BALTIMORE — Prosecutors dropped the remaining charges Wednesday against three Baltimore officers in the death of Freddie Gray, but stood by the medical examiner's ruling that his death was a homicide."We do not believe that Freddie Gray killed himself," State Attorney Marilyn Mosby said at a news conference in Gray's neighborhood in West Baltimore.Gray, 25, suffered a severe spinal injury, apparently while en route to the police station, after he was shackled and loaded into a police van but not secured with a seatbelt in April 2015.His death a week later while in police custody set off a series of sometimes violent protests that rocked the city and prompted "Black Lives Matter" demonstrations across the nation.Mosby said the state dropped the charges because it was "highly probable" the remaining defendants would waive their right to trial by jury and that the judge involved in the case would acquit the officers."We could try this case 100 times and cases just like it, and we would end up with the same result," Mosby said.The decision closes the case without any convictions of the six officers originally charged. Judge Barry Williams acquitted officers Brian Rice, Edward Nero and Caesar Goodson earlier this year. Officer William Porter had been awaiting retrial after his trial ended in a hung jury. Two other officers never faced a trial.Mosby said some members of the Baltimore Police Department attempted to undermine the state's case. “For those who believe I’m anti-police, that’s simply not the case, I’m anti-police brutality," she said.Mosby took no questions citing a pending lawsuit the officers filed against her but said she was proud of her team of prosecutors and how they handled the uphill battle of trying the cases.Public reaction to the news of the charges being drop followed shortly after news from the Baltimore courthouse broke."I'm not disappointed. LONDON (Reuters) - Dutch men and Latvian women are the planet's tallest people but Iranian men and South Korean women have grown the fastest in the last century, according to the largest ever study of height around the world.Americans, once among the world's tallest people, have dropped from having men and women at 3rd and 4th in the global height rankings a 100 years earlier, to placing 37th and 42nd respectively in 2014.The research, led by scientists at Imperial College London and published in the journal eLife, also found some nations have stopped growing over the past 30 to 40 years, despite having spurts at the start of the century studied.The United States was one of the first wealthy countries to plateau, followed by others including Britain, Finland, and Japan. Meanwhile, people in Spain and Italy and many countries in Latin America and East Asia are still gaining height.In contrast, some nations in sub-Saharan Africa, North Africa and the Middle East have seen average heights decline over the past three to four decades.Human height is strongly influenced by nutrition and environmental factors, although genetic factors can also play a role in individuals. Children and teens who are better nourished and live in better environments tend to be taller.Research suggests a mother's health and nutrition during pregnancy may also play a role in how tall her children grow.Height also has lifelong consequences. Some studies have found that taller people tend to live longer, get a better education and earn more. But being tall may also increase some health risks, with studies linking height to a higher risk of developing ovarian and prostate cancers."This study gives us a picture of the health of nations over the past century," said Majid Ezzati, an Imperial professor of public health. He said the findings underlined the need "to address children and adolescents' environment and nutrition on a global scale."The 800-strong research team, which worked with the World Health Organization, used data from various sources including military conscription figures, health and nutrition population surveys and epidemiological studies.The scientists use these to generate height information for 18-year-olds in 1914 through to 18-year-olds in 2014.They found that Iranian men have gained an average of 16.5 centimeters (cm) in height, and South Korean women 20.2 cm.The height of men and women in Britain has increased by around 11 cm over the past century, while the height of U.S. men and women has risen by 6 cm and 5 cm. Chinese men and women have gained around 11 cm and 10 cm.The study also found that: *Dutch men are the tallest, with an average height of 182.5 cm. Latvian women are the tallest, with an average height of 170 cm. • Men from East Timor were the smallest in the world in 2014, with an average height of 160 cm. Women from Guatemala were the smallest in 2014, with an average height of 149 cm. • The difference between the tallest and shortest countries