VIENNA (Reuters) - Iran has stayed within the limits of a nuclear deal it reached with world powers last year on its stockpiles of uranium and heavy water, two chemicals that could be used for atomic bombs, the U.N. nuclear agency said on Friday.In exchange for sanctions relief, Iran last July committed to keeping its reserve of low-enriched uranium below 300 kg (662 pounds) and its stock of heavy water, a non-radioactive product, at less than 130 metric tonnes."Throughout the reporting period, Iran had no more than 130 metric tonnes of heavy water ... Iran's total (low) enriched uranium stockpile did not exceed 300 kg," the International Atomic Energy Agency said in a quarterly report on Iran.The IAEA is in charge of verifying Iran's compliance with the deal it reached with the United States, Russia, China, Britain, France and Germany."There shouldn't be any surprises for anyone. Iran continues to honor its commitments," a senior diplomat said. "At this point in time it's clearly below the 300 kg limit. It's not close to making us nervous."In its last Iran report in February, the IAEA said Iran had briefly overstepped the limit for its heavy-water stock, but then came quickly back within the bounds of the deal. The Soviet Union was a juggernaut of a state given to grandiose statements of power, especially the military and industrial kind. It threw immense amounts of scientific and financial resources at projects aimed to prove the superiority of the socialist system over capitalism. Often, it failed. But state control over information and the press meant that the extent of many of its failures were hidden until after the collapse of the USSR in 1991.The excellent aviation blog Hush-Kit has put together a list of the worst military and civilian aircraft produced by the Soviet Union from 1917 to 1991. Many of the aircraft are designs that were looked upon with fear and trepidation when first observed in the West were actually terrible airplanes.Take the Tupolev Tu-144, for example. The Soviet Union's answer to the Anglo-French Concorde supersonic transport, the Tu-144 actually flew two months before the Concorde did. As Hush-Kit notes, "in the rush to achieve this symbolic victory, Tupolev had made a dog. The first flight was misleading–the production machine was virtually a complete redesign, most notably in the critical relationship between the wing and the engine."Another example, the Tu-22 "Blinder" medium bomber, was seen as a hotrod of a nuclear bomber that could penetrate enemy airspace at supersonic speeds. And yet, it was actually a dangerous airplane that had a string of lethal accidents. The Tu-22 needed constant maintenance, couldn't fly (or land) at less than 180 miles an hour, and had terrible visibility. For those reasons, the Tu-22 was known as "Blind John" (the Tu-22's NATO code name, "Blinder", may be a nod to this) and the "Man-Eater."And that's just a taste of the whole horrible menagerie which also includes the Lavochkin LaGG-3-which couldn't pull out of a dive-and of course, the monstrous Kalinin K-7. The Hague, Today, 09:22-During the ASEAN-Russia summit held in Sochi from 19-20 May, Russian president Vladimir Putin claimed ASEAN member states voiced their support for integration with the Eurasian Economic Union (EEU).The diplomatic value of such a statement at a time of Russian relative isolation notwithstanding, there are ample reasons to take this statement with a grain of salt.Now at about one-and-a-half year into its existence, the EEU is rapidly turning into a flawed motor of regional integration.After failing to entice Ukraine to join the bloc in 2014, Russia firmly turned the screws on its neighbour by annexing Crimea and stoking conflict in eastern Ukraine.Putin’s belligerence swiftly caused anxieties in other prospective members of the Union. Russia's subsequent economic crisis served to further undermine the attractiveness of the EEU compared to other projects in the region, such as China's One Belt One Road initiative.With the European Union to its West and China’s New Silk Road to its East, EEU member countries are gradually starting to voice their disillusionment of having joined the bloc. It appears that almost 25 years after the demise of the Soviet Union the Kremlin still has not learnt that countries simply do not like to be coerced into closed-member blocs and alliances.If they won't join you, beat them-Attempts at regional integration in the post-Soviet space on the basis of equality and mutual respect for state sovereignty should be wholeheartedly embraced and encouraged. Sadly, the EEU does not profess this kind of integration.When the Ukrainian population rebelled against Russian coercion to ditch the EU Association Agreement in favour of joining the EEU in late 2013, Putin was quick to react by annexing Crimea and invading the Donbas.The message is clear: If invited for dinner in the Kremlin, it is not in your interest to decline.Russia does not ‘invite’ countries into the EEU because it would like these countries to join, but rather it does so because it does not want these countries to make alternative choices. Sovereignty for me, but not for you is the motto of integration a la Russe.