Islamic State planning ‘Mumbai-style’ mass terror attacks in Europe-Jihadi group to focus on ‘soft’ targets in Europe, especially France, warns EU police agency chief-By AFP January 25, 2016, 5:22 pm-the times of israel

The Islamic State group has honed the ability to launch global attacks and is set to focus more on Europe following the Paris massacre, the chief of the EU police agency Europol said Monday.Rob Wainwright told a news conference that “the so-called Islamic State had developed a new combat style capability to carry out a campaign of large-scale terrorist attacks on a global stage — with a particular focus in Europe.”“So-called Islamic State has a willingness and a capability to carry out further attacks in Europe, and of course all national authorities are working to prevent that from happening,” he added.Wainwright was unveiling the findings of a new Europol report on changes in how the jihadist group operates, coinciding with the launch of the agency’s new counter terrorism center in The Hague.IS claimed responsibility for the November 13 Paris attacks in which 130 people were killed, releasing a video on Sunday purporting to show nine of the jihadists in which they threaten “coalition countries” including Britain.A US-led coalition has been fighting IS in Iraq since August 2014, and in Syria since September that year.“IS is preparing more terrorist attacks, including more ‘Mumbai-style’ attacks, to be executed in member states of the EU, and in France in particular,” the Europol report said.“The attacks will be primarily directed at soft targets, because of the impact it generates. Both the November Paris attacks and the October 2015 bombing of a Russian airliner suggest a shift in IS strategy towards going global.”IS had developed an “external action command” which was trained for “special forces-style attacks” internationally, the report said. But the report played down fears that jihadists were smuggling themselves into Europe as part of the huge wave of refugees and migrants that the continent is dealing with, many of whom are fleeing the war in Syria.“There is no concrete evidence that terrorist travelers systematically use the flow of refugees to enter Europe unnoticed,” it said.It warned however that many new arrivals were vulnerable to radicalization or recruitment, with evidence that extremist recruiters were specifically targeting refugee centers. One of the main tasks of the new Europol counter-terrorism center was to collect details on the estimated 5,000 Europeans who have gone to fight with IS in Syria and Iraq, Wainwright said.“We already have details on 3,700 fighters actively engaged in the conflict zone but that’s not the full picture and it’s something we will be addressing through priority work of the new center,” it said.

Rome train station briefly evacuated for security alert-Reuters-JAN 25,16-YAHOONEWS

ROME (Reuters) - Police briefly evacuated Italy's main railway station on Monday after reports of a man with a gun in the building in central Rome. There were no reports of any shots being fired and state broadcaster RAI later said a man had been stopped with a toy gun at a different train station in the city.Normal service at the main station was halted for 27 minutes and the platforms were evacuated, railway operator Ferrovie dello Stato said on its news website and Twitter feed. Police did not say whether anyone had been arrested there.Rome is on high security alert because of a 48-hour visit to the city by Iranian President Hassan Rouhani. The Iranian delegation was attending an event far from the station at the time of the alert.Along with many other European countries, Rome raised its security alert last year after gun and bomb attacks killed 130 in Paris. No specific threat to Italy has been officially reported.(Writing by Crispian Balmer and Isla Binnie; Editing by Alison Williams and Alison Williams)

EU police warn that more attacks by IS militants are likely-Associated Press By LORI HINNANT and JOHN-THOR DAHLBURG-JAN 25,16-YAHOONEWS

PARIS (AP) — Europe's top police agency issued a stark warning Monday: Islamic State extremists will keep attempting lethal attacks on soft targets in Europe as the militant group increasingly goes global. Some 2½ months after suicide bombers and gunmen killed 130 people in Paris, the Europol agency said, "there is every reason to expect that IS, IS-inspired terrorists or another religiously inspired terrorist group will undertake a terrorist attack somewhere in Europe again, but particularly in France, intended to cause mass casualties among the civilian population."The sobering conclusions reached by experts from the European Union's chief agency for law enforcement cooperation and EU member states make clear that many, perhaps virtually all in Europe, may be at risk."Without reliable intelligence on the intentions, activities and contacts and travels of known terrorists it is nearly impossible to exactly predict when and where the next terrorist attack will take place, and what form it will take," the Europol report said.Hours before the report was issued, a new video was released by the Islamic State group celebrating the killers who carried out the Nov. 13 attacks in the French capital — while also threatening fresh bloodshed. The grisly recording ends with one militant holding a severed head, footage of British Prime Minister David Cameron giving a speech, and an IS warning that whoever stands with the unbelievers "will be a target for our swords."The 17-minute video, released Sunday, shows the extent of the planning that went into the multiple attacks in Paris, which French authorities have said from the beginning were planned in Syria. All nine men seen in the video died in the Paris attacks or their aftermath. All but two of the attackers were from Belgium and France and spoke fluent French. The two others — identified by their noms de guerre as Iraqis — spoke in Arabic.Seven of the militants, including a 20-year-old who was the youngest of the group, were shown standing behind bound captives, described as "apostates," who were either beheaded or shot."Soon on the Champs-Elysees," says Samy Amimour, who was raised in a Paris suburb, as he holds a captive's head aloft. The Nov. 13 attacks targeted a packed concert hall, a restaurant and cafe, and a soccer match at the French national stadium. The video glorifying the Kalashnikov-wielding gunmen and suicide bombers responsible for that carnage was probably also meant as a recruitment tool.French Interior Minister Bernard Cazeneuve said Monday's Europol report did not go markedly beyond previous warnings and was not intended to sow fear but "to look lucidly at reality."Gilles Kepel, a political scientist who wrote "Terrorism in France," said even if Islamic State extremists carry out new attacks in Europe, the video shows the group is increasingly desperate and likely on the wane — in part because of the indiscriminate killings Nov. 13."They emphasize their ability to be cruel, to kill all their opponents and to terrorize everyone. But what is very striking is that I do not believe that they will have a significant amount of new sympathizers after those videos," he said."I believe that it's not really a display of strength. It's rather a display of weakness. Terrorism has its political economy of sorts. You have to terrorize people. On the one hand, you have to spread terror, but at the same time you have to gather sympathizers. If you're not able to have the two going together, then the model fails," he added. But releasing the video draws attention anew to attacks that terrorized central Paris and shows the group's ability to turn Europeans against their homelands in a relatively short time, said Magnus Ranstorp, a counterterrorism expert at the Swedish National Defence College. The youngest of the group, a 20-year-old, had been in Syria only since February."They were not only battle-hardened but they were cruel. Their threshold for killing was low. They wouldn't blink to kill," Ranstorp said. He said the video's release two months after the attacks fell into a typical delay by Islamic State's propaganda apparatus.Expert reviews conducted by Europol on Nov. 29 and Dec. 1 concluded that the Islamic State "is preparing more terrorist attacks," including copycats of the so-called Mumbai method of coordinated bombings and shootings by multiple teams of assailants that claimed 164 lives in India's financial capital in November 2008."The attacks will be primarily directed at soft targets, because of the impact it generates," the Europol report said. "Both the November Paris attacks and the October 2015 bombing of a Russian airliner suggest a shift in IS strategy toward going global."Numerous independent analysts have conjectured that as Islamic State has increasingly lost ground in Iraq and Syria, including to a U.S.-led international coalition and the Russian military, it has lashed out at its foes abroad.IS commanders are given tactical freedom depending on local circumstances, making it much harder to detect plots, the report said. That degree of liberty, it said, makes it harder for law enforcement "to detect such plans and identifying the people involved at an early stage."Calling the danger of extremist violence "the most significant in over 10 years," Europol on Monday also officially opened a new European Counter Terrorism Center at its headquarters in The Hague, Netherlands. Europol director Rob Wainwright said the new unit will have 40-50 experts in counterterrorism and deal in intelligence-sharing, tracking foreign fighters and sources of illegal financing and firearms, and assisting EU countries in counterterrorism actions and investigations.Wainwright told a news conference in Amsterdam that over 5,000 EU nationals have been radicalized by fighting with Muslim extremists in Iraq and Syria, and that many have returned home to present a clear and present danger to public safety."The current threat demands a strong and ambitious response from the EU," Europol's chief said, referring to the experts' warnings of IS plans for "large-scale attacks on a global stage with a particular focus on targeting Europe."The IS video released Sunday was shot before the men sneaked back into Europe and contains no footage of the attackers during the days of terror that began Nov. 13 and ended only on Nov. 18 with the death of Abdelhamid Abbaoud, who was believed to be the leader of the attack cell.Instead, it was assembled from material shot before the men left for Paris, news video and amateur video. The video did not specify where the nine men were filmed, but it was believed to have been in IS-controlled territory in Syria. Abbaoud is seen simply speaking in a room. One militant, Brahim Abdeslam, is seen at a makeshift shooting range. Abdeslam, whose brother Salah fled Paris that night and remains at large, blew himself up at a Paris cafe where he was the only victim. Salah Abdeslam is not seen in the video.Kepel, an expert in Islamic extremism, predicted the Islamic State's long-term prospects were dim not just in Europe, but in the very territory it most wants to control in Iraq and Syria.Wages of the fighters have been cut in two because the militants "have no access to the smuggling of oil — the oil rigs have been bombed and destroyed," he said. "That's one thing. And the morale is not very high. This is one of the reasons they try to boost the morale with those horrendous videos."Though graphic, it left Parisians uncowed in the neighborhood where the carnage unfolded the night of Nov. 13, including at the Carillon cafe, where gunman targeted customers out for the evening."It's part of their propaganda. This is one of their methods. Of course it's pretty strong because pictures carry a lot of weight," said Gerard Faure. "But I don't think that here, people I know in this neighborhood, Parisians as a whole are not really afraid."___Dahlburg reported from Brussels.