in 2014 was about 23 cm for men – an increase of 4 cm on the height gap in 1914. Jul, 09:03-There were howls of indignation across Europe after former European Commission president Jose Manuel Barroso’s spectacularly ill-timed announcement that he is to join Goldman Sachs as a non-executive chairman and adviser on Brexit.These cries of foul will only grow louder and more frequent in the coming years. The numbers of revolving door cases between the public sector and private consultancy has been climbing in Europe and beyond.In the US, for example, in 1974, 3 percent of retiring senators went on to become lobbyists. In 2012, nearly half of them did.There is no turning back this trend, in part due to the fact our leaders are getting younger and finding themselves out of office at an age when most people are at the peak of their careers.Former British PM David Cameron, now licking his wounds on the backbenches, is 49. Barack Obama will be 55 when he vacates the White House next year. Matteo Renzi, who may see his premiership derailed by yet another referendum this autumn, is 41.They are unlikely to content themselves with decades of golf and after-dinner speeches.-'Cooling off' not the issue-The other driver is the professionalisation of politics.The multiplication of special adviser and political communications posts means that more and more people come to cabinet or other front bench positions from the consultancy sector.When their political careers end, they have both the background and the ready made networks to return there to sell their “strategic advice”.The phenomenon is here to stay, which means that conflicts of interest need to be rigorously policed.Much of the focus in the Barroso case has been on the “cooling off” periods between leaving office and taking up a private sector post.This is just 18 months for former commissioners, in contrast to the five-year ban that applies to cabinet ministers in, for instance, Canada. But it still looks almost stringent in comparison to the complete absence of cooling off periods for MEPs.The Commission must revisit these rules. However, debates about whether 18 months, or two years, or five years is the right figure sidetrack us from the real issue: what can the Commission do to sanction former staff who compromise its integrity.In Barroso’s case, the announcement that he will cash in on Brexit would not have been in any better taste after 24 rather than 20 months.-Barroso's judgement-First, there needs to be an element of due process rather than the trial by media often occasioned by these scandals.This means a rapid decision by the Commission’s ethics committee on this and any new move.But rather than the current old boys’ club appointed by commission president Jean-Claude Juncker, this body should be a reformed, truly independent committee whose meetings, decisions and reasoning are a matter of public record.Second, if this committee finds there has been a breach of the standards of integrity and discretion demanded of former commissioners by the founding EU treaties, it should be able to propose meaningful sanctions.In cases like this, where public service is being monetised, the obvious answer is to hit them in the pocket.At a minimum, this means the suspension of “transition allowances” where former commissioners are paid up to 60 percent of their old salary. Removing this would at least avoid making the European taxpayer top up a generous Goldman Sachs stipend.More importantly, officials who breach ethics standards should not be able to lobby without consequences. Should the ethics committee find against him, it should be clear that Barroso is not welcome to meet EU officials in his new capacity.This should be part of a more general policy that lobbyists who do not play by the rules, whether by refusing to sign up to the EU lobby register or by breaching the Commission’s own standards of integrity, are denied access.This would be a powerful sanction that would make both former Commissioners and those who hire their services think carefully about the value of such transactions.Given the recent history of the EU and his part in it, it is not clear what Barroso was thinking in accepting this offer. As a former Maoist, perhaps he had in mind the Chinese leader’s dictum that “everything under heaven is in utter chaos: the situation is excellent”.It does however demonstrate the main risk of the revolving door: that political judgement is skewed by considerations of personal advantage.In an age when euroscepticism has begun to pose an existential threat to the EU, that needs to be dealt with forcefully by the Commission, which has the most to lose from the career ambitions of its former figureheads.Carl Dolan is director of the Transparency International's liaison office to the European Union

