth industrial revolution" - a topic covering robotics, nanotechnology, 3D printing and biotechnology - the official theme of this year's Davos meeting, which runs from Jan. 20 to 23.The "Future of Jobs" report concluded that jobs would be displaced in every industry, although the impact would vary considerably, with the biggest negative losses likely to be in healthcare, reflecting the rise of telemedicine, followed by energy and financial services. At the same time, however, there will be a growing demand for certain skilled workers, including data analysts and specialist sales representatives.Women will be the biggest losers as their jobs are often concentrated in low-growth or declining areas such as sales, office and administrative roles, the report said. While men will see approximately one job gained for every three lost over the next five years, women face more than five jobs lost for every one gained.(Reporting by Ben Hirschler; editing by Anna Willard)

Morocco arrests Belgian man linked to Paris attackers-[The Canadian Press]-Samia Errazzouki, The Associated Press-January 18, 2016-YAHOONEWS

RABAT, Morocco - Moroccan police have arrested a Belgian man of Moroccan descent linked to the Islamic State group and who had a "direct relationship" to attackers who carried out the Paris attacks just over two months ago, the Interior Ministry said Monday. The man had travelled to Syria with one of the Paris suicide bombers, where he received military training and built relationships with IS field commanders, "including the mastermind" of the Paris attacks, and others who threatened attacks in France and Belgium, the ministry said in a statement. The statement identified the suspect only by the initials J.A., and didn't explain his suspected relationship to the Paris attackers. Several of the Islamic extremists who targeted a Paris rock concert, stadium and cafes had Moroccan origins and links to Belgium. The attacks on Nov. 13 killed 130 people. The ministry said in a statement that the man was arrested Friday in the town of Mohammedia, near Casablanca, after travelling through Turkey, Germany, the Netherlands and Belgium. It said the suspect is under investigation.Belgian prosecutors didn't immediately comment on the arrest. At least one of the Paris attackers remains at large.Morocco has emerged as a key ally for European investigators trying to piece together the geography of the Nov. 13 attacks. The head of Morocco's Central Bureau of Judicial Investigations, dubbed the 'Moroccan FBI', told the Associated Press in a recent interview that his country put French and Belgian police on the trail of the network behind the Paris attacks.Several of the attackers lived in the Brussels neighbourhood of Molenbeek, home to numerous Belgians of Moroccan descent.

Saudi-led strikes hit police buildings in Yemen's Sanaa, sources say-[Reuters]-January 18, 2016-YAHOONEWS

CAIRO (Reuters) - Air raids by a Saudi-led military coalition killed at least 15 policemen and wounded more than 20 people when they hit police buildings in Sanaa, Yemen's capital, overnight, medical and police sources said on Monday. The strikes hit a local police building and the headquarters of the traffic police, according to medics and residents, who said some people remained trapped under the rubble. Two police sources said the number of deaths in the strike against the police building has risen to 25, most of whom were policemen. They could not provide a breakdown of the number of policemen and civilians killed. More than 30 were wounded, the sources said.A mostly Arab coalition led by Saudi Arabia has been fighting the Iran-allied Houthis, who control the capital, since March. Nearly 6,000 people are known to have died, around half of them civilians, according to U.N. figures. On Sunday, six people were killed and several wounded when a suicide car bomb exploded outside the home of the director of security for the port city of Aden, eyewitnesses and medics said. Later on Monday, gunmen on a motorcycle shot dead a judge as he was leaving his home in Aden, witnesses and a local security official said. The incidents highlight the security chaos in the port city, the temporary seat of Yemen's embattled government, as its loyalists seek to wrest Sanaa from the Houthis with support from a Saudi-led coalition.(Reporting by Mohammed Ghobari; Additional reporting by Mohammed Mukhashaf; Writing by Sylvia Westall; Editing by Robin Pomeroy)

Philippine plane warned by 'Chinese navy' in disputed sea-[The Canadian Press]-Jim Gomez, The Associated Press-January 18, 2016-YAHOONEWS