Deals and warms words flow as Iranian president visits Europe-Reuters By Antonella Cinelli and Crispian Balmer-JAN 25,16-YAHOONEWS
ROME (Reuters) - Italy and Iran signed billions of dollars of business deals on Monday at the start of a visit to Europe by Iranian President Hassan Rouhani aimed at rebuilding his nation's ties with the West after years of economic sanctions.Heading a 120-strong delegation of business leaders and ministers, Rouhani will spend two days in Rome before flying to France on Wednesday, looking to polish Tehran's diplomatic credentials at a time of turmoil in the Middle East.An Italian government source said the Iranians would sign up to 17 billion euros ($18.4 billion) worth of deals in sectors from energy to infrastructure and from steel to shipbuilding."This is just the beginning of a journey. There are sectors where we must work closer together," Italian Prime Minister Matteo Renzi said, standing alongside Rouhani."I am sure this visit will be a fundamental part of our ability to overcome together the challenge of fighting terrorism, atrocity and evil that we all have to confront together," Renzi added, referring specifically to Islamic State militants, who oppose Iran and the West in equal measure.Rouhani had originally been due to visit Europe in November but canceled the trip after an Islamic State attack on Paris, which killed 130 people."We have always been in the front line against terrorism ... we have to continue (cooperating with Italy) to secure a genuine peace in Afghanistan, Syria, Lebanon, Libya," the Iranian president said, speaking through a translator. Many Western nations have accused Iran of funding various militant groups, and despite a landmark nuclear deal between world powers and Tehran last year, the United States is keeping some of its financial sanctions in place because of the alleged links and human rights abuses. This will complicate Iran's full return to international markets, but judging by the Italian and French businesses lining up to clinch deals there is an enormous appetite in Europe to revive old trade ties and boost the sluggish economy.ECONOMIC HARDSHIPS-A pragmatist elected in 2013, Rouhani championed the 2015 accord under which Iran curbed its nuclear program in return for the end of U.N., EU and some U.S. sanctions this month. He is anxious to bring Western knowhow and products back home to prove to Iranians that the accord, contested by many hardliners, will help ease their prolonged economic hardships.Iran announced plans at the weekend to buy more than 160 European planes, mainly from Airbus .Among the deals struck on Monday were a pipeline contract worth between $4 billion and $5 billion for oil services group Saipem , up to 5.7 billion euros in contracts for Italian steel firm Danieli and up to 4 billion euros of business for infrastructure firm Condotte d'Acqua.Italian business leaders, including the heads of oil firm Eni and carmaker Fiat Chrysler Automobiles , attended a dinner for Rouhani on Monday. At the request of the Iranians, no wine was to be served. France refused the same request so there will be no state dinner for Rouhani in Paris. While Italy was not involved in the prolonged nuclear talks, France was, and it took a hard line toward Tehran in the negotiations. It has also been outspoken in its condemnation of Iran's support for Syrian President Bashar al-Assad and skeptical of the country's other Middle East interventions. This is likely to make Rouhani's visit to France later this week more prickly than his stay in Italy."Trust needs to be built. It's like love. It is only the proof of love that counts," said a senior French diplomat. The boss of oil group Total , Patrick Pouyanne, is among top French executives who are expected to hold one-on-one meetings with Rouhani. The Iranian leader is due to address up to 500 Italian business leaders on Tuesday before meeting Pope Francis, who is likely to discuss peace prospects for the Middle East and raise the question of human rights in Iran.(Writing by Crispian Balmer; additional reporting by Massimiliano Di Giorgio, Stephen Jewkes, Isla Binnie, John Irish and Bate Felix; Editing by Alison Williams)

Running out of time', EU puts Greece, Schengen on notice-Reuters By Gabriela Baczynska and Alastair Macdonald-JAN 25,16-YAHOONEWS

