Immigration detainees on hunger strike demand meeting with Goodale-[CBC]-July 12, 2016-YAHOONEWS

A group of immigration detainees on a hunger strike at two Ontario prisons is demanding to meet Public Safety Minister Ralph Goodale.But a spokesperson for Goodale would not say on Tuesday whether the minister is prepared to meet with the detainees, reported to number more than 60.Scott Bardsley, spokesperson for Goodale in Ottawa, said in a statement that the Canada Border Services Agency is working with the detainees to resolve the issue safely. The detainees are calling for an end to indefinite detentions in maximum security prisons and are protesting prison conditions that include lockdowns and solitary confinement."Public Safety Minister Ralph Goodale is working on issues related to detention and hopes to put forward proposals in public later this year," Bardsley said.According to Bardsley, the minister recently visited the Vancouver Immigration Holding Centre to see conditions for himself. He said Goodale has also met with the B.C. Civil Liberties Association, the Canadian Association of Refugee Lawyers and the United Nations High Commissioner for Refugees as part of his work.Andrew Morrison, spokesperson for Ontario's community safety and correctional services ministry, confirmed this week that "a number" of detainees are refusing food at the Central East Correctional Centre in Lindsay, Ont. "We are aware that a number of inmates, who are immigration detainees at the Central East Correctional Centre, are refusing meal services and medical staff are actively monitoring these inmates for health concerns," he said.Morrison said the ministry "is committed to ensuring that all inmates within our care and custody are treated fairly and respectfully, and have access to all the same services and supports as they would in the community, including those held on behalf of the Canada Border Services Agency."He said under a federal-provincial agreement that the ministry has with the CBSA, detainees may be held at provincial correctional centres while they are waiting examination, inquiry or removal under federal immigration legislation.The End Immigration Detention Network, an advocacy group, said detainees at the Toronto East Detention Centre are also on a hunger strike.It said the number began at 50 when the hunger strike started on Monday and has grown to more than 60."We would like immigration detention to end and something more fair or realistic be worked out," Toby Clark, who has been in immigration detention since August 2014, said in a statement. "We would like to meet with MPs. To me, the way immigration detention is right now, it's cruel and unusual punishment."If your country refuses to issue travel documents, some people are held months, some people are held years and there is nothing that they can do about their country not issuing travel documents. It's sad that people are separated from their family in Canada for so long. They don't get a second chance." Sharmeen Khan, a member of End Immigration Detention Network, said in a statement that many of the detainees are already unwell and the hunger strike could put them in danger. "The Liberal government came into power promising to do the right thing. These detainees have been organizing since September 2013 but no elected officials have met with them. Minister Goodale must meet with the detainees, and commit to upholding international norms and basic human rights by ending immigration detention."Khan said detainees are often subjected to long lockdowns during summer, sometimes kept in small shared cells for days in a row, not able to speak with their families or with lawyers.According to End Immigration Detention Network, the detainees went on a hunger strike earlier this year in April. CBSA officials met with them, but the group said they have not followed through on the promises they made. The detainees have now restarted their hunger strike and want to meet with elected officials.Bardsley said the CBSA is required to consider all reasonable alternatives before detaining someone. "Under Canadian law, detention is only allowed when: identity is not certain, there is a flight risk or a danger for the public," he said.He said Goodale recently tabled legislation to create a committee of MPs who can scrutinize any department or agency with national security responsibilities, including CBSA."Our goal is to ensure our Canadian approach is world-class, including our methods of enforcement, with effective transparency and accountability."The CBSA has said it transfers detainees to jails when they are considered high risk. OTTAWA - The Bank of Canada is cutting its outlook for the year, saying the extensive damage from the Alberta wildfires helped fuel an economic contraction in the second quarter.The effects of the disaster, which temporarily shuttered key oilsands facilities, took hold as the national economy struggled with disappointing exports numbers, feeble business investment and uncertainty around the United Kingdom's vote to leave the European Union.The