ISTANBUL/ANKARA (Reuters) - Turkey's failed coup was financed by the CIA and directed by a retired U.S. army general using a cell in Afghanistan, said one Turkish pro-government newspaper. CIA agents used an island hotel off Istanbul as a nerve center for the plot, said another.Turks are churning out conspiracy theories about who helped orchestrate the abortive military coup that nearly toppled President Tayyip Erdogan, with the United States - a close NATO ally but a traditional object of suspicion - top of the list."The coup was directed by this man," said a front-page headline in the pro-government Yeni Safak newspaper, alongside a photo of retired U.S. Army General John F. Campbell, the last commander of NATO-led forces in Afghanistan and before that the 34th vice chief of staff of the U.S. Army.It said the failed coup had been financed by the CIA via Nigeria's United Bank for Africa , and that two Afghan-based Turkish generals detained in Dubai on Tuesday were part of Campbell's cell of plotters.UBA on Wednesday denied involvement and said the accusations were "clearly false". The Canadian Coast Guard uncovered a mystery earlier this month while trawling the waters off Nova Scotia.Several large wooden fragments of a ship, believed to date back to the 19th century, were pulled from the ocean floor off the coast south of Yarmouth.According to David Jennings, with the Department of Fisheries and Oceans, the CCGS Alfred Needler was conducting dragging operations on Georges Bank as part of the annual fish survey conducted for the DFO.But instead of fish, their nets hauled in parts of a shipwreck.An antique ship in a fishnet-"It's fairly rare. I've been here quite a while and it's the first time I've heard of them bringing up an antique ship in a fishing net," said David Jennings, a spokesman for the DFO.The coast guard vessel brought the fragments to be unloaded in Dartmouth, where Katie Cottreau-Robins, curator of archeology for the Nova Scotia Museum, and her team were waiting to inspect the pieces."It's exciting to see something of that antiquity and to have a chance to view it up close and try to understand what it is and what it represents," Cottreau-Robins said.-Significant fragments-She says while some parts had suffered from being exposed to ocean elements for so long, other sections were quite well-preserved."A couple of these pieces were quite significant — one approximately 20 feet [six metres] long and two tonnes," she said. "We have a section of the hull where there's copper sheathing on the outside and we could see that very clearly, and all the rivets holding the copper onto the frame," she said.The wreck of the Marion C? Nova Scotia maintains a shipwreck database and preliminary research done by the Nova Scotia Museum found a couple of records Cottreau-Robins says are good potential matches for what the coast guard pulled from the ocean — a later 19th century wooden-framed vessel.The Orion was one vessel to pique their interest. It was built in Sweden in 1877 and was in the Maritimes in 1905, loaded with salt from Spain bound for Saint John, when it encountered bad weather and ended up being towed into Halifax.In 1906, the ship, now named the Marion C, was part of the British fleet when it sprung a leak while sailing from Bridgewater, N.S., to New York and sank in the general location the wreck was discovered by the coast guard.-Trying to uncover the story-"This is preliminary research and we like to take out time and we'll continue to look at other resources and references and try to tell the story," she said. The fragments are currently being held at the Bedford Institute of Oceanography and Cottreau-Robins says her team will continue their research while trying to determine what will come of the fragments."We have to think about what is best," she said. "Do we leave these significant pieces just out on a dock somewhere under a tarp? Is there a wet pit available? Is there an area close by where we can submerge these pieces so they don't degrade further and we know where they are and we can look at them again if we want to do further research?

Police have seized roughly $200,000 worth of drugs and two men are facing charges following a two-month investigation.Launched in June after receiving a tip that a man was both manufacturing and selling drugs in the Calgary area, the investigation concluded Friday when police stopped a car and found various amounts of fentanyl, cocaine, heroin and cash inside, along with a fentanyl pill press.That led police to a home in the 6400 block of Fourth Street N.E. where officers discovered a magic mushroom growing operation, a cocaine pill press and a pellet gun.A 31-year-old man from Calgary is facing charges ranging from manufacturing cocaine, fentanyl and magic mushrooms, possession of heroin and possession of property obtained by crime.A 32-year-old man, also from Calgary, was charged with being unlawfully at large.