AMSTERDAM (Reuters) - The European Union edged closer on Monday to accepting that its Schengen open-borders area may be suspended for up to two years if it fails in the next few weeks to curb the influx of migrants from the Middle East and Africa.Shorter-term dispensations for border controls end in May. EU migration ministers meeting in Amsterdam decided they may be extended for two years - an unprecedented extension - because the migrant crisis probably will not be brought under control by then, according to the Dutch migration minister, who chaired the meeting. Some ministers made clear such a - theoretically temporary - move would cut off Greece, where more than 40,000 people have arrived by sea from Turkey this year, despite a deal with Ankara two months ago to hold back an exodus of Syrian refugees. More than 60 have drowned on the crossing since Jan. 1.Greek officials noted that closing routes northward, even if physically possible, would not solve the problem. But electoral pressure on governments, including in the EU's leading power Germany, to stem the flow and resist efforts to spread asylum seekers across the bloc are making free-travel rules untenable."We are running out of time," said EU Migration Commissioner Dimitris Avramopoulos. He urged states to implement agreed measures for managing movements of migrants across the continent -- or else face the collapse of the 30-year-old Schengen zone. But the Dutch minister, Klaas Dijkhoff, said time has effectively already run out to preserve the passport-free regime. The system has allowed hundreds of thousands of people to make chaotic treks from Greece and Italy to Germany and Sweden over the past year."The 'or else' is already happening," he said. "A year ago, we all warned that if we don't come up with a solution, then Schengen will be under pressure. It already is."Under pressure from domestic opinion, several governments have already reintroduced controls at their borders with fellow EU states. Those controls should be better coordinated, said Dijkhoff, whose government last year floated the idea of a "mini-Schengen", which critics saw as a way for Germany and its northern neighbors to bar the influx from the Mediterranean.-FEAR AND LOATHING-But the EU executive and leading power Germany are bemoaning a nationalistic tide that could put at risk not just Schengen but the euro and even the foundations of the EU. In that light some diplomats saw the talks in Amsterdam as another scare tactic from those refusing to close the door to migrants."The discussion is full of these apocalyptic predictions," one said. "But things won’t really change in two months."With many EU states, vocally led by the ex-communist East, refusing to take in significant numbers of refugees, the only way to stop chaos in Europe was, he said, to stop arrivals in Greece. Given legal and moral obligations to pluck people from the sea, that leaves the EU reliant on uncertain ally Turkey, which is seeking European cash and other favors.German Chancellor Angela Merkel, who opened her country's borders to Syrians fleeing civil war last summer, is under mounting pressure to halt the inflow, after more than a million migrants entered Germany last year.Unless the numbers drop before Merkel meets fellow EU leaders at a summit in mid-February, some form of border closing by the bloc's leading power would be increasingly likely -- not least as Germans vote in key regional elections in March. That decision would have a knock-on effect across Europe. The Commission, the EU executive, is already reviewing whether Greece's difficulty in processing constitute "persistent serious deficiencies" on the external EU frontier. Such a finding would justify a historic move to allow states to re-impose controls on those arriving from Greece. The Commission is due to make recommendations next month. Athens would then have three months to respond. Existing measures taken by some states under a different rule expire in mid-May. Minister Dijkhoff made clear that few expect the situation to improve by then, so the longer-term suspension should be ready.Under that rule, Article 26 of the Schengen code, countries could re-impose controls on documents for six months, renewable three times, until May 2018. EU officials acknowledged, however, that no one knows what would happen after that if governments were not prepared to return to the status quo before last year.-SCHENGEN ON THE BRINK-"Everyone understands that the Schengen zone is on the brink," said Austrian Interior Minister Johanna Mikl-Leitner, whose government has warned it will limit entry to migrants."If we cannot protect the external EU border, the Greek-Turkish border, then the Schengen external border will move toward central Europe ... Greece must ... accept help."Her Swedish colleague, Anders Ygeman, whose government called a halt after taking proportionately the greatest share of refugees, told Reuters that if Greece and Italy failed to set up "hot spot" centers to separate refugees from possible terrorists and economic migrants, then they would face isolation from the Schengen area.Appearing anxious to calm a confrontation with Athens - which had already clashed with Berlin last year over bailout loans to keep Greece in the euro zone - the German interior minister was more reserved: "Blaming people in public doesn't help," Thomas de Maiziere said.Senior EU officials have warned of the costs to trade that new border checks could impose, although few analysts foresee a return to lines halted at frontiers around Germany, France or the Benelux countries, across which millions commute daily to work. The EU has taken various steps to give cash-strapped Athens financial assistance to deal with the crisis, but many member states believe Athens is not using that enough. The EU has now proposed establishing over the coming months a common European Border and Coast Guard to tighten control of the EU frontiers.(Writing by Alastair Macdonald; Editing by Richard Balmforth, Larry King)

Libya's recognized parliament rejects U.N.-backed unity government-Reuters By Ayman al-Warfalli-JAN 25,16-YAHOONEWS

BENGHAZI, Libya (Reuters) - Libya's internationally recognized parliament voted on Monday to reject a unity government proposed under a United Nations-backed plan to resolve the country's political crisis and armed conflict.Though not a surprise, the rejection was a setback in efforts to heal Libya's deep divides. Of 104 members who attended the session in the eastern city of Tobruk, 89 voted against an administration nominated last week, demanding a new proposal within 10 days.Since 2014, Libya has had two competing parliaments and governments, one based in Tripoli and the other in the east. Both are backed by loose alliances of armed groups and former rebels who helped topple Muammar Gaddafi in 2011.Western powers hope a unity government will deliver stability and be able to tackle a growing threat from Islamic State militants. One member of the Tobruk parliament, Mohamed al-Abani, said the proposed administration did not represent the interests of the Libyan people but had been formed "according to the demands of militia leaders".Lawmakers from the parliament, known as the House of Representatives, also said the proposed 32-member government was rejected because it included too many posts. They called on the Tunis-based Presidential Council to put forward a shorter list of ministers. One of those to vote against the unity government, Omar Tantoush, said he did so because it did not "respond to current challenges"."They did not use the correct criteria in choosing ministers and the size of the government, especially now that the economy is collapsing in Libya," he said.In a separate vote, 97 members of the Tobruk parliament backed the U.N.-mediated agreement that sets out a political transition for Libya and under which the Presidential Council operates. They rejected a clause, however, that transfers power over military appointments to the new government.U.N. Libya envoy Martin Kobler welcomed the "endorsement in principle" of the political agreement, while taking note of the objection to the article covering senior military and security posts."We will continue consultations with all parties to find consensual solution to all outstanding issues," he said in a statement. The armed forces allied to the eastern government are led by Gen. Khalifa Haftar, a former Gaddafi ally. He has also fought Islamist militants in the eastern city of Benghazi and has become one of Libya's most divisive figures, enjoying strong support in the east but despised by forces allied to the government in Tripoli.Representatives from both sides of Libya's political divide signed the U.N.-backed plan in Morocco in December, but the agreement has faced stiff opposition from many members of the two parliaments and from factions on the ground. Two of the Presidential Council's nine members also refused to put their names to the proposed government when it was announced after a 48-hour delay last week.(Writing by Aidan Lewis; Editing by Dominic Evans and Grant McCool)

Putin still has his Communist Party card, likes socialist ideals-AFP-JAN 25,16-YAHOONEWS

Moscow (AFP) - Russian President Vladimir Putin on Monday revealed he has kept his USSR Communist Party membership card, and still has a soft spot for socialist ideals."I didn't throw out my party card, I didn't burn it," said Putin, a former KGB agent in East Germany, at a meeting with supporters, quoted by Interfax news agency. "My card is lying round somewhere."To older Russians, holding onto a Soviet Communist party card -- once compulsory for top officials -- shows a degree of nostalgia for the previous regime."I wasn't a party member through necessity. I can't say I was totally an ideological Communist but I did really treasure it (the card)," said Putin, pointing out that he served for nearly 20 years in the "armed wing of the party".Putin -- who has revived some Soviet traditions and state controls over his years ruling Russia -- said that he still "really likes" the ideals of communism, even if they were not implemented properly by Soviet leaders."I still really like the communist and socialist ideas," he said, calling these "very like the Bible.""They are good ideas -- equality, brotherhood, happiness, but the practical embodiment of these great ideas in our country was far from what the Socialist Utopians came up with."He criticised the regime of communist revolutionary Vladimir Lenin for murdering the ex-tsar Nicholas II and his family, servants and doctors in 1918 in "mass repressions."Putin also criticised Lenin for backing killings of members of the bourgeoisie and priests. The Russian leader gave a vague answer to a question on the possible burial of Lenin, still lying in the Red Square mausoleum -- a step that would outrage many communists."As for burial and other questions like this, you know, I think that we need to approach this cautiously, to avoid steps that would divide our society," said Putin. "On the contrary, we need to bring it closer together."It was the second time Putin -- whose rule has seen an elite around him amass vast fortunes -- has mentioned Lenin in a week.Last week he suggested Lenin's ideology was like an "atom bomb" that eventually led to the fall of the Soviet Union, explaining this was because Lenin allowed the republics the right to leave the USSR.Putin has called the collapse of the Soviet Union in 1991 a "tragedy."A 2012 poll by independent polling centre Levada found that 25 percent thought Lenin's body should stay in the mausoleum, while 53 percent thought he should be buried.Another poll by Levada in 2015 found only five percent thought Lenin's ideas would influence people in the future.