MANILA, Philippines - Philippine officials said Monday they received two intimidating radio warnings identified as from the Chinese navy when they flew a Cessna plane close to a Chinese-constructed island in the South China Sea.Eric Apolonio said the incident happened Jan. 7 when he and other personnel of the Civil Aviation Authority of the Philippines flew to a Philippine-occupied island for an engineering survey for the installation of civil aviation safety equipment on the island. The island, which the Philippines calls Pag-asa and is home to a small fishing community and Filipino troops, is close to Subi Reef, one of seven reefs in the disputed Spratly archipelago which China has transformed into islands in the last two years using dredged sand.Chinese officials say they have completed the island building and are now constructing buildings and runways to ensure safe civilian sea travel. They have acknowledged, though, that the islands could also be used militarily, adding that they have the right to build on what they say is Chinese territory. The United States and governments with rival claims with China in the disputed region, including the Philippines and Vietnam, have expressed alarm over the Chinese construction, saying it raises tensions and threatens regional stability and could violate freedom of navigation and overflight. As their Cessna approached Pag-asa to land, Apolonio said a message was received over an emergency radio channel warning: "Foreign military aircraft, this is the Chinese navy. You are threatening the security of our station."The Filipino pilots ignored the warning and continued with the trip since they were flying a civilian plane over what Apolonio said was Philippine territory. After finishing the survey on Pag-asa, known internationally as Thitu island, they left in the plane and later received the same warning message, he said.Asked if they felt threatened, Apolonio said they were apprehensive because "you'll never know, we can be fired upon."The Chinese Embassy in Manila did not immediately reply when asked for comment.Mayor Eugenio Bito-onon, the leader of the community on Pag-asa who flew with Apolonio's team, said the radio warnings were an act of intimidation and illustrated the threat to freedom of flight in the region. He said other civilian and military planes have also been shooed away by the Chinese in the region.Despite the incident, Apolonio said the government will proceed with plans to install the aviation equipment, which is required by the International Civil Aviation Organization to help ensure the safety of commercial flights. Called the Automatic Dependent Surveillance Broadcast, the equipment helps aircraft determine their positions via satellite navigation and enables them to be tracked. British Ambassador to Manila Asif Ahmad said Monday that his government would oppose any move that restricts freedom of navigation and overflight in the disputed waters."If a British aircraft, civilian or military, was intercepted and not allowed to fly over a space which we regard as international, we will simply ignore it," he told reporters.

EU anti-trust chief eyes 'big data' and privacy By Nikolaj Nielsen-JAN 18,16-EUOBSERVER

BRUSSELS, Today, 09:30-The EU's anti-trust chief Margrethe Vestager on Sunday (17 January) warned the hoarding of data by tech giants like Google or Amazon could harm competition and violate internal market rules."If just a few companies control the data you need to satisfy customers and cut costs, then you can give them the power to just drive rivals out of the market," she said. The 47-year old Danish European commissioner is known for taking a tough stand against big firms that unfairly squeeze out competitors from the same market share. Often, such companies either benefit from special tax advantages or exploit their dominance. The latest foray takes a stab at US internet firms ahead of a 31 January deadline on a new so-called Safe Harbour data transfer pact between the US and EU.The agreement, whose deadline is likely to be missed, governs how US firms are supposed to protect privacy rights of EU citizens whenever they transfer and use their data. The previous pact was scrapped by the Court of Justice of the European Union, the bloc's top court in Luxembourg, last October, in part because of broader issues over mass surveillance and fundamental rights. While privacy issues are outside Vestager's remit as competition chief, she noted that allowing Google and Facebook to have all the data was "not good".Last April, she brought anti-trust charges against Google's Alphabet Inc. and has also denounced, in a separate case, Google's use of Android throughout the EU.She's also tackling Apple's tax scheme in Ireland and is digging into cross-border trade practices by e-commerce companies like Amazon.com.Speaking at a conference for policy makers and the tech industry in Munich on Sunday, Vestager said data-driven companies should not abuse their dominance to undermine smaller businesses."If a company's use of data is so bad for competition that it outweighs the benefit, then you may have to step in to restore the level playing field," she said. She said she would also look into geo-blocking, a practice that places restrictions on where content can be viewed or used.Although her targets also include Russia's energy giant Gazprom and European firms, her critics accuse her of unfairly targeting US firms.Last week, she declared as illegal a tax scheme in Belgium that benefited mostly European multinationals. Some of those firms reportedly include AB InBev, German chemical firm BASF, oil company BP and pharmaceutical firm Pfizer.