central bank's forecast was released Wednesday along with its scheduled announcement on its benchmark interest rate, which it left at the rock-bottom level of 0.5 per cent, as expected."Essentially, the underlying forces that support a strengthening of growth in Canada remain the same, and the adjustment process of the economy to the lower oil prices is well underway," Carolyn Wilkins, Bank of Canada senior deputy governor, said in French after the announcement."That said, international and national factors have led us to lower our projections for growth in the (gross domestic product)."Among its predictions, the bank for the first time released numbers on the potential impact of the U.K.'s referendum last month to exit the EU, also known as Brexit.It said the fallout from the vote will reduce the level of global GDP by 0.2 per cent by the end of 2018 — and fall by 0.1 per cent in Canada over the same period.According to the bank, the "modest" effect on Canada was largely due to the country's small direct trade exposure to the U.K. It stressed that the scope of Brexit's impact remained uncertain and will only be understood as the process unfolds.The report also provided a more-detailed assessment of the effects of the huge Alberta wildfires that erupted in May. The fires cut oil production, led to Fort McMurray's evacuation and destroyed more than 2,000 structures.The central bank estimated the fires shaved 1.1 percentage points from second-quarter growth — as measured by real GDP — and forced the economy to contract in that period by one per cent. In April, before the wildfires, the bank had forecast the economy would grow in the second quarter by one per cent.But looking forward, the bank predicted a "marked rebound" in the third quarter with the resumption of oil production and rebuilding efforts in the region. It projected third-quarter growth to rise by 1.3 percentage points, helping the economy expand in that quarter by 3.5 per cent.That bounce back is also expected to be fuelled by boosts from the federal government's measures to enhance child benefits — which will support household consumption — and its commitment to increase infrastructure spending, the bank said.The central bank also lowered its 2016 growth projection to 1.3 per cent from its April estimate of 1.7 per cent. In doing so, it pointed to weaker outlooks for investment and exports that have more than offset the positive effects of the recent rise in oil prices.It now expects the economy to grow by 2.2 per cent next year and 2.1 per cent in 2018. In April, the bank had predicted growth of 2.3 per cent in 2017 and two per cent in 2018.Still, the bank stated in its monetary policy report that it's also anticipating the country's non-resource sector to "assert itself as the dominant trend in the second half of 2016."It expects increased foreign demand and fiscal spending, along with the past depreciation of the Canadian dollar, to lift growth.Bank of Canada governor Stephen Poloz said despite the underperformance in non-resource exports over the last few months, he still fully expects them to continue their steady climb over the longer term — as they have been doing for the last few years."That keeps our faith in the core narrative — now, around that narrative you go through periods of angst," Poloz told reporters Wednesday."We resist the idea of turning 180 degrees on our forecast because of the last few data points."In explaining its decision to stand pat on the trendsetting rate, the bank said inflation had remained within the ideal target range even though it had recently been a little higher than expected.The bank did, however, warn that financial vulnerabilities are "elevated and rising," particularly in the Vancouver and Toronto areas.The report reiterated Poloz's past warning that soaring house prices in the hot markets of Vancouver and Toronto have been climbing at an unsustainable clip. Millions of flying insects have taken over Gimli, Man., with storefronts, signs and sidewalks covered with clinging critters that locals call "fish flies.""I've never seen such a thing," Gibby Finnbogason said.The Gimli park patrol supervisor says fish flies appear every year in Gimli, but in all of his 41 years he doesn't recall seeing this many.Finnbogason said he started to see massive amounts cloud the skies last Sunday.Two days ago, Finnbogason had to get his staff to shovel piles of the dead insects off boardwalks and sidewalks. They filled 42 garbage bags the first day, he recalled.He added that there's something else that comes with the bugs."The bad thing about fish flies comes the smell. And if you're not familiar with it, it's pretty much open up a fish and take a whiff," he said.Tourists Christine Robillard from Quebec and Dan Harwood from the United Kingdom say they have never seen anything like it."Never! Never. In Montreal we get them on the bridge sometimes but not as many," Robillard said. "We've been taking pictures. It's quite impressive.""Everyone seems really cool about it. But it really seems like a bit of a plague going on," Harwood