-Rouble pro quo-Sadly for Putin, what goes around comes around. Although the other prospective members of the EEU had no desire to end up in a Ukraine-like situation, they certainly put up a fight with Moscow, extracting hefty concessions in the process.For example, Belarus managed to secure subsidies of up to $10 billion (€8.9 billion) per annum, consisting primarily of cheap oil and natural gas deliveries.Armenia similarly only accepted to join the EEU and decline the EU Association Agreement after Putin promised it similarly low gas prices as offered to Belarus.Furthermore, Russia has had to commit to numerous investment projects in Kyrgyzstan. Enticing countries to join a bloc they have no desire of joining comes at a price.-Russia's economic fallout-Rattled by sanctions and low energy prices, the effects of Russia's economic downturn are being felt throughout the region.The damage to EEU members has been extensive, highlighting concerns in national capitals that Moscow is dragging the entire region down with it.Due to the rouble’s devaluation, non-Russian goods have suffered a competitive setback, forcing other EEU members to devalue their own currencies.The resultant economic disgruntlement among the region’s population added to ongoing frustrations about how Russia blocks many agricultural goods from entering its territory on the basis of obscure sanitary regulations, how Gazprom and Transneft do not open their gas and oil pipelines to competitors, and how Russia forced the other countries to raise their import tariffs to the higher Russian level.A country such as Kyrgyzstan, which is heavily reliant on the resale of cheap Chinese merchandise, is particularly affected by this. More worryingly perhaps from the point of view of regional stability, the economic crisis in Russia is causing many migrant workers to lose their jobs, thus greatly decreasing migrant remittances; traditionally a major source of revenue for countries in Central Asia.-Looking East-Where Russia’s economic appeal in the region is going down, China’s, by contrast, is rising fast.Already the region's largest investor since the late 2000s, China pledged to invest $46 billion (€41 billion) as part of its Silk Road initiative.The construction of the new Silk Road is gradually eroding the attractiveness of Russia as an economic partner and EEU members are scrambling to claim a place along the route.The Silk Road will gradually strengthen Beijing’s bargaining power vis-a-vis Moscow, which is already playing second fiddle in the bilateral relationship owing to its expulsion from international capital markets.The completion of the Silk Road looks set to further undermine Moscow’s power in Central Asia. Illustrative of the EEU’s relative decline were the remarks by Kazakh president Nursultan Nazarbayev, who in an appeal to Eurasian leaders in February this year, outlined the argument for closer integration with both China’s Silk Road and the European Union.Unless Russia’s leadership learns to understand that regional integration can only succeed on the basis of ties that bind, rather than creating binds that tie, the future of the EEU already looks doomed barely two years after it first saw the light.The Crude World monthly column on Eurasian (energy) security and power politics in Europe’s eastern neighbourhood is written by Sijbren de Jong, a strategic analyst with The Hague Centre for Strategic Studies (HCSS), specialised in Eurasian (energy) security and the EU’s relations with Russia and the former Soviet Union.

They also said they “recognise the importance of maintaining dialogue with Russia” on Ukraine and on broader issues, such as Syria, Islamic State and nuclear non-proliferation.“In the context of the ongoing crisis between the Russian Federation and Ukraine, we reiterate that energy should not be used as a means of political coercion or as a threat to security”, the G7 added.German chancellor Angela Merkel said the situation in Ukraine was “discussed in great detail” and that she had “hope” of progress.UK prime minister David Cameron said on Twitter that: “On Russia, the #G7 has agreed on the vital importance of sanctions rollover in June”.US president Barack Obama said “we’ve started to see some progress in negotiations, but we're still seeing too much violence” in Ukraine. ISE-SHIMA, Japan (Reuters) - Group of Seven (G7) leaders agreed on Thursday on the need to send a strong message on maritime claims in the western Pacific, where an increasingly assertive China is locked in territorial disputes with Japan and several Southeast Asian nations.The agreement prompted a sharp rejoinder from China, which is not in the G7 club but whose rise as a power has put it at the heart of some discussions at the advanced nations' summit in Ise-Shima, central Japan."Prime Minister (Shinzo) Abe led discussion on the current situation in the South China Sea and East China Sea. Other G7 leaders said it is necessary for G7 to issue a clear signal," Japanese Deputy Chief Cabinet Secretary Hiroshige Seko told reporters after a session on foreign policy affairs.At a news conference late on Wednesday, Abe said Japan welcomed China's peaceful rise while repeating Tokyo's