15 I know thy works, that thou art neither cold nor hot: I would thou wert cold or hot.
16 So then because thou art lukewarm, and neither cold nor hot, I(GOD) will spue (VOMIT) thee out of my mouth.
17 Because thou sayest, I am rich, and increased with goods, and have need of nothing; and knowest not that thou art wretched, and miserable, and poor, and blind, and naked:
18 I counsel thee to buy of me gold tried in the fire, that thou mayest be rich; and white raiment, that thou mayest be clothed, and that the shame of thy nakedness do not appear; and anoint thine eyes with eyesalve, that thou mayest see.

Catholic parents question trustees over Calgary bishop's 'homophobic' letter-[CBC]-January 17, 2016-YAHOONEWS

Some Edmonton parents are asking why the Catholic school district sent them a link to a Calgary bishop's controversial tirade against the province's new guidelines regarding gender identity in schools. One parent Michelle Comeau said she believes trustees feel caught in the middle between what the government wants and what the church wants. She thinks the district sent the letter to say, "Well we're doing what the province wants, but here's what the church wants and ... we're just caught in the middle."Last week Calgary's Roman Catholic Bishop Fred Henry denounced the province's guidelines as "totalitarian" and "anti-Catholic." Comeau, the mother of two students at Catholic schools in Edmonton, said Henry's letter was angry and homophobic and should never have been sent to parents."That letter is an awful letter," she said. "For me as a Catholic, that's an embarrassing letter."Edmonton Catholic Schools sent the bishop's blog alongside the province's new guidelines to all parents in the school district on Friday. One trustee, Patricia Grell, apologized to parents in her blog for the distribution of the letter."I wish to apologize to all those who were offended by the inclusion of Bishop Henry's letter in a communique sent to all ECSD parents," Grell wrote on Saturday."I was unsuccessful in convincing them (her fellow trustees) that it would not bode well for our district and the future of Catholic education if we allowed ourselves to participate in disseminating his uninformed views and comments."Board chair Marilyn Bergstra was unavailable for comment Sunday, though she tweeted Friday, "l'm looking into it. Never should have happened."In a response to Grell's blog post, Father Stefano Penna, a vice president and professor at Newman Theological College in Edmonton, characterized Grell and the government as bullies, going as far to reference Naziism."You are completely in cahoots with those whose intent in this new attempt to bully anyone who does not 'speak the new language' of family, sexuality," he wrote."According to the new government regulations for 'Best Practices,' there is only one English that can be acceptable: the bizarre right-speak (the Nazi term was 'gleichschaltung') of graduate students and their faculty advisors in the Department of Eugenics … er … Racial Anthropology … er … Gender Diversity."Comeau said that in her experience Catholic students have come to accept members of the LGBTQ community, at least as far as society in general."From what I can see with my kids and their friends, there's no issue with them. It's with the older people."