Husky clarifies timeline of North Saskatchewan River oil spill discovery-[CBC]-July 26, 2016-YAHOONEWS

Husky Energy issued a release on Tuesday afternoon as a "clarification" of the timeline surrounding the leak of 200-250 cubic meters of oil into the North Saskatchewan River. Earlier in the day, the provincial government released a report on the incident that Husky had filed with the Ministry of Economy. That report said the company discovered a "pipeline release" or oil leak on the edge of the river last Wednesday night. That was about 14 hours before it notified the government and shut off the flow.The incident report says that on July 20 at 8 p.m. CST "a pipeline release was discovered on the south shore of the North Saskatchewan River."However, the company now says that report was incorrect; that Husky didn't know at that time that there had definitely been a "pipeline release."In an email, Husky communications official Mel Duval confirmed with CBC that the report submitted to government was incorrect.Husky now says "at approximately 8 p.m. the pipeline monitoring system indicated pressure anomalies as several segments of the pipeline system were being returned to service. This is common during startup operations."-'Did not identify a leak'-It said as a result of those anomalies the company analysed the data and sent a crew to have a look at the area but it "did not identify a leak." In addition, the company said that early Thursday morning it conducted an aerial surveillance of the area. Early Tuesday, Al Pate, who's heading up Husky's response to the spill initially told media the pipeline wasn't shut off until Thursday morning around 10 a.m. "The crews were on site shutting in the pipeline Thursday morning," said Pate. That's also when Husky notified the provincial government of the spill.However Husky is updating that information as well. It now says "we decided as a further precaution to start safe shut down procedures at about 6 a.m."When asked about the confusion and unanswered questions related to the timeline Pate said, "there will be a very full and comprehensive investigation that will deal with timing and those issues, but right now we're focused on the response."When asked about the spill last Friday, Ministry of Environment spokesperson Wes Kotyk praised Husky for how cooperative it had been.Kotyk told reporters the province had been notified as soon as the spill was detected."The company responsible, Husky Energy, has been very cooperative and as soon as they were aware of the incident they notified us," Kotyk said. "And they are working cooperatively to address any of the requirements that we've been having them do to address the situation."The province said that Husky informed the ministry at the time they were able to confirm that a leak had occurred. "The company is not obligated to inform the ministry of initial monitoring, or fluctuations in its line— only when it has actually confirmed the leak," a spokesperson for the ministry said in an email. Pate told reporters he stands by the company's estimate that 200-250 cubic meters of oil were spilled. "You know the key part here is we have very high confidence in the volume of spill. So we've got a sophisticated system that's commonly used throughout industry."Company had an emergency response plan: Deputy minister-The deputy minister for the Ministry of Economy, which regulates pipelines, said Husky has an emergency response plan in place, filed with the government. But Laurie Pushor doesn't know if it was followed. "We want to do a complete and thorough review just so that we can understand what all their procedures and policies were, how their response related to that and of course what specifically happened in this instance," said Pushor.He explained that most emergency response plans require the company to take immediate action. "And proper notifications is a normal first step in those responses. So you want to deploy people to the scene and at the same time you want to be alerting all of the appropriate officials that should be alerted," Pushor said. "Part of what a review needs to do is clarify exactly what was known when and how people responded and who was alerted when and so on,"He said once that review is complete the government will be transparent about the results and he promised it will release Husky's emergency response plan. Pushor said Husky inspected this pipeline as recently as 2015. He said the company has an ongoing spot-check regime, monitoring the surface and the pipe itself. He also pointed out that the province does inspections of its own. However he couldn't say how many inspectors the ministry employs and he didn't know when or if provincial officials had inspected this particular pipeline.