Kerry dismisses posturing ahead of peace talks on Syria-Associated Press By MATTHEW LEE-JAN 25,16-YAHOONEWS

PHNOM PENH, Cambodia (AP) — U.S. Secretary of State John Kerry on Monday dismissed Syrian government claims and opposition complaints as posturing ahead of U.N.-led peace talks that are to begin Friday and last six months.Monday's scheduled start in Geneva has been pushed back to Friday due to disagreements over which groups can represent the opposition.Kerry said that during his short stay in Laos earlier Monday, he had spoken to the U.N. special envoy for Syria and the foreign ministers of Russia, Saudi Arabia, France and Turkey. The goal is to reach a consensus on how the talks will be run and a planned cease-fire would proceed."We're going to have the meeting and (the talks) are going to start," Kerry told reporters. "But what we are trying to do is to make absolutely certain that when they start everyone is clear about roles and what's happening so you don't go there and wind up with a question mark or a failure. You don't want to start Day One by not being able to make progress."U.N. Special Envoy Staffan de Mistura, who announced in Geneva that the negotiations would start Friday, told reporters the sides will not talk directly to each other to begin with.Kerry said any disagreements arising in the Geneva talks would be addressed by another meeting of the 20-odd member International Syria Support Group that is tentatively scheduled for Feb. 11.Syrian officials have said they will make no concessions at the negotiating table. Opposition figures have complained that they are being forced into the talks.Kerry said those recent statements reflect only "tensions" and "rumors." He dismissed suggestions of disunity among countries that back the opposition and said U.S. support for foes of Syrian President Bashar Assad remains solid."I think these are just tensions. These are things you hear as people are worried," he said.Over the weekend, a senior official in Assad's ruling Baath party said the government would not make any new concessions in the peace talks at a time when the Syrian army with the help of Russia is making progress in different parts of the country."We are not going to give today what we did not give over the past five years," Hilal al-Hilal said late Saturday, during a visit to troops in areas they recently captured from insurgents outside the capital, Damascus.Kerry said that claim was inconsistent with the positions of Russia and Iran. Assad's main backers have agreed to a U.N.-supported political transition process that is to form a new government over the next 18 months."That doesn't make sense," Kerry said. "If that's their attitude, the war does not end. That is not the Russian attitude. The Russians say (the Syrians) are going to go and they are going to negotiate."He added, however, that nothing was certain. "We are going to know very quickly, in a month or two or three, whether these guys are serious."Separately, Turkey's foreign minister, Mevlut Cavusoglu, warned that any participation of Kurdish forces in the Geneva talks would spell the end of the initiative.Kerry, who met with the chief opposition negotiator in Saudi Arabia on Saturday, also addressed complaints from Assad foes who say the U.S. and others are giving in to demands from the government and its supporters."The position of the United States is and hasn't changed. We are still supporting the opposition, politically, financially and militarily," he said, adding later: "We completely empowered them. I don't know where this is coming from."The opposition demands that Assad have no role in Syria's future, even during a transitional period. Russia, Iran and Syrian the government say that is to be determined by the Syrian people. While maintaining that Assad cannot be part of the long-term future, the U.S. and others have dropped demands for his immediate removal and have agreed that the negotiations should decide his fate."It's up to the Syrians to decide what happens to Assad," Kerry said. "They are the negotiators and they will decide the future."Kerry said he had explained to the opposition that the composition of a transitional government would have to be agreed by "mutual consent" from the two sides."I told them you have a veto, and so does he and so you're going to have to decide how to move forward," he said."I just don't buy into this public back and forth. It doesn't serve any purpose," he said. "We have to get to the negotiations without preconditions and get into the discussion of a cease-fire and humanitarian access ... and lay down the road ahead for the transition discussion itself and put to test whether they are serious. Or, if they aren't serious, war will continue.""It's up to them," he said.

What to know about the tropical Zika virus in Latin America-Associated Press By MIKE STOBBE-JAN 25,16-YAHOONEWS

NEW YORK (AP) — A rare tropical disease is spreading in parts of Latin America and the Caribbean. The mosquito-borne Zika virus usually causes a mild illness but is now suspected in an unusual birth defect and possibly other health issues. Some things to know:WHAT IS ZIKA?-The Zika (ZEE'-ka) virus was first discovered in monkey in Uganda in 1947; its name comes from the Zika forest where it was first discovered. It is native mainly to tropical Africa, with outbreaks in Southeast Asia and the Pacific Islands. It showed up in Brazil last year and has since been seen in many Latin American countries and Caribbean islands.-HOW IS IT SPREAD?-It is transmitted through bites from the same kind of mosquitoes that can spread other tropical diseases, like dengue fever, chikungunya and yellow fever. It is not known to spread from person to person. Investigators, though, are exploring the possibility that the virus can be passed on through sex — it was found in one man's semen in Tahiti and there's been another report of possible spread of the virus through sex.The World Health Organization says Zika is rapidly spreading in the Americas because it is new to the region, people aren't immune to it, and the Aedes aegypti mosquito that carries it is just about everywhere — including along the southern United States. Canada and Chile are the only places without this mosquito.-ARE THERE SYMPTOMS?-Experts think most people infected with Zika virus don't get sick. And those that do usually develop mild symptoms — fever, rash, joint pain, and red eyes — which usually last no more than a week. There is no specific medicine and there hasn't been a vaccine developed for it, which is the case for some other tropical illnesses that cause periodic outbreaks.-WHY IS IT A CONCERN NOW?-In Brazil, there's been mounting evidence linking Zika infection in pregnant women to a rare birth defect called microcephaly, in which a newborn's head is smaller than normal and the brain may not have developed properly. Brazilian health officials last October noticed a spike in cases of microcephaly in tandem with the Zika outbreak. The connection to Zika is still being investigated, and officials note there are many causes of the condition. Nearly 4,000 cases have been tallied.Meanwhile, doctors have noted increased reports of a nerve condition called Guillain-Barre (gee-YAHN'-buh-RAY) that can cause paralysis. But the link to the Zika virus is not clear; other infections can spark the problem, including dengue fever.-CAN THE SPREAD BE STOPPED?-Individuals can protect themselves from mosquito bites by using insect repellents, and wearing long sleeves and long pants — especially during daylight, when the mosquitoes tend to be most active, health officials say. Eliminating breeding spots and controlling mosquito populations can help prevent the spread of the virus.-HAVE THERE BEEN CASES IN THE U.S.?-Yes, but in travelers. There've been more than two dozen cases diagnosed in the U.S. since 2007, all travelers who are believed to have caught it overseas. (Puerto Rico and the U.S. Virgin Islands have each had a recent case that didn't involve a traveler.)-The kind of mosquito that spreads Zika is found along the southern United States, so experts think it's likely the pests may end up spreading the virus there. But officials also have said Zika infections probably won't be a big problem in the U.S. for a number of reasons, including the more common use of air conditioning and door and window screens. Recent U.S. outbreaks of dengue and chikungunya — carried by the same mosquito — suggest any Zika outbreaks may be relatively small, said Dr. Lyle Petersen of the Centers for Disease Control and Prevention.-ARE THERE ANY TRAVEL ADVISORIES?-U.S. health officials recommend that pregnant women should consider postponing trips to 22 destinations. Latin America: Bolivia, Brazil, Colombia, Ecuador, El Salvador, French Guiana, Guatemala, Guyana, Honduras, Mexico, Panama, Paraguay, Suriname and Venezuela. In the Caribbean: Barbados, Guadeloupe, Haiti, Martinique, St. Martin and Puerto Rico. Also, Cape Verde, off the coast of western Africa; and Samoa in the South Pacific. In Brazil, most of the mothers who had babies with microcephaly were apparently infected during the first trimester, but there is some evidence the birth defect can occur later in the pregnancy, CDC officials say. The travel alert applies to women in any stage of pregnancy.__Online:CDC Zika page: http://www.cdc.gov/zika/