Marijuana in Montreal: 5 perspectives on the future of legalized cannabis-[CBC]-January 17, 2016-YAHOONEWS

Marijuana legalization has been one of Prime Minister Trudeau's most talked about campaign promises. But what would legal cannabis look like in Montreal? CBC Montreal's Daybreak asked the question to people on all sides of the debate for "Montreal 420", a week-long series that explored how cannabis legalization will change Canada.Below are some of the perspectives heard throughout the week from Montreal, Ottawa and Colorado.Adam Greenblatt, medical marijuana clinic founder-I think [selling marijuana at the SAQ is] the path of least resistance for provincial governments just starting to wrap their heads around it. But ultimately, I don't feel that liquor stores are the best place to sell cannabis.I think that there's already a very diverse and well established private sector for medical cannabis, and non-medical cannabis as well, that could be brought into whatever framework comes out.Jonathan Singer, Colorado State Representative-You know, the good news is our economy is booming. Our economy has gone from 40th in job creation to fourth in job creation over the last few years. In addition to that, we have seen record numbers of tourists. In addition to that, we have seen crime stay about the same or even some crimes even decline in the state of Colorado. And we also have a new cash source to fund our schools, so it has certainly changed it in a lot of ways.-Andy Nulman, Just For Laughs co-founder-When you see people going to take tours of craft breweries or the Jack Daniels distillery...or they go to wine country and they go bicycle from winery to winery, why would this be any different? We have a beer festival. Why wouldn't we have a marijuana festival? If somebody plays their cards right, yes, this could be a really interesting tourism card.Patricia Conrod, youth addiction specialist-One thing we know is that the earlier the onset and regular use of cannabis use, the more at risk you are for depending on cannabis and other substances of abuse. We haven't fully understood why that is but it's a well-established effect.Sebastien St-Louis, medical marijuana producer-Right now, the medical marijuana market in Canada, once fully developed, should be about $1 billion. Now if we were to move to a retail, recreational model that's legal, we're modelling, very conservatively a $7 to $8 billion market in Canada.

Pregnant women heading south being warned of Zika virus-Aviva West-Daily Brew-January 18, 2016-YAHOONEWS

[Virus linked to birth defects prompts U.S. Centers for Disease Control and Prevention to advise expecting mothers not to travel to certain Latin American countries/CBS NEWS]-Pregnant women with plans to travel south this winter are being urged to protect themselves from a mosquito-borne virus that — while mild for adults — may be the cause of serious brain defects in babies and has prompted travel warnings from U.S. and Canadian public health agencies. The Zika virus, spread by subtropical Aedes mosquitoes, is native to parts of Asia and Africa and is now found in a number of Latin American and Caribbean countries. Among them, Mexico, Brazil and Puerto Rico have reported locally acquired cases of the Zika virus, including up to an estimated 1.3 million suspected cases in Brazil last year.“We are acutely aware of the potential association between the Zika virus infection during pregnancy and the possibility of having birth defects, specifically the microcephaly that’s been seen in Brazil,” said Dr. Isaac Bogoch, an infectious disease researcher at the University of Toronto involved in studies on the virus. “Women who are pregnant or are thinking about getting pregnant need to take an abundance of caution if they are going to travel to areas affected by Zika virus or may be affected by Zika virus.”Last Thursday, Canadian researchers, including Dr. Bogoch, working in collaboration with researchers from Oxford published an analysis of the pathogen’s potential transmission patterns. Their findings suggest that a majority of people in the United States, Argentina and Italy live in areas susceptible to Zika virus outbreaks. The main concern for researchers and public health officials is the virus’s effect on unborn babies. On Jan. 13 the U.S. Centers for Disease Control and Prevention (CDC) announced that it found evidence that may link the virus to brain defects in babies, in particular microcephaly.Babies born with microcephaly have underdeveloped heads and brains and often experience developmental issues. The CDC reported finding the Zika virus in the tissues of four Brazilian babies who died shortly before or after their birth, including two with microcephaly. In 2014, Brazil reported 114 cases of babies born with microcephaly. In figures released last week by the Brazilian health ministry, more than 3,500 cases of microcephaly were seen in 2015.On the heels of this new data, the Public Health Agency of Canada (PHAC) updated its Travel Health Notice on the virus on Jan. 15. While PHAC maintains the risk to Canadians is low, it urges pregnant women to take care in affected countries.“It is recommended that pregnant women and those considering becoming pregnant discuss their travel plans with their healthcare provider to assess their risk and consider postponing travel to areas where the Zika virus is circulating in the Americas. If travel cannot be postponed then strict mosquito bite prevention measures should be followed to protect themselves against bites.”The CDC issued similar warnings, though neither agency has yet to officially raise the risk or warning level from 2 (take special precautions) to 3 (avoid non-essential travel).“Eighty per cent of people who are infected will not have symptoms, and the symptoms people do have are very mild. Fever, headache, muscle pains — it’s a non-specific viral illness. We rely on surveillance systems in many of these countries to see if the virus is present or not. It’s tricky to confirm Zika in an area and it might take time. Everyday there’s another country reporting the virus,” said Bogoch.“This is what I would consider a pretty important public health issue that has the possibility to affect millions of people living in the Americas, especially women of childbearing age,” he added. “This is going to be a very active area of research moving forward.”Despite the fact that Canada is unlikely to experience a Zika outbreak due to its cold climate, the risk remains for pregnant women travelling to affected countries. With the epicentre of the latest outbreak in Brazil, the Summer Olympics — scheduled to be held in Rio de Janeiro this year — may pose a serious public health concern. For those travelling in affected areas, PHAC urges everyone, but in particular pregnant women or women considering becoming pregnant, to protect themselves against the Zika virus by using insect repellent and mosquito nets, wearing protective clothing and ensuring all doors and windows are screened.

