In Phoenix, near 32nd Street and McDowell Road, parts of the road were blocked off after multiple people were stung by bees at the Muslim Community Mosque. Over 20 people reported being stung.The bees appeared to be in or near the mosque’s roof. Phoenix Fire crews sprayed the roof area with foam.Several people were taken to the hospital by ambulance.

A huge swarm of bees surrounded people at the Muslim Community Mosque in Phoenix, Arizona, in a terrifying moment caught on video.At least 20 people were stung Friday, Phoenix Fire Department spokeswoman Ardell Deliz told ABC News.One person -- a 24-year-old man -- was transported to the hospital in stable condition, Deliz said.Firefighters rushed to the scene and sprayed the area with a foam that calms the insects, but Deliz said it took at least a few hours until a bee keeper could come remove them.The Muslim Community Mosque did not immediately respond to a request for comment.

Bill C-51 anti-terror arrests without a crime concern legal experts-'The case hasn't been made' that special authority is needed, Canadian civil liberties leader says-By Solomon Israel, CBC News Updated: Apr 02, 2016 12:06 PM ET

A new provision of the Criminal Code created by Bill C-51 makes it easier for Canadian police to arrest people they fear 'may' commit a terrorism offence.(Note: CBC does not endorse and is not responsible for the content of external links.)-Some Canadian legal experts are concerned about police use of an anti-terrorism provision in Bill C-51 that makes it easier for them to arrest people who haven't committed any crime.The use of the new provision, Section 810.011 of the Criminal Code, in recent cases such as that of Ontario man Kevin Omar Mohamed is drawing criticism that the law is both redundant and over-powerful."The Criminal Code already had provisions in place whereby the police could detain individuals for a number of inchoate offences," says Sukanya Pillay, executive director of the Canadian Civil Liberties Association."In particular, we're concerned that by doing this, we're normalizing these exceptional powers, and the case hasn't been made that they're needed," says Pillay.Peace bonds have been used against terrorism suspects since before Bill C-51, although it's difficult to pin down the exact number of times. Craig Forcese, a legal scholar at the University of Ottawa who has studied Bill C-51 extensively, estimates they have been used in terrorism cases 16 times since 2001.'I think you need a measure that allows law enforcement to exercise some control over an individual on a standard that's short of the criminal law standard required for an arrest and prosecution.'-- Craig Forcese, University of Ottawa faculty of law-A spokeswoman for the Public Prosecution Service of Canada told CBC News there were 16 applications for peace bonds in such cases as of March 29, but later said 10 peace bonds "have been issued" since 2001 — one of which was issued under Section 810.011.Although the contentious Bill C-51 was passed under the previous Conservative federal government, the new Liberal government indicates it is unlikely to change Section 810.011 of the code.The section makes it easier for police to arrest terror suspects and bring them before a judge, who can then issue a so-called peace bond against them for up to 12 months, or up to five years if they have a previous terrorism conviction.The subject of such a peace bond can be required to surrender their passport, obey a curfew, participate in treatment programs, wear an electronic monitoring device, and abide by other restrictions. Although the subject has to agree to sign the peace bond, they face up to a year of prison time if they choose not to.-A lower standard for arrests-Although the use of peace bonds against terrorism suspects predates Bill C-51, the new provision significantly weakens the standard required for police to arrest someone and bring them before a judge.Previously, police had to show they feared "on reasonable grounds" that the person "will" commit a terrorism offence in order to bring them before a judge for a peace bond hearing. Now, police must only show their fear that the person "may" commit a terrorism offence.In one of the most recent cases, this section was used by the RCMP to effect a "preventive arrest" of Kevin Omar Mohamed, a 23-year-old Ontario man.However, Mohamed never got a chance to agree to a peace bond. After detaining Mohamed, the RCMP withdrew the peace bond application and replaced it with charges under Section 83.18 of the Criminal Code, titled "Participation in activity of terrorist group."Mohamed's lawyer, Anser Farooq, says his client was ready to sign the peace bond before it was withdrawn."We were going to take it," says Farooq. "We had clothing there ready to take him out [of custody] that day."