opposition to acts that try to change the status quo by force. He also urged respect for the rule of law. SEOUL (Reuters) - North Korea threatened retaliation on Friday after South Korea fired what it said were warning shots when a patrol boat and fishing boat from the North crossed the disputed sea border off the west coast of the Korean peninsula.The two vessels from the North retreated about eight minutes after the South Korean navy fired five 40 mm artillery shots at around 7:30 a.m. local time, South Korean officials told Reuters.The North Korean boats had crossed the Northern Limit Line, a border that the North disputes, near the South Korean border island of Yeonpyeong, according to the South Korean military.North Korea accused the South Korean navy of intruding into its waters and said the South fired at its ships in a "grave provocative act," the Supreme Command of the North's Korean People's Army was quoted as saying by the official KCNA news agency late on Friday."The provocation-makers are going to regret for ever how horrible the aftermath of their reckless firing first will be," it was quoted as saying.North Korea frequently makes threatening statements against the South. Tensions have been high since the North conducted a nuclear test in January and a space rocket launch in February, prompting a United Nations Security Council resolution in March tightening sanctions against the isolated state.North Korean fishing boats occasionally stray into South Korean waters. Over the years, navy vessels from both sides have traded fire in sometimes deadly incidents.In 2010, 46 South Korean sailors were killed when their ship sank in what the South says was a torpedo attack by the North. A group representing Korean victims of the US atomic bombings of Japan protested Thursday that their suffering was being neglected ahead of President Barack Obama's historic visit to Hiroshima.The Association of Korean Atomic Bomb Victims estimates that anywhere between 40,000 and 70,000 Koreans died in Hiroshima and Nagasaki when atomic bombs laid waste to the two cities in August 1945.The Korean peninsula was under Japanese colonial rule at the time, and most of those who died had been conscripted by the Japanese military or forced into hard labour.Consequently, the association argues that Koreans were multiple victims, deserving not only of an apology from the United States, but also from Japan.Around two dozen members of the group -- including survivors and relatives of those who died -- gathered outside the US embassy in Seoul with placards reading:"Apologise to Korean victims of the Atomic Bomb" and "Acknowledge the 2nd generation victims".Obama on Friday will become the first sitting US president to visit Hiroshima and, while he has made it clear there will be no apology, there is concern in South Korea that his trip will play into a narrative that focuses on Japan's suffering, rather than the pain its colonial ambitions and wartime aggression inflicted on others."The world thinks Japan is the atomic bomb victim. A superbug resistant to all known medications has been found in the United States for the first time, raising new concern about the dwindling effectiveness of antibiotics, the top US public health official said on Thursday.The case involved a 49-year-old woman in Pennsylvania whose urinary tract infection tested positive for a strain of E. coli that is resistant to the antibiotic of last resort for such infections, known as colistin."It was an old antibiotic, but it was the only one left for what I call nightmare bacteria," a family of germs known as carbapenem-resistant Enterobacteriaceae (CRE), said Thomas Frieden, chief of the US Centers for Disease Control and Prevention.The recently discovered antibiotic-resistant gene, known as mcr-1, has also been found in China and Europe.Its emergence in the United States for the first time "heralds the emergence of truly pan-drug resistant bacteria," said a report on the finding, published in Antimicrobial Agents and Chemotherapy, a journal of the American Society for Microbiology.The report gave no details about the outcome of the Pennsylvania woman's case. Superbugs can be deadly, but not in all cases.The woman had not traveled outside the United States, so could not have acquired the resistant bacteria elsewhere, Frieden said."We know now that the more we look, the more we are going to find," he added. "We risk being in a post-antibiotic world."Colistin has been available since 1959 to treat infections caused by E. coli, Salmonella, and Acinetobacter, which can cause pneumonia or serious blood and wound infections.It was abandoned for human use in the 1980s due to high kidney toxicity, but is widely used in livestock farming, especially in China.However, colistin has been brought back as a treatment of last resort in hospitals and clinics as bacteria have started developing resistance to other, more modern drugs."We need to do a very comprehensive job of protecting antibiotics so we can have them and our children can have them," Frieden said, calling for more research into new antibiotics and better stewardship of existing drugs."The medicine cabinet is empty for some patients," he added.