Metal on Thai beach likely to be rocket, not plane part-Associated Press By MARI YAMAGUCHI-JAN 25,16-YAHOONEWS

TOKYO (AP) — A Japanese rocket maker said Monday that a large piece of metal that washed up on a beach in Thailand is likely part of a rocket launched by Japan, not a missing Malaysian plane. The discovery of the metal sparked speculation that it might be from Malaysia Airlines Flight 370, which disappeared almost two years ago.Mitsubishi Heavy Industries said the metal piece is "highly likely" to be part of a Japanese H-IIA or H-IIB rocket that was launched from southern Japan, based on an initial examination of photos and videos of the object.Company spokeswoman Sayo Suwashita said officials are trying to determine which rocket and its launch date. Rocket debris falls into the ocean after every launch, and most is collected but sometimes pieces can be found some distance from the launch site, including in foreign waters, she said.Thai air force and civil aviation authorities said Monday they were unaware of the statement from Japan, while the agency within the Transport Ministry that investigates aviation accidents was unavailable for comment.Japan has launched H-IIA and H-IIB rockets since the 2000s. The most recent H-IIA launch was in November 2015.Flight 370 took off from Malaysia in March 2014. It lost communications and made a sharp turn away from its Beijing destination before disappearing. It is presumed to have crashed in the southern Indian Ocean, far away from Thailand. The debris was found on the eastern coast of southern Thailand's Nakhon Si Thammarat province, about 370 miles (600 kilometers) south of Bangkok on the Gulf of Thailand.Malaysian Transport Minister Liow Tiong Lai said Sunday that the search for the missing jet, which carried 239 people, is ongoing in the Indian Ocean and that its second phase is expected to be completed by June. Australia has led a multinational search that has so far cost more than $120 million.Aviation experts from Malaysia visited Nakhon Si Thammarat on Monday to inspect the metal piece, after which the Thai air force flew it to Bangkok for further examination. The Australian Transport Safety Bureau announced Monday that the search of 120 square kilometers (46,000 square miles) of seabed where the Boeing 777 is thought to have crashed had been set back after a ship lost its sonar equipment. The Fugro Discovery, one of three ships conducting the search, towed its side-scan sonar unit on Sunday into a mud volcano that rose 2,200 meters (7,200 feet) from the sea floor, the bureau said in a statement. The ship lost the sonar unit plus 4.5 kilometers (14,800 feet) of cable. The ship is now making a six-day journey to the Australian port of Fremantle to collect new cable and will continue the search with spare sonar equipment, it said.___Associated Press writers Grant Peck in Bangkok, Eileen Ng in Kuala Lumpur, Malaysia, and Rod McGuirk in Canberra, Australia, contributed to this report.

France said to plan summit with PM, Abbas attending-Paris reportedly hopes Israeli, Palestinian leaders will meet on sidelines of conference on fight against terrorism planned for near future-By Times of Israel staff January 25, 2016, 10:58 pm

France is hoping to bring Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas together in the framework of a larger conference on the war against terrorism, a TV report said Monday.According to a Channel 2 report citing unnamed officials, the French are planning to soon hold an international conference on the fight against terrorism and global jihad, to which both Netanyahu and Abbas will be invited. There was no immediate confirmation of the report from Israeli, Palestinian or French officials. The French hope is that on the sidelines of such a summit, Netanyahu and Abbas will agree to also meet one another and restart dialogue that may then grow into substantive peace negotiations.France has tried several times to take an active role in the Israeli-Palestinian conflict, irritating Washington, which pursues a resolution to the decades-long dispute as a diplomatic holy grail. In November, Netanyahu and Abbas shook hands publicly for the first time in some five years, during a photo shoot for the Paris climate summit. The two were also both at a solidarity rally in Paris in the wake of a string of attacks in January of last year, but avoided meeting each other publicly. In October, French Foreign Minister Laurent Fabius tried to arrange a meeting between the world leaders to calm tensions over the Temple Mount, but was rebuffed by Abbas, according to reports. The two leaders had not met openly since holding dead-end peace talks in 2010. Netanyahu claims he will meet Abbas without preconditions, while Abbas says Israel must freeze settlement building and commit to other obligations before a sit-down.Last week, Abbas told Israeli journalists his office had tried to broker a meeting, but was ignored by Netanyahu’s bureau.Jerusalem has chafed recently at a French UN Security Council proposal that calls for a timetable to an Israeli withdrawal from the West Bank.In June last year, Deputy Foreign Minister Tzipi Hotovely attacked the peace initiative as “counterproductive.” In an interview with French daily Le Figaro, Hotovely warned the French peace initiative “will not improve the situation” and will likely “aggravate the situation on the ground.”“It’s clear to the Israeli public – left and right – that direct negotiations between the two sides is the only way to solve the problem,” Hotovely said. “We see that Palestinian leaders, with the encouragement of certain countries, have tried for several years to internationalize the conflict through a very dangerous process, not just for Israel but for them.”Palestinian officials and French diplomats have said the proposal would call for basing the borders between Israel and a future Palestinian state on the lines that existed before Israel captured the West Bank, East Jerusalem and Gaza Strip in the 1967 Six Day War.It also would set a two-year deadline for an agreement. Israel rejects a return to its pre-1967 lines, saying they are indefensible. It also opposes imposed deadlines. In August 2015, PA Foreign Minister Riyad al-Malki said that the French-sponsored UN Security Council bid to restart peace talks in the region was sunk by Israeli and American opposition.Malki said at the time that the US refused to deal with the issue until after Congress voted on the Iran nuclear deal, then still pending. He added that the Palestinians were working to harness French support to condemn Israel at the Security Council as a basis to jumpstart the talks.

And here are the bounderies of the land that Israel will inherit either through war or peace or God in the future. God says its Israels land and only Israels land. They will have every inch God promised them of this land in the future.

Police, municipality dig in as snow starts in Jerusalem-Route 443 open for now but capital preparing for gridlock as forecasters predict heavy snowfall overnight-By Raoul Wootliff January 26, 2016, 1:13 am-the times of israel