Oceans heat fast, even with slower warming at Earth's surface-[Reuters]-By Alister Doyle-January 18, 2016-YAHOONEWS

OSLO (Reuters) - The amount of heat soaked up by the oceans has surged in the past two decades in a sign of worsening global warming despite a slowdown in temperature rises at the Earth's surface, a U.S. study showed on Monday. The trend of warmer oceans, blamed on man-made emissions of greenhouse gases, is pushing fish stocks towards the poles, damaging coral reefs and nudging up world sea levels because water expands as it heats up.The report, examining ocean temperatures to depths of more than 2,000 metres (6,500 ft), found that "half of the total global ocean heat uptake since 1865 has accumulated since 1997". The year 1865 is taken as the start of wide use of fossil fuels. And more than a third of the surge in heat in the oceans since 1997 was at depths exceeding 700 metres - a part of the ocean rarely studied, the scientists wrote in the journal Nature Climate Change."We expect that the deep ocean will absorb an increasing amount of heat," lead author Peter Gleckler, of the U.S. Department of Energy's Lawrence Livermore National Laboratory (LLNL) in California, told Reuters in an email. The increase in the oceans' uptake of heat has coincided with a puzzling slowdown in the pace of temperature rises at the Earth's surface since the late 1990s, even as man-made emissions of heat-trapping gases have kept rising. That slowdown may now be over with record temperatures in 2015 and 2014.Understanding ocean heat "is vital to improving projections of how much and how fast the Earth will warm and seas rise in the future," LLNL wrote in a statement. Most of the extra heat from man-made global warming ends up in the oceans. The scientists said it was hard to judge the role of ocean heat in what the United Nations panel of climate scientists calls a "hiatus" in surface warming, which had heartened those who doubt big man-made impact on the climate."The 'hiatus' is a surface phenomenon. The Earth is still warming, and the oceans have been taking up the bulk of that heat," Matt Palmer, a climate scientist at the British Met Office Hadley Centre who was not involved in the study, wrote in a statement.John Shepherd, of the University of Southampton, said it was unclear if the extra heat absorbed by the oceans would return to the atmosphere or stay in the depths. "It's certainly not a cure for climate change, nor any reason to be less concerned with it," he said in a statement on ocean warming. Last month, almost 200 governments agreed a deal in Paris meant as a turning point from fossil fuels, blamed for causing more heat waves, downpours and rising sea levels.(Editing by Jeremy Gaunt)