-A 'Goldilocks' problem-The use of peace bonds against terrorism suspects has increased in recent years, according to Craig Forcese of the University of Ottawa. They were imposed on some members of the Toronto 18, and also on Aaron Driver, a Winnipeg man who supported ISIS online.Forcese says peace bonds under Section 810.011 suffer from a "Goldilocks"-style dilemma, describing them as potentially too powerful and yet not powerful enough. He says peace bonds "won't necessarily stop a determined, dangerous person" who is truly intent on doing harm."On the other hand, it's potentially too aggressive a measure for someone who may never actually gravitate to the feared conduct," says Forcese.Although Forcese is critical of certain aspects of peace bonds, he does believe they ought to exist."In the current threat environment, I think you need a measure that allows law enforcement to exercise some control over an individual on a standard that's short of the criminal law standard required for an arrest and prosecution," says Forcese.-Already challenged in court-So far, Section 810.011 has been challenged once in Canadian court, without much success.Aaron Driver was never charged with a crime for voicing his support for ISIS over the internet, but the RCMP applied for a peace bond against him in June 2015. His lawyer challenged the law behind that peace bond, arguing that the legislation was "arbitrary and indefensible by virtue of being vague and overbroad," according to the ruling from Manitoba provincial court Justice Ryan Rolston.Rolston found that Section 810.011 was not unconstitutional, although he did strike down the peace bond's requirement that Driver take part in a treatment program. Driver ended up signing the peace bond after a negotiation with the Crown that loosened some of the other conditions, according to his attorney Leonard Tailleur, who describes the section as "problematic."Tailleur says, "The threshold is so low that it's going to get some people agreeing to [peace bond] conditions because it's the easy thing to do, rather than the right thing to do."The future of Section 810.011-A spokesman for Public Safety Minister Ralph Goodale suggests the government will likely leave Section 810.011 intact, despite an election-time pledge to modify Bill C-51."With C-51, we made a number of core commitments to reform it as part of our election platform," says Scott Bardsley. "Changes to Section 810 of the Criminal Code were not among those commitments."Bardsley adds, however, that upcoming consultations on national security policy will offer Canadians an opportunity to provide the government with feedback on Section 810.011.

On Friday afternoon, a significant police presence was spotted in the Toronto neighbourhood where Premier Kathleen Wynne resides.Toronto police are currently at the home of Ontario Premier Kathleen Wynne after protesters from Toronto's Black Lives Matter movement took their demonstrations to her private residence Thursday night.Const. Victor Kwong with Toronto police said the force received a call before 9 a.m. about an "out of place" bottle that was left on the premier's driveway.Kwong would not comment on what was inside the bottle and said he did not know when police would be leaving the scene.Sandy Hudson, a co-founder of the group, said members were outside the home after 10 p.m. for about 20 minutes and left a card with an invitation to meet with them, a wreath, wine – actually an empty wine bottle filled with water, she said – and cheese."It was like, you know, here we are inviting you, this is like a warm welcome," Hudson said. "It was peaceful. It was not loud in any way. Why Kathleen Wynne seems poised to prorogue Ontario Legislature-Prorogation would take spotlight away from opposition, clear decks for Liberal cabinet shuffle-By Mike Crawley, CBC News Last Updated: Mar 28, 2016 6:46 AM ET

Asked 'Are you going to prorogue?' Premier Kathleen Wynne laughed and replied, 'Stay tuned.'This story started to emerge when I was getting my hair cut.In the basement of Queen's Park, there's a tiny barber shop, run for decades by now-semi-retired Frank Filice, who has cut the hair of more Ontario politicians than anybody. Frank doesn't reveal what they talk about.But last week, after Frank finished with me, PC House Leader Jim Wilson sat down in the chair, started chatting in a barber shop sort of way, and ended up telling me, "I think they're going to prorogue." Prorogation matters, because in essence it means shutting down the legislature. It's perfectly within the government's right, but it can be controversial: It kills any bills that are yet to be passed, stops committees from working and robs the opposition of its daily chance to hold the government to account in question period. Dalton McGuinty prorogued in October 2012, with his minority government under siege over the growing gas plants scandal.So why would Premier Kathleen Wynne prorogue now? Wilson is a veteran of the legislature and knows how things work from both the government and opposition perspectives.So his theory triggered me to dig further. And what I found convinced me: It sure looks like Wynne will prorogue, likely by the end of April. Here's why:1. Short list of bills-There are very few government bills working their way through the legislature. The only major pieces of legislation that are yet to be passed are the budget, the cap and trade rules, and the new bill on emergency responders suffering from post-traumatic stress disorder. Those bills could become law within a few weeks, clearing the decks for the government to prorogue without hurting any of its key initiatives.2. Early budget -Finance Minister Charles Sousa delivered the budget exceptionally early this year, on Feb. 25. None of the government's explanations made sense. "It's important for us to come out early in order for us to achieve success in some of the investments that we're proposing," Sousa said. "We want to make sure that it's clear to everyone as early as possible what the next steps are going to be," said Wynne.A reason for tabling the budget early that would make sense? To get it passed quickly, to then prorogue.  