The Jerusalem municipality and the city’s emergency services battled Monday night with the first limited build-up of snowfall in a forecasted two-day storm that hit the capital earlier in the day.Police said they had reopened Route 443 — one of the two main highways in and out of the mountainous city — in both directions, after briefly shutting it to traffic earlier in the day after visibility dropped to just meters and amid fears of icy mountain roads.Other roads, however, remain closed, including Routes 35 and 60 in the Hebron area, and Route 90 near the Dead Sea.A police spokeswoman said authorities will decide whether to close more roads — or segments of them — after assessing whether driving on them would risk the security of travelers. If necessary, both Routes 1 and 443 may be closed overnight or on Tuesday, she added.A special hotline at phone number 110 is open for calls regarding the situation on the roads.Forecasters have predicted several centimeters of snow in Jerusalem and other high-elevation areas in the central hills over the next two days, possibly bringing the area, which is unused to and largely unprepared for serious snowfall, to a standstill. In anticipation of a heavy sprinkling overnight, the municipality announced it would be providing a number of emergency transport services in the case of road closures.Special bus services will be running, including a number of lines taking people to and from the city’s main hospitals, the municipality said in a statement. In case the light rail closes down, buses will take people from station to station, and if police end up closing the main highways out of the city, additional Israel Railways trains will be running from the Malcha station toward the cities of the coastal plain. In an attempt to keep the main thoroughfares open, tractors have been deployed across the city to work overnight clearing roads. The municipality also published a list of precautions on its website that could help residents avoid injury caused by a build-up of snow and strong winds, which are expected to reach speeds as high as 80 kph (50 mph).“Remove objects that are not secured and could fall from a height or be blown away (planters, garden furniture, signs),” the site read. “Avoid standing under pergolas, huts or temporary structures with more than 10cm of snow on top, as it may collapse.”Prime Minister Benjamin Netanyahu on Monday said at a Likud faction meeting in the Knesset that his government was “doing a lot” to cope with the coming storm.“I was just updated by the public security minister, the police commissioner and the director of the Israel Electric Corporation — they are all prepared, also the municipal hotlines, the Home Front Command [of the IDF] and all emergency services. Everyone is working.“We have been through much more difficult storms and I hope we pass this one without casualties. What the public needs to do is simply to follow the instructions [of security and emergency services], stay in the house more. We will stay in this house and are doing our job,” Netanyahu said in reference to the Knesset. The capital is expected to see temperatures just below freezing, or -1°C (30°F), overnight, rising to 2°C (36°F) during the day Tuesday. In Tel Aviv, temperatures will run from 6°C (43°F) overnight to 10°C (50°F) during the day, in Beersheba 2°C (36°F) to 6°C (43°F), on Mount Hermon at the northernmost point on the Golan Heights -9°C (16°F) to 0°C (32°F), and in Eilat 5°C (41°F) to 14°C (57°F).Earlier on Monday, rainfall raised the level of the Sea of Galilee and shut desert roads amid fears of flash floods.Rainfall that began Sunday led to a 2-centimeter rise in the Sea of Galilee’s level by Monday afternoon, even as much of the rainfall has concentrated on the center of the country, too far south to have contributed to the increase. As the mountains around Jerusalem and the Judean Hills were pelted with periodic strong rains and some flurries, the main north-south highway in the Jordan Valley, Route 90 along the Dead Sea, was shut over fears of flash floods crashing down on the road from the riverbeds of the West Bank highlands to the west. The army has ordered the closure of sections of Route 60, the main north-south highway through the central West Bank, as parts of the road were expected to freeze overnight and persistent snowfall was predicted.Times of Israel staff contributed to this report.

Two Israeli women hurt in stabbing inside settlement, terrorists killed-One victim in serious condition; two terrorists attack grocery store in Beit Horon; local man blocks them from store with shopping trolley-By Judah Ari Gross January 25, 2016, 5:30 pm-the times of israel

Two Israeli women were injured, one critically, in a stabbing attack at the entrance to the West Bank settlement of Beit Horon on Monday evening. The pair were attacked by two Palestinian assailants near the community’s grocery store, just off the Route 443 highway between Jerusalem and Modiin, northwest of the capital. The woman in critical condition, who is 23, was re-designated as being in serious condition later Monday. The two terrorists who carried out the attack were shot and killed by a security guard after a short chase, police said. The two terrorists, clad in black, attempted to enter the grocery store, but were fought off by a local man, Mordechai Shalem, who blocked the entry with a shopping cart.Security footage showed the two, brandishing knives, failing to get into the store, as Shalem wielded the cart to block the entrance.“I don’t know where I got the courage,” Shalem told Channel 2 on Monday night.“But there were children in the store, women. Someone called out ‘terrorists'”Added Shalem: “I saw them with their knives raised. I saw the hatred in their eyes. I knew I had to stop them from getting in… They screamed Allahu Akbar. I screamed back at them, get out of here, you dogs.”During a sweep of the surrounding area, police officers found three “suspicious objects,” which they feared could be pipe bombs, a police spokesperson said. A sapper was called to the scene to determine if the objects were indeed improvised explosive devices, and disarm them if need be, the official said.Officials said later that the devices were improvised bombs, pointing to a well-planned attack. The two attackers apparently slipped into the settlement by jumping over a fence, police said later. The market, located near the entrance of the settlement and just a few feet from a guard booth, is bounded by two fences, one well guarded barrier alongside a patrol road and a second mostly untended fence next to a wadi. The woman in serious condition is approximately 23 years old, the Magen David Adom rescue service said.“When we arrived on the scene, they took us to a woman … who was unconscious and suffering from stab wounds to the upper body,” senior MDA medic Lior Levy said. “We put her in the intensive care ambulance and gave her lifesaving treatment on the way to the hospital. She was in very serious condition.”The moderately injured woman is in her late 50s, the rescue service said.“She was fully conscious but suffering from stab wounds to the upper body,” senior MDA medic Zevulun Kaiti said. The 23-year-old was taken to Jerusalem’s Hadassah Hospital Ein Kerem for treatment, while the woman in her late 50s was taken to Jerusalem’s Shaare Zedek Medical Center, MDA said. The two terrorists were named as Ibrahim Al’an, 23, from the West Bank Palestinian village of Beit Ur al-Tahta, and Hassin Abu Gush, 17, from the Qalandiya refugee camp near Jerusalem. The settlement, home to some 300 families, is situated alongside Route 443, a major highway leading to Jerusalem, and has been mostly immune to other violence that has rocked parts of the West Bank in the last five months. A Border Police base is located next to the entrance of the settlement. The terror attack is the third in just over a week to take place inside a settlement. On January 17, a terrorist infiltrated the settlement of Otniel in the southern West Bank, stabbing mother-of-six Dafna Meir to death.A day later, a terrorist sneaked into the settlement of Tekoa, south of Jerusalem, and knifed a pregnant woman, Michal Froman, moderately wounding her.

After stabbing attacks, army ordered to rethink settlement security-Netanyahu directs army to prepare widespread program to protect West Bank communities following three attacks in eight days-By Raoul Wootliff and Judah Ari Gross January 25, 2016, 9:34 pm-the times of israel

After a third terror attack inside a settlement in just over a week, Prime Minister Benjamin Netanyahu ordered the army Monday evening to prepare a wide-spread plan to increase settlement security.“The prime minister has requested a detailed and encompassing program,” said a statement from the Prime Minister’s Office.Following Monday’s stabbing attack in the West Bank settlement of Beit Horon, the army implemented a series of security measures including freezing the work permits for the families of the attackers, the statement added. Two women were injured, including one listed in critical condition, as two terrorists entered a market inside the settlement. Both attackers, one from nearby Beit Ur al-Tahta and one from the Ramallah area, were shot and killed by a security guard. On Monday evening the army completely closed off Beit Ur al-Tahta with the exception of “humanitarian cases,” an IDF spokesperson said. The IDF had earlier set up road road blocks around the town and were checking vehicles coming in and out while residents were still allowed to enter and leave.Beit Horon sits just off Route 443, a major highway between Jerusalem and Modiin, northwest of the capital.“The attack today was a difficult incident and was a step up in its severity from the attacks in the past,” Dudi Hayoun, police chief of the Binyman region of the West Bank, said. “The alert response and courage of civilians prevented an even larger attack.”Last week saw two other attacks inside of West Bank settlements. On January 17, a terrorist infiltrated the settlement of Otniel in the southern West Bank, stabbing mother-of-six Dafna Meir to death. A day later, a terrorist sneaked into the settlement of Tekoa, south of Jerusalem, and knifed a pregnant woman, Michal Froman, moderately wounding her.Following the attack in Tekoa, the army banned all Palestinian laborers from entering West Bank settlements, keeping tens of thousands from jobs mostly in construction, manufacturing and agriculture. The ban, imposed by the IDF’s West Bank division, Brig. Gen. Lior Carmeli, was gradually loosened and now remains in only Otniel.