Support leg breaks as SpaceX rocket lands on ocean barge-[The Canadian Press]-Christopher Weber And John Antczak, The Associated Press-January 17, 2016-YAHOONEWS

LOS ANGELES, Calif. - After successfully delivering a U.S.-European ocean-monitoring satellite into orbit, a Space X rocket made a hard landing on a floating barge in the roiling Pacific, breaking a support leg and toppling over Sunday.SpaceX announcers said the first stage of the Falcon 9 was not upright after reaching the 300-by-170 foot landing pad in choppy seas about 200 miles west of San Diego. The rocket launched as planned at 10:42 a.m. from Vandenberg Air Force Base, northwest of Los Angeles, streaking through a cloud-filled sky before eventually sending its second stage and a Jason-3 satellite into orbit. The failed landing was a setback for the Hawthorne, California, company's plan to reduce launch costs by reusing rockets rather than having them fall into the ocean. Meteorologists predicted swells of 10- to 13-feet where the barge waited for the landing attempt.SpaceX founder Elon Musk said on Twitter that the rocket's speed at touchdown was OK, "but a leg lockout didn't latch, so it tipped over after landing."Two previous attempts to land a rocket on a barge in the Atlantic failed, but last month SpaceX succeeded in returning a rocket to a vertical landing at Cape Canaveral, Florida, after putting a cluster of satellites into orbit.Meanwhile NASA said Jason-3 was "ready for science operations" after it reached orbit and had its solar arrays deployed. The satellite's mission is to continue an unbroken record of more than two decades of sea level measurements from orbit. As the current El Nino in the eastern Pacific has strengthened, Jason-3 had been stuck on the ground.Jason-3's launch was originally scheduled for August 2015 aboard a SpaceX Falcon 9 rocket. However, the launch was postponed after a different Falcon 9 rocket failed during a supply mission to the International Space Station in June. After correcting the problem, a successful launch last month restored Falcon 9s to flight status.Like its predecessors, Jason-3 is equipped with radar altimeter to bounce microwave energy off the ocean and a GPS system to identify the satellite's precise location. Timing of how long it takes the signal to return indicates sea level height, which rises or falls depending on the temperature of the water. The data collected can detect the weather-altering El Nino condition and its opposite, La Nina, and are most familiar to the public in images of the Pacific Ocean that use colours to illustrate variations in heat. Other pragmatic uses include measuring global sea level rise, and forecasting the strength of hurricanes, other severe weather and ocean conditions for the shipping industry and in response to oil spills."Jason allows us to get the big picture in terms of sea-level change in the years to come," said Laury Miller, Jason-3 program scientist.Jason-3 is a project of the National Oceanic and Atmospheric Administration, NASA, the French space agency Centre National d'Etudes Spatiales, and the European Organization for the Exploitation of Meteorological Satellites. It was built by Thales Alenia of France.Jason-3 will ultimately replace Jason-2, which has been in orbit since mid-2008 and has been tracking the current El Nino that experts say has tied the 1997-98 version as the strongest recorded and is expected to last through the winter before weakening in spring.Despite being in its eighth year and only designed to last five, Jason-2 "is still in great shape," Jason- 3 project scientist Josh Willis said. After being used to help calibrate the new satellite, Jason-2 will be moved to an orbit to study the shape of the sea floor. The series of spacecraft began with Topex-Poseidon, which operated from 1992 to 2006. Topex, short for ocean surface topography experiment, revolutionized understanding of the role of ocean temperature on climate. Its successor, Jason-1, operated from 2001 until it was decommissioned in 2013.Mission scientists emphasized at a prelaunch briefing that it was important to maintain a continuous record of global sea level variation.Hans Koenigsmann, vice-president of mission assurance for SpaceX, said previously that the current rocket would have been able to return to land, but the company does not have environmental approval at Vandenberg yet.The cost of the mission, including five years of operation, was put at $180 million.