BIG SUR, Calif. — California's signature parks along the Big Sur coastline that draw thousands of daily visitors were closed Tuesday as one of the state's two major wildfires threatened the scenic region at the height of the summer tourism season.To the south, firefighters made progress containing a huge blaze in mountains outside Los Angeles, allowing authorities to let most of 20,000 people evacuated over the weekend to return home. In Wyoming, a large backcountry wildfire in the Shoshone National Forest put about 290 homes and guest ranches at risk.The Big Sur fire threatened a long stretch of pristine, forested mountains hugging the coast and sent smoke billowing over the famed Pacific Coast Highway, which remained open with few if any flames visible to motorists but a risk that the blaze could reach beloved campgrounds, lodges and redwoods near the shore."It is folly to predict where this fire will go," said California state parks spokesman Dennis Weber.The Los Angeles-area fire has destroyed 18 homes since it started and authorities over the weekend discovered a burned body in a car identified Tuesday as a man who refused to be evacuated.A woman living in the house Robert Bresnick was visiting left with firefighters but he went back inside the house. The body of Bresnick, 67, was found about 20 minutes later Saturday in the car after flames tore through the neighbourhood , said Los Angeles County Coroner's Assistant Ed Winter.The Big Sur closures were put into place for parks that draw 7,500 visitors daily from around the world for their dramatic vistas of ocean and mountains. Campgrounds were closed because of the dangers smoke could pose to visitors but could reopen soon if the blaze is held back by firefighters.Jim Newby, a Phoenix-area tourist, drove along the Pacific Coast Highway with his family and was disappointed at the smoke."We wanted to see more of the ocean," Newby said. "We didn't see a whole lot of it unfortunately, and it's a beautiful, beautiful stretch."The park shutdowns came as a fire that started Friday just north of Big Sur grew Tuesday to 36 square miles (93 square kilometres ) but was just 10 per cent contained. Twenty homes have burned in the zone, residents of 300 more were ordered to evacuate and more than 2,000 firefighters were trying to douse the blaze.The Wyoming fire in a remote region burned nearly 11 square miles (28 square kilometres ) and forced the evacuations of 900 people but no homes had burned by Tuesday afternoon, authorities said.In neighbouring Bridger-Teton National Forest, a fire grew to 26 square miles (67 square miles) and was partially contained. Two smaller fires were burning in the Bighorn National Forest.In Southern California, the fire in rugged wilderness between the northern edge of Los Angeles and the suburban city of Santa Clarita grew to 59 square miles (153 square kilometres ).But authorities said Tuesday they had managed to contain 25 per cent of the area, meaning the flames there had been isolated and were not expected to spread. They warned, however, that the fire was still extremely dangerous and would take time to put out."We're not really out of the woods," said U.S. Forest Service spokesman Justin Correll. "We're not ready to relax. There's still a lot of firefighting to do."Acting Gov. Tom Torlakson, substituting for Gov. Jerry Brown who is at the Democratic National Convention with other top state officials, declared a state of emergency for both fires on Tuesday night. The move frees up funding and relaxes regulations to help with the firefight and the recovery.The 3,000 firefighters faced another day of temperatures in the 90s to low 100s as they fought the fire, aided by fleets aircraft dropping retardant and water and hundreds of fire engines.Some neighbourhoods in Santa Clarita, population about 200,000, remained off limits Tuesday because of the fire. But most evacuations ordered for about 10,000 homes with an estimated 20,000 residents were lifted.Lane Leavitt, who trains stunt actors and specializes in setting people on fire for movies and television, was relieved when he returned home Monday evening to find his home and business fully intact."It's a miracle everything was there," he said from his home across the street from a ranch used to make movies where the sets were incinerated.Friends and clients from around the world called and texted Leavitt, worried he lost everything after he abandoned the house with fire burning on two sides of it.He texted back: "We're still standing."___Antczak reported from Los Angeles. ABOARD PAPAL PLANE (Reuters) - Pope Francis said on Wednesday that a string of recent attacks, including the murder of a priest in France, was proof that the "world is at war".However, speaking to reporters aboard a plane taking him to Poland, the pope said he was not talking about a war of religion, but rather one of domination of peoples and economic interests."The word that is being repeated often is insecurity, but the real word is war," he said in brief comments to reporters while flying to southern Poland for a five-day visit."Let's recognise it. The world is in a state of war in bits and pieces," he said, adding that the attacks could be seen as another world war, specifically mentioning World War One and Two."Now there is this one (war). It is perhaps not organic but it is organised and it is war," he said. "We should not be afraid to speak this truth. The world is at war because it has lost peace."About 15 minutes later, after greeting journalists individually, Francis took the microphone again and said he wanted "to clarify" that he was not referring to a war of religion."Not a war of religion. There is a war of interests. There is a war for money. There is a war for natural resources. There is a war for domination of peoples. This is the war," he said."All religions want peace.