Palestinian twin sisters accused of making bombs for attacks-One 18-year-old learned how to make explosives from online videos, second helped hide them in their house, Shin Bet says-By Judah Ari Gross January 25, 2016, 3:00 pm-the times of israel

Israeli security forces arrested 18-year-old bomb-making twin sisters from Shwaika, outside the Palestinian city of Tulkarem in the West Bank last month, the Shin Bet security service announced Monday.Israel Defense Forces soldiers and Shin Bet officers discovered pipe bombs and other explosive materials in the home of Diana and Nadia Hawila in late December 2015, officials said.In addition, they found knives, Hamas headbands and “equipment for riots,” the Shin Bet said in a statement, though it did not claim that the twins were, in fact, Hamas members.“This investigation again shows the motivation to carry out terror attacks, especially among those who are not a part of terrorist organizations, including women,” the Shin Bet said.In interrogation, Diana Hawila admitted that she had purchased the fertilizer and other chemicals necessary to create the explosives. She learned how to create bombs by watching instructional videos online, according to the Shin Bet. Diana also watched Islamic extremist videos that encouraged women to take part in terror attacks against Israelis and Jews, which “strengthened her decision to act,” the Shin Bet said.“There is a significant increase in the use of the Internet in order to create weapons for use in terror attacks and the spreading of inciting messages,” the security service said in a statement.Diana planned to use her homemade explosive devices against Israeli citizens and soldiers, the Shin Bet added.Nadia Hawila helped her sister hide the pipe bombs in the home that the two shared, the security service said. This week the two were indicted in a military court in the Samaria region of the West Bank. Diana Hawila has been accused of creating explosive devices and for the sale of war materials. Nadia Hawila has been charged with the sale of war materials. On Sunday, the Shin Bet revealed they had captured two young men also in the Tulkarem area who are believed to have shot and injured an IDF soldier. It was not immediately clear if the pair were associated with any larger terror organizations, or if they had acted independently.

Netanyahu: Obama speech at embassy proves close ties-President set to address Holocaust Day commemorations on Wednesday-By JTA January 26, 2016, 12:41 am-the times of israel

Prime Minister Benjamin Netanyahu said President Barack Obama’s speech later this week at the Israeli Embassy in Washington, DC, should put to rest talk of dissension between the two governments.“This is further testimony that the relationship between the US and Israel are – despite disagreements that arise from time to time – very strong and steadfast,” Netanyahu said Sunday in opening remarks at the weekly Cabinet meeting in which he thanked Obama for delivering the speech.Obama is speaking Wednesday at International Holocaust Remembrance Day commemorations, which will include the formal recognition of four people – including two Americans – as Righteous Among the Nations for their rescue of Jews.“Over the past two years, and in recent years, we have heard remarks about the collapse of relations,” Netanyahu said. “What has collapsed is the talk about a collapse and what is becoming increasingly clear is that this special relationship finds expression in very many areas.”The Netanyahu and Obama governments have clashed during the last two years over the Iran nuclear deal and the US administration’s failed effort to revive Israeli-Palestinian peace talks. Both issues are more or less settled – Obama is unlikely to make another pass at peace talks, and the nuclear rollback for sanctions relief deal went through despite Netanyahu’s efforts – and both leaders have said they want to focus on areas of agreement. One of these is expanding US assistance to Israel, currently standing at an average of $3 billion annually.“One of these, of course, is the memorandum that we are trying to formulate, and will conclude I hope in the coming months, with the US on a package of security assistance for Israel over the coming decade,” Netanyahu said.“Everyone understands that in the end, in the whirlpool in the Middle East, with the rise of radical Islamic forces, Israel is the US’s strongest, and most loyal and stable, ally in the region,” he said. “This also finds expression in the shared values and common interests that we are advancing.”Israel’s opposition has charged Netanyahu with harming the relationship with the United States, a claim some parties tried to use against him in the March elections.

Clinton says ‘America needs a strong and secure Israel’-Candidate calls on Palestinian leaders to condemn incitement to violence but refrains from blaming Abbas for escalation in terrorism-By JTA January 26, 2016, 12:36 am-the times of israel

DES MOINES, Iowa — Democratic presidential candidate Hillary Clinton said the partnership between the United States and Israel must strengthen amid a surge in global extremist terrorism.Speaking Monday before a crowd of 150 at the Jewish Federation of Des Moines, Clinton also insisted that amiable relations between the two countries “has to be understood in our national interest.”“Israel needs a strong America by its side, and America needs a strong and secure Israel by our side — to have an Israel that remains a bastion of stability and a core ally in a region of chaos,” Clinton said.Clinton’s 18-minute address, her first at a Jewish institution in Iowa, one week before the caucuses here was disrupted by an early coughing fit that left her voice hoarse for the bulk of the speech. The former senator and secretary of state also called on Palestinian leaders to condemn the incitement to violence in the region, invoking the American yeshiva student Ezra Schwartz, who was killed by a Palestinian gunman last November.Clinton refrained, however, from condemning Palestinian leaders, insisting that PLO Chairman Mahmoud Abbas “has never stopped cooperating with Israel on security, even when there have been outbursts of terrorism.”She said her administration would be committed to working with Abbas rather than push for a shake-up in the leadership.“I am cautious about doing anything that would disrupt the existing status quo,” Clinton said.

How an Israeli opened Slovakia’s doors for Iraqi Christian refugees-Members of the last community of native Aramaic speakers in Iraq find a new life in Europe through a suspenseful tale of international cooperation — and faith-By Amanda Borschel-Dan January 25, 2016, 11:04 pm-the times of israel