3. New faces in an old government-Wynne's cabinet is overdue for a shuffle. Every single minister she named after winning the 2014 election remains in place.But cabinet shuffles while the legislature is sitting have their disadvantages. Ministers new to their portfolios would love to have extra time to get up to speed on the issues, without the pesky daily probing of question period. Prorogation would give them that time. PC House Leader Jim Wilson believes the Liberals will prorogue Queen's Park soon after the budget bill passes, likely in April. 4. Looking ahead to an election-It's coming up to two years since Wynne won her majority. Pretty much everything laid out in her government's 2014 throne speech has been accomplished. It would make sense to do a reset, with a new throne speech and new voter-friendly initiatives aimed toward the 2018 campaign.A prorogation could last indefinitely but it would be unlikely to last longer than the fall. Proroguing would also, conveniently, reduce PC Leader Patrick Brown's opportunities to boost his profile among voters by hammering the Liberals during question period. 5. No denials-In the hours before the Sunshine List was released last Thursday, Wynne had a news conference. Nearly all the questions were about the list of Ontario's best-paid public servants. I decided to try to catch her by surprise. "Are you going to prorogue?" I asked.Wynne smiled, laughed and responded: "You know what? There is a lot more work to do in the province, so stay tuned for how we're going to continue to build this province up."She didn't say no. My question — and Wynne's refusal to deny it — turned into a news story.So will prorogation happen? Sure looks like it. As Wynne said, "Stay tuned."

The Liberals are accused of selling access to cabinet ministers at high-priced dinners and cocktail receptions for lobbyists, and Wynne promises to introduce new rules on political donations by the fall, but not to implement them before the next election in 2018. 'We are going to be looking at the federal model, where corporate and union donations have been disallowed, and that's where we're going.'- Ontario Premier Kathleen Wynne-She had refused to confirm that cabinet ministers have individual fundraising targets of up to $500,000, but was pressed on the issue again Friday."We're a team, and those conversations [are] between the ministers and the fundraising [managers], we don't necessarily have a joint conversation about what everyone's target is," Wynne said at an Ottawa news conference. "We know that there's an overall objective in terms of what we need to run the party, and we all do our bit."However, Wynne wouldn't say what that overall fundraising objective is for the Liberals."You'll have to talk to the party," she said. "It's the party that raises the money. It's the party that works with all the members to support their fundraising efforts, and it's the same for all of the parties at the provincial level."The Liberal Party of Ontario did not immediately respond to queries about its fundraising goal each year.Andrea Horwath Ontario NDP-Plan coming this fall-Ontario is looking at the federal political donation rules, which have much lower maximum limits than the province, and also have an outright ban on contributions from companies and unions."We are going to be looking at the federal model, where corporate and union donations have been disallowed, and that's where we're going," said Wynne. "There will be a transition into that, and that plan will be brought forward in the fall."Wynne said the new rules will also address third-party advertising. But Wynne suggested her political opponents can react to the changes the government makes, but not have input as they're drafted."We will be bringing forward a plan that there'll be commentary from all sides," she said. "I'll be interested to hear their commentary."