added. "But I guess they're kind of cute."'They're quite a remarkable animal,' says expert-University of Manitoba entomology professor Terry Galloway says the insects are actually called burrowing mayflies and they're fascinating creatures."Mayflies are quite unique in the insect world because they're one of a group of insects that moult as adults," Galloway said.Galloway explained that there are two stages to adult mayflies. In the first stage, the adult is cream-coloured."They're not ready yet to reproduce in that stage. They actually have to shed their skin. They have to moult and then they emerge as this sort of reddish-brown form," he said.Galloway suggests a science project of sorts — collecting a few of the cream-coloured mayflies in a jar and watching the adults shed their skin in a matter of minutes, right before your eyes."They're quite a remarkable animal, if it wasn't for the big pile of stinking mass that you get on your property," Galloway said.Finnbogason said fish flies are just something that comes with being on the lake."If you're a resident or a tourist in this town, you get used to them. The front landing gear of an Air Canada Express plane collapsed after the aircraft touched down at the Calgary International Airport Tuesday.The Beechcraft 1900 aircraft was carrying 15 passengers at the time, according to Air Canada spokeswoman Angela Mah. NEW YORK, N.Y. - More than two dozen people were sickened in an apparent mass drug overdose on a New York City street corner, sparking warnings from police and health officials about the dangers of using K2, also known as synthetic marijuana.Calls started coming in Tuesday morning that numerous people appeared to be overdosing in the Bedford-Stuyvesant neighbourhood of Brooklyn. Witnesses reported seeing victims lying on the sidewalk, shaking and leaning against trees and fire hydrants.Thirty-three people were taken to area hospitals with non-life-threatening injuries, police said. It was not immediately clear what drugs the victims had ingested, but police said some of the victims had been smoking K2.Dennis Gonzalez of Bushwick told WNBC-TV that K2 use in that part of Brooklyn is out of control."It's gotten out of hand," Gonzalez said. "They even sleep in the street, we have to walk around them. It's just too much to keep under control."The Health Department issued a statement Tuesday saying it "recorded a spike in K2-related emergency room visits" connected to the incident in Brooklyn. The department said it's investigating and monitoring emergency rooms across the city."We remind New Yorkers that K2 is extremely dangerous," the Health Department said in its statement. "The city's public awareness efforts and aggressive enforcement actions over the past year have contributed to a significant decline in ER visits related to K2."Though K2 affects the same area of the brain as marijuana, it contains chemicals made in laboratories and sprayed onto dry leaves. These chemicals are not derived from the marijuana plant, according to the Health Department.K2 can cause extreme anxiety, confusion, paranoia, hallucinations, rapid heart rate, vomiting, fainting, kidney failure and reduced blood supply to the heart.The production and sale of the drug was outlawed in New York City in October 2015.

BEIJING, China - China warned other countries Wednesday against threatening its security in the South China Sea after an international tribunal handed the Philippines a victory by saying Beijing had no legal basis for its expansive claims there.Vice Foreign Minister Liu Zhenmin said Beijing could declare an air defence identification zone over the waters if it felt threatened, a move that would sharply escalate tensions. But Beijing also extended an olive branch to the new Philippine government, saying the Southeast Asian nation would benefit from co-operating with China.The Philippines, under a U.N. treaty governing the seas, had sought arbitration in 2013 on several issues related to its long-running territorial disputes with China. In its ruling Tuesday, the tribunal found China's far-reaching claims to the South China Sea had no legal basis and that Beijing had violated the Philippines' maritime rights by building up artificial islands and disrupting fishing and oil exploration.While introducing a policy paper in response to the ruling, Liu said the islands in the South China Sea were China's "inherent territory" and blamed the Philippines for stirring up trouble."If our security is being threatened, of course we have the right to demarcate a zone. This would depend on our overall assessment," Liu said in a briefing. "We hope that other countries will not take this opportunity to threaten China and work with China to protect the peace and stability of the South China Sea, and not let it become the origin of a war."In 2013, China set up an air defence identification zone over disputed islands in the East China Sea, requiring all aircraft entering the area to notify Chinese authorities or be subjected to "emergency military measures" if they disobey orders from Beijing.