It was an emotional press conference at the Kosice, Slovakia, landing field after 149 Iraqi Christian refugees disembarked on December 10 to start their new lives as strangers in a strange land.In front of international media, their spiritual leader, Father Douglas Al-Bazi, named the behind-the-scenes heroes in the rescue mission. And then he borrowed from a classical Jewish rabbinic text, the Mishnah. He thanked Aron Shaviv and his associate Michal Repa, saying, “There would be no evacuation and resettlement without your ability to open the doors for us. Please consider us as your life-long friends and family. We know that you understand, ‘When you save a life, you save all of humanity.’ Thank you for helping save so many.”The priest must be excused by those who recognize this famous Jewish saying from Mishnah Sanhedrin and sense the translation is a little off. The Mishnah was written in Hebrew, not in Al-Bazi flock’s native tongue, Aramaic, the language Jesus spoke to his disciples, and the rare lingua franca of these Iraqi Christians.Al-Bazi’s congregation, almost a quarter of which is now in Slovakia, hail from the northern Iraqi/Kurdi town of Qaraqosh. What was once the center of Iraqi Christianity was invaded by ISIS in August 2014. Tens of thousands Christians fled overnight. Facing a terrible dust storm, many abandoned their vehicles and walked the 50 kilometers to the nearest big city, Erbil, Iraq.In Erbil, some 560 Christians from Qaraqosh sought refuge at Al-Biza’s Mar Elia Chaldean Catholic Church. Originally sleeping under the open sky, they soon moved to tents, and then to the semi-permanent “caravans,” the mobile-home like structures in which hundreds currently dwell. So how did Shaviv, the Israeli founder and CEO of Shaviv Strategy and Campaigns, get caught up in the Iraqi Christian refugee crisis? The international political strategist, who, in addition to working on Prime Minister Benjamin Netanyahu’s recent reelection, has fought alongside 10 European heads of state on their political campaigns. As a key member of their teams, he potentially could get the refugees’ plight heard, when others could not.In short, in order to get the Iraqi Christians resettled somewhere close by — hopefully in Europe or maybe a sympathetic country such as Israel — Shaviv and his Bratislava-based associate Repa had to go knock on a lot of doors. The real heroes in the story, said Shaviv in a conversation with The Times of Israel this week, begin with Al-Bazi, who started the rescue operation through an SOS call to the US-based Hudson Institute’s Center for Religious Freedom.Al-Bazi’s concern in getting his congregants to safety came from personal knowledge of what extremist Muslims are capable of: In 2006 he was shot in his leg and kidnapped by Islamic extremists who, over a nightmarish nine days, tortured him — breaking his teeth, back and nose. His leg still carries his souvenir bullet.A few days after the refugees made it to the Mar Elia Chaldean Catholic Church, ISIS fighters entered the town and gave Al-Bazi and the Christian refugees a 24-hour ultimatum: “Or be killed, or convert,” said Al-Bazi in an hour-long 20/20 special on the rescue mission. The refugees knew this was no idle threat: Just before invading Qaraqosh, ISIS had entered and destroyed its surrounding towns, kidnapping and raping women and girls, killing their male relatives. In the meantime, the fighters desecrated Erbil’s churches and, removing the crucifixes, mounted the ISIS flag on their spires. They destroyed or marked Christian homes with an Arabic letter denoting “Nazarene” or Christian.“When people arrived, they were completely lost,” Al-Bazi told 20/20. Many, he said, had lost the will to live. It was clear to him that there is no longer a secure future for Christians in Iraq.‘Do you think we have choices? We don’t have choices here. I’m surprised my people still exist here’-According to The Guardian, one million Christians, meaning at least two-thirds of Iraqi Christians, have fled the country since the fall of Sadaam Hussein. Other estimates put the current figure closer to 200,000.“Do you think we have choices? We don’t have choices here. I’m surprised my people still exist here,” Father Al-Bazi said. The Hudson Institute, understanding the complex nature of the Iraqi rescue operation and surrounding security checks of any potential refugees, contracted those whom Shaviv calls the other “real” heroes of the story: Joseph and Michele Assad, former CIA agents who specialized in counter-terrorism.For Joseph Assad, the assignment was personal. As a 19-year-old Coptic Christian, he fled religious persecution in Egypt and gained asylum in the US. Aside from a baseline humanitarian impetus, Assad says that in seeing how the Iraqis wanted a better life for their children, this rescue became for him a matter of “giving people hope. Giving them the chance, that somebody once took on me.”The 20/20 special dramatically depicts the Assads’ work during a suspenseful few days before the flight to Slovakia, of getting final clearances, finding the most secure path to the airport, nervously waiting through an unexpected 48-hour closure due to Russian bombing, and the subsequent rehiring of a new charter plane.‘They took our houses, and we became one family. They took our churches, and now we became one church… Actually, we took from them, everything’-At Al-Bazi’s compound, nearly half of the 560 refugees are under age 18. And although the facilities are bleak, with hundreds of refugees making use of only a few toilets, sinks and showers, school began within the first week of their arrival. Today there is a computer lab and a trauma room.“They took our houses, and we became one family. They took our churches, and now we became one church… Actually, we took from them, everything,” said Al-Bazi, who previously ran a school in Baghdad. However normal Al-Bazi and his staff have tried to make this most abnormal situation, when interviewed, crying teenage girls said that even the name ISIS evokes fear in them.Knowing what it is like to be marked as a Christian, Assad told 20/20, “We are rescuing people that are the most vulnerable.”The Assads contacted their old friend Shaviv to help smooth the diplomatic road and secure a safe landing-pad for the refugees. In conversation with The Times of Israel, Shaviv said, “I didn’t ask too many questions. I just said let’s see what we can do.”And so, along with Repa, he got to work, combing through and contacting his network of political connections. The team tried at least a dozen countries before getting a hearing in Slovakia.‘The determining messaging that got them to really identify and take ownership was that this is the last Christian community on earth that speaks the language of Jesus’-“My policy was the path of least resistance — the first country that showed any kind of positive leanings was Slovakia,” said Shaviv. The strategist explained that it was important in Slovakia, still a very traditional Catholic country, to get both the Vatican and its local religious authorities involved.“We thought that the right approach was to get the Slovak church to take ownership and say these are our people,” said Shaviv. And after many trips to the Vatican, it came on board in saving its Iraqi Catholics.“The determining messaging that got them to really identify and take ownership was that this is the last Christian community on earth that speaks the language of Jesus,” said Shaviv. The Vatican’s Slovakia emissary aided in many aspects of the refugee’s potential absorption, including in working with local charities to find a suitable facility for their first six weeks of intensive language training and acclimation.Shaviv said that several factors contributed to the Slovakian government’s commendable willingness to accept the refugees. For one, although it was the first European Union country to state it was not willing to accept Muslims during the massive waves of migrants and refugees reaching European shores in 2015, like all EU countries, it must fulfill a refugee quota. This quota has drawn mounting resentment from Slovakia and other EU member nations. The Associated Press reported that on Tuesday, four Central European members, Czech Republic, Hungary, Poland and Slovakia, which form an informal grouping known as the Visegrad Four or V4, rejected any compulsory refugee quotas. This came as no surprise. Earlier in January, AP reported that Slovak Prime Minister Robert Fico said integrating refugees is impossible, saying “the idea of multicultural Europe has failed.” Fico further said his government sees a “clear link” between the waves of refugees and the Paris attacks. However, the Al-Bazi refugees, Shaviv said, would be coming with security vetting done by the Assads, and are a homogenous community.“There were no unknowns — no ‘free radicals’ in the system,” joked Shaviv. The other driving force that sweetened the Slovakian pot was Glenn Beck’s charity and his Mercury One’s Nazarene Fund, which has raised more than $12 million for resettlement efforts. In essentially funding what Israelis would call an “absorption basket,” to streamline their integration, the refugees will receive housing, learn Slovak and be trained for jobs for about three years. The mainstreaming of the Iraqi refugees is of upmost importance to Slovakia.Peter Hulényi, the Slovak ambassador to Israel, told The Times of Israel this week that for a country to act responsibly, it must take into consideration the refugees’ absorption. As such, he said that for Slovakia as a nation, “it is much easier to absorb Christians,” who have at least faith in common with native Slovakians, regardless of their origin states. He explained, “It’s not as though there aren’t Muslim refugees in Slovakia, there are of course. But the Slovak concern, and the responsible concern of any country is absorption, and we are better able to absorb Christians.”Hulényi applauded the coordinated international response and welcomed the close cooperation with each of the countries involved and that of the NGO sector.“The rescue operation also illustrate an effort of Slovak government to help most vulnerable refugees, particularly Christian families with children from Syria or Iraq, as they belong to most vulnerable communities and as they are most likely to stay in our country,” said Hulényi. There are still over 400 refugees in Al-Bazi’s church compound. Even this week, Shaviv and the priest were in Europe, knocking on doors and looking for other host countries. There may soon be room for optimism, however. Beck announced on his website in early January that there are two countries already on the table. Is one Poland, which in July absorbed 42 Syrian Christian families under an initiative by the late Lord George Weidenfeld, who died this week. Maybe even Israel? Shaviv would neither confirm nor deny any suggested nation state.“We’re going to finish the job; we’ll finalize that, and move on,” said Shaviv.