-Federal rules are simple-Progressive Conservative Leader Patrick Brown wrote Wynne a letter Friday saying he agreed with Horwath. He is calling on the Ontario Legislature to strike an all-party committee on Monday to gather public input on fundraising and advertising reforms.The federal contribution rules are simple: people can contribute a maximum of $1,525 to each party annually, plus another $1,525 in total to all the registered associations and candidates of each party.In Ontario, people, companies and unions can donate $9,775 to a party each year, another $9,975 to the party for each campaign period, plus $6,650 annually to constituency associations of any one party. They can also donate $6,650 to candidates of any one party in a campaign, but no more than $1,330 to a single candidate.Ontario also has no limits on contributions to political leadership candidates. The president of the New Democratic Party thinks her party needs to aggressively diversify its ranks in order to better reflect Canadian society."I think the party's too white, I think all parties are too white. But so are we, and so let's start doing some better outreach and acknowledging that, so we can change the look of the folks around the table," Rebecca Blaikie said in an interview with host Chris Hall on CBC Radio's The House."Sometimes you just need to own things, and say them out loud, in order to do a better job at them, [but] I think our politics around diversity are excellent," she said.The party recently completed its post-mortem of the 2015 election campaign, which concluded the party's offer last year "was out of sync with Canadians' desire for a dramatic break" from Stephen Harper's Conservatives.The review explicitly said that the party needs to reach out to a "broader and more diverse audience," which could be achieved by "diversifying our staff by reaching out into under-represented communities."-Election night NDP-Blaikie said that the party's effort to recruit diverse candidates has fared well in part because it crafted policies and set targets to recruit candidates of colour, indigenous candidates and candidates living with disabilities — noting the party ran the most diverse slate of any party in Canadian history in the last election.No, Avi Lewis says, he's not trying to take down Tom Mulcair-​She said the party should double down on that effort on the staffing front."Hopefully we can bring in some of those same policies around not just candidates but also who runs the party, who works for party and who works for the caucus," she added. Under leader Jack Layton, the party captured 59 of Quebec's 75 seats and dominated the francophone vote.After Layton's death, the party elected his Quebec lieutenant, Tom Mulcair, to take on the top job in the hope that he could maintain the party's strong showing in la belle province.But Mulcair faltered in his home province in the 2015 campaign after he announced his support for the niqab at citizenship ceremonies."[The niqab] hurt us terribly. It was measured. I can share with you that the polling we did showed we dropped over 20 points in 48 hours here in Quebec because of the strong stand I took on the niqab," Mulcair said in an interview with The House in February.Blaikie said it wasn't only Mulcair's support for the niqab that sank his numbers but also the party's failure to craft a distinctly Quebec-focused campaign."It's a distinct place. In 2011, when we had our breakthrough, we had a specific Quebec ad campaign and messages that were designed specifically to reach out to Quebecers. We didn't do that this time, I think that was a mistake."The post-mortem concluded much the same, directing all future campaigns to include a "distinct Quebec strategy" — a buzzword in the province after the failed Meech Lake accord — in recognition of "Quebec's national character."-Mulcair not alone to blame-Blaikie said that the disappointing defeat in the last election should not be laid solely at the feet of Mulcair."I think in a campaign there's always more than one [person to blame]. It's not one person, just as it's not one reason," she said.Some commentators have said Mulcair's insistence on running a budget surplus in the first year hurt him with progressive voters who are less tied to fiscal prudence. But Blaikie said that Layton, too, pledged to balance the books and his leadership was heralded by many left-leaning members of the party.Mulcair, who will be the subject of a leadership review vote at the party's convention April 8-10, has stridently denounced the Liberal government since the election, painting his party as a progressive bulwark against Liberal austerity.The NDP leader has faced criticism from a number of party members for his performance in the last election campaign, but others in his parliamentary caucus — and prominent union leaders — have lined up behind him in advance of the vote.A leadership election could be triggered if 50 per cent plus one delegate at the convention supports such a move.Blaikie has pointed to former prime minister Joe Clark's leadership review in 1983. Clark received 66.9 per cent of support from Progressive Conservative delegates at the party's convention that year, but considered it insufficient.He subsequently called a leadership race and lost the contest to Brian Mulroney."Seventy per cent is a number I think one might want to aspire to. It's not a necessary number, though. I think that should he get under 70 that means he can stay, but there will still be work to do," she conceded, signalling he will have to do more to reach out to party members to earn their support.
